MQM chief to visit India to help resolve Kashmir issue

NEW DELHI, Aug 14: Altaf Hussain, chief of the Muttahida Qaumi Movement (MQM) of Pakistan, has said he would soon visit India to strengthen efforts to resolve the Kashmir issue.

"I will not only talk on the plight of the Kashmiris, but will also raise the problems of smaller provinces, particularly Sindh and Balochistan, which have been subjugated to injustices by the Punjabi establishment," Hussain, who is in exile in London, told Pakistani journalists, intellectuals and political activists during a tele-conference at the Karachi Press Club.

According to ‘Dawn’, he said he would also visit Russia and other countries to focus on the "injustice" being perpetrated by the Pervez Musharraf regime on the people of smaller provinces.

However, the report did not mention the probable dates of his visits to India or Russia.

Describing Sindh as an "occupied territory", Hussain said the province had been "deprived of its due rights" despite contributing over 70 per cent to the state exchequer.

He warned that "if the rulers did not mend their ways and continued with their policy of subjugation the people of smaller provinces would have no option but to demand the right of self-determination", the daily said.

The MQM chief said the "Punjabi establishment had deliberately created a gulf between the sindhis and urdu speaking people to perpetuate their rule. "But the time has changed now because the people have now understood the divide and rule policy of the rulers," he added. (PTI)

NEW DELHI, Aug 14: Deputy Inspector General of CBi, O P Galhotra, who is probing the Rs 64 crore Bofors payoff scandal is among the 12 sleuths of the agency who have been selected for this year’s police medal for meritorious services.

DIG Debasis Bagchi, who was instrumental in setting up of agency’s training academy is among three officers selected for President’s police medal for distinguished service.

Galhotra, who is presently posted with the economic offence wing of the agency, has been associated with the Bofors payoff scandal for long while Bagchi, who is currently on deputation to Delhi Vidyut Board, was the first Director of CBI Academy at Ghaziabad.

Jai Swadesh, Superintendent of Police in Special unit, and J P Verma, Superintendent of Police in Bhubaneswar, have been awarded with President’s police medal for services in intelligence gathering and MDMA respectively.

DIG in Special Investigation cell H C Awasthy has been selected for police medal for his contribution in various corruption cases especially the nexus between Uzbekistan lady Olga Kozireva with customs officials.

The other CBI personnel selected for police medal are Suresh Kumar Kashyap (DSP), Ram Pujan Tiwari (Inspector), Samir Ranjan Bandyopadhyay (inspector), Gulab Mahadeo Bhosale (SI), Kamalaathan Madavmurthy (SI), ishwar Chand (ASI), Alam Singh Rawat (ASI), Kher Singh, T B Ramachandran (Head Constables) and Mathum Dutt (Constable).(PTI)

Jaya briefs Governor on Sunday’s violence

CHENNAI, Aug 14: Tamil Nadu Chief Minister Jayalalithaa today rejected the demand by DMK MPs for a judicial probe by the Centre into the violent incidents during a DMK procession on Sunday saying it was ‘not at all necessary’.

‘There can not be a parallel commission of inquiry as the State Government had already set up a judicial probe to go into the violent incidents’, she told newsmen after calling on State Governor Dr C Rangarajan this afternoon.

Describing her 50-minute meeting with the Governor as a ‘courtesy’ call, Jayalalithaa said she also briefed him about the recent violent incidents.

‘Normally a Governor sends a report to the centre on the basis of information provided by the State Government’, she said adding in this case preliminary and detailed reports had already been given to the Governor, alongwith press clippings and video clippings.

A report had also been sent to the Union Home Ministry by the State Government, she added.

Asked whether the Governor expressed satisfaction with the reports given by her, Jayalalithaa said. ‘There is no question of satisfaction or dissatisfaction by the Governor’. Asked about the terms of reference for the judicial probe by a retired judge of the Madras High Court, K S Bhaktavatsalam, into the violence, Jayalalithaa said, ‘It is yet to be drafted’.

Replying to a question, Jayalalithaa said the AIADMK had nothing to do with the violence. ‘it was the DMK which was bent upon creating violence. It was the intention of DMK chief M Karunanidhi, to see a few deaths, for which some mercenaries were employed’. She, however, hastened to add that she would not say much on this subject as the judicial commission had already been set up.

Asked how the police failed to identify the miscreants who entered the crowd and created trouble, she shot back saying, ‘It is a loaded question. First of all, we do not agree that fishermen from Ayodhyakuppam attacked the DMK on the contrary, it was some DMK men who entered Ayodhyakuppam, the fishermen’s colony, and started attacking the colony people. Police intervened and maintained law and order’, she said.

The Chief Minister said some arrests had been made and cases had been registered.

Govt asked to ensure smooth functioning of RS

NEW DELHI, Aug 14: Leaders of opposition parties in Rajya Sabha today asked Government to ensure smooth transaction of business in the house whose proceedings are being disrupted by DMK, a constituent of the ruling NDA, over alleged police excesses on its rally in Chennai.

"We are shocked at the behaviour of one of the coalition partners of the NDA Government. It is the responsibility of the Government to ensure smooth transaction of business in the house," a statement issued by the leaders said.

They said neither the leader of the house nor the Parliamentary Affairs Minister was present in the house and no sign was visible on part of the Government to tackle the situation and restore normalcy.

The opposition parties had decided to raise issues affecting the common people which are "embarrassing" to the Government, the statement said.

"If the Government decides to evade and avoid these discussions in Parliament by resorting to such undesirable course, then it will have serious repercussions in the functioning of Parliament," the statement said.

The statement was signed among others by Manmohan Singh (Cong), P G Narayanan (AIADMK), Ram Deo Bhandary (RJD), J Chitharanjan (CPI) and Nilotpal Basu (CPI-M). (PTI)

Tyagi to be given reasonable time to surrender

MUMBAI, Aug 14: Former Mumbai Joint Police Commissioner R D Tyagi, whose anticipatory bail petition in the Mumbai riot case was dismissed by the Supreme Court yesterday, would be granted "reasonable time" to surrender by the Special Task Force.

K P Raghuvanshi, head of the STF set up by Maharashtra Government to implement the recommendations of the Sri Krishna Commission, told newspersons here that Tyagi had still not surrendered and would be given reasonable time to do so.

He said he had yet to receive a copy of the Supreme Court order which had dismissed the bail petition filed by Tyagi apprehending his arrest in the Mumbai riot case

Tyagi had appealed against the Bombay High Court order which had refused him anticipatory bail in a case indicting him for his role in issuing firing orders at the Suleman Bakery, during the 1993 Mumbai riots, resulting in the death of nine people.(PTI)

Security deployed at all strategic points in Imphal

IMPHAL, Aug 14: Security and police forces have been deployed at all vulnerable points in and around Imphal in view of today’s ‘fill the jail’ programme by the United Committee of Manipur (UCM) to press for immediate release of 44 people arrested during the recent anti-ceasefire agitation.

Official sources said police barricades had also been erected at several places since last night amidst heavy security deployment in the state capital complex here.

Reports said UCM was delaying beginning of the programme because its leaders had been informed by the Government that the arrested persons, including 12 student leaders, were being released without any condition after a court process today.

UCM sources said if the court judgement was not available by noon, they would organise the ‘fill the jail’ programme. The district authorities have made Khuman Lampak Stadium complex and Bheigyachandra open air theatre as temporary jails. (PTI)

Court waives condition on Fardeen Khan

MUMBAI, Aug 14: A special court allowed film actor Fardeen Khan to leave the limits of the city whenever required in keeping with his professional requirement.

Designated Judge M S Keny, however, directed Fardeen to inform Narcotics Control Bureau (NCB) as and when he left Mumbai for film shootings. He also directed Fardeen to deposit his Passport with NCB.

The order was delivered yesterday on an application moved by Fardeen’s lawyer Ayaz Khan.

Granting bail to Fardeen, the court had earlier imposed condition restraining the actor from leaving Mumbai until further orders.

His lawyer moved an application urging the court to waive this condition because investigations were over and chargesheet had been filed.

Fardeen came to the court yesterday on his return from Australia. He was asked to deposit his Passport with NCB and obtain it with the permission of the court whenever he was required to go abroad.

"Thank you, your honour," said a smiling Fardeen Khan when the Judge waived the condition restraining him from leaving Mumbai.

On August 2, the court had filed chargesheet against Fardeen and two others. They were charged with possessing cocaine. On May 6, NCB had seized nine grams of the drug from Fardeen’s car.

The matter has now been adjourned to August 16 for framing of charge.(PTI)

ICWA Bill reintroduced in Lok Sabha

NEW DELHI, Aug 14: Government today reintroduced a bill in the Lok Sabha to declare Indian Council of World Affairs (ICWA) an institution of national importance.

The Indian Council of World Affairs Bill, 2001, introduced by Urban Development Minister Jagmohan, seeks to replace an ordinance with certain modification mainly pertaining to composition of the Council.

According to the statement of objects and reasons attached to the bill, a "marked deterioration" in the functioning of ICWA, established here in 1943, was witnessed from 1981 and the "institution started losing its standing".

"Academics, students and intellectuals distanced themselves from the affairs of the council," it said maintaining many violations of terms of lease of land given by the Government to ICWA also took place.

As the premises of the Council were sublet to other organisations and non-payment of dues mounted, the Government, which had received consistent demands for intervention, took over the institution to check further deterioration by promulgating an ordinance on September one, last year.

The new bill has proposed that the President of the Council would now be the Vice-President of India while ex officio and other members would include MPs nominated by the Lok Sabha Speaker and Rajya Sabha Chairman. (PTI)
