KP students strike

Sir,

This letter is in reference to the strike of Kashmiri students of K. U who are on strike from last two months.

How much shocking is this that Govt of J&K State is not able to solve the problem of these peace loving students. The Govt should discuss their problem with the leaders of Kashmiri students and should come to the conclusion as soon as possible so that the students again start their studies and not waste any more time.

I appeal to the Govt of J&k to solve the problem of these student soon.

CAEE Reservation quota

Sir,

This has reference of the letter written by Brig. Jamwal dated November 6. The learned officer has very correctly brought to the notice a glaring mistake which must be set right immediately to ensure an open and fare selection of candidates, strictly in accordance with the Reservation Rules governing J&K personnel as contained in SRO 126 dated 28 January 1994.

The CAEE has given only one category Code for Schedule Tribes when actually the total reservation of 11 percent is divided amongst four separate type of residents. The figures which will be compiled by the computer will, therefore, have to be again divided amongst the different types of residents which would again require examination of the appropriate certificates attached with application forms. This process will render the computer sheet totally redundant apart from creating greater chances of human error in adoption of unfair means. Certainly this could not have been the intention of the member Secretary CAEE? The same problem will be faced when considering the defence quota which has been clubbed with paramilitary and police forces.

It is felt that the most appropriate method to have been adopted for publication in Information Brochure was to give all the reserved categories as contained in SRO 126 dated January 28, 1994 ) a numerical number. Then it would have been a simple matter for all types of reservations to be truely reflected by the particular numerical in the computer sheet and the full use of the computer processing in compiling correct figures of respective categories for the selection process would have emerged.

It is, therefore, prayed that the CAEE should ensure that each reserved category gets its reserved quota and the same is not misused by others.

Protection of temples, shrines

Sir,

This has reference to news item ''Shri Amarnath Shrine Board Bill introduced in the Assembly'' published in Daily Excelsior sometime ago.

Although it is a welcome step, the bill should have encompassed all temples, shrines, minority institutions for protection and preservation. As everybody is well aware, that these religious places and temples are in a dilapidated condition and are unattended since. Hindus were thrown out from the Valley. So to protect and preserve these sacred places, a bill on the pattern of Muslim Auquaf Trust of Shri Sikh Gurdwara Prabandhak Committee needs to be introduced.

I also request to all genuine KP leaders of the KP community to take the matter with the Government.

Harassment at Passport office

Sir,

This refers to the working of passport office at Jammu which was opened for the welfare of the Public, particularly of the Jammu region so as to enable them to have early access, thereby, linking them to the whole world at large. While the passport office at Srinagar was already there long before, the Jammu office came into being on the persistant demands made by the people of Jammu region. But, the irony is : the office which was to lessen the inconvenience caused to the people of this region, has become a constant cause of humiliation and corruption. There is rampant corruption and bribery going on in the office openly particularly amongst the lower staff. The following bears testimony to the above fact:-

The reception office counter at the passport office has no availability of passport forms with them which are provided free of cost but the same could be had from the various Travel agents and agencies located in vicinity against a cash payment of Rs 10/- (rupees ten only). This clearly speaks of the nexus the office people are having with these agencies.

Another glaring feature of mismanagement and open corruption is the way in which the forms are scrutinised and accepted by the office staff. No proper queue-system is there.

No higher officials are available when public try to reveal their genuine grievances. The staff is neither cordial nor gives proper guidance to the public.

All this has made the passport office as a source of constant harassment to the innocent people. I hope MoS Civil Aviation who himself belongs from Jammu region will look into the matter and would bring guilty to the books thereby providing much awaited relief to the people of Jammu region.
