Law Department clinches overall team trophy
in debate contest

JAMMU, Oct 18: Department of Law, University of Jammu clinched the over all best team trophy of the inter-collegiate/ departmental debating contest on the topic "In the opinion of the house the cooperative Movement has not died out India. The success stories provide a direction for the future.

The debate contest which held at auditorium of the Jammu University was organised by the office of the Dean Students Welfare.

In the english debate contest Ms Sonam Bakshi of the Department of Law got first prize while Ann Ashwati of Women College Udhampur and Meenakshi Raina of MIER College got second and third prize respectively. Ms Ruhi Mahajan of Women College Parade awarded consolation prize.

In the hindi debate, it was Vikaram Singh of the Department of the Law who clinched first prize. Mr Kapil Kumar of Dogra College of Education got second prize while third prize gone in favour of Ms Ekta Rastogi. Mr Ajatshatru of Government Degree College Kathua got consolation prize.

Miss Shazad Afzal of Government Degree College Rajouri awarded with consolation prize for participants of Hilly area sponsored by the Co-operative Union, Jammu.

22 students from different colleges of Jammu province participated in the debate contest. Dean Academic Affairs, Professor A N Sadhu inaugurated the contest by lighting the traditional lamp. In his inaugural address, Prof Sadhu said that cooperative movement has played an significant role in the rural development. It may be social ethos, reaping rich harvest or providing credit.

Prof R D Sharma, Dean Faculty of Commerce, Mr Parvez Malik, Joint Director Handicrafts and Mr M N Sehgal, chief editor of the Co-operative Bulletin were among the adjudicators.

Prof O P Sharma, Provost Hostels and acting Dean Students Welfare, Mr Ayub Khan, chairman, J&K Co-operative Union Jammu also delivered illuminating lecturers on Co-operative movement.

Jawahar Institute organises adventure
course in mountaineering

JAMMU, Oct 18: Jawahar Institute of Mountaineering and Winter Sports, Batote organised a thrilling 15 days adventure course for 50 school girls and teachers of Kendriya Vidhalayas Udhampur and Dehradun.

According to a press release, the students were taught techniques of rock climbing, taken on tracks ot high altitude areas, trained in river crossing beside first aid, flora and fauna and environment. The participants were divided into three groups to have healthy competition amongst the groups.

Rope number III was awarded the best rope trophy, rope number I and rope number II were adjudged as second and third. In the individual performance Ms Mamta of Kendriya Vidhalayas of Dehradun topped in the course. Ms Preeti of Kendriya Vidhalayas, HBK Dehradun and Ms Meenu of KV, Udhampur secured second and third positions in the training course. A special consolation prize was awarded to Ms Jyoti of KV Dehradun.

The prizes were awarded by Mr S C Jain, Assistant Commissioner, KV, Dehradun region at a colourful function at Patnitop.

CM wants NGOs to emerge as strong force

SRINAGAR, Oct 18: Chief Minister, Dr Farooq Abdullah today said non-Governmental organisations could play a pivotal role in bringing about socio-economic change in a State like Jammu and Kashmir that is faced with a peculiar situation for over a decade.

Inaugurating a day-long state level seminar of NGOs organised by NABARD at SKICC here this morning, the Chief Minister said the biggest task before such organisations is to fight exploitation of working class and eliminating the cult of middlemen who take the biggest slice of profit on produce of artisans.

"You must muster courage to speak out truth and fight for the rights of down trodden people," he told the participants hoping that they would suggest solutions to problems of weaker sections which would be examined by the Government at various levels. He appreciated the initiatives of NABARD in developing economy and also in the field of Self-Help Groups (SHG).

The Chief Minister advised bankers and NGOs to work together for increasing the access of rural poor to credit and said combined efforts could make voluntary organisations a strong force in the State. He also asked the Government agencies to promote self-help group concept.

Dr Abdullah said the State has undergone a traumatic phase during past few years and collective efforts are needed to steer it to progress and prosperity. He referred to the embezzlements in co-operative societies and said this has eroded the confidence of masses, which needs to be restored by bringing more transparency and making this part of mass movement.

'I wish NGOs to emerge as a strong force to bring revoluntarionary change in the society,' Dr Abdullah said.

Speaking on the occasion, the General Manager, NABARD, Mr Bhawar Puri said the SHG concept has been accepted as a potent mechanism for social and economic empowerment of the poor, particularly women. He said this concept has been grounded in the past two and a half years during which lot of emphasis was initially given on capacity building of NGOs and bankers.

Mr Puri said 371 NGO representatives have been trained at Chinmay Topovan Trust, Dharamshala so far. Besides, NABARD has been holding meets at the district level to create awareness among NGOs, bankers and Government officials about this concept, he said, adding that 300 self help groups have been promoted in Jammu and Kashmir, of which 61 have been linked with a total bank loan of Rs 6.17 lakh. He also gave a brief resume of order NABARD programmes being implemented in the State with collaboration of NGOs.

The seminar helped in providing an interface between various agencies associated with the promotion of SHGs. The NGOs also made a presentation on their experiences in promotion of SHGs and deliberated upon field level issues confronted by them.

Professor Khursheed, Co-ordinator NGO Federations Kashmir, Mr S P Verma, Co-ordinator NGO Federation Jammu, bankers, senior officers and representatives of NGOs spoke on the occasion.

The Chief Minister interacted with NGOs and enquired from them about the status of various programmes launched for poor and skilled workers.

PCC demands constitution of sacred
"Pilgrim-Tourism Autonomous Board"

JAMMU, Oct 18: Pradesh Congress Committee vice-president Mr Gulchain Singh Charak has demanded constitution of sacred ‘Pilgrim-Tourism Autonomous Board’ for all the pilgrim-tourist spots in the state irrespective of religion, caste and faith.

Addressing a press conference here today, Mr Charak who is also incharge press and publicity for PCC expressed that state is having multifarious pilgrim-tourism ranging from short term to seasons and to coordinate and oversee all the activities, the formation of an apex board is imperative. The mismanagement of Amarnath yatra with ill planning and loss of human lives compels one to assess pre and post constitution of Mata Vaishnodevi Shrine Board.

He pointed out that the achievements of the Shrine Board prompts the constitution of a sacred autonomous board irrespective of religions at all the pilgrim spots as well as tourist resorts. This will unload the state apparatus which has not been able to deliver the goods to the desired extent. The autonomous board should have locals/ public active participation which will definitely stimulate to plug loop holes and accountability.

Expressing serious concern over the migration from the border areas of Nowshera and Rajouri due to Pak firing recently, the PCC leader said that Government should provide them every possible assistance including free ration and shelter. Similar is the condition of border migrants putting up in different camps in and around Akhnoor.

Appreciating the CM’s announcement about conduct of Panchayat polls, Mr Charak said that NC has made similar statements earlier too, but he should honour stick to his commitment made with the public this time. He also strongly criticised the BJP Government for recent price hike of petrol, diesel and cooking gas and maintained that this has put an extra burden on the common man.

Mr Charak said that about 65 lakhs pilgrims were visiting Vaishnodevi every year and a large number of road mishaps are taking place on the highway from Pathankot to Katra but the Government has not taken initiative to improve the road. He demanded that as per its assurance the Government should develop this road into four lanes to minimise such mishaps in future.

The Congress leader condemned the state government for discouraging the pilgrims to enter J&K by resorting to some acts. He alleged that the mismanagement in traffic and severe jams have been created by the Department of Excise and Taxation as the vehicles remain trapped in jams for hours together as several posts have been made non-functional and round the clock functioning of the Toll post has also been stopped by the concerned Department. He said if Government has taken some decision it should provide alternative to the common public. It should have created some bypass route at Lakhanpur to avoid this traffic jamming.

JAMMU, Oct 18: The ongoing chain hunger strike being observed by the camp college students in protest against the National Conference Government’s decision to merge camp colleges with Jammu university, entered into fifth day today with joining of prominent Kashmiri Pandit leader Dr Agnishekhar in the relay fast.

Dr Agnishekhar, convener of Panun Kashmir, had yesterday volunteered himself to join the ongoing chain hunger strike. Tomorrow, he will be replaced by Mr O N Trishal, president of All Kashmiri Pandit Solidarity Conference.

This morning Dr Agnishekhar was accompanied by students Shaktisagar, Sujeet Mattoo, Neetu Bhat and Sona Bhat in the relay fast.

Some prominent community leaders who visited the agitating students in front of Divisional Commissioner’s office and expressed their full support included J N Saproo, Madhushan Bhat, M K Koul, Madhusudan Pandita, R K Raina, Kamal Bagati, Suresh Sharma, Anchal Bakshi, Bushan Lal Gupta, Amreek Singh and Ved Gandotra.

Meanwhile, reports said that the State Government has decided to hold second round of talks with the agitating camp college students. The talks will be held tomorrow.

It may be recalled that first round of talks between migrant students and the State Government was deadlocked after the latter stoutly refused to revoke the decision to merge camp colleges with Jammu University. State Government had claimed that in view of limited infrastructure and the staff, it could not run camp colleges and evening classes for Jammu, separately.

However, the agitating migrant students are determined to continue the ongoing struggle till the order of merger is not revoked allowing the camp colleges to be part and parcel of the Kashmir University.

Rich tributes paid to 1966 student martyrs

JAMMU, Oct 18: To commemorate the supreme sacrifices made by valiant students for the cause of Jammu, separate functions were held by different student organisation, here today.

Rich tributes and homage were paid to the four students who sacrificed their lives in 1966.

Jammu Joint Students Federation today concluded its 72 hour long fast which was being observed at the Shahidi Sthal in GGM Science College as a mark of respect to the student martyrs.

The JJSF activists offered prayers and paid homage to the student martyrs. Dean Students Welfare Jammu University Prof A N Sadhu and president Chamber of Commerce and Industry Mr Ram Sahai also attended the prayer.

On the occasion, the JJSF executive body also passed a resolution for separate statehood to Jammu and vowed to continue its struggle for the cause.

While speaking, senior JJSF leader Mr Ghulam Ali criticised the National Conference Government for its indifferent attitude towards the people of Jammu region.

Prominent among others who attended the function included Mr Rajinder Jamwal, Ajatshatru Singh, Rakesh Chargotra, Anuj Tandon, Jyoti Swaroop, Pushvinder Singh and Rekha Jamwal.

A grand function was organised by the students of GGM Science College in premises of the college wherein supreme sacrifice by the 1966 martyrs was recalled. The function was organised under the stewardship of Mr Vinay Sharma, president of the college who made an appeal to all the student community to remain united and follow the path shown by out national heroes.

According to a press release, a meeting of executive body of Aakhil Bharatiya Vidyarthi Parishad’s Jammu University unit was held today on the Campus wherein homage was paid to the student martyrs of 1966. The meet recalled the student martyrs as epitome of supreme sacrifice and called on the student community to play their role in betterment of the society.

During the meet, which was held under the chairmanship of Mr Darshan Bharti, it was decided that ABVP’s JU unit will conduct a survey within the Campus to ascertain the problems being faced by the students as well as teaching and non-teaching community of the Campus.

Those who attended the meeting included Pawan Vivek, Rimple Singh, Fiaz Ali, Hakikat Singh, Yash Choudhary, Rajinder Dev Naresh, Vikas Sharma and Neetu.

DODA, Oct 18: People’s Democratic Party supremo Mufti Mohd Sayeed, former Union Home Minister, has called upon the people of the State to wage a war against the mis-rule and anti-democratic policies of National Conference Government.

As per a release mr Mufti was addressing an impressive public meeting at Ramban. He said NC leaders have developed vested interests in the militancy and under its pretext were committing ‘murder of democracy’ in the State.

The Mufti said had the Assembly elections in the past not been rigged by NC, the militancy would not have errupted as those who took part in the elections earlier later took to guns, for the reason of having been declared fraudulently as un-successful.

The PDP chief said the people of the State have been sandwiched between the gun of militants and the security forces and they wanted that the gun should be silenced immediately and dialogue started with all concerned so that peace was restored in troubled-torn state of Jammu and Kashmir.

Referring to local demands Mufti Sayeed demanded that un-skilled and semi-skilled labourers from amongst the local population should be given employment in the Baglihar Power Project so that unemployment of the area could be solved upto some extent. He also demanded degree college at Ramban without loss of time.

Speaking on the occasion PDP general secretary Mr Ved Mahajan said the NC Government has no right to remain in the office as it has lost its representative character because of its being anti-people. He said if PDP would be voted to power in the next elections, it would be accountable to the people.

Others who spoke at the meeting included Messrs Haji Noor Ahmed, Atta-Ullah Khan (PDP Doda president), A R Katoch, Ghulam Rasool Mir and Mushtaq Ahmed Dar.

DC visits border areas

Rajouri, Oct.18: To assess the situation arising out of unprovoked firing from across the border the District Development Commissioner, Rajouri accompanied by senior engineers of PDD, PWD and PHE visited the border villages of Kalsian, Kalaal and Lam in Nowshera sector yesterday. During the tour, he visited various basties and moharas and met various deputations of the area. The people apprised him that several cattle head died and one Sh.Sukhdev Singh was injured in the firing. Mr.Singh has been shifted to Army Hospital, Rajouri for specialised treatment.

The District Development Commissioner also visited the Sub-District hospital Nowshera to assess the facilities being provided to people of this border area.

At Nowshera, the District Development Commissioner presided over a joint meeting of officers and local representatives. Problems being faced by the people living in the border areas were projected in the meeting which include providing medical facilities,regular supply of power and drinking water in the area . They also demanded providing relief to those people who were injured or whose cattle died in the firing. He assured the people that the district administration is fully aware of the problems being faced by the people of border area. He asked the officers to tour the border areas and solve the problems of the people on spot.

En route he also inspected motorable bridge at Langar being constructed at a cost of Rs.29 lakhs. This will benefit about 1700 population of the area.

Later the District Development Commissioner visited the Army Hospital Rajouri to enquire about the health of Sh.Sukhdev Singh and presented a cheque of Rs.75000 to him.

JAMMU, Oct 18: The Provost Unit of Nagrota celebrated its 58th Anniversary today. Corps of Military Police has a very important task to play during war and peace. Few of the tasks are maintenance of discipline, control of movement of men and vehicle and providing of assistance to servicemen and their families in cantonment and at railway station. "Seva Thata Sahayata" is rightly the motto given to this Corps. The men perform their challenging task with smile and firmness round the clock be it heights of Siachin, inhospitable weather of North East or scorching heat of Desert.

The personnel of Military Police took active part in all the wars. The units of the corps have also served with distinction with the UN Forces in Korea, Congo, Geneva, Gaza, Combodia, Mozambique, Somalia, Angola and Rwanda where their efficiency won the admiration of all.

At present 2XNCOs from this unit are with UNMSN abroad. Military Police is no where less in sports and extra-curricular activities. The Judo team has won many National and Regional Judo Championshp awards. The motor cycle display team "Sweth Ashwa" was specially selected to perform in the opening ceremony of Asian Games 1982. The team had the distinction of getting a place in Guinness Book of World Record when 135 men rode on all Motor Cycles for a distance of 385 Mtrs in Bangalore in Sep 1995.

The team again broke own record by carrying 151 men on 11 Motor Cycles on 15 Oct 99 at Bangalore and again make a place in the Guinness Book. The team also participated in a Motor Cycle expedition to commemorate the Diamond Jubilee in the year of Jawan-1999.

All ranks of Provost Unit of Nagrota have won the hearts of people with their dis-tinguished deeds. Its jawans also worked hard during the monsoon this year to keep National Highway open round the clock.

Recently on Oct 5 at about 2110 hours, a J&K State Transport Corporation Bus No. JK-02H-8571 which was on the way to Jammu from Katra carrying 52 passangers went into the Nallah near Usman Stadium at Nagrota Cantt. On seeing the accident Lance Naik A L Patidar and Lance Naik PC Jena of a the Military Police rushed to the place of accident and informed to Colonel RK Chauhan, Commanding Officer of Military Police Unit, Nagrota. The Commanding Officer rushed the team which avacuated the passengers from the Bus.

Complementary message have been sent by Chief of the Army Staff, Adjutant General and Colonel Commandant Military Police, GOC-in-C Northern Command, GOC 16 Corps and the Provost Marshal to this dedicated Provost Unit of Nagrota for their excellent performance. Colonel RK Chauhan, the Commanding Officer of the unit held a Special Sainik Sammelan today to congratulate all ranks for their dedication to the service and conveyed his good wishes to all men and their families.

As per a release, Mr Azaz Mirza, Block Development Officer, Purmandal was the chief guest while the function was presided over by Mr Chuni Lal Vaid and Mr Ranjeet Singh Tara was the special guest.

Mr Ram Lal Sharma read the welcome address and Dr R R Khajuria president SAWERA detailed about various activities taken in hand by the organization.

He said the organization is running five schools and has adopted 30 villages for total development.

On the occasion, complete set of books and uniforms were distributed by the chief guest among the students adopted for their education by SAWERA.

‘Govt has just lip service for industries’

SRINAGAR, Oct 18: Apex body of industries in the Valley Federation Chamber of Industries Kashmir (FCIK) has blamed the exercise of the State functionaries for putting the Valley on industrial map as ‘imaginary’ and termed the revival of industries as more ‘paper-work’.

While addressing a press conference here today, FCIK president, Jan Mohammad Kakroo said that the financing of industries was worst hit as the State had adopted ‘unique identity’ in it. Reserve Bank of India's guidelines for financing the industries were never adopted and the repeated assurance of package by the Government on the analogy of the North-East states had been only a ‘lip service’.

Commenting on the role of J&K Bank in the development of industries in the Valley, he said that it was established inview to enhance the developmental works of the State and people had lot of expectations with it. "It is not ‘Khan's money’ in the Bank, but of people, of poor masses. The Bank should come up with something concrete for the industries here", Mr Kakroo said, adding that the role of IDBI in Kashmir was zero though it play pivotal role in industrial development in the other states of India.

Mr Kakroo, while highlighting the problems of the industrial sector vis-a-vis power supply said that the quality of the electric supply had resulted in damaging the electrical appliances, causing breakdown to the industrial concern for weeks together. "The required optimum voltage of 440 volts has never been provided and instead during the summer and the winter months voltage is 300 volts and 180-200 volts respectively. This results in 50% officiency of machinery in summer and 20% during winter by compounded scheduled and unscheduled curtailments", he said. Refuting the statements of new-payment of electric bills by industrial units, he said that industries regularly paid the electric dues despite large irregularity in power supply.

Mr Kakroo said that though Union Minister for Consumer Affairs, Mr Shanta Kumar, recently held that a new industrial policy was on anvil to revive sick units in J&K, but nothing was done in this direction. "Everybody will feel sorry if the story of industries in the Valley is narrated", he said.

Ration dealers discuss demands

JAMMU, Oct 18: A general meeting of Ration/Sugar dealers working on commission basis in rural areas of Jammu tehsil was held here yesterday in Deputy Commissioner’s Office Complex under the presidentship of Mr Milkhi Ram.

As per a release about 60 ration dealers including Association general secretary Mr Tallentar Singh attended.

The important issues discussed on the occasion included less weightage of ration and sugar bags delivered at the source to the dealers at the time of lifting their monthly quota.

The association members expressed with concern that carriage and transportation of ration and sugar from Food and Supplies Stores at Jammu to rural and far flung areas was very high which could not be covered with the commission amount as a result of which they were suffering heavy losses in fulfilling their obligations.

The meeting decided to approach the authorities concerned for reimbursement of the carriage and transportation charges to the dealers or arrangement of transportation to the distribution centres by the Government.

A deputation of dealers later met the Assistant Director Food and Supplies, Jammu district and brought to his notice their difficulties and demands.

The Assistant Director listened to the deputation with patience and assured to discussed both their demands with the Director Food and Supplies Department on October 23 when the deputation of the Association shall also join them.

Others who spoke in the meeting included Messrs Jagdish Chander, Girdhari Lal and Pritam Bakshi.

JAMMU, Oct 18: Mr Tilak Raj Sharma, convenor Jammu and Kashmir Nationalist Front has appointed two more co-convenors of the Front Prof K R Bhatia, Head of Law Department University of Jammu and Ch Abdul Rouf Ganai from Bhaderwah.

Mrs Sneh Bali and Mrs Surekha Choudhary have been appointed as convenor and co-convenor, respectively, of the women wing of Jammu and Kashmir National Front. Similarly, Mr Digvijay Singh of Vijaypur and Krishan Dev Singh have been appointed as convenor and co-convenor, respectively, of youth wing of the front a release said.

Workshop on "Rights of Child"

JAMMU, Oct 17: Youngs India in co-ordination with UNICEF organised Second day workshop on the "Rights of the Child".

Mr Kuldeep Khudda (IPS), Inspector General of Police (Crime & Railways) was the chief guest. He stressed on the need for bringing a special legislation to declare "Child Labour" a congnesiable offence.

He said that much is being talked about human rights of children, their fundamental rights etc but nothing is being done on the ground to implement such rights. He said it is imperative for the society as a whole to come forward and work whole heartedly for the welfare of the children.

Prof Satish Raina Advisor Chief Minister of J&K (Minority Affairs) presided over the function. He said that the heading of the workshop should had been "Societies and Parental attitude towards the Rights of the Child". He also praised UNICEF and YOUNGS India for such workshop.

The others who spoke on the occasion are Justice M L Koul on Rights to protection, Mr Balraj Puri on Human Rights and Children, Mr Ram Sahai on responsibility of society, Dr Chander Mohan on Psychological cry of child for his rights, Dr Rekha Choudhary on Focus on Girl Child, Dr Rajinder Dingra Children in difficult circumstances and Dr S K Sharma presented Reporter's Report and Mr S S Jamwal spoke on NGOs Role in Child Rights. The others who were present on the occasion were Social Activists, Educationists, Students and Official of J&K State.
