dead Excelsior Correspondent JAMMU, Oct 14: Two Army jawans, equal number of militants and an SPO were killed in two different encounters in Mahore area since last evening. Large quantity of arms and ammunition were also recovered from the encounter sites. Giving details of the incident, informed sources told EXCELSIOR that in the ongoing operation in Thinmarg area of Mahore, the Grenadiers battalion achieved yet another success today when in a fierce fight, they killed two militants yesterday at village Nar near Mahore . These militants, the sources said, had escaped from the encounter of October 11 and October 12 night and were yesterday trying to flee to some unknown destination. However, they were relentlessly pursued by the Grenadier troops in a well planned follow-up operation, the sources said. They said that, as the troops last night moved closer, the militants resorted to heavy volumes of fire on Army column. The Grenadier Pawan Kumar Singh and Grenadier Satinder Pratap Singh moved ahead and tried to further get closer to the militants, the sources said, adding that in the process, both these jawans sustained bullets injuries. Paying scant regards to their wounds, the injured Army jawans, in a close fierce fight, killed two militants hiding behind big boulders and stopped heavy volume of fire brought down by these militants on the closing-in troops. In this process, Grenadier Satinder Pratap Singh was killed, whiles Pawan Kumar was critically injured, a Defence spokesman in a press statement said , while confirming about the encounter. However, a daily bulletin issued by Zonal Police Headquarters, Jammu stated that two Army jawans and a militant were killed in this encounter, besides injuries to four other Army jawans. The sources, however, said that the operation continued throughout the night with sporadic firing still continuing. The sources said that the search commenced this morning and during the process, bodies of two militants were recovered. Large quantity of arms and ammunition were also recovered from the encounter site, which included six AK rifles, 639 AK ammunition, 25 magazines, 50 grenades, two radio sets, two RPG attachment, Rs 4500 Indian currency notes, besides Rs 117 Pakistani currency notes. Meanwhile, reports reaching here said that the operation was still in process. The identity of the slain militants could not be immediately ascertained, the sources said, but added that as brought out earlier, they too appeared to be foreign mercenaries, owing allegiance to Al-Badar and JEM Tanzeems. It was also not exactly ascertained as how many militants had fired upon the Army patrol party, the sources further said. They didnt rule out the possibility of some militants having managed to flee into the thick forests. Meanwhile, security personnel have cordoned off the entire area and efforts were being made to apprehend any of the fleeing militant, the sources further said. This was yet another encounter between the militants and Army at the same site. In earlier operations, Army troops had inflicted heavy casualty on the militants. With the death of two more militants today, the total number of militants killed in Mahore operations have gone to eight. Meanwhile, in another encounter in Mahore area, an SPO was killed when some unidentified militants fired upon the police patrol party at Lasoli in Udhampur district late last night. The deceased SPO has been identified as Chamyal Singh,(No 304), S/o Lal Maan of village Khani Kot, falling under the jurisdiction of Mahore Police Station. The sources said that some hiding militants, after noticing the movement of the patrol party, fired indiscriminately towards Police party, resulting into the instant death of an SPO. The militants, later managed to escape under the cover of darkness, the sources added. |
Army repairs defective Russian anti-aircraft missiles NEW DELHI, Oct 14: Engineers of the Corp of Electrial and Mechanical Engine achieved a major breakthrough by carrying out repairs of defective state-of-the-art anti-aircraft missiles, whose technology transfer has been delayed by the Russians. The army engineers of the corps of EME have overhauled and reoptimised state-of-the-art missile like the shoulder firing Iglas used against low flying aircraft and the Russian supplied mobile Osa-ak systems . "Despite lack of technology transfer we have been able to successfully repair the defective missiles", Lt Gen S K Jain, director general of the Corps of EME told PTI. Due to delay in technology transfer, India is yet to create overhauling facilities for these major missile systems. "Reoptimisation has restored these vital equipment to their original operation characteristics thereby enhancing their life and saving precious resources", Gen Jain said. The Director General of the Corp of EME said besides this army has been able to repower some of the heaviest imported vehicles by utilising indigenous engines. These vehicles are used to haul major weapon platforms and even multiple tanks and artillery guns. India acquired Igla missiles from Russia in early 90s to offset Pakistans acquisition of stringer missiles obtained clandestinely through Afghan Mujahideen groups. Gen Jain said the Corps was also currently undertaking development and manufacture of the state-of-the-art simulators based on computer generated imagery and terrain mapping. "This has resulted in saving of precious foreign exchange while improving effectiveness of training in the army", he said adding that these simulators could be used for training soldiers and officers on variety of weapons platforms and systems. He said the EME, which celebrates its Corp day tomorrow, was providing effective engineering support to the army by using the just inducted Unmanned Aerial reconissance Vehicles (UAVs) pilotless target aircraft to laser based instruments and troposcatter communication equipment. Gen Jain said the Corp of EME was also providing the army units critical support in anti-insurgency operations, to tackle the latest gadgetary and equipment being used by terrorists, especially land mines. The Director General admitted that the Corp as of now was facing "severe shortage" of officers and measures had been taken to overcome this. "Of late we are getting women officers possessing degrees in computer engineering or post graduate degree and inducting them", Gen Jain said adding that efforts were also underway to upgrade EME outfits and institutions technologically. Eagles, as the EME men are labelled, have a rich record of achievement dismantling and re-assembling a tank at a height of 3,500 metres at Zoji La in 1948 and have not rested on their laurels. A Corp officer, Major Gautam Narayan, with least regard to his safety, saved the Russian antarctic team members who had been lost in snow blizzards earlier this year. The organisation, Gen Jain said, had already established and equipped pollution control centres in major metropolitan cities and was preparing to have similar centres in state capitals also. "We also recovered an Indian Airlines aircraft which overshot the runway at Srinagar airport recently", the director general said as he asked his men to keep up the tradition. (PTI) |

introduced Excelsior Correspondent Srinagar, Oct 14: The Tourism, Floriculture and Sports Minister, SS Slathia today introduced a Bill in the House to provide for the constitution of a Board for the better management of the Shri Amarnath Ji Yatra and upgradation of facilities for pilgrims and matters connected with Yatra. Constitution of a Shrine Board for Shri Amarnath Ji on the analogy of Shri Mata Vaishno Devi Ji Shrine Board has been also recommended by the Commission of Enquiry headed by Dr Nitish Sen Gupta appointed by the State Government to identify causes of catastrophe that killed some yatris in 1996. The Bill would be titled as Jammu and Kashmir Shri Amarnath Ji Shrine Act, 2000. The administration, management and governance of the Shri Amarnath Ji Shrine Board and the Board fund shall vest in a Board comprising a Chairman and 10 members. The Governor of the State, if he be a Hindu, shall be the ex-officio Chairman of the Board and if the Governor be not a Hindu, then he may nominate any eminent person of the State, professing the Hindu religion and otherwise qualified to be a Member to function as the Chairman of the Board. Out of Nine persons to be nominated by the Governor of the State, two members would be among such persons who should /have distinguished themselves in the service of Hindu religion or culture, other two members would be from women folk. Two women who in the opinion of the Governor, have distinguished themselves in the service of Hindu religion or culture or social work, especially in regard to advancement of women, three persons, would be nominated by the Governor out of persons who have distinguished themselves in administration, legal affairs or financial matters. Two members would be nominated from eminent Hindus of the State of Jammu and Kashmir. Meanwhile, Law and Parliamentary Affairs Minister, PL Handoo on behalf of Forest Minister, Peerzada Ghulam Ahmed Shah today introduced a Bill in the House to provide for the prohibition of export and transportation of willow wood outside the State of Jammu and Kashmir. The Act would be titled the Jammu and Kashmir willow (Prohibition on Export and Movement) Act, 2000. The Bill envisages that any person, who violates or attempts to violate the provisions of section 3 of this Act, shall be punished with imprisonment for a term which may extend to three years and shall also be liable to fine which may extend to rupees one lakh. Moreover, all offences committed under this Act shall be non-bailable and cognizable. The bill has been introduced in the House on the request of the J & K Industries and Commerce Department as the Jammu and Kashmir Timber (Prohibition on Export and Movement) Act,1990 promulgated vide Governors Act No: XX of 1990 dated July 18,1990 could not be placed before the Parliament for rectification and hence seized to be inforce with effect from July 18,1991. The Forest Minister also introduced in the House a Bill to amend the Jammu and Kashmir Societies Registration Act, Samvat 1998. The Bill is aimed at to incorporate amendment in Section 2,Act VI of Samvat 1998 providing for registration of Forest Development Agencies and Village Forest Committees by the Chief Conservator of Forests or any such officers as the Government may appoint in this behalf. |

Govt appointments soon Excelsior Correspondent JAMMU, Oct 14: Chief Minister Dr Farooq Abdullah today said that insufficient capacity to store electricity has lead to the scheduled power curtailment in the State. Addressing members of the
Association of Small Scale Industries at the inaugural
occasion of its new office complex at Gangyal here today,
the Chief Minister admitted that the Justifying his point, Dr Abdullah who also holds the Power portfolio said that the power requirement of the State is about 900 MW at present but the Power Development Department has only the storage capacity of 400 MW. The State was already passing through the financial crunch, but the efforts are being utilised and some funds have been provided to increase the electricity storage capacity. By understanding this difficulty, the people should understand the compulsions of the Government, he added. Expressing serious concern over the increasing power theft in the State, the Chief Minister said that the officials of the PDD in connivance with the people were indulging in this practice and causing revenue loss worth crores. He said similar was the practice prevailing in the industrial areas. The Government is contemplating to constitute committees with the assistance of the Associations of Industries for revenue collection. The Power Grid has to recover long pending amount from us and they are not going to wait for long. Referring to the problems being faced by the owners of small scale industries, Dr Abdullah said that his Government was well aware of the plight of the industrialists and efforts are continued to revive the sick units. He expressed that his Government wanted that big industrialists like Birlas and Tatas may come to the State to set up huge industries and the Government has already given several concessions but militancy and power crisis are the main hurdles in this process. In response to the demand made by Mr Rattan Dogra, president of the ASSI, Gangyal to give preference to the locallly manufactured goods to the Army and para-military supplies, the Chief Minister and the Industries Minister Dr Mustafa Kamal assured that they would take up the issue with the Defence Minister George Fernandes. It was disclosed that the Army and paramilitary supplies were worth Rs 8500 crores annually and most of the goods were coming from outside the State and local items though maintain good quality were being neglected. Commenting on the allegations of large number of appointments made by the State Government in last four years, the Chief Minister said that Government would soon come out with a white paper on the issue. He maintained that his Government has registered tremendous achievements in these years and jobs have been provided to about one lakh people. He further maintained that State plan for the current year is being finalised during the proposed meeting on October 20 at New Delhi and the State hopes good plan this time, he added. Congratulating the industrialists on the occasion Dr Kamal assured them to take up their issues on priority. He said despite sincere efforts a large number of units were still lying sick and the lack of will on the part of unit holder is also responsible for it. He pointed out that out of the 45 percent export goods from the J&K the small scale industries contribution was about 35 per cent. The militancy has caused a major set back to the units and their efficiency will depend on the power and other financial support. He asked the members to come forward for the assistance and maintained that Government would try its best to resolve their issues. Principal Secretary, Industries and Commerece Mr Mohd Shafi Pandit, former Industries Minister Mr Bodh Raj Bali, Director Industries. Mr Salim Beg and Small Scale Industries president Mr Kuldip Dogra also spoke on the occasion. Judges brother
implicated in rape case Excelsior Special Correspondent SRINAGAR, Oct 14: Minister of State for Home, Mushtaq Ahmed Lone, today declined to take any action against a probationary Dy SP who is facing charges of high-handedness and implicating a judges brother in a false rape case. Lone said that, pending enquiry, the accused Police officer could not be placed under suspension and action against him could be initiated only when he would be proved as guilty. In a calling attention, the ruling partys MLA from Riasi Jagjivan Lal alleged in the Legislative Assembly that a probationary Dy SP, S K Pathak, had severely roughed up some innocent civilians and subjected them to unlawful confinement in September when he was incharge SHO of Riasi. He alleged that after the Dy SPs misuse of power, the complainants moved the court of the Sub Judge at Riasi, Ms Jyoti Balla, but the Police officer got her brother implicated in a false rape case as a reprisal. According to the MLAs motion, Pathak was on tour to Bhomag area of Riasi when he manhandled a number of innocent civilians, arrested them and put them in unlawful confinement. When, after their release, the complainants moved the Sub Judges court which pulled up the accused, the Police officer hatched up a plot with Pucca Danga Police Station and got the judges brother implicated in a false rape case. According to the MLA, it was a brazen example of the misuse of power and high-handedness by a Police officer who deserved to be placed under suspension, pending inquiry. Harsh Dev Singh of Panthers Party and some other Opposition MLAs from Jammu joined Jagjivan Lal in his demand seeking suspension of the Dy SP and thorough investigation into the matter. While maintaining that the probationer had already been removed from Riasi and departmental as well as judicial proceedings in the matter were in progress, Mr Lone declined to accept that continuation of the accused in active service could be prejudicial to the investigation or administration of justice. The MLAs insisted that transfer was no punishment but a routine, more so in the case of probationary officers who are posted for field assignments for brief periods. In his explanation, Mr Lone said that Pathak and some other Police personnel had been attacked by miscreants, namely Khem Raj and Sodhama sons of Kirpa Ram of Chorakote, Prem Chand and Kishhoo Kumar of the same village and Jagar Nath of Bakal in protest against the detention of one Kartar Chand S/o Thakur Das. Kartar Chand had been lifted and detained on the complaint of a Village Defence Committee (VDC) member namely Subhash Chander S/o Khem Raj of Chorakote. A criminal case was registered at Police Station Riasi and the accused, namely Khem Raj and Sodhama, were arrested on spot. Later, they were let off on bail. The accused filed a complaint under section 202 CrPC against Pathak which was under process in the court of the Sub Judge. The Minister claimed that neither did Police receive any complaint against the judge or her relatives nor did it hatch up any plot. Lone refuted the allegation that Pathak had influenced the Pucca Danga Police and got a rape case registered against the judges brother. He claimed that in fact a complaint had been received by DIG Jammu on September 20 that the complainants daughter had been confined and raped by the Sub Judge Jyoti Ballas brother at her official residence, Ahata Amar Singh (Judicial Quarters). The complainant, Thakur Das of Chhajru Udhampur, happens to be a peon at the court of Sub Judge Riasi. In this connection, case FIR No: 221/2000 under section 376, 342 and 306 RPC had been registered at Police Station Pucca Danga. The Minister informed the House that the accused, Sunil Kumar S/o Sewa Singh R/o Samba, was on anticipatory bail and the matter was under investigation. Mr Lone claimed that, in presence of Mr Jagjivan Lal, IGP Jammu had been directed to have the matter investigated judiciously and expeditiously and, at this stage, there was no need to place the accused Dy SP under suspension. |
SUNDAY SPECIAL From B L Kak NEW DELHI, Oct 14: Pakistans Inter-Services Intelligence (ISI) has infiltrated into the rank and file of the Students Islamic Movement of India (SIMI) in at least six politically-important States. They are Jammu and Kashmir, Uttar Pradesh, Bihar, Andhra Pradesh, Assam and Kerala. This information is contained in a report prepared by an official intelligence agency. Sensational, indeed, is the revelation vis-à-vis behind-the-scene involvement of at least 15 politicians of Jammu and Kashmir, including 5 legislators, and 30 Government officials in the task of raising lakhs of rupees, during the last 5 years, for SIMI. Two senior technocrats, whose identity has also been disclosed in the report, had made available nearly Rs 15 lakhs for the organisation. Revelation number two: Students Islamic Movement of India has, without any fanfare, created a special cell to take care of Jammu and Kashmir. After the military takeover in Pakistan in October last year, two members of the SIMIs Lucknow-based think-tank have visited J&K at least seven times. That SIMI does not accept the finality of Kashmirs accession to India has been borne out by the organisations secretary general, Mr Safdar Nagauris refusal to endorse the Government of Indias stand that Kashmir is an integral part of India. The intelligence agencys report contains specific utterances and activities of the "committed lot" led by Mr Safdar Nagauri. Revelation number three: Following a series of closed-door meetings by the ISI operatives with some members of the SIMIs think-tank in Lucknow and Kanpur, one group of hardliners received instructions to start creating moments of embarrassment for New Delhi. And some elements within SIMI, particularly Mr Safdar Nagauri, started with a bang-that is, they chose to speak the language of Pakistan by explaining that Kashmir cannot be treated as an integral part of India in view of the fact that Pakistan and China too continue to occupy portions of Kashmir. Revelation number four: Moral and material support to SIMI has also been made available by certain individuals and quarters in UP, Bihar, Assam, Kerala and Andhra Pradesh. If the agencys report is any guide, steps are afoot to make available printed literature in the shape of posters, pamphlets, books and leaflets, which will highlight the relevance and need of jihad. Revelation number five: Work has already begun to prepare the text for a pamphlet in Urdu and English, which will justify the jihad in Kashmir. Proposed publication is intended to stress that the Muslims of Kashmir cannot be faulted for their struggle as their jihad is for protection of Islam in the region. The Union Home Minister, Mr LK Advani, has, once again, been apprised of the "sudden hectic movement" on the part of SIMI as well as ISI operatives in various parts of the country. That Mr Advani has taken serious note of "objectionable" method of procedure of some elements, allegedly aided and abetted by the ISI, has become evident with his fresh instructions to the appropriate authorities in States and Union Territories to be vigilant and to take effective measures against all those who intend instigating various categories of Muslim population. These instructions have also assumed importance in the context of what is officially termed as "sensational" information made available to the Government with regard to the ISIs enhanced level of aid to madrasas not only in Jammu and Kashmir but also elsewhere in the country, particularly UP, Assam, Bihar and Kerala and Andhra Pradesh. ISI-aided madrasas have also come up on the Indo-Nepal border in North Bengal. At a time when Assams Chief Minister, Mr Prafula Kumar Mahanta, has been instructed by the Centre to tone up the working of his administration to meet the challenge from militants and terrorists, Lt Gen Mahesh Vij, GOC of the 4 Corps, is reported to have pointed out that madrasas have also become a nerve centre for ISI activities in eastern India and are posing "a serious threat" to the security of the area. |
Another IED blast
near Pattan Excelsior Special Correspondent SRINAGAR, Oct 14: Even as no civilian or militant was reported killed from anywhere in Kashmir valley since last evening, militants shot dead three Army soldiers, one Sub Inspector of BSF and one head constable of Jammu & Kashmir Police. Official sources told EXCELSIOR that at 1135 hours today, an unidentified militant targetted a Sub Inspector of BSF 63 Bn at Bohri Kadal when a paramilitary patrol was in movement. Identified as Gaya Ram, the SI sustained critical injuries. He was rushed to 92-Base Hospital of Army at the Corps Headquarters where he succumbed to injuries. Last evening, a convoy of Rashtriya Rifles 14 Bn was ambushed by militants at Sumlar on Sumlar-Kudara road in Bandipore. Five soldiers, travelling back to their headquarters in the last vehicle, sustained injuries. Two of them died on spot while as later one more trooper died at Base Hospital here. Two of the injured were still battling for life at the hospital. Militants withdrew from the spot unharmed even as troops emptied a many magazines. Dead body of a head constable, namely Mohammad Altaf R/o Botgund, Krandgam, was recovered today at Batveer in Bijbehara area of Anantnag district. Official reports said that he had been kidnapped by militants and done to death. Within two days of a landmine blast near Pattan, militants today caused yet another IED blast at Batpora Road, near Nihalpora Pattan. A jonga of RR 29 Bn suffered minor damage and one soldier was injured. Three civilians also got injured in the blast. |
125 schools closed
down in Srinagar Excelsior Special Correspondent SRINAGAR, Oct 14: Minister of State for Education Aga Syed Mehmood today said in the State Legislative Assembly that the Government had, at the moment, no plans to set up degree college at Bandipore or any other place in Jammu & Kashmir. In reply to the ruling party MLA Ghulam Rasool Nazs question whether a degree college would be set up at Bandipore in accordance with the Chief Ministers commitment, Aga Syed Mehmood said that due to the financial cruch, the State Government had laid a moratorium on establishing new colleges. He said that the National Conference Governments emphasis was on consolidation and strengthening of the existing educational institutions rather than setting up new colleges without necessary equipment and other necessary facilities. Not satisfied with the answer, Mr Naz raised hue and cry that students of Gurez, Tulel and Bandipore localities had no option but to migrate to Baramulla or Srinagar to continue their studies beyond 10+2 even as there was no college in that area. To everybodys surprise, the MoS Education disclosed in the House that his own Budgam district had no college while as all other districts in the State had one or more than that. Saifullah Mir of NC reminded the Minister that the Government had laid the moratorium for just two years in 1996-97 and since then three years had already passed. Ashok Sharma of Congress said that the MLAs of all political parties had failed to keep their commitment with the people during the last four years as most of them had promised their respective electorate colleges and better education. Mohammad Sayeed Akhoon and Sadiq Ali, both NC MLAs from the capital city, complained that Education Department had committed brazen discrimination with Srinagar in the matter of recruiting teachers under Rehbar-e-Taleem. Another NC MLA from Srinagar, Mubarak Gul, complained that as many as 145 schools had recently been closed down in the capital city without any consultation with the legislators. In reply to Mubarak Guls supplementary, Education Minister Mohammad Shafi admitted that 125 primary schools had been wound up by the Government recently in Srinagar city due to the fact that the staff was idle and there were no students enrolled in these schools. PDP MLA from Bijbehara, Abdur Rehman Veeri, too asked some supplementaries but the two education ministers did not reply his queries. In protest, Mr Veeri strode to the well. When the incharge Speaker Malik Ghulam Hyder warned Mr Veeri that he would be thrown out in case he did not return to his seat, the angry MLA staged a walk-out. |
Two killed, one injured in road accidents Excelsior Correspondent KATHUA, Oct 14: Two persons were killed while one was seriously injured in two road accidents on Jammu, Pathankot National Highway today. The deceased have been identified as Keshav Nath, son of Dena Nath of village Perian Gandyal and Kashmiri Lal son of Jabroo Ram of village Nihalpur while the injured as Bittoo son of Nobat Ram also of village Perian Gandyal. According to reports Keshav Ram and Bittoo were traveling on a scooter and while reaching one kilometre ahead of Hatli More they were hit by a speedy truck bearing number PB06-2846 which was coming from opposite direction. While Keshav Nath died on spot, Bitu was shifted to District Hospital Kathua in a serious condition. The truck driver, however, managed to escape. The Kathua Police has registered a case against the driver of the truck. Kashmiri Lal who was traveling on his scooter bearing number JK08-6072 was hit by truck number JKR 4403 near Saftachak on Jammu, Pathankot National Highway. He also died on spot. The truck driver Bachan Singh of Akhnoor, Jammu was arrested by the Police and case has been registered against him. The dead bodies are lying in the District Hospital Kathua and will be handedover to their family members after conducting post-mortem tomorrow. There is a brewing resentment among the people against the increasing road accidents on National Highway. Fifteen people lost their lives during last fortnight in the road mishaps on National Highway in the district but the concerned authorities have not taken any cognisance of it by intensifying the drive against the fast driving. |
CJ directs clearance of over 7-year old cases by December Excelsior Correspondent SRINAGAR, Oct 14: The Chief Justice of Jammu and Kashmir High Court, Dr B P Saraf has directed the sub-ordinate judiciary to initiate immediate measures for disposing off all cases which have been pending for more than seven years, by December this year. Addressing judges of subordinate courts at Anantnag, Bijbehara, Pampore, Magam and Tangmarg during his three day tour Chief Justice Dr Saraf said that the cases pending for more than three years should be decided and disposed off on priority basis. Impressing upon the judicial officers to expeditiously settle the pending cases in the courts, the Chief Justice said, "it is our duty to provide speedy dispensation of justice to the people, which would go a long way in restoring confidence and faith of the people in judiciary. He enjoined upon the judicial officers to maintain sitting registers depicting the actual time spent by them in court rooms and try their level best to decide maximum number of pending cases. Reminding the judicial officers of their important role in the society, the Chief Justice Dr Saraf said that the judicial officers should be courteous, patient, punctual, impartial and should discharge their duties without any fear or fevour. The Chief Justice while interacting with the members of Bar Association at all the places he visited and interacted with them steps required for further improving the functioning of subordinate courts in the State. Responding to the demands of Bar members regarding updating the Bar libraries, provision of sufficient accommodation in court premises etc, the Chief Justice asked them to submit the list of their minimum demands within a weeks time and assured them that needful would be done. The Chief Justice also presided a meeting of senior officers of the Judiciary, district administration and police at Anantnag and discussed among other issues, the execution of warrants and summons issued by various courts by the police as a large number of old criminal cases were pending before different courts on account of inability of the police to execute these warrants and summons. |
Authorities denied picking up two youths, says Lone Exclsior Correspondent SRINAGAR, Oct 14: Minister of State for Home Mushtaq Ahmed Lone today said in the State Assembly the army and paramilitary authorities have denied picking up two youths, who allegedly disappeared. Responding to the demand of a ruling National Conference member, Mohammad Shafi Bhat, Lone said during investigation it has emerged that Firdous Ahmad Bhawan of Dalgate was lifted during the day time from his shop. Next day the Army contingent raided his house for recovery of arms but apparently nothing objectionable was found, Lone said. Father of another youth Mukhtar Ahmad Beig of Sonawar said he was approached by some Army officers on the evening of October nine from cantonment area and assured him about early release of his son, the minister said. However, enquiries made from authorities of Army and paramilitary forces revealed that the individuals have not been picked up by any of them, the minister said. The NC member Mohammad Shafi Bhat said the two youths have been arrested by the Army authorities on September 25 and 26 respectively and the relatives of the arrested persons are worried about the whereabouts of them. Lone said all efforts are being made to trace the individuals on the basis of information collected from relatives and other witnesses and the Superintendent of Police (City East) has been asked to personally supervise the case on day today basis. The statement of the ministers brought the members on their feet and even some opposition members, especially Abdul Rehman Veeri of J and K Peoples Democratic Party said it is a matter of grave concern that people arrested by the security agencies are later on declared missing and wanted the Government to take effective steps to prevent such grave human rights violations in the State. Kud Excelsior Correspondent JAMMU, Oct 14: A person impersonating himself as a CID Inspector, was arrested from the complex of Chinar Guest House in the holy town of Katra today. The "CID Inspector" has been identified as Samit Johnson, S/o Shilaj Johnson of Sattar Minal Balging Chall, Anand Road Mumbai. Giving details of his arrest, Senior Superintendent of Police, Udhampur, Satvir Gupta told EXCELSIOR that the accused, who impersonated himself as CID Inspector, was arrested from the Guest House. A Tata Sumo No NH 04AA/7115 and a fake identity card have been seized from him. Mr Gupta said that the Katra Police, headed by SHO Katra, Ashok Sharma arrested the accused while he was roaming in the Guest House under mysterious circumstances. The accused is being interrogated and it was suspected that he had some alleged links with the anti-national elements. Meanwhile, Kud Police have arrested one driver Anil Kumar Khajuria, S/o Gian Chand Khajuria of Narwal Pain Jammu who was charged with killing his conductor Mohd Munir of Shadra Sharief Thanna Mandi, Rajouri. Police sources said that the accused was arrested while he was trying to flee in his truck number JKS-3417. However, after giving a hot chase, Police managed to arrest him. Giving details of the incident, sources said that Kud Police during patrolling in the area, spotted a body of the deceased in a pool of blood during the intervening night of October 9 and 10. It was suspected that the deceased was done to death by the driver Anil Kumar. A naka was laid and Police was alerted in the township. The Police managed to arrest the accused , who has confessed his crime. A case under section 302 RPC has been registered against him, the sources said, adding that it could not be, however, immediately established the reasons for committing the murder of the conductor. |
Thackeray appoints JK Sena members MUMBAI, Oct 14: Shiv Sena chief Bal Thackeray has appointed various office bearers to the partys Jammu and Kashmir unit. Swami Kalkiji Maharaj has been appointed president of the Senas J and K unit. Kuldeep Luthra, Anil Gupta, Ranjitsingh Bali have been appointed vice presidents. Vipin Hindu is the Jammu district president, Sanjay Mahe is the Jammu city president while Bodhraj Sharma, Rajendra Kumar and Yogeshwar Shastri are the deputy district chiefs.
