Shah Calls for active public participation in the

Srinagar, Oct 21: October 21- The Housing and Urban Development Minister, Mr. Ghulam Mohi-ud-Din Shah, who is also the Chairman of Srinagar Development Authority (SDA) has called for the participation of people from all walks of life to finalize the Srinagar Master Plan 2000-2021.

Inaugurating one day Workshop Cum Seminar on Srinagar Master Plan 2000-2021 organized by SDA and J&K Regional branch of Indian Institute of Public Administration here today, Mr. Shah said that the role of the politicians, political parties, social and voluntary organizations and common people can not be ignored in finalizing and implementing the Srinagar Master Plan.

The Minister said that the Master Plan should address to the methodology of co-ordination amongst various implementing agencies, periodical review of achievements and monitoring by the designated High Level Committee.

Mr. Shah underlined the need to keep in view the past experience, failures and shortcomings while debating and finalizing the master plan. He said that concepts of land banks, land acquisition, specific land use, dispersal of economic activities, resource mobilization and provision of more civic amenities to the general public should be the core purpose of the Srinagar Master Plan with the active public participation.

The Minister said that urban development and economic upliftment of the people are co-relative and said that more opportunities of economic and infrastructural development would help to make urban life better and prosperous.

Mr. Shah has said that SDA has been provided about 4200 kanals of Rakh land in Bemina for Residential/Commercial/Institutional use. The land acquisition process for development of Economically Weaker Section (EWS) Colony at Mujgund has already started, besides the Government has in principle agreed to transfer about 132 kanals of land at Shaltaing. This will certainly consolidate the land bank position of SDA, helping it for setting up of more dwelling units and dispersal from the core area.

The Seminar was attended by the people from different walks of life and expressed their views regarding the finalizing of Srinagar Master Plan. Other dignitaries who spoke on the occasion included Minister for Works, Mr AM Sagar, MLAs, Mr GM Bawan, Mr Mubarik Gul, Mr Syed Akhoon, MLC Dr Naseer Ahmad Shah, Vice Chairman, Muslim Auqaf Trust, Mr Ghulam Nabi Kochak and Chairperson, Women’s Development Corporation, Mrs Girja Dhar.

Police Commemoration Day observed

SRINAGAR, Oct 21: Like other parts of the country Police Commemoration Day was observed throughout the State at sub-Division, district and zonal levels today with renewed commitment to wipe out militancy and bring back complete peace and tranquility in the State.

The State level function was held at Zewan near here the Hqrs of J&K Armed Police, Minister of State for Home, Mr Mushtaq Ahmad Lone was the chief guest. Union Minister of State for Industry and Commerce, Mr Omar Abdullah, Chief Whip in the House, Mr Mubarak Gul, legislators, senior se5rving and retired police officers, civil officers, prominent citizens besides a large number of police personnel were present on the occasion.

While paying homage to the martyrs, the Director General of Police, Mr Gurbachan Jagat read out the names of all 1249 officers and jawans who laid down their lives while in action across the country over the past one year i.e. Ist August, 1999 to 31st August 2000 this year. These officers and jawans belonged to police forces of different States, BSF, CRPF, ITBP and other central forces.

As many as 126 Police Officers and Jawans of Jammu and Kashmir Police sacrificed their lives while fighting militancy and discharging their duties over the last one year. These included 3 Dy SSP, 3 Inspectors, 6 Sub-Insprs, 5 ASIs, 11 Head Constables, 23 Sg Constables and 75 Constables.

The Minister of State for Home Mr M A Lone paid homage to the martyrs on behalf of Chief Minister Dr Farooq Abdullah.

Speaking on the occasion Mr Lone paid rich tributes to the officers and jawans who sacrificed their lives for the security and integrity of the country in general and state in particular. He was all praise for the State Police Force in fighting militancy and meeting other challenges. "One police force with modern weaponry, increased man power, mobility and above all grit and motivation is now a fighting force and the credit for all this goes to the Police Chief Mr Jagat, the Minister said. Prior to 1990, he said, the State Police had to deal with routine law and order and crime which was almost negligible but after 1990 it is confronted with terrorism and militancy aided and abetted by enemy. Under the stewardship of Mr Jagat Police force has risen to the occasion, Mr Lone said and added that there has been substantial increase in manpower during the last four years.

The Minister said that though there will be no let up in our fight against militancy, our efforts will continue to restore peace through dialogue. He also appealed to the misguided youth to shun the path of violence and bloodshed and join hands in bringing back peace and tranquility in the State.

Responding to other issues the Minister said that the Government has enhanced the exgratia relief from Rs 2 lacs to Rs 5 lacs and shortly a meeting of Police Welfare Committee will be held at Jammu so as to provide all possible facilities to the families of those who have lost their lives.

Earlier in his address the State Police Chief Mr Jagat thanked the Government for providing modern weaponary and other facilities in transport and communication to the Police force. He said that manpower has increased from 35,000 to 55,000 to 55,000 during the last four years and in the next one year or so it will touch 60,000 mark. But in order to keep us the morale and fighting spirit of the force, he called for the un-interrupted provision of matching grants for Welfare Contributory Fund and for modernization/upgradation of police force. There is hardly any operation in which our force does not take part, the DGP said and added that the casualties of police officers and jawans is a testimony of that.

The DGP called for safe Police Housing for officers and constabulary which is at present just 10 per cent as against over 70 per cent in the states of Andhra, Tamil Nadu, Kerala, Maharasthra etc. He regretted that there is nothing in the current Finance Commission Award for Police Housing in the State. Since number of casualties has increased because of counter-insurgency operations, it is very important to have safe police housing for the families of the deceased where their kids may also get adequate schooling, the DGP said. He asked the Government to take up this issue with Central Government on top priority.

A two minute silence was observed and floral wreaths were placed at the memorial to pay homage to the martyrs.

A blood donation camp was also organised on the occasion. Union Minister Mr Omar Abdullah and MoS Home accompanied by DGP visited the camp and inter-acted with the donors.

The function started with the lightening of Dhanwantri Jyoti by the chief guest. Mr T R Mahajan, Chairman of the Institution welcomed the guests and pointed out the efficiency and importance of our traditional system of medicine.

Dr Vijay Zaroo, general secretary of MOWF gave a brief introduction of the awareness week and the activities to be undertaken by ISM doctors during this period, Dr Zaroo stressed the audience to follow the laws of nature.

Twelve participants took part in the contest. The topics of the contests were Ayurveda, the Science of life. How to keep healthy? Our Herbal wealth, prevention is better than cure, Abuses of Drugs and Effect of Pollution on health.

The first prize went to Ms Tanu Kotwal who spoke on ‘Effect of Pollution on Health’. The second prize was bagged by Ms Sonia and her topic was’ How to keep healthy’? The third prize was won by Ms Neetu Nischal who spoke on "Effect of pollution on health". The first consolation prize went to Monika Mattoo who spoke on "Herbal wealth" and 2nd consolation prize went to Ms Shalini Singal who spoke in Hindi about "Herbal Wealth".

The panel of judges comprised of Dr Kamal Singh Asstt Director, Health Services, Mr Yash Pal Koushal advocate and Er R N Kher (Retired).

Police martyrs day observed

JAMMU, Oct 21: With a view to commemorate the sacrifices made by jawans, a number of functions were organised by the J&K Police through out Jammu division today.

In Jammu, the 41st annual commemoration day was celebrated at District Police Lines where Inspector General of Police, Jammu Zone, Mr Radhavinod Raju was the chief guest.

Mr Raju read out the names of 1249 jawans of the country who had sacrificed their lives for the sacred cause of motherland. He said that these martyrs laid down their lives during their duty while dedicatedly serving the nation.

While giving a historic background of the day Mr Raju said that the very first sacrifice was made by CRPF at China border in 1959 on Oct 21. The whole country in the memory of supreme sacrifices pays its glowing tributes to the brave sons of the mother land, he added.

He said that 112 officers and jawans of J&K Police also laid down their lives for the noble cause of the nation.

Contingents of JKAP, Women Police, District Police, and Home Guards participated in the commemoration parade ceremony.

Among others, Maj General GOC Tiger Division P K Grover, Divisional Commissioner, Jammu Mr Anil Goswami Inspector General of Police, Mr R V Raju, Station Commander Air Force Mr A K Malhotra, Mr Bodh Raj Bali, former Minister president Chamber of Commerce Mr Ram Sahai, DGP Retd Mr M M Khajuria and Mr T R Kalra, other high ranking police officers and jawans also paid their glowing tributes to the valiant martyrs.

Similar functions were also organised at district police headquarters at Rajouri, Udhampur, Doda, Poonch and Kathua district of Jammu province.

Kargil Health Mela inaugurated

SRINAGAR, Oct 21: The three day Kargil Health Mela jointly organised by the Ministry of health, Government of India and State Government at Kargil was inaugurated today by Union Health and Family Welfare Minister Dr C P Thakur.

As per a release the Union Minister of State for health Mr A Raja, State health Minister Mian Altaf, MoS Works Mr Qamar Ali Akhoon, Member Parliament Mr Ghulam Hassan Khan, General Officer Commanding 8-Mountains, Maj General Satnam, expert doctors, Additional Secretary health, Director general Health, Government of India, State Principal Secretary, health, large number of audience including women folk were present at the inaugural.

Dr C P Thakur in his inaugural speech while appreciating the role of Army during the last Indo-Pak conflict said that their supreme sacrifices will be remembered for ages, which had helped to boost the morale of valiant soldiers and strengthening national integration. He said Army was playing a vital role for betterment of people living in border areas of Jammu and Kashmir by providing them all required facilities including medicare amenities. He said Kargil being most farthermost and backward place on country’s map, the people there were residing in most inhospitable conditions and it was therefore felt necessary for the Union Government to provide requisite medical facilities.

He said the purpose of holding such Melas is to make better treatment facilities to people suffering from various ailments and to identify the census of various diseases. He asked the people to avail benefits of healthcare amenities in the Mela. He added that such Melas would be held in kashmir valley at different places to provide prosthetic aid to those handicapped persons, who have suffered during militancy.

Referring to the demand of MP for construction of a fully equipped District Hospital in Kargil, the Union Minister said the matter was under active consideration of Government and for the allotment of allocations, the state Government will be asked to reflect the proposal in the next five year plan and also identify the land for the purpose. Regarding the allotment of seats for Post Graduate Courses, he said the matter would be taken up with the State Government for consideration.

The Union Minister of State for Health Mr A Raja said the Government of India was committed to provide healthcare facilities to all countrymen. The purpose of mela was to augment the existing basic healthcare facilities and also to identify different types of diseases. He said such melas are being organised in all the states of the country.

State Health Minister Mian Altaf said the priority of the State Government was to provide healthcare facilities to all people particularly living in backward and far flung areas of the State. He said construction of fully equipped District Hospital at Kargil would be given top priority. He said the reservation of medical seats for post graduate course in different fields to benefit the in-service doctors of Kargil and allotment of additional seats for admission in MBBS Course will be considered.

Mr Qamar Ali Akhoon, emphasised the need of holding such melas more frequently in rural areas.

Mr Ghulam Hassan Khan, MP, called for construction of a fully equipped district hospital at Kargil so that the people need not to go outside the State for getting medical treatment. He also urged for filling up of vacant posts of doctors.

The District Development Commissioner Kargil Dr Mohammad Deen was also present on the occasion.

Veterinarians Club mourns Dr Prem Nath’s demise

JAMMU, Oct 21: The retired Veterinarians Club held a condolence meeting here today to mourn the sad and untimely demise of Dr Prem Nath, Ex. Deputy Director, Sheep Husbandry Department, Jammu.

As per a release, the meeting was held under the chairmanship of Dr Narotam Singh, former Director Animal Husbandry. The meeting paid rich tributes to departed soul while recalling his services to the Department.

A two minutes silence was also observed in his memory by the Club members. They also prayed to Almighty to give strength to members of bereaved family to bear this irreparable loss.

Mufti appeals Centre, militant groups to
announce ceasefire

JAMMU, Oct 21: Former Union Home Minister and Peoples Democratic Party (PDP) president, Mufti Mohd Sayeed today made an appeal to the Centre and militant organisations to announce the ceasefire in order to pave way for the solution of Kashmir issue.

Addressing a public meeting at Chattroo in Doda district, Mufti Sayeed said that the changing political security scenario was a victory of the people of the State. The masses have given great sacrifices during the past 11 years and suffered immensely. The need of an hour was now that their sufferings should not get wasted as both the sides will have to find an " honourable" solution of the issue, Mufti Sayeed said.

Coming down heavily in National Conference Government, the PDP chief said that the people of the State had expected that NC after coming to the power will mitigate their sufferings. However, their hopes were shattered and instead of redressing the grievances,the NC Government encouraged corruption and favouritism, he alleged.

Speaking on the occasion , Ved Mahajan, general secretary of the party said that some vested interests in Doda district were trying to exploit people and divide them on communal lines. He appealed to the people to remain vigilant and frustrate the designs of such elements.

JAMMU, Oct 21: Expressing grave concern over indifferent attitude of both Centre and State governments towards problems of the people of Jammu and Ladakh regions, former Sadar-a-Resiayat, Dr Karan Singh today stressed on the need of taking urgent steps to address these problems to maintain integrity of the State.

Addressing an impressive function organised by the managing committee of the Maharaja Gulab Singh Memorial Trust to celebrate 208th birth anniversary of the founder of the Jammu and Kashmir State Maharaj Gulab Singh, Dr Karan Singh said that people of the Jammu region have losing their patience and it was high time to provide justice to the people.

"On the one hand, you are talking about maintaining integration of the State but one the same time you are meting out step-motherly treatment with two regions", he said, adding, "it is essential to provide justice to all the three regions of the state to keep the state united". Dr Singh, however, ruled out any threat to the integration of the country if new states were curved out from J&K.

Highlighting discrimination with Jammu region, former Union Minister regretted that except making promises successive Centre and State governments have done nothing to provide justice to the Jammu region. "Even our mother tongue (Dogri) has yet not included in the 8th Scheduled despite the fact that Dogri is a complete language and number of Dogri writers have proved their capability at national and international level", he said.

but recommendations of these commissioners getting dust’’, he said.

Expressing his support and sympathy with the people of Kashmir Valley who have bearing maximum brunt of the militancy, Dr Singh said "we are ready to give every kind of help to our Kashmiri brethren but they should also have to stand with the cause of Jammu and Ladakhi people". "We all have to live in India as there is no question of the secession of any part of the state from India so all people of the state should jointly fight for their causes", he advised the people.

Expressing his anguish over on-going blood-shed in the state, former Union Minister lamented that traumatic developments started in the State with the assumption of power by the minority Government headed by V.P. Singh at the end of 1989. He expressed his anguish at the terrible destruction and human suffering that had resulted from the unwise recourse to militancy financed, promoted and armed from across the border. He was of the view that this situation has created an intolerable situation in the Kashmir Valley, the Jammu region and for Ladakh.

He felt that the process of widespread consultations with various sections of opinion in the three regions, as well as, if possible with the people belonging to the erstwhile State living across the Line of Control, should be initiated. Militancy should be dealt with firmly, he said, in a democracy the process of dialogue and discussion should never to discarded.

Dr Karan Singh said that Pakistan’s attitude of hostility towards India had already cost that country dearly, and if it continued it would bring nothing but sorrow and suffering to the entire sub-continent.

Paying tributes to the founder of Jammu and Kashmir state Maharaja Gulab Singh, Dr Karan Singh pointed out that the creation of multi-lingual, multi-religious and multi-regional state of Jammu and Kashmir in the mid 19th century was a major act of the statesmanship ofMaharaja. It extended and consolidated India’s Northern frontiers along with his great generals such as Wazir Zorawar Singh, Gen. Baj Singh, Mehta Bashi Ram and others.

Dr Karan Singh reiterated the demand that Maharaja Gulab Singh’s birthday should be declared as public holiday at least in the Jammu region and that the Jammu University should be re-named as Maharaja Gulab Singh University.

Messrs Mangat Ram Sharma, former MP, Mr Ranjeet Singh, Kashmira Singh, Prof Ved Kumari Ghai, Gulchain Singh Charak and others addressed the function.

RAJOURI, Oct 21: Rich tributes were paid to the policemen of the country who sacrificed their lives while serving the nation at a simple but impressive function held here today in connection with commemoration of Police Day.

The function was presided over by DIG, Rajouri, Poonch Range, Mr Ram Lubaya and among others it was attended by Deputy Commissioner, Rajouri, Mr K A Khan, Superintendent of Police, Rajouri, Mr Rajesh Kumar besides the prominent citizens and other civil and police officers. The names of martyrs were read by Mr Lubaya and Commandant CRPF.

Mr Lubaya said in J&K over 100 jawans sacrificed their lives while discharging their duties. These include three Dy SPs among whom Dy SP Ghansham Sharma was from this border district.

He said Pakistan through its Inter Service Intelligence (ISI) was hell bent to create a large scale disturbance in the state of Jammu and Kashmir which was however thwarted by the security forces including police with the active support and cooperation of the people of the state.

Referring to surrender of 12 militants in Surankote in Poonch district recently he said this all became possible with the cooperation of the people.

The DIG expressed the hope that the people of this border belt will continue to extend full cooperation and support to the security forces in frustrating the designs of the enemy in future also so that complete peace and normalcy is restored.

Camp college students’ chain hunger strike enters 8th day

JAMMU, Oct 21: The ongoing chain hunger strike being observed by the camp college students in protest against the State Government’s decision to merge camp colleges with Jammu University, entered into eighth day today.

This morning, Mr Avtar Krishan Jyotshi, incharge migrant cell of Peoples Democratic Party, replaced Mr Vijay Kumar Bindroo to continue the chain of hunger strike. Mr Jyotshhi was joined by camp college students namely Rocky Wango, Pinky Kumari, Baby Kumari and Bushan Lal Gupta and Ajay Raina.

Addressing the dharna, JJSF leader Mr Anuj Tandon said that students of regular colleges were seriously thinking to join the ongoing agitation of camp college students since the latter were fighting for their ethnic identity.

Mr Vijay Pandita, president of MAM camp college, threatened to intensify the ongoing agitation if the State Government does not revoke the order of merger.

Mr Vinod Pandita, president of Camp College Students Association asked the Chief Minister Farooq Abdullah not to seize the fundamental rights of migrant students by delinking them with Kashmir University and the Valley.

Meanwhile, various Kashmiri Pandit and political party leaders today visited the site of relay fast in front of Divisional Commissioner’s office and reiterated their full support to the agitating camp college students.

Prominent among others who visited the dharna included Mr O N Trishal, Dr Agnishekhar, Shanti Devi and Ved Gandotra.

Hepatitis-B camp held at Ambphalla

JAMMU, Oct 21: Swami Vivekananda Medical Mission organized a Hepatitis-B and Typhoid Vaccination Camp in the premises of its Hospital at Ambphalla today.

As per a release, the earlier camp was held on October 14 and 60 people availed the facility on the concessional rates.

The second doze will be administered on November 11 and 20 respectively while the date for administering the third doze will be notified later.

Students union claims itself not associated with ABVP

JAMMU, Oct 21: Students union of GGM Science College has sought to dissociate itself from Akhil Bharatiya Vidyarthi Parshad and claimed that the college union is not affiliated with any students’ outfit.

According to a press release, a meeting of the college students union’s general body was held today under the chairmanship of Mr Vinay Sharma wherein it was cleared that students body of the college was neither associated with ABVP nor with any other outfit. The meet expressed its concern over the false propaganda by these organisation.

Those who attended the meeting included Mohinder Paul Singh, Varinder Chib, Gurmeet Singh, Zulfkar, Suresh Mangotra, Tarunveer, Khalid Kichroo and Hardeep Singh.

UDHAMPUR, Oct 21: Shri Satvik Maha Vishnu Yagya is being performed from October 29 to November at Shiv Lok Ashram, Ramnagar, in memory of Shree 1008 Swami Shri Balraj Bharti, Yogacharya Ji Maharaj.

As per a release the yagya will start from October 29 and conclude on November 5. The havan will start from 6.30 am to 9.30 am and from 11 am to 2.30 pm. The Purnahuti will be performed on Sunday, November 5 at 12 noon which will be followed by Bhandhara.
