JAMMU, Oct 24: Jammu Centre of the NIFD today celebrated its annual prize distribution function at Jammu Club. Former Miss India Ms Shefali Talwar was chief guest and she distributed trophies among the toppers and certificates among the passing out students.

Addressing the function, Mrs Vanita Thakur director the institute said that NIFD Jammu has been considered as one of the best NIFD centre. "NIFD has entered its 4th year and I feel as it was just yesterday that the though of opening up design institute entered my mind", he said, adding, "when the idea first came to my mind, it was not that I wanted to open up an institute that, simple taught the curriculum to the students. I wanted an institute that would churnout well groomed and confident individuals who would be endowed with multifaceted and multidimensional personalities".

She said that NIFD was committed to heralding such a direction by providing professional education with a team of expert faculty together with the best facilities. NIFD has earned the distinction of moulding young minds into bold individuals, who are able to achieve great success in whatever field they have chosen, be it fashion, textile or interior design.

"Looking to over whelming demand, tomorrow, we are going to launch a women’s garments and accessories store within the campus area. With the help of e-fashion this store would not only give Jammuites an access to the latest trends in the fashion world but also provide a platform to our students, to display their designs", she said, adding, "I assure you like NIFD, Fashion Planet will also give the best and will never compromise as far as quality is concerned. And I shall be looked after by a team of professional and experienced staff under the expert guidance of Miss Mansi Rattan and Miss Sodhi both NIFT Delhi pass out".

She informed that NIFD has been running 1 year and 2 years diploma courses in Fashion Design, Textile Design and Interior Design.

Miss Shefali Talwar in her address asked the students to inculcate confidence to compete with students of other parts of the country.

In the 1997-99 batch of Fashion Design 2 years Mr Shiveta Gupta was topper, Anku Jain was topper in Textile Design and Sakshi Gupta was topper in Interior Design.

Other topper included Raman Gupta in Interior Design, Arti Koul in Fashion Design and Matyree Ganguli in Textile Design ( All are students of the batch of 1998-99), Dimple Jain Fashion Design, Meenu Kallu Textile Design and Ambika Raina in Interior Design (All students of two years diploma of session 1998-2000), Rimpy Singh in Fashion Design of batch 1999-2000. Best student award for the year of 1997-99 was given to Mr Romi Salik the same award for the year 1998-2000 was presented to Ms Rupali Handa.

Leh, Oct 24 : It is not just trust fund but essentially a good soul and mutual respect and good relation among the teachers and between teachers and students that causes the growth of an educational institution, said Chang-Tse Chhos-je Rhtas Rinpoche at the forty-first annual function of Central Institute of Buddhist Studies (CIBS) at Choglamsar in Leh today.

While describing the institute as unique for its spiritual nature, he said, the purpose for which this institute was established is not yet fulfilled. CIBS came into being in 1962 after Chinese occupation of Tibet when Kushok Bakula and Pandit Jawaharlal Nehru felt the need to establish a Buddhist institute equivalent to Drepung, Sera and other famous Buddhist learning centers in Tibet. However, the standard of the institute is still low, Rhtas Rinpoche regretted.

Also speaking on the occasion Tokden Rinpoche, State Cabinet Minister, describing as a great learning center, said, it is through understanding compassion and not by wearing ornaments, having lots of money or becoming a top leader that the mind could be controlled. In a lighter vein he said even his mind got tainted being a leader and expressed his desire to quit leadership after two years. He said, CIBS despite going through a faltering past has produced great many scholarly persons like Jamyang Gyaltsan and others.

Tokden Rinpoche appealed the learned persons from the institute to go and give lectures in remote parts of Ladakh and other regions such as Paldar-Pange in Jammu. He also advised the monk students from different monasteries in the institute to learn sincerely abstaining from too much merriment.

Earlier in his address Principal CIBS Tashi Paljor presented the institute's progress report that included visits of several Union Ministers who made promises such as gracing the institute with the status of deemed University for which Culture Minister Anand Kumar promised to sanction eight crore rupees. In the next four years buildings at a new site being constructed are likely to be completed, he said.

Later students presented cultural programs and prizes were distributed among the students who excelled in various faculties including Buddhist Philosophy, languages, religious sculpture, Thanka painting, religious wood block carving and also in amchi system of medicine and Tibetan Astro Physics.

Meant to be an alternative replica of the Buddhist institutes in Tibet of pre-Chinese occupation CIBS was first set up at Leh in 1959 and then at Spituk in 1961 prior to its final establishment at the present site Choglamsar in 1973. The J&K government recognised its Shastri degree on par with UGC grades following the institute's affiliation with Sampuranananda Sanskrit University at Varanasi in 1973.

However, in the wake of conflicts within the institute inbred by the improper management system the institute did not see any substantial progress since its establishment. And once growing disinterest among the students towards the subjects taught due to misconstrued bleak career scope they offer compounded the impediment of the growth of the institute. However, in recent years some developments are apparent yet not in its much needed full pace.

Fire Services recommendations thrown to winds,banned crackers being sold unchecked

JAMMU, Oct 24: Recommendations of the Fire Services department are being thrown to winds again at the Fire-Crackers market at Parade Ground Jammu, despite the fact that 38 fire-cracker stalls had been reduced to ashes, causing loss worth lakhs to the traders during last year on Diwali festival.

Against the recommendation of sixty stalls for the Parade Ground market and a well planned site plan with all safety measures provided to the District Administration by the Fire Services department, the permission for over 90 stalls has already been given so far. Some change has also been observed in the plan just to accommodate more stalls with the possible intention to generate additional revenue ignoring the safety aspects again .

The crew of Fire Services Department under the supervision of two officers has been deployed alongwith a fire tender at the fire-crackers market. In Gandhinagar area, adjoining Apsara theatre, 35 stalls have been permitted by the District Administration, which is according to the recommendations, as per the availability of space. But the number is increasing considerably.

A senior official said that since Deputy Commissioner Jammu Mr R K Goel was not well, additional Deputy Commissioner Mr Ejaz Aqbal was supervising the allotment of space and functioning at the fire-crackers market. He said through draw of lots the space was provided to the parties those applied for the space.

Joint Director, Fire Service Jammu region, Mr R S Sodhi when contacted said that after meeting held in connection with the Diwali arrangements, a team of Fire Services department was asked to submit its recommendations and conduct the survey of the sites in Jammu taking into consideration all the safety measures. Accordingly, a team was constited and it completed its job taking into consideration the safety of the people and their property.

All possible safety measures had also been recommended last year but the traders and even some officials at lower level from concern agencies involved did not take serious note of it and this act caused extensive damage. The stalls had crossed the 100 marks last time. Thirty eight stalls were gutted but major tragedies were averted. He pointed out that despite recommendation of ten feet gap in every two stalls, just 2-3 days before Diwali, these gaps were filled by making more allotments and the entire row was razed to the ground.

In response to a question Mr Sodhi said, " This year we were more cautious and recommended that a gap of 14 feet should be there after every two stalls and total strength of the stalls (bigger and smaller), should not be more than 60. He said that a team of Fire Services officials led by Assistant Director Mr Dubey is supervising the sites for safety measures but District Magistrate was the enforcement and the allotment agency."

Another official disclosed that two days are left but the traders manage to get allotments in their favour and norms are being thrown to winds. The gap has been observed after three shops and some gaps are being filled despite objection by the Fire Services men. It has also been recommended for each trader to keep a small fire-extinguisher but none has installed so far.

However, Additional Deputy Commission, Mr Iqbal when contacted claimed, " We are strictly going by the recommendations of the J&K Fire Services authorities. The permission for 76 small stalls and 13 bigger ( whole sale) fire cracker stalls has been granted so far for Parade Ground and 35 for Gandhinagar sites. The space of 14 feet has been given after a set of every three stalls and Fire tenders have also been installed at both the sites."

In response to a question, Mr Iqbal claimed that the plan was revised again and moreover, some space was available with them as provision for twenty large stalls was kept and moreover, only 13 people applied for it. It could be possible for them to accommodate more traders. He said the site has been declared as no smoking zone and proper security arrangements have been made. The parking of vehicles inside the ground has been restricted.

Replying to another question on forcibly collection of donation of Rs 5000 in favour of Red Cross Society from each trader during allotment of space at crackers market, the ADC said the traders are giving it voluntarily. Those having bigger stalls are giving Rs 4000 while others with small stalls are giving Rs 700 as donation to Red Cross. He denied the allegations of forced donation. Moreover, Secretary Red Cross Jammu when contacted said that he was not aware of any such collection by the Red Cross Society.

It may be recalled that District Magistrate vide its recent order

has banned the big cracker like Chocolate bombs, chain crackers, Kali Pataka, loose crackers, Dodom, rocket bombs etc. but surprisingly these type of crackers despite a ban are easily available in the market. The ban appears to be just an eye wash.

Under Environment Protection Act 1986 and Air Prevention & Control of Pollution Act 1981, the permissible noise level has been fixed as 75 db during day time and 70 db during night in industrial area, 65 db during day and 55 db during night in commercial areas whereas, 55 db during day and 45 db during night in residential areas. In silence zone, it’s 40 db during night time. In violation of all these Acts and norms everything is going ahead under the very nose of Administration.

Administrator, Jammu Municipality Dr Pawan Kotwal washed his hands off and claimed that Municipal authorities’ role it just to provide space and collect revenue. The allotment is being made by the District Administration. However, he confessed that the Municipality was more cautious this time in view of last year’s incident of fire in which property worth over Rs 15-20 lakhs had been gutted.

Bootlegger among 12 arrested in Udhampur

UDHAMPUR, Oct 24: The police arrested a bootlegger and twelve others under Gambling Act from Katra and Chenani since last night.

According to SSP Udhampur, Mr Satvir Gupta a Katra police party headed by SHO, Ashok Sharma, conducted a raid at village Pangal and seized 800 litres of lahan and five bottles of country liquor. The lahan was destroyed on the spot.

One person arrested in this connection was identified as Prabhu Singh alias Paritam Singh, son of Amar Singh of Pangal in Katra. The equipment used in the distillation of wine was also seized. The accused was booked under 48 Excise Act.

The police in yet another raid conducted in Katra, arrested seven persons under Gambling Act. The gamblers were identified as Vikas Sharma, Dinesh Kumar, Raju, Ravi Kumar, Rakesh, Rattan Lal and Jyoti. Playing cards and Rs 6180 cash were recovered on the spot.

A Chenani police party led by DySP Sanjay Kotwal arrested five gamblers from Chenani. They were identified as Hans Raj of Ramnagar, Vijay Singh of Chenani, Hem Raj of Kanah in Ramnagar, Balram Singh of Chenani and Shah Mohammed of Chenani. The police also seized Rs 15,00 cash from them.

Army chief visits Northern Command

UDHAMPUR, Oct 24: Chief of the Army Staff Gen S. Padmanabhan visited the Northern Command headquarters and reviewed the situation prevailing in the northern theatre with the top army officers today.

Accompanied by president Army Wives Welfare Association, Mrs Roopa Padmanabhan, the Army Chief was earlier received by Lt Gen H M Khanna, General Officer Commanding in Chief Northern Command and Mrs Veena Khanna.

The GOC-in-C and other top Army officers briefed the Army chief about the situation and the present anti-insurgency operations being carried out in the area. The General was also given detailed information about the situation along the Line of Control in the northern theatre.

General Padmanabhan had also detailed discussion with the Army Commander on various other issues of contemporary operational significance and the strategy to effectively deal with the situation.

The COAS also visited 16 Corps where he interacted with the GOC Lt Gen A S Khanna. After brief discussion, the COAS left for Pallanwalla, Rajouri and Poonch where he visited some forward locations. He also spoke to some field commanders and took stock of the situation on the ground. The General is scheduled to return to Delhi tomorrow.

JMM flays Advani’s statement

JAMMU, Oct 24: Prof. Virender Gupta, president Jammu Mukti Morcha (JMM) has strongly criticised the Union Home Minsiter, Mr L K Advani for rejecting the demand of trifurcation of Jammu and Kashmir State.

While commenting on the statement of Union Home Minister, he said it is unfortunate that Central leaders turn blind eyes towards the cause of Jammu, overlooking the hard realities of the situation in the state and continue with their biased attitude towards Kashmir.

He warned that country may have to face serious consequences if the state was not divided as the integrity of Jammu and Ladakh regions, their cultural and ethnic identities, their demography and historical identities are under severe threats not only from the Pakistan but from the Kashmir.

He alleged that there are plans to divide the regions on communal lines, delink Muslim areas from them and create Kashmir like situation in these regions.

He said the enhancement of terrorist activities in Jammu region after 1996 when Farooq Abdullah came to power clearly reflects the Autonomy Committee and regional Autonomy Committee reports clearly show the inner designs of the present State Government.

Prof Gupta said it is totally unfortunate that BJP which claims to have sacrificed for the cause of the people of Jammu region and fought against the Kashmiri domination is also pursuing the policy of appeasing the Kashmiris ignoring the aspirations and the genuine grievances of people of Jammu and Ladakh regions.

Prof Gupta warned the Centre that Jammu region is sitting on the volcano of discontent and any further neglect of its voice may create such a situation which will be very difficult to tackle.

SRINAGAR, Oct 24: State Vigilance Organisation has booked an officer of the Estates department in corruption case.

An official spokesman giving details said that a case FIR No. 48/2000 in Police Vigilance Organisation Kashmir has been registered against Mr Mohammed Khalil, the then Estates officer in the office of Deputy Director Estates, Srinagar.

The action was taken after a report was received by the SVO, alleging that Mohd Khalil fraudulently facilitated drawal of two bills amounting to Rs 1.86 lakh and Rs 27,560 on account of hotel rent hired by the Estates Department. The money had been drawn on production of fake bills at the instance of Khalil who had verified and checked the bills.

The records seized indicated that the bills in question were neither issued by the hoteliers. The hoteliers even denied having received the payment. A total amount of Rs 2.14 lakh has been misappropriated by the accused officials. Further investigation was in progress.

Meanwhile, the court of Special judge Anti-Corruption Kashmir has framed charges against Mr Ghulam Qadir Magrey, the then Block Development Officer Ganderbal, Ghulam ud Din the then Section officer, Girdhari Lal Raina, accounts assistant and others in case FIR No. 13/83. The case relates to misappropriation of funds by preparing fictitious muster sheets and making attendance of the labourers fraudulently in pursuance of a criminal conspiracy.

The Government had accorded prosecution sanctions and the challan in case was presented by the SVO in the court of Special Judge Anti-Corruption. After the court was convinced, the accused were charge-sheeted.

According to a press release, Prof S C Anand, general secretary, BVP, Mr M.G.S Sawhney, secretary of the branch welcomed the participants. Prof. Ved Kumari Ghai gave a brief account of the relevance of Vedas and Pooja and explained that celebrations of Diwali is associated with coronation of Lord Rama. Prof V P Gupta recited his latest poem. Young children Tammana, Akshi Sangra, Palak and Dipanshu Sharma represented Rama, Sita, Lakshaman and Hanuman while Kadambri Gupta posed as Bharat Mata to give a religious and national fervour on the occasion.

A Pooja Thali decoration competition by ladies was conducted in which Mrs Seema Sharma bagged first prize, Mrs Sneh Gupta second prize and Mrs Tanu Jain got third prize. Pooja Nanda, Richa Mehta and Ruchi Mehta were given consolation prizes.

Mr J B Suri president BVP, Trikuta Nagar narrated the objectives of the BVP and specifically referred to the opening of ‘Viklang Registration’ centre in its branch office at Trikuta Nagar to assist the Viklang for getting the artificial limbs and accessories.

Mrs Pushpa Chawala, Principal, JK Public School threw light on the significance of Diwali which taken us from Darkness to light. It should help us to remove ignorance and bad practices from the society.

For district committee Poonch, Anil Kumar Maini, Haji Mohd Sadiq and Mahesh Sharma have been appointed as senior vice presidents. Sunil Kumar Gupta, Mohd Sadeeq Naaz, Kher Singh and Khem Raj Bakshi have been appointed as vice presidents. Satish Kumar Sasan, Ch Mohd Rashid and Moulvi Sammas Din will be the district general secretaries, while’s Pardeep Sharma, Peer Razza-Ullah Shah and Arvind Lamba have been appointed as secretaries. JAMMU, Oct 24: Bharatiya Janata Party activists today held a rally at Dogra Chowk here in connection with 116th birth anniversary of Pt Prem Nath Dogra.

Union Minister of State for Civil Aviation, Prof Chaman Lal Gupta, was the chief. In his speech, he alleged that the follies of the previous governments of Congress and National Conference were responsible for the present day turmoil in the State.

Prof Gupta said that it was only Pt Prem Nath Dogra who stood like a rock and fought for his nationalist views. He told the gathering that the real tributes to this great leader will be to follow his path, principles and views.

CS reviews census operation

Srinagar, Oct 24: Chief Secretary, Mr. Ashok Jaitly today reviewed the progress of census operation in the State at a high level meeting held here.

Chief Secretary complimented Deputy Commissioner, Baramulla for successfully completing the operation. The operation in Anantnag is also nearing completion.

While the Government has sanctioned additional honorarium for the employees engaged in the census work, instructions have also been issued to all the Deputy Commissioners to identify those employees who have tried to obstruct census operation.

20,000 constituencies go to panchayat polls

Srinagar, Oct 24: The Chief Secretary, Mr. Ashok Jaitly took stock of the arrangements being made for conduct of panchayat elections in the State at a high level meeting held here today.

More than 20,500 panchayat constituencies will go to polls in phases commencing from 5th January next year. Of these, 10,460 constituencies fall in Kashmir division and 10,088 in Jammu division. As per the electoral rolls of 1997, as many as 35 lakh electorate will have voting rights.

Chief Secretary asked the Rural Development Department and the Deputy Commissioners to work out a schedule immediately for conduct of smooth, free and fair panchayat elections.

Impressing upon the importance of the elections, the Chief Secretary said that funds for development works will be spent through panchayats only. This will lead to empowerment of the people at grass-roots level. He stressed upon the Deputy Commissioners to ensure maximum participation of the people in this exercise being held after 23 years.

The arrangements were also discussed regarding printing of ballot papers and related matters.

Shafi asks to improves academic activities at the under graduate level
B.I.T., B.C.A., Management and Mass Communication courses being introduced at college level

Srinagar, Oct 24: The Minister for Education Mr. Mohammad Shafi has asked the Principals of the Degree Colleges to revive and improve the academic and other curricular activities in the colleges.

Presiding over a meeting of Principals of Degree Colleges, the Minister asked the Principals to restore the working schedule from the next academic session and improve the administrative system in their colleges. He said that there is a need to maintain better co-ordination among teachers at the college level.

The Minister called for making the colleges centres of excellence as there is a great scope for improving the academic activities at the under graduate level. He said that the active participation of the Principals is necessary for framing policies and plans in future.

Referring to the various problems faced by the colleges the Minister said that all possible measures are being taken to solve them.

The meeting took various decisions for improving the system of education at college level. It was decided that new courses like B.I.T., B.C.A., Management and Mass Communication, etc. will be introduced at under graduate level in phased manner.

Mr. Shafi said that a programme for introduction of Science subjects in the Degree Colleges which do not have this facility is being taken up in a phased manner. He said that additional funds will be provided to the colleges for augmentation of laboratory materials and equipments where ever necessary. It was also decided in the meeting that powers and functions will be decentralised to enable the Principals of the colleges to have minor repairs, renovation works carried out at local level. The sports personnel will be provided to the colleges by internal arrangements and sports items purchased out of local funds.

Among others who attended the meeting included Principal Secretary, Education, Ms. Sushma Choudhary, Director, Colleges, Mr. Muzaffar Ahmad Khan and Principals of the Degree Colleges.

CM reviews pace of work on Chrar-I-Sharief shrine

Srinagar, Oct 24: Work on the construction of Dargah which forms first phase of Sheikh-ul-Aalam complex at Chrar-I-Shrief, is going apace and is expected to be completed by June next at a cost of about Rs.3.25 crores.

The Chief Minister, Dr. Farooq Abdullah, who is also the Chairman of the J&K Muslim Auqaf Trust (MAT) accompanied by the Finance Minister, Mr. Abdul Rahim Rather and Chairman J&K Bank Ltd. Mr M. Y. Khan visited the holy Shrine at Chrar-I-Sharief this morning and reviewed the pace of progress on the complex. He also paid obeisance at the shrine and prayed for peace and prosperity of the State.

The Vice Chairman, MAT, Mr. Ghulam Nabi Kochak briefed Dr. Abdullah about the salient features of the complex and said that the floor area of Dargah-i-Sharief has been increased to 15,000 sq.ft. against the original floor area of 6,500 sq.ft.and so far Rs.2.25 crore have been incurred on it.

Dr. Abdullah announced that soon after the completion of Dargah-i-Sharief, work on the construction of the Khanqah, would be completed at a cost of Rs.4 crores in four years. The new Khanqah will have central heating system.

He urged the authorities for taking up of a school complex in the area where besides, normal curricular activities training would be imparted to students in Information Technology (IT) has vast potential for employment generations opportunities. He said J&K Bank has agreed to provide finance assisting for purchase of computers. The Bank has also decided to provide funds for the construction of Library Block in the area where valuable manuscripts of the Shrine would also be kept for the use by the students and research scholars.

Dr. Abdullah was shown gold plated Austrian Chandeliers purchased for the Shrine at a cost of about Rs.8 lakhs. He gave on the spot instructions for purchase of 8 ft. dia chandelier from Austria for the dome above the mausoleum. Dr. Abdullah directed the concerned architects to raise plane glass shattering around the mausoleum and remove all the shabby structures there.

The Chief Minister was delighted to see the famous wooden khatamband ceilings and walnut wood carved penals fitted with pillars and certain beams. The decoration part of the shrine has been entrusted to Ess Que Furniture Works, Srinagar which alone is expected to cost over Rs. 1.50 crores.

The whole complex would have most modern illumination system on the pattern of holy places in Mecca and Madina to recreate its spiritual sanctity.

An 18 ft. wide and 1000 ft. long double arched colonnade would encircle the whole Shrine complex which would be covered by transparent roofing of fiber glass to provide shelter to the pilgrims during winter and summer seasons.

J&K Shiv Sena reorganised

JAMMU, Oct 24: The Jammu and Kashmir unit of Shiv Sena has announced the body by nominating Messrs Shashi Abrol as state vice president, Rajinder Gupta as state secretary, Sudhir Singh Jamwal, state chief Cultural Sena, Makhan Singh Ambaraya, state Kissan Sena chief, Gotam Gupta, Pradesh Publicity chief.

S Jagdev Singh Advocate has been nominated as legal advisor, Madan Lal Aggarwal, general secretary district Jammu. Jatinder Malhotra, Master Jagdesh Raj and Madan Lal Sharma have been nominated vice presidents for district Jammu. Sanjeev Kohli is the secretary for Jammu district, Dimp Raj Kohli and Hit Bandu Gupta as joint secretaries for district Jammu. Kishori Lal Verma is Pradesh chief Udyog Sena and Avenash Bhatiya, Jugal Kishore, Darshan Singh and Navrang Aggarwal are its vice presidents.

Sita Ram, Ramesh Khajuria, Dalip Kumar, Ramesh Sharma and Suresh Kumar have been nominated as publicity vice presidents. Pawan Singh will head the Kissan Sena block Bhalwal while Ashwani Kumar, Vaishno Dass, Ashwani Gandhotra, Sushil Sharma, Sanjay Kumar, Vikrant Sharma, Rajinder Sharma and Ashok Sharma have been appointed as district vice presidents of Jammu City.

Raj Kumar Grover is the general secretary Jammu City, Mohan Lal as president district Udhampur, Vijay Sharma, Sushil Kumar and Anil Kalsotra as vice presidents district Udhampur. Ravinder Khajuria is the district secretary for Udhampur while Rajesh Kumar is secretary for district Udhampur, Dilip Arora City president Udhampur, Joginder Verma City Udhampur vice president and Gopal Krishan Dogra as secretary City Udhampur.
