Charak appeals people to participate in Jammu Mela

JAMMU, Apr 9: Appreciating authorities for their proposal to organise Jammu Mela from April 13 to 15, president of the Dogra Sadar Sabha Mr Gulchain Singh Charak has termed this step as appreciable and appealed to the people to participate in this festival.

Addressing a press conference, he thanked the authorities for organising this festival to highlight rich culture of this region by depicting Dogra traditions in the various activities being organised during the festival. "This is an appreciable step being taken by the authorities which will not only highlight rich traditions, brave deeds and renowned art of Dogra but also attract lakhs of tourists visiting the state", he said.

Terming the even as historical occasion in the history of the Duggar Pardesh, Mr Charak appealed to the people of the whole Duggar land and Jammu city in particular to participate in the festival in big way. He also appealed to the prominent citizens of the City of Temples to participate in the procession being organised on April 13 from Vivekanand Chowk to Amar Mehal in their traditional dresses and customes to depict the Dogra tradition. He also requested the general public of Duggar Pardesh irrespective of caste, creed, colour and creed to extend full cooperation in making this historic city a beautiful so that this Jammu festival becomes a memorable and regular festival.

President of the Dogra Sadar Sabha also hailed the decision of the Defence Ministry for acceding to the demand of the public of district Kathua and Samba tehsil for removing the discrimination for the recruitment in Army by lowering the educational qualification to Middle pass instead of Matric as the basic qualification at par with the other parts of the State.

Giving all credits to the public for fulfillment of this demand, Mr Charak thanked the general public of these areas and party workers in particular for extending their support in the struggle launched by the Dogra Sadar Sabha by participating in different protests, marches, rallies and dharnas. He also expressed his gratitude towards former Union Minister, Dr Karan Singh for taking up this matter with the defence authorities at Delhi. He also urged upon the authorities to take up the case for relaxation in the age of youth who were having middle qualification but they were denied their entry in the armed forces on this count and have become over-age.

JAMMU, Apr. 9: Even as the on-going agitation of the public sector employees entered 28th day today, an employee of the Wool Board made abortive attempt of self-immolation in front of the Raj Bhawan.

In connection with their proposed Torch Light procession the agitating public sector employees started a process which turned into a rally in front of the Raj Bhawan. While the employees leaders were addressing the rally, one Parveen Singh an employee of Wool Board made abortive attempt to set himself on fire. But it was all due to the timely intervention of some leaders that situation was saved from worsening. Employees leaders frustrate his attempt and pacify him.

Earlier a large number of employees gathered at Bikram Chowk and started march towards walled city. Shouting slogans against authorities for their failure to accept their demands, procession passed through different bazaars of the city and culminated in front of Raj Bhawan where it turned into a rally. While addressing the rally, Mr Suresh Sharma, chairman of the All Public Sector Employees Joint Action Committee expressed surprise over the attitude of the State Government. He criticised the authorities for not accepting their just and genuine demands. He said that agitating employees have lost faith in the Government as except assurances nothing concreate has been done so far.

Later a deputation of the agitating employees called on Governor Mr G C Sexena and presented him facts and figures of the strike besides narrating the self-immolations episode. They urged upon the Governor to kindly intervene and save the situation from further aggravating.

Mr Jagjit Singh Bawa, Parveen Kumar, Anchal Singh, Mrs C K Sudan, Joginder Pal, Surinder Kumar, Karam Chand, Bashir Malik, Jeet Singh Jamwal, Nar Singh, Yashpal Samyal, Jai Kishan, Basanti, Ishu, Sukhvinder Singh and others addressed the rally.

However, working in all public sector units remained paralysed on the 28th succussive day in response to the strike call given by the employees. Working of all public sectors of Sunderbani, Kalakote, Rajouri, Poonch, Kathua and Udhampur also remained paralysed. It was decided to extend strike upto April 11.

PPEU warns to launch stir against Govt order

JAMMU, Apr 9: Provincial Power Employees Union has warned to launch an agitation in against Government Order No: 134 PDD of 2001 dated 03-04-2001.

According to a press release, an emergent meeting of the working committee of the PPEU was held today. Meeting expressed grave resentment against Government Order and strongly condemned the higher-ups of the Power Development Department for ignoring the interests of the other ITI experienced power employees and for dividing the power employees. During the meeting which was held under the presidentship of Mr Shakti Gupta decided to take agitational path and to give a call for pendown/tooldown strike against Government Order which , according to employees, is against the basic spirit of SRO 381 of 1981, against CSR rules given three two and 1 steps to class IV, Tech III and Tech II respectively, making them Tech I. Meeting said that this order was also against the judgement issued by the High Court and itself against the directions of the higher authorities.

It was decided in the meeting to take up the issue with Chief Minister J&K State and brief him on the subject for getting the order cancelled and initiate a probe through CBI.

Cong warns Centre of dire consequences

JAMMU, Apr 9: The Jammu and Kashmir Pradesh Congress has warned the Central Government of dire consequences in initiating talks with Hurriyat and the militants on the future status of J&K State without defining the status of the regions within the State.

Reacting to the appointment of Mr K C Pant as negotiator on behalf of the Government, Mr Amrit Malhotra, spokesman of the Pradesh Congress Committee, has urged him to learn lessons from over four months of unilateral cease-fire before he undertook his task. For, he said, it had, inter alia, aggravated regional and communal tensions. Any new initiative, he added, which threatened the stability and secular character of the State would recoil and damage the cause for peace. If discontent was the basis of invitation for talks, he asserted, there was more discontent in Jamu region about the present status of the State than in Kashmir as it centralised political power in the hands of a small coterie.

Mr Malhotra recalled the assurances of the national leaders like Pandit Nehru and Mrs Indira Gandhi and Kashmiri leaders from Sheikh Abdullah to Farooq Abdullah to concede regional autonomy. Such assurances, according to him, were endorsed by most of the Hurriyat leaders also. The J&K People’s convention convened by Sheikh Abdullah, which included Jamat-i-Islami, Maulvi Farooq’s Awami Action Committee, Bakshi Ghulam Mohammed’s National Conference and each and every group of Kashmir besides plebiscite Front, he said, has unanimously approved the proposal of regional autonomy.

Let these unanimous decisions of National and Kashmiri leaders be reiterated and implemented before initiating talks on the status of the State, he demanded. He said if the Government of India was sincere in maintaining secular character of the State and restoring peace in the State, the first step it should take, he suggested, was to persuade its protege the Chief Minister of the State to immediately withdraw his sinister proposal to divide Jammu and Ladakh regions on communal basis and consider the regional autonomy report submitted by Mr Balraj Puri etc.

Front for resolve of J&K problem holds conference

JAMMU, Apr 9: The Front for Trilateral Resolution of Jammu Kashmir Problem held one day conference at Sumb (Samba) in which a large number of intellectuals, delegates of the Front and prominent citizens from all walks of life participated.

As per a release the conference was presided over by Haji Shabir Salaria, ex-MP and vice president of the Front. The goal of the Front, viz peaceful resolve of the Jammu and Kashmir problem, was highlighted by the speakers that the practical way to resolve the J&K problem rests with tripartite solution that the future of Jammu Kashmir, Pakistan and India resides in shared development of the sub-continent.

It was unanimously resolved that the past history of the sub-continent bears testimony of the fact that wan can offer no solution to the vexed and complex 53 years old JK problem. The conference emphasized that arms race in the sub-continent has adversely affected the progress and well being of the people of J&K in particular and the people of India and Pakistan in general.

The Front emphatically rejected the slogans of upper castes for trifurcation/balkanization of J&K. The Front expressed grave concern over the acts of sacrilege perpetrated by communalists and called upon the Government to deal with the anti-social elements in accordance with law and to safeguard the lives and properties of all the citizens. The Front declared that startling disclosures made by Tehelka.COM have shown the extent to which the rot has seeped in the higher and constitutional echelons of the present Government, which, therefore, has no moral right to continue in office.

It was held that to resolve the J&K problem the Central Government should immediately resume talks with Pakistan and the brief of the K C Pant Commission should also include talks with Pakistan without which it would be an exercise in futility.

It was further resolved that in view of severe drought the Government should provide free ration to the farmers of Kandi belt for six months and necessary cash assistance to feed the cattle.

Those who addressed the conference included Messrs R P Saraf, Hoshiar Singh, I D Khajuria, Haji Abdul Majid Advocate, Jameel Kazmi advocate, M R Qureshi advocate, A R Rather, Kartar Chand, Ranjit Singh, Subash Singh advocate, Sudershan Kumar advocate and Ch Shabir Salaria.

The Front which has organised 22 such conferences is organising one more conference at Bhaderwah this month. The Front will hold the next convention at Vijaypur on April 22.

SRINAGAR, Apr 9: Jammu and Kashmir People’s Democratic Party vice president Miss Mehbooba Mufti and general secretary Mr Tariq Hamid Karra have strongly condemned the act of a National Conference activist Abdul Qadir of desecrating and tearing of Holy Quran at Budhal Bakori in Rajouri district.

Both the PDP leaders while condemning the act described it as a deep rooted conspiracy to vitiate the peaceful atmosphere prevailing in the area. Miss Mufti and Mr Tariq alleged that since the declaration of unilateral cease-fire by the Prime Minister about four months back, the National Conference activists have started resorting to nefarious acts thereby thwarting the peace process initiated by the Centre.

The PDP leaders added that since the day the Centre has declared to hold negotiations with separatists and other political parties for restoration of peace the National Conference has started viewing this development as a threat to their survival.

Miss Mufti and Mr Tariq said that was why they have by tearing the pages of Holy Quran sought to create communal tension in the area so that the move of the Central Government could be thwarted. The national Conference would have succeeded in its nefarious designs but for the timely intervention of Army which saved the situation from taking an ugly turn by exposing the sinister designs of NC.

The PDP leaders have appealed the common masses to maintain age old spirit of communal harmony and brotherhood in the area in particular and in the state in general and remain vigilant against the anti-people designs of National Conference.

Ex-BDO Rohama, others arrested for fraud

JAMMU, Apr 9: The State Vigilance Organization today arrested the then Block Development Officer of Rohama Block namely Mohammad Ramzan Bhat in connection with the investigation of case FIR No. 40/99 Police Station Vigilance Organisation Kashmir.

The Vigilance Organization also arrested two more accused person namely Nasir Abass S/o Mohamad Abass a resident of Khankahi Sokhta Srinagar and Wasim Ahmad Chasti S/o Ghulam Rasool of Buchpora, Srinagar in connection with the investigation of case FIR No. 52/2000 Police Station Vigilance Organization Kashmir whileas the court of Special Judge, Anti-Corruption, Kashmir has charge sheeted Sheikh Showkat Ahmad, Executive Engineer in case FIR No. 99/97 Police Station Vigilance Kashmir.

Case FIR No. 40/99 Police Station Vigilance Organization relates to swindling of funds to the tune of Rs 1,35,000.00 by Mohamad Ramzan Bhat, the then BDO Rohama Block in pursuance of a criminal conspiracy with other officers of DRDA Baramulla. The delinquent officers had effected purchase of 100 hand driven carts for Block Rohama during the year 1996-97. Entries in respect of 25 carts had been made in the records whileas the funds representing cost of remaining 75 carts had been misappropriated. The investigation conducted so far had primafacie established the involvement of Mohammad Ramzan Bhat in the criminal act and as such he has been arrested for questioning.

Similarly, case FIR No. 52/2000 Police Station Vigilance Kashmir relates to purchase of computers by the officers of the Revenue Department. The facts of the case are that in connection with the implementation of a centrally sponsored scheme of computersation of land records of the State, officers of the Revenue Department had entered into a criminal conspiracy with various unregistered firms and placed supply orders in violation of codal rules and regulations. The officers had purchased substandard computer hardware/software during the year 1997-98 for ulterior motives which caused hug loss to the state excheque in the aforesaid supplies worth Rs 1.50 crores approximately and conferred undue benefit upon the suppliers.

The Court of Special Judge, Anti Corruption, Kashmir charge sheeted Sheikh Showkat Ali, the then Executive Engineer, City Drainage Division, UEED Srinagar in case FIR No. 99/97 Police Station Vigilance Kashmir for accummulation of disproportionate assets to the tune of Rs 71,88,976.38.

The Vigilance Organization had presented challan against Sheikh Showkat Ali after the investigation had established that the officer had raised disproportionate assets both movable as well as immovable by corrupt and illegal means. The Government had accorded sanction to the launching of prosecution against him for commission of offences punishable under section 5(2) Prevention of Corruption Act, 2006 read with sections 12 and 14 of J&K Public Men and Public Servants Declaration of Assets and other Provisions Act, 1983 on receipt of which the Vigilance Organization had presented the challan in the court of law in August, 2000 for judicial determination.

He also diverted the attentiontowards the communal forces who believe in violence, the message of non-violence comparatively is the answer to subdue them in any corner of the country so that our chain of society already intact may not be possible to break.

Similarly, Acharya Pathik explained about the education of Sant Kabir and Guru Ravi Dass Maharaj, which amount to message of equality and brotherhood. Meanwhile, Kabir Charitable Society Jammu under whose supervision this Samagam was held honoured some prominent personalities without any consideration of caste and creed who had contributed considerably in the field of making humanity and substantially passing on the message of Sat Guru Kabir based on non-violence.

A big Bhandara was arranged in the honour of Sangat who had come from far flung areas of the State and outside. A memorandum of demands was also presented to Chief Minister Dr Farooq Abdullah through Mr Ram Paul requesting him to convey that allotment of 20 kanals of land in the name of society for the construction of Moral School of Education of Kabir Philosophy, establishing a chair on the name of Sant Kabir in Jammu and Kashmir University and declaration of holiday on Kabir Jayanty and in response to which Minister assured that these demands will be placed before the Chief Minister.

Acharya of Kabir Choura Math Kashi Swami Vivek Dass Maharaj, Acharaya Ram Lakhan Pathik of Madhya Pradesh and Mahant Raj Paul of Jalandhar also participated in the Sangam.

Speaking on the occasion, the MLA welcomed the entry of Mr Parshotam Dass and his supporters in the party and appealed them to work for the betterment of villagers.

Various problems including severe drought, shortage of drinking water, acute shortage of fodder for the animals and relief on account of damage to the crops were brought to the notice of MLA by the people. They informed the MLA that PHE taps, other sources of water like wells, ponds and bowlies have gone dry and they were clamoring for drinking water.

They further informed that as and when PHE Division, Akhnoor was approached the authorities simply replied that they were lacking funds and thus helpless to do any thing in this regard.

The MLA listened to the problems of the people patiently and assured them to take up the same to the notice of the Government. He disclosed that Government is aware of the drought situation and will shortly announce a relief package especially for the Kandi belt where the crops have been completely damaged.

JAMMU, Apr 9: The Bahujan Samaj Party (BSP) organised a series of meetings at Bishnah, Suchetgarh and R S Pura to gear up the party activities for making the function of Dr B R Ambedkar on April 14 a big success.

As per a release, meetings were also organised at Dhumal Morh, Bhalwal, Ramnagar, Samba and Ghou Manhasan. In all these meetings the Bahujan Samaj was appealed to participate in the function on April 14 in a big way.

Addressing the meetings at Bishnah, Suchetgarh and R S Pura, state president Sheikh Abdul Rehman, MLA said that the Congress and BJP have been exposed for their corrupt practices. He further said that Congress is sinking ship in which nobody wants to sail while as BJP and allies have proved to be the worst type of Government. The Tehelka has exposed that NDA is the most corrupt Government.

He further said that the Prime Minister Mr Atal Behari Vajpayee should resign on moral grounds to keep the democratic tradition alive and pave the way for someone else in the NDA to head the Government. He added that Prof Chaman Lal Gupta has breached the trust reposed on him as a Union Minister of State for Civil Aviation who has diverted the blanket consignment meant for the earthquake victims and distributed the same among his party workers.

The local leaders of these villages also congratulated Mr Rehman for his being selected as one of the best legislator of the year.

CLP leader lashes out at Centre, State Govts

JAMMU, Apr 9: A conference of Scheduled Castes and Scheduled Tribes was held at village Kadwanda wherein Mr Tara Chand, MLA and CLP leader presided.

Addressing the conference, Mr Tara Chand highlighted the problems of Scheduled Castes and Scheduled Tribes people and said that both NDA Government at Centre and National Conference in State have failed to mitigate the sufferings of the people and have been indulged into anti-SC/ST policies.

The CLP said that these Governments were not giving due share to SC/ST under reservation quota and stressed on the need to uplift the under-privileged people who are educationally, socially and economically backward by providing them some concessions in professional educational institutions and in Government services. Besides, providing loans on easy instalments so that these people could be pulled out from the poverty and backwardness.

He urged the State Government to implement all such schemes meant for uplifting SC/ST which were started by the previous Government at Centre.

The PCC leaders while speaking on the occasion criticised the Central Government for its anti-SC/ST and anti-poor policies. They said that BJP leader at Centre have no sympathy with the SC/ST or poor sections of the society.

They further said that BJP cannot tolerate SC/ST people thereby all welfare schemes meant for them have been closed or kept in the back burner. They said that need of the hour is that all the poor people including SC/ST should unitedly fight for the cause of theirselves.

Kisan Sabha holds dharna at Billawar
Govt flayed for maintaining silence over farmers’ demands

BILLAWAR, Apr 9: The Kisan Sabha today held one day dharna at Billawar under the presidentship of Mr Hari Chand Jalmeria to lodge protest against the Government for its failure to mitigate the sufferings of the farming community.

As per a release, a large number of farmers from various villages of Billawar tehsil took part in the dharna and demanded immediate compensation for failure of their crops due to severe drought.

Speaking on the occasion, Mr Jalmeria expressed concern over the failure of the entire Rabi crop due to the worst drought in Jammu region. He said that there was acute shortage of drinking water both for humans and animals in most of the villages and has resulted into acute crisis of fodder for the cattle—the most important component of peasantry.

He further said that the Government so far has neither made any arrangements for food or fodder nor prepared any programme for providing work to the drought hit poor peasants. He criticised the Government for adopting evasive and callous attitude towards the worst problems of the peasantry. He also alleged that the Government was busy in pleasing the multi-national corporations and implementing the dictates of IMF and WTO.

The main demands raised on the occasion included early compensation to drought hit farmers, immediate initiation of Food for Work Programme in all villages for atleast one year, provision of fodder for cattle and special arrangements for drinking water to all people who were not covered by any water supply scheme.

Those who spoke on the occasion included Messrs Tek Chand Sapolia, Romal Singh, Isher Singh, Waryam Singh. A delegation of Sabha also met Tehsildar Billawar, Mr Vikram Singh and submitted a memorandum of demands.

It was also decided that Kisan Sabha will hold a massive Kisan Rally in Billawar town on April 18.

Centre’s offer for talks is to bring peace in Kashmir:Gupta

JAMMU, Apr 9: Union Minister of State for Civil Aviation, Prof Chaman Lal Gupta has said that the efforts of the Centre to initiate dialogue with the leaders of Kashmir Hurriyat Conference and all other concerned are meant for peace and to bring an end to the blood-shed.

Addressing various meetings at Billawar and Basholi areas, Prof Gupta said that such offer doesn’t mean that peace efforts were aimed at to change the political status of Jammu and Kashmir. He said that no Government at the Centre can go beyond a unanimous resolution adopted by the Parliament with regard to the position of Jammu and Kashmir in India. He regretted that Congress and some other elements responsible for many problems in the nation, were presenting a distorted versions about the unilateral cease-fire and also for inviting the separatists and others to have search for peace and end to the bloodshed.

The Union Minister said that Vajpayee Government has got many problems in heritage which have been created during the past 50 years of " misrule" of Congress in the country and Kashmir is the most complex problem to which this Government was trying to resolve.

He listed various steps taken in this regard and said that the recent statement of the Secretary General of UNO, Kofi Annan, was a big achievement of the Vajpayee Government.

Prof Gupta said that it was only due to the policies of Vajpayee Government that Pakistan got isolated amongst the world communities. He said that the failures of the previous Governments at the Centre and also that of the State were evident. The people have been facing scarcity of drinking water and electricity; the condition of the roads was horrible and unemployment was at its peak, he said.

The Union Minister appealed to the people to remain vigilant against the forces, who according to him were spreading lies and canards against the NDA Government.

JAMMU, Apr 9: After a brief lull, students of GCW Parade today resumed their struggle for the open choice in ensuing examinations and boycotted the classes.

Raising slogans in favour of open choice and against Vice-Chancellor of Jammu University, they held a demonstration near the college gate and blocked the road for about half an hour.

The students led by Kiran Malhotra and Divya Gupta, boycotted their classes and assembled near the college gate. Shouting slogans the University authorities, they expressed their full support to the ongoing agitation for open choice and announced to continue the struggle till the demand was conceded.

They held a massive demonstration in front of the college gate and also blocked the road for more than half an hour.

On the other hand, normal class work was carried out in GCW Gandhi Nagar while classes in GGM Science College and SPMR College were also remained boycotted.

Claswork in MAM College was also carried out though the students’ strength of was very thin. President of the college Mr Binder Paul Singh Romy alleged that students were forced to enter their classes by the cops deployed near the college premises.

Reports from Udhampur said that students of both the degree colleges boycotted their classes and held a massive demonstration. Shouting slogans in favour of open choice, they took out a procession and latter blocked the National Highway for more than two hours.
