HC orders recovery of salary from guilty officer

JAMMU, Apr 15: Mr Justice Arun Kumar Goel of Jammu and Kashmir High Court Jammu wing has directed the State Government to hold an inquiry against Mr K K Kotwal, the then Principal Government Polytechnic College for boys Jammu as to how without any sanction/ authority of law, he engaged the petitioners and other persons after offering reasonable hearing to him.

The court further directed that the entire amount paid to these backdoor appointees from the Government exchequer shall be recovered from Mr Kotwal after the enquiry is completed.

Justice Goel said that on the strength of this order by levying execution against Mr Kotwal so that it is an eye opener to other officers of the State not to over step their authority as has been done by Mr K K Kotwal.

However, the court directed respondents State to complete this exercise on or before December 31, 2001 and place affidavit on record. The question of holding an inquiry and recovery of amount will only arise in case he is in service as on date. With these observations Mr Justice Goel has disposed of three writ petitions filed by appointees whose services have been terminated.

In the writ petition, it was mentioned that all the petitioners were appointed by Mr K K Kotwal the then Principal Polytechnic College for boys Jammu. Not only petitioners but six other persons were also employed by him who all have been ordered to be terminated when the matter was brought into the notice of Minister for Education. These persons were appointed in the year 1997. When the matter came to light, services of petitioners and others were ordered to be terminated in the month of August 1998.

The petitioners challenged their termination from service on the grounds that they were appointed by order of Principal on 17-5-1997, 21-5-97 and 23-5-97. It appears that a complaint was made to the Education Minister that appointments have been illegally made by Mr Kotwal. It was stated in the petition that petitioner’s services were terminated without offering them hearing as well as without following the principles of natural justice.

The counsel appearing for the state submitted that Mr Kotwal made these appointments in violation of Government order No. 120-GAD of 1997.

Educated youth oppose Rehbar-e-Taleem scheme

KATHUA, Apr 15: Unemployed Educated Youths Association in a meeting held here today decided to carry on their protest against the Rehbar-e-Taleem Scheme and demanded its withdrawal.

According to a release, the meeting was held under the chairmanship of Mr Ajit Singh Pathania at Dayala Chak. Opposing this scheme, the educated youth maintained that it was sheer exploitation of the highly educated persons and aimless objective. By offering a meager amount of Rs 1500 per month for the period of five years and no guarantee for permanent/ regular job, the future of the thousands of youth is being jeopardised.

The agents and the middlemen are collecting money on behalf of senior officers for Rehbar-e-Taleem job and it is understood that a heavy amount will have to be paid against after five years for the confirmation of the job, which is very painful and sorry state of affair.

It is clear that new methods are being adopted by the NC Government to exploit the educated unemployed persons of the State. The youth demanded that this scheme be withdrawn immediately as it was never devised taking into account the aspirations of the educated people and on the advise of the Education planners. It will not help the students as an unsatisfied teacher will not be able to deliver the goods to the learners. Such aimless, short-sighted, ill-conceived and motivated schemes would only help some black-sheeps, who are minting money from the poor-hapless unemployed youth.

ST employees flay ruling NC Govt

POONCH, Apr 15: Scheduled Tribe (G&B) Govt Employees Association in a meeting held at Surankot on Saturday, discussed various problems being faced by the members in the district.

According to a release, the meeting was held under the chairmanship of Fazal Bajjar. The members expressed their anguish over their neglect on account of promotion opportunities. Mr Fazal alleged that several posts in different departments left in the backlog are still lying vacant.

Mr Niaz Choudhary, general secretary criticised the state authorities for showing indifferent attitude towards the burning problems of members of the community. The rejection of the bill regarding political reservation for ST’s in J&K state by the State Assembly during recent session also came under hot discussion.

He alleged that it was deliberate attempt on the part of ruling party in the State to reject the bill and it has hurt the sentiments of the Gujjars and Bakkerwals living in the State. The people of the community are now realising the hidden agenda of this Government and have taken strong note of this act. It is unfortunate that even the members/ representatives of the community in the Government and also sitting in the House, did not show much pain to get this bill passed in the legislature.

Sectt employees support PSU employees struggle

JAMMU, Apr 15: J&K Civil Secretariat (Non Gazetted) Employees Union has expressed shock and resentment over the attitude of State Government towards the striking Public Sector employees.

As per a release, the Union in a meeting here today held under the chairmanship of Mr N A Mir its president blamed the Government for forcing the PSU employees to launch the strike.

He said the rigid attitude of the Government towards these employees and non release of COLA and other allowances has forced the families of the employees to join the struggle also.

He while condemning the attitude of the Government said despite the Chief Minister’s assurance on the floor of the State Assembly the Government has failed to address to the problems of these employees.

The Union extended its whole hearted support to PSU employees in their struggle.

Govt committed to develop border areas: Sadhotra

Jammu, Apr 15: The Minister of State for Rural Development, Mr. Ajay Sadhotra today said, the Government is keen to make all efforts for the development of the border areas of Jammu Division.

The Minister was addressing a largely attended public meeting at Galwada Chak in Marh block.

Responding to the demands raised by the delegations hailing from the adjoining border areas, the Minister said that the major developmental works in the block like construction of roads have already been taken up. He said other works such, as construction of lanes and repair of irrigation channels would be recommended to the concerned departments very soon.

Mr Sadhotra said, the present Government is for the uniform development of all the areas of the State, which is essentially its policy

The problem of unemployment, he said, has assumed grave proportions and the Government is trying its level best to provide ample opportunities to the youth for earning their livelihood.

Felicitating the newly elected Panches and Sarpanches of Panchayat Halqa Gangua Chak, who had come there to express their solidarity with the ruling party, the Minister asked them to work with zeal and dedication to evolve a society blessed with equality and social justice. He hoped that the self-governance at grass-root level would definitely bring a drastic change in the rural areas and in improving the living standards of deprived sections of the society including the womenfolk.

Jammu, Apr 15: The Minister for Power. Mr SS Slathia said that to provide rightful and respectable place in the society to the members of backward and down trodden sections of the society is the priority of the present government. The Minister was addressing an annual function of J&K backward classes (SC) Coordination Committee at Bari Brahamana.

Mr Mubarak Gul, MLC and Chief Whip of the National Conference was the Chief guest at the function.

Mr Slathia said that Government has already constituted commissions for the upliftment and safeguarding the interests of Scheduled Caste and Backward Classes of the State and would make every possible effort for the development and betterment of neglected classes of the society.

Lashing out at the leaders of Peoples Democratic Party (PDP) the Minister said that they have no agenda for the welfare of the people of the State except exploitation and dividing them on communal lines for their petty interests. They are criticizing the functioning of the Government merely to defame the popularity of the Government under the leadership of Dr Farooq Abdullah which is dedicated for equal development of all the three regions of the State, he added.

The Minister exhorted upon the functionaries to create awareness among the backward classes and inculcate a sense of unity for strengthening hands of the present Government which is real friend of down trodden sections of the society. He said due consideration will be given to the demands of the committee regarding inclusion of their members in SC/BC commissions and allotment of due reservation in recruitment and other sectors.

The Committee also presented a charter of demands to the Minister.

Mr Mubarak Gul while addressing the gathering said that the National Conference had started a war in 1931 against the then rulers for restoring secular and democratic status of the State which is still going on .But some forces are trying to destroy the secular and democratic structure by exploiting the people by raising the issues of trifurcation, discrimination and dividing them on caste, creed and regional basis. He said the National Conference has a long history of sacrifices in safeguarding and maintaining the secular, social and democratic structure of the State.

Mr Gul said that some political leaders who are posing themselves to be the real sympathesisers of the people of the State are actually kingpins of militancy and responsible for the fateful woes of the people and blood shed in the State. He appealed the people not to lend ears to false propaganda and remain united to thwart the nefarious designs of such leaders.

UDHAMPUR, Apr 15: The Minister for Forests, Peerzada Ghulam Ahmed Shah said that Bharat Rattan, Dr. Bhim Rao Ambedkar was a champion of dalits, down-trodden sections of the society who worked for the upliftment of hitherto neglected sections of the society. He was speaking at a function organized by Dr. B.R. Ambedkar Committee, Reasi at Reasi to celebrated 110th birth anniversary of Dr. Bhim Rao Ambedkar today.

The Minister said that Baba-I-Quam, late Sheikh Mohammad Abdullah in his Naya Kashmir slogan worked relentlessly in providing rights of equality to weaker sections of the society by by extinguishing the rights of landlords and giving ownership rights to tillers of land, keeping reservation quota for Scheduled Caste and Scheduled Tribe population of the State including reservation for women in socio-economic activities and gave touch fight against feudalism.

Mr. Peerzada said that Dr. Farooq Abdullah following the footsteps of Sher-e-Kashmir and after assuming power in October 1996, has made his all out efforts in mitigating the suffering of weaker sections of the society. He said our government has worked for the unity and solidarity of the Nation, despite challenges posed by our enemies by unleasing a region of region of terror and killing of innocent lives.

The Minister appealed to all sections of the society to maintain communal harmony and not fall prey to vicious propaganda of anti-national or anti-social elements. He said they should work for equality, national integration and social justice to all.

The Minister of State for Rural Development, Mr. Ajay Sadhotra said that Dr. Bhim Rao Ambedkar was instrumental in framing the Constitution of India. This was because of his noble contribution that we still remember him. He asked the people to take a solemn pledge on this day to work for socio-economic transformation of dalits and other weaker sections of the society irrespective of caste, colour, creed or religion for the sake of prosperity of their nation.

Assuring the people of all possible assistance, he said that due to lack of funding by the Centre, desired headway could could not be made. He, however said with affirmity that lack of funds will not be allowed to come in our cherished goals of development process.

Earlier, the Forest Minister announced a cash assistance of Rs. Five lakh to Dr. B.R. Ambedkar Committee, Reasi and Mr. Jagjeevan Lal, MLA Reasi to pay Rs. 5 lakh from his Constituency Development Fund for augmenting drinking water facility under Piolet Project.

Among others, MLA Reasi, Mr. Jagjeevan Lal, MLA Mahore, Mr. Abdul Gani Malik, Mr. Ajaj Ahmed, Youth NC President, Mr. Tariq Bhat, Block President NC, prominent citizens and leaders of all walks of life spoke on the life and achievements of Dr. Ambedkar.

Srinagar, Apr 15: The Chief Minister, Dr. Farooq Abdullah today inaugurated Rs. 5 crore New Vertical Turbine Pump House and 1.5 MG Service Reservoir on Doodganga Water Supply Scheme at Kralpora in Srinagar suburb. The Minister for Works, Mr. Ali Mohammad Sagar, legislators, Mr. Ali Muhammad Dar, Mr. Ghulam Hassan Geelani, Mr. Ghulam Rasool Naaz, Mr. Gul Rafiquee, Advisor to Chief Minister, Mr. Shafi Shaida, Divisional Commissioner, Kashmir, Mr. Khurshid Ahmed Ganai, Deputy Commissioner, Budgam and senior officials of various engineering wings were present.

With the commissioning of the pump house and the reservoir, the water supply from Doodganga scheme has been further augmented by 10 gallon per day for each of the 2.5 lakh souls fed by the plant. The water supply service level at the plant has now gone up to 35 gallons a day for each person. The Additional facility would especially benefit about 45,000 souls living in new colonies that have come up at Wanabal, Rangreth, Yail, Hakeem Bagh, Peer Bagh, Barzulla, Rambagh, Magarmal Bagh, Natipora and Jawahar Nagar.

Being about three decades old, the efficiency of the machinery of the existing pump had considerably lowered down resulting in the reduction by 2.5 MGD of pumping capacity to lift raw water. This had necessitated the replacement of the machinery and using of required capacity pumps to meet the growing demand of potable water.

The service reservoir would augment the present 2.5 MG Doodganga reservoir. The pump house and the reservoir have been constructed in a record time of two years notwithstanding financial constrains. The pump house would also be used for the proposed 2.25 MGD water supply treatment plant scheduled to start this year.

It is interesting to recall that the organized water supply in Srinagar city in 1906 with the impounding of the Dachigam Nallah water in earthen reservoir at Harwan. The water was supplied raw to the city then. Subsequently, filtration plants were added at Nishat to improve the water quality. Today, the capacity at Nishat had done up to 19 MGD. Later, in 1964, 4.80 mGD capacity Alusteng plant came up on Sindh Extension Canal whose capacity water later increased to 6.75 MGD.

The 2.25 MGD Doodganga water supply treatment plant was commissioned in 1972 to cater to the needs of the upcoming colonies like Chanpora, Natipora, Jawahar Nagar and Bagat-i- Barzulla. The plant has today the capacity of 7.75 MGD. The most prestigious water plant in Kashmir, rangil, however, came up in 1988 drawing water from Sindh Nallah. The 20 MGD plant is thus far the biggest water plant in the Valley.

At present, the aggregate capacity of various water plants in Srinagar is 53.50 MGD. Given the present deficit of 11.55 MGD likely to shot up to 46.45 MGD in 2001, the search for new water avenues and improve the capacity of the existing plants is imperative. The commissioning of the New VT Pump House and Service Reservoir at Doodganga is a step in this direction.

PCB launches prosecution against 126 polluting units

Jammu, Apr 15: The Jammu and Kashmir State Pollution Control Board has, since 1996, launched prosecution against 126 polluting units in the State, besides ordering closure of a highly polluting industrial unit in Jammu. Rs 2.35 crore have been spent by the Board on various activities related to control of pollution in the State during 2000-01.

Set up in 1987 under Water and Air (Prevention and Control of Pollution) Act, 1974, the primary objectives of the Board are, to advise on any matters concerning prevention, control and abetement of pollution, to plan a comprehensive programme for pollution control, to organise mass awareness programmes and to take legal action against the offenders responsible for causing any kind of pollution.

According to an official spokesman, the Board has, during the past couple of years, initiated several measures to check and reduce the environmental pollution in the State. The Board has fixed criteria for establishing stone crushers, brick kilns and other industrial units. No clearance is being given to the industries, which do not conform to the standards, laid down by the Government of India and which fail to fulfill the siting norms, prescribed by the Board. All the industrial units have been asked to install pollution control devices and the Board has ordered disconnection of electricity supply to the units which do not comply with its orders. On the directions of the Board several stone crushers, located in the populated areas like Roopnagar in Jammu and at Athwajan in Srinagar, have been closed and shifted to more suitable sites.

The Board has made an inventory of all the hotels and other waste generating institutions and action has been taken against several defaulters. With regard to the municipal pollution, the Board, in view of the Supreme Court directions, has issued notices to all the municipalities and local bodies for taking immediate steps to ensure that the municipal waste is handled and disposed off in a proper manner.

The Board has conducted several surveys to assess the impact of the vehicular and industrial emissions in cities and towns. During 2000-01, the Board conducted tests of 600 vehicular emissions and 125 industrial emissions. On the recommendations of the Board, lead-free petrol has been introduced in the State.

Regarding the disposal of bio-medical waste, the Board has issued notices to the hospitals and the nursing homes for proper treatment of the bio-medical waste.

With regard to the noise/sound pollution, the Board has launched a drive against the DG set operators violating the permissible norms and they have been dealt in accordance with the law. Use of amplifiers and playing of cassette players at a high volume is being discouraged at the public places.

Cong organises public meet of Sarpanch, Panches

UDHAMPUR, Apr 15: A public meeting of Sarpanches, Panches and Congress workers was held at Jaganoo and Tumadda (Thanoa) under the leadership of former Minister Mr Yashpal Khajuria, who flayed the National Conference for misusing official machinery to exploit newly elected representatives of people at grass root level.

As per a release mr Khajuria said the elections were held on non-party basis but the National Conference leaders were using their platform to enhance party interests. He said Sarpanch and Panches are summoned to attend the meetings organised by them and the revenue and rural development Departments time and again to ensure their presence in the meetings of ruling party leaders. He said since the election process in incomplete there was no fun of organising seminars and training camps of Sarpanches and Panches.

Mr Khajuria said those claiming themselves as super nationalist stand exposed through tehalaka. He said the NDA Government has lost credibility and confidence of the people and such have no moral right to stay in power.

He said the drought situation should be treated as national calamity and timely steps should be taken to meet up the developing situation in the next coming months.

The other demands raised by the public in the meeting pertained to construction of bridge over Tawi, repair and cleaning of pond at Jaganoo, construction of road link from Jaganoo, construction of road link from Jaganoo to Fukadi-Champal, posting and filling up of vacant post of doctor at PHC Jaganoo, accommodation to 10 plus 2 school Jaganoo, adequate arrangements to be made by PHE Department to augment water supply to meet the scarcity of water in Jaganoo and other adjoining villages and decentralization of system in the procurement of mulberry in Sericulture Department.

Sheshadri underscores need of family concept

JAMMU, Apr 15: The concept of family is the gift of India to the entire world and this is the first main unit towards social change, hence it should be our first and foremost endeavour to efforts towards cultural emancipation.

This was stated by Mr H V Sheshadri, Sehsarkariwah, Rashtriya Swayamsevak Sangh, while addressing a function "Parivar Milan" organised by RSS in which about 5000 persons participated.

Mr Sheshadri said the developed nations were engrossed with their own problems that was why social structure was on the decline there. He said though western countries have achieved economic development, but social tension was more prevalent there. he said the extent of this can be gauged from the fact that small girls of the age of 12 to 13 years become mothers there and the youth of 13 to 14 years are found indulged in murdering their colleagues. Suicide cases were also on increase in the developed nations, he stated.

Besides, said Mr Sheshadri, the entire West is inflicted with diseases like heart attacks, AIDS and blood pressure, the main cause of which is family and social tensions. In contrast, he said, in Indian scheme of things, there is a solution in the combined family system.

He said in India great care is taken in the family concept for the overall best growth of the child, which contributes towards making up of a well civilized society. But, he said, in certain cases the new TV channels and cheap magazines detract our youth from the right path. In that case we should put in good Sanakars among our children and install place of worship in our home and keeping in view the age old traditions of Hindu Samaj, we should encourage our children towards "Om, Tulsi and Gou Pooja". We should show the new generation the way to welcome and entertain guests in true Indian traditions and should install picture of great men and religious deities on walls.

Mr Sheshadri also released the issue of "Rajouri Special" of Trikuta Lalkar, Hindi monthly and spoke about its editor Rajeev Bhardwaj.

Rashtriya Sevika Samiti chief Pramila Tai Medhe also spoke on the occasion about importance of mother in a family.

The workers of BJP, VHP, ABVP, Seva Bharti and other organisations also participated on the occasion.

Gen Zorawar Singh’s Jayanti celebrated

NADAUN (KANGRA), Apr 15: The General Zorawar Singh Jayanti Smaroh Samiti, Himachal Pradesh, celebrated yesterday the commemoration of Gen Zorawar Singh, ‘the son of the soil’, who made a name in the international and national military history by his superhuman feats of leading conquering armies over and across the "roof of the world"—Ladakh and Tibet— a snow clad plateau, 12000 to 14000 feet above sea level.

As per a release a large number of ex-servicemen, retired Generals, officers and public at large, participated in the celebrations and paid tributes to the military genius and adventurer. Among those who spoke were ex-MLA Prem Pakhtrolvi, MLA Babu Ram Mandial, V Lakhanpal, former Deputy Public Relation Officer, Punjab, Brig Jaswal, Col Ranbir Singh and many others.

Dr Principal Braham Dutt Sharma, general secretary of the Gen Zorawar Singh Jayanti Samaroh Samiti, presented the annual report of th4 activities of the samiti, pointing out that Gen Zorawar Singh Memorial Degree College has already been established and this year Zorawar Singh Memorial Gallery has been added to it as suggested last year by Dr Sukh Dev Singh Charak and approved by the Governor Prof Vishnu kant Shastri, who had presided over the function.

The Samiti expressed its obligation to Dr Charak, who had promised to equip the Gallery by literature on the General and his achievements, donated eleven research papers and three books written by him on the life and achievements of the General. Afterwards he sent 15 photos and 3 large campaign maps of Zorawar Singh, which have enriched the Memorial. The Samiti was also thankful him to attend the celebrations this year as a special invitee.

In his presidential address Prof Charak delved in details on the General’s achievements and the message of fearless bravery to the young generations. He pointed out that his native place of village Ansar (Dhameta) where college in his memory has been established, should become a pilgrimage for those who aspire for success and achievement in life.

Dr Charak who presented a large colour photo of Zorawar Singh and a copy of 1968-Souvenir on the General published by General Wazir Zorawar Singh Samarak Samiti, New delhi, under the patronage of the then President Dr Zakir Hussain. He also presented a copy of his latest book on Kargil war, The Kargil Combat, written in collaboration with his daughter Dr Anita K Bilawaria.

As per a release a team of senior Cardiac Surgeons and cardiologists from BBC Heart Care Jalandhar including Dr D P Marik, Dr P S Soni, Dr Gurmeet and their staff checked 235 individual patients. Free ECG and consultations were given to one and all. There was over-whelming response from the public. Those present on the occasion included Messrs Jagdish Parsad, Joginder Pal, Dr Ravi Badyal, Mr K S Sahi, Dr Rakesh Kakkar, Rajiv K Gupta, Surinder Bansal, Vipan Bhasin, D N Aggarwal, Ravinder Gupta, Vishnu Dubey, Mohinder Singh, Varinder Mahajan, Sanjeev Goel, V M Goel, Romesh Mahajan, Ram Anand, C L Batra, Ravi Mahajan, Tarsem Gupta, Ashok Gupta, dr romesh Mengi, Pawan Aggarwal and Hardeep Aggarwal.
