Excelsior Correspondent RAJOURI, Apr 29: The Jammu and Kashmir Peoples Movement (JKPM) today fully endorsed the decision taken by All Party Hurriyat Conference (APHC) not to accept the dialogue offer made by the Government of India in its present form. Addressing meeting of Movements activists, Mr Ghulam Ahmed Mir, chairman said that the peace process initiated by India would not lead them to a considerable breakthrough as it is not guided by the ground realities about the half a century old Kashmir dispute. He added that it is better to stay away from this futile exercise. He further said that in the beginning peace process initiated by the Prime Minister Mr Atal Behari Vajpayee was received as a ray of hope in this long and dark tunnel of death and destruction but it is very unfortunate that India is again repeating the mistakes of the past by adopting a casual approach towards the issue. A seven member delegation led by Mr Sadullah Tantary, district president of APHC Doda also took part in the meeting. Mr Iqbal Agoo from Kishtwar, Mr Wahid Bhat from Bhaderwah and Ghulam Hassan from Doda were among others who attended the meeting. |
Unemployed educated youth flays SSSRB Excelsior Correspondent KATHUA, Apr 29: A meeting of Unemployed Educated Youth Association was held under the chairmanship of Mr Ajit Singh Pathania here today. As per a release, the meeting discussed the burning problems of the teachers and selection process adopted by the State Service Selection Recruitment Board (SSSRB). The meeting criticised the policies of the Board not to entertain the additional degrees acquired by the candidates after the submission date. The meeting demanded verification of all the degree and certificates of the applicants for the teachers post. |
Minimum wages for workers being revised: Harbans Excelsior Correspondent JAMMU, Apr 29: Minister of Labour, Harbans Singh today said that minimum wages for the workers will be revised soon. Speaking at the meet organised by All India Trade Union Congress (TUC) here today, Mr Singh said that pension scheme and the welfare of the workmen employed by GREF and defence organisation would be taken care of by the present government. Mr Singh informed that during his proposed visit to Delhi regarding meeting with the Union Ministry of Labour, he would examine the feasibility of seeking amendments to Industrial Disputes Act and the Contract Labour Act and assured that all pros and cons will be discussed in the meeting. The Trade Union Congress, on the occasion demanded opening of Hotel Management Institute in Jammu and said that in September 1990, the Centre had agreed to set up the Institute for providing training facility to the educated youth which will in turn help in improving the standard of hotel industry in Jammu where lakhs of pilgrims and tourists throng every year at increasing members. President of the TUC, Atam Jit Singh on the occasion demanded security cover and regularisation of the services of the workers of Border Roads Organisation (BRO). Among others who spoke on the occasion included MLC A R Takroo, Deputy Director Labour Commissioner, I A Zargar, Kamal Mohindroo, Gitresh Sharma and Dev Raj, who highlighted the grievances of the safarkaramcharis. |

Minority Committees plea to Government Excelsior Correspondent JAMMU, Apr 29: Minority Committee of Peoples Democratic Party (PDP) in a meeting here today discussed various problems of the displaced community. As per a release, the meeting took the Government to task for its failure in redressing the problems of the Kashmiri migrants who are passing miserable life in the camps in Jammu and other parts of the country. The meeting while ridiculing the Governments proposed return move said before it is given a practical shape , the Government should redress the problems of the migrants to restore a sense of belongingness and confidence among them. The meeting also expressed concern over non payment of the salaries to the displaced employees of Kamraz Rural Bank for last six months. It alleged that many families are facing starvation as they have no other source of income to feed their families. The meeting in an appeal to Finance Minister sought his intervention in the matter and demanded release of salaries to the displaced employees of the Bank. |

PDP appeals Hurriyat to bring flexibility in its stand Excelsior Correspondent JAMMU, Apr 29: Senior leader and vice president of the J&K Peoples Democratic Party (PDP), Mr Muzaffar Hussain Beig has appealed to the All Party Hurriyat Conference and Union Government to bring flexibility in their stand so that a congenial atmosphere could be make for a permanent solution of the Kashmir. Addressing a public meeting at Darhal in Rajouri district, Mr Beig termed the Hurriyat decision for not participating in talks with Centres negotiator Mr K C Pant as unfortunate and a set back to the peace process. However, he added that the development was not total failure of peace initiative since the process was still in initial stage. "Ups and downs are part of such process and sooner or latter, they have to join the dialogue since there is no other alternative so solve the issue", he stressed. The PDP leader lashed out heavily on ruling NC and Chief Minister, Dr Farooq Abdullah alleging that the State Government was conspiring to fail the peace talks as success of dialogue would finish NC from State politics. Speaking on the occasion, PDP general secretary, Mr Bilal Lodhi charged the Farooq Government with its failure on all fronts and alleged that the ruling National Conference was trying to divide people on communal and regional lines. He also contested Hurriyat leaders claim that conglomerate was only representative of Kashmir people. "We agree that the solution of Kashmir cannot be emerged without participation of Hurriyat leaders but it does not mean that APHC is the only and true representative of Kashmiris", he said. Prominent Gujjar leader and general secretary of the party, Master Tassadiq Hussian while addressing the meeting criticised the State Government for its failure to solve woes of the masses. Excelsior Correspondent JAMMU, Apr 29: A meeting of the Provincial Power Employees Union was held today under the chairmanship of Mr Shakti Gupta, provincial president of the Union. According to a press release, during the meeting the present decision of the Government and order number 134 of 3-4-2001 was discussed threadbare. The leaders expressed their anguish and resentment over the decision of the Government for releasing pay due benefits to ITI matriculates and ignoring other ITI diploma holders which is quite disparity and involve loss to Government exchequer about Rs 5 crore. Mr Gupta while addressing the meeting said that Power Minister, Mr Surjit Singh Slathia had assured and promised that before implimentation of the said order a meeting between two Chief Engineers from Jammu, two from Kashmir besides provincial president of the PPEU will be held to remove the disparties among ITI diploma holders and to arrive at a just point. The leaders on this account expressed their anguish and resentment that no such meeting was called and instead the order is being going to implement. He further apprised that the present power situation was worse and huge number of transformers were out of order, poles and conductors have been damaged which require immediate replacement. He said that an amount to the tune of Rs 5 crore will be utlised power situation will change. Meeting urged the Power Minister to utilise the funds amounting Rs 5 crore for maintenance of electrical equipments. |

Basantar considered safe routes of infiltration From Gopal Sharma KATHUA, Apr 29: After Sialkot, Pakistans Inter Services Intelligence agency (ISI) has selected Amru Chak and Sukho Chak as launching pads for trained militants to push them into the Indian territory from Hiranagar sub sector of district Kathua. Intelligence inputs received here have indicated that group of seven militants killed near Dinga Amb in tehsil Hiranagar on April 18 had been launched from Chak Amru base of ISI. These two pads which were considered by the agency as less vulnerable and more favourable for intrusion were made much active after January-February 2000. Thereafter, the calendestine operation of the Pak trained ultras continued. Besides Tarnah, Bein nullah near Ghagwal and Koota is also being used as intrusion route by ISI agents. Much pressure on the ultras has been maintained along Basantar route of Samba but that route is also considered as safer one. The local intelligence agencies are reportedly keeping a close watch on the activities of the local guides working with these intruding groups. While the security has been strengthened with the setting up of additional naka points along the infiltration routes along Tarnah stream to restore confidence among the terrorised people of Dinga Amb, Dabi, Ramkot and adjoining villages after massive encounter with seven hardcore Pakistani terrorists killed a week ago, the infiltration still continued with the help of local guides. Terror continued to haunt the villagers of Dinga Amb, Chhallan, Dabi, Khabbal, Panjuth, Kheri, Thein, Galak, Parangoli, Katli falling along this infiltration route as the people of this area allege that movement of armed militants has considerably increased on this route. The people during the visit of DGP Police- Mr A K Suri and IGP Jammu Mr R V Raju had demanded immediate setting up of Village Defence Committees. It has been learnt that about one dozen additional VDCs have been recommended for the area and the weapons are being provided to them. Deputy Inspector General of Police Jammu-Kathua Range Dr S P Vaid admitted that infiltration has been increased along this side of international border following much pressure of security forces in other areas. He however, maintained that during the year 2000, 97 militants were killed along international border and depth areas in Jammu-Kathua districts, while in 1999 only 15 ultras were killed. The figures also justify success and indicate that vigil has been intensified and the forces have been put on the maximum alert in Hiranagar, Kathua, Samba, Ramgarh, R S Pura, Kanha Chak and Akhnoor area of Jammu-Kathua Range. It has been observed that for the last several months the Pak agencies have focused much in Samba and Hiranagar area for intrusion, may be for being shortest route or other motives. The intelligence inputs have also indicated that the route was being used even before 1999 but their movement has been observed more or in other words checked much after 2000, he maintained. In response to a question, the DIG said that DGP has awarded at least a dozen persons including some ex-servicemen/ civilians and policemen for eliminating seven hardcore militants during encounter near Dinga Amb. The names of two Gujjar youth Shahab Din and Roshan Din have also been recommended for rewards, who by showing presence of mind gave timely information to police and army. He said extra security measures are being taken and confidence building measures among the locals are being initiated. But efforts are made to activate VDCs and the public cooperation. He pointed out that over 80 per cent success in eliminating 97 militants during 2000 in Jammu- Kathua has been achieved with the cooperation and timely intelligence from public. The morale of the people of this border belt is very high and in Dinga Amb too, the ex-servicemen and the locals displayed exemplary courage which has been appreciated by the DGP and the IGP. SSP Kathua Mr Manohar Singh told this reporter that special nakas at strategic points are being organised and the intelligence network has been further strengthened. Two existing VDCs at Dinga Amb have been strengthened and total ten guns have been given. He however, said that it was not practically possible to set up police post at Dinga Amb but other patrolling system and special ambushes are being organised with a well planned strategy. The security to the Gujjar family has also been taken care of and they have been offered accommodation in DPL Kathua as well. Sufficient weapons have been given to the family and the people of adjoining area. It may be recalled that seven top ultras Lashker-e-ToibaAbu Adil, Abu Bilal, Umar Bhai, Sartaz Bhai, Shahbaaz Bhai and Abdul Bhai of Pakistan took shelter in the house of Shatti Gujjar at Khabbal near Dabi, 3 kms from Dinga Amb on Dayala ChakChhallan (Ramkot) road during early hours of April 18. It was established that a local guide of a nearby Dunga area was accompanying these ultras, who managed to escaped after army surrounded the house. The intelligence agencies are after that guide who has gone underground. The ultras crossed the border on the same night and covered a distance of around 20 kms along Tarnah river to take shelter in the house of Shatti which is situated at isolated place. Guide is said to be known to Shatti and he had promised the latter to give enough money for cooperation and providing shelter to intruding groups. The Army uniforms of the two sons of Shatti irked the militants who started them abusing and misbehaving with the family members. Roshan Din cleverly escaped and trekked down to Dabi Morh where he contacted shopkeeper Punjab Singh alias Punjabu who was sleeping around 4 AM. Punjabu started his scooter and the duo drove towards Dinga Amb Bus Stand and contacted Ganeshu Shopkeeper at 4.30 AM. Ganeshu, son of Mool Raj who has telephone facility at his shop, rang up SP Kathua Manohar Singh and then SHO Rajbagh and told that seven militants had taken shelter in a Gujjars house. Punjabu and Roshan then left for Challan and intimated to RR Camp soldiers about the militants. According to Ganeshu-RR men were first to reach the spot and surround house, while SP Manohar Singh alongwith force also reached hardly 15 minutes after RR men, followed by more army troops, CRPF men, police from Hiranagar and Rajbagh. He said several local ex-servicemen alongwith their guns also joined the force to chase the militants in forests during eight-hour long operation. The RR troops had in very first contact had eliminated three ultras. But later it was hard to guess whose bullet hit the remaining ultras as force from Ramkot and Billawar side had also arrived to round up the fleeing ultras. Village Sarpanch Mr Kuldip Gupta said that it was not the first time that militants struck the area, during last winters the militants had also come to the huts of Bakkerwals near Dinga Amb. They escaped after nomads contacted villagers/ ex-servicemen, who rushed there with guns. Earlier also, the movement of some armed men had been observed in Katli and Dunga area by some wood-cutters. He demanded that Government should provide weapons to the village youth for self protection. |
Writers pay tributes to Ashwani Magotra Excelsior Correspondent JAMMU, Apr. 29: Dogri Sanstha in a meeting held here which was attended many writers, condoled the death of prominent Dogri writer Ashwani Magotra, who breathed his last recently. The writers during the meeting expressed their shock and sorrow on the untimely and sudden of Magotra and prayed for peace to the departed soul. Prof Ram Nath Shastri in his speech expressed anguish that the society and system didnt give due recognition to this exceptionally gifted poet, who excelled in the area of Ghazal writing. He lamented that it was only after the death of such writers that the public and others start their real worth. He appealed to all to come forward to help the family of Ashwani Magotra. Prof Veena Gupta, Head of Dogri Department Jammu University presented a review of the literary works of Ashwani, highlighting the level of excellence attained by him in poetry. Ramesh Mehta, Additional Secretary, Academy of Art, Culture and Languages, while recounting his association with the departed soul, said that he was not only a poet of high calibre, but also an actor of great strength. President of the Sanstha, Prof Lalit Magotra said that though endowed with great talent, Ashwani was a self effecting and highly dignified writer. Dhian Singh while conducting the programme cited many couplets of the poet which exhibited the class and quality of his writings. Among others present on the occasion included Jatinder Udhampuri, Prof Baldev Singh, Prof Champa Sharma, Prof Sudershan Rattanpuri, Sham Talib, Prof N D Jamwal, Dr Shashi Pathania, Dr Gyan Singh, Ravi Sharma, Shiv Dev Singh Susheel, Madan Padha and Parshotam Singh Jandrahia, besides the family members of Ashwani Magotra. |
SBOTE initiates steps to streamline activities Excelsior Correspondent JAMMU, Apr 29: The State Board of Technical Education has initiated steps for streamlining its activities and restoring its academic calendar. As per a release in a meeting with the Principals of all the polytechnics of Jammu province, Dr M D Khan, secretary State Board Of Technical Education assured and confirmed that Ist year, 2nd year and 3rd year diploma examinations shall commence from November 5, 7 and 12 respectively and no request for postponement will be entertained. The practical examinations of 3rd year diploma students, whose eligibility was recently questioned, shall be conducted alongwith the students whose, who have appeared in theory examinations in March/April 2001 examination from May 12; theory examination shall start from June 18, 2001. Dr Khan assured the Principals that henceforth SBOTE shall attend to all the problems related to the students on priority basis. He further expressed his resolve that SBOTE from now on will discharge its responsibility, in all its sincerity, in implementing the decisions taken in the meeting held on April 26, in letter and spirit such as: simultaneous issue of marks sheets to students alongwith their result, speedy corrections in result gazette if any and disposal of queries, immediate payment of remuneration to examiners after the examinations and policy regarding the separate annual and bi-annual examinations for Jammu and Kashmir provinces. He further assured that steps will be taken to increase the sessional marks of students, as they are very low at the moment for professional students, so the SBOTE academic calendar will be dispatched soon to CAEE to enable it to complete the admissions, well ahead of starting of classes for any academic session. Principals expressed satisfaction over the decisions taken in the meeting hoping that implementation shall also be a reality. |

Excelsior Correspondent JAMMU, Apr 29: As part of Armys on-going drive to win the hearts and minds of civil population, a Goodwill camp was organised at Bhagwa in Doda district, which was attended by over 2000 people. The camp was inaugurated by Commander of RR Sector, while Deputy Commissioner, SSP and other officials of Doda district were also present on the occasion. The camp received over-whelming response from the locals and prizes worth Rs 6000 were given away to various school children who participated in the function. A team of Army and civil doctors held medical camp to provide free treatment and specialist cover. Around 1400 people were provided medical care. Seventeen cases for prolonged treatment have been referred to civil hospital Doda. Veterinary doctors of the Animal Husbandry Department provided treatment and advisory services. Sheep Husbandry Department provided treatment to over 500 animals and 1000 were vaccinated. Poultry Department sold chickens at subsidized rates and various Government Schemes were also announced. As part of goodwill measure, security forces have also started the noble project of establishing sewing centre in its area of responsibility. One such centre was inaugurated at Bhagwa by Sector Commander. The Army brought out that a similar centre is being inaugurated at village Kastigarh. The goodwill camp was a big success and it gave healing touch to the local people of the area who have understood the nefarious designs of terrorists and agreed to fight terrorism jointly with security forces to eradicate it from their motherland, a release issued here today said. |

Swarn Lata seeks relief for Samba people Excelsior Correspondent JAMMU, Apr 29: Former MLA and senior Congress leader Swarn Lata has demanded relief for drought hit areas of Samba. As per a release, the Congress leader extensively conducted tour of border villages and Kandi belt of the area and held series of public meetings.
