SRINAGAR, Oct 19: Jammu and Kashmir is likely to get tax holiday for industrial units under new relief package.

This was disclosed by the Minister for Industries and Commerce, Dr Mustafa Kamal while participating in Meet the Press programme organised by the Information Department this evening. He said unlike North-East, the State has asked for 10-year tax holiday not only for new units but old ones also. J&K, he said, deserves this preferential package in view of the difficult condition the industry has undergone during a decade.

The Minister said that the State has also sought Rs.100 crore corpus fund for improvement of infrastructure in the existing Industrial Estates in the State. Giving details about measures taken by the Government for revival of industries during the last four years, the Minister said that Rs.47 crores were provided under the Rs. 310 crore Debt Relief Package sanctioned by the Centre in favour of those having suffered losses during militancy in the shape waiving of loans upto Rs.50,000 each. Besides, Rs.73 crores were provided to affected traders also.

The State Government, he said, has strongly pleaded to the Centre to waive off loans of unit holders beyond Rs.50,000 as the Industry has suffered heavy loss due to militancy. He said as a one time Relief Exit Policy, simple, compound and penal interest of about 1450 units was waived off by the SIDBI and State Financial Corporation after paying the principal amount by borrowers. However, if any other unit holder, who has been unable to avail of the benefit of the scheme, could still approach the Industries Department and his case would be taken up on merit, the Minister added.

The Minister said an eco-friendly Industrial Policy has been implemented in the State in 1998, which provides for about 24 attractive incentives to the entrepreneurs for revival of sick units and establishment of new ventures. Dr. Kamal said that on the request of the State Government, the Union Finance Minister will be holding a meeting of heads of all Financial Institutions and Banks of the country in November, 2000 at Jammu where ways and means would be explored to provide generous and liberal financial support to the militancy ravaged industry in the State.

He said for tapping the marketing opportunities in Central Government offices and Central Purchasing agencies, particularly Defence, Railways, Posts and Telegraph departments located in the State, a 2-day Buyer-Seller meet would be held on 23rd and 24th of this month at SKICC. The Director General, Supplies and Disposal will participate in the meet with a team of officers to book requisite products for their respective departments. This, he said, would give a boost and marketing cover to SSI sector in the State. In addition, he said, 15 per cent price preference has been given to SSI Units in all Government purchases and about 23 items have been reserved for this purpose.

The Minister said that the State is embarking upon a new Industrial strategy to provide licenses only to such Industries that have market potential and viability. The plan is based on the principle of demand and supply and not vice versa, he said.

The Minister also dispelled apprehensions that all Public Sector Undertakings are being closed down and said that only Himalayan Wool Combers and Handloom, Handicrafts Raw Material Organisation (HHRO) are being closed down as their liabilities have touched a whooping Rs.9.30 crores and this company has been in red since its inception. However, the affected workers of the company would be compensated on the same pattern as adopted by the Central Government Public Sector Undertakings including Steel Authority of India. Even in that case, the interests of the workers and employees would be safeguarded to their full satisfaction.

Dwelling upon the measure taken by the present Government for industrialization, which is the only alternative has potential to generate more employment avenues for un-employed, the Minister said that Rs.1.38 crore Craft Development Institute is being set up at Bagh-i-Ali Mardan, Srinagar where craftsmen would be provided modern facilities in design development, dying and drying carpets, revival of traditional designs etc. The services of a reputed consultant, appointed by the Union Ministry of Textiles, would be made available to the crafts persons in the Institute. He said an Entrepreneurship Development Institute would also be set up to provide necessary training to entrepreneurs. For this purpose, the services of Prof Vijay Mahajan of Texas University, USA are being utilized, the Minister said, adding that Institute would be named after Sher-i- Kashmir.

Dr Mustafa Kamal said that owning to its vast market potential world over, the manufacturing of cricket bat is being given special emphasis adding that bat industry has potential of Rs.100 crore annual turnover. He said a new law has been enacted recently to ban export of willow clefts from the State and smugglers of willow wood would get 3 year imprisonment and fine of Rs one lakh. For abundant raw material for cricket bat manufacturing, plantation would be made in Zainageer Kanal. He said Central Government would provide funds for a Process cum Production Development Centre for cricket bats, which would established at Muthi in Jammu. He said cricket bats manufactured in J&K stand at No.2 as far as its quality is concerned.

The Minister said that Rs.8.87 crore Software Technology Park would be commissioned at Rengreth, Srinagar on 5th December this year, which will pave the way for the J&K to enter in the Information Technology era. The Park would provide High Speed Data Communication facilities including Earth Station for upgradation civil structures to provide incubation facilities to the prospective entrepreneurs for setting up their software development units. In addition, he said, a number of medium industries including Rs.43 crore Apple Juice Concentrate Plant, Rs.3 crore Alba Power, Rs.50 crore worth Cement factories in private sector have also gone into production and some Industrial Growth Centres and Integrated Industrial Development Projects are fast coming up in the State which, would provide jobs to about one lakh un-employed persons, if every thing goes in right direction. He said a Paper Pulp Plant for seasoning walnut wood would be set up under Critical Infrastructure Scheme. He said Bemina Woollen Mills would be modernized and designs and quality of Kashmiri tweed would be further improved to make it in tune with the liking of the customers. Services of an expert from Britain are being acquired for this purpose. Similarly, age old Silk Industry is being revived on modern lines and new designs and prints are being introduced in silk products provide. The Union Textile Minister, Mr. Kashi Ram Rane has assured full support from the Centre for this purpose, the Minister said adding that Agro based Industries Handloom and Handicraft sectors would be given greater thrust as raw material for these Industries is locally available in abundance.

The Minister said that State has sought a corpus fund of Rs.100 crores for development of infrastructure in the Industrial Estates in the State.

In reply to a question, the Minister said that SICOP has provided marketing support worth Rs. 62.17 crores to the Valley based SSI units during last three years besides providing land to 213 units. He said the functioning of 22 arts emporia within and outside the State is also being improved with relocating their locations in prime business centres. He said craft melas were held at Paris, Tokyo, Telavive etc. where the demand for Kashmir handicrafts has increased manifolds. Only in Paris, Shawls worth Rs. 1.05 crores were sold in such an exhibition. He said a big Houseboat type show window would be set up at 5-Prithvi Raj Road, New Delhi for advertising Kashmir Handicrafts in a big way.

Indian Airlines decision to hold fares proves useful

NEW DELHI, Oct 19: The decision-some have termed it as ‘gamble’-of the Indian Airlines not to hike fares immediately seems to be paying rich dividends. Since October 10, when its main competitor, Jet Airways, increased fares, the Indian Airlines (IA) has been carrying an additional 1200 to 1300 passengers daily.

Indian Airlines is the State-owned domestic carrier. And this carrier, after Jet Airways’ fare hike, has been carrying close to 20,000 passengers daily on its route network. The IA managed to carry around 19,000 passengers daily during the first week of this month.

And from the beginning of the second week, and especially after October 10, there has been hardly a day when Indian Airlines carried less than 20,000 passengers, according to senior officials of the IA. The increase in the traffic has been established. But IA’s top brass do not yet want to interpret this as a signal that it is the preferred airline for domestic passengers.

Jet Airways increased fares by around 10 per cent from October 10 citing reasons which as the increase in price of aviation fuel. According to experts, if the holding of fares leads to even a one per cent gain in market-share, it will result in an annual revenue increase of about Rs 35 crores.

Indian Airlines-watchers expect the addition in market-share of the domestic carrier will be 3 to 4 per cent. What has been causing surprise even among IA officials is that the maximum daily passenger uplift was on October 15, a Sunday. For now, the IA is hoping that its decision on fares will negate any adverse impact that the inability to induct additional capacity will have on its market-share.

The Ministry of Civil Aviation, while keen to enhance the intrinsic value of Air India (AI) ahead of its proposed disinvestment, is trying to be careful in maintaining a balance between the demand and supply in the bilateral air services agreements that it is firming up.

Air India’s new Chairman, Mr AH Jung, is reported to have explained: "Whoever comes in as a strategic partner of AI will not be coming in for the real estate that the airline has, but to tap into the intrinsic value of the unutilised bilaterals.The Ministry has been careful in maintaining the required balance between demand and supply and ensuring that the basic responsibility of the Government to have adequate traffic rights and ensure sufficient air seat availability is carried out".

Mr Jung has stated that the principle for the Government going in for bilateral air service agreements which in most cases are being undertaken after a long gap is to ensure that the convenience of the passengers, whether they be people going on holiday or business is looked after.

According to him, the bilateral talks are also being used to provide network connectivity to some of the newly-declared international airports such as Bangalore, Kochi and Hyderabad. He said: "We have done this with the bilateral agreement with Malaysia which provide direct flights to the west coast of the US from Bangalore and Hyderabad".

It has been officially pointed out that with seat factors being in the high 70 and 80 per cent on several important sectors such as Paris-Delhi-Paris (81.2 per cent for Air France during 1999) and Emirates reporting a seat factor of 89.6 per cent on the Dubai-Delhi-Dubai sector during 1999, the Government is keen to start bilateral talks to improve the situation for passengers.

NEW DELHI, Oct 19: The Union Home Ministry has sent out a fresh set of guidelines to Jammu and Kashmir Government as part of the Centre’s overall plan for ensuring peaceful and smooth 2001 census survey in the State.

By far the most significant message from the Government of India is for the J&K Police and other security agencies: ‘Hold fast and thrust deep in the event of any disturbance or disruption by Pakistan-aided ultras, particularly the ones belonging to the Lashkar-e-Toiba and Hizbul Mujahideen’.

Considering the fact that the 2001 census survey in J&K has become an extraordinary exercise following the threats from the Lashkar-e-Toiba and Hizbul Mujahideen against it, the Government of India-the Home Ministry, to be precise-has deemed it necessary to closely monitor the situation. In fact, a team of officials has been constituted for the purpose.

A Ministerial source told EXCELSIOR that after the threats and warnings received from the Hizbul Mujahideen and the Lashkar-e-Toiba, the Government was left with no alternative but to put the local police and other security agencies in Jammu and Kashmir on a high alert. No census could be conducted in 1991, merely because of the enormous terrorist violence in the State, particularly in the Valley.

And when groups of officials formally started the exercise in certain pockets of the Srinagar district in August this year, Hizbul Mujahideen commander, Masood Tantrey, sought to inject a new element into the situation with his warning on September 7 of an "Indian conspiracy" to alter demographic profile of Jammu and Kashmir. The Hizbul Mujahideen as well as Lashkar-e-Toiba reiterated the demand for immediate termination of the census process.

According to the Ministerial source, the Government of India highlighted the importance of "retaliatory" measures by the J&K Police and paramilitary personnel only after the Lashkar-e-Toiba’s Abu Ubaid reiterated his organisation’s "highly provocative and prejudicial" threat: "If any one of the 22,000 Government employees is seen participating in the census operations, he or she will be killed without warning".

The Ministerial source disclosed that the J&K Government had already been furnished with the operational plan for involving various categories of Government employees and subsequently pressing them into service in various areas of the State. Following the recent meeting in New Delhi between the J&K Chief Minister, Dr Farooq Abdullah, and the Home Minister, Mr LK Advani, a decision was taken to rush additional paramilitary personnel to the communally-sensitive pockets in Jammu and Kashmir.

The Ministerial source also disclosed that "massive" security cover had been arranged for thousands of officials, who will be escorted from door to door through the Valley of Kashmir from end of the current month to conduct the second phase of the 2001 census survey. Mr Advani was said to have taken cognizance of reports vis-à-vis the larger political battle being fought over the census in J&K.

These reports, the Ministerial source said, not only pertained to the belligerent posture adopted by the Pakistan-aided terrorist outfits but also to the "unwarranted" utterings of some "pro-India" Muslim politicians. And one such politician identified by Dr Farooq Abdullah himself is none other than Prof Saifuddin Soz. Prof Soz’s written statement of September 13 (a copy of which has already been furnished to Mr Advani), which inter alia stressed that "any manoeuvring and dishonest effort" to tamper with the Muslim majority character of the State "must be ruthlessly discouraged and condemned", led to the allegations of collusion with the Hizbul Mujahideen.

After Mr Advani raised some questions at a high-level meeting in his office recently, a document, which was prepared on the basis of "facts and figures" provided by Mr Firoze Ahmad, Commissioner of Census Operations, was submitted to him (Home Minister). On figures doled out by Prof Soz, Mr Ahmad has been quoted as having insisted: "He (Prof Soz) is talking nonsense. He has the published figures, but does not seem to have made an effort to understand what they mean".

The document available with Mr Advani has pointed out that the population growth of Muslims massively outstripped that of Hindus in five of six districts in Kashmir valley between 1971 and 1981. In Badgam, the one district where the growth of the Hindu population was higher than that of Muslims, it was because the Kashmiri Pandits dominated areas of Barzulla, Rawalpora and Hyderpora on the outskirts of the city of Srinagar, had been transferred to the revenue district of Badgam.

According to the document, if the Government of India was engaged in a sinister plot to flood the State of Jammu and Kashmir with migrant industrial and agricultural workers, it would not have advertised it in the census figures. Another document, which is also being examined by the Government, has been prepared by the BJP unit in Jammu region. The Ministerial source told EXCELSIOR that this document has claimed that State support had led to the construction of more than 36,000 homes in Jammu by Muslim migrants during the past seven years.

Orders passed on speed limit, helmet wearing
HC bans plying of old vehicles on city roads

JAMMU, Oct 19: Justice T S Doabia of the State High Court, in a Public Interest Litigation (PIL), has directed Inspector General of Police Traffic and Regional Transport Authority not to permit the old vehicles to ply on the city roads.

"The Supreme Court has already given such directions in National Capital Territory of Delhi. The State Government here, would examine this decision and fix outer limit within which these directions are to be implemented in Jammu and Srinagar cities. Old Vehicles be permitted to ply on outer routes leaving the city routes for new vehicles", the Justice observed.

In his landmark judgment, Justice Doabia while quoting the Apex Court directions, expressed that the Government and its functionaries are under constitutional obligation to control pollution and if necessary, by anticipating the causes of pollution, curb the same. He observed that same directions be given in the cities of Srinagar and Jammu while restricting the plying of taxies, three wheelers and other vehicles, as were suggested in Delhi . The Justice said that it is not necessary to wait till the situation gets out of control.

He directed that till the speed limit of all the vehicles is fixed, the passenger vehicles shall not be permitted to drive at a speed more than 30 kilometers per hour in the Municipal limits of Jammu. " All kinds of vehicles — private or public and moving within the Municipal limits shall not cross the White Lines. If they violate, they be challaned", the Justice ruled, adding that the passenger vehicles, including mini-buses would not be permitted to stop at their own sweet will. " Proper Bus stops be provided and the same be done within a period of three months. Till this is done, all vehicles would stop in such a manner that they leave sufficient place for another vehicle to overtake without forcing the vehicle moving in the same direction to cross the White Line", the Court further ruled.

It said that the vehicles would stop only when there is sufficient open space and their stoppage does not lead to stoppage of other traffic or face other vehicles to cross the White Line.

The Court observed that the respondents would also see that the passenger vehicles are driven by a person possessing proper driving licence. "All licences of the drivers of commercial vehicles in the city would be checked and endorsement be made on the licences. The licences of other private vehicles, including the scooterist be also checked", the Judge further ruled.,

He said that the respondents should ensure that the buses, mini-buses of school children are driven by drivers having experience of atleast five years. "The mini-buses when moving shall not leave the exit door open and the conductor would remain inside the vehicle. Any conductor found to be leaping out projecting beyond the body-line of the vehicle be challaned. Whenever there is congestion, the traffic be regulated by enforcing one way traffic", Justice Doabia ordered.

He directed the respondents that the steps be taken to provide proper approach road to the High Court at Janipur. " The present approach road is insufficient and would lead to traffic jams. Once District Court Complex becomes operational, encroachment on the present road be checked", he further said.

The Court directed the authorities to enforce use of helmets as per rules and two wheelers should be made to stick to carrying passenger as per rules. The reharies and khokhas be removed from the road near the busy crossings, it was ordered.

The Justice directed the respondents that a report regarding this be furnished to the Registrar Judicial of High Court within three months.

Militants distancing from secessionist outfits

SRINAGAR, Oct 19: Welcoming change in some militant cadres distancing themselves from secessionist outfits, Chief Minister Dr Farooq Abdullah today hoped that others would follow the suit and join in heralding peace in the State.

Reacting to a newspaper report, referred to by Mr Ashok Khajuria in legislative assembly, regarding dumping of ammunition by son of a Hurriyat leader, the Chief Minister said the intelligence agencies are seized of the matter. Conclusions should not be drawn on mere media reports as confused militant organisations are leveling allegations on each other, he said and added that Central Government and Director IB are seized of this matter.

The Chief Minister said peace in Jammu and Kashmir is not possible unless Pakistan realises the importance of friendly relations with India. ‘We will continue to suffer as long as Pakistan continues hostility towards the nation’, he said adding that normalisation of relations will bring stability and prosperity in the sub-continent.

Referring to the passage of various bills particularly Amarnath Shrine Board Bill, Municipal Corporation/Council Bills, Dr Abdullah said the establishment of shrine board for Amarnath on the pattern of Mata Vaishno Devi shrine board is not to take off hands from the pilgrimage, but, in fact, it aims at improving facilities for the increasing number of pilgrims. He said the Government would continue to provide necessary logistic support and security for smooth conduct of yatra, which is planned to be extended beyond present 45 days to cater to the increasing rush of pilgrims.

He said efforts would be made to create adequate infrastructure enroute the cave shrine, improve sanitation, keep Lidder nallah free from pollution and provide maximum possible facilities to the pilgrims. He said a cable car is also being planned for the cave shrine to enable aged and handicapped pilgrims pay obeisance in the Himalayan shrine.

Describing the municipal bills as historic, the CM said upgrading status of civic bodies would help generating their own resources and providing better amenities to urban people. He said the experience of self-sustaining civic bodies in developed countries has been quite good and called for mechanised sanitation system for better results.

Complimenting Members of the House for effectively highlighting problems of their constituencies, the Chief Minister said such forums are the strong points of democratic set up which provide opportunities to public representatives to air their views. He said he believed in free expression and wanted legislature, executive and judiciary to become strong in their own right. ‘On the strength of brute majority in the House, we will never suppress members right to speak’, he added.

Dr Abdullah praised members for raising questions of immense public importance and elaborate answers by concerned departments. He, however, hoped that opposition would not resort to frequent walkouts and instead co-operate in smooth legislative proceedings.

He said the constituency development fund of the members would be increased to Rs 50 lakhs subject to the availability and release of funds so that they could concentrate on the development of their constituencies in a better way. He said on finalisation of State’s annual plan on 20th of October, funds position would be known. In any case he will fulfil his commitment, he added. He said the matter regarding providing relief to Pak shelling sufferers in border areas along with International Border on the pattern of LoC sufferers would be considered.

He appreciated the media for better coverage of legislative proceedings. Referring to a newspaper suggestion on shifting the venue of the legislature either to Jammu or SKICC on the pretext of inconvenience to the people, the Chief Minister said newspapers have a right to critisize the Government in a democratic set up and he too believes in freedom of expression. He called upon the media to contribute in strengthening the democratic and secular foundations of the country.

The Chief Minister, without naming Mufti Mohammed Syed, said that some leaders were roaming in the length and breadth accusing the Government of non-governance. ‘We are doing our job, how can we help if someone sees all this through tainted glasses", he said and added the charter of his party is to remove poverty and ensure development.

Dr Abdullah mentioned about the ailment of Mr Sita Ram Kesri, former Congress-I president and said the House wishes him early recovery. Mr Kesri, he said, has contributed in the national reconstruction.

In legislative council, the Chief Minister said the purpose of bringing out bills on civic bodies is to ensure their elections expeditiously for devolution of powers at grass roots level. He said the clause of nomination has been incorporated in the bill to give representation to women and those sections like Kashmir Pandits, Sikhs, Christians and others that may not be in a position to get elected. He said in true democratic spirit, the class of nominations would be amended at an appropriate time though a provision will have to be kept for nomination to those sections that may not find berth in democratic institutions at grass roots level.

Dr Abdullah said the Government has been striving for elections to democratic institutions at the lowest level for the past four years and the time has now come when ‘we should go ahead with it’.

He said in view of fast expansion of urban areas over the years, the limits of civic bodies would have to be expanded accordingly.

He thanked members, Government departments and media for their role during the legislative proceedings.

The Chief Minister wished people happy Diwali and felicitation of Shab-e-Mehraj and hoped that these would bring peace and prosperity to the people of the State.

2 militants killed in Anantnag

SRINAGAR, Oct 19: Two unidentified militants were killed by security forces in an encounter at Kamad village on Anantnag-Pahalgam road today.

Official sources said that on the basis of a tip-off, troops of Rashtriya Rifles 7th Bn launched a search operation at Kamad this afternoon. During the operation, militants opened fire and made an abortive attempt to escape. In retaliation, troops shot dead two unidentified militants who were believed to be Pakistani cadres of Lashkar-e-Toiba. Two AK-56 rifles were claimed to have been recovered from their possession.

Troops also launched a search operation at Jamnagri, in Shopian. Militants hiding inside the house of one Ghulam Mohammad Tantray opened fire and succeeded to escape from the cordoned area. One lance naik, identified as Shankar Giri, sustained injuries in the encounter.

Meanwhile, Police claimed to have apprehended one Ghulam Mohammad Parra S/o Abdur Rehman Parra from Zazun village of Ganderbal. He was described as a harbourer and guide who was active in militancy for the last 8 years. His area of operations, according to official sources, were Pattan, Safapora and Bandipore localities. One pistol was claimed to have been recovered from his possession.

Another group of ultras infiltrate from Arnia

JAMMU, Oct 19: After the infiltration of four militants from Paharpur area of Hiranagar on Tuesday night, another group of five to six militants was reported to have sneaked into Indian territory from a forward post in Arnia sector in the early hours of this morning.

Reliable sources said that the militants’ group was spotted by security forces when they were trying to reach close to Indian side through Arnia sector early today. An exchange of firing followed between the two sides, which was later also joined by Pakistan army.

Taking advantage of covering fire given by enemy troops, the militants were reported to have managed to cross the International Border (IB) and taken shelter somewhere in the border villages.

Official sources didn’t confirm the infiltration saying the militants were forced to flee back after the fierce exchange of gun-fight. Local people, however, claimed that the militants had managed to cross the border and entered a village where they were also spotted by some civilians.

Following people’s reports, police parties from Arnia police station with the help of security forces have launched search operation in all forward villages of Arnia to apprehend the militants. At some places, house-to-house searches were also carried out by police and security personnel but to no avail.

As reported today, a group of four militants had managed to cross the border from Paharpur post of Nursery area in Hiranagar tehsil of Kathua district on Tuesday night. They too remained untraced so far despite massive searches carries out jointly by army and police.

There were reports that Pakistan-sponsored militants after their infiltration from the International Border were leaving for Udhampur and Doda districts taking forest route of Mansar and Ramkote.

RSS urges Farooq to bring resolution for
trifurcation of J&K

SHIMLA, Oct 19: North India Prachar and Samparkh Pramukh Indresh Kumar today asked Jammu and Kashmir Chief Minister Farooq Abdullah to bring a resolution in the Assembly for trifurcation of the State saying there was "both logic and merit" in such a move.

It is neither a regional nor a communal demand but expression of people’s aspirations. There was both logic and merit in growing demand for trifurcation of the State into Jammu and Kashmir states and Ladakh Union Territory, he told reporters here.

He said the autonomy resolution passed by Jammu and Kashmir Assembly had no relevance after its rejection by the Government.

Indresh asked the Union Government to destroy the terrorists training camps run by Pakistan’s ISI. He said India should garner support against Pakistan on the issue of terrorism and running of training camps for terrorists.

Mr Indresh Kumar, said the National Democratic Alliance Government had no other option in view of the proxy war launched by Pakistan and the plans of its Inter Services Intelligence (ISI) to create demographic imbalances in Jammu and Kashmir.

There were more than 50 terrorist training camps in PoK alone, he said. He said India had failed to make the international community aware of the threat posed by Pakistan’s espousal of cross-border terrorism.

Vajpayee to be discharged on Sunday

MUMBAI, Oct 19: Prime Minister Atal Behari Vajpayee, who is progressing well after his left knee joint replacement surgery at Breach Candy Hospital here, will be discharged on Sunday and leave for New Delhi the same day, PMO sources said today.

Vajpayee had his regular exercises and physiotherapy and took a walk for 15 to 20 minutes this morning apart from attending to official work.

"The Prime Minister is relaxed and progressing well," Dr Nandu Laud, who assisted New York-based orthopaedic surgeon Dr Chittaranjan Ranawat during the surgery, told PTI.

Vajpayee was admitted to the hospital on October nine and underwent the operation the next day.

Elaborate security has been maintained in and around the hospital, which overlooks the Arabian sea.

The make-shift PMO at Sahyadri, the Maharashtra Government’s official guest house at Malabar Hill, will be winding up on Sunday, the sources said.

Union Home Minister L K Advani, Planning Commission Deputy Chairman K C Pant, Union Heavy Industries Minister Manohar Joshi and TDP MP Yerran Naidu met Vajpayee today, the sources added. (PTI)

Govt-camp college students’ talks deadlocked

JAMMU, Oct 19: Much awaited second round of talks between Government and agitating camp college students were deadlocked after the former outrightly rejecting the demand to revoke decision of merging camp colleges with Jammu University.

The camp college students, who have been protesting against the merger decision for the last fifty day, announced to continue the ongoing stir and threatened to intensify the agitation after the talks failed to reach some conclusion.

During the talks, which were held in the Police Control Room, Divisional Commissioner Jammu, on behalf of the State Government, asked the migrant students to return back to the Valley to get themselves remained affiliated with the Kashmir University.

He claimed that the Government could not run camp colleges and evening colleges for Jammu, separately in view of the limited infrastructure and the college staff.

Alongwith Divisional Commissioner, the Government side was represented by Deputy Commissioner, Jammu, Mr R K Goyal, Inspector General of Police (Jammu Range) Mr R V Raju, Senior Superintendent of Police R R Swain and SP City Sheetal Singh.

Camp college students delegation comprised of Vinod Pandita, Jetinder Reshi, Sunanda Koul, Kiran Sharma, Rahul Dhar, Sumeet Jamwal and some prominent community leaders like A N Vaishnavi, Dr Agnishekhar, O N Trishal, R K Raina, Ashok Kak, Ashok Dhar, Vijay Bindroo and Rakesh.

Meanwhile the ongoing chain hunger strike being observed by the camp college students entered into sixth day.

This morning, prominent Kashmiri Pandit leader and president of All Kashmiri Pandit Solidarity Conference Mr O N Trishal replaced Dr Agnishekhar, convenor of Panun Kashmir. Mr Trishal was joined by students Vinod Pandita, Neeraj Koul, Suman Walli and Monica Koul in the relay fast.

Aggarwal, brother arrested, sent to 4-day CBI custody

NEW DELHI, Oct 19: CBI today arrested former Deputy Director of Enforcement Directorate (ED) Ashok Kumar Aggarwal and his brother Vijay Kumar Aggarwal on charges of criminal conspiracy, forgery and possessing assets disproportionate to their known sources of income.

The Aggarwal brothers were arrested from their Pashchim Vihar residence here by the agency sleuths in a pre-dawn swoop and later produced before special judge Ajit Bharihoke who sent both the accused to four-day CBI custody to facilitate their interrogation.

The court allowed presence of their counsel Surinder Miglani during interrogation from a visible distance and put up their bail applications for hearing on October 23.

Earlier, seeking 14-day custodial remand of the accused, CBI counsel J S Wadia told the court that Ashok Aggarwal and his family carries Benami Bank accounts in the capital showing purchase of shares of the companies owned by his brothers Vijay Aggarwal and Mohan Lal Aggarwal.

Thus they amassed disproportionate assets to the tune of Rs 33,59,368, CBI alleged.

Wadia said the agency had so far been able to locate 30 such bank accounts and further investigation was on. He said from these bank accounts, transactions worth Rs 48,95,000 were conducted during 1991-94, with respect to only one company M/S Indocil Silicon Pvt Ltd. (PTI)

38 ASIs promoted

JAMMU, Oct 19: Thirty eight Assistant Sub Inspectors (ASIs) have been promoted to the rank of Sub Inspectors (SIs) in Jammu and Kashmir Police.

According to the order issued by Inspector General of Police Jammu Zone, Mr Radha Vinod Raju, these ASIs have been promoted to the rank of Officiating SIs of Executive Police in the pay scale of Rs 5600-175-9100 with effect from today against the existing vacancies of SIs.

The promotees include Sakhi Mohd, Bashir Ahmad, Puran Chand, Chain Singh, Mohd Bashir, Harbajan Singh, Hans Raj, Gucha Ram, Jia Lal, Dharam Singh, Rattan Chand, Jagan Nath, Mohd Ramzan, Abdul Qayoom, Amar Chand, Ghulam Mohd, Mohd Khushal, Said Mohd, Abdul Rashid, Des Raj, Shamsher Singh, Krishan Singh, Ghulam Ahmad, Baldev Singh, Mohd Sadiq, Gulab Chand, Harbans Lal, Zamrood Hussain, Netar Prakash, Mohd Ashraf, Alif-ud-Din, Mohd Shaffi, Mohd Sabir, Om Parkash, Yaseen Shah, Mohd Iqbal, Bashir Ahmad and Nazir Hussain.

Two posts at serial number 27 and 39 have been kept reserve, the order said. It further said that the benefit of the Scheduled Caste, Scheduled Tribe categories has been given to the eligible personnel at appropriate place in accordance with the Government notification SRO-126. Accordingly, two posts for SC categories have been kept reserve at these two serial numbers, the order further said.

It added that the adjustment order will be issued by Police Headquarters separately.

BJP nominates new office bearers

NEW DELHI, Oct 19: Bharatiya Janata Party (BJP) president Bangaru Laxman today nominated vice-president K Jana Krishnamurthy and general secretary Narendra Modi as the party spokespersons while retaining most of the old faces in various party cells as convenors.

Mr Ramnath Kovind, MP from Uttar Pradesh, is the lone leader retained as the president of Scheduled Caste Morcha while all new faces have been accommodated in the various BJP Morchas.

Mrs Surnama Padi will head the Mahila Morcha succeeding Mrs Maya Singh who has been elevated as vice-president. Others heading the Morchas are Mr Ramnath Kovind, (Scheduled Caste Morcha), Mr Baliram Kashyap, MP, (Scheduled Tribe Morcha), Dr M S Usmani, (Minority Morcha), Mr Mahadev Shivankar (Kisan Morcha) and Mr Shivraj Singh Chauhan, MP, (Yuva Morcha).

There have been no changes in the present set of convenors for economy, external affairs, defence, grievance redressal and ex-servicemen excepting elevating Brig B D Mishra to the convenorship from his present position as co-convenor.

Mr Jagdish Shettigar will continue to be the convenor of the economic cell with Mr Ramakrishna as the co-convenor. Mr N N Jha will be the convenor or external affairs cell while Brig B D Mishra will function as convenor. Former MP Bhagawan Shankar Rawat will be in charge of the grievances redressal cell. Govt files suit against former-PM Chandra Shekhar

NEW DELHI, Oct 19: The Centre has filed a suit for recovery of Rs 5.91 crore against former Prime Minister Chandra Shekhar for using defence aircraft for non-official purposes while in office and will file similar suits against P V Narasimha Rao and H D Deve Gowda by next Tuesday, Government informed the Delhi High Court today.

Additional Solicitor General (ASG) K K Sud told a bench comprising Justice Arun Kumar and Justice A K Sikri that the civil suit for recovery of the money against Shekhar has been filed in the Delhi High Court itself.

Sud said the Government filed the suit as it was not satisfied with the reply by Shekhar’s Samajwadi Janata Party regarding the recovery of the money.

The Government had raised a bill of Rs 5.52 crore against Rao and Rs 54.61 lakh against Gowda for using Indian Air Force (IAF) planes for non-official purposes when they were holding the office of Prime Minister.

While the Congress party made payment of the entire Rs 1.86 crore bill raised against late premier Rajiv Gandhi, it paid only Rs 25 lakh on behalf of Rao, the court was informed.

The bench directed the Government to submit an affidavit by December seven, after filing the suits against Rao and Gowda, giving complete details about the entire matter.

The court was hearing a Public Interest Litigation seeking recovery of Rs 11.55 crore pending bills against the three former premiers for using IAF planes for non-official purposes including the party activities. (PTI)
