State Central Labour Union condoles leaders death Excelsior Correspondent JAMMU, Sept 20: State Central Labour Union has condloed the untimely death of a prominent trade union leaderShiv Sharan Sharma. According to a release, a condolence meeting of the Jammu provincial body was held at Miran Sahib here to mourn the death of late Mr Sharma today. Mr R K Sharma senior vice-president, J&K State Central Labour Union presided over the meeting. He highlighted the contributions of the Trade union leader for the cause of workers class. Due to his sincere services, he was re-elected again for the province level post in December 1997, even after his retirement from JKI services in June 97. The members expressed that his demise was the great loss to the workers class. As per a release, a condolence meeting was held here today under the chairmanship of Nissar Ahmed Bukhari, provincial president. Mr Bukhari recalled the services of late Sharma and described him a dynamic, bold and state forward leader. Apart from a trade unionist he was a social activist too, he added. A two-minute silence was also observed on the occasion. The members extended their sympathy to the bereaved family. Jammu Workers Joint Federation has also condoled the death of trade union leader. Meanwhile, the Federation members held a condolence meeting under the chairmanship of Mr Sudershan Sharma, here today wherein rich tributes were paid to the departed soul. During the meet, the participants described late Shiv Sharan Sharma as an apostle of peace and true friend of labour class. The Employees Provident Fund Organisation Union, an affiliated wing of J&K State Central Labour Union, also condoled the demise of Shiv Sharan Sharma. relief case Excelsior Legal Correspondent JAMMU, Sept. 20: Judicial Magistrate Ist Class R S Pura Rajesh Kumar Abrol today acquitted Som Dutt S/o Moti Ram of Kotli Shah Doula Tehsil R S Pura by giving him benefit of doubt in a case for drawing relief and ration on the basis of fraud documents as a migrant. In the acquittal judgement the judge passed strictures against the prosecuting officer with the observation that the prosecuting officer should keep an eye on the target to be achieved in the police challan in view of the allegation contained in the challan. It is also the duty of the prosecuting officer to summon and examine every witness to corroborate the commission of offence but it is un-becoming of the prosecution that only 40% of the reasons best known to them. The offence committed by the accused is a routine offence in these days particularly public at large are getting relief from the authorities by impersonation on the fake ration cards even the people who are not migrant are also getting relief from the authorities posting themselves to be migrants, but not withstanding that the State has failed to trace out those cases and challan the guilty persons in the court of law. In this case also the prosecution has miserably failed to connect the accused with the commission of offence as such the accused is acquitted of the charges by giving him the benefit of doubts. force exodus of villagers in Poonch, By Gopal Sharma JAMMU, Sept 20: While several families from the border belt of Rajouri and Poonch have recently crossed over to the Pak occupied Kashmir, the militants are now forcing the exodus of villagers from the interior remote areas of upper and middle Pir Pamjal ranges to Poonch and Rajouri towns. The intelligence sources said that as per the new strategy, the mercenaries operating in the middle and upper Pir Panjal ranges with the receipt of instructions from their mentors across the LoC, have now started indulging in the acts of excesses on innocent villagers vigorously, thus forcing their exodus from the remote areas to the towns. The militants are apparently planning to clear the upper and middle belts of Pir Panjal, to ensure their free movement and anti-security force operations in the entire rural area. The sources indicated that the ultras are gradually planning for some major offensive operation and huge area along the line of control has already been cleared with the planned migration of people to PoK. The militants believe that their large number of associates have been eliminated by the security forces on the intelligence provided by the the local population. Earlier, they used to stay with the locals and utilise their services even for making purchases, but now they suspect that a large number of locals are no longer cooperative to them and giving information to the security forces about their movement, planning and hideouts. This exodus has led to the serious consequences in the twin border districts. The migration from remote hamlets due to increased threat of gun-wielding militants has resulted in the sudden increase in the price of land in the border townships of Rajouri and Poonch. Several outsiders are also getting settled in the process. Not only the twin border district headquarters, but the tehsil headquarters like Surankote, Mendhar, Thanna Mandi and Kalakot are also becoming crowded with the influx of the villagers from the remote areas. The situation no doubt, is alarming but the process of local migration from rural to urban areas is continuing. The houses and dhoks (animal shelters at higher reaches), abandoned by the villagers are providing a safe shelter to the militants. While a large number of families have migrated temporarily and they are putting up in the rented accommodation, a good number of them are purchasing lands to build their own houses and settle permanently. It is said that the land which was hardly rupees five thousand a marla in the outskirts of Rajouri about two years ago is now being sold at the rate of over Rs 20,000. One Abdul Rashid of Kandi, who migrated to Rajouri about one year ago said that he stayed in the town for a few months and after realising that he would not be able to move back to his village alongwith three young sisters and other family members, decided to settle permanently at Rajouri. Rashid, who is a daily wage employee further said that they purchased about 7 marlas of land in the town and built a house. He disclosed that about a dozen families of both the communities from his area have come down to Rajouri for permanent settlement. An employee in the forest department from Surankot disclosed on the condition of anonymity that in the town, the land prices have increased three folds just within one year. The militants as per their renewed strategy are deliberately indulging in the acts of excesses and cruelty, thus forcing the poor and innocent villagers to migrate to the towns. The sources further said that similar practice is being observed in Poonch and Mendhar towns. The land is becoming more costlier day by day there. He however, pointed out that their major targets are the members of minority community. Several families from Draba, Bufliaz and small hamlets situated on the other side of the Suran river have migrated to Surankot town. The increasing pressure of village population on the town has also squeezed the resources. The accommodation is not available even on rent. With the result a lot of house construction activities have commenced. The preference is to purchase land along the national highway for the business point of view. It has also imposed an extra workload on the Revenue officials, who are otherwise, happy with this activity in tehsil. |
JJSF announces its new Central body Excelsior Correspondent JAMMU, Sept 20: Newly elected president of Jammu Joint Students Association Mr Rajinder Jamwal has announced the new Central body for the organisation. As per a release, Mr Kuljit Singh will be the new chairman, Mr Ghulam Ali vice-chairman whereas, Mr Ajatshatru Singh as the secretary general. Mr Rakesh Chargotra has been nominated as senior vice-president while Mr Ajay Singh and Jyoti Mishra as vice-presidents. Six general secretaries appointed areRaghunandan Billawria, Prithpal Singh, Sarita Sharma, Pushpinder Singh, Sarfraz Choudhary and Javed Iqbal. The six students nominated for the post of joint secretary areRajesh Kumar, Parvez Qadir, Rajesh Kumar Billa, Anuj Tandon, Sonu Sharma and Shalini Sharma. Mr Hari Dutt Shishu will be the spokesman of the organisation. Addressing a function after inaugurating 2nd branch of Tolastoy Public School here today, Dr Mustafa Kamal said that while striving to excel in information technology, efforts must be made to impart moral education to the students as it is imperative for eradicating social evils and maintaining social order. The Minister said that in view of the stiff competition both at National and International levels, there was a dire need to upgrade the teaching standard in our schools and the private sector too has its definite role in this regard. He said the private sector is crucial in supplementing the efforts of the Government in upgrading the standard of education in our State to make our youngsters excel and compete well in the competitions posed by the latest advancements in the field of science and technology, there was utmost necessity to concentrate towards specialization and vocationalisation. This is the key for making our future generation capable to shape their future and the destiny of the Nation in right direction. He said ignorance and illiteracy are the biggest enemies of humanity and we should make concerted efforts to eradicate illiteracy. 7-Day Workshop on Kashmiri
Terminology Excelsior Correspondent Srinagar Sept 20: The 7-day work shop on literary terminology in Kashmiri language was inaugurated here today by Vice-Chancellor Kashmir University, Prof. M.Y. Qadri. The workshop was organised by Centre of Central Asian Studies, Kashmir University in collaboration with Central Institute of Indian Languages, Mysore. A galaxy of eminent literary personalities of Kashmiri language were present. In his inaugural address, Prof. M. Y. Qadri elaborately dwelt on development of Kashmiri language and literature. He hoped that the workshop on literary terminology would prove a milestone in development and promotion of the Kashmiri language. The Director Centre of Central Asian Studies, Prof. A. M. Matoo and senior faculty members of the university Prof. G. R. Malik and Prof. Gulshan Majeed also spoke on the occasion. |
PPEU challenges promotions in PDD, threatens strike Excelsior Correspondent JAMMU, Sept 20: Provincial Power Employees Union in a meeting held here today discussed various issues pertaining to the welfare of the employees of the department. Mr Shakti Gupta, provincial president of the Union presided over the meeting while general secretary of the INTUC was the special invitee. District president and other executive members were also present. The members condemned the motive of the Executive Engineers for promoting class IV and III as Foremen, ignoring the basic right of the ITI diploma holders with long experience in the Department. Mr Gupta alleged that Executive Engineers were acting in self styled manner by elevating various technicians of various grades to the higher post of Foreman, which is unjustified. The process is also contempt of court as they are carrying the process despite strict court directives. He said if these promotions were not reverted the Union will launch a massive agitation in favour of the deserving candidates having required qualifications. Mr Gupta urged upon the Power Commissioner to snatch the powers from the Xens who were misusing their official position and jeopardising the career of deserving and qualified people. |

Nath Shastri Excelsior Correspondent JAMMU, Sept 20: Minister of State for Defence, Mr Harin Pathak has stressed on inculcating the spirit of nation building with thousands year old cultural heritage of the country. Mr Pathak who was speaking at a function "Prakash" organized in commemoration of 81st birth anniversary of Pt. Prem Nath Shastri, the great religious luminary and Shastra scholar of Kashmir at Abhinav Theatre here today, said we have to preserve our cultural heritage at all costs. He said no nation can progress if it ignores its past culture and traditions and only those countries touch heights which take them along. The Minister said a sweeping change has now taken place in the country and people have realised importance of their religion and culture. Maintaining that he is not against the modernisation but at the same time we can not say good-by to our rich cultural heritage and traditions. He said India is not merely a piece of land but a rich civilization of thousands of years and this is the reason of integration and building bonds among the people of different regions of the country. He said Indian philosophy soothes the soul while the Carl Marx formula was only limited to bread and this is the main cause of disintegration of Russia. Paying rich tributes to Pt. Prem Nath Shastri, the Minister said "I have been inspired by the richness of Kashmiri culture and traditions." He among thunderous applause from the crowd declared that "I feel proud to be a Kashmiri Brahman whose ancestors have migrated to Gujarat 500 years ago." He said I really feel proud in paying obeisance to this great scholar who was born on the soil of Kashmir and worked throughout his life hard to preserve its ancient culture and traditions. Maintaining that Central Government is fully abreast with the problems in J&K he asserted that Kashmir is India itself and not the part of it as said. Speaking on the occasion RSS Northern India Pracharak, Mr Indresh Kumar who was the chief guest on the occasion said the person who forgets his past culture and traditions becomes a lunatic. He said Pakistan, Bangladesh and Afghanistan were the part of greater India and Article 370 was not any commitment on J&K before 1947. He while making a strong dig at Pakistan said no peace and security can be guaranteed till China and Pakistan are in our neighborhood. Mr Indresh Kumar said it is because of these two countries that India faced five wars on Kashmir in last 50 years which has not happened with any country in the world. Lambasting Pakistan he said in past 52 years of independence hardly any year is left when there was no intrusion or firing on borders. Paying glowing tributes to late Shastri Ji he said "Shastras"can only progress when it gets guarantee of "Shestras" arms. He said let us resolve on this occasion that we will take the arms to protect the Shastras, this will be the great tribute to Late Shastri Ji. Earlier papers on the life of late Pt. Prem Nath were read by Jyotshi Omkar Nath Shastri, Chief Editor Vijeshwar Panchang, Mohan Lal Ash and Dr Agnishekhar convener Panun Kashmir. In his paper Dr Agnishekhar said Kashmir is India itself and not part of it as Kashmir has been the centre of thousands years old rich civilisation of India which later extended to other parts of the country. He said those who talk that Kashmir is only part of India are living in confusion basically. He while paying glorious tributes to Late Shastri said he (Shastri Ji) was among those Kashmir Pandit families who struggled hard to preserve their religion and culture during last 600 years against conversion. He reiterated that only solution to present Kashmir problem is free flow of Indian Constitution in the State and not the negation and dilution of India in Kashmir. In their papers both Shastri Omkar Nath and Mr M L Ash highlighted the contribution of late Pt Prem Nath Shastri to the community in preserving its rich past culture. In his welcome address Mr R Hangloo, president Pir Panchal gave a brief account of his organizations functioning during past two years. He said the Pir Panchal has organized many cultural and social awareness programmes besides launching the diabetic detection camps in various migrant camps. On the occasion the Mr Pathak and Indresh Kumar were presented the mementos and offered shawls by the president Peer Panchal, Mr R Hangloo and Jyotshi Omkar Nath. Later Pt. Prem Nath Shastri awards for year 1999-2000 were given to Dr Agnishekhar, Manoj Jad and artists of Raj Nargis group by the Union Minister. The vote of thanks was presented by Mr K K Raina general secretary Pir Panchal which organized the function in collaboration with Vijeshwar Jyotshi Karyalya Gole Gujral. Army organizes warring students meet to defuse tension Excelsior Correspondent RAJOURI, Sept 20: In order to restore peace in the town the LG Ground Army 320 Brigade here today organized a meeting of two warring factions of students belonging to different communities. Besides the representatives of students from the two factions, the meeting was also attended by the Deputy Commissioner R Rajouri, Mr K A Khan, Deputy Commander 320 Brigade, Mr Malhotra, Col. Vishist and S P Rajouri, Mr Rajesh Kumar. According to reports the meeting was held in a cordial atmosphere and both groups assured full cooperation to the administration in normalising the situation in the college. The authorities are confident about the positive outcome of the meeting as the students of both the groups embraced and shaked hands with each other to end any ill will against each other. The authorities while asking the students to bury the hatchet and concentrate on their studies assured them that their genuine demands will be redressed. The Deputy Commandant of the Army urged the students that instead of disturbing the law and order in the town they should concentrate on their studies to become the useful citizens of tomorrow. The Deputy Commissioner, Mr Khan who sought the cooperation of the students said it is heartening that the different groups of students who were sitting together few days back have suddenly created the abnormal situation in the town. He asked the student community that they should not try to become the tools in the hands of vested elements and think about the people living in far flung areas of this border belt. Islam safer in India than in Pak: Shah Excelsior Correspondent POONCH, Sept 20: The Acting Chief Minister and Minister for Housing and Urban Development, Mr Ghulam Mohi-ud-Din Shah today asserted that Islam was safer in India than in Pakistan where people are butchered in mosques in the name of sects. Addressing a public meeting here, Mr Shah said that future of Muslims in India was bright where they have complete freedom to preach and practice their religion. He accused Pakistan of being jealous of the tremendous progress achieved by India and Jammu and Kashmir in different development sectors. As a result, he said, she abetted and sponsored armed militancy in this Muslim majority State to disrupt the pace of development and progress of the people. The armed militancy in the name of so-called Jehad brought only miseries and agonies to the people and destroyed the developmental infrastructure in the State. He declared that with the determined efforts of the Government and active support of the people, gun culture from the State will be wiped out very soon and complete normalcy restored. He asked the people to ensure that their children do not fall prey to the militants propaganda. Mr Shah said that the security forces were engaged in an un-enviable job of fighting the militancy. However, he said, they have been advised to ensure that innocent people do not suffer during the anti-militancy operations. He exhorted the people to extend full cooperation to the security forces and the district administration in the anti-militancy campaign. Referring to the achievements of the present Government during the last four years, Mr Shah said that the development activities which were badly hit by the decade long militancy, have been brought back on the rails. The Government, he said, was making every endeavour to provide all the basic amenities to the people especially those living in far-flung and remote areas. Despite several constraints, he said, all parts of the State were witnessing developmental activities in different sectors. Lashing out at the opponents of the State autonomy, Mr Shah said that they were spreading canards to defame the present Government. He said the State was an integral part of the federal India and the State autonomy was to further strengthen the relations with India in the interest of the people. He accused the former Union Home Minister of pleading the cause of national elements who had unleashed mayhem in the State in the name of religion at the behest of their masters across the border. Having failed to provide any constructive programme to the people, the PDP chief was levelling false allegations against the duly elected present Government. Referring to the problems presented by the legislators, he said the Government was aware of them and efforts were afoot to solve them within the available resources. The Minister of State for Home, Mr Mushtaq Ahmed Lone and several legislators of the area also addressed the meeting. Several delegations also called on the acting Chief Minister and presented their problems to him. He assured them that their problems will be considered. |
Over Rs 7-cr spent on Poonch development works Excelsior Correspondent POONCH, Sept 20: Over Rs 7.55 crore have so far been spent on various development schemes under various sectors in district Poonch till date during the current financial year. Current years district plan is proposed to be of over Rs 38.72 crore. This was revealed in a District Development Board review meeting here today which was presided over by the acting Chief Minister and Minister for Housing and Urban Development, Mr Ghulam Mohi-ud-Din Shah. Giving resume of the last years achievements, the DDC apprised the meeting that out of about Rs 24.37 crore an amount of Rs 25.82 crore including Rs 47.39 lakhs as State share was spent on various schemes. Mr Khalid further apprised that out of Rs 206.25 lakhs of MLA/MLC fund, Rs 169.08 lakhs have been spent on 889 works of which 193 works have been completed in Mendhar tehsil, 404 in Surankot, 232 in Haveli and 59 works so far in Poonch. Apart from this, one project of Betar bridge has been taken up under NABARD scheme for which Rs 452 lakhs have been released. As many as 26 more schemes have been proposed and sent to NABARD of which 7 schemes have been approved. He said 80 teachers have been appointed under Rehbar-e-Taleem scheme in district Poonch so far. Addressing the meeting, Mr Shah stressed upon the officers to formulate schemes and send them to NABARD for funding. Referring to the problems of shortage of doctors, teachers and daily wagers in Works Department. Mr Shah assured that all such problems are in the knowledge of the Government and effective steps are being taken to resolve them. Mr Shah also directed Xen PDD to send a comprehensive plan for the repairs of transformers and power lines under HT and LT schemes so that the power lines are repaired and electricity supplied to the public within the available resources. He said that the Government is committed to supply power on priority basis to its citizens. A plan, he said, will be prepared for approval by the Government. He also approved the deployment of more sweepers in Poonch Municipality on consolidated pay and preferred the children of the retired sweepers to be appointed under the scheme. The Minister of State for Home, Mr Mushtaq Ahmed Lone speaking in the meeting, stressed the need for completion of ex-gratia relief cases quickly so that the affected families are provided some succour. He directed the DDC and SSP to immediately process and complete the cases. recovered Excelsior Correspondent JAMMU, Sept 20: A Special Police Officer (SPO) was among two killed and 11 others injured in two different accidents on Jammu-Srinagar and Jammu-Pathankot national highway today. According to police reports, a SPO was killed and 11 others were injured some of them critically when a 608 ambulance in which they were traveling skidded off the road and rolled down into nullah near Chanderkote on Jammu-Srinagar national highway this evening. The ill-fated vehicle number JK14-3703 carrying police personnel was on its way from Ramban to Batote when met with accident. Getting a report of accident, police party rushed to the spot and started rescue operation. All the injured were brought out of the nullah and shifted to hospital where doctors declared one of them as brought dead. The deceased has been identified as Lal Singh of Gool. The identity of the injured have been established as Sanjay Kumar of Thathri, Satish Kumar of Doda, Imtiaz Ali (driver), Daleep Singh of Gool, Sanjay Kumar, Rakesh Kumar, Lal Singh, all the residents of Thathri, Suresh Kumar of Bhaderwah, Mintu Kumar of Doda and Surinder, all SPOs and Constable Mohd Afzal of Banihal. Meanwhile, one Dharam Chand was killed when he was hit by speeding bus bearing number JK02G-6964 near Kathua on Jammu-Pathankot national highway this afternoon. Some passers-by rushed to the spot and shifted him to district hospital where he succumbed to his injuries. An unidentified body of a male was recovered near Kathua. Some passers-by spotted the body and informed the police. A police party immediately rushed to the spot and shifted the body to hospital for identification. |
National Seminar on Kashmir Shaiv Darshan concludes Excelsior Correspondent JAMMU, Sept 20: The three day national seminar on Kashmir Shaiv Darshan organized by Ranbir Kendriya Sanskrit Vidyapeetha, Shastri Nagar, Jammu, in association with the Ministry of Human Resource Development, Govt of India from September 18 concluded here today. The valedicotry function was presided over by Th Gulchain Singh Charak, vice president, JKPCC. Mr Bodh Raj Bali, provincial president, National Conference was the chief guest. Mr Diwakar Singh, president, Dharmarth Trust, was the guest of honour. In the valedictory session, Mr Bodh Raj Bali, assured the audience that the National Conference Government will try to do everything to ensure all round development of this ancient language of India. He also extended his warm welcome to the various Sanskrit scholars who had come to attend the seminar from the different parts of the country. In his presidential address, Th Gulchain Singh Charak said that the teaching of Sanskrit should be made job-oriented. He also invited theintelligentsia in general, and Sanskrit scholars in particular, to contribute in the solution of the burning problems facing the country and the State. The function was also addressed by Mr Diwakar Singh, Dr Dwarika Nath Shastri, Dr Baljit Nath Pandit, Dr Vishwa Murti Shastri, Dr Shri Dhar Mishra, Dr Dhan Raj Sharma (Chandigarh), Dr Priyatam Chander Shastri (Principal of Jammu Vidyapeetha). A message from Dr Bihari Lal Vashishth, a prominent Sanskrit scholar of the region and former Head of the Department of Astrology, Jammu Vidyapeetha was also read out by his grandson, Mr Varchaskam. On this occasion, four resolutions were also passed. Dr Badri Nath Kalla presented the resolution that the manuscripts relating to the Sanskrit and Kashmir Shaiv Darshan which had been left behind by the Kashmiri community in the Valley should be brought to the library of Sh Ranbir Kendriya Sanskrit Vidyapeetha, Jammu so that they could be preserved for use by the research scholars. Dr Ved Ghai presented the resolution that teaching of Sanskrit should be made compulsory upto Matric level. Dr Yash Pal Khajuria moved the resolution that the proposal to use the offerings at the Holy Cave of Mata Vaishno Devi for setting up of Technical University at Katra was an attempt to defraud the devotees, because the original proposal envisaged setting up of a University for the promotion of Sanskrit, and various other disciplines concerning Indian culture and heritage, and not just a Technical University. Th Gulchain Singh Charak moved the resolution that a wing of Mata Vaishno Devi Shrine Board University should also be established at Uttar Vahini. Many cultural items were presented on the occasion among which the classical rendition of bhajans by Mr Vijay Bharat a former student of the Jammu Vidyapeetha from Himachal Pradesh received rousing applause from the audience. Excelsior Correspondent KATHUA, Sept 20: BJP MLA from Hiranagar today visited Kot Pund belt of his Constituency to assess the problems of the people there. As per a release, the Deputy Commissioner Kathua, Mr Mehboob Iqbal, Executive Engineers of PWD and PDD, Tehsildar, DPO and BDO also accompanied him during his visit. The Official team reviewed developmental projects in the area. The team visited the villages of Harichak, Salalpur, Mukandopur, Dullian Jattan, Kot Punnu, and Shamachak villages. The MLA while addressing a public meeting in village Kot Pund highlighted the problems of this belt comprising of 14 villages. He demanded immediate construction of bridge at Bhag Nallah, opening of primary health centre, upgradation of high school to higher secondary school, completion of Kot Punnu road upto Ugh, electric transformer at Kot Punnu, electric connections for pump sets installed for irrigation purposes, laying of wire crates in village Shamachak. He also urged the administration that Village Defence Committees be installed in the area. The Deputy Commissioner assured the delegation that their problems will be redressed. |
