Govt initiates steps to prepare composite
vision 2020 document

NEW DELHI, Nov 29: Government has initiated steps for preparation of a composite Vision 2020 document with sectoral milestone to facilitate monitoring of a national action plan in the rural development sector, Rajya Sabha was told today.

Stating this in a written reply, Rural Development Minister M Venkaiah Naidu said the state authorities would be consulted in this regard.

He said the ministry was making concerted efforts to disseminate information and create awareness among people about various programmes and schemes through electronic media, films and other publicity modes.

In reply to another question, Naidu said Government was considering a proposal to launch 100 per cent centrally sponsored scheme to provide road connectivity to all habitations with a population of 500 persons and above through all-weather roads by the end of the 10th plan period.

Naidu also informed the upper house that unemployment rate in rural India has declined from 1.98 per cent in 1987-88 to 1.20 in 1993-94.

To another question, the minister said although there was a standing guideline on necessary audit reports and utilisation certificate to release second instalment of funds, Government has granted some relaxation regarding West Bengal in view of widespread damage caused by flood.

He said Government stood by the national agenda to provide drinking water for entire rural inhabitations within five years subject to availability of funds. (PTI)

Chhattisgarh to constitute SIDC

RAIPUR, Nov 29: The Chhattisgarh Government has decided to constitute the State Infrastructure Development Corporation with Chief Minister Ajit Jogi as its Chairman.

A decision to this effect was taken at a meeting of the cabinet presided over by Mr Jogi yesterday.

Briefing newspersons, an official spokesman said the Corporation would be an implementing agency for developing infrastructures in the state.

The Cabinet also decided that all those villages which were visited by late Prime Minister Rajiv Gandhi in Chhattisgarh including Dugli and Kulhadighat in Raipur division, will be developed as ‘model villages’.

The spokesman said the responsibility for development of every village had been given to each Cabinet Minister.

To protect the interests of labourers migrating to other states and see that they were not exploited, the Government decided to enact a legislation to serve their cause. The draft of the Chhattisgarh migrant labourers (protection of interest) bill is ready and a cabinet sub-committee will examine it within a few days, the spokesman added.

The Cabinet, scheduled to meet next Tuesday, will take up the cabinet sub-committee’s report on the bill. The sub-committee is headed by Law Minister Rajendra Prasad Shukla.

The spokesman said the Cabinet had authorised the Chief Minister to frame a levy policy of the new state. For this a cabinet sub-committee, comprising Mr Premsai Singh, Mr Nand Kumar Patel, Mr Ravindra Choubey, Mr Mohamamad Akhtar, had been constituted to give its opinion on ensuring remunerative price to the farmers and smooth functioning of the rice mills.

The cabinet also decided to frame new policies regarding tourism, education, mining, industry and other sectors and entrusted cabinet ministers of the departments concerned to frame them within one month.

It decided to form an advisory committee to fix the minimum support price for all minor forest produces except tendu leaves.

District Collectors have been empowered to appoint ayurveda doctors on contract basis in all malaria-affected areas with a view to providing better medical facilities even in remote areas, the spokesman said. (UNI)

Air Force to induct 10 Mirages, British AJT soon

NEW DELHI, Nov 29: Government has decided to acquire 10 French made Mirage 2000 aircraft and British Aerospace’s Hawk Advanced Jet Trainers (AJTs), Rajya Sabha was informed today.

Replying to supplementaries during question hour, Defence Minister George Fernandes said the upgradation of Russian MiG 21 BIS would cost 2 million dollars per aircraft as against a cost of between 25 and 35 million dollars to acquire new fighter aircraft.

The upgradation process would be completed by 2004, he said.

The aircraft are upgraded to meet the challenges of the future in a cost-effective way, he said adding the upgradation would increase the life of the aircraft by 10 years.

The minister said the acquisition of Mirage aircraft would improve the fleet strength of the air force.

He said a few AJT aircraft would arrive from Britain soon and the rest would be manufactured", Fernandes said the formal agreement on AJT would be concluded by end of next month.

Replying to the main question, the minister told Satish Pradhan (SS) that studies had been conducted to ensure that the upgraded aircraft would adequately meet strategic challenges of the future. (PTI)

MBT Arjun is expected to roll out by 2003

NEW DELHI, Nov 29: The Main Battle Tank (MBT) Arjun is expected to roll out by early 2003, Defence Minister George Fernandes informed Rajya Sabha today.

In a written reply, Fernandes said Indian Army has placed an indent on ordnance factory board for supply of 124 numbers of MBT Arjun.

Gorshkov: Indian Navy has only one aircraft carrier ins Virat after the decommissioning of Ins Vikrant, Fernandes said adding an inter-Governmental agreement for the acquisition of aircraft carrier Admiral "Gorshkov" was signed in October this year with the Russian Federation.

To another question, he said the two countries have also signed agreement for the license production of 140 SU-30 aircraft and procurement by India of T-90 tanks and transfer of its technology for its indigenous production.

Tribunal: He said the Government have considered the recommendations of the Law Commission of India and decided, in principle, to set up a statutory tribunal for the armed forces personnel.

MiG-33: The Government is cognizant of the possibility of Pakistan acquiring 150 FC-I fighter jets, improved version of MiG-33, and was taking adequate measures to counter the challenge, the Defence Minister said. (PTI)

Mandela chosen for international Gandhi Peace Prize

NEW DELHI, Nov 29: Liberator of South Africa and nobel laureate Nelson Mandela and Grameen Bank of Bangladesh have jointly been chosen for the prestigious International Gandhi Peace Prize for 2000, it was announced here today.

The former South African President and the bank have been chosen in recognition of their "exemplary work resulting in social, economic and political transformation through non-violence and Gandhian means," Tourism and Culture Minister Ananth Kumar told reporters here.

The award carries an amount of Rs one crore or its equivalent in foreign currency, which would be shared by the recipients, and a citation, he said.

The prize instituted by the Government in 1995 on the occasion of the Father of the nation’s 125th birth anniversary would be presented by President K R Narayanan at a special ceremony at Rashtrapati Bhavan on a date convenient to the awardees, he said.

Eighty two-year-old Mandela and the Grameen Bank were unanimously selected by the award jury chaired by Prime Minister Atal Behari Vajpayee at its meeting here on September 26.

Government had in October, 1990, honoured Dr Mandela with the Bharat Ratna. He was honoured with the nobel peace prize in 1993. (PTI)

‘Kohinoor’ diamond issue being taken up on Monday

NEW DELHI, Nov 29: The Parliament will take up on Monday a short duration discussion on the issue of calling upon Britain to return the ‘Kohinoor’ diamond to India, Rajya Sabha member Kuldip Nayyar said today.

Addressing a press conference after the first meeting of the Maharaja Ranjit Singh Bicentennial Celebration Committee, Mr Nayyar said the Committee had requested the British Government to return the kohinoor.

Lok Sabha Speaker G M C Balayogi had also given a formal sanction for installing an 18 ft-high statue in bronze of Maharaja Ranjit Singh mounted on horse in Parliament. However, the date of the installation had not been announced yet.

These would be part of the bicentennial celebrations of Maharaja Ranjit Singh’s coronation, Mr Nayyar said adding that the year-long celebrations would be inaugurated by Prime Minister Atal Bihari Vajpayee on April 12, 2001.

Sikhs from various countries including the US, UK, Thailand and Pakistan would also be involved in the year-long celebrations. The family of Mr Fakir-ud-Din Aziz, who was the finance and foreign minister of the Maharaja, now settled in Pakistan, is also expected to attend the celebrations.

It is also proposed to bring out a postage stamp of Maharaja Ranjit Singh on the occasion.

The organising committee, headed by Union Chemical and Fertiliser Minister S S Dhindsa, includes Punjab Chief Minister Prakash Singh Badal, former Finance Minister Manmohan Singh, J and K Chief Minister Farooq Abdullah, Haryana Chief Minister Om Prakash Chautala and Delhi Chief Minister Sheila Dixitas patrons. Reduce transmission losses: minister tells energy summit

CHENNAI, Nov 29: Union Power Minister Suresh Prabhu today expressed concern at the mounting transmission losses while calling for adoption of the most cost effective technologies for future power generation.

The revenue loss due to transmission and distribution losses in the country was to the tune of Rs 30,000 crore every year and the State Electricity Boards should focus on this problem on an urgent footing, he said in a tele inaugural address from Delhi to the ‘energy summit’, being organised by the Confederation of Indian Industry (CII), here.

Emphasising the need to adopt the most cost effective technologies while going ahead with new projects, the minister saint was committed to encouraging private participation in power generation in the days to come.

He also called for greater thrust on generation of power from renewable sources. Though the country had immense potential in this area only two per cent of this could be tapped so far, he added.

The highlight of the two-day summit is an interactive energy conclave being attended by chief executives of leading corporates in the energy sector and an energy exhibition showcasing the latest technologies. (PTI)

Interpol issues red corner notices against Dawood, Rajan

NEW DELHI, Nov 29: Interpol has issued red corner notices against underworld dons Chhota Rajan, who recently escaped from police custody in Bangkok, and Dawood Ibrahim, Rajya Sabha was informed today. Swamy said Ibrahim, who is suspected to have close links with ISI, is reported to have taken shelter in Karachi.

Chhota Rajan, who was once an important member of the Dawood Ibrahim gang, broke away from him in 1992-93 and has since set up an independent underworld empire, the minister said.

Suicide by IMA cadets: Two cadets from the Indian Military Academy, Dehradun, committed suicides in separate incidents recently, Defence Minister George Fernandes said.

Inquiries revealed that the unfortunate incidents took place due to the inability of the cadets to adapt to the new environment and their failure to come up to their own expectation of performance during their training, he said. (PTI)
