Sanskrit Sambhashan Shivir concludes Excelsior Correspondent JAMMU, Oct 28: A 10-day camp on "How to speak Sanskrit" concluded here toady. Atleast 65 students including teachers participated in the camp. As per a release, the valedictory function was presided over by Vaid Vishnu Dutt, MP, while Choudhary Piara Singh, MLA was the chief guest. Welcoming the gathering, Dr Koushalya Wali pointed out that in the scientific age, science and Sanskrit had to go together if humanity desires to survive. The campers also presented various cultural programmes in Sanskrit. The programme comprised small Sanskrit skits, group songs, short speeches with regard to the reaction of the campers about the Sanskrit camp. Pandit Moolraj Shastri emphasised the positive aspects of the Sanskrit language, its eternity and being the source of other languages. Dr Suresh from Karnataka mooted the opinion of the western scholar about the Sanskrit language. Shopenhaur was quoted by him as an example who said Upanishads are the solace of my life and the Upanishads will be the solace at the time of my death. Certificates of attending the said camp were distributed by the chief guest amongst the campers. In his short speech, he applauded the work of the J&K Branch saying the camps help in spreading the message of Sanskrit and Sanskriti. In his presidential address, Vaid Vishnu Dutt narrated the example of a meeting attended by him in Britain wherein a great soul appreciated the culture of India of which Sanskrit is the source. Vote of thanks was presented by Prof Satpaul Shrivatsa and function concluded with national anthem. |
20-yrs old case decided, rape accused acquitted Excelsior Correspondent POONCH, Oct 28: Principal District and Session Judge, Poonch Mr A K Shan acquitted accused facing trial in a rape case for more than 20 years. While acquitting the accused, the Judge observed that the testimony of the prosecutrix was un-trustworthy and un-reliable as she had given a version which runs counter to prosecution case and she had also motive to implicate the accused in false rape case as her husband and the accused had a dispute over some land property including a pathway. The judge further observed that accused had suffered un-accountable agony and mental torture for more than 20-years and during this period democles sword was hanging upon his head, which otherwise was a ground for dropping the proceeding. The prosecution case was that on the day of occurrence the two accused outraged prosecutrix in a room and sexually assaulted her against her consent. The case was instituted in the year 1980. The accused was represented by Mr J M Puri, advocate whereas Mr Maroof Khan, Public Prosecutor appeared on behalf of the State. Recently, Chief Justice Dr B P Saraf in his statement had directed all the judges to decide all those cases which are pending on the courts for more than 7 years. Following the direction of Chief Justice B P Saraf, District and Session Judge Poonch Mr A K Shan decided a large number of old cases ranging from 7-15 years and the litigants have heaved a sign of relief, said release issued here today. |

NC responsible for present crisis Excelsior Correspondent JAMMU, Oct 28: Toeing the line of Party High Command, the State Bharatiya Janata Party (BJP) today ruled out any support to the trifurcation demand of Jammu and Kashmir State as emanating from certain quarters here. Making the Partys stand known on the issue at a press conference here today, the State BJP chief, Mr Daya Krishan Kotwal categorically said that BJPs is not supporting the demand. He however, maintained that trifurcation can be a public demand and BJP can not stop any body from raising it. He alleged that the reorganisation demand is the outcome of continued discrimination to which the people of the State were subjected by the Congress and National Conference (NC) Governments. Mr Kotwal said that BJP wants that the people of the three regions should be given the political power by constituting the regional councils. "This is the only way to redress the grievances of the people of all three regions of the State who face discrimination at every step by the Government", he said, adding the funds earmarked for developmental works are being channalised for unproductive schemes which is the main cause of simmering resentment among the people of all three regions. He held NC Government responsible for financial crunch in state saying that there is no accountability on the part of Government. The BJP leader while expressing his doubts over the functioning of the State Government alleged that its policies are aimed at helping ISI in its gameplan. He said after the hounding out of Kashmiri Pandits from the Valley the ISI is making the minorities in the hilly reaches of Jammu region as their safe target to convert this belt into a Muslim dominated area. Mr Kotwal warned that this will have serious consequences and immediate steps be taken to curtail the activities of militants in this entire hilly belt. He demanded security and other incentives to minorities living in this belt and Kashmir Valley, besides strengthening of Village Defence Committees (VDCs). He alleged that militants are ruling roost in Madwa Dachan area of Doda district where the minorities feel total insecurity. He demanded that Government should immediately establish security pickets in the area to curtail the militants movement. My Party has brought this matter in the notice of Chief Minsiter, State Minister of Home and DG Police but till date no steps have been taken to provide security to the people in this hilly and remote belt. He alleged that fear psychoses prevail among the people in Kiyar Dachan in Doda district where despite the killing of eight VDC members in August this year no security picket has been established till date. Mr Kotwal while rejecting the demand of autonomy said this way NC leadership was trying to exploit the people once again and warned about flaring up of communal passions of the people by raising the bogey of autonomy and other demands. The Party general secretary Dr Nirmal Singh and vice president Mr Chander Mohan Sharma while referring the Governments announcement regarding holding of Panchayat and Local Bodies elections said that there is any apprehensions that Farooq Abdullah may postpone them again. They demanded thorough revision of electoral rolls before these elections. Mr Hans Raj Dogra another vice president demanded that border people who are killed in Pak firing be given Rs five lakh as ex-gratia relief. He also demanded metalling of Pargwal Road. |
HWCL employees dharna in 74th day Excelsior Correspondent JAMMU, Oct 28: The dharna staged by Himalayan Wool Combers Limited (HWCL) and Handloom Handicrafts Organisation (HHRO) Employees Association launched in support of their demands in front of Divisional Commissioners Office, entered 74th day today. As per a release the employees of HWCL and HHRO have launched dharna demanding release of 4 months salary and adjustment of their services in other Government departments because the Government closed down both the units abruptly on August 18 last without settling the fate of employees which forced them to resort to dharna. Mr Suresh Sharma, chairman, All Public Sector Employees Joint Action Committee Jammu, today visited the site of dharna and addressed the striking employees. He stressed upon the State Government to adjust the Himalayan Wool Combers Limited and HHRO employees on the same pattern by which employees were adjusted earlier in Government Departments. Mr Suresh Sharma also assured that Public Sector Employees Joint Action Committee was ready to give its full support for adjustment of employees of both the Corporations. The dharnaites have held that despite 73 days long dharna, the none from the Government has come forward to give them a patient hearing and concede their demand. They requested the Government for an early adjustment of their services in suitable Government departments and release of their salary at all the employees and their families have reached at the verge of starvation. They said the Chief Secretary had assured them about resolve to their demands. Serving an ultimatum to the Government to concede their demands within 10 days and in case their demands were accepted by then, they would be compelled to go on hunger strike in support of their demands. |
JKBL to go harder against loan defaulters: Khan Excelsior Correspondent JAMMU, Oct 28: Jammu and Kashmir Bank has launched a vigorous recovery drive to recover all those loans which have gone into default for one or the other reason. This was disclosed by chairman of the J&K Bank Mr M Y Khan, during his recent visit of Zonal Office Jammu in connection with annual meeting of executives of the bank. He said parties were being contacted at branch, controlling office and central office levels and persuaded to regularize their accounts. In deserving cases the requests for remission of part of interest were also being considered on merits. He added that wherever soft measures have failed, the bank is taking legal recourse. In about 150 cases, Kurkee warrants have been issued by the courts for attachment of properties of chronic defaulters, which were being executed. Mr Khan declared that the bank was liberal in granting loans to genuine parties for viable prepositions and has launched various new schemes like Educational Loans, Consumer Loans, Housing loan, car loan, personal loan schemes etc to meet the expectations of varied segments including individuals, professionals, salaried class and pensioners. The chairman said procedures have been simplified and loans being sanctioned without delay. Mr Khan made it clear that while the bank was liberal in granting loans it was equally bound to resort to tough measures for recovering the loans locked up in NPAs due to willful default of the borrowers. |

Super-speciality medical camp organised at Udhampur Excelsior Correspondent UDHAMPUR, Oct 28: A super-speciality medical camp, the third in the series, was organised at district hospital here in collaboration with District Administration. As per a release superspecialised consultations were provided by well known medical experts from Government medical College Jammu who included Dr Jitendra Singh, diabetologist, Dr Mohan Lal, Cardiologist, Dr Chander Mohan psychiatrist and Dr H S Soodan, skin specialist. Deputy Commissioner Udham-pur, who was also present on the occasion felicitated the specialist doctors. Dr Yash Pal Sharma, Deputy Medical Superintendent was the coordinator of todays camp, who had earlier on two similar occasions coordinated such camps held on August 28 and September 28 respectively. Dr Yash Pal Sharma was commended for his initiative and efforts to have carried out the experiment of holding superspeciality camps at District level for the first time in the State. Also present on the occasion were Medical Superintendent District Hospital Udhampur Dr G R Raina, specialists and staff of Udhampur hospital as also office bearers of Shiv Sena, Beopar Mandal president, president Chamber of Commerce and Industry, Mr Balak Ram, ex-MLA, social activists and members of Hospital Development Committee. JRRPIA members discuss problems Excelsior Correspondent JAMMU, Oct 28: Jammu Region Recognised Private Institutes Association (JRRPIA) has urged upon the Government to declare recognised private schools as voluntary organisations (NGOs) to make them more effective instrument in educational development of the society. According to a release, the executive body of the Association met here today to discuss various problems in the implementation of CPF/ Labour Laws / SRO 259, irrational distribution of grant-in-aid and manner and mechanism to conduct 8th class examination. Mr Jugal Kishore Gupta, president JRRPIA chaired the meet. The members also appealed the director School Education Jammu to convene a joint meeting of the field officers of the Education department and the elected representatives of recognised private institutes to evolve the manner and mechanism of 8th class examination to make the exercise purposeful. JKLF appreciates Shahs concern on Kashmir Excelsior Correspondent SRINAGAR, Oct 28: Jammu and Kashmir Liberation Front (JKLF) has appreciated the concern of Awami National Conference (ANC) president and former Chief Minister G M Shah for finding an ever-lasting solution to vexed Kashmir problem. Replying Mr Shahs letter wherein he had extended his help and sought cooperation from all parties to resolve Kashmir issue, Jammu and Kashmir Liberation Front Secretary General Dr Hyder Majazi said that JKLF will always be in forefront in the effort of former Chief Minister in resolving this long pending issue. The letter, however, made it clear that the struggle of JKLF will be for the "independence" of Kashmiris and not for the " Autonomy". The letter claimed that Kashmiris have sacrificed their lives for " independence" and not for grabbing the power. It further said that his party is for the welfare of the people of the State and not for its division. The letter further recalled the efforts of the party since its inception for having launched the struggle in this direction. It appreciated the efforts of Mr Shah for having shown his concern that all the political parties and intellectuals of Kashmir should join hands to find a solution that will be acceptable to the people of the State. "If no efforts are being taken for finding a peaceful solution to this vexed Kashmir problem, then the issue will continue to remain prolonged. No international power can also find a solution unless people of the State find it for their selves, the letter written in Urdu said. |

Excelsior Correspondent JAMMU, Oct 28: A deputation of Plus Two Lecturers Forum headed by its president, Mr R K Maini called on secretary J&K State Board of School Education Mr Aman Rathore and expressed serious concern over the withdrawal of TA and DA facilities and non issuance of duty slips to the evaluators engaged for this purpose by the Board authorities. As per a release, the deputationists while expressing their concern over the decision said this will create a great resentment among the lecturers. The deputationists also demanded that the evaluation timing be rescheduled from 12 noon to 6 pm instead of 2pm to 7pm. They said this way the majority of the lecturers can attend the evaluation work after performing their regular duties in their respective institutions. They said besides the present timing is inconvenient to those coming from far flung areas. The deputationists urged for improvement in the standard of refreshment served to the evaluators. Mr Rathore assured the delegation that their grievances will be redressed. The other members of the deputation include Messrs Tarseem Lal, vice president, Gurcharan Singh organisor and Vijay Sharma, office secretary. |
Postmaster killed in road mishap, girl commits suicide Excelsior Correspondent KATHUA, Oct 28: Mr I D Sangda, Postmaster Hiranagar was killed in a road mishap late in the evening yesterday while he was on his way to his home village Koota from the office. According to reports, Mr Sangda who was riding on a scooter bearing number JK0-8 4518 was hit by a speedy truck bearing number DLC 5220 on Jammu, Pathankot National Highway. He died in the way after succumbing to his injuries while being taken to GMC Hospital Jammu for treatment. The Hiranagar Police has registered a case and handed over the body to the family members for last rites after getting the post-mortem conducted. The postal employees in the entire Kathua district have expressed their profound shock and grief over the sudden demise of Mr Sangda. The work remained paralysed in all the post offices of the district as employees in large number participated in his last rites. In another incident a young girl Pali Devi, 18, resident of village Maheen committed suicide by consuming poison. She was referred to GMC Hospital Jammu in a serious condition but died in the way. The domestic problem was ascertained the reason behind her this extreme step. The Rajbagh Police has registered a case and the dead body is lying in the Kathua Hospital for post-mortem. |
Reasi Bar condemns news against Judge Excelsior Correspondent REASI, Oct 28: Bar Association Reasi in a meeting held here under the presidentship of Mr K K Dubey, condemned the news-item published in a section of the press pertaining the alleged rape in the residence of a Judge. The Association, in a resolution, took strong notice of the news item, particularly the way it was distorted in order to malign the reputation of a Judicial Officer, when there was no fact in it. The resolution asserted that the Police authorities of Reasi, in connivance with Jammu Police, had distorted and manipulated the facts. It said that the focus of the news-item was on the Judge in order to defame the Judicial Officer and the institution as a whole. The Bar cautioned the press not to publish such news items to lower the dignity of the judicial institution in future without concrete findings. |
Trifurcation of J&K only solution: JKNF Excelsior Correspondent JAMMU, Oct 28: Mr Tilak Raj Sharma, convenor of Jammu and Kashmir Nationalist Front (JKNF) has said that reorganisation of J&K with separate states of Jammu, Kashmir and Union Territory status for Ladakh and safe, secure and honourable settlement of Kashmiri migrants in the Valley was the only solution to the Kashmir problem. In a press conference here today Mr Sharma said that all sections of the people of Jammu belonging to all the six districts of the province cutting across caste, creed, religion and political affiliation favour the demand of statehood for Jammu. The opposition to the demand by the Kashmiri rulers is the outcome of their panicky reaction to the possibility of their hegemony, mechanisation to divide and rule and political black-mail. Their colonial and imperialistic attitude to exploit and oppress the people of Jammu and Ladakh and also vast majority of Kashmiris is betrayed by their outbursts against the possibility of trifurcation of J&K becoming a reality. By dubbing the demand as leading to communal divide, they are infact betraying their own communal mindset. The recent outbursts of Chief Minister Dr Farooq Abdullah, raising the bogey of Muslim majority character of J&K sought to be tempered with is the latest instance. The division of the state is aimed at overcoming the mutual regional tensions and distrust and to give justice to all the regions and sub-regions of the state. The raising of the bogey of communal divide by the ruling regime and their few henchmen is attempt at emotional blackmail of the out and out secular minded people of Jammu region. He pointed out that feeling of alienation with the Kashmiri dominated ruling class in Rajouri and Poonch districts is much more intense than than in other districts of the region. The people of Doda, Rajouri and Poonch have been subjected to neglect and discrimination in every field and injustice during all these years. The JKNF members disclosed that Jammu bandh call has been given by the organisation on Nov 6 as a mark of protest on the first day of the opening of civil secretariat in Jammu. All the trade, social and students organisation and some political groups have assured full cooperation. |
Environment Focus By Gopal Sharma It may sound incredible or shocking for some but its fact that the people belonging to different religions are not free to do anything or resort to any activity on the name of religion which may disturb the peace of others in the democratic India. The right to propagate and practice religion of ones choice does not mean aggravating noise pollution through amplifiers and loud speakers. The Supreme Court of India in a latest historical judgement has imposed restrictions on such practice, which cause serious affect on the common people. According to apex court ruling " The young babies in the neighbourhood are also entitled to enjoy their natural right of sleeping in a peaceful atmosphere." The court also made it clear that all such activities which disturb the old and infirm persons, students or children having their sleep in the early hours or during day time, or other persons carrying on other activities can not be permitted in the name of religion in a civilised society. Can a community or sect claim right to add to noise pollution on the ground of religion ? Should drum beating or use of microphones and loud-speakers that disturb the peace of the neighbourhood be permitted ? Considering these hard facts of life the apex court stressed: " Undisputedly, no religion prescribes that prayers should be performed by disturbing the peace of others nor does it preach that they should be through voice-amplifiers or beating of drums. Upholding the right of the aged, infirm, children and those afflicted with psychic disturbances to live in peace, the court said `` Any religion or sect should not adversely affect the rights of others, including that of being not disturbed in their activities." Despite restrictions from the apex court, the people in general continue to disturb the common people by organising Jagratas, through their activities in mosques, temples, Gurudwaras, Churches and other religious places. Even during Diwali festival the practice of fire-crackers continues for some days to disturb the neighbours. Besides the noise pollution, the smoke emitted from the explosive material is also very harmful for the health of the human beings and it causes air pollution. According to a study , with a one stroke on Diwali, about 4500 to 5000 trees are estimated to be burnt overnight. About 250 to 300 tonnes of paper is estimated to be used for making fire-works/ crackers on Diwali. For this purpose, the above mentioned green trees are required. The need is to think for a while over the damage being caused to green forests just for a fun sake. The awareness among the people about this fact is required to be created by the NGOs or other agencies working in the field of environment. The students and young children can play a crucial role if they are educated about it. Under Environment Protection Act 1986 and Air Prevention & Control of Pollution Act 1981, the permissible noise level has been fixed as 75 db during day and 70 db during night in industrial area. In commercial areas it has been fixed as 65 db during day and 60 db during night, in residential areas it has been fixed as 55 during day and 45 during night whereas in silence zone the minimum permissible limit is 40 db. The silence zone has been defined under the Act as the areas up to 100 metres around premises like hospitals, educational institutions and courts. Despite this all and banning of big crackers, causing loud sound, the open sale of such type of patakhas/ crackers is allowed. The enforcement agencies action is just an eye-wash and the court rulings are never honoured by the officials connected with the arrangements and issuance of permission to the cracker-dealers. The Act says that the banned fire works such as Chocolate bomb, chain crackers, Kali Patakha, loose crackers, Dhani Pataka, Dodoma, Seven shots, rocket bombs etc. should not be allowed to be sold or used for any purpose. Microphones should not be allowed to operate after 9 pm and before 7 am and it should never be allowed to operate for any time in the silence zone including vehicular horns. Unfortunately, the enforcement agencies including the Pollution Control Board, where a large number of employees have been inducted recently through the front and the backdoor have apparently yet to do justice with their job and the general public as well. The will on the part of the Government and the accountability of the agencies involved are equally important aspects to deal with this problem in the J&K State. |
Camp College students hunger stir in 15th day Excelsior Correspondent JAMMU, Oct 28: The chain hunger strike launched by the camp college students in support of their demands, entered 15th day today. The platform was today used by the Bharatiya Janata Party leaders, who took an opportunity to visit the venue and address the camp college students. Among those who expressed their sympathies with the striking students, included Pradesh Party president Daya Krishan Kotwal, vice president Chander Mohan Sharma, MLA Hans Raj Dogra, general secretary Nirmal Singh, former MLC Kashmira Singh, Bansi Lal Bharti, Shamsher Singh, Balji Koul, Mohan Lal Sopori, Shiban Krishan and L K Moza. The representatives of All Kashmiri Pandit Youth Front also visited the venue today. Meanwhile, those who sat on the chain hunger strike included Sunita Kapoor, Satish Pandita, Meenu Pandita and Sujit Matoo. Jatinder Reshi, Chairman of the Camp College Students Association while speaking on the occasion, warned the administration of " dire consequences" in case it failed to meet the demands of the striking students. |
Petitions challenging appointments under Rehbar-e- Taleem disposed off Excelsior Legal Correspondent JAMMU, Oct 28: Justice Tejinder Singh Doabia of the State High Court has disposed off six writ petitions challenging the appointments of teachers under newly launched " Rehbar-e-Taleem" scheme, with the direction to the Government to take the notice of the judgment given by Supreme Court in case of State of MP versus Dinesh Kumar and others and also, if so advised, to take some assistance from the rules framed by the Madhya Pradesh Government, as those rules have the approval of the Supreme Court. Justice Doabia also directed the State Government to remove the lacunas by March 31, 2001 in this scheme. " So far as the present appointments are concerned, these would continue to be regulated as per the previous policy, but the future selections to be made, should be in a manner that it doesnt run counter to the view expressed by the Supreme Court", the Justice ruled. These six petitions have been filed by the aggrieved candidates, who were not appointed as teachers under this scheme. They challenged the appointments of other candidates on various grounds, including the ground that under this scheme, only candidates belonging to that area can be appointed, but in certain cases, the outsiders were appointed and posted in the areas where educated unemployeds were available. While disposing off the petitions with a common judgment, Justice Doabia observed that the selection is almost on mathematical basis. " A person who possesses the highest qualification in the area is to be appointed under this scheme. He is to get honorarium of Rs 1500 per month for first two years and thereafter, he will get rupees 2000 per month. This also ensures to some extent the later being adjusted in the regular scheme. This aspect of the matter is dealt with in the last para of the scheme. There appears to be a genuine effort to involve the local population which would ultimately build up the future of the citizens of this country", it was observed. Advocates V B Gupta, M P Sharma, J R Arora, D S Thakur, K C verma and B S Bali appeared for the petitioners, whiles D S Chouhan represented the State and the Education department. |
No discrimination development: Slathia Excelsior Correspondent JAMMU, Oct 28: The Minister for Tourism, Parks and Gardens, Mr S S Slathia has today said that the Government is committed to provide equal opportunities of development to all the three regions of the State. Addressing a public meeting at Rajpur Kolar in Jammu district. Mr Slathia reiterated the resolve of the Government to accelerate the pace of development as the State is witnessing condusive atmosphere for such developmental activities. He said that the Government is committed to provide basic amenities of life to the people living in border areas on priority basis. Mr Slathia said that the Government is face to face with a number of problems. He said on one hand we are fighting a proxy war against Pakistan and on the other hand some vested interests and disgruntled politicians are busy in creating subversion and dissensions in different sections of society. Lambasting at these politicians, the Minister said that they are the real creater of militancy in the State. The militancy started here only when these politicians were in the power at the Centre. The Minister cautioned the people against the activities of these so called politicians. Referring to the forth coming Panchayat elections, the Minister exhorted upon the people to practise their franchise for the deserving representatives who may selflessly solve the genuine problems of the people and take keen interests for the development of their respective areas. Earlier, the Minister inaugurated 0.56 km long link road from Ratnuchack to Rajpur Kolar. The road has been completed by the PWD at an estimated cost of Rs. 11.75 lakhs with NABARD assistance and will benefit a population of about 2000. The Minister also disclosed that six schemes costing Rs. 226 lakhs have been sanctioned under NABARD Assistance programme and the proposal of such three schemes have eben presented to the authorities for early sanction for the development works in Vijaypur constituency. With the completion of all these schemes a population of 40,000 of this constituency will be benefitted. On the occasion, Master Noor Hussain, a NC leader also spoke and requested the people to cooperate administration in maintaining law and order and execution of development works. The Minister among others was also accompanied by Chief Engineer PWD, Assistant Manager NABARD and local officers. |
