jawan injured in mine blast Excelsior Correspondent RAJOURI, Oct 7: A Lashkar-e-Toiba militant, an army jawan and a civilian were killed and a jawan was injured in two separate encounters across this border district overnight. Another jawan was injured in a mine blast at Lam. According to official sources, a joint search operation was launched by army and police at village Gondi under the jurisdiction of Koteranka police station in Budhal tehsil this afternoon. The encounter was launched on the basis of a specific information developed by police that some militants had taken shelter in the village. In the gun-battle that followed, security forces eliminated one top militant while a couple of his associates managed to escape. Body of slain militant was recovered from the scene of encounter and identified as Abu Maza Fani, a resident of Bawalpur, Pakistan. One AK-47 rifle with five magazines, two grenades, one wireless set, 40 rounds, Rs 320 in Indian currency and Rs 20 in Pakistani currency were recovered from the possession of slain militant. There was no casualty on army side in the encounter, which lasted an hour. Sources said two or three militants, who gave a slip to security forces during the exchange of firing, were being hunted in an adjoining village by troops. So far, they remained untraced. Another encounter took place between army and militants when a patrol party of former was ambushed by latter at village Morha Tala Chappar at Bei in Nambla area of this district late last evening. A fierce exchange of gun-battle continued for more than two hours in which an army jawan and a civilian were killed while the militants, who had the advantage of firing from atop a hill, managed to escape without suffering any casualty. Deceased army jawan has been identified as Rifleman Govind Giri, a resident of Doda district. Sepoy Farooq Khan was injured in the encounter. Body of the deceased jawan was today shifted to his native town in Doda while the injured jawan has been hospitalised. A civilian, who was on way to his house, was also trapped in the cross-firing and got killed. Identified as Mohd Azam, the civilian was a resident of Morha Tala Chappar. His body was handed over to his family members after post-mortem in the hospital. Re-enforcement of army has been rushed to the spot to launch a search operation for the militants, who escaped towards a forest area during the encounter, the sources said. They said another army jawan was wounded in a mine blast at Lam sector in Nowshera tehsil early this morning. He walked over a mine, reportedly planted by the militants, leading to an explosion. He has been hospitalised. |
Dussehra celebrated with religious fervour in Jammu Excelsior Correspondent JAMMU, Oct 7: Dussehra festival which marks the victory of Lord Ram over Ravna, was celebrated with great religious fervour and enthusiasm by the Hindus in the winter capital city and other parts of the State today. The main function in this connection was organised by the members of Shri Sanatan Dharam Sabha at Parade Ground, Jammu. After several years a huge religious gathering was witnessed on this festive occasion in Jammu. Dr Mohan Rao Bhagwat, general secretary of RSS was the chief guest and the minister of State for Food and Supplies Mr Ajay Sadhotra was the special guest. Various prominent citizens and important functionaries of Sanatan Dharam Sabha and other religious and social organisations were also present. The celebration of Vijay Dashmi (Dussehra) also marks the victory of the good/ truth over the evil. Lord Rama after defeating Ravana of Lanka and killed him alongwith his brother- Kumbkarana and mighty son-Meghnad. The Hindus celebrate this victory in the form of Dussehra and burn the effigies of Ravana, Kumbkarana and Meghnath every year. During the day, SD Sabha members took out a Shoba Yatra in the old city carrying tableaus of Rama, Laxman, Hanuman and others in the decorated chariot. Some tractor trolleys had also been decorated and tableaus of other ancient kings like Sugriv, Angad etc were on board. The Shoba Yatra started from Dewan Mandir at Pacca Danga and after passing through various city routes finally culminated at Parade Ground where tall effigies of Ravana, Kumbhkarana and Meghnad filled with explosives had been installed. The people including a large number of women singing religious songs were following the Shobha Yatra. After performing traditional Puja by the members and other VIPs the effigies were set on fire. Thundering in the sky with big bangs of crackers was witnessed for several minutes and the effigies dashed to the ground soon. Dussehra was also celebrated at Gandhi Nagar, Krishna Nagar, Shaheed Bhagat Singh Park, Digiana, Railway Colony, Trikuta Nagar, Panjpeer Dussehra ground and Bari Barahmana. The Administration had made elaborate security arrangements for the smooth conduct of the Yatra. Deputy Commissioner, Mr R K Goel and SSP Mr R R Swain were personally supervising the arrangements. The police had diverted the city traffic to different alternative routes for few hours. Reports of celebrations of Vijay Dashmi have also been received from Rajouri, Udhampur, Kathua, Akh-noor, Katra, Reasi and other parts of the region. At Rajouri, the main function was organised in the open near Jhula bridge. A huge gathering was witnessed at the site in the town on this occasion. |

jehadis have no affection towards NAGPUR, Oct 7: Rashtriya Swayamsewak Sangh (RSS) chief K S Sudarshan today said Pakistans intelligence agency ISI had spread its tentacles across states and engaged in distribution of Arms and RDX to carry out its evil designs to disrupt peace and communal harmony in the country. Stating that the security of India was of paramount importance to the Sangh, he said any threat to it would be opposed tooth and nail. "Whosoever posed a threat to the nation will be opposed by awakening the masses by the RSS," he thundered at the Vijayadashmi Rally of the RSS, which completed its 75 years today, he said the ISI-sponsored Jehadis had no affection towards the Indian Muslims which was evident in the macabre massacres unleashed against them. "A large section of the Muslim community did not agree with the views of Islamic clerics that their religion was a binding chord for all Muslims across the globe," he said and pointed out that the recent extradiction of 22,000 Bangladeshi Muslims from Saudi Arabia and killings of Mohajirs in Pakistan were the glaring examples in this context. The RSS supremo said earlier the Sangh was being projected as anti-Muslim and in the past two years attempts were being made to portray it as anti-Christian. He said the foreign churches which did not believe in equality of religions and were involved in separatist political conspiracies should be evicted from the country and a Swadeshi church by the Indian Christians on the lines of China should be established. Emphasising the need to unite the Hindu diaspora, Mr Sudarshan informed that the Sangh has opened its Shakhas in different countries including sixty in the United States, seventy in England, eleven each in Holland and Surinam, four in Guyana and eighteen in Trinidad. Apart from these, he said, branches of other organisations of the Pariwar including Vishwa Hindu Parishad (VHP) and Hindu Sewika Samiti were also being opened in these countries. A World Hindu Convention 2000, which was recently organised at Trinidad-Tobogo in Carribean islands saw participation of 700 delegates from 20 countries, he added. Warning of an economic invasion by the west, Mr Sudarshan said a vast country like India with the help of other developing countries could stop the World Trade Organisation (WTO) from being a puppet in the hands of some developed nations. The developed countries which had twenty per cent of the world population, were enjoying 80 per cent of resources, he lamented and said organisations like the World Bank, IMF and WTO were formed to serve the formers interests. The escalation of petroleum prices in the world market has disturbed the economies of the petroleum importing nations. Stating that the oil pool deficit has gone up from Rs 12,000 crore to Rs 23,500 crore, he said the Government was trying to counter it. Pointing out that it was the Government, which was doing the maximum misuse of petrol, he said unless it takes some measres to put some curbs, people would not take the situation seriously. The expenditure for maintaining cars and security for every minister of over-blown cabinets in different states was enormous, he said and exhorted them to play a role model in saving the precious petrol and diesel. visiting J&K MUMBAI, Oct 7: Shiv Sena, an ally of BJP-led NDA Government at the Centre, today said it has the power to topple the Government and should not be taken for granted. "We also can throw tantrums on the matter of allocation of portfolios and other issues," Sena supremo Bal Thackeray said while addressing the annual Dussehra rally of Shiv Sainiks at Shivaji Park in Central Mumbai. "But we are extending an unstinted support to Atal Behari Vajpayee only because the fall of the NDA Government will lead to a civil war instead of mid-term polls," he said. "Keeping in view the national interest and threat from Pakistan we are supporting the Government and continue to do so," Sena chief said. "But we should not be taken for granted. Like Andhra Pradesh Chief Minister and TDP leader N Chandrababu Naidu, Sena also has the strength to topple the Government", he said. Coming down heavily on new BJP president Bangaru Laxmans call to partymen to reach out to Muslims, he said "why only appeasement of Muslims. Do not forget Hindus on whose support we have assumed the power." Why Muslims are being singled out. The party should also invite Christains, Sikhs and Jains in its fold, Thackeray said, adding if Muslims wants to stay in the country, they must adhere to the Constitution and laws of the land. Thackeray criticised Congress president Sonia Gandhi for visiting the site of landslide tragedy in the metropolis where Muslims were killed recently. The Congress president never pays attention to Jammu and Kashimir where a large number of Hindus are killed. She effected a change in Chief Ministership in Orissa where a Christian missionary was killed. If such acts are termed as secularism, then I reject it, he said. Sena chief vehemently opposed the demand for a separate state of Vidarbha. "I will never allow creation of Vidarbha. If this is conceded, demand for separation of Mumbai from Maharashtra will follow," Thackeray said. Sena chief, without naming BJP, its ally in the State, blamed it for creating roadblocks in formation of saffron alliance Government in Maharashtra when it was short of only six seats in the aftermath of last years Assembly election. On the issue of his arrest for his alleged role in 1992-93 riots, Thackeray said he was not afraid of being jailed. He reminded the audience that when he was in jail for three months in 1969, the then Chief Ministers emissary had come to him, urging him to issue a statement pacifying people who were indulging in protests and arsons in the metropolis. He demanded the arrest of Samajwadi Partys city unit chief Abu Azmi for his alleged anti-national statements. Two militants among 7 killed in valley Excelsior Correspondent SRINAGAR, Oct 7: Two militants were among five persons killed in separate incidents, while ultras attacked the house of a protected person in Kashmir since last night. An official spokesman here said unidentified militants shot dead a SPO, Shahbaz Malik at SHMS hospital here last evening. Malik was attending on a patient in the hospital and was heading towards canteen when the ultras killed him, he said. He said security forces shot dead an unidentified militant at Tarabal in Gurez sector of Baramulla district late last night. Police picked up the body of an unidentified person from Checknallah-Barnai in Gurez today. Militants opened fire on the house of a protected person, Abdul Razzaq Mir at Zaithan in Badgam district last night. The police guards posted in the house returned the fire, forcing militants to escape. None was hurt in the shootout, the spokesman said. Meanwhile, life in the Valley was crippled due to a day-long general strike call by the All-Party Kashmir Hurriyat Conference in protest against alleged atrocities by security forces personnel deployed in the region. Shops and other business establishments remained closed and only three-wheelers were seen plying along some city routes. Security forces personnel neutralised a militant at Parabal in north Kashmir last evening. An AK rifle, four magazines, 51 rounds and one pistol were recovered from the slain militant. One body was also recovered from Parnai late last night. |

DB directive to PSC on age relaxation in KAS exam Excelsior Legal Correspondent JAMMU, Oct 6: The Division Bench, comprising Justice A M Mir and Justice Arun Kumar Goel has directed State Government and Public Service Commission (PSC) to comply with Rule 3 of SRO 161 in future in letter and spirit. The Rule relates to the relaxation of two years granted for first KAS examination, from 35 years to 37 years. The Bench opined that if the same was not done, then the rights of the candidates will be jeopardized. This court direction was passed in three writ petitions filed by Hardev Singh, Om Singh and Vijay Kumar through Advocates Parmod Kohli and D S Thakur against the judgment of the Single Bench, whereunder the petitioners seeking permission to participate in the written test of Junior KAS conducted by Public Service Commission, were dismissed. In their pleas, the petitioners submitted that they had become overage, as Government didnt conduct the examination on annual basis, as was required in terms of Rule 3, SRO 161 dated July 7, 1995. While directing the State and others, the DB took serious note that the Government, without showing any good and sufficient reasons, has been sleeping over the recruitment process for years together. "This is a clear negation of rights of hundreds of candidates. The Rule has a purpose to accomplish", the Court observed. It was pointed out that the object of fixing yearly calendar and cancellation of such calendar only on good and sufficient reason, is to enable all eligible candidates to contest their claim every year. "This scheme seems to ensure that best of human talent is attached and the chance of negation of consideration of candidates falling within consideration zone on yearly basis, are eliminated", the Bench observed, while directing the State to comply with Rule 3 of SRO 161 . |
Govt hikes flying allowances of IAF personnel NEW DELHI, Oct 7: Government today announced hike in allowances and other benefits of Air Force personnel with jumps ranging from over Rs 3,000 for flying officers to almost a five fold leap of nearly Rs 6,000 for group captains as a pleasant Dusshera gift to servicemen. The hike in allowances and benefits which includes enhanced allowances for technical staff, officers and men serving in Siachen Glacier and additional benefits like diploma pay scales, certification allowances, would now pave the way for implementation of the Central Pay Commission recommendations in the three services. The announcement of removal of anamolies was made by the Chief of the Air Staff, Air Chief Marshal A Y Tipnis at a press conference in the backdrop of Air Force Day celebrations tomorrow and came after his marathon meeting with the Defence Secretary T R Prasad this morning. He said the hike in allowances and other benefits would be with retrospective effect from February 29,2000. Though the army and navy had earlier notified the Pay Commission recommendations, they rolled them back till anamolies regarding allowances of personnel below officer rank and those of the rank of Lt Generals and above were not removed. All pilots in the IAF till now were getting a uniform flying allowance of Rs 1,200. Now the flying officers, who are beginners would be getting Rs 4,500, Flt Lieutenants Rs 5,500 and those in ranks from squadron leader to group captains Rs 7,000. Those of the rank of air commodres and above at a uniform scale of Rs 5,250 per month. The allowances of technical officers currently pegged at Rs 375 have been raised to Rs 1,000 and those with more qualifications to Rs 1,500. The allowance for officers irrespective of their branch of service serving in Siachen Glacier has been raised to Rs 7,000 and of other rank to Rs 4,667, a Defence Ministry announcement said. Highly placed sources said that other additional benefits announced for the air force personnel included diploma pay scales for sergeants, allowances for technical personnel like airworthiness certification allowance and flight charge certification allowances. The Government also in addition announced that all officers and men in all the three services would be entitled to special allowances during instructional duty. The travel entitlement of services personnel has been raised with sergeant and other equivalent ranks in other services being now authorized to travel by AC three tier, while on duty. (PTI) |
Majority of Kashmiris back Hizb type cease-fire NEW DELHI, Oct 7: A staggering 82 per cent of the people in Kashmir support a Hizbul Mujahideen-type ceasefire while 70 per cent want Pakistan to stop supporting terrorism in the Valley, indicating a significant shift in Kashmiri peoples attitude towards Islamabad. As much as 91 per cent Kashmiris say that Pakistan must be involved in the peace process while 39 per cent believe that a solution to the Kashmir problem was possible within the framework of the Indian Constitution, according to a recent survey. In a similar survey conducted in 1995, 84 per cent of those polled had said they did not think a solution was possible within the framework of the Indian Constitution while only 14 per cent said such a solution was possible. The survey, conducted in 32 urban and rural locations in four districts of Srinagar, Budgam, Baramulla and Anantnag (in Kashmir valley) and Kargil (Ladakh), says that 74 per cent of the people want Azadi (independence) while 77 per cent think that the Hurriyat Conference represents the interests and aspirations of the Kashmiri people. The opinion poll was conducted between September 20-24 by the Marketing and Development Research Associates (MDRA) for the weekly Outlook for the magazines fifth anniversary issue. Poor man attempts suicide after khokha demolition Excelsior Correspondent JAMMU, Oct 7: As the employees of the Notified Area Committee were hell bent to snatch his only source of earning by demolishing his Khokha, a poor man Darshan Kumar was left with no other option than to end his life, which however proved to be an exercise in futility. Sources said that the Notified Area Committee (NAC), Ramnagar as a part of its drive against encroachments demolished a Kiosk belonging to a poor man Darshan Kumar son of Pakri Chand of Ramnagar. The Khokha was his only source of income and he used to sell things in Khokha to earn bread for his family. Frustrated over the demolition of his Khokha by the NAC members, Darshan Kumar made up his mind to do away with his life as he could not see his family in starvation. He rushed to nearby water tank and jumped into it. However, some passers-by spotted the man drowning in water tank and immediately fished him out. He was later removed to local hospital where his condition was stated to be out of danger. Meanwhile, one Amarnath son of Gulab Din of Gho Manhasan was killed when his scooter collided with a Tanga at Gho Manhasan under the jurisdiction of Kanachak police station late last night. Some passers-by immediately rushed to the site of accident and removed the critically injured scooterist to Government Medical College Hospital where he succumbed to his injuries. The body was handed over to family members for last rites after post-mortem. A 35-years old man committed suicide by hanging himself on a tree in the premises of his house at village Dhrabi under the jurisdiction of Nagrota police station. The family members spotted the body hanging on a tree and informed the police. The body was later shifted to hospital for post-mortem. Police have registered a case in this connection and started investigation to ascertain the cause which forced him to take extreme step or there was some foul play. |
Uma meets Vajpayee, indicates her return to active politics NEW DELHI, Oct 7: Senior BJP MP, Uma Bharati, who had gone into a self-imposed political exile, today met Prime Minister Atal Behari Vajpayee indicating that she would return to active politics. Bharati, who had proceeded to Kedarnath some 40 days ago after submitting her resignation as a member of the Lok Sabha to the Prime Minister, today said that she had never left the party . "I had never quit the primary membership of the party. I will never run away from my responsibility. In fact, I consider it as a sin", she said. Party sources hinted that after her meeting with the Prime Minister, she was unlikely to press for accepting her resignation from the Lok Sabha. (PTI) |
CM of Chhattisgarh to swear in at on October 31 GUNA (MP), Oct 7: Chief Minister of the new State of Chhattisgarh will swear-in at 2400 hours of October 31. Disclosing this to newsmen here today, Madhya Pradesh Chief Minister Digvijay Singh ruled out the possibility of any constitutional vacuum of some hours after the new state came into existence. The swearing-in ceremony would take place soon after the formation of new State, he added. Replying to a question, Mr Singh said the ministerial portfolios to be vacated following the creation of Chhattisgarh would be distributed to the remaining State ministers immediately. To another question, the Chief Minister said the cadre fixations of All India Service officers for the new states of Chhattisgarh, Vananchal and Uttaranchal would be finally decided in a high-level meeting to be held at New Delhi on October 12. PM joins Dussehra celebrations NEW DELHI, Oct 7: Prime Minister Atal Behari Vajpayee and leader of opposition Sonia Gandhi today joined the people of Delhi in celebrating Dussehra, symbolising the victory of good over evil, with traditional gaiety and enthusiasm. Unmindful of his knee problem, Vajpayee attended two major Ram Leelas in the vicinity of the Historic Red Fort and greeted the countrymen, wishing them peace and prosperity. At the parade grounds function, an apparently relaxed Vajpayee not only released balloons and doves, symbolising peace, but also sportingly aimed an arrow in the air. The organisers had earlier presented him with a symbolic mace and a bow and arrow "to fight the menace of terrorism." "Prosperity will follow victory. We pray to god to take our country on the path of peace, brotherhood and progress," the Prime Minister said. Vajpayee and Sonia Gandhi also applied Tilak on the forehead of Ram Leela artistes dressed up as Lord Ram, Lakshmana and Hanuman. Delhi Chief Minister Shiela Dikshit, BJP vice-president Madan Lal Khurana, party MP Vijay Goel and members of the diplomatic corps were present on the occasion. The dignitaries cheered and clapped alongwith the people as the effigies of demon King Ravana, his son Meghnad and brother Kumbhkarna went up in flames amidst fireworks and shouting of Siyapati Ramchandra Ki Jai Police had made elaborate security arrangements at the venue to prevent any untoward incident.
