UDHAMPUR, Apr 23: Thirty two persons including 25 security personnel and seven civilians were injured as four powerful explosions occurred today in Doda and Udhampur districts in which an army vehicle and a Works Department truck were blown up.

Besides triggering four explosions, the militants also fired rifle grenades towards civil hospital of Kishtwar and Old Bus Stand early this morning.

Official sources said a powerful explosion occurred in a PWD Mechanical Division (Srinagar) truck No. 4524 JKC at village Champairi, about three kms short of Chenani on Jammu-Srinagar highway this afternoon. The truck was parked at the time of explosion.

A CRPF convoy bus, carrying para-military army personnel and coming from the opposite direction, also came under the impact of explosion. Following blast, the driver couldn’t control the vehicle and it rolled down about 80 feet deep into a nullah and was extensively damaged. Sixteen security personnel travelling in the bus were injured.

Police and security teams reached the spot and shifted the injured to hospital. The seriously injured jawans have been admitted to Military Hospital. They were identified as Krishan Kumar of CRPF, Prabh Dayal and Krishan Kumar of SSB and Havildar Mohan Deep of army.

The truck was totally damaged in the explosion. Truck driver identified as Abdul Majid Wani son of Ghulam Nabi Wani R/o Burzulla fled from the spot. Police was trying to apprehend him. Majid’s involvement in the blast wasn’t ruled out.

Police was trying to ascertain the nature of explosion and how it was planted in a Works Department truck. Investigations were on till the reports last came in.

Meanwhile, a powerful bomb planted by the militants in a ‘tandoor’ of a bakery shop at Kishtwar bus stand, went off at 0545 hours today. The powerful explosion caused extensive damage to four video coach and two others buses parked at the Bus Stand and injuries to seven passers-by.

Five of the injured have been identified as Vikas Ahmed son of Atta Mohd, Firdous Ahmed son of Ghulam Qadir, Khalid Mehraj son of Mehraj Din, all residents of Kishtwar, Mukhtiar Ahmed son of Nazir R/o Thathri and Surinder Kumar son of Dev Raj, a resident of Marh, Jammu and a driver of Road King video coach bus.

The injured were rushed to sub district hospital of Kishtwar from where one of the seriously injured was referred to Medical College hospital in Jammu.

Prior to Bus Stand blast, another explosion had occurred outside the main gate of police station in Kishtwar. Police said the blast was caused by a grenade, fired by the militant, with a grenade launching gun at 0530 hours.

The grenade was trapped in a tree in between the police station and civil hospital building and exploded harmlessly. Another rifle grenade was fired by the militants on Old Kishtwar Bus Stand but it too exploded without any casualty or damage.

Nine army personnel and two Special Police Officer (SPOs) were injured when an army vehicle of Road Opening Party (ROP) was blown up when an IED exploded under it at Darsipora in Banihal tehsil of Doda district at 0600 hours today.

Seven of the injured jawans were airlifted to Military Hospital in Udhampur. Two SPOs, who were also wounded in the blast, were identified as Mukesh Singh and Behari Lal while two seriously injured jawans included Naik Dinesh Kumar and Lance Naik Puran Singh.

Army jawans rushed to the spot immediately and cordoned off the area. However, no arrest could be made immediately as the militants involved in planting the IED had managed to escape.

Meanwhile, alert jawans of security forces detected and defused a powerful IED at village Diena on Pul Doda-Bhaderwah road in Doda district at 0800 hours today.

The IED was planted on a ‘kucha’ road inside a pressure cooker and contained 15 kg RDX. The IED was defused on the spot after about 40 minutes operation.

A live grenade was detected outside the old post office in Kishtwar at 1000 hours today. It was defused by a Bomb Disposal Squad of army.

Govt open to setting up JPC on tehelka: PM

NEW DELHI, Apr 23: Prime Minister Atal Bihari Vajpayee today said that the Government was open to all options including setting up of a Joint Parliamentary Committee (JPC) on tehelka expose after passing of the general budget.

Vajpayee made the remark at a meeting, convened by Speaker G M C Balayogi and attended by the Prime Minister and the leader of opposition Sonia Gandhi, to resolve the deadlock in Parliament, according to Parliamentary Affairs Minister Pramod Mahajan.

He told reporters after the meeting lasting 15 to 20 minutes that Sonia Gandhi "responded positively" and she said "we still stand for JPC but in national interests we shall see that the budget is passed."

Vajpayee said, "Government will take a final view on the issue (setting up of JPC) with an open mind as and when it is raised in the House." Vajpayee was accompanied by Mahajan at the meeting while Gandhi was assisted by senior party leaders Madhavrao Scindia and Priyaranjan Dasmunsi.

The meeting followed a second letter written by Vajpayee to Gandhi in which he suggested that they should meet in the presence of the Speaker and "sort out the present crisis in Parliament."

Thanking both Vajpayee and Gandhi for their keenness to find a solution to the impasse though it had come a bit late, Balayogi told them that he was exercised over the way the Railway budget had to be passed and he was constrained to take a view that he should be away from the House till the present stalemate was resolved.

Coming out of the meeting, Gandhi told reporters that her party would cooperate with the government in financial business.

"Where is the question of stalling Parliament when Government has said that it has an open mind on JPC....? we hope that we will get a positive response," she said. Mahajan said Vajpayee had written to Gandhi last night urging her to find a solution to the present crisis. In her reply, she expressed similar sentiments about normal functioning of the House and expressed concern over tehelka tapes and felt that it was in national interests to set up a JPC.

Giving the details of the schedule in Parliament during the next two days, Mahajan said the demands for grants of Ministries of Rural Development and Disinvestment would be taken up tomorrow immediately after the question hour.

The demands for grants of remaining ministries would be guillotined at 1800 hours tomorrow, he said adding the discussion and passage of the finance bill would be taken up on Wednesday.

Replying to a question, Mahajan said it was up to the opposition to decide whether Parliament should function till May 11 as scheduled. "Government is ready to run Parliament till May 11," he said. Mentioning about Sonia Gandhi’s willingness to cooperate in the conduct of orderely disucssion on the budget in the wider national interest, Congress spokesman S Jaipal Reddy said that this, however, did not in any way imply any dilution of party’s stand on JPC.

"The Congress will continue to agitate for it after the financial business is concluded," he said, adding "Congress party sincerely hopes that, in the spirit of mutual accommodation and wider national interests, the Government shall reconsider its earlier stand on the JPC positively."

Balayogi complimented Scindia and Dasmunsi for their help in his efforts to resolve the stalemate. (PTI)

Rs 1 cr cash snatching bid

KATHUA, Apr 23: Police have arrested a hardcore militant and fifth accused involved in Rs one crore cash snatching attempt at village Marta, Nagrota in Basohli tehsil on March 1. With this arrest, only one militant, wanted in the case, was now absconding.

The militant, who was arrested by a joint police party of Jammu and Kathua police from Doda, has been identified as Zaheer Abbas alias Munna alias Doda son of Younis Khan, a resident of village Udrana in Bhaderwah tehsil of Doda district, presently putting up in Ward No. 6 of Basohli.

SSP Kathua Manohar Singh told EXCELSIOR that Zaheer Abbas was a hitman of Harkat-ul-Mujahideen outfit and was a prime accused in the attempt to loot Rs one crore from a police matador at Marta, Nagrota on March 1 afternoon in which two police constables were killed and three others were injured.

Four militants involved in the cash snatching attempt were arrested by SOG Jammu and Kathua Police on April 4. They included Muzaffar Hussain alias Sonu son of Sub Inspector Nazir Hussain, Zahoor Hussain alias Sora son of Head Constable Abdul Hussain, both residents of Billawar, Shafqat Ali alias Bittu and Shahid Hussain of Bhaderwah.

While first two were arrested by Kathua Police from Billawar, the other two were nabbed by SOG Jammu from near the Chief Minister’s residence in Bhatindi. A huge quantity of weaponry was recovered from their possession.

Police sources said the interrogation of four militants revealed that two other militants involved in Basohli firing were presently hiding in Doda. A police team from Jammu and Kathua was camping in Doda for the last one week.

The team yesterday succeeded in arresting Zaheer Abbas from a hideout alongwith one hand grenade and a wireless set. However, another ultra wanted in the case, who has been identified as Danish Khan alias ‘DK’, remained untraced. Efforts were being made by the police to arrest him.

A Kathua Police party, which was involved in the operation to nab Zaheer Abbas, was led by SHO Basohli police station Ravinder Khajuria and supervised by DySP Basohli Devinder Sharma. Abbas has been lodged in Basohli police station for interrogation.

It may be recalled that on March 1, two militants had followed a police matador from Kathua District Police Lines (DPL), which was carrying Rs one crore cash from the treasury to Basohli Government offices on March 1. Four other militants had laid a naka for the matador at Marta.

In the ensuing encounter, two police constables were killed and three injured while all six militants had managed to escape as matador driver managed to drive the vehicle away and saved the entire cash.

Telecom scam unearthed

NEW DELHI, Apr 23: The Central Bureau of Investigation has unearthed a multi-crore telecom scam involving a retired army official in the national capital and Gurgaon, agency sources said today.

Sources told UNI that retired major of the Indian Army Atul Dev was running the racket by illegally receiving international voice calls from the United States and other European countries that were diverted to various telephone numbers in the Capital bypassing the Videsh Sanchar Nigam Ltd. (VSNL) network.

The possible involvement of the Telecom Department in the scam which caused loss of crores of rupees to the public exchequer was under investigation.

Sources said agency sleuths were maintaining surveillance on the M/s Dev Communications, owned by the retired major in Sushant Lok area of Gurgaon for some time and finally registered a case a couple of days ago.

During the raids carried out at the premises of the M/s Dev Communications yesterday, the sleuths came across a telecom racket running into crores of rupees. They confiscated sophisticated equipment attached to the satellite antenna installed on the roof top.

The firm had obtained 195 telephone connections to facilitate the transfer of calls, causing substantial loss of legitimate revenue of crores of rupees to the Government, the agency said.

In the case of US, the revenue sharing arrangement for the incoming calls is 0.85 US dollars per minute and India and US share equal amount from the money. Thus the loss of revenue for incoming calls from US to India due to the illegal diversion of the calls was around Rs 18 per minute per call.

Sources said the firm did not obtain the required licence or permission from VSNL and Wireless Programme Coordination (WPC) to install the equipment, thus making the illegal under the Indian Wireless Telegraphy Act 1933.

All the equipment was sent by a US-based firm with whom Major Dev had close business links through courier for a price Rs eleven lakh as customs duty. The equipment was installed in June 2000 by the US-based engineers.

These equipments and various other incriminating documents have been seized by the CBI. The foreign firm has already sent 2.25 lakh US dollars (about Rs one crore) to M/s Dev Communications Pvt. Ltd. As its share of proceeds on account of making incoming international voice calls illegally from the US.

The CBI also seized various deposits worth about Rs 60 lakh of M/s Dev Communication lying with different banks. (UNI)

Blast rocks Hurriyat office, 4 hurt

SRINAGAR, Apr 23: A grenade blast rocked the headquarters of separatist alliance All Party Hurriyat Conference (APHC) leaving its four activists injured when the general council meeting, to discuss the Centre’s talks offer on resolving the Kashmir imbroglio, was in progress this afternoon.

Official sources said that four Hurriyat activists were injured when some unidentified people hurled the grenade towards the APHC headquarters at Raj Bagh here. The grenade exploded in the compound of the building.

A Hurriyat spokesman said some scooter-borne men lobbed a hand grenade at the headquarters this afternoon. Four people, injured in the incident were later hospitalised.

This is the first incident of a grenade attack on the Hurriyat office in more than a decade-old militancy in the troubled State. Earlier, chairman Abdul Gani Bhat had a narrow escape when a grenade tied to his vehicle was timely defused in north Kashmir.

The 23-member general council of the conglomerate was called to reach a consensus on holding talks with the Centre.

The Centre’s chief negotiator Mr K C Pant had invited all the Kashmiri groups for talks to evolve a common approach to resolve the vexed problem.

The sources said five BSF men were injured when the vehicle, in which they were travelling ran over a mine planted by militants at Main Chowk Bandipora in north Kashmir around 1030 hrs today.

A BSF spokesman said all the injured were admitted to hospital and were out of danger.

The area has been cordoned-off and a massive hunt launched to nab the militants.

Later, about 2000 people, mostly women took to streets alleging that one Abdul Aziz Malla was shot dead by the BSF personnel after the blast.

The demonstrators also blocked the traffic on the main road demanding an inquiry into the incident.

Panic gripped Kadi Kadal in the downtown area here when militants shot at and critically wounded one Amir Sheikh at 1115 hrs.

Pro-Pak Al-Omar Mujahideen claimed the responsibility for Amir’s killing and alleged that he was working with the security forces.

Militants attacked a security force camp with grenades and automatic weapons at Kunzar this morning. However, no one was hurt in the attack.

One person was injured in a firing at Malgund near Kokernag in south Kashmir last evening.

The sources said militants also detonated two landmines at Awantipora and Qazigund on the Srinagar-Jammu National Highway when the security force convoy was passing through these areas.

No one was hurt in these blasts, the sources added.

Militants attacked the Special Operation Group (SOG) of Jammu and Kashmir Police at Singpora Pattan early this morning with automatic weapons. The SOG personnel retaliated but there were no reports of any causalty.

Security forces detected and defused a 20 kg powerful mine on Drugmulla road in Baramulla this morning.

SHILLONG, Apr 23: Guns have ceased to boom. But "I- don’t-trust-you" scenario has emerged almost everywhere along the Indo-Bangladesh border, with the Border Security Force (BSF) and the Bangladesh Rifles (BDR) personnel engaged in an eyeball- to -eyeball confrontation.

While the last rites of the killed BSF personnel were in progress, the Bangladesh Rifles men were found making bunkers with the help of Bangladeshi civilians on the other side of the Meghalaya-Bangladesh border.

As this correspondent toured at least half a dozen villages close to Meghalaya-Bangladesh border on Monday afternoon, bitterness between the frontier guards of the two countries was too evident to be missed. Indeed, the prevailing atmosphere seemed surcharged with frayed tempers.

The 30 minutes telephonic parleys between the Prime Minister, Mr Atal Behari Vajpayee and his Bangladeshi counter-part, Ms Sheikh Hasina Wajid, had, undoubtedly, become the topic of discussion in official and political circles on this side of the border. But it was generally felt that Ms Hasina got what she wanted.

In other words, inspite of her equation with Mr Vajpayee, Ms Hasina wanted an anti-India image to take on Islamic fundamentalists during the coming polls in Bangladesh. General public opinion in Shillong and elsewhere in the State of Meghalaya is that while the expression of ‘regrets’ by Ms Hasina Wajid was meant to assuage the wounded feelings of Mr Vajpayee and rest of Indians, hard-liners within the Bangladesh Rifles and Army would not easily abandon their anti-Indian line.

Doubts, if any in this regard, were set at rest by the BDR men in the past two days, with the massive movement of men and material at a number of places close to the border with Assam and Meghalya.

Following the establishment of contact between the two countries at the highest level on the question of maintaining friendly relations between New Delhi and Dhaka, the Governments of India and Bangladesh agreed to discuss the future of Prydiwan village in East Khasi Hill district, 80 km from Shillong.

The two sides, namely, the BDR and the BSF will till then follow the 1975 guidelines which explain how border forces should function and also provide details of how the two forces should take up position against each other.

After the creation of Bangladesh in 1971, the BDR had, on numerous occasions, staked claim to an area of nearly 320 acres, particularly Pyrdiwah village.

The dispute centres round what is called "adverse" possession land—land which after the demarcation of the border should have been settled, but it being held by one side while being inhabited by citizens of the other. No wounder, Bangladeshi troops moved into Pyrdiwah to reclaim a narrow strip of land, which, according to the BDR chief, Major General Fazlur Rehman, is "illegally occupied" by India for three decades.

A top intelligence official of the Meghalaya Government told EXCELSIOR that after forcibly occupying the Pyrdiwah village, Bangladesh Rifles troops brought in Bangladeshi civilians and made them settle in the village. The development was followed by the attack on Indian forces after the latter pressed themselves into action to reclaim the village. Heavy fighting between the two forces continued even on April 19 when Bangladeshis pulled out abruptly.

The intelligence official briefly talked of the "evidence" which suggested that the order to march into Pyrdiwah had come from Dhaka itself. The adamant stance of the BDR that they would retreat only if signals came from Dhaka provided proof in this regard, the official said.

The official confirmed the existence of as many as 40 border markets along the Meghalaya-Bangladesh border where people from both countries exchange produce under the age old barter system. However, on April 17, the day after the Pyrdiwah incident, market is quiet. Trade in the Dawki land customs outpost, an export route to Bangladesh, has also come to a halt. Reason: The Indo-Bangladesh border has now been sealed.

Aasa Ram Bapu Ji visiting Jammu

JAMMU, Apr 23: Sant Shri Aasa Ram ji Bapu is visiting the holy city of temples from April 26 to 29 to deliver religious lecture at Science College Ground near boys hostel, on Canal Road Jammu.

Addressing a press conference here today, Mr N S Chib general secretary of Shri Yog Vedant Sewa Samiti disclosed that members of the Samiti are busy in making elaborate arrangements for the smooth conduct of the Satsang/ religious discourse in Jammu where thousands of people are expected to participate.

The District Administration has already been informed about the conduct of this grand religious gathering. The Samiti had requested the Administration to give permission to organise this programme in the MA Stadium, keeping in view the security scenario prevailing here but it expressed its helplessness and then allowed to organise it in the Science College Complex, adjoining boys hostel. Elaborate security arrangements are being made by the Jammu police for the smooth conduct of this programme. The main entry will be from MA Stadium side and the parking arrangements for private vehicles have also been made near Stadium.

A delegation of the Samiti led by its president Amar Nath Gupta met the Chief Minister, Dr Farooq Abdullah in this connection. The CM has offered to keep Sant Shri Bapuji as State Guest and also seek his blessings at the beginning of this religious programme on April 26 at the Pandal site. Dr Abdullah has also expressed his concern over the security of the huge gathering and has assured better security arrangements. A team of senior police officers are reportedly busy in ensuring elaborate security arrangements, he added.

The morning session will commence at 9 am and it will continue till 11 am. The timings of the evening session of Satsang will be from 4 to 6 pm. Besides this, a special programme for students on moral and spiritual education has been organised in the morning session of April 28. Over twenty thousand students of Jammu are expected to attend this programme and seek the blessings of Shri Aasa Ram Bapuji.

Mr Chib disclosed that disciples/ followers of 115 Ashrams and 1100 Samitis are engaged in the service of human being with dedication carrying the message of peace and brotherhood among the people.

Born at village Verani in Navabshah district of Sindh province on April 17, 1941 Bapuji during his childhood had started showing miracles. His father Shri Thaumal was a wealthy trader of the area. He got education up to hardly 3rd standard but he has great knowledge of every field today. He left the home in the age of 23 and set out for long journey in the search of divine God. Thereafter, he never saw behind. When Bapuji was residing in the jungles of Nainital he came in the Association of great saint Sadguru Lilashahji Maharaj. Bapuji became his disciple and acted upon his advise of creating awareness among the people and inculcate religious and spiritual thoughts in them besides spreading the message of peace and brotherhood.

This great Saint has visited several foreign countries and delivered lectures on human values, religion, worship of God, peace and values of truth. Today crores of people in the universe are the followers of this great Saint.

CM favours reservations in LA for ST

JAMMU, Apr 23: Chief Minister Dr Farooq Abdullah today announced that the Jammu and Kashmir Government is considering reservation of seats for Scheduled Tribes in Legislative Assembly.

Addressing the meeting of the Jammu and Kashmir State Advisory Board for Development of Gujjar and Bakerwals here this morning, the Chief Minister said representation of all sections in decision-making is necessary for overall growth and development of the State. Some seats are already reserved for Scheduled Caste population, he added.

About grant of OBC and LAC quota to Pahari speaking people and border residents, the Chief Minster said that this would not affect any other section enjoying the reservations. Spread of education is imperative for accruing benefits under reservations. He said instructions have been issued that the meritorious candidates of reserved categories should not be accommodated in their quota as such a step will be detrimental to their interests.

Responding to the demand for representation to nomadic population of the State in Panchayats, the CM said that though it may not be presently possible, nomination of female nomads Panchayats would be considered. Since the J&K Panchayat Raj Act is being amended, the people have been asked to forward their suggestions for making it more effective and need based.

The Chief Minister said setting up of a Directorate for Tribal Development would be earnestly examined to give fillip to various schemes and welfare measures for the development of tribal areas in the State.

Pointing that the Rehbar-e-Taleem programme had been launched in the State with an objective of making closed schools functional in remote and far flung areas, Dr Abdullah said that relaxation in respect of Gujjar candidates in academic qualifications was to create employment opportunities for them. He, however, said the higher qualification, and even B Ed training, is necessary for lifting the educational standard.

He asked the Recruitment Board to expedite selection process for filling up of the posts of teachers and instructed the education department to examine if some sort of academic arrangement could be made till the selections are finalized.

Dr Abdullah also asked for enhanced supervision of schools in Gujjar habitations and hostels for students in urban and semi urban areas. He suggested for consideration of forming local level committees to monitor the functioning of these institutions so that better services are provided to Gujjar youth. He told the board members to visit the hostels quite frequently and report him about their condition and facilities available to the inmates. He said he would be visiting various places to take stock of the condition of these hostels.

The Chief Minister gave necessary instructions for formulating a viable proposal for strengthening publication wing of Gujjri section in the Jammu and Kashmir Academy of Art, Culture and Languages and assured that grant of Rs 10 lakh for publications would be considered.

He said a special drive had been launched by the Police Chief for recruiting Gujjar youth in the force to enable their due representation. He hoped that coaching facilities for Gujjar youth would be undertaken in a big way and academic standard improved in their schools to enable them face the competitive world with more confidence. He said the youth has tremendous talent that needs to be channelised properly.

Earlier, Vice Chairman of the Board, Haji Buland Khan gave a detailed resume of its activities during the past year and highlighted certain gray areas that needed immediate attention by the Government.

He said measures have been taken to improve the condition of various Gujjar hostels in the State to ensure proper care of the inmates.

Minister for Housing and Urban Development Mr Ghulam Mohi-ud-Din Shah, Minister for Social Welfare Mr Bashir Ahmed Kitchloo, Minister for Revenue Mr Abdul Qayoom, Choudhry Mohammad Ramzan, Minister for Health Mian Altaf Ahmed, Minister of State for Home Mr Mushtaq Ahmed Lone, members of the Board including several legislators and former ministers and senior officers were present in the meeting.

The meeting discussed various issues pertaining to development and welfare of Gujjars, which include resettlement of migrated Gujjars and Bakerwals, provision of second teacher in the mobile schools, establishment of a girls hostel at Doda, identification of suitable land for office complex of the State Advisory Board at Jammu, inclusion of Gojjri language in 6th Schedule of the Constitution and identification of alternate for the second phase of Dhodhi Gujjar colony in Jammu.

Simplification of procedure for issuance of permanent resident certificates to these communities, their share under Indira Awas Yojna and formulation of a pilot project for pastures and grazing lands on the migratory routes of Gujjars and Bakerwals were also discussed.

SC stays termination of 500 appointments in Excise Deptt

JAMMU, Apr 23: Supreme Court has stayed the operation of the order of the State High Court, by which about 500 Class-IV appointments in Excise and Sales Tax Department were quashed.

While staying the quashing of appointments of 500 candidates, a Bench of the Supreme Court comprising Mr Justice B N Kirpal and Mrs Justice Ruma Pal issued notice to the State of Jammu and Kashmir through Principal Secretary Finance, Commissioner Sales Tax, Excise Commissioner and others. The Apex Court Bench after hearing the counsel for the appellants, also condoned the delay of filing Special Leave Petition (SLP).

The Division Bench of the State High Court, comprising Chief Justice Dr B P Saraf and Justice RC Gandhi, on November 8, 2000 had, with slight modifications, upheld the order of the Single Bench ( delivered by Justice T S Doabia), passed on July 7, 2000, whereby the Bench had quashed the appointments made in Excise and Sales Tax department.

Justice Doabia while quashing these 500 appointments, had held that the appointments made after 1994 to the posts of Guards and Peons without issuing any public notice and without conducting any test or interview, are quashed.

Against the order of the State High Court, the candidates, through DC Raina filed an SLP in Supreme Court. It was mentioned that these appointments have been quashed without considering that the same were made in pursuant to the Government order number 1786-GAD, dated 11-11-1997, based on the Cabinet decision number 12/2 of January 21, 2001. It was submitted that after a detailed debate on the floor of the State Legislative Assembly regarding lack of proper representation to rural candidates, the Chief Minister had announced that the recruitment of Class-IV vacancies shall be made by the Head of the Department on the recommendation of MLAs and MLCs.

It is pertinent to mention here that since Class-IV vacancies are not required to be referred to the Service Selection Board and the mode, manner and method of filling up such vacancies is to be evolved by the concerned department. The Single Bench the SLP said, did not consider these facts.

Defilement of BSF men not to be taken lightly: India

NEW DELHI, Apr 23: India today declared it will not take "lightly the defilement of (BSF) men in uniform" and asked Bangladesh to act against the perpetrators of such "criminal adventurism" to restore confidence and trust.

"Criminal adventurism is a crime. India will not accept defilement of men in uniform. We will not take it lightly," External Affairs Minister Jaswant Singh said winding up a day long discussion in the Rajya Sabha on the gruesome killing of BSF personnel on the Indo-Bangladesh border.

Dismissing members’ charge of intelligence failure, Jaswant Singh said "the question simply cannot arise" considering the nature of terrain and

the distance between two forces being just 200 metres.

In such a scenario, accusations of an intelligence failure were "fanciful", he added.

Singh said deft handling of the situation by the Indian Government resulted in Bangladesh Rifles withdrawing its forces from adverse possession of the border areas "without a shot being fired".

He also said BSF has also ordered its own inquiry into the killing of its 16 personnel in the border incident.

"It was also completely misleading and inaccurate" to equate what had happened on Indo-Bangla border with that of Kargil which was an aggression from a neighbouring country.

"There was no intelligence failure. I have no difficulty in saying this to the House," he added.

Regarding suggestions by some members, including former Law Minister Ram Jethmalani, to take this issue to the International Criminal Court of Justice, Singh said such suggestions were "somewhat far-fetched"

"We do not want to superimpose (it) on our system and dilute our own jurisprudence. We have not subscribed to it. I have no intention of subscribing to it," he added.

Earlier, making identical statement in both Houses of Parliament on the issue, Singh said Bangladesh Prime Minister Sheikh Hasina had last night spoken to Prime Minister Atal Bihari Vajpayee and conveyed that she was deeply saddened and concerned by these incidents.

She said a full investigation would be carried out into all aspects of the incidents including the mutilation of the bodies of the BSF personnel.

Vajpayee voiced India’s deep sense of hurt and anguish over the inhuman treatment meted out to BSF personnel on the Indo-Bangladesh border, Singh said.

Cutting across party lines, members in both Houses strongly condemned the ghastly killing of BSF personnel on the Indo-Bangla border and opposition parties in particular charged the Government with intellegence failure.

Seeking clarification on the statement, leader of the opposition in the Rajya Sabha, Manmohan Singh demanded an impartial inquiry into the "totally unwarranted and improper intrusion of Bangladesh Rifles into the Indian territory." Singh said though the Government was fully aware of the situation on the Indo-Bangla border right from April 15, the priority before the Government was to restore "status quo ante" .

To a question why there was delay in taking up the issue at the Prime Ministerial level, Singh said there was already in place a system of self-mechanism which handled such situations before heads of Governments came into the picture.

To members demand that Bangladesh Rifles Director-General Fazlur Ahmed should apologise for ghastly act, Singh said Bangladesh Government has sovereign rights and "we do not certainly wish to comment about the conduct of an individual officer of BDR."

Singh said the issue was part of the larger question of demarcation of boundaries between the two countries. Of the 4,096 km Indo-Bangla border, only six km is still left to be demarcated — 3 km in Assam, 1.5 km each in Tripura and West Bengal.

Both the Governments were fully seized of the entire boundary issue, he said adding Indian Government was committed to complete fencing of the entire border at a cost of Rs 1300 crore by 2006-7. So far fencing of 833 km the Indo-Bangla border has been completed, he said. (PTI)

Two young girls raped, shot dead by ultras

JAMMU, Apr 23: In a barbaric act, two young girls were raped and shot dead by the militants when they mistakenly came close to a militants’ camp while collecting ‘gushis’ at village Haloor in Kunthwara area, about 15 kms west of Kishtwar in Doda district last evening.

Reports said the girls were collecting ‘gushis’ (a very costly vegetable) in the fields when they reached close to a militants’ camp in Haloor area. Body-guards of the militants, who were guarding the camp, abducted both the girls and took them to their camp.

Reports said both the girl were gang-raped by the foreign mercenaries in their camp and later shot dead. Their bodies were thrown in the village.

Deceased have been identified as Burgi Devi daughter of Paras Ram and Hardi Devi wife of Prem Nath, both residents of Haloor. Their bullet-riddled dead bodies were spotted by the people this morning and were recovered by police.

Bodies were shifted to the hospital for post-mortem and were handed over to their family members. Killing of two innocent girls sparked off tension in the village with people holding a demonstration against the militants.

Reports said army and police teams rushed to Haloor forests but by then the militants had shifted their hideout. A search operation continued in the forests to eliminate the militants.

Police have registered a case in the killings and started further investigations.

Meanwhile, a decomposed body was today recovered from river Chenab near Hasti bridge in Kishtwar tehsil of Doda district last night. Deceased has been identified as Krishan Lal son of Amar Chand Thakur, a resident of Brij Bagh, Kishtwar.

Reasons behind Krishan Lal’s death couldn’t be ascertained.

Poonch Police busts hideout

POONCH, Apr 23: Police and Poonch Brigade today busted two hideouts of the militants in Mandi and Kinari forests area and recovered a large quantity of arms and ammunition.

SSP Poonch Dr Kamal Saini told EXCELSIOR that a police party swung into action after getting a tip off about the functioning of a militants’ hideout in Mandi area this evening. After an hour long operation, the police party destroyed the hideout.

Recovery made from the hideout included 750 AK ammunition, 28 hand grenades, nine boosters and six RPG ammunition. No militant was present in the hideout when it was raided by a police party.

Troops of Poonch Brigade also smashed a hideout in Kinari forests this afternoon.

Seizure included two Under Barrel Grenade Launchers (UBGL), 38 UBGL grenades, 12 anti tank rifle grenades, five high explosive rifle grenades, three RPG rockets, 10 hand grenades, 12 IED triggering devices, 95 electric detonators and 1694 AK ammunition.

4 Judges transferred

JAMMU, Apr 23: Consequent upon the repatriation of Mr Hakim Imtiyaz Hussain from the post of Registrar, National Judicial Academy, New Delhi, High Court of Jammu and Kashmir has ordered posting and transfers of four senior judicial officers in the interest of administration.

According to official handout, Mr Hakim Imtiyaz Hussain, District and Session Judge is posted as Registrar General, High Court of Jammu and Kashmir vice Mr Ghulam Qadir Wani, who has been posted as Registrar Vigilance vice Mr Javaid Ahmed Kawoos. Mr Javaid Ahmed Kawoos, Registrar Vigilance, High Court of Jammu and Kashmir is transferred and posted as Registrar Judicial, High Court Wing, Srinagar.

Mr Abdul Wahid, Registrar Judicial, High Court of Jammu and Kashmir is transferred and posted as District and Sessions Judge (Training cum Leave Reserve) Post at High Court Wing, Srinagar.

Mr Hakim Imtiyaz Hussain who was on deputation at National Judicial Academy, Bhopal for one year has joined in the High Court of Jammu and Kashmir at Jammu and has taken over the charge of Registrar General today.
