JAMMU, Oct 22: A general body meeting of the J&K Social Conservative Forum was held today under the chairmanship of its chief patron Mr Zulifkar Ali Chowdhary and presided over by Mr Noor Illahi president of the Forum.

According ot a press release, the newly announced provincial body Jammu expressed their full faith in the leadership of Mr Illahi. Dr Romesh Chander Sharma, general secretary of the Forum announced body for Jammu province. The new body included Mr Mohan Thappa as president, Adnan Rafiq as vice-president, Dr Ashwani Kumar Katora, general secretary, Arjun Singh, Mehmood Rana as secretary, Jugal Kishore as joint secretary, Arvind Arora as publicity secretary and Ajay Sharma as spokesman of the Forum.

JAMMU, Oct 22: An emergent meeting of the displaced retired employees of J&K state was held under the chairmanship of Mr D K Babu convenor of the All J&K Displaced Retired and Retiring Employees to discuss the distress of retired displaced employees perpetuated by the callous disregard of rights of displaced ones by irregularly withholding the final refunds of G P Funds payments, in utter disregard to rules and regulation.

According to a press release, during the course of meeting it was brought to notice that many employees have died without getting the payments of G.P Fund and other dues. The release said the callousness of the bureaucratic set-up of the state, conspiring to cause miseries to the homeless destitute Kashmiri Hindus retired after serving the state with all honesty, came to surface when the Funds Department of State took all efforts to legally stall the petitions in the Consumers Forum who on earlier petitions had adversely commented on the irregular retention of payments of G.P Fund and allowed higher rates of interest and other costs. The helpless and poor employees have been deprived from this costless forum of justice. It was decided in the meeting to form a legal cell to take up the matter of displaced retired and retiring employees legally and retrieve the illegal held back amounts by the State.

Meeting discussed the issue of non-release of 5th Pay Commission 2nd installment and irregular deductions from pensions, payment of full encashment of earned leave during the period of service in migrancy, payment of house rent to all dislocated persons.

JAMMU, Oct 22: VIII th circle conference of TESA (I) J&K circle was held at Jammu.

According to a press release, an open session was held at TRC Jammu where C.G.M.T J&K circle presided over the the meeting as chief guest. Mr S Basu, general secretary TESA (I) from central headquarters was invited as guest observer for holding the elections of the new circle body of TESA (I), J&K circle.

Mr J L Pandita, Mr R J Kaw and Mr Sunil Sharma were elected as circle president, circle secretary and circle treasurer respectively for term 2000-2002.

NC holds rally at Bishnah

JAMMU, Oct 22: In connection with the preparation of the forth-coming Panchayat elections, National Conference held a rally at Bishnah which was jointly organised by Mr Kamal Arora and Sangram Singh.

According to a press release, several delegates and workers spoke on the occasion and stressed that a candidature should be given a local worker from Bishnah constituency for the coming Assembly elections.

While addressing the gathering, Mr Arora hailed the Chief Minister, Dr Farooq Abdullah announcing dates for Panchayat elections. He also expressed his gratitude towards State Government for constructing a bridge over Aik Nullah in speedy manner as it was long demand pending demand of the people of the area and also urged the concerned authorities to inaugurate the same for use of public at the earliest as it would add to the overall development of the area. He also laid stress on the necessity to construct Arnia-Pandorian Road which has been in a worst condition.

Earlier, Mr Arora donated a car to the NC party Arnia to be used by the office. He said the vehicle will be available for the NC workers for the progress of the party in both offices at Arnia as well as Bishnah.

Mr Sangram Singh Charak, vice-president, while addressing the gathering laid stress for raising the membership drive in the constituency. He also urged the Health Minister to issue the necessary orders for construction of sub-district hospital at Bishnah at the earliest possible which is a long pending demand.

JAMMU, Oct 22: An urgent meeting of recognised private school institutes was held today at Bari-Brahamana to discuss the issue of CPF, Labour Laws, SRO-259, recognition policy and 8th class examination. Dr Gopal Sharma, district president chaired the meeting.

According to a press release, members resolved to ask Chief Education Officer, Jammu not to stress for bank draft with enrollment proforma. They also demanded that 8th class examination be conducted in the same manner as existed prior to the DIET system of examination. The reviewal of SRO-259 and simplification of recognition rules for rural and backward urban schools were also demanded.

Mr Surjit Rampaul, Rakesh Jamwal, Ch. Mohammed Aslam Bhatti, Gulam Qadir, C.P Arora, T R Sharma, Kalyan Singh, Mr Ved and others attended the meeting.

Teachers Welfare Forum discusses problems

JAMMU, Oct 22: An emergency meeting of the Jammu and Kashmir Teachers Welfare Forum was held under the presidentship of Mr Ashok Kumar Bhasin.

According to a press release, all the members present in the meeting appealed Principal Secretary Education, Ms Sushma Choudhary that the posts of Principals in Higher Secondary Schools and the Chief Education Officers should be filled up from the Headmasters and ZEO’s cadres, not from the Plus-Two Lecture cadre, because experience at their back and they can run the administration smoothly and efficiently to raise the standard of education to maintain the sanctity of posts.

Forum members while speaking in the meeting has appealed to the Principal Secretary that there should not be any discrimination on the basis of caste, colour, creed and sex while adjusting teachers, masters, lecturers, headmasters, ZEOs, principals and CEOs. In boys higher secondary only male members should be adjusted, if not possible then 80 percent male and 20 percent females should be adjusted to avoid unwanted circumstances like that of Higher Secondary School, Gandhi Nagar where Principal was brutally murdered in day light.

Mr Bhasin while addressing the executive members appealed to the higher authorities that the posts of Plus-2 Lecturers in Geology and Commerce should immediately introduced in all Higher Secondary Schools of Jammu region.

JAMMU, Oct 22: The Bahujan Samaj Party today warned to launch a mass agitation to force the State Government to provide 27 percent reservation to the Other Backward Classes (OBCs) in the State.

Addressing a function organised by the Jammu and Kashmir Bahujan Samaj Party to celebrate Bhagwan Vishwakarma Day, state president of the BSP Sheikh Abdul Rehman explained role of his party in the State Assembly for the cause of Scheduled Caste, Scheduled Tribe and Other Backward Classes. He said that BSP members have forcefully demanded 27 percent reservation for OBCs in the recent Assembly session.

While paying tributes of Bhawan Vishwakarma, Sheikh reminded the contribution of Nal and Neil, two sons of Bhawan Vishwakarma who had constructed a bridge over sea for the entry of Lord Rama into Lanka. He asked the people to follow teaching of great Gurus.

Two resolutions regarding passed in the meeting. In first resolution meeting demanded implementation of Mandal Commission Report in toto which provides 27 percent reservation to OBCs without any further delay by the Jammu and Kashmir State Government otherwise the party will launch state wide agitation on this issue. In the second resolution, party leaders in one voice expressed full faith and confidence in the leadership Mr Kanshi Ram and Sheikh Abdul Rehman.

It was decided in the meeting to launch movement in the month of November after opening of secretariat to force the State Government to implement the Mandal Commission report.

Bhim for re-organisation of J&K

JAMMU, Oct 22: Jammu and Kashmir National Panthers Party president Prof Bhim Singh has demanded re-organisation of the Jammu and Kashmir State on the pattern of recently carved three new States of Uttranchal Chattisgarh and Jharkhand.

He favoured hard steps on part of Centre to restore peace and normalcy in the State.

Addressing a press-conference here today, Prof Singh said that re-organisation of the State on the pattern of Chattisgarh, Jharkhand and Uttranchal was must for the restoration of peace and normalcy in the State. He made it clear that creation of Uttranchal was not bifurcation but reorganisation of the Uttar Pradesh. "We (Panthers Party) are not demanding trifurcation but reorganisation of the State", Prof Singh said , and added that atleast 50 percent of militancy will be curbed if re-organisation of the State would be done.

Launching a scathing attack on the RSS and some other pro-RSS groups, he asserted that these groups were diluting the movement of reorganisation of the J&K State by raising the issue of trifurcation. "Reorganisation means inclusion of Pakistan-occupied-Kashmir (PoK) and Gilgit in the Jammu region as PoK is actually bifurcated part of Jammu region", president of Panthers Party said.

Pointing towards today’s visit of Union Home Minister L K Advani and Defence Minister George Fernandes to the Valley, Mr Singh apprehended that their sole aim to visit the valley at this time was to talk to militants.

He, however, expressed surprise that if they ( Union Ministers) can hold dialogue with the militants ,why they were hesitating to hold talks with their master—General Pervaz Musharraf.

Prof Singh claimed that Chief Minister Dr Farooq Abdullah has lost his ability to lead the State and has "become a liability on the state exchequer". Farooq should be dismissed at the earliest, he demanded.

Prof Singh said that Cente should take strong steps, hard operations and urgent ‘surgery’ such as dismissal of Farooq Government to restore peace and normalcy in the State. During the regime of "popular Government" of National Conference (NC), the State has witnessed predominant militancy and killing of para-military forces continue unabated, he further said

The Panthers Party chief said that his party has been working to bring all the secular and progressive minded people together so that they can fight for the reorganisation of the State. He informed that Panthers Party has been constituting public grievance cell at every district so that woes of common masses would be addressed to.

Estates employees threaten strike from November 1

JAMMU, Oct 22: Stung by what they alleged the callousness of the authorities at the helm of affairs, the Estates employees threatened indefinite strike from November 1 in case their "genuine" and "long pending" demands were not accepted till that time.

This was announced in a joint press conference by the Estates Employees Association provincial president Mr Prem Singh and his general secretary Mr Jasbinder Singh here today.

They said the working in the Estates Department will come to halt and no service will be provided to VVIP, VIP bungalows and occupants of other Estates Colonies. The employees leaders while expressing serious concern over the authorities attitude towards them said that no employee have been promoted for last 30 years in the Department.

They said like other departments the DPC is not being convened in Estates Department after every five years and the daily wagers having over seven years service are running from pillar to post for regularisation.

They said the employees have lost all faith in the authorities who always betrayed them by making tall promises.

The employees are facing a bleak future as we have no chances of promotion in the Department, said Mr Jasbinder Singh, who strongly advocated for the reorganization of the Department.

Mr Singh while seeking the intervention of the Chief Minister, Dr Farooq Abdullah who also holds the portfolio of Estates urged him to accept the long pending demands of the employees immediately.

Criticizing the working of the authorities he alleged that employees working in the Department are facing accommodation problem while 40 percent of the quarters are under the illegal occupation.

He said that no efforts are being made by the authorities to get these quarters vacated.

Expressing dismay over the authorities attitude towards the employees Mr Prem Singh said that they (authorities) have totally bactrackted from their promise made with us during the previous strike.

The Government assured us that the DPC will be convened and seniority of the employees fixed but to no avail, he alleged.

He said employees are not interested to adopt the path of confrontation and are ready for negotiations provided the Government shows sincerity in its attitude.

Mr Jasbinder Singh while making a dig at the Employees Joint Action Committee (EJAC) leadership said they also betrayed the working class during the last strike by playing with our cause.

Highlighting the problems he demanded convening of the DPC, designation and pay as per duty, regularisation of daily wagers, providing of two and half days extra pay, allotment of site accommodation, issuance of tools and uniforms to the employees and insitu promotions.

2 killed in accidents

JAMMU, Oct 22: Two persons were killed in two separate road accidents while as two persons including a young house-wife allegedly made an abortive attempt to end their lives in separate incidents.

According to police reports, a students was killed while traveling in a bus number JKU-7399 which was on its way from Thanna Mandi to Rajouri. He was standing in the window of the bus and as bus driver gave signal to truck coming from behind to pass, he fell down after being hit by the truck. He was removed to district hospital where doctors referred him to Government Medical College Hospital but he died while being shifted to Jammu.

The deceased has been identified as Mumtaz Majeed son of Abdul Majeed of Kot Bharote.

In another road accident, one Naresh Sharma son of M L Sharma of Patoli Brahamana was killed after his cycle was hit by a tractor this afternoon. Some passers-by immediately removed him to hospital where he succumbed to his injuries.

Meanwhile, two persons including a young house-wife allegedly made abortive attempts to end their lives by consuming some poisonous drug in separate incidents. They were removed to hospital when spotted unconscious by family members. Doctors attending to them immediately washed their stomach and their condition was stated to be improving.

They have been identified as Mohinder Singh son of Dulla Singh of Kattal and Rajinder Kour wife of Gopal Singh of Marh.

JAMMU, Oct 22: A meeting of the Scheduled Caste and Backward Classes Cell of National Conference was held under the leadership of Mr Shiv Dass, vice chairman, in which various resolutions were debated upon and passed unanimously.

As per a release, the members hailed the Government decision to hold Panchayat election in January next thereby fulfilling the promise made by the National Conference with the people. They also hailed the Chief Minister for passing of the verdict regarding Municipal Corporations for Jammu and Srinagar for over all development state with regard to political as well as social.

Through yet another resolution the members expressed gratitude to the Chief Minister Dr Farooq Abdullah and the NC general secretary Sheikh Nazir Ahmed for awarding cabinet rank to Mr Mubarik Gul, chief whip of the party.

Cell general secretary Mr Rajinder Kumar while hailing the steps taken by the NC Government for balanced growth of all the three regions of the State. He fully endorsed the decisions of the Government in this behalf. He laid stress on the workers to work with zeal and dedication and strengthen the hands of Dr Abdullah.

A resolve was made to work under the guidance of cell chairman Mr Ram Paul, Minister of State for Agriculture, who was fully aware of the problems of the SC and BC communities and has always been in the forefront to solve the problems as and when projected before him.

BJP Kissan Morcha holds meet at Bishnah

JAMMU, Oct 22: The BJP leader and vice president of Kissan Morcha Mr Omkar Seth has urged the leaders of National Conference not to fiddle with democratic values.

As per a release, addressing farmers at Bishnah, Mr Seth denounced the 33 nominations in Panchayats and also the scope for nominations in the recently adopted bills for elections to the local bodies in the State. He said provision of nominations was against democratic norms, out to make the entire process a farce. Mr Seth also demanded amendment in the State constitution to incorporate the 73rd and 74th amendments of the Indian Constitution so as to have devolution of powers to Panchayats and the local bodies.

Others who spoke included Messrs Subash Chander Dasgotra, Capt Gandharb Singh, Puran Chand and Munshi Ram.

AIKPC discusses migrants problems

JAMMU, Oct 22: The All India Kashmiri Pandit Conference (AIKPC) has expressed grave concern over the plight of Kashmiri Pandits.

As per a release, the meeting criticised the action of the Education Ministry of merging camp colleges with Jammu University.

It said when in the past students demanded such action Government delayed it and after the working in Kashmir University improved, the Government in order to create a confusion in peoples mind went ahead with this decision.

It also expressed concern over the unhygenic conditions in migrant camps which have no ventilation and proper roads. It said the unemployment problem has reached acute dimensions and migrants are put to hardships and trouble.

It alleged that the migrants who were provided shelter in Government accommodations at various places are now being defined as illegal occupants. The meeting strongly condemned the Government’s attitude in this regard.

The meeting was presided over by Mr J N Sappier and among others it was addressed by Messrs Madhusudan Bhat, S N Veer, M K Raina and B L Saraf.

Yogi’s concern over withdrawal of security pickets

JAMMU, Oct 22: Senior Vice president JK State Janata Dal (JD) has said the panic has gripped the villages of Gost, Chira, Nandna, Pathan, Jagota and Kandot in Tehsil Tahtri after the withdrawal of security forces from there.

As per a release, he said the Government should learn a lesson from past blunders and restore the posts of security forces in the interiors of Doda district.

He also demanded that the VDCs be strengthened and SPOs who are doing a commendable job should be given all encouragement by enhancing their salaries.

Roop Nagar residents concern over water scarcity

JAMMU, Oct 22: The Residents Committee Block B Roop Nagar Enclave has expressed grave concern over the acute scarcity of water prevailing in the area.

As per a release, the Committee members who called on the Chief Engineer and SE PHE today alleged that the area has been deprived of water supply for last seven days now.

Though the authorities assured the delegation that they will look into the matter and visit the area in the evening later failed to keep their word.

The residents who are demanding supply of water from Sithli as per the approved plan alleged that the Muthi tube wells remain closed for weeks together.

They also decided to meet authorities again in this regard and press their demand. The residents warned that in case the demand was not conceded they will launch agitation.

The delegation was led by Messrs Bakshi and J P Chadha presidents of Roopnagar Housing Colony and Roopnagar Enclave respectively.
