Pak agents working in state administration: Vaid Excelsior Correspondent JAMMU, Aug 11: Leveling serious charges against the state Government, the Bharatiya Janata Party (BJP), senior leader and MP, Vaid Vaishno Dutt today alleged that Pak agents are working on some key posts in the administration. Talking to mediapersons here today, he said the State Government lacks will to curb the terrorism and it has been pursuing the weak policies in this regard. The promulgation of Disturb Area Act will be meaningless till there is no coordination between the State and Centre Governments he added. He said the Centre and State Government are pursuing different ideologies on Kashmir. While the Centre is of the firm opinion that J&K is integral part of India, the State Government is advocating for greater autonomy. This gives a confusing signal and Pakistan taking the advantage exploits the situation to her benefit, he added. He also demanded probe into security lapses that led to the Railway Station killings by militants and massacres in Kishtwar. He while taking the State administration to task said 6,000 militants who were arrested have been freed without punishment. This proves how the administration is hand in glove with militants. When I took up the matter with Chief Minister, Dr Farooq Abdullah he maintained, there are several lacunas in the law, the BJP leader said. Reiterating his partys stand that J&K is integral part of India he asked Pakistan to vacate the portion of the State forcibly occupied by her. Giving the resume of his discussions in Parliament he said I have taken a serious exception of recent statements of Chief Minister, Dr Farooq Abdullah for giving statements on foreign affairs suggesting conversion of LoC into International Border. He said Dr Abdullah has no authority on the subject and violates the unanimous resolution passed by the Parliament of India for vacating the PoK. He said even I raised the issue of distorting the voters list by State Government as per the figures provided by it. In light of these figures the State Government has exaggerated the figures to suit the Pakistani elements. He wanted to know how the growth rate in militancy infested district of Kupwara will increase to 38.5 per cent while that of Jammu and Kathua is at 24 and 21 per cent respectively when the district has been in the grip of militancy for last 12 years. He ridiculed the J&K Government claims that it does not get the due financial assistance from the Centre. Quoting the Union Home Minister, Mr L K Advani, Mr Dutt said he (Advani) is claiming that all help is being provided to state including financial assistance. |
Freedom fighters unhappy over disturbed areas Act Excelsior Correspondent JAMMU, Aug. 11: Jammu and Kashmir Freedom Fighters Association has expressed its dissatisfaction with the latest decision of the State and Central Governments to bring four more districts of Jammu under disturbed Area Act, giving some more powers to the State Police and the Army to deal with militancy. In a joint statement the Chairman Mr Bhushan Lal Gupta, president Mr Ved Gandotra, Sr. vice president Mr Tej Ram Dogra Dr Pankaj Sharma Gen. Secy vice president Mr Bhushan Khajuria, Distt president (working) Mr Kuldeep Kumar (Sham) and Distt President (Women Wing) Mrs Sudesh Puri, has termed this only an eye wash, since the implementation of the decision will continue to be with the State Government, whose wilful failure has resulted in escalation of militancy in Jammu and killings of minority community in the State. Nothing short of dismissal of Farooq Government and handing over of entire Jammu and Kashmir to the Army will tackle terrorism and stop killings of innocent Hindus, the Association said. |

against Farooq, Advani Excelsior Correspondent JAMMU, Aug 11: To lodge their protest against the recent massacres of innocent civilians by the Pak sponsored militants, Akhil Bhartiya Vidyarthi Parishad today held a massive demonstration at the Jammu University Campus. Shouting slogans against Pakistan and Chief Minister Farooq Abdullah, the agitators also burnt an effigy of Pak President General Pervez Musharraf near the Campus gate. Angry over the failure of Government in providing security to people of the State, the ABVP activists did not spare even Home Minister Lal Krishan Advani and raised slogans against him also. The agitators were shouting slogans like Farooq Abdullah Gaddi Choro, Pakistan Hai Hai and Advani Hai Hai. The ABVP activists alleged that Farooq Government has miserably failed to protect the lives of people in Jammu and Kashmir and demanded that the Centre should dismiss it and impose Governors rule in the State. Earlier, a number of ABVP activists assemble at the Campus and took out a procession in the University premises. Raising slogans against Farooq Government and Pakistan, they took a round of the Campus and later converged near the main gate where they were addressed by some ABVP leaders. Speaking on the occasion, the ABVP State secretary Mr Vivek Sharma alleged that both Centre and State Government have failed to contain militancy in the State and demanded resignation of Chief Minister Farooq Abdullah. He stressed that by declaring the Jammu province as disturbed, militancy can not be curtailed but by effectively fighting the gun wielding terrorists. Later the ABVP activists burnt an effigy of Pakistan President General Pervez Musharraf and dispersed peacefully. |
Steps for development of degraded forest Excelsior Correspondent Jammu, Aug 11: The Central Government would sanction 28 Forest Development Agencies in the State during the current financial year for the development of degraded forests. For this purpose, the Centre would provide Rs. one crore to each Development Agency. This was revealed by the Minister for Forests, Peerzada Ghulam Ahmed Shah at a meeting of Forest Officers of Jammu division here yesterday. The meeting was informed that so far 500 Forest Development Committees(FDCs) have been constituted in the Jammu division and the process for constitution of more committees is going on. The Minister asked the Chief Conservator of Forests, Jammu and Conservators that they should speed up the work of constitution of FDCs in the rural areas of the region with the help of local people . These committees will work under the supervision and technical guidance of Forest Officers. Expressing his displeasure over reports that illegal saw mills are running in some hilly areas of Doda district. The Minister instructed the concerned officers to dismantle these illegal saw mills on warfooting basis. To check the smuggling of forest wealth, the Minister underlined the need for establishing of Forest Control Rooms in all forest divisions. He instructed the officers to take steps for setting up of these control rooms immediately. To maintain the environment and Eco system, the Minister stressed for protection of forests in the State and said that remaining forests should not be allowed to be used for commercial purposes. He said only dry and fallen trees should be exploited for timber by the SFC. The Forest authorities were directed to conduct marking of dry and fallen trees on scientific lines regularly as per the guidelines of Supreme Court to meet the timber requirements of the people of the State. The Minister said that the supervision and checking of the forest wealth needed to be strengthened and asked the officers to get the forest areas demarcated with the active cooperation of Revenue officials so that degraded forests are regenerated. Peerzada also impressed upon the officers that they should launch plantation drive in the division by taking advantage of the present monsoon season. Among others, the meeting was attended by the Chief Conservator of Forests, Jammu, Dr. Mohd Amin Kawoosa, Conservators and Divisional Forest Officers of Jammu division. |
Seminar on upgradation of PCO's Excelsior Correspondent Jammu, Aug 11: A one-day seminar on "Upgradation of PCOs into Cyber Cafes" sponsored by the Directorate of Employment in collaboration with the Telecom Industry and Services Association, India was inaugurated at Government Polytechnic, Jammu today by the District Development Commissioner, Mr. R.K. Goyal. About 70 PCO holders participated. While welcoming the gathering, the Director Employment, Mr. Naveen Choudhary gave out the details of the schemes and assured for full help from the department in establishing the PCOs. The President, Telecom Industry and Services Association, Mr. Charles Mathows elaborated on the technicalities of the scheme. The DGM, Bharat Sanchar Nigam Ltd gave the details about the incentives being offered by the BSNL to the PCO holders through the scheme. He said the scheme is being covered under J&K Self Employment Programme and different incentives are made available to the entrepreneurs under the scheme. The President, Chamber of Commerce and Industries, Mr. Ram Sahai thanked the Department of Employment for providing an opportunity to help the unemployed PCO holders to get themselves gainfully for other unemployed youth. |

Excelsior Correspondent Jammu, Aug 11: As a part of the annual Machail Yatra to Paddar area in district Doda, the Shobha yatra of a decorated Chandi THALI was taken out by the devotees and pilgrims of Shree Machail Mata from the premises of Shree Maha Lakshmi Temple, Pacca Danga, Jammu early in the morning today with religious fervour and gaiety. The Shobha yatra passed through Pacca Danga, Jain Bazar, Link Road, Purani Mandi, City Chowk, R.N. Bazar and Hari Market amidst chanting of Chandi bhajans and Chandi Jaigosh. Thousands of devotees of the city of temples participated in the Shobha yatra. The singing of devotional songs praising the Goddess during the Shobha Yatra satiated the spiritual thirst of the devotees. Later, over 300 pilgrims boarded six well decorated buses at Indira Chowk and proceeded towards the base camp, Chinote- Bhadarwah which is also called Chota Kashmir. The pilgrims were served prasad at Ambphalla by a devotee of Mata Sh. Ashvini Singh. Enroute, the yatra carvan was welcomed at Garhi Udhampur, where also devotees were served with Prasad. |

telecommunication facilities Excelsior Correspondent SRINAGAR, Aug 11: The Police Telecommunication Organisation had set up one joint police control room, six sub-control stations, 75 mobile wireless stations and a number of out stations to provide round the clock telecommunication facilities on twin routes to the holy cave from Pahalgam and Baltal during the recently concluded Shri Amarnathji pilgrimage. According to the Director, Police Telecommunication, besides setting up joint police control room at Pahalgam from June 20, six sub-control stations were made functional, one each at Srinagar, Pahalgam Anantnag, Pulwama, Baltal and Sonamarg. These stations were connected to the out stations specially set up for the yatra at Jawahar Tunnel, Qazigund, Anantnag, Mattan, Sarai, Ashmuqam, Serbal, Nunwan, Pahalgam, Sadau, Padav, Chandanwari, Pissu Top, Zojipal, Panjtarni, Nagakoti, Sheshnag, Wavbal, Mahagunus Top, Poshpathri, S.S Pari, Amravati and holy cave via Pahalgam and Brari Marg, Dumail, Baltal, Sonamarg, Gund and Zakura via Sonamarg side. In addition, 75 mobile wireless stations were also set up on both the routes. The static stations were also provided with efficient communication facilities along with computerized communication of Burst error control system for teleprinters at Pahalgam, Anantnag, Panjtarni, Baltal and Srinagar. Besides, INMAR telephone sets were also provided at Pahalgam, Seshnag, Panjtarni, holy cave and Baltal. The department had also set up a mini exchange of 064 lines at Pahalgam in which two civil telephones were terminated to facilitate better coordination among law and order agencies and civil administration looking after the yatra arrangements. Hot lines and civil telephones were also provided at Baltal, Sonamarg, Anantnag, Pahalgam, Srinagar and Chandanwari for dissemination of information , round the clock, about the pilgrims. The organization also provided assistance to the Meteorological Department, BSNL, Radio and Doodarshan in discharge of their duties during the pilgrimage. Police telecommunication also played a crucial role in communicating important information like weather reports about the route and at the holy cave. A number of pilgrims and several other organizations from all over the country have appreciated these arrangements. In all, 135 functionaries of the organization were put on duty who worked with great zeal and devotion for safe passage of pilgrims and smooth functioning of civil administration. The SP, Telecommunication, Kashmir was overall incharge of the arrangements during this years yatra. |

Krishan Janam Excelsior Correspondent JAMMU, Aug 11: Undeterred by the recent killings at Railway Station and rumors of militants surfacing in walled city yesterday, hundreds of devout Hindus participated in the Shoba Yatra of Lord Krishna which was taken out in the City this evening in connection with Janam Ashtami festival falling tomorrow. The yatra amid tight security arrangements started from the famous Raghunath Temple and it after passing through Raghunath Bazar, Purani Mandi, Link Road, Jain Bazar, Panjtirthi, Old Secretariat, Pacca Danga, Raj Tilak Road later culminated in the Temple premises. There was a beeline of devotees enroute including men women and children to welcome the Shoba yatra. The entire City wore a festive look on the occasions as all the markets were decorated with buntings and welcome gates. As the chariot of Lord Krishna left the famous Raghunath Temple, the slogans like Bhagwan Krishan Ki Jai rent the air. The chariot was followed by over one dozen jhankis on decorated tractor trolleys presented by various religious and social organisations. Entire yatra route was sanitized following the recent militant attacks in the City. To avert any untoward incident the fool proof security arrangements were made on entire route. Besides utilising the sniffer dogs, the authorities have deployed big contingent of police to maintain the complete vigil. The chariot was also escorted by commandos. The SSP Jammu, Mr R R Swain was himself supervising the security. Besides the J&K police personnel, the services of CRPF, security guards and Civil Defence were also utilised. The traffic on various busy crossings in Old City remained paralysed the moment Shoba Yatra passed form there. Such a marvelous enthusiasm among the masses was seen to have the glimpse of yatra that at many places the people had climbed the roof tops of their houses to greet the yatris. The devotees at various places had installed stalls for providing drinking water and Prashad to yatris. The Chariot of Lord Krishna was followed by Jhankis of Bal Sudhar Committee, Old Hospital Road Traders Association, Lav kuch kala Kendar, Kashmiri Pandit Sabha, Jammu, Bal Ekta Association, New Bal Sangam, Shiv Dharmik Mandal, Balk Shakti Mandal, Bal Shiksha Manch, Shri Geeta Mandir Samiti Bhavan, Shiv Ram Leela Club, Shri Sanatan Dharam Natak, Samaj and Shri Yog Vaidant Seva Samiti and Asha Ram Bapu Kertan Committee. This was followed by another grand Jhanki taken out by Shiv Sena Bala Sahib Thakeray. Led by the Shiv Sena leaders from Jammu attired in traditional dress over 500 Sainiks participated in it. As the procession passed through the Raghunath Bazar the slogans Garv Sai Kaho Ham Hindu Hai (say with proud we are Hindus) rent the air. |

While talking to media persons after inauguration of Success Computer Centre at Ghagwal in Kathua district, the Union Minister said that Pakistan has been living in fools paradise if it think that it can snatch Kashmir from us. Prof Gupta said that the nefarious designs of Pakistan began first from making Hindus to flee from Kashmir and now its next target is Doda where Hindus are in a sizable number. There game plan is to drive the Hindus away from Jammu and what they did in Valley are now repeating in Doda. The Union Minister said that ulterior motives of Pakistan will never be allowed to succeed. He said that with the declaration of Jammu region as Disturbed Area, security forces will not get a free hand to take on militants effectively. The Union Minister alleged that there are black sheep in the state administration and a section of the government machinery is in touch with militants. The Union Minister made it clear that militancy will be fought without any compromise and force will be used to curb it. While lauding the role of Village Defence Committee in fighting the challenge of militants in Doda, the Minister stressed the need for raising Doda Scouts on the pattern of Ladakh Scouts. He said that the matter will be seriously taken up with the concerned ministers at the Centre and efforts will be made to raise three battalions. Earlier, a deputation of local people called on the Union Minister and apprised him about their problems. They demanded that fencing should be done at the Zero Line and steps be taken that border crossing becomes impossible. They also complained the minister about lack of development in their area and informed the minister that solar lights installed in the border villages have defunct and the communication system is in shambles. The minister assured them that their problems will be looked into. |
Ex-Dir Health Service in Vigilance net Excelsior Correspondent JAMMU, Aug 11: Vigilance Organisation Jammu after conducting preliminary enquiry in the Health and Family Welfare Department by the then Director Health Services Jammu, Dr M P Gupta at the behest of the then Minister of State for Health and Family Welfare, Pt. Govind Ram Sharma against the posts of pharmacists, Junior Assistant, Drivers and various Class IV posts without advertisement/notification for inviting applications for the said posts registered case. According to FIR No 13/2001 dated August 10,2001, Dr M P Gupta while making these backdoor appointments floated all recruitment rules merely on extraneous consideration and the candidates were appointed by taking illegal gratification from them. According to the preliminary enquiry conducted by the Vigilance Organisation which was initiated on a written complaint, the Vigilance Organisation established that Dr M P Gupta, the then Director Health Services Jammu in connivance with others has by abuse of his official position appointed following candidates illegally in gross violation of government order No 1786/GAD of 1997 dated 11-11-1997 read with J&K Civil Services Rules No 1969 and conferred at the cost of deserving candidates. The backdoor appointees are Ashok Kumar son of Ram Lal, Akhnoor, Joginder Singh son of Mangal Singh, Akhnoor, Joginder Paul son of Krishan Lal, Akhnoor, Arvind Kumar son of Bhushan Kumar Sharma, Akhnoor, Babu Ram son of Som Nath, Akhnoor, Om Parkash son of Shri Nath, Akhnoor, Behari Lal son of Karam Chand, Akhnoor, Mansa Ram son of Ayodhia Lal, Akhnoor, Sanjay Kumar son of Tirath Singh, Akhnoor, Kuldeep Raj son of Parkash Chand Kalyanpur and Bikram Singh son of Roshan Lal of Akhnoor. These appointments were made on December 31, 1997 by the then Director Dr M P Gupta at the behest of the then Minister of State for Health and Family Welfare, Pt Govind Ram Sharma who is also sitting MLA of ruling National Conference. |

Excelsior Correspondent JAMMU, Aug. 11: The Food and Supplies Department has streamlined the distribution of SKO in Jammu division making it more transparent. According to the new policy retail K. oil dealers will not issue more than 10 litres of SKO per ration cards/per unit per month in the urban areas and not more than 5 litres in rural areas. The consumers will present the ration card to the SKO dealers and SKO dealers will issue his due quota and enter in the sale and stock register full particulars of ration card simultaneously and also in the ration card for cross examination by the verifying authority. Failure to do so will entail suspension of licence of the SKO dealer and also suspension of the concerned Area Field Inspector and TSO from his services. The next allotment to the dealer will be released only when he will submit the stock and issue register duly attested by the concerned field staff/President of Mohalla Committee to the Directorate and AD Food and Supplies. The rural sale register should be verified by TSO concerned and also Sarpanch and Panch of the village for fair distribution to the consumers. Besides each dealer has been directed to keep 200 litres of SKO for meeting the exigency/permits meant for Government Departments and other institutions. |
Ladakhi Kisan-Jawan Mela begins at Leh Excelsior Correspondent LEH, Aug 11: The two days Ladakhi Kisan-Jawan Mela organised by the Army Field Research Laboratory (FRL) Leh began here today which was inaugurated by the Chairman LAHDC Mr Thupstan Tsewang. The main feature of holding this mela regularly on the second Saturday and Sunday of August every year was to disseminate the agro technologies specifically developed for this cold desert. In this Mela, various competitions of Agro products are organised for Army units and local farmers which is a unique collective venture of scientists, farmers and the armed forces to develop Ladakh region under the popular slogan "Jai-Jawan, Jai Kisan and Jai Vigyan". Addressing inaugural function, Mr Thupstan Tsewang appreciated the major contributions of FRL in greening this region with a variety of agro-production, which, he said, has brought improvement in eco-environment, cultivation techniques and commercialisation in this region. Mr Thupstan said that under the guidance and proper conselling of the FRL, the soil of Ladakh now produces excellent quality of vegetables whose seeds can be rated amongst the best in the country. He sought further cooperation from the FRL to the growers of the Ladakh so that the agro-sector was provided sustainable income generating sources for the people of this region which ultimately will help in improving economic condition and living standard of the people. The Director, Field Research laboratory, Col D P Attrey highlighted the achievements and contributions of FRL in Ladakh and showed further interest to share the latest method and technologies of cultivations with the farmers of Ladakh in some agro sections. The Deputy Commissioner, Leh Mr Dhrreaj Gupta also spoke on the occasion and assured full cooperation from the district administration to the FRL in carrying out the agro developmental schemes. Statutory status for SBOTE
on the anvil Excelsior Correspondent Srinagar, Aug 11: Minister for Education, Mr Mohammad Shafi today have said that the Government is endeavouring to form an Act to provide more autonomy to the State Board of Technical Education, (SBOTE) The Minister was addressing the 12th Board Meeting of SBOTE. The Minister expressed his concern over the problems faced by the students in private technical institutions due to excessive fees, insufficient teaching staff and lack of laboratory facilities. Mr Shafi said that it is being noticed in case of many private institutions that after getting affiliation from the All India Institute of Technical Education(AIITE), their tendency is to subside the norms and regulations set for them under the State Education Policy. Mr Shafi added that in case of technical education institutes it is utmost important to match the number of professionals passing out with the available placement possibilities. However, he said that this outlook is generally ignored by the private institutions. Keeping all these factors in view, the need is felt to form an Act to give sufficient autonomy and statutory status to the Board so that it can regularize the administration of these private institutions in favour of the students, he added. The Minister said that the government have made provision of placement of students passing out from the polytechnics by appointing four Placement and Training Officers in each government polytechnic. Heads of various departments have been selected for performing this task. These officers will have connectivity with the national and international placement services and will directly help deserving students get job without any wastage of time. Industrial Training at various places will also be arranged by these officers to give work exposure to the students, he added. Mr Shafi said that as the industries are fast moving towards automation and modernized skills have replaced the outdated mechanisms, the whole pattern and syllabi of technical studies need to be revised. He said that the technical education department has coordinated with the Technical Teachers Training Institute (TTTI), Chandigarh which is engaged with the task of regional staff training and curriculum development for the northern region. For the existing 12 courses in the State Polytechnics, the revised curriculum will be provided by this institute by 15th January, 2002. The formation of new syllabus for fresh batches would also be completed by December 2002. This new curriculum will give a consideration to the special technical training to the students of the State, keeping in view its climatic situation and rural economy. Mr Shafi also said that an expert committee would be constituted to review the impacts of introducing semester system in technical institutions. The meeting decided the deletion of one year practical training after passing Diploma exams for obtaining final certificates from polytechnics.The practical training is now included within the syllabi of different courses. Another important decision taken in the meeting was to consider practical and theory as a single subject and not as two subjects. This will help ease the process of promotion of students to next classes in order to save their precious years. The students would also be able to reappear in exams for improvement of division from now cnwards. Mr Shafi stressed on the principals of private and government polytechnics to enlist the cooperation and participation of the teachers in administrative and academic matters for smooth and progressive educational institutions. He said that betterment of students is possible only if teachers are well oriented and committed. Measures regarding disabilities management discussed Excelsior Correspondent SRINAGAR, Aug 11: To discuss various measures regarding disability management a high level meeting was held here the other day under the chairmanship of the Principal Secretary, Health and Medical Education, Mr. H. L. Kadalbaju. The Principal Secretary suggested that in view of the present turmoil in the state training for disability management of disabled diseases like blindness, deafness, mental retardation should be conducted at centrally located places where infrastructural facilities are available. He desired that besides covering all the associated hospitals of Jammu and Srinagar, Leh and Kargil districts be brought under the purview and training programme to be imparted at Leh. He also said that suggestions, literature and material for training be collected from Professor Satish Raina along with the copies of central laws promulgated in this behalf so as to make the programme a success. He said in view of prevailing circumstances, there has been a lot of physical and mental disability cases and special dispensation from the Central Government be sought. He stressed that non-governmental organization (NGOs) should also be involved actively in identifying disability cases in the State. The meeting was informed that in Kashmir division various disability management and rehabilitation training programme have been conducted and 13 master trainers have been trained in different reputed institutions of the Country. All the doctors of PHCs are to be essentially involved in Disability Management at gross root level and their involvement is equally necessary. All the Chief Medical Officers would be asked to depute Medical Officers of PHCs in batches for a period of three days for the said training courses being imparted at Regional Institute of Health and Family Welfare Centre Dhobiwan, Kashmir, Dr Ratnesh Kumar, Director National Institute for Orthopedics Handicapped Stationed at Srinagar informed the meeting that the institute has been conducting training under the Disability Management for all the districts of Jammu province clubbing two districts at centrally located places viz Udhampur, Rajouri and Jammu and Kathua respectively. The meeting decided that the training for Artificial Limbs shall be provided to the staff of Bone and Joint Hospital Srinagar and one such centres should be established in Gandhinagar Hospital, Jammu. In future, identity cards of different types of disabilities will be made available to the disabled persons to facilitate them prompt and proper treatment. Identification of various disabilities will the people should be taken up at the pattern of Social Welfare Department. The meeting among others was attended by the Director Health Services, Kashmir ,HOD Orthopedics and Director Rehabilitation ,Bone and Joint Hospital Srinagar. |
