JAMMU, Oct 8: National Conference (NC) MLA from Raipur, Damana Assembly segment today visited various villages of his Constituency to ascertain the problems of the people there.

As per a release, the MLA during his visit to Gurah Keran met a cross section of people there who narrated him their problems.

The people of the village alleged that they were facing acute shortage of drinking water and power crisis. They also demanded construction of link road in the locality.

Addressing the gathering Mr Lakhotra assured the people that he will take up the problem with the concerned authorities for their quick redressal.

He also visited Patoli and inaugurated the two handpumps there. The funds for the construction of these hand pumps were provided from MLAs Constituency Development Fund.

Later the MLA also visited the Nirankari Bhavan Damana and participated in a religious function there.

Speaking on the occasion, Mr Lakhotra highlighted the policies and programmes of NC Government led by Dr Farooq Abdullah. He urged the people to strengthened the hands of present Government which is committed to all around development of the ruler areas.

RSS gaining popularity: Bhagwat

JAMMU, Oct 8: The Rashtriya Swayamsevak Sangh (RSS) is gaining popularity day by day and today the atmosphere is quite in its favour in the country.

This was stated by Mr Mohan Rao Bhagwat, Sar Kariwah (general Secretary) of the Sangh while addressing Vijay Dakshami rally of Sangh volunteers here today.

He said the reason for RSS becoming day by day popular is not that the Government of the country is headed by an RSS Swayamsewak, its Home Minister and other Cabinet Ministers have their roots in RSS but vast section of the society including the elements who were hostile to it earlier have started appreciating the role of RSS in the comity and they are also subscribing to RSS ideology of Hindu Rashtra alone being the right concept of this country.

Mr Bhagwat said the two fundamentals of RSS are that the concept of Hindu Rashtra alone can lead India to its ancient glory and to achieve this objective RSS Shakhas are the only media.

Mr Rao said during last 70 years RSS has undergone periods of turbulence and hostility from various sections of the people in the country as well as outside, but the organization has continued its upward march undaunted and undettered by unfavorable circumstances.

He said the restrictions imposed on the organization from the powers that be in the country has not obstructed its progress rather it has strengthened its resolve and determination to march on towards its goal.

Mr Bhagwat however cautioned against any complancy at a time when the things are in favour of RSS and its ideology is being widely accepted and its role in the rebuilding of the nation is welcomed.

He said any complacency will defeat attainment of our ultimate objective of leading India to ancient glory and beconlight for attainment of world peace and human brotherhood.

The R S S leader said those who pooh poohed holding of daily parades in RSS Shakhas and expressed doubts that where will this exercise lead the organization, today stand convinced that through this normal exercise RSS has reached near its goal and has brought awakening among the Hindus.

He said today a worker of RSS is not only the PM of India but he is reckoned as one of the top leaders of the world who can give direction to the future vision of the world.

Mr Bhagwat exhorted the RSS workers to go to villages, towns, streets and Mohallas and every part of the state for undertaking the "Jan Jagran" exercise to be launched by the RSS from November 1.

He said the Swayamsewaks should go every nook and corner of the State and contact maximum number of the people and explain them the philosophy, ideology and prograamme of the RSS which in fact is the programme of the nation.

Excursion tour for Doda Children flagged off

JAMMU, Oct 8: An excursion trip 'Vision India-2000', organised by the Delta Force for a group of 20 school children drawn from militancy infested areas of Doda district, was further flagged off by Maj Gen P K Grover, GoC of the Tiger Division from here, today.

While having an interaction with the school children over a cup of tea, Major General Grover said that this tour will further strengthen bonds of love and affection between between the Army and the civil population. While talking to the media persons, the General further said that aim of this 15-day Sojourn is to expose these children to the vastness of the country and to acquaint them with different cultures and see for themselves the development of the country.

The excursion trip has been organised by 9 Sector RR on behalf of CI Force Delta and conducted by 11 Rashtriya Rifles (Dogra). The excursion has been aptly titled "Vision India" as it entails visit to Jamnagar, Ajmer, Jaipur, Agra and Delhi, thereby traversing the country in its length and breadth. During the course of the trip, the children would be introduced to high ranking dignitaries including the President of India. Apart from enjoying themselves on the seacoast, national Zoological Park and movies, they will also get a chance to visit the National Heritage sites, planetarioums and Museums. The team will also be exposed to the three pillars of our defence forces i.e. Army, Air Force and Navy for which visits have been organised.

Earlier, this excursion was flagged off by the Sector Commander Brigadier Satish Bahl from Kishtwar yesterday amidst a grand function attended by senior Army, civil officials and prominent people of the area.

The Sector Commander highlighted that apart from the Army, the Deputy Commissioner, Governmental and private organisations like the National Hydro Electric Power Corporation, Jai Parkash Industries, Members of Legislative Committee (MLC) and other prominent citizens had voluntarily contributed financially to make this event a success. The people of Doda are extremely grateful to the Army for organising an excursion of this magnitude and are hopeful that more such trips would be forthcoming in future.

Centennial Raising AdvenTure/Expedition flagged off

JAMMU, Oct. 8: As a prelude To Centennial Raising Celebrations by the Fifth Battalion of the Sikh Regiment, an Adventure Expedition was flagged off by Major General MP Singh, AVSM, GOC of Gurj Division of Northern Command today.

While speaking at the glittering function, Major General MP Singh appreciated the Sikh Battalion for its long cherished history and its commitments to promote adventure sports in the Army. He wished success to the expedition.

The Adventure expedition will over Cycling, Trekking and White Water Rafting in Himachal Pradesh in 21 days. The expedition is led by Capt A Rajesh and comprises of two officers, one JCO and twenty one others Ranks. With this, the unit, which is celebrating 100 years of its raising in March 2001, has formally started the celebrations of its Centennial Raising Celebrations.

The first leg of the expedition will cover cycling from Pathankot to Kafnu, a distance of 400 Kms, which is planned to be covered in 7 days. After a a two day rest, the expedition takes off on its trekking leg, from Kafnu to Pandoh, traversing heights upto 15000 ft. In the final leg, the expedition will undertake rafting over the rapids of Beas river, from Manali to Pandoh, a distance of 96 kms.

The Battalion has a history of adventure sports. In 1976, Hav Gurcharan Singh became the first man to ski down from Trishul Peak. In 1977, he climbed the Kanchanjunga Peak, the third highest in the World, as part of Army expedition. In 1982, its members rafted down the Narmada river.

In 1987, the unit successfully scaled Raldang Peak in Himachal Pradesh. In 1990, the unit expedition climbed Hathi Parbat in the Garhwal Himalayas. In 1991, the unit became the first Army unit to complete the Alaknanada/Ganges stretch between Rudraprayag and Rishikesh, a distance of 130 kms. The unit also took part in a ballooning expedition in 1991 at Jaipur.

Mahajan Sabha honours 85 community members for outstanding achievements

JAMMU, Oct 8: Jammu Central Mahajan Sabha honoured about 85 persons including children and youngsters of the community for their outstanding performance in the field of education, sports, art, literature and social service in an impressive function held here today in connection with the 134th birth celebration of Lala Hans Raj Mahajan.

Mr Justice K K Gupta, retired judge of J&K High Court was the chief guest while Sabha president Mr Yash Paul Gupta, presided over the function. A large number of members of the community including women and children attended this programme.

The function commenced after the members paid tributes to the late Lala Hans Raj Mahajan, a great social reformer. His garlanded photograph and the lighting of the traditional lamp by the chief guest were the significant features of the programme.

Addressing the gathering Justice Gupta appreciated the functioning of Mahajan Sabha and stressed upon the need for upliftment of the weaker sections of the community. He appealed the young generation to achieve something in their career and serve the community and the humanity in general.

The Sabha president earlier gave some details about the welfare programmes being initiated by the Sabha. He informed that the Sabha is spending about Rs 40,000 per month as financial aid to the helpless and needy women and their school-going children.

A resolution was adopted in this crucial congregation that all the members would stick to the principle of not taking more than 100 baratis to the marriages and also to boycott the marriages of the community where baratis will be more than 100 in number.

Mr Jugal Mahajan appealed the community members to follow the principle of simplicity and to avoid wasteful expenditure of marriage ceremonies and deplored the growing tendency of undue show of wealth in their functions. Mr Inderjit Gupta, Mr Amarnath Gupta, Mr Rattan Lal Gupta, Ms Vir Kanta, Mr Amar Chand Gupta, Ms Krishna Gupta and Prof J K Gupta also spoke on the occasion.

Those felicitated were presented a memento and a certificate by the chief guest on behalf of the Sabha. JAMMU, Oct 8: A 21-day Refresher Course for college and University lectures in Punjabi, Hindi, Dogri, and Sanskrit (Sanskrit included for the first time at JU) sponsored by Central Institution of Indian Languages (CIIL) Mysore was inaugurated on 18-9-2K which concluded today in the PG Deptt. of Punjabi.

Prof Jakhan Singh former VC, Vikram University cited interesting examples from Indian languages to explain phonetic & semantic strucutures.

Local co-ordinator Dr Baldev Raj Gupta Prof and Head Punjabi Deptt informed that earlier CIIL conducted such a course only for Punjabi Teachers (June 17 to July 6, 1999). The present course was approved on Aug 8, 2K though Prof Gupta had been in touch with CIIL, since 1998. Prof Gupta introduced the topic and the resource persons daily for both the services.

Chief Guest Prof A N Sadhu, Dean, Academic Affairs & Prof Zahir-ud-Din, Dean Arts faculty and Registrar addressed the participants on the concluding day.

Other resource persons who delivered lectures to 35 participants (Panjabi 7, Dogri 5, Hindi 8, Sanskrit 15) include Dr I S Boarkar Mysore, Dr Sarwan Singh Pardesi (HOD Pbi, Govt. College, Bholath, Pb.) S N Koul, Champa Sharma, L K Magotra, I K Mallan.

The Parshotam Sharma (Sanskrit) conducted programme on the veledictory day while 'VANDANA' was sing by Dr Sushma Gupta. Participants of each language Dr Jagir Singh (Sanskrit), Dr Nirmal Vinod (Hindi), Balbir Singh (Punjabi), Dr Shivdev Manhas (Dogri) reviewed this course critically and appreciated efforts by organisers. Certificates were distributed by chief guests Prof A N Sadhu, Dean Academic Affairs & Dr Zahur-ud-Din (Dean Arts faculty). It was also informed that Honorary Co-ordinator Prof Gupta worked till and without getting honorarium from the CIIL Mysore. SC/ST confederation criticises Govt

JAMMU, Oct 8: A meeting of All India Confederation of SC/ST Organisations, J&K Unit was held at Jammu in which the participants criticised reservation policy.

They further criticised the Central Government for not meeting its commitment made in the Parliament to withdraw all the five anti SC/ST/OBC DOP&T circulars.

In this connection the House decided to support fully the call given by Mr Ram Raj, the National Chairman of the Confederation to hold a massive rally at Delhi on 11th December for withdrawal of the remaining circulars and continue the struggle unless reservation rules are enacted in the 9th schedule of the Constitution.

Speakers also requested the State Government for implementation of the reservation rules in toto. They demanded the inclusion of the reservation rules in the State constitution, establishment of State Commission for SC/ST's reservation proportionate to population at Divisional, District, Tehsil and Block levels.

They also demanded clearance of backlog vacancies and maintenance of roster in all the departments and State Government undertakings/corporations and Banks Enhancement of reservation from 8% to 10% for SC's in direct recruitment and promotion and 5% to 10% for ST's in promotion.

Speakers also requested to all the MLAs and MLCs of the communities of all the political parties to raise these issues in the current assembly session. In case the Government fails to meet the above noted demands, the confederation will ghero the winter session of the State Assembly at Jammu.

At the end it was also decided unanimously to support the programme of mass conversion from Hindusim to Buddism on October 14 as declared by the confederation at the National level. In this connection it was decided to observe October 14, 2000 as a conversion day from Hinduism to Budhism by Baba Sahib at Dr B R Ambedkar Chowk Jammu.

State unit appealed to all the religious, social and member organisations to participate in the programme. Those who spoke in the meeting include Mr R K Kalsotra, Mohd Abdullah Chowdhary, T R Azad, R L Bangotra, Rangesh Chander, Kamraj Kaila and others a release isused here today said.

IFS probationers meet Jammu officials

Jammu, Oct 8: A team of Indian Foreign Service Probationers currently on a visit to the State held a meeting with Provincial Officers of Jammu Division here today. The team is led by the Joint Secretary, Ministry of External Affairs The Divisional Commissioner, Jammu, Mr. Anil Goswami presided.

Mr. Goswami in his introductory brief apprised the team about geographical conditions of the six districts of Jammu Division and the problems being faced by the people on account of low intensity war foised on the people of this region from across the border. A resume of the developmental activities being under taken by the State Government and various relief measures taken to rehabilitate the migrants of border areas were also enumerated.

IGP Jammu briefed the visiting team about the anti-militancy measures and detailed out the active role of J&K Police in containing militancy in coordination with other para-military forces. The officers were advised not to get carried away by the bias reports against the security forces and were informed that Indian Army, one of the finest in the world is not only fighting the proxy war in the State with utter vigil, but is also generating lot of good will amongst people through their disciplined operations. They were also helping the civilians in areas of health care, road building and educational sector.

The visiting officres raised several queries ranging from the Financial crunch to Autonomy and the proposition of tripartition of the State. The role of Human Rights Organisation and their biased reporting also came under discussion. The team was also apprised about the power scenario in the division and about various power projects. Functioning and achievements of Rural Development Department in Jammu division was another area, where the Foreign Service Officers evinced much interest. The progress of various developmental schemes in the State and division also came under discussion. The young officers also wanted to know about the census operation in J&K to which they were informed that the operation is under completion in Jammu division.

The team will also visit Valley for onspot interaction with various functionaries of the Government.

PDD revises schedule
Six hour power cut in Jammu

JAMMU, Oct 8: The Power Development Department has increased the power curtailment by two more hours in Jammu province with six hours power cut with immediate effect.

According to Mr H S Raina, Chief Engineer, Electric Maintenance and RE wing, Jammu, the Government has decided to revise the curtailment schedule in Jammu province due to reduced availability of power from the NREB.

The daily curtailment has been increased from four to six hours. There will be rotational curtailment of two and a half hours in the morning, two hours in the day time and one and a half hour in evening hours.

The areas have been divided in three groups and nine time slots.

The curtailment shall on rotational basis shall be effected from 5 am to 10.30 pm viz 5 am to 7 am, 7 am to 9.30 am, 9.30 am to 12 Noon, 12 Noon to 4 pm, 4 pm to 6 pm, 6 pm to 7.30 pm, 7.30 pm to 9 pm and 9 pm to 10.30 pm.

The areas of Greater Jammu to be effected will be complete Old Jammu City viz Parade ground, Kachi Chowni, Karan Nagar, Panjtirthi, Julaka Mohalla, Pir Mitha, Residency Road, Talab Khatikan, Gujjar Nagar, Raghunath Bazar, General Bus Stand, New Plots, Sarwal, Janipur, Ban Talab, Bhalwal, Purkhoo, Marh, Shama Chak, Domana, Barnai, Muthi, Roop Nagar, Gajan Soo, Subash Nagar, Toph Sherkhanian, Paloura, Patoli, Talab Tillo, Shakti Nagar, Jewel area, Gole Gujral, Tarlokpur, Gho Manhasan, Bohri area, Nagrota, Jhajjar Kotli, Dansal, Jindraj area, Gandhi Nagar area, Shastri Nagar, Satwari, Rani Bagh, Airport, Chatha, Bhour Camp, Digiana, Greater Kailash, Chhanni Himmat, Sainik Colony, Gangyal, Narwal, Bhatindi, Transport Nagar, Bahu Fort Area etc.

Due to system constraints the curtailment of 11 KV feeders from Nanak Nagar and Ashok Nagar 33/11 KV sub stations in last time slot can be extended upto 11 pm as and when required.

In addition, all industrial loads in organised sector shall remain off from 6 pm to 12 night daily. PHE feeders shall also remain off daily from 7 pm to 10 pm.

The PDD chief engineer has asked to contact on phone numbers 554147, 543343, 430776, 430180 and 543398. He has regretted the inconvenience caused to the public due to curtailments.

JAMMU, Oct 8: Five persons including an armyman and BSP cop were killed and 20 others injured in separate road accidents. Besides a young house wife allegedly made an abortive attempt to end her life by jumping from Tawi bridge.

According to police, one person was killed and 20 others sustained critical injuries when a bus carrying them collided head-on with a truck near Hiranagar on Jammu-Pathankot National Highway. The bus bearing number PB-12B-8820 was on its way to Punjab from here when it smashed with a truck bearing number JK02L-5824 which was on its way to Jammu.

On receiving a report of accident, police party from Hiranagar rushed to the spot and started rescue operation. All the injured were removed to Hiranagar hospital with the help of locals where doctors referred one of them to Government Medical College Hospital, Jammu in view of his deteriorating condition. But he succumbed to his injuries while being shifted to Jammu. The deceased has been identified as Bishambar Dass son of Paras Ram of Rangpur, Hiranagar.

Police have registered a case of rash and negligent driving against the drivers of both vehicle and arrested truck driver. The driver of the bus was absconding and has not been arrested till the last reports came in.

Meanwhile, a cyclist along with his accomplice sitting behind were killed when their cycle was crushed by a speeding bus bearing number 9169-JK02 at Toph Bridge near here. The cyclist identified as A K Das, an employee of BSF Headquarters, Paloura died on the spot while the other sitting on the hind as Sapna Bhat wife of another BSF employee succumbed to her injuries in the Government Medical College Hospital here.

The erring bus driver fled from the spot immediately after the accident leaving behind the victims bleeding profusely. Some passers-by spotted the victims and removed them to hospital. The bodies were handed over the respective families after post-mortem.

Police said that the deceased were on their way to home after offering prayers in a temple when the tragedy struck them. A case of causing deaths due to rash and negligent driving against the bus driver has been registered and hunt was launched to nabbed him. However, he was not traced till late this evening.

In another road accident, an Army personnel got killed when his motorcycle was hit by speeding unidentified vehicle at Kanthpur under the jurisdiction of Vijaypur Police Station. The critically injured armyman was removed to hospital by some passers-by where he succumbed to his injuries. The deceased has been identified as Himat Singh of 8 JAK Rifles.

One Amarnath son of Nand Lal of R S Pura was killed in a road accident at R S Pura. He was shifted to local hospital where he succumbed to his injuries.

R S Pura police have registered a case in this connection and started investigations to track down the vehicle which hit him.

Meanwhile, a young house-wife allegedly made an abortive attempt to end her life by jumping from the Tawi bridge this morning. She was removed to hospital by the police party of Nowabad police station where her condition was stated to be critical till the last reports came in.

According to police, she took this extreme step to protest against the decision of her husband to get third marriage. The victim has been identified as Shabnam wife of Mushtaq of High Court Road, Janipur and is second wife of Mushtaq Ahmed.

Three days sensitization camps for medical experts held

JAMMU, Oct 8: Three days sensitization for CMOs and medical experts concluded at Auditorium Medical College Jammu here today.

According to a press release, the programme was organised by the National Institute for the Orthopaedically Handicapped (Ministry of Social Justice and Empowerment, Government of India) Calcutta in collaboration with Medical College and Social Welfare Department, Government of J&K. Recently, with establishment of a regional centre for disabled at Srinagar a notification was issued that disabled will be provided certificate to avail various concessions and facilities at district level. To train medical experts on the subjects, rehabilitations experts come in the said programme from different parts of the country.

While inaugurating the programme, Prof H L Goswami, Principal Medical College stressed the need of such training to the medical professionals. Dr R K Goel, Director Health Services detailed about various national programmes to prevent disabilities, which are being undertaken by J&K.

Dr Ratnesh Kumar, director, NIOH welcome the guest and participants come from different district of Jammu division. He briefed about the persons with disabilities act and various facilities and schemes launched recently by Government of India, Prof U Singh, Head of the Department of Rehabilitation, AIIMS, Dr V K Gupta, consultant from Lady Harding Medical College, New Delhi, Dr A K Agarwal and Dr V P Sharma from Medical College Luckhnow beside experts from Calcutta, Mumbai and Srinagar delivered lecturers.

NITCO to holds vocational various courses of NOS

JAMMU, Oct 8: National Industrial Training and Consultancy, Institute of Technology, a organisation have feathered a cap by conferred its accredition for various vocational courses of National Open School, an autonomous organisation of Department of Education, Ministry of Human Resource Development.
