Taking Kashmir issue to UN a crucial mistake: Jaswant

PATNA, Apr 21 : External Affairs Minister Jaswant Singh said today India had committed "a crucial mistake" in its foreign policy by taking the Kashmir issue to the UN in 1948 after having convincingly defeated Pakistan in a war.

"It was a crucial mistake to take the issue to the world body after convincingly defeating Pakistan following its misadventure in Kashmir soon after partition.... Instead, we should have finished the task," he said while delivering Thakur Prasad Memorial lecture on India’s security and foreign policy.

Singh, however, did not elaborate on what he meant by finishing the task.

"It is for this error in management of our defence concern and foreign policy that succeeding generations in India are paying a heavy price," he said.

Tracing the cause of militancy in several parts of the country, Singh said its root lay in the invasion of Afghanistan by the erstwhile Soviet Union in which the US got involved through Pakistan leading to a civil war.

The cause of terrorism and narcotics and arms smuggling can be traced to the Afghan war in which the Soviets and the Americans involved themselves disturbing the balance of power in the region for which India is paying a heavy price, he said.

Singh said India’s commitment to peace and harmonious international relations without compromising on ideology or national interest had resulted in a paradigm shift in global perception of its security concerns.

"The same US, which led some nations in slamming India after the Pokhran test, has seen good reasons for having friendly ties with us...Our joint resolution against Taliban in the UN betokens our improving ties,’’ he said adding India always wanted good relations with the US but that had to be on equal footing.

He said that while imposing sanctions, the US had stated there would be no military to military contact with India, but "when I was received at the Pentagon as India’s Defence Minister during my recent visit under the Republican administration, it was military to military interaction at the highest level".

"We never begged for withdrawal of sanctions but they are being waived steadily....This is the dividend the inherent consistency in our foreign policy has given us," he said.

He, however, maintained that by limiting the concept of security to mere defending of India’s boundaries would not bring lasting peace.

"No lasting security can be achieved unless the people of the country feel secured about their livelihood and the livelihood of their children....So we have to address the issue of security in a larger context", he said. (PTI)

Reservation for Pahari, IB people soon: Farooq

JAMMU, Apr 21: Chief Minister Dr Farooq Abdullah today said that Pahari speaking people and those residing along the international Border in Jammu and Kathua districts would get their due share in the reservation.

Releasing Tri-lingual magazine Shamsabari at Abhinav theatre here today the Chief Minister said that Government was aware of the demand putforth by the people since long. Not only this, the people residing along the border belt of Jammu and Kathua also deserve the facilities and reservation being given to those residing along the line of actual control (LAC). Ignoring these people and especially from Akhnoor belt will not be justified. The Government will consider reservation for these people who really deserve the same. At the same time there should not be heart burns among the other sections and no feel of neglect and discrimination should come among the others over this development. Their share will remain untouched.

Referring to the Scheduled Tribe Status given to the Gujjars and Bakkerwals by the Centre, the Chief Minister said Pahari people’s demand has been raised before the respective Central Governments several times but no response has been received so far. The State Government would make the beginning and provide them the benefits under OBC category. The Gujjar and the Bakkerwals should not feel it that their share will go to these people if the same status is provided to them. Bringing any other section under the ambit of reservation category will not affect those already enjoying such status. Some political groups take undue advantage of such situations and launch misleading propaganda, he maintained.

Reacting over the comments of chairman of the Jammu Kashmir Pahari Welfare Society, Dr Abdullah said that we should avoid to raise such issues and demands which create wedge among the members of different groups, communities and sections. The great God has created a man without any caste, colour and creed but divisions have been created by man himself and not the God.

Commenting on a couplet of Mr Iqbal on borderline drawn between the two neighbours, the Chief Minister said that the day will come such lines and the walls of differences will perish and the clashes over temples and mosques will end for ever.

Calling upon the people to preserve their culture and language, the Chief Minister said that promotion of regional languages is imperative. Language bind people and not divide them. It is in this backdrop that several measures have been taken to give boost to local languages, but if the local languages are read with eye on jobs then this will be a dis-service to the language and the nation as well.

Member Rajya Sabha Mirza Abdul Rashid while dwelling on the challenges faced by the State, lauded Dr Abdullah for braving these with courage. He announced a grant of Rs 50 lakhs out of his constituency development fund for Pahari Bhavan/ hostel and hoped that the State Government will also release the matching grant as already committed by the Dr Abdullah.

Earlier, Mr Zafar Iqbal in his welcome address elaborated in length about the problems being faced by the Pahari speaking people and gave resume of the activities of the organisation. He also spoke on the magazine, explaining that it highlights the role of Pahari people and socio-political struggle of Jammu and Kashmir.

The minister for Health and Medical Education Mian Altaf, Minister for Agriculture Ch Mohd Ramzan, vice-chairman Advisory Board for Development of Pahari speaking people, Mr Kafi-ul-Rehman and legislators —M A Bhukhari, G M Jan, Ashok Sharma, Abdul Ghani Naseem, Ikhlaq Khan and several former ministers were present on the occasion.

The function was marked by presentation of a cultural programme in Pahari language. Dr Abdullah congratulated the artists for their performance.

JeM ultras were on way to blow up temple

LUCKNOW, Apr 21: The three hardcore militants of Jaish-e-Mohammed, gunned down by police here on Wednesday last, were in the final stage of executing a meticulous plan to blow up the Ayodhya shrine the next day and then eliminate important political personalities across the country, a top intelligence official said here today.

The militants Salim and Sajid from Sindh province and Rashid from Lahore had visited the disputed Ramjanmbhumi-Babri mosque complex more than once during the last five months posing as Hindu devotee and made a study of the entry and exit routes besides studying the feasibility of driving to the spot to blow up the shrine, he said.

Equally meticulous had been the joint operation of the state intelligence and special task force, which kept a tab on them at every step during this period to understand their design, the official said.

"Initially they tried to fool us by frequently visiting Allahabad to create an impression that they were focussing on Mahakumbh but the interception of their messages to their headquarters in Pakistan and Afghanistan revealed that they were instead aiming at Ayodhya and then had plans to eliminate important political leaders across the country", the official said.

"They wanted to storm the shrine in the wee hours of Thursday to blow it up and once we intercepted the message a day before, the STF swung into action and gunned them down while they were planning to move to Ayodhya," the official said, adding "the Ayodhya design of the militants was only a tip of the iceberg as they had more sinister missions to accomplish."

The official said the Intelligence Bureau and other central agencies had passed on specific information during Mahakumbh that three ultras of Jaish-e-Mohammed, an outfit led by Maulana Azhar Mehmood in Pakistan, were on a suicide mission to Uttar Pradesh to cause large scale violence in Kumbh and blow up the Ayodhya shrine.

"Initially we concentrated on Mahakumbh and tracked down Wasi Ullah, Walli Ullah and Ubed Ullah, who in fact were later found to have provided shelter to these three militants in Allahabad", he said.

"We also had information about a consignment of weapons that was to reach Uttar Padesh, the official said, adding "all these messages were intercepted and this helped us to keep track of the movements of the militants. Electronic surveillance yielded good results and STF and intelligence personnel squads constantly watched their movement in Ayodhya as well".

The officials were also able to obtain the photographs of these militants which helped greatly in monitoring their movements. One of them dressed as a Hindu devotee visited up to the make shift Ram Lala Temple in order to survey the area to execute their mission.

The official said the militants did not stay in any hotels but were provided shelter by different conduits.

He said it was not clear as to how many other members of the Jaish-e-Mohammed militant outfit had actually sneaked into Uttar Pradesh.

Refusing to divulge information gathered on the other missions to be executed by at least two to three militant outfits, currently suspected to be on-move in the State, the official said "we are oaking our efforts to reach deep into their designs".

Commenting on Jaish-e-Mohammed, he said the outfit which had been keeping a low profile, had been activated after the release of its chief Maulana Azhar in exchange for hostages aboard the hijacked Indian Airlines plane in Kandhar. The group has a small number of members as compared to other outfits.

The intelligence sources said top political leaders and VVIPs were always on the hit-list of these militants and their agenda was first to blow up the Ayodhya shrine and, if successful, they were supposed to move to accomplish their next mission of eliminating political leaders.

They also wanted to kidnap some political leaders and VVIPs to pressurise the Government to release hardcore ultras lodged in Mumbai and Tihar jails, the sources added. (PTI)

Youth mistaken as fidayeen gunned down in Udhampur

UDHAMPUR, Apr 21: A youth was mistaken as fidayeen (suicide squad of Lashkar-e-Toiba) and shot dead by the jawans of para-military Central Reserve Police Force (CRPF) outside their camp in Moara Morh in the town here late last night.

The same CRPF camp at Moara Morh, falling on Jammu-Srinagar national highway, had become the target of Lashkar’s suicide attack in January this year in which three CRPF jawans were killed and two others were seriously injured.

The victim has been identified as Des Raj Bhagat, 34, son of Batta Ram, a resident of village Mangu in Panchairi area.

Reports said the CRPF jawans noticed the youth moving outside their camp at about 2330 hours last night and asked him to halt. However, the youth, who was reportedly drunk, didn’t stop. The CRPF jawans, mistook the person as a suicide squad member of the militants, and shot him dead.

However, no weapon or anything else could be found in possession of the youth, whose body was shifted to the district hospital here for identification.

Police said the deceased looked like a villager and not a Kashmiri or a foreigner. "The deceased was in no case a fidayeen or even a militant", they said, adding ‘the youth was killed in a case of mistaken identity’.

Late in the evening, Chuni Ram, a resident of Shiv Nagar, Udhampur identified the dead body of youth, who happened to be his real brother.

Police quoting Chuni Ram said that Des Raj had come to his house in Shiv Nagar yesterday. In the evening, Des Raj went to the town and returned in a heavily drunk condition. Des Raj told his brother that his entire amount was snatched by the miscreants when he was consuming liquor on the roadside.

On this Chuni Ram reportedly threw his brother out as he was drunk and had also lost his entire money. Police said Des Raj might have tried to take shelter in the tent to spend the night when he was killed.

Body of the deceased was handed over to his family this evening after post-mortem and identification.

The jawans of CRPF camp at Moara Morh had been maintaining a strict vigilance on all four sides outside their camp following a suicide attack on their camp on the intervening night of January 2 and 3 in which three jawans were killed and two others were injured.

Since then, the CRPF personnel had beefed up security arrangements outside their camp.

Govt announces Spl power quota for industries

Jammu Apr 21: Government proposes to earmark a special quota of power supply for Industries in the State to overcome production losses due to heavy power curtailments. A proposal in this regard is being submitted to the Cabinet for approval with the request to allocate 10 per cent of the total available power to Industrial sector.

This was disclosed by the Industries and Commerce Minister, Dr. Mushtafa Kamaal at a function held at Industrial Estate Kathua today in connection with the inauguration of a Paper Mill set up in private sector at a cost of Rs one crore. The Mill will have a turnover of Rs 46.29 crore with a production of 45 metric tonnes of paper per day.

The Minister said that the Government have taken up several projects to improve availability of power supply in the State, which is the basic pre-requisite for setting up a sound industrial base in the State. He said State is expected to get a share of Rs 110 MWs from Ranjeet Sagar Dam soon. Besides, Dul Hasti and Bhaglihar Power Projects are also expected to go into generation within 2-3 years which would to a great extent help to overcome existing grim power scenario in the State. Besides, Dr. Kamaal said the Atomic Energy Commission has also been approached to provide energy supply to the State adding that atomic energy would cost Rs 3 per MW. He said under the proposed arrangement electricity would be distributed proportionately to the unit holders in each Industrial estate through the concerned nodal agencies.

Responding favourably to the demands of the entrepreneurs, the Minister said that Government have formulated a comprehensive plan for upgradation and renovation of all the Industrial estates. The Centre has been approached to provide a corpus fund of Rs 100 crores for this purpose. In the meanwhile, the concerned Industries officers have been directed to prepare blue prints for renovations of Industrial estates with priortizing the works programmes. The main thrust would be on to improve road connectivity, power and water supply, fencing and street lighting.

Spelling out measures taken up by the Government for reviving Sick Industries, Dr. Mushtafa Kamaal said that District Rehabilitation Committees and Industries Rehabilitation Council at Central level have been set up headed by the Principal Secretary, Industries and Commerce Department. He said the rehabilitation council has a representation of seven consultants to guide sick unit holders in the rehabilitation process. Under the revival scheme, the viable sick unit is entitled for soft loan upto 30 per cent of the working capital at just 20 per cent interest rate. Besides, total cost of the project report for viable sick unit is born by the Government, the Minister added.

Dr. Kamaal said that since the announcement of new industrial policy by the present Government, 35,000 new industries have come up in the State upto March 2001. He said about Rs 30 crore have been disbursed as incentive among the unit holders of the State. He said Kathua area is rapidly growing as an the Industrial area and more and more entrepreneurs are jumping to invest in Industries. He said a Rs 2500 crore project for Textile city in Kathua is under consideration of the Centre and this project will give a boost to the economic activity in the area.

The principal Secretary, Industries and Commerce, Mr. Mohammad Shafi Pandit on this occasion enjoined upon the unit holders to lay more emphasis on quality improvement of their products so as to compete with the marketing challenges in view of the EXIM Policy announced by the Centre last month. Quality improvement could be the main factor making the unit holders more competitive in the world market, Mr. Shafi added. He said the Industrialists should endeavour to get maximum advantage out of WTO. He advised the entrepreneurs to get registration from Director General Supplies and Disposal (DGS&D) so that central purchasing agencies located in J&K could purchase products of their requirement from the local units.

Mr Pandit said that entrepreneur development programmes would be launched in the State besides skill upgradation of the officers and field agencies of the Industries department. He said Information Technology would be introduced for bringing more improvement in the management system. To begin with the District Industries Centres of Jammu and Srinagar would be linked with the Directorate through computer network, he added.

The Director Industries and Commerce, Mr M Saleem Beigh on this occasion urged the entrepreneurs to initiate pollution control measures in the Industrial units keeping in view heavy investments in the Industrial Estates of Kathua in coming days. He advised the entrepreneurs to go for environment friendly Industries adding that Kathua would emerge as a big economically viable Pilot Industrial area in the coming days.

Earlier, the Industries Minister inspected various units at Industrial Estates of Hiranagar and Kathua .The Minister also held separate meetings with the unit holders and officers of the Industries Department and interacted with them to have first hand information about their problems. The Joint Director Industries, Mr. Vinod Koul, SE Electric Kathua, Mr Wazir and president of the Industrial Units Kathua, Mr Surinder Singh were also present.

Demonstrators clash with Police over ‘Time’
Militant, soldier, 2 Army sources killed

SRINAGAR, Apr 21: While as one militant, one soldier and two counter-insurgent sources died in militancy-related incidents in Kashmir valley today, demonstrators clashed with Police over the blasphemous article published in the American newsmagazine Time.

Official sources told EXCELSIOR that an unidentified hitman targetted a private computer technician, Gulzar Ahmed Dar resident of Waripora Pattan, near a Taxi stand at Batmaloo. He died on spot. A female’s letter recovered from his pocket indicated that Dar had some secret connection with security forces. The lady had cautioned him of the dangers in the way he had adopted and advised him to "desist from such things".

Police recovered the bullet-riddled dead body of Nazir Ahmed Mir S/o Abdur Rehman Mir from Sirhama village of Bijbehara area. Reports from Anantnag suggested that he too was suspected to have been a counter-insurgent helper of security forces.

Reports from south Kashmir added that an unidentified militant got killed in an encounter with security forces at Kapran today.

Sources said that a soldier of 10-Madras, namely Dinesh Kumar (4363986-A), died of a gunshot wound at Keegam in Kupwara district. None of the militant outfits claimed to have killed any soldier in any encounter in Kupwara. But, Army claimed in its FIR that there was "no foul play" in the incident.

Here in the capital city, militants fired a rifle grenade at Rajouri Kadal. A blast occurred but there were no signs of damage.

Clash over Time

In the capital city, youngsters in thin number appeared on streets at Nowhata, Pandan, Bohri Kadal, Basant Bagh, Maisuma, Butsha Chowk, Kokar Bazar, Ikhraj Pora, Wazir Bagh, Bemina, Chota Bazar and some other trouble spots while burning rubber tyres and pelting stone on vehicles in movement.

Within minutes, police swung into action and protesters resorted to stone pelting which was retaliated by police with the use of tear-smoke shells and baton charge. Ding-dong clashes between police and demonstrators continued for about two hours.

The angry residents of Srinagar, not in large number, registered their protest against blasphemous article published in the current issue of an American magazine ‘Time’. A section of people had been restive over the publication alleging that the article was part of a Western conspiracy against religion of Islam.

Even as shops and traffic remained disrupted in some localities of the capital city, there were no reports of any disturbance from other parts of the Valley.

Meanwhile, Divisional Commissioner Kashmir Khurshid Ahmed Ganai has issued an order while imposing ban on the sale and circulation of the controversial issue of ‘Time’ magazine, all copies of the publication have been seized.

A militant outfit Jamat-ul-Muzahideen has also imposed ban on the sale and circulation of ‘Times’ magazine in Kashmir valley.

Militant killed, IED defused in Surankote

RAJOURI, Apr 21: Troops gunned down a foreign mercenary in Malhan area of Surankote and defused a powerful 12 kg IED on Bafliaz-Surankote road in two separate incidents across Poonch district today.

Defence sources said a swift operation was launched by troops in Malhan area of Surankote early today after a specific information was received about the movement of militants. An encounter started at 1025 hours today and continued for about one hour.

In the fierce fighting, troops eliminated one militant without suffering any casualty on their side. Slain militant has been identified as Sohail, a Pakistani and an activist of Hizbul Mujahideen’s Pir Panjal Regiment (HMPPR).

One AK-47 rifle with 60 rounds, one belt of Pika ammunition and a Kenwood radio set was recovered from the possession of slain militant.

Meanwhile, troops detected and defused a powerful 12 kg IED, planted by the militants under a suspension bridge on Bafliaz-Surankote road this morning.

The IED had been planted by the militants to blast passengers buses and cause heavy casualties among civilians. However, quick reaction by local army teams averted a major tragedy.

Normal movement on the bridge was restored after about two hours suspension.

In another incident, SOG and police personnel of Kandi in Rajouri recovered a consignment of explosives from Patoli and Daryal nullah last night. Recovery included one Russian propelled 40 mm anti-tank rocket, four HE 36 grenades, two Chinese 40 mm rockets, one IED, two Chinese grenade and three detonators.

One IED, 4.5 kg RDX, two hand grenades and some ammunition was recovered by the jawans of 106 BSF from Bandri nullah today.

People turn violent in Gandoh
Woman killed, STF vehicle set ablaze

JAMMU, Apr 21: Tension gripped Gandoh area of Doda district last night following the killing of a housewife in exchange of firing between militants and security forces. Rampaging mob, protesting against the killing, set on fire a police vehicle and beat-up a couple of cops, causing them serious injuries.

Official reports said a patrol party of Doda police and Special Task Force (STF) Doda was carrying out a routine patrolling in village Kara of Gandoh last evening when they were ambushed and fired upon by a group of three to four militants.

The STF personnel immediately took positions and returned the firing aiming the direction from where the militants had targeted their patrol party. Exchange of firing between the two sides lasted about 15 minutes in which a housewife identified as Saleema wife of Mohammed Rafiq, a resident of Kara got killed while another civilian Mohd Din was seriously injured.

However, the militants managed to escape taking advantage of civilians presence in the village, who came out of their houses following woman’s killing.

A number of local people of the village carried the dead body of Saleema and marched to main road of Gandoh. They kept the body on the road and started shouting slogans against STF and Doda police charging them with the killing of young housewife.

A group of youths in the procession turned violent and set on fire a police vehicle in which the cops had gone to the village. Driver of police vehicle identified as constable Sushil Kumar was mercilessly beaten-up by the mob and rendered unconscious.

SSP Doda Mr Ashkoor Wani and other senior officers of police and security forces rushed to the spot and talked to the people. The officers told people that woman was killed in militants’ firing and not by the cops.

The officers also assured agitated villagers that family of the deceased woman would be compensated adequately. Following assurances given by police officers, the people suspended their dharna and buried the woman.

The injured civilian has been admitted to the district hospital here.

Meanwhile, enforcement of army and police has been rushed to the surrounding forest area of Kara to eliminate the militants involved in the killing of woman. A search operation was going on in the village till this evening.

However, the militants remained untraced.

Reports said the militants numbered three to four and all of them were local activists of Hizbul Mujahideen outfit.

Minister faces CBI probe

CHANDIGARH, Apr 21: The Punjab and Haryana High Court has ordered a CBI probe into the alleged illegal mining a company owned by State Cooperation Minister Kartar Singh Badhana.

A division bench of the High Court comsprising Mr Justice Jawahar Lal Gupta and Mr Justice N K Sud yesterday directed the CBI to complete the probe against him within six months.

The court issued the directive while disposing of a Public Interest Litigation (PIL) preferred by a Faridabad-based journalist Subhash Sharma who alleged that a company owned by Mr Badhana and Mr Ram Kishan, in connivance with officials of the Mining and Geology Department, was indulging in illegal mining of sand and stone at Anangpur and Ankheer villages, "far in excess than the original contracted area."

Mr Sharma had also alleged that illegal mining was being done because of influence by Mr Badhana as a Minister.

Mr Badhana had recently, escaped unseated from the State Assembly over his mining contracts.

The bench ordered the Haryana Director of Mines and Geology Department to ensure proper division of the area of leased mines to different parties and ensure no violation was committed. The court also directed that report to this effect should be submiitted to the Haryana Chief Secretary every month.

A Supreme Court division bench had on March 27 allowed an appeal by Mr Badhana and reversed a judgement of the Punjab and Haryana High Court unseating him from the Samalkha assembly constituency and declaring the defeated Congress candidate Mr Hari Singh Nalwa elected. Mr Nalwa had challenged Mr Badhana’s election on the ground that he was holding five mining leases from the Haryana Government which disqualified him from contesting the mid-term poll in February last year. Farooq asks Hurriyat to respond

NEW DELHI, Apr 21: Jammu and Kashmir Chief Minister Dr Farooq Abdullah today advised the Hurriyat Conference to respond positively to the Centre’s offer of talks to help restore peace in the troubled State.

Talking to the press after the ‘signing ceremony’ of the one billion dollar power project between the State Power Development Corporation and the National Construction Corporation (NCC) of Norway, Dr Abdullah said, "if they (Hurriyat) do not participate in the talks, they will have missed the bus. It is only through negotiations that normalcy can be achieved in the State."

Querried on security risks of the Norwegian personnel involved in the project’s execution, he said there would be no such problem. He clarified that the French consortium abandoned the Dulhasti project not because of any security threat, but because of cost escalation. (UNI)

Sonia admits erosion in popular base

JABALPUR, Apr 21: Congress president Sonia Gandhi today admitted that the party’s popular base had been eroded and asked the partymen to forge a united crusade against the enemies instead of indulging in intra-party feuds.

Addressing the concluding session of the Madhya Pradesh Congress two-day convention here, she regretted that some party leaders and workers kept themselves engaged in activities which tended to weaken the party. All should refrain from infighting and together strive for the party’s unity, she added.

Admitting erosion in the party’s popular base in the recent past, she said the partymen themselves were responsible for it. To capture power at the Centre, she alleged that the opposition parties resorted to propaganda and misguided people by whipping their sentiments. While the party could not check their disinformation effectively, some partymen were also involved in weakening each other, she lamented.

Referring to neglect of the grass-root workers, Ms Gandhi compared the Congress with a "well-written book" which demanded a complete reading page by page.

She termed as "unfortunate" the lack of political communication between the party workers and leaders. Such meetings should be organised regularly to strengthen the organisation, she added.

In her 20-minute speech, Ms Gandhi said the leaders usually gave importance to workers only at the time of elections when they became active for ticket distribution. Such a practice was not in accordance with the ideal spirit of the party, she added.

She said at times, meetings and conferences should also be organised to strengthen the party and to discuss the people’s grievances without always seeking self-interest. This would unite and consolidate the party, she said.

Stressing on the need to bring about coordination between the Government and workers, she said the workers should be given sufficient importance. Usually after coming to power in the State, the ruling party did not pay proper attention to their workers, she added.

However, the difficulty was not one-sided, she said referring to the workers’ approach to leaders for solving matters with vested interests. In fact, the workers should raise the matters related with the commonmen, she added. (UNI)

No consensus in Hurriyat

SRINAGAR, Apr 21 : Hurriyat Conference Working Committee today deliberated the Centre’s offer for holding talks with all groups in Jammu and Kashmir over the vexed Kashmir issue but apparently failed to arrive at any consensus and the matter would further be discussed by its General Council next week.

After the four-hour meeting, the Hurriyat leaders maintained a studied silence over the outcome of the meeting.

Hurriyat Conference chairman Abdul Gani Bhat said three members each from the seven-Party Executive expressed their "free, frank and fearless" views about the Centre’s offer.

Bhat refused to give any further details but said the matter would further be discussed at General Council meeting of the 23-Party conglomerate on Monday.

The views expressed at the Working Committee and General Council would be discussed at the Hurriyat’s Executive meeting slated later next week, he said.

However, Hurriyat Conference insiders said majority of the participants doubted the sincerity of the Centre in resolving the Kashmir issue through peaceful negotiations.

Though the leaders favoured talks to resolve the Kashmir issue, they expressed serious doubt about the offer of dialogue made by centre’s negotiator K C Pant, sources said.

The offer was not based on sincerity, the leaders said. Terming the ceasefire as an "eye-wash", they alleged custodial killings had increased in the state after the truce. (PTI)

Bar strike in 3rd day

JAMMU, Apr 21: The indefinite strike launched by Bar Association Jammu to protest against the opening of Fast Track Courts, entered third consecutive day today.

Today, the lawyers closed the main gate of the Old Secretariat Complex by raising barricades at the entrance, with the result, the vehicular traffic remained disrupted upto CPO Chowk. Even two wheelers were not allowed to enter the Old Secretariat Complex. Petition writers and stamp vendors were also asked to stay away from the work.

Bar president D S Saini said that the strike of the lawyers will continue till the decision of Fast Track courts is rescinded.
