Six hour power curtailment draws flak Excelsior Correspondent JAMMU, Oct 17: The sudden enhancement of power curtailment from four and a half hours to six hours daily has evoked severe public criticism with many organizations openly threatening to take the battle to streets in case the Government does not revoke the decision. Viewing the Governments decision seriously the Jammuites term it a total discriminatory attitude of the Government towards them. Condemning the Governments action strongly the president Chamber of Commerce and Industry, Mr Ram Sahai wonders that how the Government went ahead with enhancing the curtailment scheduled when the Chief Minister had promised the Chamber delegation before leaving for United Kingdom last month that there will be no night curtailment in Jammu keeping in view the militancy threats. "Before leaving for abroad Dr Abdullah gave clear cut instructions to Housing and Urban Development Minister, Mr Ghulam Mohi-u-Din Shah that there should be no night curtailment in future in Jammu", said Mr Sahai. "This meeting besides Mr Shah was also attended by Industries and Commerce Minsiter, Chief Secretary, Secretary Industries and Secretary Power", he added. He said later Mr Shah held a meeting with officers here and decided to reduce the curtailment by one hour which was strongly resisted by the Chamber. The Chamber is not only opposed to enhancement in power cuts schedule but has consistently been demanding that there should be no night curtailments. Mr Sahai said Chamber also got a resolution signed by the Legislatures in favour of its demand and handed over it to CM but to no avail. He said it is quite painful that despite being fully aware of the militants threats who are out to target Jammu the Government has enhanced the power cut schedule during this festival season. In a plea to Chief Minister, Dr Farooq Abdullah he demanded that the curtailment timing should be rescheduled and there should be no curtailment during night. He also took the Government to task for not separating the street lights feeder as demanded by the Chamber after the Science College blast. The Chamber president said that though promised that feeder will be separated for which the Centre agreed to pay the money also nothing was done till date. Making a dig at the State Government the Bharatiya Janata Party (BJP) senior leader and MP Mr Vaid Vaishno Dutt said by enhancing the curtailment schedule the Government has unnecessarily added to the woes of the people. He while holding the State Governments policies responsible for the power crisis said that despite the assurances of the Chief Minister to release Rs nine crore for bettering the power supply in the region nothing has been done till date. The BJP leader alleged that no efforts are being made to restore the transformers at Gladni, Janipur and Akhnoor power stations which is one the main causes of power crisis in the region. Mr Dutt maintained that there is no dearth of power in the state but the distribution is not proper. The main cause of losses is due to the rising corruption in the administration and Government has completely failed to contain the same, he added. While strongly condemning the Government for enforcing the six hour curtailment daily that too during the festival season he said BJP fully shares the peoples concern in this regard. He said it is totally the incompetence of the Government that despite collecting the power tariff from the consumers it is not providing the round the clock supply. Echoing the same views BJP vice president Dr Nirmal Singh said by imposing the six hour cut during the festival season the Government has played with the sentiments of the people. He said the students have become the worst suffers of this unpopular decision which will prove dare to the NC Government. He termed it a big conspiracy on the part of the PDD authorities and Government saying that I apprehend that there is a nexus between the manufacturers of invetors and the Government. He said there is no end in the discriminatory attitude of the Government towards the Jammu Region as no such huge curtailment has been enforced in Kashmir Valley where people are paying no power tariff and owe arrears in crores to Government. Senior Congress leader Mr Raman Bhalla while sharing the public concern on enhancing power curtailments warned agitation in case the curtailment schedule was not immediately changed. He said the curtailment will affect the every sphere of life and hamper the production in industry to a great extent, besides affecting the student community whose examinations are drawing near. Mr Bhalla wanted to know what has happened to the promise of Chief Minister regarding the release of Rs nine crore for the improvement in power supply. Terming the Governments performance total dismal he said in rural areas the people face black outs for days together as no steps are being paid to renovate the damaged transformers. While expressing its grave resentment over the increasing power cuts the president of newly constituted Jammu Muthida Sangarsh Front, Mr Ayodhya Kumar Manwa has urged the Government to rescind its decision immediately failing which his organization will resort to agitational path. He while criticising the Governments decision to increase the power cut schedule from four and half hours to six hours daily said it is a testimony to the fact that the Government has taken the people of Jammu for granted which will be resisted strongly. He also appealed the people to rise above the occasion and be ready to fight for their rights. |

officials to go on fast unto death from Nov 6 Excelsior Correspondent JAMMU, Oct 17: Agitating employees of Central Land Development Bank (CLDB) have decided to go on fast unto death strike from November 6 in protest against the non-redressal of their demands. The employees have sought the immediate intervention of Minister for Agriculture and Cooperatives Choudhary Mohd Ramzan for the immediate constitution of new Board of directors which has ceased to function. In a press conference here today, president of the Employees Association Mr Ashok Kumar disclosed that as per the constitution, the term of the chairman expired on Dec 31, 1999. The Board also ceased to function as per the Act but the chairman has been allowed to function in violation of the Act. No election is being held since long and the Government despite repeated request did not show any interest to constitute new Board for the smooth functioning of the Bank. Due to this attitude of neglect, its profit is declining gradually. He pointed out that minister concerned was also approached and was apprised of the financial position and other problems in the functioning but he too, seems to be non-serious about the problems of the Bank employees. The Bank has suffered a loss to the tune of around Rs 3 crores in just last two years. Without proper sanction and consultation with the Board, the loans of some parties were illegally waived off, causing loss of Rs 1.75 crores to the Bank, he alleged. Mr Rakesh Kumar, vice-president said that the Bank was awarded recently for the best performance at all India level last year. But it happened only due to the efforts and contributions of former chairman, Mr Rafiq Fidah but the present head was taking credit of this performance by misleading the top bureaucrats and the politicians as well. Due to non-professionalism and lack of Administrative qualities, the banks profit has gone below 1.75 crores so far in last one year and ten months. The members demanded that the chairman should be a person of IAS cadre and the MD and DGM of the Bank from NABARD or a senior Banking personal for the better growth and effective administration of this Bank. The Association challenged the appointment of a junior assistant of the Bank, Nancy Wali in violation of all norms to the post of District Manager. Mr R C Bhat, general secretary said that the Bank employees would suspend their agitation today after protest march and staging dharna outside the office of Divisional Commissioner, Jammu. The fast-unto death and indefinite strike would be launched from Nov 6, 2000 if the Government failed to take any decision in this regard. He further demanded that 5th Pay Commission benefits and the DA be provided to the employees of the Bank. A high-level thorough probe be initiated into the financial and other irregularities caused in the Bank and action be taken against the erring officials. |

The house as per Mr K K Gupta who conducted preliminary verification was a single storey house which was incomplete but the house assessed is shown to be two storeyed complete structure, certain documents regarding the private loan produced by the accused before the investigating officer but the IO though he had referred same in his final report, had not relied upon them as he did not think it legal to consider those documents. The salary statement of the accused have not been obtained from the office where the accused had worked during this period and are not as per the acquittance roll but have been reported from the service bok which did not reflect increase of allowances sanctioned by the Government from time to time. The IO did not check the Agriculture income of the accused. It seems that the investigations officer when he started investigation, had only one thing in this mind as how to prove that the accused was having assets disproprionate to his known source of incoem and in this contest he even did not consider his known sources of income. "The Court observed adding that the prosecution has miserably failed to bring guilt home to the accused who is accordingly acquitted. Advocate S C Bali appeared for the accused whereas K S Charak public prosecutor appeared for the Vigilance Organisation, in this case. While acquitting the accused Mr Vikas Gupta advised the Investigating Officer while they investigating a case should take on record whatever documents the accused makes available in connection with the case. They should considered those documents and even if they reject the same the documents should invariably place on record so as to enable the court to consider the same during the trial. The record during the investigation rejects those documents ar never annexed with the challan making their consideration not possible by the court and making the prosecution case looks suspicious. |
