Militancy in Kashmir Sir, Militancy is almost a decade old in J&K and so far no process for restoration of peace in the Valley has been initiated. A large no of precious human lives and the countless families in the J&K State have suffered at the hands of militants in the Valley. Crores are being spent on the security deployment in the Valley. But, it seems that peace in Valley is far away. Sometimes, it gives rise to doubt whether Kashmir would become once again paradise on the earth. The time has come when sincere efforts should be made on all fronts. Both the union Govt. and the State Govt. should find out a way to stop this blood shed in the State. Every person irrespective of his caste should come forward with his view to solve out this problem. It seems, will to solve the tangle is lacking on the political and Govt. front. One thing is clear, that if Govt. can put an end to militancy in Punjab then why not in J&K ? This shows that some homework is also required at Govt's end to put a check on this growing militancy in J&K. I wish to appeal all those who indulge in the inhuman acts to leave this inhuman act and join mainstream. Since human being is the top creation of God and this world which is also the creation of Almighty would look beautiful only if mankind survives. Therefore, one human should respect the other and leaving behind his caste and creed, should come forward to save the paradise (Kashmir) on the earth. Your's etc.... |
Woes of teachers Sir, The migrant teachers, since last decade having been facing various problems which need immediate attention of the present Government These problems are: Release of HRA, CCA It may not be out of place to mention here that for release of HRA and CCA SRO 76 dated 30.3. 1992 is very much clear which is no way denies a migrant employees of the benefit of HRA and CCA but unfortunately some DDOs have not rightly understood the extent of application of these laws and rules as contained in Schedule -XXII of SRO-76 and have as such created a problem and confusion among a section of Migrant Employees by wrongly depriving them of HRA and CCA while as there are many DDOs who have rightly understood HRA and CCA Rules and they are drawing these allowances in favour of the migrant employees working under their kind control since 1.1.1992. Therefore, it is crystal clear that some DDOs are the problem creaters but not the Government which in no way stops or denies the migrant employees of the benefit of HRA and CCA. AS such it is requested to the concerned authorities and the present Government to direct all the DDOs to draw HRA and CCA in favour of all the employees and to issue immediate orders for promotion benefits to the displaced promotee teachers. Settlement of Time Bound Promotions Almost all the department have implemented Time Bound Promotion- Insitu Promotion Rules and laws and Regulations as contained in SRO 14 dated 15.1.1996 read with SRO 225 of 1997 and have since long settled all such cases but it is quite strange and surprising that it is only and only the J&K Education Department where such (300) cases are pending unsettled in the office of the Director School Education Jammu and some cases in the office of the CAO Migrant Cell for the last couple of years for the reasons best known to the concerned authorities the process of which was sometime back started but the said process too was very very slow. I fail to understand asto why and how a case of Time Bound Insitu Promotion will remain pending or unsettled for a period of 2,3 or 5 years when it can just be settled and solved in a week's or ten day's time hardly. Therefore, it is requested to the Principal/Secretary to Government J&K Education Department to kindly direct the Director School Education Jammu to kindly accelerate the speed of settlement of Time Bound Promotion cases in farour of Migrant Teachers. Removal of Pay Anomaly Since the Government have agreed in principle to remove the pay anomaly in the Teachers' and Masters' grades on 21-22.7.1999 under the signatures of Mr. P L Raina the then Com/Secy to Govt. J&K School Education Department as directed by Chief Minister Dr. Farooq Abdullah in a high level meeting in his office chamber of Srinagar but unfortunately in this case too the Govt. has not as yet issued formal orders in this behalf as yet as thousands of teachers and masters across the state are very eagerly waiting for the formal orders by the Finance Department in this regard. Therefore, the Government must honour its commitment by issuing early orders in this regard. Settlement of GP Fund withdrawal cases The method of withdrawal of GP Fund and settlement of pension cases is cumbersome for Migrant Employees Teachers, which involve production of many documents viz. Ration Card, GPF statments, GPF Schedules transfer balance slips of AG office/Fund office and affidavits etc. etc. and it takes months, years together to get these case solved and settled. Therefore, it is fervently requested to the concened authorities to kindly simplify the procedure of withdrawal of GP Fund cases and settlement of pension cases and to solve all the afore mentioned cases and problems of Migrant Employees -Teachers so that they may suffer no more.
