PKM submits memo to United Nations Excelsior Correspondent JAMMU, Sept 11: Panun Kashmir Movement (PKM), the frontal organisation of Kashmiri Pandits, submitted a memorandum today to the secretary general, United Nations through the Head of the United Nations Military Observer Group for India and Pakistan at Chhani, Jammu. The memorandum has been submitted at a time when the Millennium Summit of the UNO has concluded only a couple of days earlier at New York. It was submitted under the joint signatures of Messrs Ashwani Chrungoo, president, PKM, Sunil Bali, coordinator - PKM, Overseas and Veer Saraf, president, Asia Pacific Kashmiri Pandit Forum. The memorandum is being simultaneously submitted by PKM-Overseas to the UNO office at New York. The memorandum has made an appeal to the world conscience that the issue of the displacement and resettlement of the aborigines and indigenous people of Kashmir valley (the Kashmiri Pandit community) be recognised as a legitimate political concern in respect of the Kashmir tangle. It said that due to the ethnic cleansing and genocide of the Pandits in Kashmir the Kashmir tangle has assumed a global significance which will have its ramifications on the whole community living around the globe. It has assumed the shape of cultural onslaught on the minority by the majority. The most important pointers to this tangle are: whether in future the criteria for the survival of existing form of a State will be determined by the religion alone; will the principles of governance, administration, deliverance of justice and execution of welfare programmes be determined in conformity with the dictates of the religion of the majority people will the minority in such States lose their claim on land, their rights, their cultural roots and their fundamental and human rights; will the majority religious community have the privilege to cleanse the minority community by genocide or by following policies akin to that to achieve their goal; and will the aborigines and indigenous people lose their right on their homeland by being exterminated from the land of their origin. Kashmiri Pandits have claim and right over Kashmir valley better than that of any other community now living in Kashmir. The settlement of Kashmir tangle cannot be made partially. Our claim on Kashmir is the core of the present Kashmir tangle. The Islamic fundamentalists have over a long period of history till this date launched a well planned and designed aggression on the existence, culture and distinct identity of this community. It resulted in genocide, ethnic cleansing of the community and its dispersion throughout India and outside. The majority community of Kashmir has repeatedly rejected co-existence with Kashmiri Pandits, but their rejection can in no way dilute or reject the claim of Pandits on Kashmir. The Pandits are the indigenous and aboriginal people of the Valley. Any process towards seeking peaceful settlement of Kashmir tangle cannot ignore the participation of this community. Earlier, the Panun Kashmir Movement (PKM) activists organised a rally at Rajinder Park and offered floral tributes to the Vitasta (Jehlum) on the banks of Ranbir Canal on Vitasta Day. The rally later proceeded to the UNO office and was addressed by S/Shri. Ashwani Chrungoo, B. L. Koul and other senior functionaries of the organisation. |

Excelsior Legal Correspondent JAMMU, Sept 11: Mr Justice TS Doabia of the State High Court Jammu wing in a case of minutes of Departmental Promotion Committee of Libraries Jammu, whereby seven employees were promoted by the Committee. One of the signatures Mr SC Vohra, presently incharge Deputy Director Libraries Jammu then Assistant Director who appeared in the court and submitted his signatures has been forged. On this statement, Mr Justice Doabia directed Inspector General of Police Jammu Range to register a criminal case for investigation. Whether the minutes of the Departmental Promotion Committee of March 23, 1999 are genuine or forged would be gone into. The question as to whether the three signatures on the Minitus of the Departmental Promotion Committee are genuine or forged would also be investigated. In case, after investigation it is found that the signatures are forged, then further action would be taken against all the guilty persons. As a matter of fact, the criminal case which is going to be registered would be registered in such manner that all aspects of the matter are taken note of. The report regarding this direction would be submitted to this court by October 31, 2000. The court also directed the respondents to release the salary of the petitioner at least for the post of Junior Librarian. This court direction was passed in a writ petition filed by one Swarn Kanta through advocate Anil Sethi, who was temporarily adjusted against the post of Librarian, but her pay was stopped. She prayed before the court for issuance of direction to the respondents to release the withheld salary with charge allowance from the month of May, 1999 onward. |
Functioning of Education Deptt reviewed Excelsior Correspondent JAMMU, Sept 11: The functioning of the Education Department was reviewed by Education Minister Mohd Shafi here today. The Principal Secretary, Education, Director School Education, and all the Chief Education Officers attended the meeting. The Minister highlighted the role of quality education in building strong and equitable society. He said that the quality of education has to improve to enable students to compete successfully in the prevailing competitive environment. In this context, he directed all the officers to put their sincere efforts in improving the quality of education. The Minister complemented the officers of the Department for successfully implementing the first phase of the Rehbar-e-Taleem Scheme and making 348 closed schools functional. The Minister was apprised that 736 Rehbar-e-Taleem teachers have been engaged in the first phase. He directed all the CEOs to complete second phase of the Rehbar-e-Taleem Scheme (RTS) by September 25 positively. Mr Shafi also directed the officers to post the teachers/masters as per the need of the school. The Minister also directed the officers to post Urdu knowing teachers in such schools where there is requirement of such teachers. The Minister directed all the officers to periodically inspect the schools and send the report to the higher authorities for corrective action. Zonal Education Officers were asked to complete the inspections of all the schools within their jurisdiction by December end. The Principal Secretary Education exhorted all the officers to successfully implement the "Sarva Shiksha Abhiyan" and make it a mass movement by involving the communities. She directed all the officers to complete the micro planning exercise within two months in order to formulate the proposals for revised non-formal education scheme. |

One lakh people will be absorbed in industrial sector Excelsior Correspondent SRINAGAR, Sept 11: Centre Ware House Corporation (CWC) will construct godown at Pampore for Food Corporation of India. Over 72 kanals of land with a stocking capacity of 25,000 ton of foodgrains. The land for this purpose will be given out of surplus land belonging to Ply Board Industry, Pampore. This was stated by the Minister for Industries and Commerce, Dr Mustafa Kamal at Pampore while inspecting the site for the proposed godown today. The Minister of State for Food and Supplies, Mr Ajay Sadhotra, the Principal Secretary, Industries and Commerce, Mr MS Pandit, Commissioner-Secretary, Food Supplies, Mr RK Jerath, Commercial Manager, CWC, Mr Ajay Khera, Senior Regional Manager, FCI, Mr Mumtaz Afzal, Deputy Commissioner, Pulwama, Mr GA Gulzar and MLA Pampore also accompanied the Minister. Later, the Minister addressed gatherings of workers of Ply Board Industry and Government Joinery Mill, Pampore. Dr Mustafa Kamal on this occasion reiterated Governments resolve to make every effort to revive viable sick public undertakings, but made it clear that sick units with no hope of rehabilitation would be closed down in any case. However, the interests of the workers would be safeguarded and in case of closure of public sector undertaking, the workers would be given perks under voluntary retirement scheme prepared by the Centre were above 100 such units are being closed. He said recommendation of experts and suggestions of the representatives of the public sector undertakings will be given due consideration while deciding the fate of any sick PSU. Enumerating the measures taken by the Government to promote trade and industries in the State, the Minister said that a new law would be made in the ensuing session of the Legislature to ban the export of willow clefts to check the smuggling of semi finished bates. This will help in promoting the Cricket Bat Industry in the State. He said that a food park over 400 kanals of land costing Rs 13 crores would be set up at Khunmoh for promoting food processing units in the State whileas at Lassipora, Pulwama, an industrial estate over 6000 kanals of land costing Rs 54 crores would be established. |

The Minister of State for Agriculture, Mr. Tsetan Namgyal, the Rajya Sabha Member, Kushok Thiksay, the BJP district President, Mr. Sonam Rinchen, Congress Committee District President, Mr. Narboo Gyalson and the National Conference, District President, Mr. Tsering Narboo were also present on the occasion. The one day festival programme comprised traditional folk dances Lharna, Glimpses of Local handicrafts and household crafts were displayed at specially decorated stalls which were liked by the spectators most. Addressing at the function, Kushok Togdan underlined the need for organising such festivals as it helps to give boost to the tourism in the region which is the mainstay of economy here. The Minister appealed people to preserve their rich cultural heritage at all cost as Ladakhs identity is related to its glorious ancient traditions and heritages across the world. He particularly stressed to preserve the Ladakhi language "Bodhi" which is spoken all over the Himalaya region. The Minister assured that the State Government will provide all possible help and assistance for promotion and preservation of the Bodhi language and its inclusion in the 8th schedule of Indian constitution. The Minister said that as a result of celebrating festivals in Ladakh regularly during the last more than 10 years, the number of tourists arrival to Ladakh has considerably increased. This year alone more than 18,000 tourists visited Ladakh so far. The Minister said that the festival aims at extending tourism and allied activities in Ladakh even beyond the month of August, which otherwise was considered as fag end of the season for the tourists. |
Nengroo visits Changthang Wild Life Sanctuary Excelsior Correspondent Leh, Sept 11: The Minister of State for Forest and Environment, Mr. B. A. Nengroo during his 6-day extensive tour of Leh district, visited various places and took stock of the peoples problems. During his tour to Changthang sub-Division on 9th September, the Minister inspected the educational and medical institutions of the sub-Division and expressed satisfaction over their functioning. However, he emphasized for bringing qualitative change in education system in the Government schools in the area. The Minister visited the Wild Life Sanctuary in Changthang and expressed satisfaction over the protective measures taken for Wild Life by the Wild Life Department, Leh. He also inspected the forestry sites and instructed the DFO, Leh to submit new proposal for development of forests in the area under Social Forestry Scheme in order to meet the local demands of fire wood and construction material. He also inspected the fish Farm at Shey and instructed the authority for providing fish to the people on the fixed rate. During the tour, large number of people called on the Minister and putforth their demands. The Minister assured that all possible steps would be taken by the State Government to mitigate their sufferings. |
Two Additional DG sets for Kargil Town Excelsior Correspondent Srinagar, Sept 11: Two additional Diesel Generating Sets each of 250 KVA capacity will be installed in Kargil town by the end of current month to overcome the shortage of power supply there. The Industries and Commerce Minister, Dr. Mustafa Kamal, who is also the Chairman of the District Development Board, Kargil today sanctioned Rs. 15 lakh for the purchase of one diesel generating set for the purpose, while the funds for the second set will be provided by the Member Parliament Ladakh out of his constituency fund. It may be recalled that power supply in Kargil town was disrupted due to occurrence of a mechanical snag in the Iqbal Micro Hydel Project in April this year. Meanwhile, Government has finalised the contract for repairs and restoration of Iqbal Mini Hydel Project through a reputed firm M/s Flowvel. The Chief Manager Projects, Flowvel has assured that restoration of one unit of the Iqbal Micro Hydel Project would be completed within 3 months. Dr. Mustafa Kamal said that the additional D.G.Sets would provide power supply for Kargil town on emergency basis to give relief to the people in the town. |

modern Excelsior Correspondent Srinagar, Sept 11: An official meeting to review the pace of progress on various developmental works under execution under Mechanical Engineering Department, Kashmir was held under the chairmanship of Minister for Works, Mr. Ali Mohammad Sagar here yesterday. The meeting was informed that the department is going to purchase machines for clearance of drains, pathole machines for instant repairs of roads even during winter and road crust breaking machine, wherein excavated material shall be re-utilised for laying of black top. It was decided in the meeting that the department will make all out efforts to raise the revenue to the tune of Rs. 3.50 crore during current financial year. It was also decided that the existing workshop of the department would be strengthened by adding more machinery, equipment and skilled staff. The construction of office complex of Mechanical Engineering Department at Srinagar and Design Directorate shall be completed this year. Besides, central heating system of all associated hospitals in Srinagar shall be looked after by Mechanical Engineering Department. Fifty Six Road Rollers of the Department which are under repairs, shall be made functional and the department of design directorate shall be strengthened by upgradation of existing laboratories at Srinagar as well as in Jammu. |

Development Project Excelsior Correspondent Srinagar, Sept 11: The Acting Chief Minister, Mr. Ghulam Mohi-ud-Din Shah has sought active co-operation of the people of Charar-i-Sharief area for early completion of the prestigious Charar-i-Sharief Development Project. Addressing a high level meeting held at Charar-i-Sharief Town today to discuss and remove bottle-necks on the spot like court stays etc. coming in the execution of the developmental works, Mr Shah expressed his anguish over the delay in the execution of work and said that the execution of the project already stand delayed unexpectedly for one or the other reason. The meeting was attended among others by the Finance Minister, Mr. Abdul Rahim Rather, Revenue Minister, Mr. Abdul Qayoom, Principal Secretary, Housing, Mr. S. L. Salovia, Divisional Commissioner, Kashmir, Mr. Khursheed Ahmed Ganai, Dy. Commissioner, Budgam, Mr. Rahot Kansal and Vice Chairman, Auqaf Trust, Mr. Ghulam Nabi Kochak. The Acting Chief Minister asked all the concerned officers including Principal Secretary, Housing and Divisional Commissioner, Kashmir to initiate negotiations with the local people who have got stay orders from the courts and ensure execution of the works immediately without any further delay. The meeting unanimously decided that the affected shopkeepers of ward No. 4 of the town will be provided Rs. 5000 each as financial help. The list of such sufferers will be furnished to the Government by the Dy. Commissioner, Budgam. It was also decided that to provide drinking water to the people of Charar-i-Sharief town, tube well already dug at Zaloosa shall be made operational shortly to augment present water supply besides two kms road from the main town to Wazabagh would also be upgraded by the PWD. The meeting decided laying of underground power cables around the shrine of Sheikh Noor-ud-Din Noorani (RA) and accordingly the PDD engineers were directed to go ahead as per decision of the meeting. The meeting also decided to construct a special Town Hall there with fifteen rooms and other necessary facilities like toilets and bathrooms etc. In addition, a sports stadium will also be raised in the town. Land for the purpose will be identified by the local people. Referring to the levelling of uneven land from Shrine to Bara Talab, the meeting decided that the site shall be first got levelled by the dozers and afterwards its landscaping will be done by the project authorities. Responding to the demand of the locals for deploying adequate members of local sweepers in the town, the Minister assured that henceforth only local candidates shall be appointed as sweepers. Earlier, the Ministers visited the Shrine of Noor-ud-Din Noorani (RA) which is under construction at an estimated cost of Rs. 17 crores and paid their obeisance. So far, Rs. 2 crore stand incurred on the construction. |
NC ignoring peoples problems : Bajwa Excelsior Correspondent JAMMU, Sept 10: Peoples Democratic Party (PDP) leader Mr Trilok Singh Bajwa has expressed his grave concern over the working of National Conference (NC) Government in J&K. Addressing the Party meeting at Ramgarh today he said there has been many fold increase in the miseries of the people but the NC Government has maintained a criminal silence over the problems being faced by the masses. He said since June 1999 the border migrants have not returned to their homes due to continued shelling from Pakistan. The condition of these border migrants whose number is over 12,000 is pitable but the State Government has failed to provide tented accommodation to them. He said during its poll campaign in 1996 Assembly elections the NC has promised to eliminate the militancy and eradicate the poverty but failed to fulfill the same. Addressing the meeting Mr Baldev Salathia alleged that common masses have suffered a lot after the NC Government assumed office in 1996. The only contribution of this Government is that militancy and unemployment has increased . He said the students were deprived of education facilities due to lack of infrastructure in Government schools and added that most of schools in border areas are closed while hospitals are without medicines and doctors. He said the PDP is the only political force in J&K which can provide an alternative to NC Government and lead people to a better future. Earlier the PDP leaders were apprised by the people of their various problems including power and water crisis, dilapidated condition of roads, lack of teachers in schools and lack of basic infrastructure in district hospital. The meeting was organized by Mr Jarnail Singh vice president district Jammu Rural PDP and it was presided over by Mr Salathia. |

Sanstha felicitates HP Governor Excelsior Correspondent JAMMU, Sept 11: The Dogri Sanstha felicitated Prof Vishnu Kant Shastri, an eminent writer and presently Governor of Himachal Pradesh, at an impressive function held at Dogri Bhavan here this evening. The Governor was presented a mememto by Prof Lalit Magotra, president, Dogri Sanstha while Prof Ram Nath Shastri garlanded and presented a shawls in recognition of his contribution to literature. In his welcome address, Prof Magotra said that ancestors of Prof Vishnu Kant Shastri were from Jammu, but he was born and brought up in Calcutta and was Professor in the University there. He recalled in his association with Jammu and interest in the growth of Dogri language and literature. The Dogri Sanstha chief said that the Dogras and their language Dogri are nursing a feeling of neglect by both the State and the Central Governments. He underscored the need for immediate attention to include it in the 8th Schedule of the Indian Constitution. Prof Magotra stressed that Jammu region and neighbouring Himachal Pradesh have identical culture, language and close historical relationships which need to be further strengthened. The HP Governor, while expressing gratitude for the honour bestowed on him by the premier literary and cultural organisation of the Dogras, he said literature is soul of mankind. The literature makes a man, a full human being, he said and added that his commitment to literature was firm and total to spread the message of humanism. He recalled that his father was also honoured by the Dogri Sanstha in 1953 and now after 47 year he was recipient of love and affection of the people through the Dogri Sanstha. The audience was spell bound when he made a mention of renowned Dogri poets and writers like Prof Ram Nath Shastri, Dinu Bhai Pant, K S Madhukar, Ved Pal Deep, Padma Sachdev and few other also reciting couplets of their writings. His association with the Jammu region has been intimate as he often paid visits to his relatives and invariably has literary sessions with the Dogri Sanstha and other literary figures. Prof Ram Nath Shastri, founder of Dogri Sanstha narrated the history of this 56 years old organisation and development of Dogri language from almost a scratch. He cautioned that dangers to this language are challenging even now and called for concerted efforts to get it its due status and standard. Mr Nilamber Dev Sharma stated that justice must be done to the Dogri by its inclusion in the 8th Schedule as the State Government has already recommended it to the Centre. He also pleaded for closed cultural and literary interaction between the writers and intellectuals of HP and Jammu region. Dr Veena Gupta, Head, Department of Dogri, JU also spoke and underscored the need for promotion of Dogri language. On this ocassion, Prof Lalit Magotra presented a set of publications of Dogri Sanstha to the Governor of Himachal Pradesh and Dr Ashok Jerath also presented his books on Dogri art and culture. The programme was attended by a galaxy of leading literary figures, social activists, artists, academicians and prominent citizens. The programme which started with Bhart Vandana, while Dr Shashi Pathania conducted the proceedings of the function, Mr Dhyan Singh, general secretary of the Sanstha presented vote of thanks. |
Slathia reiterates Govt's
Commitment Excelsior Correspondent JAMMU, Sept 11: The Minister for Tourism, Mr S S Slathia today reiterated the Government's commitment of speedy development of the State. Addressing a gathering after the inauguration of Panchayat Ghar at Keso Manhasan in Vijaypur block said that priority in the development process is being given to the remote and border areas. He said Rs nine crore are being spent in Vijaypur block under road connectivity scheme during this year. These roads will be black topped so that the rainy season may not affect their longivity. With the implementation of this scheme every nook and corner of this border area will be linked with the main road. This will enable the farmers to sell their produce at lucrative prices and also purchase their commodities at reasonable rates. Mr Slathia said the Government would spent Rs 47 lakhs for mitigating the irrigation problems of the Vijaypur block. He said 176 pump sets are being installed to boost the irrigation. This will boost the agriculture production. Similarly, Rs 49 lakh are being spent on the installation of electric poles, conductors, transformers etc for mitigating the electricity problem of the people. He also asked the people to obtain the electricity connection and deposit their electricity bills within scheduled time so that the revenue thus earned is utilised for the progress of the State. Earlier, the Minister inaugurated a Panchayat Ghar at Kuso Manhasan constructed at a cost of Rs 3.10 lakhs. Highlighting the importance of the Panchayati Raj, Mr Slathia said that this was the bedrock of a democracy. The real power in a democracy must rest with the people at the grass root level. Various deputations also met the Minister and apprised him about the problems being faced by them. |
Displaced college students boycott classes Excelsior Correspondent JAMMU, Sept 11: Displaced degree students for the second day today boycotted their classes in protest against the merger of camp colleges with evening colleges and affiliating them with Jammu University. The displaced students of both MAM and Science College led by ABVP also staged a peaceful demonstration in the college premises in protest against the Government decision. The ABVP Kashmir which is spearheading the present agitation has warned to intensify the agitation if the students demand was not conceded by the Government immediately. Meanwhile, Messrs Opinder Raina and Vicky Pandita secretary and press secretary Kashmir ABVP have strongly criticised the Police for harassing the two innocent students of MAM College today. They in a joint statement alleged that two students Sunil Mantoo and Sanjay Pandita were forcibly evicted by Police from College premises and beaten ruthlessly after taking them into custody. The ABVP has also criticised the Principal Science College for his role and alleged that he was playing with the interests of displaced students. Addressing the demonstration in front of MAM College Mr Sanjay Koul warned that displaced students will intensify the agitation in case Government failed to redress the grievances of the students. |

Mr Sharma said it was irony that the Government was treating the Public Sector employees as second class citizens taking in account step motherly treatment being meted out to them. He said the PSEJAC believes in wait and watch policy but there is a limit to that. Mr Sharma said by maintaining silence the Government was forcing the PSU employees come on the streets. He warned that in case their demands were not conceded which included release of COLA with effect from January 1, 1999 and January 1, 2000, introduction of SRO 43, pensionary benefits release of arrears of pay and COLA, increase in daily wage rate. The leaders appealed the Acting Chief Minister Mr Ghulam Mohi-ud-Din Shah to take the things in their right perspective and save the PSUs from coming on the roads. It was decided to lodge symbolic protest in support of Himalayan Wool Combers Limited employees in front of Divisional Commissioner Jammu and Kashmir as well. The JAC demanded that salary of such employees should be paid at an earliest who have reached at the verge of starvation. Contraband willow clefts seized at Lakhanpur Excelsior Correspondent KATHUA, Sept 11: In its drive against smuggling of contraband goods like willow clefts the Excise and Sales Tax authorities at Lakhanpur check post seized vehicle No HIK 3794 loaded with cement and vehicle No JK02M 1137 loaded with vegetable trying to evade tax while passing through Basohli Morh. The vehicles were seized the heavy penalty imposed by by both Excise and Sales tax authorities. Two passenger vehicles trying to evade toll were also seized by Excise authorities on September 9 and penalized under rules. On September 10 a vehicles carrying contra band willow clefts numbering 2550 and Pukki were seized at Toll Post Lakhanpur by alert Toll Staff on duty. Process of initiating action under forest and narcotics has been started by the toll authorities. Deputy Commissioner Excise Toll Post Lakhanpur while lauding his staff for alertness has warned against complacency of any kind. |
