Pakistan has resorted to this kind of war after having failed to occupy Jammu and Kashmir through conventional warfare, Union Minister of State for Home, Mr Vidyasagar Rao, has stated. Mr Rao informed the Rajya Sabha that the Pakistani agencies provide direct support to various terrorist groups in Jammu and Kashmir.
