3 IRP jawans kidnapped from NC leader’s house

POONCH, Oct 10: Three police jawans of Indian Reserve Police (IRP) including a head constable and two constables were kidnapped alongwith their arms and ammunition by the militants from the house of a National Conference leader, where they were on guard duty, at village Mastan Dara in Draba area of Surankote tehsil early today.

Albeit official sources maintained that the police personnel were kidnapped after a brief encounter, reliable sources said that ‘jawans’ surrendered to militants without putting up any resistance. The incident was being viewed by senior police officials of Rajouri-Poonch district ‘very seriously’ and all out efforts were being made to trace the hostages.

Sources said all three kidnapped police constables were posted on guard duty with a National Conference block president Babu Khan at Mastan Dara village. At about 0600 hours, a group of four to five militants attacked the house of National Conference leader.

Though the militants didn’t cause any harm to National Conference leader or his family members, who were present in the house, they kidnapped the three constables alongwith their arms and ammunition and whisked them away to an adjoining forest area.

The abducted cops have been identified as Abdul Majid, head constable, Abdul Rashid and Ghulam Mohammed, both constables of IRP Ist battalion and posted at NC leader’s house for his protection for the past sometime.

Two abducted constables had assault rifles while their third associate was equipped with a pistol with sufficient quantity of ammunition in their possession. A reliable report reaching the district headquarters here said that none of the constable offered resistance to the militants and virtually surrendered before them.

No exchange of firing took place between constables and militants, the sources said. Official sources, however, claimed that cops were abducted after a brief cross-firing. Militants outnumbered the cops, they added.

After getting a report of the incident, police and army teams from Surankote rushed to the spot and cordoned off the area. They launched a search operation in all surrounding forest areas of Draba area to trace the abducted cops and eliminate their captors.

Till the reports last came in late this evening, no breakthrough had been made by security forces in ascertaining the whereabouts of trio. Massive searches, however, continued. Senior police and IRP officers including DIG-Rajouri Poonch range Ram Lubaya were camping at the spot to supervise the operations.

Few days back, the militants had kidnapped two police constables after ambushing their patrol party in Surankote area. While one of the cop had managed to escape, the other was killed in captivity by the militants brutally.

This is for the first time that militants had kidnapped three IRP cops alongwith their weaponry from the house of a protected person. Police officials were carrying out further investigations in the case.

SRINAGAR, Oct 10: The Assembly today witnessed noisy scenes when Mubarak Gul of the ruling National Conference raised the autonomy issue during zero hour.

"This house passed a resolution with a majority vote on autonomy in the last session. But, it was very unfortunate that the BJP-led NDA Government at the Centre outrightly rejected it without taking into the consideration the sentiments of the people of this state," he said.

On this the BJP and Congress members, besides the lone Janata Dal (United) member, were on their feet.

However, nothing could be heard in the din as all the BJP, Congress and Janata Dal members besides Mr Gul were speaking all atonce.

"We are not begging, but we want to restore what has been snatched from us by the Centre", Mr Gul said and added: "The Centre should immediately accept our demand of autonomy".

Mr Saifullah Mir (NC) said the Government should force the Centre to accept our autonomy demand immediately.

He said the National Conference fought and won the 1996 election on the promise that it will restore autonomy in the State. But the Centre rejected the autonomy resolution without going through the report.

The Assembly and the Council passed the autonomy resolution in the special session here. However, the resolution which seeks restoration of the 1953 position was sent to the Centre.

The Centre outrightly rejected the resolution. However, it was only after Prime Minister Atal Behari Vajpayee visited here to attend the funeral of Chief Minister Dr Farooq Abdullah’s mother Begum Akbar Jehan, Dr Abdullah was invited to Delhi to discuss the whole issue.

Later, it was agreed that the Centre and State will nominate a committee which will discuss the autonomy issue before accepting or rejecting it.

Meanwhile, Chief Minister Farooq Abdullah today said that the issue of greater autonomy to the State was still being pursued by his Government even as the ruling National Conference members in Jammu and Kashmir Assembly expressed displeasure over the rejection of the autonomy resolution by the Centre.

The greater autonomy issue was being pursued actively by his Government, Abdullah told the House in a written reply.

The issue was raised during zero hour by NC chief whip Mubarak Gul who was joined by other party members in expressing displeasure over the Centre’s decision to reject the autonomy resolution passed by the Assembly earlier this year.

"We are not demanding anything new from the Centre but restoration of what has been snatched away from the State", he said adding the Centre should have respected the sentiments of the members of the House.

Gul said new States were created by the Centre respecting the wishes and aspirations of the people of the respective areas but in respect of Jammu and Kashmir the resolution passed by the Assembly was rejected without going through it.

Congress member Tara Chand raised the issue of loss of life, damage to property and migration of the people of the border areas in view of unabated shelling and firing from across the border.

Speaker Abdul Ahad Vakil directed the Minister of State for Home, Mushtaq Ahmad Lone, to make a detailed statement in the House tomorrow over the issue.

Tara Chand also threatened to sit on a hunger strike outside the Assembly if steps were not taken to provide compensation to the next of kins of the victims and alternate shelter to the affected people.

The Speaker said it is a matter of grave concern that population of the border areas are direct victims of the Pakistani shelling. It was a human problem and the Government should give a statement on the steps taken by it for the affected people, he said.

The House witnessed heated exchanges between the opposition and ruling party members when Mohammad Shafi (NC) accused Army of arresting people in the Valley and not informing the next of kins or the police stations concerned within 24 hours as per the laid down norms. (PTI)

First walk out by a ruling NC member

SRINAGAR, Oct 10: A ruling National Conference member Mohammad Shafi Bhat staged a walk out in the Jammu and Kashmir Assembly today when he was repeatedly prevented by Bharatiya Janata Party and Congress members from raising an issue about the arrest of two youths by the army recently.

Mr Bhat, during zero hour, alleged that the Army had arrested Firdous Ahmad and Mukhtar Ahmad from their houses ten days ago without informing the local police.

When he alleged that the Army was committing atrocities on innocent persons in the name of counter insurgency, BJP and Congress members were up on their feet shouting slogans which were not audible. Later, Mr Bhat walked out of the House in protest.

However, Speaker Abdul Ahad Vakil intervened and asked members not to prevent members from raising any issue on any subject in the House.

"It is the duty of a member to raise the issue in the House about the rights of people, he said and added we should respect the peoples right."

The Speaker later allowed Mr Bhat to express his views on the subject when he returned to the House after some time.

Mr Bhat alleged that Army arrested his relative Firdous Ahmad from Sonawar and Mukhtar Ahmad, relative of another MLA G M Bhawan from Dalgate without informing the local police.

Mr Bhat said it has been agreed by all security force agencies time and again that they will inform local police while arresting any person.

He said it was his mistake that he encouraged Firdous Ahmad to surrender before security forces some years ago so that he could lead a normal life.

Mr Shafi alleged that now no Army unit was accepting that they had arrested these two boys.

On this, the Speaker directed the Minister of State for Home to look into the matter and inform Mr Bhat about the whereabouts of the two boys.

He also directed him to arrange a meeting between them and their relatives.

Mr Sultan Pandithpuri of the ruling National Conference alleged that the whereabouts of one Karim-ud-Din arrested by the security forces were still not known.

Mr Jalal-ud-Din Qazi(NC)from Inderwal constituency alleged that security forces recently deployed in the area tortured innocent people after a bomb blast.

He said three elderly persons were made to sleep on the road by the security forces. Though the senior Army officers admitted that the Army exceeded their limits, no action had so far been taken against the erring officials.

Ghulam Rasool Mir (NC) said no compensation was paid to the families of two persons who were killed in a cross firing at Arin Bandipora recently.

People demonstrate, block traffic
Civilian shot dead by army

RAJOURI, Oct 10: Yet another civilian was shot dead by army personnel at village Chakli under the jurisdiction of Chingus police station late last night triggering strong protests from the people, who held demonstrations and blocked traffic.

According to official sources, troops had laid an ambush for the militants in Chakli village at 2100 hours last night. A civilian Sohan Lal son of Dina Nath, a resident of Chakli, who was returning to his house after shopping in Jammu for the marriage of his brother, was fired upon by the troops presuming him as a militant.

Sohan Lal died on the spot. A bag carrying clothes of his family members, which he had purchased in Jammu for the marriage function, were recovered from his possession.

As people came to know of Sohan Lal’s killing in the morning, they took to streets and held a massive demonstration shouting slogans against the authorities. They were demanding stern action against those responsible for killing an innocent civilian.

SSP Rajouri accompanied by other police officials and army officers reached the spot. They held negotiations with the agitated people and persuaded them to lift the blockade. Army authorities regretted the killing of civilian and sanctioned ex-gratia in favour of bereaved family. The district administration also announced Rs one lakh ex gratia for the family of deceased.

Later, people lifted their dharna and cremated dead body of Sohan Lal after post-mortem.

Sources said army had a confirmed information about the movement of militants in the area. That was why they had laid a naka in the village. They mistook the civilian as a militant and fired on him.

Three days back, army had gunned down a civilian Mohd Azam at village Bei Nambla during a search operation. Though Defence sources claimed that Mohd Azam was killed in exchange of firing between army and militants, the local people alleged that Azam was killed in cold-blood and an attempt was made to outrage the modesty of his wife.

People had brought the dead body of Mohd Azam to Koteranka and held a massive demonstration disrupting vehicular movement on Koteranka-Rajouri road for several hours. They had lifted dharna on an assurance given by the administration.

Meanwhile, a Special Police Officer (SPO) Riaz Ahmed fired upon a police constable Joginder Kumar near Grid Station in same Chakli village late last night.

Joginder Kumar sustained two gun shots on his arm and leg and was shifted to district hospital of Rajouri where his condition was stated to be stable. The erring SPO has been attached and disarmed pending an inquiry into the incident.

Kashmir's MBBS students turned militant held

NEW DELHI, Oct 10: Delhi Police have arrested an MBBS student turned militant belonging to Tehriq-ul-Mujahideen outfit and seized Rs ten lakh and an Improvised Explosive Device (IED) containing three kgs of RDX from his possession.

Acting on input received from a Central intelligence agency, sleuths of the city police’s special cell nabbed Ali Mohd Bhatt alias Inayatullah from the Darya Ganj area in central Delhi last night, Police Commissioner Ajai Raj Sharma told reporters here.

The arrest comes five days after the special cell sleuths apprehended a Pakistan Army trained Hizb-ul-Mujahideen (HuM) district commander Latif Mohd Bhat from the nearby Jama Masjid area and seized 5.4 kgs of RDX from him.

An IED made of three kgs of RDX, fitted with timer pencil and containing shrapnels and eight cartridges of 0.315 bore, concealed in a plastic container in the shape of a tiffin box was recovered from Bhatt, Sharma said.

During sustained interrogation, Bhatt, a second year MBBS student in Srinagar, said that he joined militancy in March last year after his brother Mohd Shafi Bhatt, a militant with Tehriq-ul-Mujahideen was killed in an encounter with security forces, the police chief said, adding the accused has not confessed to have taken part in any killing so far.

Bhatt had earlier visited Delhi a dozen times and was nabbed yesterday when he came to deliver the consignment of explosive to one Ashfaq, who did not turn up, Sharma said.

The consignment, which was to be delivered in Srinagar for a payment of Rs 50,000, was seized from Bhatt’s hotel room, he said. (PTI)

Govt announces 20 pc hike in passenger fare

SRINAGAR, Oct 10: State Government today accepted the demand of the transporters for increase in passenger fare by 20 percent in the wake of recent hike in the prices of petroleum products.

While deciding over the hike in passenger fare, the State Cabinet which met here this evening with Chief Minister Dr Farooq Abdullah in the Chair, however, decided that in the event of any roll back in the prices of the petroleum products by the Centre, the fare would be reduced accordingly.

The decision was taken following the discussions held by the Standing Committee set up for the revision of the fare, with the representatives of the transporters during the day. Meanwhile, the J&K Motor Transport Companies Association (MTCA) has decided not to resort to strike following the hike announced by the Government in the passenger fare. A delegation of the transporters during the day had met the Standing Committee of the State Government under the chairmanship of Mr T S Wazir, chairman Jammu Province Bus Operators Union and president MTCA. The Standing Committee comprised Principal Secretary Finance Department, Commissioner-cum-Secretary Transport and Transport Commissioner.

Meanwhile, an official spokesman said this evening that the transporters had threatened to go on strike from tomorrow and "that would have caused inconvenience to the public"

Pak ultra shot dead; 2 escape in Samba

JAMMU, Oct 10: The Border Security Force (BSF) today gunned down a Pakistani infiltrator while two others escaped during an encounter in the forward area of Molu Chak in Samba sector in the early hours of this morning.

According to official sources, the BSF personnel on guard duty at Molu Chak post observed the movement of three intruders, suspected to be Pakistan-trained militants at 0400 hours today. As intruders reached within the firing range of security personnel, they were challenged and asked to surrender.

However, all three militants opened heavy firing on security jawans, who retaliated. In the meantime, Pakistan army jawans also opened firing from across the International Border to give cover to sneaking militants.

In the exchange of firing, BSF jawans succeeded in eliminating one militant while his two associates fled back to Pakistan in an injured condition. Body of slain ultra was recovered from the spot this morning but couldn’t be identified.

Two pistols with four magazines and 12 rounds, one AK magazine and 14 rounds were recovered from the scene of encounter. Slain militant looked like a Pakistani. There was no casualty on BSF during the exchange of firing.

Meanwhile, Pakistani troops continued unprovoked firing at several places on the border overnight. Several cattle were reported to have perished in Pakistani firing at Garkhal in Akhnoor sector.

Other places where the exchange of firing took place between Indo-Pak troops include Hiranagar, Samba and RS Pura sector. However, no loss of life or damage was reported on Indian side. Indian side returned Pakistani firing at all the places.

JCO injured, IRP jawan dies
4 militants killed in Banihal

JAMMU, Oct 10: Troops of Delta Force today killed four militants in two separate encounters in Banihal tehsil of Doda district while a Junior Commissioned Officer (JCO) of army was injured and an IRP jawan died in the other incidents.

Defence sources said the first successful operation was carried by Delta Force at Kunau village in Buzla area of Banihal at 0900 hours today. Three columns of Rashtriya Rifles were launched in the village in the wee hours of this morning to neutralise the ultras after a specific information was received about their presence.

Troops started searches in the forest area and took the hiding militants totally unaware. In panic and desperation, the ultras opened indiscriminate firing on troops, who retaliated. In about two hours long encounter, troops gunned down three militants.

There was no damage or loss to security forces. Two slain militants were identified as Abdul Gaffar son of Mohd Sultan, a resident of Gudera, Buzla and Bashir Ahmed son of Abdul Sattar of Kurji, Mangota. Identity of third slain militant was yet to be established. The trio were activists of Hizbul Mujahideen outfit.

Another encounter took place between Delta Force and militants at Chamalwas in Banihal tehsil at 2300 hours last night.

According to sources, an operation was launched in Chamalwas at 1700 hours yesterday and the success came around 2100 hours when troops spotted militants moving between Nachlana and Chamalwas near Jammu-Srinagar National Highway.

Militants, who ran into the jungles, were chased by troops. The encounter left one militant dead while others managed to escape. Slain ultra was identified as Shamsher Khan, 20, a resident of Karachi in Pakistan. He was known as an IED expert and was instrumental in triggering several IED blasts on highway and Banihal.

One AK rifle with two magazines, two timers, one remote control device and a huge quantity of explosives were recovered from the possession of slain militant.

Sources said this was the third consecutive day when troops of Delta Force have eliminated militants. Troops had gunned down one militant at Kushah on October 8 and two foreign militants in Banihal the following day.

Major General Mohinder Singh, GOC CI Delta Force has congratulated his troops for the successful operations.

Meanwhile, unidentified militants fired upon a patrolling party of 10 Rashtriya Rifles at Sazan in Doda. They also threw grenades on the patrol party causing injuries to JCO Om Partap Singh. The injured has been air lifted to Medical College hospital for treatment.

A jawan of Indian Reserve Police (IRP) was killed when a grenade he was trying to throw on the militants exploded in his hands at village Gulab Garh near Tirath area of Rajouri district. Two other jawans were injured in the explosion.

Militants, however, managed to escape. The deceased jawan was identified as Ram Krishan, head constable.

6 Hizb militants nabbed by Baramulla Police
3 civilians, SPO, militant killed in Valley

SRINAGAR, Oct 10: While as the three militants killed in last evening’s encounter in Bandipore have been identified as Pakistani cadres of Lashkar-e-Toiba, security forces have eliminated one militant in an encounter at Dardpora, Lolab, in Kupwara district. Meanwhile, unidentified gunmen have shot dead two civilians and an SPO while as one more civilian has got killed in mysterious circumstances in Baramulla district.

Baramulla Police have, meanwhile, apprehended six top-wanted militants of Hizbul Mujahideen and effected recovery of arms and ammunition from their hide-outs.

Official sources told EXCELSIOR that troops of Sector-8 of Kilo Force eliminated a militant, namely Ghulam Ahmed Bhat S/o Lala Bhat of Ganai Mohalla, Dardpora (Lolab) in an encounter at his village in Kupwara district. One AK-56 rifle and two hand grenades were claimed to have been recovered from the spot.

Two of the three militants killed in an encounter with security forces at Pazalpora, Bandipore, last evening, have been identified as Abu Umar and Abu Khurram. All the three, as already reported, are still believed to be Pakistani members of Lashkar-e-Toiba. Two residential houses of Khaliq Bhat and Akram Malik were destroyed in the gunbattle.

Reports from north Kashmir said that during last night, unidentified gunmen intruded into the premises of a Gujjar, namely Noor Mohammad Khan S/o Karam-ud-din Khan, at Gujjarpati, Dardpora, and shot him dead after dragging him out of his house. Unconfirmed reports from Bandipore described him as BSF source.

Sources said that during last night, unidentified gunmen also kidnapped an SPO, namely Bashir Ahmed Daas S/o Ghulam Ahmed of Sagam (Kokernag) in Anantnag and shot him dead. His dead body was fished out from a nullah this morning.

Official sources said that troops of Rashtriya Rifles 28th bn took an apprehended person, Habibullah Mir S/o Ghulam Mohammad Mir, for effecting recoveries from a hideout in Rafee-abad. While making the recoveries, an IED went off and the detainee got killed on spot. However, residents alleged that Mir was an innocent civilian who had been picked up by troops on Oct 8th and later eliminated in a concocted landmine blast near his village Khahmoha, Rafee-abad.

Reports from Baramulla added that Troops of RR 21 Bn arrested a student, namely Nazir Ahmed Mir S/o Khaliq Mir of Batpora, Handwara and shot him dead at Batpora nullah. Arrested on Sunday, Mir’s dead body was recovered from a nullah.

Meanwhile, Baramulla Police with SOG and paramilitary forces of CRPF 10th Bn and Army, claimed to have apprehended six top-ranking militants of Hizbul Mujahideen. Large quantity of arms and ammunition, including two AK rifles, one wireless set, two grenade-launchers, two rockets, four grenades and 15 Kg of RDX were seized from the detained militants’ hideouts as also from the community mosque of Ganai Masjid Hamam.

The most important detainee was identified as Zubair Bhat S/o Mohammad Shafi Bhat alias Yaseen alias Engineer, radio-code 25 R/o Kanlibagh, Baramulla. He was described as "deputy district commander". An employee in Agriculture Department, he has completed three Diplomas in Mechanics, Computor and electronics—two from Mumbai and of the places. Others were identified as Ishfaq Ahmed Sheikh S/o Mohammad Shafi Sheikh alias Iqbal alias Isa, radio-code Tahir (company commander and an employee at Super Bazar), Fayaz Ahmed Mirchal S/o Ghulam Hassan Mirchal alias Irshad of Ania Mohalla Baramulla, Farooq Ahmed Waza S/o Ghulam Rasool Waza of Palhalan, Mushtaq Ahmed Keenu S/o Mohammad Akbar Keenu of Suhail Colony Baramulla and Javed Ahmed Mir S/o Ghulam Nabi Mir code-name Tawheed of Kanlibagh, Baramulla.

Officials claimed that the group of detained militants was involved in over 20 killings and equal number of IED blasts and other strikes against security forces. Waza was reportedly an employee at District Hospital Baramulla.

‘CM has failed in his commitment’
Oppn walk-out over dismissed appointees

SRINAGAR, Oct 10: Members of the Opposition, all from Jammu division, staged a walk-out today in the Legislative Assembly in protest against the non-implemenation of the Chief Minister’s commitment regarding the reinstatement of 450 Class IV employees. Services of the appointees have been terminated by the State Government subsequent to some court orders and allegations of largescale bunglings in the selection process.

During zero hour of today’s proceedings in the Assembly, Harsh Dev Singh of Panthers Party rapped the Government over its dilly-dallying vis-a-vis the reinstatement of about 450 incumbents whose services had been terminated shortly after their appointment against Class IV vacancies in Education, Health, Agriculture and Excise departments.

Harsh Dev pointed out that Chief Minister Dr Farooq Abdullah had personally dolled out his assurance to reinstate the dismissed employees who, he asserted, had been subjected to worst kind of physical and mental torture. He said that by withdrawing their appointment orders, Government had not only added to their miseries but had also created ill-will among sections of population in Jammu division.

All Opposition members—plus NC’s MLA from Bani and Deputy Speaker Ghulam Hyder Malik— joined the Panthers Party leader in his protest against the State Government’s apathy in the matter. Some of the members laid maximum stress on the allegation that the incumbents of Jammu division only had been "selectively" terminated. All the dismissed incumbents, the Opposion pointed, belonged to Jammu, Poonch and Rajouri districts.

Speaking on behalf of the Government, Finance Minister Abdur Rahim Rather sought to dispell the impression that there were any political or regional motives behind the dismissal. He clarified that the incumbents had been dismissed in consequence of substantial allegations of unfair means and several court orders and pointed out that those dismissed in his Excise & Taxation department belonged to both Jammu as well as Kashmir.

Not satisfied with the Minister’s voluntary statement, the Opposition members maintained their hue and cry over the subject. Even as the BJP members Ashok Khajuria, Chowdhary Piara Singh and Bali Bagat put up a strong protest against the Government’s failure to reinstate the dismissed appointees, they avoided to join the members of Congress, BSP and PP in their walk-out.

Chowdhary Lal Singh, Radhey Shyam Sharma, Balbir Singh, Tara Chand and Tsering Dorje of Congress, Jagdish Raj Dubey of JD, Som Nath of BSP as also Harsh Dev Singh staged a walk-out over the issue and demanded immediate reinstatement of the dismissed appointees.

PM speaks to President, Vice President over phone

MUMBAI, Oct 10: Prime Minister Atal Bihari Vajpayee today spoke to President K R Narayanan and Vice President Krishan Kant over telephone, hours after his knee operation.

Returning their calls to enquire about his health, Vajpayee told them about the successful surgery he had undergone.

The call to the President was the first the Prime Minister made after the operation. He later called the Vice President.

Home Minister L K Advani called on him after the operation and was with him for 15 minutes. Soon after he left for Delhi.

While Maharashtra Governor P C Alexander called on him, Chief Minister Vilasrao Deshmukh and Deputy Chief Minister Chagan Bhujbal sent bouquets. (PTI)

Paswan’s attack on Yadav

BAHRAICH, Oct 10: Union Communications Minister and senior Janata Dal (U) leader Ram Vilas Paswan, in a veiled attack on party president and Union Civil Aviation Minister Sharad Yadav, today said senior positions in the organisation should be handed over to youngsters and "ministers should confine themselves to works of their respective ministries."

Addressing a meeting of Dalit Sena workers here, Paswan without naming anyone, asked party nominees in the Union Cabinet to confine themselves to the works of their respective ministries leaving the party matters to young leaders.

Paswan warned that if his suggestions were not heeded to, he would announce formation of a new party at the November 23 rally of the Dalit Sena in Delhi.

Alleging that there was no democracy in the party, he said the national executive had not met for the last three years and the parliamentary party leader was yet to be elected.

Paswan said the Union Cabinet had taken a decision with regard to granting reservation to ‘Dalit Adivasis’ in proportion to their population in Parliament, State Legislatures and Government jobs. A bill in this regard would be introduced in the winter session of Parliament. (PTI)

NEW DELHI, Oct 10: Three people including two personnel of the Central Industrial Security Force (CISF) were injured when a "mentally unsound" person allegedly threw three crude bombs at one of the gates of the Supreme Court here this morning, police said.

Assistant Sub-Inspector Ishwar Singh Negi and Head Constable Kanha Ram of CISF, who were manning the gate, and a fruit vendor Santosh standing nearby received splinter injuries when Upendra Mohanty, hailing from Orissa, hurled the "low-intensity" devices at around 1145 hours, police said.

Mohanty, who was immediately nabbed by the police said that he was a "follower of Netaji Subhas Chandra Bose" and that he wanted the court to issue a "specific order", City Police Commissioner Ajai Raj Sharma told reporters here.

He had earlier tried to enter the court premises on September 24 but was denied entry by the security staff, Sharma said.

"From his behaviour, the man does not seem to be of sound mind. There seems to be no motive behind the attack. He seems to be a frustrated person and claims to be the commander of a 60,000 strong force," Sharma said.

The police chief said Mohanty has claimed that he had been jailed several times earlier and served sentences in Bhubaneshwar, Jamshedpur and Hazaribagh.

The crude bombs consisted of nails and ball bearings besides some explosive materials and he had assembled them inside the toilet of the Delhi Railway station, police sources said.
