Slathia conducts tour of border villages, assures all help

JAMMU, Apr 12: The Minister for Power, Mr S S Slathia conducted an extensive tour of border areas and addressed a series of public meetings at village Nandpur, Khour, Slarian, Malshah, Deshmash Nagar and Kartholi in Samba Tehsil of Jammu district today.

The Minister said that Government is fully aware of the problems of the people and assured that all possible assistance will be provided to mitigate their difficulties. He said the orders for special Girdawari has already been issued to ascertain the loss of crops due to drought.

Referring to the unemployment Mr Slathia informed that army authorities have agreed to relax the qualification from matriculate to 8th standard for recruitment of youth in Army. The police Department has also launched special drive for on the spot recruitment in far flung and border areas. Under Rehbar-e-Taleem programme, local youth have been engaged for making educational institutions functional in remote and far flung areas.

As regards development activities the Minister said a two kilometer road from Nandpur to Doali will be constructed under Road Connectivity scheme at a cost of Rs 40 lakh. Rs 41 lakh water supply scheme at Jerda Nandpur will be commissioned during the current financial year.

The Minister also advised the BMO to ensure posting of doctor round the clock in local PHC.

While addressing the public meeting at Dehsmeshnagar near Koulpur, the Minister announced that a proposal has already been submitted for financial assistance from NABARD for construction of road from Chak Slarian to Keso Kamore.

Later, the Minister inaugurated a Panchayat Ghar constructed at a cost of Rs 3.10 lakh under 10th Fiance Commission at Kartholi. He also announced construction of road from National Highway to Mohalla Krishna Nagar at a cost of Rs 2.60 lakh under Constituency Development Fund.

Prominent among those who spoke on the occasion were Mr Mohinder Gupta, Babu Balwant Singh, Sarpanch and Mr Ram Lal.

AC users need to deposit 6 months fee in advance

JAMMU, Apr 12: The Chief Engineer Electric Maintenance & Rural Electrification Wing Jammu has informed all those consumers who intend to use Air Conditioners will be required to pay charges in advance for six months @ Rs 6,000 and Rs 12,000 per A.C for using Air Conditioners for domestic and commercial purposes respectively. The consumers are required to deposit the charges with the concerned sub-divisions in advance

In addition to this the consumers who intend to use more than one Air Conditioner in their domestic or commercial installation, they have to deposit the charges as specified above in advance. In case any consumer is found running Air Conditioner without depositing the requisite fee will be challaned and his power supply will be disconnected besides other penalties which will be imposed as per rules and the electricity Act.

It is further informed that during inspections the installation, the number of Air Conditioners in position will be taken as in circuit and if any consumer does not want to use Air Conditioner, he should remove the same immediately.

The Power Department has also sought the cooperation of the public in this regard for ensuing better services to them.

Yellow journalism by Reporter established

JAMMU, Apr 12: Jammu and Kashmir Journalists Association (JKJA) has voiced deep concern over the yellow journalism done by a Jammu-based reporter of a pro-BJP Hindi daily published from Jalandhar in the Meenakshi case.

Referring to production of challan in Meenakshi case by the CBI in a court today in which a professional and efficient police officer Mr Parbhat Singh, former SP Katra was exonerated of all the charges levelled against him by a disgruntled reporter, an Association spokesman said the challan has clearly established that this reporter had resorted to yellow journalism to defame the image of Parbhat Singh at the behest of a BJP leader from Udhampur and a police officer.

It is worthwhile to mention here that this reporter, who styled himself as Jammu Bureau Chief of pro-BJP Hindi daily, had crossed all limits of defamatory reporting by involving Mr Parbhat Singh in Meenakshi’s alleged kidnapping case. The reporter had gone to the extent of baseless reporting by filing a story that PSOs of the SP have been arrested by the CBI while the fact remains that not even a single PSO or constable was ever arrested by the investigating agency.

"It has been established now, beyond any doubt, that Mr Parbhat Singh was not even remotely linked in the kidnapping but was deliberately defamed by this reporter with ulterior motives—may be the financial considerations also", the spokesman said, describing the reporter as ‘a black sheep in the journalist fraternity’.

As already reported, a prominent social worker of Katra and president of Dharam Satya Committee Mr Subash Gupta had already filed a defamation suit against this reporter in the court for filling baseless and mischievous stories. The Court had issued summons to this notorious reporter for personal appearance on April 28.

This self-styled reporter, it may be reported, had recently described a most nationalist newspaper of J&K as ‘anti-national’. The Association said this reporter himself was an anti-national as he was not a reporter but a deserter of a security agency and had joined the sacred profession by indulging in sycophancy of bureaucrats and police officials.

The Association demanded an inquiry into the allotment of a Government bungalow, two PSOs, accumulation of assets and other property by this reporter by resorting to unfair means and yellow journalism. "The inquiry was need of the hour so that such black sheeps are exposed before the public", it said.

Vigilance books ARTO Lakhanpur

JAMMU, Apr 12: The State Vigilance Organisation today registered case against Mr Madan Lal ARTO Lakhanpur and others under the Provisions of Prevention of Corruption Act 2006. A challan was also presented before the Court of Special Judge Anti-Corruption Kashmir against Mr Abdul Samad Khan, District Education Officer Pulwama and others.

A Vigilance Organisation release today said a report was received in VO alleging that Mr Madan Lal, ARTO had, with ulterior motives, issued driving licenses, although he had not been delegated with the powers by the competent authority. In the course of preliminary inquiry conducted by the VO, it came to light that Transport Commissioner J&K had constituted a board comprising Mr Madan Lal ARTO, Mr Ajit Kumar and Mr Swaran Singh, Motor Vehicle Inspectors on September 22, 2000 and vested with them powers to conduct trial and issue driving licences to qualified persons.

Inquiries revealed that Mr Madan Lal, ARTO had prior to the issue of orders dated 22-9-2000, conducted trial on 16-9-2000 when on that particular day he had no powers to conduct the trial. He had not bothered to associate Mr B B Sawhney in the conduct of trial for issue of driving licences. although he was a member of the board in persuance of Transport Commissioner’s order dated 19-4-2000. It was revealed that deliquent officer from the date of assuming the charge as ARTO Lakhanpur had fraudulently issued 105 driving licences under Section 9 (3) of the Motor Vehicle Act in addition to 70 driving licences for non-commercial vehicles for ulterior motives. The inquiry prima facie established the commission of offence by abuse of official position by the deliquent officer and accordingly case FIR No 8/2001 was registered by the VO under Section 5 (1) read with Section 5(2) of Prevention of Corruption Act 2006 for thorough investigation.

Meanwhile the Case FIR 108/98 was registered in Police Station Vigilance Organisation Kashmir when in the course of investigation of case FIR 105/97 at PS VO Kashmir, it was revealed that the then District Education Officer Pulwama had made illegal appointment of Junior Assistants in violation of rules. A separate case FIR 108/98 was accordingly registered and during the course of investigation it was established that the deliquent officer in persuance of a criminal conspiracy with Abdul Rehman Khan and Ghulam Mohd Magrey the then senior assistants in the office of CEO Pulwama had fraudulently issued appointment orders in respect of beneficiaries namely Feroza Akhtar, Bashir Ahmed Sofi and Zubeda Wani. The investigation had prima facie established that the acts of omission and commission on the part of accused officials had put the state exchequer to unnecessary loss and conferring an illegal pecuniary advantage upon the beneficiaries.

The Government agreeing with the investigation conducted by VO-K had accorded sanction to the launching of prosecution of proceedings against the accused officials on receipt of which the challan was presented in the court of Special Judge Anti Corruption Kashmir for judicial determination.

Peerzada seeks co-operation of MLAs, Sarpanchs

Poonch, Apr 12: Of the total allocation of Rs. 30.85 crore, over Rs. 29.31 crore were incurred on various development sectors in the district during the last financial year. Of this, Rs. 20.35 crore was revenue component and about Rs. 8.97 crore was the capital component.

This was stated by the District Development Commissioner, Poonch, Mr. Ejaz Iqbal at a meeting of district officers held here under the chairmanship of Forest Minister, Peerzada Ghulam Ahmed. Mr. Iqbal informed the meeting that 98 per cent expenditure in capital and 94 per cent expenditure in revenue component was achieved upto the end of March,2001.

The meeting was informed that under forest sector, an amount of Rs. 9.76 lakh was spent and Rs. 0.30 lakh plants planted under RDF and 0.145 RFT area was fenced. Besides forest hut at Surankote has been completed while boundary wall around the laNd of forest department at Surankote is nearing completion.

Under Social forestry sector, an amount of Rs. 26.26 lakh was spent achieving hundred per cent financial targets. The department planted 0.04 lakh plants under RDF scheme and brought 12 hectare areas under village wood lot scheme. In addition, an amount of Rs. 15.30 lakh has also been incurred by the department under BADP and planted 0.89 lakh plants and fenced 0.36 RFT area under village wood lot in district Poonch.

Under fisheries sector, Rs. 7.22 lakh were incurred upto the end of March,2001. In stream nallahs and ponds, 2000 trout and 10,000 carps fish seed have been stocked besides 200 registered fishermen brought under insurance cover.

Mr. Peerzada was also given the details of activities in development sectors like Education, Power and Horticulture.

He directed the District Development Commissioner to redress the grievances of the people. He appreciated the working of administration who despite various constraints have achieved financial and physical targets of last financial year. He underlined the need of gearing up of Education department. He sought the cooperation of MLAs, district officers and Sarpanchs in formulating the new forest policy. He directed Revenue officers to register special Girdawari of Rabi crop which has been damaged due to drought so that relief is provided to the affected farmers.

The Minister also directed the District Development Commissioner to issue necessary direction to patwaries to desist from ratifying mutation on forest land which was illegally encroached upon by the public so that new clousers be developed on forest land.

MLA Haveli, Mr. G.M. Jan, MLA Surankote, Mr. Mushtaq Bukhari and MLC Mr. Ikhlaq Khan also spoke in the meeting.

Among others the meeting was attended by the Chairman, Pollution Control Board, J&K, Principal Chief Conservator of Forest, Chief conservator of Forest, Chief Wildlife Warden and Chief Soil Conservation Officer.

Later on the Forest Minister also visited Madarsa Zia-ul-Uloom Poonch and Dera Nangali Sahib. He also addressed a public meeting at Surankote and listened to the problems of the people.

The Minister accompanied by the Forest officers also inspected various closures and forest compartments in tehsil Surankote.

Rs. 43.76 crores spent in Doda

Doda, Apr 12: Over Rs. 43.76 crores have been spent on various development sectors in Doda district during the last financial year.

This was disclosed by the District Development Commissioner, Doda, at an officers meeting held here today to review the pace of development in the district.

The meeting was apprised that out of the total expenditure Rs.23.42 crores were spent on the social and general services sectors, Rs.8.64 crores on Agricultue and Allied sectors, Rs.7.33 crores on Roads and Bridges, Rs.2.79 crores on Rural Development and Rs.1.22 crores on Industries sector. During the period 60,392 hectares were brought under high yielding variety seeds, 2044 tonnes of chemical fertilizers distributed among farmers, 84 Farmer training Camps held and 14,200 progressive farmers trained in modern agronomic techniques. In addition, about 4 lakh animals were treated against foot mouth and 3.77 lakh sheep dozed.

Under PWD sector, 5.96 kms roads were black topped, 7.92 kms metalled, 8.55 kms. shingled and 27.65 kms. made fair weather roads. In addition 4 more morhas were provided electric power during the period.

Under Rural Development sector, 59 selfhelp groups were constituted and 2.34 lakh mandays work provided to educated youth during the period.

Govt initiates measures for implementation of Cable
Television Networks Act

JAMMU, Apr 12: The Union Ministry of Information and Broadcasting has asked all the State Governments and the Union Territories to ensure effective implementation of the Cable Television Networks (Regulation) Act, 1995 to regulate the operation of the Cable Television Networks in the State. The State Government has been asked to authorize the District Magistrate, Sub-Divisional Magistrate or the Commissioner of Police to order action against the Cable Operators violating the Act. As a follow up measure, the Jammu and Kashmir Government has decided to publicise the various aspects of the Act in the larger public interest.

Passed by the Parliament in March 1995, the Act prohibits transmission of programmes and advertisements, which are not in conformity with the prescribed code.

As per the programme code laid down in the Act, the Cable Operators are not allowed to carry programmes which offend good taste or decency, contain criticism of friendly countries, contain visuals or words contemptuous of religious groups or which promote communal attitudes, contain anything obscene, defamatory, deliberate, false and suggestive innuendoes and half truths, is likely to encourage or incite violence or contains anything against maintenance of law and order or which promote anti-national attitudes, contains anything amounting to contempt of court, contain aspersions against the integrity of the President and Judiciary, contains anything affecting the integrity of the nation, criticizes, maligns or slanders any individual in person or certain groups, encourages superstition or blind belief, denigrates women through depiction in any manner of the figure of a women, denigrates children, contains visuals or words which reflect a slandering, ironical and snobbish attitude in the portrayal of certain ethnic, linguistic and regional groups.

The Cable Operator should, as per the Act, strive to carry programmes in his cable service, which project women in a positive role. Care should be taken to ensure that programmes meant for children do not contain any bad language or explicit scenes of violence. Programmes unsuitable for children must not be carried in the cable service at times when the largest numbers of children are viewing.

As per the advertising code, the advertisements carried in the cable service shall be so designed as to conform to the laws of the country and should not offend morality, decency and religious susceptibilities of the subscribers. The Act prohibits propagation of advertisements which deride any race, caste, colour creed and nationality, is against any provision of the Constitution of India, tends to incite people to crime, cause disorder or violence, or breach of law or glorifies violence or obscenity in any way, presents criminality as desirable, exploits the national emblem, or any part of the constitution or the person or personality of a national leader or a State dignitary.

The advertisement, in its depiction of women should not violate the constitutional guarantee to all citizens. In particular, no advertisement shall be permitted which projects a derogatory image of women. Women must not be portrayed in a manner that emphasises passive, submissive qualities and encourages them to play a subordinate, secondary role in the family and society.

The advertisements should not exploit social evils like dowry and child marriage, promotes directly or indirectly production/sale/ consumption of cigarettes, tobacco products, wine, alcohol, liquor and other intoxicants. The advertisements of infant milk substitutes, feeding bottle or infant food are also not allowed on the cable network. No advertisement shall contain references, which are likely to lead the public to infer that the product advertised or any of its ingredients has some special or miraculous or super-natural property or quality, which is difficult of being proved. No advertisement which endangers the safety of children or creates in them any interest in unhealthy practices or shows them begging or in an undignified or indecent manner shall not be carried in the cable service. Indecent, vulgar, suggestive, repulsive or offensive themes or treatment shall be avoided in all advertisements. All advertisements should be clearly distinguishable from the programme and should not in any manner interfere with the programme viz, use of lower part of screen to carry captions, static or moving alongside the programmes.

As per the Act no person shall operate a cable television network unless he is registered as a cable operator. Every Cable Operator shall maintain a register in the prescribed form indicating therein in brief the programmes transmitted or re-transmitted through the cable service during a month. Every cable operator shall re-transmit atleast two Doordarshan terrestrial channels and one regional channel of the State in the prime band. Every cable operator shall ensure that the cable television network being operated by him does not interfere with the functioning of the telecommunication system.

Any cable operator found violating provisions of the Act is liable to punishment which can be imprisonment for a term of two to five years alongwith a fine upto Rs 5000. The authorized officer can also seize the equipment of the cable operator for violating the Act.

Ramzan reviews stock position of fertilizers

JAMMU, Apr 12: The Agriculture and Co-operative Minister, Ch. Mohammad Ramzan reviewed the stock position of fertilizers in the State at a meeting held here today.

Adequate stocks of chemical fertilizers have been built up to meet the requirements of the farmers. About 28000 MTs of fertilizers are presently available in the JAKFED and AGRO Industries stores in the State. Of this, over 20,000 MTs is Urea and 7,700 MTs of DAP and MOP.

In order to make available fertilizer to the farmers, it was decided that both JAKFED and AGRO Industries would set up their sale depots at block level and would ensure availability of sufficient stocks of fertilizers at their sale out-lets.

It was also decided to gear up the field agencies of Agriculture Department to ensure prompt and timely supply of fertilizers to the farmers in their respective areas. The Managing Directors were directed to report block-wise stock position of fertilizers on weekly basis.

The Financial Commissioner Agricultural Production, Mr. I. S. Malhi, Secretary Co-operatives, Mr. Abdul Salam Bhat, Special Secretary Agriculture, Mr. G. N. Wani, Managing Directors of JAKFED and AGRO Industries participated in the meeting.

JAMMU, Apr 12: The Minister of State for Rural Development, Mr. Ajay Sadhotra today distributed sewing machines including tailoring kits to 100 beneficiaries and Rs 500 each to 60 BPL women at Marh Halqa provided by the Social Welfare Department under lump-sum financial assistance scheme and national maternity benefit scheme, respectively.

The distribution of the relief articles was held during a public meeting convened to pay tributes to a local leader and social worker late Capt. Major Singh on his Ist Death Anniversary.

Speaking on the occasion, the Minister said that NC Government is keen to provide clean and efficient administration to people and to ensure uniform social, political and economic development of all the sections of the society, irrespective of caste creed and sex. He said, the Government has strived for effective implementation of welfare schemes to eradicate poverty and elevate the status of weaker sections including women folk.

Giving the details of financial assistance provided by the social Welfare Department to the beneficiaries during 2000-2001 in Marh constituency, he said Rs 7.88 lakhs was distributed among 3152 students including 240 students belonging to socially backward classes as pre-matric scholarship, whereas an amount of Rs 56. 11,500 lakhs was distributed as ISS pension to 2606 beneficiaries.

Under the national family benefit scheme, Rs 10,000 each was provided to ten families and Rs 1.85,400 lakhs was distributed under national old age pension to 618 deserving senior citizens, the Minister said.

Mr. Sadhotra said, only deserving people irrespective of caste, religion and political affiliations have been benefited, which is essentially the policy of the present Government. He regretted that some people of the area are trying to divide the people on caste and religion basis merely for gaining political mileage, un-mindful of its repercussions. He urged the people to rise above such narrow considerations and work collectively for the development of rural areas.

The Minister said the Government’s decision to conduct panachayat elections on non-party basis was also aimed at curbing the roots of caste politics, which has crept in the society through false campaign by some vested interests. He said since process of panchayat elections is almost complete, Government will soon issue a notification following which the newly constituted panchayats will assume their powers as envisaged in the panchayat Act. The Minister also ensured the gathering that 30 per cent reservation will be given to women folk through nomination.

Asks for monitoring placements for cadets in job market

JAMMU, Apr 12: Chief Minister Dr Farooq Abdullah today urged NCC directorate to evolve effective monitoring mechanism for providing career counseling to cadets of Jammu and Kashmir in corporate and public sectors.

Chairing the meeting of the second State Advisory Committee for NCC here this morning, the Chief Minister said the cadets have immense openings in defence and police services that always needed bright and young officers for various wings. He assured the NCC directorate of software facilities for maintaining link with job market and to compile the data on cadets in the State.

Dr Abdullah referred to enthusiasm among young boys and girls in taking up career in uniform for serving the country and referred to pleas made by several NCC cadets during his visit to various educational institutions in the recent past. Some of them even got placement in the police, he said.

He suggested measures to be taken for creating awareness among the youth about various placements and requirements in the job market.

The Chief Minister, while going through the agenda points, gave necessary instructions on various issues projected by the NCC directorate.

The Deputy Director General, J&K NCC Directorate Brig. D S Dhillon said that a multinational corporate group, Relliance, had recently requisitioned the services of 10,000 cadets and due to lack of timely information the state could not benefit. He asked for computers to be linked with various job markets.

Minister for Education Mr Mohammad Shafi, Maj Gen (Retd) G S Jamwal, Mr Mohammad Aslam, both MLCs, Vice Chancellor Jammu University, Prof R R Sharma, Vice Chancellor, Kashmir University Prof Abdul Wahid, Principal Secretary Education Mr Vijay Bakaya and heads of various educational institutions including Principal Government Women College Gandhinagar, Mrs Gupreet Kour and Principal, Army School Ratnuchak, Mrs Vijay Puri were present in the meeting.

Besides senior officers of various wings of NCC, Group Commander NCC Srinagar Col A Bhola and Group Commander NCC Jammu Col. A K Madhok also attended the meeting.

The Board discussed, inter alia, allowances for outstanding cadets, motivation of officers and cadets, improving training facilities and organizational infrastructure of the NCC in the State. Several decisions were taken in this regard.

The meeting was apprised that the number of NCC cadets has risen to 14730 in the State, which includes 7860 in Srinagar group and 6870 in Jammu group. Of these 11600 boy cadets in senior and junior wings come from 23 colleges and 25 schools while 3130 girls in both the wings are from nine colleges and 25 schools.

The NCC directorate undertakes enrollment of cadets from April to September, holds institutional training and camps from July to February, centrally organized camps in other states in July and August and October to January and conducts A B and C certificate exams in February and March each yea. The cadets also participate in various national and state level events that include Independence Day Camp, CM rally and NCC Day celebration, PM Rally, Naval Regatta and National Integration Camps.

Sudha’s another book hits stands

JAMMU, Apr 12: Sudha Anjum’s another book Shan-e-Mahfil has hit the stands. The book was released by Vijay Chopra, Editor Hindsamachar group of News papers at Chandigarh recently.

The book has been published by Pustak Mahel and besides Sudha it consists of compiled poetry of the renowned Urdu poets of Sub Content including Ghalib, Mir Taki Mir, Jigar Muradabadi, Bhadur Shah Zafar, Faiz Ahmed Faiz and Ibrahim Zooq.

In his foreword of the book, Dr Nafis Afridi has highly acclaimed Sudha’s poetry.

"Bolti Tanhaian", Manzar Dar Manzar, Katra, Harartiyan, Zeir-e-Asman, Itraf, Anjum Apnay Kalam Key Aainay Main, Hawawon Key Warq, Harf-e-Dard, Tariq Saweray, Lamsay-e-Bahar and Gair Mubtala kein Hai Aakhir, Jab Kashmir Hamara Hain are her other books which have already been released.

ASKPC for creation of Kashyap state within Valley

JAMMU, Apr 12: All State Kashmiri Pandit Conference (ASKPC) has termed the statement of State Government regarding the rehabilitation of the displaced Kashmiris back in Valley totally misleading.

ASKPC which held a meeting here today to have the deliberations on the issue termed the statement a cruel joke saying the Government could not provide security to the members of Sikh community who despite all odds stayed back in Valley over these years.

It said the temples and religious places of minorities have been raised to ground even in presence of police personnel in the town which Government considers the safe zones for the minorities.

The meeting was presided over by Mr A N Vaishnavi, president ASKPC and among others it was addressed by H L Chata, R K Raina and Ram Ji.

Mr Chata warned the community members of serious consequences and asked them not to play the role of late Jai Chand. He asked the community to oppose any such move tooth and nail.

Mr R K Raina while making a scathing attack on State Government demanded reorganisation of entire Jammu and Kashmir state by creating the separate states of Jammu, Kashmir and Ladakh besides a separate Kashyap State for the Kashmiri Pandits within Valley.

Addressing the meeting Mr Ram Ji urged the Central Government to take immediate steps for rehabilitation of the displaced youth instead of wasting time.

He said the creation of Kashyap State within Valley can be everlasting solution to the problems of displaced people.

Mr Baskar Nath Pir demanded that Rs 43 crore sanctioned by the Government should be utilised for displaced traders outside the Valley.

No room for hatred-violence in civilized society: Kamaal

Jammu, Apr 11: The Industries and Commerce Minister, Dr. Sheikh Mustafa Kamal called upon the teaching community to strive hard for inculcating spirit of peace, love and religion tolerance among the students adding that there is no room for hatred and violence in a civilized society.

Speaking at the Mother’s day function organised by the Lawrance Public School Jammu in memory of Madr-e-Meharban, Begum Akbar Jehan at Abinav Theatre here this evening, the Minister said that the biggest challenge facing humanity at present is violence, intolerance and gun cult and all civilized people should join hands to eliminate this ugly menace from the society. Besides, the teaching community should also create massive awareness among the students about the conservation of environment as the ever increasing pollution have assumed an alarming proportion.

The Minister also highlighted the role and responsibilities of mother in all round development of the personality of a child and asked parents to devote their time towards their wards so that their energies get channelized in proper supervision and direction.

The Minister also gave away awards and prizes among the students of the school for their outstanding performance in academic and extra-curricular activities.

Dr. Kamal also released the annual magazine of the school "NIVIDA" which has been dedicated to Madr-e-Meharban Begum Akbar Jahen.

The Chairman, J&K Board of School Education, Prof. A. M. Charoo also spoke on the occasion and revealed that the Government was soon going to introduce new syllabus in schools with a view to lower the burden of book load on tiny tots. He expressed his concern over the extra ordinary load of books on children.

He said education system in the J&K State is being taken towards a new and forward direction adding that the Union Ministry for Human Resource Development has send a document to the State for adopting a national curriculum. He said new education policy would take care of the students who are weak in Mathematics and provide them alternative lines.

Mr. Charoo expressed his concern over negligence on the part of parents towards their children adding that "children do not need only money for education but require love and care" also.

Earlier, the students of the school presented a colourful and entertaining cultural programme on the occasion.

SAC meeting for NCC affairs held

JAMMU, Apr 12: The second State Advisory Committee (SAC) meeting in connection with National Cadet Corps (NCC), J&K was held here under the chairmanship of Chief Minister, Farooq Abdullah and was attended by the Deputy Director General, NCC, D S Dhillon.

The meeting, which discussed in length the progress made by the NCC in the State, was also attended by the Minister for Education, Mohd Shafi Uri.

Deputy Director, NCC brought to the notice of the Chief Minister, the points approved during the first meeting and still awaiting implementation. However, the Chief Minister, issued orders for the implementation of the pending points without further delay.

The next meeting of SAC will be held at Srinagar in September this year to review the implementation of the approved points.

Granting of seats for MD/MS Degree/Diploma courses
Competent Authority shows incompetence, mars
one year of 30 MBBS doctors

JAMMU, Apr 12: Is the competent authority really competent enough to play with the career of the graduate doctors? A big question mark has been posed to the competence of the ‘Authority’ which due to its discriminatory attitude and laxity has spoiled atleast one year of the career building period of around 30 MBBS doctors in general and one in particular, who fell ‘victim’ at the hands of none other than Competent Authority.

Sources said that around 30 posts are lying vacant for the MD/MS Degree/Diploma courses but not even a single MBBS candidate has been called for counseling by the Competent Authority for fulfilling these seats as a result of which atleast one year of the 30 students has been put on stake.

The Competent Authority in its notification No 22-CAEE of 2001 dated January 18, 2001 had mentioned that candidates namely Amandeep Kour Anand Roll No 100917, Altaf Rasool, Roll No 200671, Syed Imtiyaz Afzal Gilani, Roll No 200676, Sunil Dhar, Roll No 100826 and Sandeep Gupta Roll No 100824, who had been allotted seats didn’t join in their respective Medical Colleges within the stipulated time. As a result of which, their streams have been cancelled. Besides, this Mr Zia-Ud-Din Roll No 200567 who had been alloted MD S & PM vide notification No 149-CAEE of 2000 dated December 26, 2000 also did not join GMC Jammu and not attended the counseling on January 15 and 18, 2001 thus his seat was also fell vacant.

Again in Notification No 24-CAEE of 2001 dated January 19, 2001, the Competent Authority selected candidates from open merit against the 6 vacancies caused due to the cancellation of seats of a few selected ones. And in the said notification Competent Authority mentioned five names as against the six vacant seats and called them for counselling on January 25, 2001.

Sources further said that the Competent Authority didn’t call the top most candidate in waiting list for counselling against the vacant sixth post. The candidates whose name figure in top of the waiting list even approached the Competent Authority officials and requested them to get the counselling done for the sixth vacant seat along with other five candidates but his request was not entertained with ‘sympathetic’ ear of the officials.

It is gross discrimination with the said candidate as had the counselling for the said seat done in time (on January 19, 2000) being first in the order of merit in waiting, he would have been granted seat in Degree/Diploma MD/MS course on the said date. The intensity of discriminatory attitude of the Competent Authority can be gauged from the fact that out of five candidates called for counselling only four were selected and seat of Dr Rubiya Mir remained unfilled but surprisingly even then the candidate who was on top in waiting list was not called for this vacant seat.

Even the said candidate who has been approaching the Competent Authority officials since the month of January was repeatedly told that the counselling for the vacant seat of Dr Zia-Ud-Din and Dr Rubiya Mir will be done along with other seats likely to fall vacant due to the migration of some selected candidates from Jammu and Srinagar Medical Colleges to SKIMS, Srinagar. Now when the vacancy list has been submitted by the Principals of two Medical Colleges and total number of vacant seats is around 30 the candidates figuring in waiting list are not being called for counselling.

Sources informed that the Competent Authority has been playing truant with top 30 candidates in general and said doctor in particular on the pretext that it cannot call the candidates for counselling with the direction of Supreme Court. But the facts are that the said doctor’s claim for seat falls with in the stipulated time as given in SRO-158 dates July 12, 1995. Had counselling been done for the vacant seat of Mr Zia-Ud-Din also along with others on January 19 he would have been selected long back.

"It seems that Competent Authority is enough competent to play with the future of the deserving candidates", the sources said.

When contacted on phone Mr B S Jaswal, Controller Competent Authority after hearing the whole matter from this correspondent said that none had approached him in this regard and after saying this he put off the phone.

Meanwhile, the Jammu Junior Doctors Association (JJDA) has appealed the Chief Minister Dr Farooq Abdullah to intervene in the matter personally and do justice with the candidates whose career is at jeorapady due to the laxity of Competent Authority.

Removal of NDA Govt demanded

JAMMU, Apr 12: A meeting of Congress workers was held at Rabta in Bhalwal Block under the chairmanship of Mr Mangat Ram Sharma, senior Congress leader and former MP.

Addressing the meeting, Mr Mangat Ram Sharma said that NDA Government led by BJP has been exposed because of Tehelka scam and high-ups in the Union Government and officials of PMO were found involved in this scam thus they have no right to stay in power.

He said that distribution of Pakistan made blankets and shawls among Panches and Sarpanches by the Union Minister Prof Chaman Lal Gupta is a matter of serious concern and demanded immediate resignation of Prof Gupta from Union Government.

Referring to cease-fire, Mr Sharma said that dialogue for peace and normalcy is welcomed but the way Union Government is proceeding in the matter is very disturbing. He said that militant out-fits have rejected the offer of talks and are consolidating their position and our security forces are becoming soft targets in this situation. He demanded that dialogue should be started immediately without further loss of time.

Speaking on the occasion, former MLA Thakur Shiv Dev Singh said that State Government has failed on all fronts. He said that development works in the area are stand still and present spell of drought has brought the people to starvation point. He demanded immediately relief to people of drought hit area.

Referring to other local demands, he said that this area of Bhalwal Block is most backward and there are no schools for imparting education to local school going children. Besides, there is also no primary health centre and demanded that a health centre be opened immediately in the area.

Others who spoke on the occasion included Messrs Moti Lal, Garoo Ram, Kuldeep Sharma, Jagar Nath, Shayam Singh, Dil Mohd, Raj Kumar Sharma, Raina, Uttam Singh, Raj Singh and Des Raj, said a release issued here today.
