A welcome verdict

Sir,

This is in reference to the news item regarding High Court decision to ban old vehicles in Jammu/Srinagar cities in a P.I.L. case.

The judge of the court deserves the sincerest greetings for initiating action in this behalf. I remind the authorities about the smoke spewning vehicles, while ascending the roads at Jammu and especially the road leading to Director Health Services quarters of very senior doctors where Pinkish bricks have turned blackish, which every Jammuite experiences. The old vehicles have made the life of people miserable by polluting the atmosphere.

Withdraw statement, not posts-I

Sir,

This is with reference to the letter Withdrawal of Teachers posts by Bhushan Singh Katoch Published in Daily Excelsior, dated 16-10-2k. The author deserves congratulations for re-acting against the issue intime. I agree with the author and want to add little more.

Firstly, the applications for the posts of teachers were received by SSRB about two years back. It was assumed that interviews were delayed due to financial crunch. I think it was the reason due to which the aspirants did not pressurize the authorities for conducting interviews. The recent statement of the Chief Minister in which he declared to withdraw all the posts of teachers from SSRB is quite disappointing and discouraging.

Secondly, it can be verified from the SSRB that there are many highly qualified Candidates who were in the age group of 33 to 35 years back when they applied for these posts. They can only appear for interview for these posts on the basis of the application which they submitted two years back. They cannot apply afresh for any post because now they are overaged. With withdrawal of these posts from SSRB their previous applications will become useless. As a result, these candidates will be deprived from Govt. jobs forever.

Keeping in view the second point, our C M should withdraw his statement and direct the SSRB to conduct the interviews immediately so that atleast above said highly qualified overaged candidates may get a chance to test their fate.

If SSRB is really a defaulter in delaying the process then all its members should be replaced. In no way, Village Level Committee can be alternative to SSRB and appointing of Rehbar-e-Taleem can not be a good solution for achieving improvement in Education.

The Jammu and Kashmir State Education Department has become a handicapped, one thanks to the experimental schemes of the National Conference Government. Due to the corruption in the prestigious teaching profession, the education imparting quality at the basic levels have shown a marked decrease. The Rehbar-e-Taleem Scheme and now the recruitment of teachers by the village level committees, shows how sincere the NC Government is. There are evidences of mass irregularities and rampant corruption during the recruitments for Rehbar-e-Taleem. The appointments were made at the behest of NC local leaders and MLAs leading to deterioration of education system by neglecting the deserving candidates.

The withdrawal of teachers' vacancies from State SSRB, announced by the CM (Oct. 11) DE October, 12 is a mere eye wash for general public and also a way for welfare of NC leaders by recruiting their kins. This move of the State Government will definitely lead to weakening of the base of our education system. In a State where corruption can't be ruled out at higher levels we can't talk much about sincerity of the village level committees. The recruitment of teachers at this level may lead to neglecting the deserving qualified persons for the well-wishers and kins of the committees members. Several time there are rivalries or disputes over household issues among the people and this may provide a chance for a revenge. The ultimate sufferer will, definitely, be the education system. If the Government starts such a move for recruitment of teachers, it will be itself responsible for the consequences arising thereafter.

If the National Conference Government is really serious about improving the education system and providing quality education, the recruitment of teachers must be made by the Subordinate Services Recruitment Board (SSSRB) if not possible, by the State PSC. Because only at this level the candidates caliber, knowledge can be judged for serving as a teacher. The teachers are said to be the builders of the nations and if such corrupt irregularities are adopted in recruiting the teachers then this policy will directly affect and hurt the nations strength.

Moreover, the delay of several years together in recruiting the teachers must not be there. There should be a proper timeframe for this process on yearly basis or whenever the need of recruitment is felt.
