SRINAGAR, Oct 11: In an unprecedented declaration, Chief Minister Dr Farooq Abdullah today said that all the unfilled vacancies of teachers in the State were being withdrawn from the autonomous State Subordinate Services Recruitment Board (SSSRB) and the recruitments would now be made by Village Level Committees (VLCs) on the pattern of Rehbar-e-Taleem scheme. He also announced that, now on, the families of anybody killed in militancy-related incidents or cross-border shelling would get ex gratia of Rs 5 Lakh in cash and the system of providing jobs under SRO-43 had been abolished.

Chief Minister Farooq Abdullah’s all important statement came during the course of supplementaries over Panthers Party MLA Harsh Dev Singh’s question regarding non-functional schools in Jammu & Kashmir. In reply to the basic question, during the Question Hour of today’s proceedings in the Legislative Assembly, Education Minister Mohammad Shafi claimed that all the defunct educational institutions had been re-activated by the National Conference Government. He denied having stated in the Budget Session of the State Legislature that he would step down as Education Minister in case he failed to revive all the non-functional schools in a stipulated period of three months.

Harsh Dev insisted that the Government had failed to revive the non-functional schools. He alleged that there had been glaring irregularities in Rehbar-e-Taleem scheme and rather than making the schools functional it had come as a boon for corrupt elements. He claimed that in spite of the official claim hundreds of schools had still unfilled vacancies and those appointed as teachers on contract basis had been posted disproportionately in different schools.

Making an intervention, Dr Abdullah asked his Education Minister why the unfilled vacancies be not filled by VLCs on the pattern of Rehbar-e-Taleem. Mr Shafi opined that it could well be decided by the Cabinet. Thereupon, Dr Abdullah told the House: "As Chief Minister of the State, I, hereby, announce that all the vacancies of teachers, which had been referred to Services Recruitment Board but the interviews for the same could not be conducted till date, are being withdrawn immediately. Village Committees will be restructed with more educated members and the same shall make recruitments of the teachers".

Chief Minister said that similar committees would be constituted in urban localities for the purpose of making recruitment of teachers under Rehbar-e-Taleem scheme. Dr Abdullah regretted that the process of selection by SSSRB was too sluggish and time consuming.

Even as Dr Abdullah’s announcement spread a wave of joy among the treasury benches, Opposition members like Harsh Dev and Mohammad Yusuf Tarigami of CPI(M) opposed the same strongly. They expressed apprehensions that the novel system of making Government recruitments would accentuate the rot of corruption and, consequently, lead to abject degradation of institutions in the State.

Later, in reply to a question by BSP leader Sheikh Abdur Rehman, Chief Minister announced that the system of providing Government jobs to a family member of any individual killed in militancy-related incidents, under SRO-43, had been abolished with immediate effect and today onwards State would instead pay sum of Rs 5 Lakh in cash as ex gratia munificence. He informed the questioner that as many as 3,500 cases, under SRO-43, were pending with the State Government as there were no jobs. Dr Abdullah said that necessary decision in the matter would soon be taken in a Cabinet meeting.

As Mr Rehman expressed his apprehension that Dr Abdullah’s announcement may not be implemented "like so many of his commitments", Chief Minister assured him that cheques of Rs 5 Lakh would be drawn without any delay and the same would be delivered on the victim’s family through MLA and DC concerned. While the announcement generated a debate in the House whether a Government job was better for the families or the ex gratia in cash, NC’s MLA from Doda Khalid Najeed Suharwadey remarked in lighter vein that the families, "thanks to our system," would have to spare Rs 2 Lakh and they would get the job as well.

"Those members who would be found taking bribe of Rs 2 Lakh from the families would have to face Jaya Lalitha’s fate", Dr Abdullah warned his own colleagues.

Omar initiates measures to promote Commerce,
Industry sectors in J&K

NEW DELHI, Oct 11: Union Minister of State for Commerce and Industry, in the National Democratic Alliance (NDA) Government, Omar Abdullah will be completing his one year term in the office on October 13. During this period, Omar, who represents Srinagar Parliamentary Constituency, has taken up various issues for the welfare of the people of his native State.

The Minister has high plans to improve the fate of people from Jammu and Kashmir in Commerce and other sectors. His plans range from formulating comprehensive Information Technology Plan for J&K, establishing of multi-crore Software Technology Park and to promote exports from J&K.

Immediately after joining the Central Ministry, he managed to sanction a Software Technology Park for Srinagar, for which an amount of about Rs four crore has already been sanctioned out of the total Rs 6.12 crore. The Minister has also taken up the matter with the Communication Minister to set-up a telephone exchange in the area where this Park is being set up.

To improve the condition of the roads and national highways, the Minister took up the matter with the Surface Transport Minister, as a result of which, various roads are being developed. These include alternate road to National Highway 1A, construction of Chenab Bridge at Akhnoor, development of National Highway 1A and converting of Kishtwar-Sinthanpas Road into two lane standards.

The Minister initiated a proposal to formulate a comprehensive Informational Technology Plan for Jammu and Kashmir to the tune of Rs 120 Cr and in this connection, took up the matter with the concerned Ministry and Chairman of the Planning Commission. Omar has taken up the matter with the Labour Minister to expedite release of funds and early completion of 50-bed hospital at Bari-Brahamana Jammu. This project has already been sanctioned and work worth about Rs 1.50 crore are already under execution.

He has sought the financial package for Jammu and Kashmir on the pattern of North-Eastern States and the matter is under consideration. Besides, sanction for second EPIP Project is being set-up at Kashmir at the cost of Rs 15 crore. For EPIP Jammu, Rs nine crore have already been released by the Ministry of Commerce and the project is likely to be completed by December this year.

Efforts are being made by the Minister of State to get the Srinagar Airport up-graded, besides facilities for re-commission of Cargo Complex at the Airport, which is at present closed.

On apprehending the closure of Hindustan Machine Tools (HMT) unit at Srinagar, Omar Abdullah took up the matter with the Minister for heavy Industries and sought his help in continuing with the existing HMT Unit at Srinagar.

The Minister is keen to promote Handicrafts and Handloom sector in J&K. He has initiated measures for providing assistance to the State Government in carpet sector, promotion of Pashmina and Kani shawls, development of Jamawar shawls, promotion of Cottage Industry in J&K and development of leather industry. Action has been initiated by him for establishment of Sports Goods Development Centre in the State.

Besides, the Minister took up the matter with the Minister for Finance about setting up of National Institute of Aquatics Ecology at Srinagar. The estimated cost of this project is Rs 943 lakh. He has a plan to set up a Trout Fish farming Project with French assistance in the State as well. Efforts are also being made to open the Railway Reservation Counters at District Headquarters. He has also managed to compensate the losses made by Indian Telephone Industries Srinagar from the Communication Ministry and is pursuing the matter with that Ministry for taking innovative steps to make the unit viable.

To promote exports from Jammu and Kashmir, he took up various initiatives during the year. They include holding of seminar on exports from J&K, a special packaging system for export of fruits from J&K and promoting export of horticulture products, particularly apple and walnuts from the Valley.

Shrine Board for Amarnath, elections to co-operative
societies in 6 months

Srinagar, Oct. 11: The Jammu and Kashmir Government has decided to set up Shri Amarnath Shrine Board.

The State Cabinet, which met here late last evening with Chief Minister, Dr Farooq Abdullah in the chair, took this decision.

Announcing the Cabinet decisions, the Chief Secretary, Mr Ashok Jaitly said that the proposed Board would be on the pattern of Shri Mata Vaishno Devi Shrine Board. A Bill in this regard will be prepared by the Tourism Department to give a statutory status to the proposed Board.

Need for a statutory Board for Shri Amarnath Shrine was felt in view of the requirement for strengthening and creating adequate infrastructure for the pilgrimage in south Kashmir. The shrine, receiving increasing number of devotees, was thronged by a record number of 1.80 lakh pilgrims this year. Six to seven years ago, their number used to be less than 50,000. The pilgrimage passes through difficult and snow bound mountain ranges where better infrastructure is required to be created for convenience of the pilgrims.

Mr Jaitly said the Cabinet also decided to make cooperative societies, especially the apex societies, fully representative. These bodies have since been superceded and are presently being managed by the Government through nominated boards. It directed that the Cooperative Department should complete all formalities, including finalisation of rules, within one month and hold elections within six months.

By another decision, it approved the proposed amendment in Jammu and Kashmir Societies Registration Act. It provides for powers of registration of Forest Development Agencies and Village Forest Committees by Chief Conservator of Forests or by any other officer appointed by the Government. For the purpose, the memorandum of association shall be filed with the Chief Conservator of Forests or any other officer appointed by the Government.

Mr Jaitly said that by another decision, Cabinet approved the draft Jammu and Kashmir Willow (Prohibition on Export and Movement) Bill which provides for prohibition on export and movement of willow wood outside the State. The willow tree is the monopoly of Kashmir and is used for manufacturing cricket bats.

The Cabinet also approved the draft bills for amendment to the J&K Grant of Permanent Resident Certificate (Procedure) Bill and J&K Veterinary Council Bill. All these draft bills would be introduced in the legislature for approval.

PDS to be brought under Essential Commodity Act
Credit facility extended for J&K in subsidised sugar: Shanta

KATHUA, Oct 11: Keeping in view the festival season, the Central Government has decided to extend credit facility, especially for sugar, to the State for two months to provide subsidised sugar to the people living below poverty line . This was announced by Union Minister for Consumers Affairs and Public Distribution System, Mr Shanta Kumar while addressing an impressive rally here this afternoon.

Mr Kumar said that there was surplus sugar stock in the the Food Corporation of the India (FCI) godowns but State authorities miserably failed to lift sugar from these godowns. He expressed his concern that poor people could not get subsidised sugar during last three months. "I convened a meeting of the concerned officials who expressed their helplessness to purchase sugar from FCI godowns due to financial crises", he said and added they have decided to extend credit facility for two months keeping in view the financial conditions of the State and coming festivals.

Union Public Distribution Minister candidly admitted that subsidised ration meant for poor people was not reaching at grass-root level. "We have identified 33 crore people, who are living below poverty line, to provide them subsidised ration through 4.60 lakhs rations shops ", he said and further informed that Government has been bearing a loss of Rs 900 crores annually to provide this subsidised ration to the poor. He, however, admitted that 35 percent of this ration usually stolen in the way from FCI godowns to the villages.

Mr Shanta Kumar asserted that Government would not allow this system to continue. "We have decided to constitute vigilance committee at village level with the active involvement of local panchayats to keep a check on the distribution and stock of the ration", he said and declared that public distribution system would be brought under Essential Commodity Act. He said that it was duty of concerned State Government to keep a check on the black-marketing of the subsidised ration.

Highlighted achievements of the NDA Government under the leadership of Mr Atal Behari Vajpayee, Mr Kumar said that world has now recogonised India as emerging power in the international scene. He recalled how India under the able leadership of Mr Atal Behari Vajpayee faced economic sanctions after Pokhran blasts. "We not only succeeded in facing economic sanctions but we have ultimately convinced the world that terrorism is a global problem", he lavished praise on Prime Minister Mr Atal Behari Vajpayee for his effective and successful diplomatic policies.

Listing achievements of the NDA Government at diplomatic level, Union Minister said that it was all due to the efforts of the Government that terrorism now became an international issue. "Today not only Russia even America is endorsing our stand on terrorism", he said while narrating example how USA forced Pakistan to withdraw its intruders from Kargil.

Mr Shanta Kumar said that Centre was committed to provide corruption free government to the people. "We have decided to eradicate corruption from higher level", he said while giving credit to the Union Government for recent decision of the Courts on corruption charges against former Prime Minister, Mr Narasimha Rao and AIDAMK leader Ms Jailalitha.

Terming allegations labelled against Rao as ‘very-serious’, BJP leader said that allegations were not against any individual but entire Congress party was involved in committing that crime. "Rao had bribed Member Parliaments for protecting Congress Government so Congress party should have to own responsibility on moral ground", he said. He appealed to the people to expose those politicians who have polluted the political environment by adopting corrupt means.

While addressing the rally, Union Minister of State for Civil Aviation and local Member Parliament, Prof Chaman Lal Gupta said that Centre was committed to intensify development activities to heed woes of the masses.

Highlighting achievements of the Centre Government, Prof Gupta said that several Centre sponsored projects have been undertaken to provide drinking water to the inhabitants of Kandi belts. "Rs 50 crores have been sanctioned for a water supply project in Udhampur district", he said and added that similar project would be started in Kathua district next year.

Claiming that law and order situation in the State has been improving after installation of the NDA Government at Centre, Prof Gupta said that Centre was committed to equip Village Defence Committees (VDCs) with sophisticated weapons and modern communication system. He appreciated members of the VDCs who have been valiantly fighting with militants.

Union Minister of State for Civil Aviation asserted that fencing on the International Border (IB) would be done at any cost. "We have decided to seal entire IB to keep a check on the infiltration of the militants", he said and declared that process of the border fencing has started in some places.

District president of the Kathua BJP, Master Lal Chand while addressing the rally listed miseries of the people. He charged State Government to meting out step-motherly treatment with Jammu region. He said that inhabitants of Kandi belts have been living in hellish conditions but except making statements State Government has done nothing to mitigate miseries of the masses.

He appreciated Union Minister, Prof Chaman Lal Gupta for making every possible effort to solve their woes. "Gupta Sahib is doing what he can do but it is responsibility of the State Government to provide basic amenities to the people", he said.

Mr Kashmira Singh, state secretary BJP, Mr Abdul Rashid Kabli, state vice-president, Chander Mohan Sharma, state vice-president, Lala Shiv Charan Gupta, BJP MLA, Mr Hans Raj Dogra, BJP MLA, Mr Prem Lal, BJP MLA and others attended the rally.

Early a rousing reception was accorded to the Union Ministers when they reached to address the mammoth rally which was organised to mark completion of the one year of the NDA Government. Wearing traditional Dogra dress and performing folk dances people from far-flung areas of Bani, Billawar and other backward areas attended, which has been described by locals as historical, rally.

House damaged in rocket attacks
Army Div targeted by militants

RAJOURI, Oct 11: Six to eight rockets fired by the militants in the town last mid-night were aimed at an Army Division and one of them even landed inside the Division but failed to cause any casualty or damage. A house sustained minor damage in Ward No. 10 when it was hit by splinters of one of the rocket, which exploded mid-air.

Official sources said six tubes of rocket launchers and 24 empty rounds of Pika gun were recovered this morning from Gurdan Pain nullah during joint searches carried out by troops of Romeo Force and local police in the aftermath of mid-night explosions.

This indicated that rockets were fired from Gurdan Pain nullah. Militants had managed to escape alongwith rocket launching equipments and Pika gun. Though security personnel carried out searches in the areas surrounding Gurdan Pain, they couldn’t make any arrest immediately.

According to sources, one the rocket fell inside the Engineering Regiment of the Division around 2350 hours last night and exploded with a bang but didn’t cause much damage. The rocket fell at a place which wasn’t of much consequence, they said.

Another rocket exploded mid-air in Ward No. 10. Its splinters hit the house of a Government teacher Mohd Yusuf and smashed its door and window panes. Yusuf and his family members survived unhurt. A rocket also fell close to Air Field and exploded harmlessly.

Other rockets either exploded mid-air or fell at isolated places.

This was fourth attack of the militants with rockets and mortars targeting vital locations of security forces in the town here during the last about one month. All attacks of Pakistan-sponsored militants have so far failed to cause any casualty or much damage.

There was strong resentment among the people of town against militants’ attacks in the town which has put their lives to great risk. The rockets could hit civilian areas as well, the people feared. They demanded that army should carry out searches in all surrounding areas and free them of militants to prevent such attacks in future.

"It was a sheer luck that there was no civilian casualty in the rocket attacks so far but the militants have left no chance to kill us", a terrified civilian remarked this morning saying he and his family spent sleepless night.

Such was the terror of rocket attacks in the town that many people came out of their houses as late as 0800 hours. A senior police official admitted that there was a wave of panic among the people living in the town as they anticipated that such attacks might go on for some more time or till the weapons used by the ultras are recovered.

Few days back, the militants had targeted army headquarters at Dandi Dhara and Petrol, Oil, Lubricants (POL) dump of army in the town. However, they had failed to hit the intended target. A .82 mm mortar launching gun, which had been used in carrying out attacks, was recovered by army the next day.

HM ultra killed in Kalakote
50 kg PETN explosive seized in Mendhar

JAMMU, Oct 11: The Border Security Force (BSF), part of Romeo Force, gunned down a Hizbul Mujahideen militant at village Gulabgarh in Kalakote tehsil of Rajouri while an Artillery Regiment of Ace of Spades Division recovered a huge quantity of explosives including 50 kg PETN from Hargala heights in Mendhar sector this morning.

According to official reports received here, an ambush party of BSF noticed three militants moving under the cover of darkness in village Gulabgarh at 0100 hours today. After challenging the militants, the BSF personnel opened firing on them.

An encounter, which followed, resulted into the killing of one militant while two others managed to escape in a surrounding forest area. BSF jawans chased the fleeing militants but couldn’t get them. BSF troops didn’t suffer any casualty in the operation.

Body of slain ultra was recovered from the scene of encounter but couldn’t be identified. Documents recovered from him showed that he was an activist of Hizbul Mujahideen outfit. One AK-56 rifle with four magazines and 60 rounds, three hand grenades and one pouch were recovered from the encounter site.

Meanwhile, army jawans of a Field Artillery Regiment under Ace of Spades Division recovered a large quantity of explosives from Hargala heights in Achchad area, about three kms from Mendhar tehsil of Poonch district this morning.

Recovery included 25500 rounds of AK rifles, concealed in 35 sealed boxes, 50 kg PETN, eight kg RDX, 23 Chinese rockets, 25 rocket boosters and other ammunition.

Sources said the consignment had been dumped by the militants in Hargala heights in view of security forces presence in all adjoining areas. After recovery, army have launched searches in the village to track down the militants.

Assembly witnesses a series of walkouts

SRINAGAR, Oct 11: Jammu and Kashmir Assembly today witnessed a series of walkouts by opposition members on different issues.

First to stage the walkout were Congress members who raised the issue of the plight of more than 12,000 families who have migrated to safer places in the wake of unabated shelling from Pakistani troops in Chhamb sector of Jammu.

As the House met for the day, leader of the Congress Legislature Party Tara Chand raised the issue and said plight of the border people had gone "unnoticed" both at the State and at the Central Government level.

As a protest against the apathy of the State and Central Governments towards the unfortunate people, Tara Chand led his party colleagues Lal Singh, R S Sharma and C Dorje out of the House and staged a dharna outside the House.

Later, Tara Chand and his colleagues told PTI they would not lift the dharna till the Government assured them that they will move into the issue and treat the border migrants at par with Kashmiri migrants.

The second walkout was staged by BJP, the main opposition party in the House, to protest "unsatisfactory" replies to their supplementaries regarding the induction of "corrupt" officers in Kashmir Administrative Service (KAS) by the Government recently.

Replying to the question put forth by Choudhary Piara Singh of BJP, Chief Minister Farooq Abdullah said it is a fact that 50 officers of various services have been inducted into KAS cadre. These include three officers in whose case no clearance has been sought from the committee set up for the purpose.

The Chief Minister said the selection process has been carried out strictly in accordance with the criteria.

When Piara Singh named two officers who are allegedly involved in corruption cases but inducted into KAS, the Chief Minister said the matter was sub-judice. He asked the members to wait till the court gives its ruling in the cases.

Abdullah said unless court proves him guilty, the Government cannot consider him as corrupt. This angered the BJP members and they walked out of the House in protest.

The lone CPM member, M Y Tarigami, also staged a walkout during zero hour in protest against the announcement made by the Chief Minister that the Government is going to get back the posts it referred to the Recruitment Board for selection of teachers and refer these to the village committees of Rehbar-i-Taleem. Traffic blocked for 3 hours
IED neutralised on NH

UDHAMPUR, Oct 11: A powerful Improvised Explosive Device (IED), fitted with a time device, was neutralised by a Bomb Disposal Squad at Banihal on Jammu-Srinagar National Highway this morning. This resulted into blockade of traffic on the busy highway, the only road link between Jammu and Srinagar, for more than three hours.

Official reports reaching here said that a patrol party of army and police noticed an IED lying on the middle of the highway road at Banihal at 1130 hours today. Police and army personnel immediately swung into action and cordoned off the areas.

Sub Divisional Police Officer (SDPO) Banihal Rupinder Kumar Chalotra and other army and police officials rushed to the spot. Traffic on the highway was immediately suspended from both the sides.

Since the IED had been fitted with a time device and timed to explode at 1145 hours, it was shifted to a safer area by the cops and allowed to explode on its own. The device went off on time without causing any casualty or damage.

The other day, militants had blasted a BSF bus at Devfool surrounding Khooni nullah on the highway which killed three jawans and wounded four others. No arrest had so far been made in connection with this explosion.

Traffic on the highway was restored after more than three hours of blockade. The time was used by police and army to carry out searches on the highway in anticipation that some more IEDs might have been planted by the militants. However, no other device was detected.

A blast the other day and detection of an IED today indicated that Banihal stretch of the highway has been activated by the militants, the sources said.

Meanwhile, police today recovered dead body of a kidnapped youth Reyaz Ahmed son of Ahmdoo Bhat from Keshwan forest area in Kishtwar tehsil of Doda district. The victim was missing for the last one month. His body was handed over to his family.

2 CRPF men, 11 civilians injured in grenade blast
6 militants, 2 civilians killed in Valley

SRINAGAR, Oct 12: While as two civilians and six militants have got killed in different militancy-related incidents across Kashmir valley since last evening, two CRPF personnel and eleven civilians were left wounded in militants’ grenade attack near SBI complex, on Residency Road, here this afternoon.

Official sources told EXCELSIOR that on the basis of a specific information, troops of Rashtriya Rifles 35th Bn launched a search operation at Gurveth village, in Raithan area of upper Budgam late last night. Troops destroyed the house of one Ghulam Hassan and eliminated two unidentified militants in the gun-battle. Two AK-56 rifles as also a quantity of assorted ammunition was claimed to have been recovered from the site of encounter.

In a similar operation, troops of Rashtriya Rifles Ist Bn eliminated two more militants -- believed to be local cadres of Hizbul Mujahideen -- early this morning at Rishi Nagri Chakwar village in Shopian area. Late this evening, one of the two slain militants was identified as Ishfaq Yusuf Wani S/o Mohammad Yusuf Wani of Kokernag. As troops destroyed the house of Abdur Rasheed Beg S/o Ama Beg, two Army personnel and equal number of civilians too sustained injuries. Two AK-56 rifles were claimed to have been recovered from the spot.

Reports available from Sopore said that troops of BSF 54 Bn, BSF 88 Bn and police eliminated one militant in an encounter at Lalad this evening. One AK-56 rifle was claimed to have been recovered. The militant killed in action was identified as Lashkar-e-Toiba’s Abu Manzala.

One person, identified as Ghulam Mohi-ud-Din Marazi S/o Mohammad Munnawar Marazi of Mazbug Sopore was killed today by troops of RR 28 Bn in Ruhama area of Panzla in Rafee Abad. While the residents claimed that he was a civilian, troops maintained that he was a militant, killed in action.

Reports available from south Kashmir said that a senior militant of Hizbul Mujahideen, Javed Ahmed Pal S/o Gh Hassan Pal of Dadsara, Tral, got killed when a grenade went off in his hand at Rathsona village. He was reportedly Hizb's strategy commander.

Sources said that late last evening, three gunmen in Army uniform appeared at Trepora village in Shopian area and shot dead a civilian, namely Ghulam Mohi-ud-Din Sheikh S/o Abdur Rehman Sheikh of Larnau, Kokernag.

Reports from Uri said that during last night, one civilian got injured in artillery shelling of Pakistani troops. He was identified as Bashir Ahmed Dar of Mawar, Handwara.

Meanwhile, this afternboon militants tossed a handgrenade on a security forces vehicle in front of the highly-guarded State Bank of India complex on Residency Road in this capital city. It missed the intended target and exploded causing injuries to two CRPF personnel of 119 Bn and eleven civilians, including three females. They were rushed to hospital for treatment.

Joint Secy Home reviews situation

JAMMU, Oct 11: The Joint Secretary Home, Government of India, Rakesh Hooja convened a high level meeting to review law and order scenario of Jammu division here today.

Divisional Commissioner, Jammu, Anil Goswami, IGP, Jammu Zone, Radhavinod Raju, IG, CRPF, Padman Singh, DDIB Jammu, DIG, CID, DIG, Doda-Udhampur Range, DIG (OPS) BSF, DIG, BSF, Jammu, Dy Commissioner Jammu, SSP Jammu and Additional Commissioner, Jammu were present.

Goswami and Raju gave a detailed account of the security scenario prevailing in six districts of the division. They also apprised the Joint Secretary Home about the developmental aspects especially in the mountaineous pockets of rural areas of the division.

The meeting was also apprised about the problems being faced by the people living in border areas of Jammu, Poonch and Rajouri districts.

HC notice to Bukhari on plan to appoint
his son as successor

NEW DELHI, Oct 11: The Delhi High Court today issued notice to Shahi Imam of Jama Masjid Syed Abdullah Bukhari and Delhi Wakf Board (DWB) on a petition seeking to restrain him from appointing his son Ahmed Bukhari as his successor "without the concurrence of the Board".

While directing Imam Bukhari and DWB to file their replies by November 22, the court said appointment of Ahmed Bukhari as Shahi Imam would be subject to the outcome of the petition.

Imam Bukhari’s decision to appoint his son as Shahi Imam in his place on October 14, was challenged by advocate W A Ansari, a member of the Wakf Board, on the ground that he had "no right to take a unilateral" decision in this regard as board "concurrence" was necessary under rules.

Ansari in a Public Interest Litigation said Abdullah Bukhari was merely an employee of the Wakf Board, and was appointed to the post of Imam in 1972 with a sole purpose of performing "Namaz" (prayers) five times a day in the Jama Masjid.

He had no right to appoint any person to any post and as such his successor also, the petition said adding no such authority was delegated to him by the Wakf Board.

While seeking direction to the Wakf Board to appoint some other person with "clean image" as Shahi Imam, Ansari alleged Abdullah Bukhari was misusing his position and had allowed commercial activities around the Jama Masjid. (PTI)

CBI concludes match-fixing report

NEW DELHI, Oct 11: The CBI has completed its report into the cricket match-fixing scandal and is likely to submit it to the Government soon after the return of Union Sports Minister S S Dhindsa from abroad.

Dhindsa, to whom CBI has to submit the report, is away in the United States and likely to return only after October 13.

Agency sources said the report was given clearance by the legal department. Four Indian players are believed to have been named in the report.

CBI had not yet decided whether it would file a First Information Report on the basis of its findings or pursue further certain angles of investigations, the sources said.

The Sports Ministry had asked CBI to probe the match-fixing in cricket after which the agency registered a preliminary enquiry on May two.

CBI has so far recorded statements of nearly 200 people including cricket icon Kapil Dev, BCCI president A C Muthiah, secretary Jaywant Lele, treasurer Kishore Rungta, Delhi Cricket Association secretary Sunil Dev, former BCCI president I S Bindra, Ajit Wadekar, cricketers Manoj Prabhakar, Mohammed Azharuddin, Navjot Sidhu, Nayan Mongia, Ajay Jadeja, Prashant Vaidya and Nikhil Chopra besides some alleged bookies including Mukesh Gupta.

The agency officials also met batting maestro Sachin Tendulkar at Mumbai and asked him certain questions about fixing in cricket. (PTI)

Ultra killed in Pir Panjal; one nabbed

RAJOURI, Oct 11: The Budhal brigade of Reasi Division today in two different operations killed one ultra in Gurwatan village, north of Pir Panjal range and apprehended one in Phagoli village.

On a tip off, army launched an operation in Phagoli village, located 5 km south of Budhal during early hours and apprehended one militant from a house. One AK rifle was recovered from him. The house owner, a known harbourer of ultras has been handed over to the police.

In the second incident, another battalion of Budhal Brigade killed one militant in Gurwatan, approx 8 km north of Budhal Pir Pass on Pir Panjal ranges. The battalion had launched a patrol to Budhal Pir Pass and based on the information provided by the patrol an operation was launched today.

Troops established contact with militants at 10 AM and killed him by 10.30 AM. In the fire fight one jawan of the battalion sustained injuries and was immediately evacuated to command hospital. The identification of the killed ultra and the recoveries made were not immediately known as the operation was still in progress.
