SRINAGAR, Oct 11: Chief Minister Dr Farooq Abdullah today inaugurated the first ever Spiral C.T Scan Unit, upgraded Accident-Emergency Unit and Disaster-Management Unit at Sher-i-Kashmir Institute of Medical Sciences here.

The spiral-scan unit is the latest diagnostic facility that has the capacity to cover 100 to 200 patients a day. It takes just 30 seconds to whole-body scanning as compared to 30 minutes to one hour by common scanners.

With this facility in the prestigious and premier medical institute in the Valley, the patients will be saved from time-consuming, cumbersome and costly scanning outside.

Dr Abdullah was given demonstration and briefed about the most modern and sophisticated spiral scan by specialists of the Institute that has been installed at a cost of Rs 2 crore.

Interacting with the doctors, the Chief Minister hoped that the scanner would be put to maximum use for diagnosing patients who are otherwise required to incur heavy expenses. He said commitment and dedication of the doctors together with the latest equipment would go a long way in treating diseases and saving precious lives.

Dr Abdullah felt the need for MRI facility in the Institute, for which requisite infrastructure is already available.

He was told that the bed-strength of the accident emergency unit has been increased by another 30 beds to cope up with growing emergencies. Some of the patients brought for treatment were hitherto being put on floor owing to heavy pressure and increased influx of emergency cases.

With increase of 50 beds, the total bed strength of the Institute has risen to 600, the CM was told.

The CM also went round the 20-bed disaster management unit in the Institute.

The Minister for Health and Medical Education, Mian Altaf Ahmed, Minister for Industries and Commerce, Dr Sheikh Mustafa Kamal and senior doctors were accompanying the Chief Minister.

‘Transfer land for Kashmir rail project’

SRINAGAR, Oct 11: The Chief Secretary, Mr. Ashok Jaitly today directed Revenue authorities to hand over the possession of the remaining land to the Railways immediately to enable it to construct railway stations, yards and track on under Qazigund-Baramulla section of the multi-crore Udhampur-Baramulla Railway Extension Project.

The Chief Secretary was reviewing the progress on various development schemes at a meeting of the committee of secretaries here today.

It was stated that out of 25 villages, possession of land in 17 villages has been handed over to the Railways and remaining land will be handed over latest by December.

Mr. Jaitly asked Principal Secretary, Planning and Development to convene a meeting of Railway authorities in Srinagar and identify the areas where immediate action is required from the State Government for expediting the Railway project.

The Border Roads Organisation (BRO) has agreed to take up the construction of Basohli bridge. The BRO has also agreed to consider favourably the State’s request for funds to settle contractual obligations paving way for transfer of 30 km stretch of Bhadarwah-Doda road.

The State Government will prepare proposals on technology mission for horticulture sector on the pattern of North-Eastern States and send these to the Centre for approval and funding. Similar project reports on sericulture and pashmina will also be formulated within three months.

The Industry Department was asked to conduct industrial potential survey to identify the areas for development of units having either market or raw-material.

The Tourism Department has been asked to prepare a fresh plan for convention complex in Leh, with all the infrastructural facilities so that the Central Government could be requested to organise conventions at Leh besides Srinagar.

Taking serious note of luke-warm response in clearing audit objections and taking action against those involved in offences like embezzlement or serious financial irregularities, the Chief Secretary asked the Finance Department to prepare guidelines so that the erring officials face action and such tendencies are checked in the administration.

The committee also reviewed the arrangements for opening of Durbar Move offices in Jammu. The Estates Department will take steps to ensure that accommodation in the Secretariat is allotted floor-wise in such a manner that Secretary of a particular department will have all offices on the same floor to the extent possible. The rooms of the Secretaries for a particular department will be designated rooms to the department and not to the individuals.

The concept of advance parties has also been changed with an objective to reduce the strength of teams to three and commencement of office work on the first day of opening of offices in Jammu.

The pending telephone bills for Jammu Secretariat shall be cleared in next 10 days so that these are functional with opening of offices on 6th November in Jammu.

Special recruitment drive by Indian Navy

In reply to the demand of Mr Som Nath regarding providing of shelter to the displaced families of border areas and fencing of border from Kathua to Pallanwalla, the Chief Minister, Dr Farooq Abdullah asked all MLAs of border villages to be present in Srinagar on 22nd of this month so that the issue is discussed with the concerned generals in the scheduled meeting. Mr M S Tariaq also drew the attention of Government regarding Rajouri problems.

Mujahid Mohammad Abdullah demanded that the incomplete development works in Baramulla district should be completed within stipulated time.

Mr Jagivan Lal demanded construction of new building for High School Shoghri. The Education Minister assured the Member that the matter would be incorporated in the plan when it is finalised.

Mr Mohammad Maqbool Lone demanded that Chowkidars for Panchayat garhs should be appointed in consultation with the concerned MLAs.

Mr Abdul Rehman Veeri said that about 90 teachers of his constituency have been attached to some other schools and demanded their detachments early so that closed schools are reopened in the area.

Mr Ghulam Rasool Naz and Abdul Kabir Pathan demanded ex-gratia relief for those affected people who were killed or whose houses and shops were gutted in cross firing in Arin and Dardpora in Bandipora villages and Pahalgam during yatra this year.

Mr M Y Tarigami demanded that Government should create job opportunities for the people and roll back the ban imposed on recruitment.

Sheikh Mohammad Rafi, Mr Saif Ullah Mir and Mr. Ghulam Mohi-ud-Din raised the issue of damage caused to the horticulture and paddy crops in their areas. The MLAs demanded immediate survey and ex-gratia relief to the affected people.

Mr Mohammad Abbas demanded that Government should ensure buffer stock of fodder etc. for the livestock in Zanskar before the Zojila is closed for traffic movement. Mr. Safdar Ali Beig drew the attention of Government towards the late distribution of fodder in Anantnag district.

Mr Abdul Gani Malik demanded construction of a temporary bridge for Plasso village and said that work of Plasso bridge should be taken up by JKPCC shortly.

Ch Piara Singh drew the attention of Government towards the students of REC and Medical College and demanded that these students should be got screened keeping in view some complaints about involvement of few students in the militancy related activities.

Mr Ashok Khajuria demanded that Government should rationalize the power supply as the present curtailment is posing great inconvenience to the people particularly student community.

Mr Jagdish Raj Dubey said that Government should re-open the procurement centres in the State.

Mr M S Akhoon raised the issue of preservation of Dal Lake and demanded basic facilities for those living in the area.

The Speaker, Mr A A Vakil describing this an important issue desired that such an important issue alongwith other lakes of the State should be seriously discussed in the House. He said Government should come with full details regarding the steps being taken for the preservation of lakes.

Qazi Jalal-ud-Din demanded filling up of all the vacant posts of teachers in his constituency while Mr. Khalid Najeeb Suharwardhy demanded shifting of University Sub- Office from Bhaderwah to Doda to facilitate the people.

Choudhry Chuni Lal raised the issue of 126 vacancies of teachers in Suchatgarh and under staffed schools. The Education Minister asked the MLA to submit the list of such schools immediately.

Mr Prithvi Chand demanded commencement of Government bus, service for Panchari Kalheri etc. areas and appreciated the Transport Minister for issuing orders for plying bus service for Latti village.

Mr Abdul Gani Naseem demanded ex-gratia relief for Abdul Ahad Najar who was killed by some un-identified persons and injuring his sister.

Mr Abdul Wahid Shah drew the attention of Government towards the deteriorating condition of transmission lines in his area.

Mrs Zubaida Salaria demanded immediate construction of Haj House at Jammu which is pending for the last 15 years while Syed Abdul Rasheed raised the issue of overstay of employees of Revenue Department in Anantnag.

Mr R C Bhagat demanded that educated persons of scheduled castes sections of society should be appointed as teachers on priority.

JWG Brigade organises get-together with civilians

RAJOURI, Oct 11: In continuation of its protracted efforts to win over the local populace, the JWG Brigade of Romeo Force organised an informal get-together of the local citizens of Surankot at Potha Army Camp. The meeting was chaired by Brigadier M Khajuria, Commander JWG Brigade.

The informal exchange between the Security Forces and the Citizens was well received by the locals. It was widely attended by the local leaders, eminent personalities and Govt functionaries at district and tehsil level. Prominent attendees were Choudhary Mohd Aslam, Ex president PCC, Pir Nazir Haji Shah, a pious and a religious man of great standing amongst the locals of the area, Dr Mumtaz Hussain Shah, Dr Ghulam Ahmed, Raja Sarferoz Khan, Shaukat Amin an Advocate, Safi Dar, Dist Information Officer, Hamid Minas, President, Surankot Trade Organisation, Mohd Ayub Shabnam, local leader of NC and Bashir Khan a prominent businessman of Potha.

The locals appreciated the hard work put in by the Security Forces in weeding out the malice of terrorism, through a well thought out action plan of eliminating the hard core foreign mercenaries, and bringing the misguided local youth back into the national main stream. Praising the successes achieved by the Security Forces over the terrorists, which have resulted in a sense of security returning to these areas, they remarked, quote "At this pace, the days of terrorism are limited", unquote. The locals were all praise for the excellent rapport that troops of the JWG Brigade have created with the locals in a short time frame.

The delegation aired their views frankly and brought forth fresh ideas to further improve the growing cooperation between them and security forces. Commander, JWG Brigade on being appraised of some of the genuine grievances, assured all present of all possible assistance in alleviating these and also assured them of unstinting support in bringing the situation back to normal. The locals were unanimous in their demand for more such informal get-togethers. Choudary Mohd Aslam praised the efforts of the Security Forces. in reaching out to the local population and suggested that in the light of the prevalent unemployment, Army should use its technical expertise to organise vocational training like driving, repairing of vehicles and computer training.

Brig M Khajuria ended the meeting on a thanks - giving note. He asked all concerned to work in harmony and educate the local youth infollowing the right path. With increased interaction between civil and army it was possible to sort out all problems areas.

CM presented book on Kargil

The book, edited by Mr Sekhar Basu Roy, besides dealing on various aspects of the Kargil conflict, gives pictorial account of the action in Kargil last year.

PKM submits memorandum to Sensus Commissioner

JAMMU, Oct 11: The Panun Kashmir Movement (PKM) submitted a memorandum to the Census Commissioner of India through the Deputy Director Census Operations, Jammu and kashmir.

As per a release a delegation of PKM led by Mr B L Kaul, senior vice president and accompanied by Messrs O N Pandita, A K Dewani, Dr R L Bhat, J L Drabu and A N Zutshi submitted the memorandum at Jammu Census office today.

The memorandum brings to light the deficiencies of the Operation and urged the Government of India to take note of the concerns expressed by the Pandits about the deficient census operations- 2000 in respect of correct and total enumeration of Kashmiri Pandits floating population and matters related to them by modifying the format so that they were accorded an opportunity to link themselves to their roots in Kashmir. The memorandum was supported by some press reports as old as July 1985 covering Ist Hindu Youth Convention held in Srinagar in July 1985, wherein Pandits in Kashmir expressed their strong protest over the then census results.

The PKM memorandum said the Kashmiri Pandits suffered forced outflow of population continuously due to Government policies responsible for their economic, religious and cultural squeeze. They were excluded from all fields of life right from 1947. Repeated communal violence against them right since 1947, 1967 and 1986 forced them to leave their original homes and places of birth.

The PKM held that the outcome of Census 2001 cannot be expected to be correct in respect of exiled Kashmiri Pandits. The PKM called for a proper mechanism to determine the correct Kashmiri Pandit Population.

SDO Phones acquitted of graft charges

JAMMU, Oct 11: Special judge Anti-Corruption Jammu Mr Vikas Kant Gupta today acquitted Girdhari Lal Dogra, the then SDO Phones Kathua who was caught red handed by the Central Bureau of Investigation (CBI) while accepting Rs 500 as bribe from complainant on September 30, 1998.

In 16-pages judgment, Mr Gupta observed that the demand and acceptance has not been proved except that the money was found in the hands of the accused as per the CBI officials. As per the independent witnesses, the money was infact found on the floor of the office room. As the prosecution failed to prove the case, the SDO was acquitted.

The judge took serious view of the manner in which the case was handled by the investigating officer. He further observed that the IO mentioned that Rs 1000 was recovered from the pockets of the officer and Rs 26,700 from his almirah but the officer did not bother to ascertain about the nature of this amount.

The court further held that the accused is entitle to all this amount seized by the investigating agency, which shall stand finally released in his favour. Mr S K Bhat Public Prosecutor CBI has filed an application that during the trial the complainant Satvir Singh who filed complaint against the accused G L Dogra on this complaint CBI laid a trap on the accused but during the trial Satvir who filed complaint, according to CBI, denied the facts and even refused his signs on the complainant. Advocate Sunil Sethi appeared in this case for accused SDO Phones.

Credit facility on purchase of sugar extended to J&K

Kathua, Oct. 11: The credit facility on the purchase of levy sugar has been extended to the State Government with immediate effect. This decision was taken at a high level meeting held here today.

The Union Minister for Consumer Facilities and Public Distribution, Mr. Shanta Kumar chaired the meeting.

The Union Minister of State for Civil Aviation, Prof. Chaman Lal Gupta, MLA, Udhampur, Mr. Shiv Charn Gupta, District Development Commissioner, Kathua, Mr. Mehboob Iqbal, the Director Food and Supplies, Jammu, Mr. S.C.Jandial, Senior Regional Manager, FCI, Mr. Mumtaz Afzal, Regional Director, FCI, Mr. C.D.Gupta, Chief Agriculture Officer, Kathua and other officers attended the meeting.

Mr. Shanta Kumar directed the FCI authorities for extending credit facilities on the purchase of levy sugar by the J&K State Government immeidately. This facility for the purchase of food grains has already been extended to the State Government .

Referring to the demand projected by the Director, Food & Supplies regarding procurement of paddy in Jammu and Kathua districts the Minister directed the senior Regional Manager, FCI to make necessary arrangements for paddy procurement in J&K State especially in Jammu and Kathua districts by opening procurement centres. He also impressed upon the FCI to avoid any distress sale and procurement of paddy should be made in J&K State on priority basis.

The Minister also directed the FCI for opening of more Public Distribution Centres so that the people may get B.P.L. ration conveniently. For the purpose, he said the cooperation of the State Government agencies should be sought for identifying the places for these centres. He also directed that food-grains storage godowns should be constructed at Kathua, Udhampur and Ramban for creating buffer stock of food-grains.

The Union Minister was informed that there is a sufficient stock of foodgrains to meet the requirement of the people of the State.

Gandhian leader asks peace loving J&K people
to activate themselves

JAMMU, Oct 11: Veteran Gandhian and director of ‘National Youth Project,’ Dr S N Subba Rao has called upon peace loving forces in Jammu and Kashmir to activate themselves and create a positive atmosphere in the militancy plagued State.

"Peace loving people must activate themselves and dominate the violent forces to change the scenario in J&K which is otherwise eclipsed by gun toting militants, presently," said Dr Rao while talking to mediapersons, here today.

Denouncing all types of violence, the veteran Gandhian said ‘violence is the symbol of sick society’ and exhorted people to make themselves stronger both physically and mentally.

Holding the politicians responsible for the present state of turmoil in J&K, Dr Rao agreed with the recent statement of Chief of Army Staff Gen Padhamnaban that Kashmir is a political issue and it must be solved politically.

The veteran Gandhian also urged all political parties to sit together and make a consensus on some vital issues including fight against the evil forces such as terrorism and corruption.

Narrating his personal experience during the three-day long National Integration Youth Camp in the trouble torn Doda and Kishtwar, director NYP said common people of the State were fed up with the militancy and they wanted peace which was evident from the response of locals towards the camp.

"During the camp, we met hundreds of peace loving denizens including a large number of youths, he said and added that if energies of these peace loving people could be directed for nation building activities, it could bring significant results.

Replying to a query, he claimed that a series of such camps can help in bringing normalcy in the militancy hit State and stressed that there should be many more such camps in the area.

Dr Rao stressed that teachings of Gandhi were more relevant in the modern society which is severely plagued by violence, and other menaces. ‘Everybody wants peace but people are forced to fight,’ he said.

Coordinator NSS Jammu University, Dr V K Kapoor, gave some details about the three day long National Integration Youth Camp which concluded yesterday. There were 247 campers from 22 States who spent two days at Doda and one at Kishtwar, where they held various programmes depicting linguistic unity of India.

Training prog for ISM doctors on AIDS

JAMMU, Oct 11: The Jammu and Kashmir AIDS prevention and control society organised training programme for ISM doctors of Jammu district at SMGS hospital on October 10 and 11 here.

According to a release, the programme was inaugurated by Dr Jatinder Arora, acting Principal of Govt Medical College, Jammu. Speaking on the occasion Dr Arora highlighted the magnitude of the HIV infection which has spread its tentacles all over the country. The objective of the training was to stress upon to update the knowledge of HIV/AIDS of the Medical officers so that they could extend the same to the para-medical staff as well as to the masses of the gross root level.

Prominent among those present on the occasion included—Dr Rakesh Khajuria, Dr V D S Jamwal, Dr H R Gupta, Dr H R Gupta, Medical Superintendent SMGS, Dy Medical Superintendent SMGS hospital, Dy Director ISM, DMO ISM Department, Dr T R Raina, Dr R P Kudyar, Dr Sanjay Gupta, Dr Veena Gupta, Dr Gurjit Singh, Dr Sunil Kotwal and Dr Bela Mahajan.

HC upholds lower court’s judgment in graft case

SRINAGAR, Oct 11: The Jammu and Kashmir High Court today upheld the sentence awarded to Surjit Singh, the then Nazir of Anti-Corruption Tribunal by the court of Special judge Anti-Corruption Jammu to the extent that the accused will undergo rigorous imprisonment for 18 months.

A Vigilance organisation official disclosed that accused Surjit Singh had gone in criminal appeal in the High Court against the order passed by the court of special judge anti-corruption Jammu in case FIR No. 15/79, 16/79 and 17/79 police station Vigilance organisation Jammu.

The trial court had sentenced the accused to undergo rigorous imprisonment for a period of two years in each case with a fine. The cases related to misappropriation of funds amounting to Rs 36,583 during the period between September 9,1974 to March, 1977 by the accused in his capacity as the then accounts clerk cum-Nazir in the erstwhile Anti-Corruption Tribunal.

Vakil reviews development works in Sopore

SRINAGAR, Oct 11: Speaker, J&K Legislative Assembly Mr Abdul Ahad Vakil in a meeting held at Sopore reviewed the development works initiated with the constituency development fund.

According to a release, The speaker convened the meeting of the officials of senior PWD, R&B, Irrigation and PHE officials today. Mr Vakil said that he has received Rs 75 lakh for constituency development and the whole amount is being spent for the development of the constituency.

It was disclosed in the meeting that Janwara, Shangergund, Model Town, Sopore , Chinkipora and Krankashivan roads have been completed at the cost of Rs 20 lakhs. A good amount has been spent on water supply schemes and rural development. Attention is also being given towards Health sector and X-Ray and Ultra Sound machines are also being installed in Sopore hospital shortly, Mr Vakil maintained.
