civilians die, 10 injured Excelsior Correspondent POONCH, Nov 28: Troops of Poonch Brigade today eliminated five dreaded militants of Tehreek-ul-Jehad including its commander-in-chief Ashraf Ahmed Beerwal in a fiercest gun-battle at village Dhanna near Sundri Dhok in Sabjian area of this district. Two civilians were also killed while 10 others including eight civilians and two army jawans were injured in the encounter. Defence sources said troops of 22 Punjab and Rajput Regiment noticed a big group of militants trying to infiltrate into Indian territory through forward area of Dhanna at 0530 hours today and became alert. Troops maintained a vigil on the infiltrators and challenged them as soon as they reached within the Indian firing range. Jawans of Border Security Force (BSF) and Poonch police also joined the operation. During the exchange of firing, the militants took shelter in a dhok and continued heavy firing through automatic weapons and fired rifle grenades on the army jawans. Troops retaliated effectively and during over four hour long gun-fight gunned down five dreaded militants, all of whom were suspected to be Pakistanis. A hideout, where the militants had taken shelter, was blasted by army jawans In the cross-firing two civilians were also killed and eight others were wounded, two of them seriously. Two army personnel also sustained minor injuries. Identity of one of the slain militants has been established as Ashraf Ahmed Beerwal, a Pakistani and a commander-in-chief of Tehreek-ul-Jehad. He was six feet seven inches tall and well built. He was the last to be killed by army in the group of five. Identity of his four other associates couldnt be carried out immediately as they hadnt been carrying an identity card with them. Two civilians, who were trapped in the exchange of firing and got killed, have been identified as Ghulam Rasool son of Ahmed Lone and Ali Bhat son of Ghulam Mohd Bhat, both residents of village Gagrian near Sabjian. Of eight injured civilians, six were discharged from an army hospital after first-aid while two injured, whose condition was said to be critical, were taken to civil hospital. Two injured armymen have also been hospitalised. Recovery made from the possession of slain militants included five AK-47 rifles, three wireless sets, 29 ammunition rounds and a large quantity of explosive material. More recovery was expected during continued searches in the area. Sources said they had reports that five to six more militants have also managed to infiltrate alongwith the same group from Pakistan and were hiding somewhere near the LoC. Search operations in the area continued to eliminate the militants, they added. Garrison Commander of Poonch Brigade Brig W J B Sturgeon visited the hospital this evening and donated blood alongwith other army officials for the injured civilians. He also visited the scene of encounter to supervise the operation. Deputy Commissioner, Poonch Khalid Hussain has sanctioned ex gratia relief of Rs one lakh each to the next of kins of two dead civilians. Sources said the slain group of militants had left their Kotli training camp in Pakistan occupied Kashmir (PoK) on November 14. |
Ceasefire decision a calculated risk: Advani NEW DELHI, Nov 28: The Government has taken a "calculated risk" in declaring a unilateral ceasefire in Jammu and Kashmir but at the same time terrorists will not be allowed to take advantage of the Centres desire to restore peace in the State, Home Minister L K Advani said today. Security forces have been asked not to carry out searches or engage in combat action but they have been kept in a state of readiness to retaliate in full measure if attacked, Advani told BJP Parliamentary Party here. He also made it clear that the ceasefire offer does not apply to the Line of Control (LoC) and security forces would take suitable action to check any attempt of infiltration. The Minister said the peace initiative is not only addressed to militants within the Valley but also to Pakistan which, he said, should stop aiding and abetting terrorism. He hoped Islamabad would not fritter away this opportunity and help in restoring peace in Kashmir. Like Prime Minister Atal Bihari Vajpayees Lahore bus trip, this initiative has been widely acclaimed internationally, he said, adding the people in the Valley have welcomed the step as they are fed up with the decade-long violence. In the last three months, maximum number of terrorists were killed and they were on the run, he said, adding the decision for the ceasefire was taken from a point of strength. Briefing reporters, BJP spokesman V K Malhotra said members raised various issues including arms smuggling and drought situation in several parts of the country, increase in MPs Local Area Development (MPLAD) fund and export of beef. Members said India being an agricultural country should not deplete cattle-wealth as this would affect agro-economy. They also demanded that the MPLAD scheme amount be raised and MPs associated with all central schemes. Malhotra said the BJP members also expressed concern over large-scale smuggling of Chinese goods via Nepal into India and demanded stern action to check it. Staff Officer injured Excelsior Correspondent POONCH, Nov 28: Garrison Commander of Poonch Brigade Brig W J B Sturgeon and a Commandant had a narrow escape while a Staff Officer was injured in sudden heavy shelling by Pakistan army at forward post of Sarla in Khari Karmara area of Poonch sector late this evening. Brig Sturgeon flanked by his Commandant had gone to Sarla post to review the situation prevailing on the Line of Control (LoC) especially in the wake of cease-fire announced by Prime Minister Atal Behari Vajpayee. However, Pakistan army, which was well aware of Brig Sturgeon and his officers visit to the post, suddenly resorted to heavy firing and shelling at about 1700 hours. Indian army also took positions and fired back. In the exchange of firing, a Staff Officer of the Brigadier got a splinter wound. Brig himself and his Commandant had a narrow escape in the shelling. They were later driven back to Poonch. The injured Staff Officer, whose identity wasnt disclosed by Defence authorities for security reasons, was taken to a hospital for treatment. He was discharged after first-aid. Defence sources said despite Indias cease-fire announcement, Pakistan army continued heavy firing and shelling on the Line of Control (LoC) as well as the International Border in Jammu sector targeting civilian as well as defence locations. Shelling was reported from Kalaal, Lam, Bhawani and Kalsian areas of Nowshera sector while firing from across the border was reported at Bhallar, SM Pura, Kandral, Narayanpur, Ghrana and Joura Farm in Ramgarh and RS Pura sectors. However, no casualty was reported on Indian side in the firing while casualty, if any on the other side, wasnt known. Indian side retaliated at all the places. |

An IPS Officer of 1969 batch, Mr Suri succeeds Mr Gurbachan Jagat who has been transferred and posted as Director General, BSF. Mr Suri comes to the top position of the J&K Police with rich experience having served at important and challenging positions in his more than three decade chequered career in the police. The Government have also promoted Mr S S Ali, IPS and Mr R Tikoo, IPS to the rank of Director General of Police. Mr Ali shall now be Director General Prisons and Mr Tikoo be Director General Vigilance. Consequent upon these promotions, the Government ordered transfers and postings in Police Department. 1. Mr S C Mina, IPS, Commissioner Civil Liaison, is promoted to the rank of Additional Director General of Police and shall continue at his present place of posting; 2. PATNA, Nov 28: Rashtriya Janata Dal (RJD) supremo Laloo Prasad Yadav was sent to Beur jail today by the special CBI Judge S K Pathak with the expiry of the bail for three months granted to him by the Patna High Court in connection with a Disproportionate Assets (DA) case, an offshoot of the multi-crore fodder scam. The designated CBI Judge remanded Laloo to judicial custody as there was no High Court order on Yadavs prayer for extension of the provisional bail period, which expired yesterday. Yadav, who participated in the courts proceedings since the morning during examination of witnesses in the ongoing trial in the D A case was asked by the special Judge to stay on till 4.30 pm in anticipation of the High Court taking up his petition for extension of bail. Since no order was received from the High Court till the special court rose, Pathak remanded Yadav to judicial custody and ordered that he be produced tomorrow. Pathak, in his order, directed the Home Secretary and IG (Prisons) to provide adequate security to Yadav during his stay in the Beur jail. This is the fourth time that Yadav has been sent to jail in connection with the multi-crore rupee fraud which was unearthed in 1996. When contacted, Laloos counsels P N Pandey and C R Sinha said they had moved the High Court yesterday seeking grant of extension/regular bail, but the matter could not be taken up as Justice S K Singh was on leave. "Yadav appeared in the court during the trial of the D A case against him as we anticipated that the High Court will take up the petition today and issue an appropriate order....Since the prayer could not be heard our client has been remanded to judicial custody," they said. Pak diplomats comments sparks stir in Bdesh DHAKA, Nov 28: Amid new strains in Dhaka-Islamabad relations, Bangladesh today asked Pakistan to take immediate action to arrest the damage caused by the "provocative" statement by the Pakistani Deputy Envoy regarding the 1971 war and the ruling Awami League party. The Sheikh Hasina Government said that the damage caused by the diplomats uncalled statement is "irreparable". The Pakistan High Commissioner to Bangladesh Iqbal Ahmad Khan was summoned to the Foreign Office in Dhaka today and a protest lodged over the remarks of his deputy at a seminar yesterday. The Pakistani Deputy Envoy Irfan Raja was quoted by Daily Star as saying "atrocities in this part of Pakistan in 1971 are now being blamed on the Pakistan Army, but they were actually started by the miscreants of Awami League". Raja had also questioned "why should Pakistan apologise when we lost half of Pakistan ?". Quoting the Hamoodur Rahman Commission report on the 1971 war, he said only 26,000 people were killed in the war of liberation and not three million as was claimed in Bangladesh. These comments raised a storm of protests and led to calls for declaring him "persona non grata". Bangladesh Foreign Affairs Minister Abdus Samad Azad expressed anger and condemnation at "audacious and derogatory" remarks by the Pakistani Deputy High Commissioner. 4 Premiers welcome Ramzan ceasefire NEW DELHI, Nov 28: Four former Prime Ministers today said the Ramzan ceasefire unilaterally declared by the Centre in Jammu and Kashmir gave militants a "constructive" opening to negotiate their grievances with the Government. The Prime Minister Atal Bihari Vajapyees timely initiative offered "a constructive opening to the Kashmiri militant groups to come forward and start negotiations" with the Centre, they said in a joint statement here. Stating that the militants by now have realised the futility of the gun culture in redressing their grievances, V P Singh, Chandra Shekhar, H D Deve Gowda and I K Gujral said the process of negotiations would help them come out of the clutches of foreign vested interests and create an atmosphere for prolonging the ceasefire even beyond the month of Ramzan. The ceasefire, they said would provide them the much needed political space to help in shaping the destiny of not only the State but also the entire country. Expressing the hope that the ceasefire would not get derailed by "narrow bureaucratic consideration or parochial and communal pressures, they said it "can be further consolidated if both the State and the Central Governments take concrete steps to ensure safety of the citizens." Excelsior Correspondent JAMMU, Nov 28: A police constable Prem Nath of Hiranagar police station was today awarded double promotion by outgoing Director General of Police (DGP) Gurbachan Jagat at a press conference in Police Lines. Prem Nath has been promoted as Head Constable directly. A jubilant but nervous Prem Nath couldnt find words to thank the DGP for this gesture except for saluting the Police Chief. SSP Kathua Manohar Singh told EXCELSIOR that constable Prem Nath had single handedly apprehended two Pakistani militants in Hiranagar sometime back and from their possession 31 pistols besides a huge quantity of other arms and ammunition were recovered. Interrogation of the arrested militants had also led to arrest of eight militants in New Delhi. |
Paswan launches new party, attacks Sharad Yadav NEW DELHI, Nov 28: Janata Dal (United) today formally split with the launching of a new political party Jana Shakti by Union Communication Minister Ram Vilas Paswan who declared that the new outfit would embrace people irrespective of castes and religions. Paswan, who along with three other JD (U) MPs split the party in Parliament just two days back, was declared the president of the new party at a big rally of his supporters from different states here at Ramlila Maidan. "My party will work for all sections of the society irrespective of their caste and religious affliation. India is a garden of a large numbers of flowers. Janshakti will not allow any of its flowers to wither," he said in his presidential speech. Major part of Paswans speech, delivered amid thunderous applause, was devoted to a blistering attack on JD(U) president Sharad Yadav accusing him of leadership "failure" and "betrayal" of "genuine workers" of the Dal. He also took a pot shot Samata Party leadership charging it with going back on its "promise" of merging the party with the Janata Parivar. Paswan said Jana Shakti would put a stop to politicians and government officials having more than two children and espouse the cause of 33 per cent reservation for women even in distribution of party tickets in elections. He said the new party would unveil its programme on December one covering areas like rural development, farmers welfare, power, roads, womens welfare, free and compulsory education and fighting corruption. The rally was attended among others by a host of JD(U) MLAs from Bihar and UP ministers hailing from the Jana Bahujan Samaj Party (JBSP). They included UP Irrigation Minister Ram Asrey Paswan and Forest Minister Ram Kushwaha. The major part of his address dwelt on attacking his cabinet colleague and JD(U) president Sharad Yadav. Paswan said "kaun hero hai, kaun zero hai, yeh waqt batayega (who is hero and who is zero, only time will tell)". Claiming that he has played a major role in shaping Yadavs political career, especially in the recent past, Paswan said "if we could switch on a zero watt bulb, we can switch it off as well". Making a blistering attack on Yadav for his alleged "leadership failure", the Union Communication Minister said "while I have been working relentlessly for the Janata Dal, the leadership always betrayed the faith of the genuine workers". Paswan, who along with Sharad Yadav made a great pro-mandalite team under V P Singh regime, said "even ten years back I was hurt. "Uttar Pradesh is a State where BSP did not exist. It was we who sowed the plant there but the Kanshi Ram-led BSP ran away with the fruits," he remarked. Pakistan must rein in
militants, ensure peace NEW DELHI, Nov 28: A senior leader from Pakistan-occupied-Kashmir, now based in Canada, today said Pakistan should sincerely respond to Indias offer of ceasefire and rein in militant outfits operating from its soil, but doubted whether it would be possible. "Pakistan has potential to make the ceasefire a success by exercising an effective control over the militant groups like Lashker-e-Toiba, Harkat-ul-Mujahideen and Jaish-e-Mohammed operating from various parts of the country," Mohammed Mumtaz Khan, organiser of Kashmir People Nationalist Party, told PTI here. Khan, who had come here to attend a two-day symposium "next step in J and K: Give peace a chance", said the irony is that there are several outfits operating from the soil of Pakistan, who are working under different influences. "In Pakistan, even the right hand does not know what the left is doing," Khan said adding "under these circumstances a favourable response from Islamabad to the ceasefire is unlikely." Hailing from Rawalkote in PoK, 39-year-old Khan said even if the military regime wishes to respond favourably they cannot "and General Pervez Musharraf has no reason to do it when Kashmir bogey comes handy to distract the attention of Pakistani people from the local and other issues. The PoK leader said the continued opposition to giving peace a chance in Jammu and Kashmir has been a constant threat to the democratic and secular forces. "There is deep-rooted psyche in Pakistan, instilled by its political leaders and military rulers, that Kashmir is the only cause for the people of Pakistan," Khan, who served jail term during an agitation, said. He said the people of Pakistan are in a bad shape as the foreign exchange reserves are next to non-existent, development is almost nil and repression of democratic institutions is at its optimum level. Welcoming the suspension of operations against militants in Jammu and Kashmir by Prime Minister Atal Behari Vajpayee, Khan said "even if Pakistan is not now responding to the peace message from India, Hurriyat should step forward and welcome the offer as local political will can definitely put brakes on nefarious designs of Islamabad and will isolate it further." "The Hurriyat stand should come irrespective of threats from Pakistan or other leaders or militant groups from across the border," Khan said. The PoK leader, whose party stands for independent Jammu and Kashmir, also flayed Pakistan for gross violation of human rights in PoK and Northern areas. Khan, who has been raising voice against these violations in the United Nations human right conference, said people from Kashmir should be allowed to cross over to PoK so that their perception about that area would end. Khan, who later sought political asylum in Canada in early 90s, said "even if I am asked to compare PoK with Jammu and Kashmir, the former lags ages behind." He said PoK has absolutely no powers and has only to follow the diktats from those at the helm of affairs in Islamabad. "The moment there is a change in guard at Islamabad, the PoK Government also sees effective changes as per the wishes of masters," he said. Khan also doubted the sincerity of Pakistan in implementing the United Nations resolution on Kashmir saying "for so many years, Pakistan has not even implemented its own Supreme Court order which said northern areas including Gilgit and Baltistan were a part of disputed Jammu and Kashmir and should be restored back." However, Pakistan continues with its earlier order of annexing these areas and has even implemented draconian federally administered tribal areas (Fata) law to quell any uprising in the region. He said his party was of the belief that an independence struggle was more needed in PoK rather than Jammu and Kashmir as Pakistan had completely spoiled the area by setting up training camps for militants. Regarding the recent failure of ceasefire announced by Hizbul Mujahideen, Khan said "it is only Hizb which is responsible for its failure as it succumbed to pressure from Pakistan and other agencies including ISI and backtracked eventhough the response was overwhelimg and New Delhi had all the sincerity in solving the issue." a bold initiative Excelsior Correspondent JAMMU, Nov 28: Describing Prime Minister Atal Behari Vajpayees announcement of cease-fire as a bold initiative, the outgoing Director General of Police (DGP) Gurbachan Jagat today said that this appeared to be last winter of affraying in the State. Addressing his last press conference as the State Police Chief, Jagat, who is tipped to take over as new BSF Director General on November 30, however, admitted that menace of foreign mercenaries, inspired by Pakistan, still remained a challenge in Kashmir valley and other parts of the State. "The cease-fire announcement has been universally accepted", he said, adding that first 12 hours of the cease-fire have passed off peacefully. He said only combat operations have been suspended against the militants and forces and police will retaliate if they are attacked. Jagat, who remained the State Police Chief for about four years, said the desire of peace among the people and their determination to achieve it has forced the militants and their supporters to come to the negotiating table. "This is for the first time in the history of militancy that people were dictating terms to the militants. Even the cadres of pro-Pakistan Hizbul Mujahideen outfit have lost their heart and want to live a normal life", he added. The DGP expressed satisfaction with the fact that security forces and police dont have to confront Kashmiri militants any more but admitted that Pakistan-inspired foreign mercenaries still remained a challenge to meet with. The State Police Chief said during last couple of months he extensively toured several far off villages and observed a strong desire among the people for restoration of peace. "Full contribution and co-operation has been pouring in from the people to all security agencies", he averred. Describing his tenure as state police chief as more or less satisfactory , Jagat said the Jammu and Kashmir Police (JKP) had today become a force to reckon with and one of the finest force in the country. The JKP had been a subject of reference in some of the highest meetings in New Delhi. Even Prime Minister had recently made a special reference of appreciation to JKP in one of the meetings at New Delhi, he pointed out. He said the police force received all kind of help from both State and Centre Governments. He also had a strong word of appreciation for Special Operations Group (SOG) of Jammu saying the SOG was now carrying out anti-militancy operations even outside the State. Jagat said JKP today had its involvement in over 90 per cent anti-militancy operations in the State. He also appreciated the co-ordination among different security agencies in the State, engaged in fighting militancy. Expressing his gratitude to Chief Minister Dr Farooq Abdullah for selecting him to head the State Police force in late 1996, Jagat said Dr Abdullah was instrumental in his next assignment (BSF Director General) as well. He also lauded the co-operation rendered to him by police officials and jawans during his tenure. "No DG or IG can achieve anything without his force. Its ultimately a constable who fights on streets and a man in police station, who delivers goods", Jagat said with a special word of praise for his lower staff. |

examining KPs return plan From B L Kak NEW DELHI, Nov 28: The Government of India has no plans to construct fencing along the Line of Control (LoC) in Jammu and Kashmir. Indeed, the rugged nature of the terrain does not justify the idea in support of fencing along the LoC. The Minister of State for Home Affairs, Mr Vidyasagar Rao, informed the Lok Sabha on Tuesday that the Ministry of Defence constituted a group of officers in 1996 to examine measures to curb infiltration of terrorists and smuggling of arms and explosives through the J&K border. Without identifying the officers who undertook the task assigned to them by the Defence Ministry, Mr Vidyasagar Rao said in reply to a question by Mr K Yerrannaidu that they had examined measures against infiltration and smuggling in Jammu and Kashmir. The group of officers, Mr Rao divulged, had come to the conclusion that fencing along the LoC was not feasible. Mr Rao pointed out that the group of officers had, in fact, made a pointed reference to the rugged nature of the terrain, gaps due to rivers, nullahs and streams-all these factors leading the officers to pronounce that fencing along the LoC "is not feasible". Virtually confirming reports about the foothold gained in the Kashmir valley by the anti-India militant outfit, namely, Jaish-e-Mohammad, Mr Rao stated in reply to a question by Mr Suresh Ramrao Jadhav that since its creation in February the Jaish-e-Mohammad had claimed responsibility for a number of terrorist activities including firing on security forces, launching of grenades and a suicidal bomb attack. Mr Rao assured the House that the Government "is alive" to the situation in Jammu and Kashmir and had adopted a multi-pronged strategy to check terrorism. The strategy included intelligence based operations to neutralise terrorists and their hideouts, regular sharing of intelligence inputs at various levels through close coordination, management of border to check infiltration and ex-filtration, night domination operations, setting up of pickets at vulnerable places and encouraging participation of villagers for taking up self-defence operations. Answering a question by Mr Nikhil Kumar Choudhary, Mr Vidyasagar Rao stated that the Government was implementing various schemes under Border Area Development Programme for the development of border areas in J&K and to generate employment opportunities. According to Mr Rao, youth from the areas are also recruited in Central paramilitary forces. In addition, Village Defence Committees (VDCs) have been formed in Jammu and Kashmir comprising volunteers from the villages. Mr Rao informed the House that special attention is being paid to vital installations and regular inspection of industrial units is carried out for briefing the authorities on counter-measures. Inputs about threat perceptions emanating from various internal and external extremist and militant forces to the installations are shared with the State Governments and Central agencies. Mr Mohan Rawale had a specific question with regard to the future of the Kashmiri Hindu migrants. He, in fact, wanted to know if the Government of India had accorded sanction to a work-plan involving Rs 2600 crores for the rehabilitation of the migrant Pandits in the Kashmir valley. Mr Vidyasagar Rao had a two-sentence reply: "Government of J&K has formulated an action plan for return of migrants. The plan is under examination in the MHA (Ministry of Home Affairs)". Confirming that farmers in Punjab, who have their land beyond the fencing on the Indo-Pak border, have certain problems relating to cultivation in their fields, Mr Rao told Mr Pusp Jain that with a view to minimising the farmers hardships on account of security fencing, the Border Security Force (BSF) authorities hold meetings with the representatives of farmers and the civil administration. As a special case, Government of India had earlier made an allocation of Rs 6. 45 crores to mitigate the hardships faced by Punjab farmers in border areas, An amount of Rs 6.40 crores during 2000-2001 has also been earmarked as additional Central assistance to Punjab for creation of infrastructural facilities in the border areas. The Minister of State for Home, Mr ID Swami, informed the House that there are reports of a nexus between drug smugglers and secessionist groups in the North-Eastern region. The Government, he said in reply to a question by Mr Raghuraj Singh Shakya, had reports that Pakistans ISI had been helping the North-Eastern militants and terrorists in purchase and transportation of arms consignments from abroad to the North-Eastern region. The reports, he pointed out, also indicated that the ISI was providing monetary assistance to militants. Mr Swami said that the security forces deployed along the borders had been alerted and were kept apprised of any reports of smuggling of arms and drugs. He added that Narcotics Control Board had taken several steps in close coordination with the Governments of North-Eastern States for checking smuggling of drugs. |
3 suspects nabbed by Kathua police Excelsior Correspondent KATHUA, Nov 28: Three suspected militants have been arrested by Lakhanpur police from Sopore town for their alleged involvement in loading arms and ammunition in trucks. One such consignment of arms was seized by Lakhanpur police from a fruit laden truck recently. Arrested suspects have been identified as Fayaz Ahmed, Mohd Shan and Abdul Salim, all residents of Sopore. Excelsior Correspondent JAMMU, Nov 28: A middle-aged man was roasted alive in a fire that engulfed his rented room at Resham Ghar Colony late this evening. He has been identified as Darbari Lal alias Rakesh son of Chander Parkash, a resident of Pathankote. Immediately after getting a report, a Bakshi Nagar police station party led by DySP M H Malik and SHO (Probationary DySP) Javed Mattoo rushed to the spot alongwith a Fire Brigade. However, by the time, the fire tender could control the blaze, Darbari Lal had been roasted in his room. Police said the house was owned by Ravi Kumar and the fire took place at 1930 hours due to LPG leakage. Darbari had lit the LPG cylinder for cooking food, which resulted into the fire. Darbaris body has been shifted to Medical College hospital for post-mortem. |

killed in Rafee-abad encounter Excelsior Special Correspondent SRINAGAR, Nov 28: On day one of the holy month of Ramazan, militants today left five Army personnel killed and 10 others wounded in a powerful landmine blast in Anantnag district of south Kashmir. However, one militant of Lashkar-e-Toiba lost his life when a brief clash occurred between militants and security forces in Rafee-abad area of Baramulla district. Informed sources told EXCELSIOR that at 1420 hours this afternoon, militants caused a powerful landmine blast at Naupora village, between Dooru and Larkipora hamlets of Anantnag district when a convoy of Rashtriya Rifles 36th Bn was on movement. The heavy Casper targetted by the militants did not suffer extensive damage -- as it was meant for detecting the IEDs -- but it turned turtle, killing three soldiers on spot. Twelve more sustained injuries, of whom six with critical injuries were rushed to a Srinagar hospital of security forces. Official sources confirmed to EXCELSIOR that two more soldiers succumbed to injuries at the hospital. Even as Hizbul Mujahideen claimed responsibility for the explosion, residents as well as officials in south Kashmir insisted that the blast had been caused by none other than Lashkar-e-Toiba. Lashkar, however, had not issued any statement till late this evening. Todays explosion came within two days of the militant strike at Dardpora Lolab where four soldiers of RR 32 Bn got killed and all the militants escaped unhurt. Even as the security forces suspended their counter-insurgency operations a day earlier in compliance with the Prime Ministers Ramzan-specific unilateral ceasefire, formally today was the first day of Mr Atal BehariVajpayees peace initiative in Kashmir. Troops, as also all the counter-insurgent wings of the State Police, are under strict instructions that they should not launch any operations against militants untill there was an attack from the rival side. However, militants of all oufits, including Hizbul Mujahideen, have turned down Prime Ministers offer of ceasefire and threatened to go more aggressive against security forces and other targets during this month of holy fasts. Militants of Lashkar-e-Toiba attacked a contingent of Rashtriya Rifles 28th Bn at Kotar Naribal, in Rafee-abad area of Baramulla district, this evening. Troops retaliated and one militant got killed. Two of his associates managed to escape. The militant killed in the clash was identified as Tanzeer-ur-Rehman alias Abu Jarsain of Pakistan-occupied-Kashmir. One AK-56 rifle was recovered from the site of encounter. This forenoon yet another chance encounter took place between militants and troops of RR 14 Bn at Arin Dardpora in Bandipore area. However, nobody got killed or injured. All the militants managed to escape. During last night, militants fired towards the residence of a ruling National Conference activist, Ghulam Nabi Mir S/o Ali Mohammad Mir at Frestbal, Pampore. The house-guard retaliated the fire and there was no damage. |
