Issue modified pension notification

Sir,

The Government on the one hand after completion of its four years in office is highlighting its achievements, asking for 10 years tax holiday for J&K Industry but on the other hand turned a deaf year to the demands of its pensioners who are growing older as the days pass and taxing their patience does not behove the Government they have so assiduously served during their youth. Giving what is their due now entails grace on the part of the Government but giving when they are no more amounts to disgrace to the Government.

I would therefore urge the State Government especially to the Chief Minister/Finance Minister to come to the rescue of these senior citizens of the State and direct the authorities of the Finance Deptt. to modify the state pension rules and bring out modified version of the order to mitigate the problem of oldies.

Pak gameplan in Ladakh

Sir,

Having intensified subversion in Poonch, Rajouri and Kashmir province, our Western neighbour is now trying to foment trouble in otherwise peaceful districts of Leh and Kargil . This is indicated by the killings of four monks and by the clashes between the Buddhists and the police in recent past. These two incidents are just the opening up of a new chapter of violence in the State. Prior to this, militant activities were confined only to other parts of the State and no major incident had been witnessed by these districts in the decade long militancy.

As per the reports, the stage is all set by the Pakistan-backed mercenaries in Leh to carry out certain subversive activities and also create communal disharmony in this sensitive region.

However, our Union Home Ministry has sensed the mischief and it has acted swiftly to prevent the situation picking up. Sparing no time, the ministry immediately sent a team of senior officers led by Union Home Secretary to Leh, to take stock of the situation and to take appropriate measures to frustrate the nefarious designs of enemy. The team suggested constituting the village Defence Committees in all sensitive areas and equipped them with sophisticated weapons. Besides, round the clock patrolling in city by police in Mobile gypsies fitted with wireless sets are also referred.

The Govt will forestall, effectively and with full defence preparedness, any nefarious designs of terrorists and will conduct the entire operation against the enemy in such a manner or will be appreciated both by NHRC and UNHRC.

The honest and impressive action that the govt may take should in all probability obtain an acclaim from the people and the security personnel.

Release Cola

Sir,

The State Government has recently released one percent DA in favour of its employees raising it from 37 percent to 38 percent per month. Whereas the Public Sector Employees are being paid 15 to 16 percent Cola, per month with effect from 1.8.98. This discrimination always exist. The COLA is due to the public Sector Employees since 1998. The rates of essential commodities have gone manifold, but the payment of Cola is stagnated since Jan. 1998. The State Government is requested to recognise the difficulties of the Public Sector Employees and release the Cola in their favour which is due to them, so that there is no injustice with them in the Democratic system of the country.

Ailing Health Care System

Sir,

Providing proper health care facilities to the masses is the responsibility of the State Government. The State Government has created a vast infrastructure of health care facilities throughout the State. We are having chain of Health, Sub Health centres, PHEs, Sub District and District Hospitals besides having prestigious SKIMS, SMMS, SMGH and GMCs at Jammu and Srinagar. Government has a very honest and result oriented approach in providing better health care facilities to the people. For this Government, has provided all the facilities of diagnosis like modern and sophisticated equipments etc. Medicines costing crores of rupees are supplied to these health institutions. Nearby, 16 percent of our allocated budgeting expenditure is incurred on health sector.

Inspite of all these efforts and infrastructural support, our health care system is not well- it is sick.

We do not have much staff in the health centres in the rural areas. Those posted in these areas, rarely go to open the centres. They manage to get transfer or attachments with PHCs or SDMs etc. of their choice. Rural people are left to die in the absence of any medical assistance. Doctors in Connivance with senior functionaries manage to get transfers before completion of the tenure. Presence of doctors in the rural areas is far cry.

Private practice and good living conditions are motivating factors behind seeking transfer to towns, cities.

Private practice also dissuades the doctors to provide proper consultation at Government Health Institutions. Firstly, either they do not sit in OPD. Secondly, if they sit, they show least interest in your ailment. They entrust the job of prescription to their juniors. In the hospital, all tricks are used to give you a convincing idea that Doctor working here is interested in your ailment. And there have been instance when Doctors openly advised the patients to see them in their private clinics. Their friendly attitude convinces the patients to visit their clinics. It is a business like approach to attract more and more patients. Doctors having their Nursing Homes will try to admit you under the garb of serious illness, once admitted then they begin to loot the patients. Other having clinical Laboratories will prescribe such clinical tests. Those having X-ray machines installed will invariably prescribe X-ray tests that too at their X-ray machine. Other day, I had the ill luck of visiting a Doctor alongwith my patient who was suffering from severe headache. I saw the Doctor prescribing X-ray to each and every patient because he had installed X-ray machine of his own. He prescribed X-ray chest PA view; I reminded him that she is suffering from headache; then he prescribed X-ray of Spondilities renal. This is the situation. He was charging Rs 300/- to Rs 400 for X-ray including its report writing and its examination which seems very higher.

Government had few years back banned the private practice of doctors but there was no machinery to check its implementation. Doctors were clandestinely undertaking private practice and ultimately government had to lift the ban on their private practice.

The poor people are suffering because doctors opt for private practice only and in the hospitals they are reluctant to provide best of their services. They try their best to attract the patients to their private clinics. Some doctors posted in periphery do not attend to their Govt duties and continue doing private practice.

Government should immediately impose ban on their private practice and this ban should be implemented in letter and spirit.
