Tame, not isolate Pakistan
Sir,
With the disintegration of
mighty Soviet empire and end of cold war era, the
geostrategic and geopolitical considerations have changed
altogether. This stands duly substantiated by the fact
that immediately after successful visit to US Prime
Minister Mr Vajpayee played host to Russian President Mr
Vladimir Putin. In this changed scenario, diplomacy is
conducted on one to one basis keeping in view the common
interests of the interacting countries. While there is no
denying the fact that improving relations with the US,
the sole surviving super power in the unipolar world is
of paramount importance to the country, but Russians
significance as a long term ally cannot be lost sight of.
During Yeltsin's presidentship relations between the two
countries remained on a lower ebb due to his adopting a
pro-western stance. But Mr Vladimir Putin has, it seems
something different in his mind. He has not reconciled to
the fact of a Unipolar world. Mr Putin envisions a world
with many power centres having a mutually stablising
effect and devoid of discriminatory world order. It is
with this mindset Mr Putin undertook a visit to this
country. While addressing MPs and special invitees in the
packed central hall of Parliament, he said that the
declaration of strategic partnership signed by the two
countries was a significant step in moving towards a
multipolar world. Mr Putin conceives India as a major
player for the global stability and has strongly
advocated India's permanent membership in the security
council.
Keeping in view the depth
of Indo-Russian relationship, it looks absurd when Mr
Putin's sending an emissary to Pakistan creates a flutter
in the political and diplomatic circles of the country.
Due to the habit of being bracketed with Pakistan by the
Western Nations, it sends a message across the border
that India has accepted this classification. A country
aspring for a permanent security council membership and
an emerging global power should also learn to think
globally. Secondly, total isolation of Pakistan can make
its Government immune to international pressures and
opinions. Russia, the legitimate successor of erstwhile
USSR can play a significant role in influencing Pakistan
to remain within civilised norms of behaviour. A
nuclearised Pakistan needs to be tamed and not isolated.
Mr Putin is possibly trying to tame.

Power curtailment in Jammu
Sir,
Rescheduled power
curtailment programme of PDD Jammu has added to the
problems of student community. The people in general and
students in particular expected comparatively a better
power supply. With the onset of winter uninterrupted
power supply during morning and evening hours is highly
needed by the students as concentration for studies
remains high. During recent past Mr Mohidin Shah a State
Cabinet Minister had emphasised on less curtailment of
electricity in the valley to give some relief to the
student community. But why the interest of the students
of Jammu province was not taken care of. During these
hard and competitive days how can students go ahead for
prospective careers in absence of electricity. The wards
of the poor students cannot afford to buy generator sets
or install invertors in their houses. Candle lit too lays
stress and strain on the eyes of the small children for
want of an adequate light. If the State Government really
has some concern regarding the bright future of its
student community, it should bright their houses first by
supplying uninterrupted electricity. It will be in the
fitness of the things to mention that most of the States
in India have started giving fillip to the information
technology and it is only possible when continous power
supply is maintained.
The life is becoming
dependent on power and electricity day by day. And the
days are not far away when the government should rethink
about the generation of power in the State. Electricity
shall become as necessity as drinking water for living a
smooth life.
