Indian
communalists are buttressing Jinahs two-nation
theory From Ahmed Ali Fayaz SRINAGAR, Oct 24: Chief Minister Dr Farooq Abdullah today lambasted New Delhi for anti-Kashmir bias and warned the Government of India that it should get ready for the creation of another Pakistan as communalists were ruling the roost and destroying the secular fabric of this nation. He warned that communal overtones and the demand for trifurcation of Jammu and Kashmir would inevitably lead to Indias fragmentation on the basis of religion. In his hard-hitting speech against the Centre perhaps the first of its kind since his return to power in 1996 Dr Farooq Abdullah was all fire that communal elements with blatant anti-Kashmir prejudice in New Delhi were creating all possible hurdles in the economic development of the Muslim-dominated Jammu & Kashmir state. A fiery and furious head of the National Conference Government, while making his speech at the Foresters Conference-2000, exclaimed with grief and sorrow that a many people at New Delhi were "dead against our progress and development". "They take pleasure in making us beg. They think that we can beg, always and every day. But, I tell them all that Farooq Abdullah has never learnt begging. I have no weakness for power", he said. In pin-drop silence at the crowded SKICC auditorium, Dr Abdullah took strong exception to Indian bureaucracys criticism that there was non-governance and corruption in Jammu & Kashmir and alleged that it was all aimed at blackmailing and suppressing the State leadership and establishment. Citing a typical example, he said that the Planning Commission had with-held the Central financial assistance on the ground that there had been irregularities in Dal Development project. He admitted that there were some complaints of misappropriation in the project which were being investigated by the state Vigilance Organisation but argued that finalisation of the States annual plan could not be delayed on such irrelevent grounds. "They (Centre) say our officers are good, yours are bad. Ours are efficient, yours do-nothing", Dr Abdullah said and asked New Delhi, rather bitterly: "You destroyed the State for seven years (of Governors and Presidents rule). You collected revenue worth Rs 100 Crore. We collected only Sales Tax worth Rs 700 Crore in four years. You realised just Rs 58 Crore of electric tariff for seven years. I have target of Rs 300 Crore this year alone. Still, you teach us governance and taunt us with non-governance!". He referred to his father late Sheikh Abdullahs one-time famous advice that Kashmiris should partake potatoes but not bow and rely on the Centre. Dr Abdullah lamented that some "vested interests" in Jammu and New Delhi were crying hoarse that every pie of the Central assistance was being swindled by the State politicians and officials. He said that Rural Development Department had been the main target of such elements. He said that three years back, a Central team had asserted that bunglings were galore and works existed on papers alone. Then Rural Development Minister Mr Abdur Rahim Rather spread the map of all executed works and asked the Central minister to personally visit the sites of the latters choice and check the progress. When the team returned after a random inspection of the works, it observed that this kind of progress was nowhere else in India. "Sometimes they raise the bogey of discrimination against Ladakh. Sometimes they cry of our excesses against Jammu and bias against the minorities. But, Prophet of Islam has taught us respect and equal rights for minorities", Dr Abdullah said. "Those who believe in discrimination are sitting there (in New Delhi). They have always stoked the fire (of communalism). Woh aaj bhi aag laga rahe hein ki Ladakh ko alag karo, Jammu ko alag karo", the Chief Minister grumbled and warned: "The day this State is divided on communal lines, Jinnahs spirit will laugh on you. We have never accepted two-nation theory nor shall we accept it ever in future. But, they (communalists) vindicate Jinnah. In case they have to divide this State on religious demarcations, they should get ready for (the creation of) another Pakistan and Indias fragmentation on communal lines". "I am not a Pakistani or Chinese Muslim. I am proud of being an Indian Muslim. But, dont test our patience every time. You have already given us a many stains. Beware, dont lit a fire. It wont stop then. Enough is enough. I wont reconcile any more", an irate Dr Abdullah addressed New Delhi and turned to his audiences who listened with rapt attention: "Dont bow your head. A many people will be sold and bought here". A cynical and contrite, Dr Abdullah regretted that he had chosen to be too obsequious to the Centre. "I wish I had worshipped and prayed to God for the time I served them obediently", he said with a note of repentance. |
First-ever BJP-led Govt in Goa PANAJI, Oct 24: The BJP today assumed reigns of power for the first time in Goa heading a coalition Government with Manohar Parrikar sworn in as the Chief Minister after beleaguered Francisco Sardinha bowed out of office without facing a confidence vote in the State Assembly. Parrikar, 45, a Metallurgical Engineer from IIT and leader of the BJP Legislature Party, was sworn in along with a 14-member Council of Ministers by Governor Mohd Fazal at a simple ceremony at the Raj Bhawan marking the change of guard for the 13th time in a decade in the State. Parrikar said the Governor had not asked him to prove his majority claiming Fazal was satisfied with the list of MLAs "I submitted in support of my strength in the 40-member House." Parrikar has claimed support of 22 members in the 40-member House, which includes its own 18 members, two MLAs from Maharashtrawadi Gomantak Party (MGP) and two others. The Parrikar Ministry comprises 13 from BJP and one from MGP and accommodates all those who recently quit Congress and its splinter group and joined the party. Parrikar was invited to form the new Government following the resignation by Sardinha without facing the vote of confidence as directed by the Governor after his 11-month-old Government was reduced to a minority last Saturday. Sardinhas fate was sealed when in a development late last night, four Ministers from his Goan Peoples Congress Party (GPCP) - Alexio Sequeira, Francisco Desouza, Venkatesh Dessai and Arecio Desouza - resigned and formed a new party. Sardinha quit this afternoon shortly before a special session of the Assembly was to take up the trust vote. Former Chief Minister Ravi Naik, former Union Minister Ramakant Khalap, Digambar Kamat, Sheikh Hassan Haroon, Prakash Velip, Pandurang Raut, Suresh Amonkar (MGP), Sanjay Bandekar, Prakash Phadte, Manohar Ajgaokar, Philip Neri Rodrigues, Jose Philip Desouza and Ramarao Dessai were all sworn in as Cabinet rank Ministers. Barring Parrikar, Ajgaokar, Rodrigues, Desouza and Dessai, others have served as Ministers at one time or other. During fast-paced developments, Congress suffered a third split since the Assembly was formed. The first split was when Sardinha broke out, toppling the Congress Ministry and forming his own Government with the help of the BJP, eleven months back. Four members of Congress party along with another four member group of former Congressmen had merged with BJP raising the partys strength from earlier 10 to 18. Another group of five MLAs had split last August from Congress to form Congress (Shaikh Hassan group), which itself split when four of them joined the BJP on Monday. The process set in motion by Sardinha, however, boomeranged on him when the BJP followed in his footsteps and withdrew support, toppling his Government with the support of eight former Congressmen. RSS high command irritates
minorities From B L Kak NEW DELHI, Oct 24: In a dramatic turn of events, a new leaf has been turned in the crisis-ridden political history of Kashmir. A top non-Kashmiri politico-religious personality has opened a direct line with the controversial All-Party Hurriyat Conference (APHC) in Kashmir. He is none other than Syed Ahmed Bukhari, the newly-installed Shahi Imam of Delhis Jama Masjid. Political and official circles in the Union capital have been taken by surprise with Syed Ahmed Bukhari going a step ahead of his father, who "coronated" his son as the Shahi Imam of the all-important centre in Delhi, the Jama Masjid, a few days ago. Syed Ahmed Bukhari, soon after taking over as the grand priest, called for a meeting with Kashmirs Hurriyat Conference. And the invitation from the Shahi Imam in this regard was promptly accepted by the All-Party Hurriyat Conference. President of the Awami Action Committee(AAC), Mirwaiz Umar Farooq, who is considered a prominent leader of the Hurriyat Conference, personally contacted Syed Ahmed Bukhari in Delhi on Sunday. This information was divulged by the Shahi Imam himself. The meeting between the two politico-religious leaders, which lasted about an hour, covered various aspects of the Kashmir situation, including possible cooperation between the two. The two leaders also discussed the alleged human rights violations in the Valley by the Indian security forces. Syed Ahmed Bukhari is not prepared to divulge all that transpired between him and Mirwaiz Farooq. He described as "very satisfactory" the session he had with the Kashmiri leader. The Shahi Imam has found Mirwaiz Farooq "very keen" for a peaceful dialogue between the Kashmiri leaders and Delhi. The Shahi Imam declined to be drawn into discussion when he was approached for his position on Kashmir. All that he chose to state was that it was for the Union Government and others to hammer out a solution. "I am concerned only about the innocent lives being taken by the militants on the one side and by the Indian Army on the other", he said in reply to a question. The Shahi Imam will continue his contact with the Hurriyat Conference. This assurance was given by him to the Mirwaiz Umar Farooq. The Shahi Imam has also accepted the Hurriyats invitation to visit Kashmir. No date has been fixed in this connection, as Syed Ahmed Bukhari wants separate sessions with other Hurriyat leaders, particularly the APHC chairman, Prof Abdul Ghani Bhat. Establishment of a direct line with Kashmirs Hurriyat Conference by the Shahi Imam has come at a time when the RSS high commands increasingly belligerent tone has necessitated the think-tank within Delhis Jama Masjid to strongly recommend setting up of a new broad-based political party for Muslims. And if there was any doubt about it, it was set at rest by the Shahi Imam himself when he said that he would play a "direct" role in forming the new political party for his co-religionists. He has planned to convene a meeting of Muslim leaders for an in-depth discussion on various issues, before the new organisation comes into being. The Shahi Imam has held the Sangh Parivar, the BJP included, responsible for the circumstances leading the average Muslim to think of having a new effective forum for the preservation of the minorities rights and privileges and interests. The Shahi Imam, in an interview, regretted that the Muslims residing in the vicinity of Jama Masjid were being projected by the Sangh Parivar as anti-national. "It will be my religious responsibility to counter this image and to make it clear that we Muslims are as national as anyone else", he asserted. He offered clear hints about his enhanced political role in the changing situation. Well before his installation as the Shahi Imam, Syed Ahmed Bukhari (as the deputy to his father when he was the Shahi Imam till the other day) determined the political line of the Jama Masjid. At one time in the past, Syed Ahmed Bukhari created a stir when he formed the "Adam Sena" as a counter to the Shiv Sena. The "Adam Sena" petered out with the passage of time. In the changed scenario, he has no plans to repeat the "Adam Sena" experiment. He revealed that the new political party for Muslims , which would work within the framework of the Constitution of India, would challenge the BJP and others who used Muslims for their own ends since the countrys Independence. |
Algeria backs India on Kashmir ALGIERS, Oct 24: Algeria today backed Indias stand that Pakistan-backed cross border terrorism in Jammu and Kashmir must end and aspirations of people there for peace and normalcy must be met. "Algiers believes that the Kashmir issue should be addressed bilaterally between India and Pakistan and terrorism there must end and the aspirations of the people for peace and normalcy must be met," External Affairs Minister Jaswant Singh told reporters here after wide-ranging talks with Algerian Foreign Minister Abadelaziz Belkhadem. Algeria, a member of the Organisation of Islamic Conference (OIC) and Arab League, has steadfastly shared New Delhis concerns over Islamabads persistent attempts at internationalising the Kashmir issue and has frequently spoken against Pakistan-sponsored resolutions on the issue at OIC. It has also at times given written reservations of them. Singh, who later called on Prime Minister Ali Benelis, said both sides stood for early restoration of peace in violence-hit Gaza Strip and other areas in West Asia. Replying to questions on the issue of terrorism since Algeria has been fighting Islamic fundamentalists since 1992, Belkhadem said his country has been "actively" trying to ensure existence of an international mechanism to combat terrorism. "India and Algeria have convergence of views on the issue," he said. Outlining the outcome of his talks with Algerian leaders, Singh, the first Indian Foreign Minister to visit Algiers in the last 15 years, said "we have resolved to work together in diverse fields at the bilateral and international levels." Singh and Belkhadem signed a Memorandum of Understanding (MoU) for enhanced consolations between the Foreign offices. The MoU envisages visits by Indian and Algerian official delegations to each others country every alternate year. On defence cooperation between Algiers and New Delhi, Singh, who arrived here yesterday on a three-day bilateral visit, said the issue did figure in talks with his Algerian counterpart. The two sides, he said, discussed training of personnel of the armed forces but did not elaborate. Algeria had been considering importing defence equipment from India as majority of its military hardware is of Russian origin. It has been exploring various options for purchasing spares for its MiG series combat aircraft, and also buying helicopters, vehicles, night vision devices and communication equipment. It has also been looking for a partner for refurbishing its two kilo class submarines. Terming his talks with the Algerian leadership as "very productive, very frank and comprehensive", Singh said bilateral economic cooperation also featured in his parleys besides issues of common concerns. Singh lauded the efforts of the Government of President Abdelaziz Boutefilka in working towards restoration of democratic polity and order in this country where nearly one lakh people have been killed in civil war in the last eight years. He also met Algerian oil company Sonatrack for joint exploration and development of 84 oil fields wells in Iraq. Officials said the agreement on the one billion US dollar joint venture is expected to be signed later this month. Singh is likey to call on the Algerian President tomorrow. (PTI) |

BJP replaces Gupta LUCKNOW, Oct 24: In a sudden development, BJP today decided to replace Uttar Pradesh Chief Minister Ram Prakash Gupta with party strongman and Union Minister Rajnath Singh ahead of the splitting of the State that may sharply reduce the majority for the coalition Government and to prepare for the Assembly elections next year. The decision, though speculated for long, came at a meeting Prime Minister Atal Bihari Vajpayee had in Delhi with Home Minister L K Advani and partys UP unit president Kalraj Mishra who announced it here. Soon after returning from Delhi, Mishra told a press conference that Singh, a former State party unit president and considered a heavyweight in State politics, was chosen after Gupta expressed the desire to quit citing health reasons. The BJP Legislature Party will meet here tomorrow to formally elect Singh as its leader. He is likely to be sworn in on October 28, party sources said. Mishra said BJPs allies in the Government were taken into confidence before deciding on the choice of Rajnath Singh as the new Chief Minister. Singh had a meeting with Vajpayee soon after the decision about the change of leadership in Uttar Pradesh. The replacement of septuagenarian Gupta, whose choice exactly a year ago to succeed Kalyan Singh had raised eyebrows, was almost coming after the party lost badly in the recent Panchayat elections. With the scheduled creation of Uttaranchal State next month, over a score of BJP MLAs from the region would shift to the new State which is likely to reduce the majority of the party-led Government in Uttar Pradesh to a wafer-thin two. The move triggers speculations if the State would witness fresh Assembly elections earlier than the scheduled time of October next year. Mishra, however, today ruled out such a possibility. |
CRPF IG for political solution to Kashmir Excelsior Correspondent SRINAGAR, Oct 24: CRPF Inspector General P C Joshi today said a political approach was needed to resolve the Kashmir problem. Joshi told reporters here that the people of Jammu and Kashmir "are fed up with the continued militancy and want peace to return to the Valley. A political approach is needed to set things right in the State." He said "as long as the issue continues to hang in balance, militancy will continue in the State." However, Joshi maintained that the situation in the Valley was well under control. He said the counter insurgency grid in the State was weakened during the Kargil war last year due to sudden withdrawal of Army from internal security duty but after the success in Kargil, the whole situation in the State was assessed and the forces were redeployed to effectively counter the militancy, he said. Joshi said the militants were now avoiding direct confrontation with security forces and depending more on Improvised Explosive Devices (IEDs) and land-mines to cause casualties. There was excellent coordination and coperation among various security agencies in the State, he said. "However, to achieve the common goal of eradication of militancy from the State and establish peace, initiation of political process is a must." Referring to the massacre of Amarnath pilgrims on August one, he said it was not the lone incident which took place on that day. In fact, 102 people were killed by the militants across the State at the behest of Pakistan to derail the peace process initiated by Hizbul Mujahideen, he said. |

India will defeat Pak proxy war: Advani NEW DELHI, Oct 24: India is determined to defeat Pakistan in the proxy war it has unleashed in Kashmir and the situation in the Valley is fast returning to normalcy, Union Home Minister L K Advani asserted here today. "Having realised that it is impossible to beat India in a direct war, Pakistan changed its strategy to proxy war, which is more difficult than conventional conflicts. Yet, our security forces have proved in the past 10-12 years that we will emerge victorious in this war too," Advani said. He was addressing officers and jawans of the Indo-Tibetan Border Police (ITBP) on their 38th Raising Day parade here. Fresh from his tour of Jammu and Kashmir along with Defence Minister George Fernandes, Advani said that unlike in the last three years, tourists were flocking to the State in large numbers. Paying rich tributes to the personnel of the armed and para-military forces for safeguarding the nations unity and integrity, Advani said it was for this very reason that they commanded the highest respect of the citizens. APKHC opposes holding of Panchayat polls SRINAGAR, Oct 24: All Party Kashmir Hurriyat Conference (APKHC) has described the proposed panchayat elections in the State as a "drama" aimed at misleading the world community about the explosive situation in Kashmir. Prasada seeks to stall process of Cong chief election NEW DELHI, Oct 24: Dissident leader Jitendra Prasada today sought to stall process of election of Congress president by demanding list of delegates before issue of notification for the November 11 poll tomorrow even as central election authority ruled out any change in election schedule. Prasada, who has given hints of taking on Sonia Gandhi in the elections, has written another letter to the chairman of partys Central Election Authority (CEA) Ram Niwas Mirdha questioning the "inordinate delay" in publishing the list of PCC delegates and has demanded the election process should start only after making the lists available. Prasada, however, told PTI he was still awaiting a response from Mirdha. Earlier, Mirdha told PTI at AICC headquarters, that list of delegates would be provided to contestants as and when they were available to the authority. "Everything is going on schedule", Mirdha said when asked about reports of postponement of elections of PCC presidents in several States. Making it clear that the Congress presidents election would go ahead as scheduled, he said the CEA had made concerted efforts for free and fair organisational polls by addressing grievances and complaints of partymen at various levels.
