Implement Mandal Commission recommendations: Kashyap

JAMMU, Nov 5: Expressing serious concern over the alleged discrimination with the backward classes in general and Jheewer Community in particular, the All J&K Kashyap Rajput Sabha president Mr Girdhari Lal Kashyap has demanded that Mandal Commission’s recommendations regarding 27 per cent reservation to the OBCs be implemented in Jammu and Kashmir state immediately.

Mr Kashyap who was talking to media persons along with the other office bearers of his organisation here today said except in Jammu and Kashmir State the Mandal Commission recommendations have been implemented in every state of the country.

The others who were present included Messrs Darshan Mehra, its chairman, Krishan Kumar cashier, Reshpal Kumar, secretary and Dr Tara Chand Dogra, chief organisor

The Sabha leaders alleged that despite the directives of the Supreme Court the recommendations have not been implemented in the State.

Highlighting the other problems they demanded setting up of separate Advisory Board for other Backward Community, separate Backward Class Corporation for the betterment and upliftment of the OBCs, hostel facilities for OBC community candidates, due representation to community members in different boards of the J&K and separating the residents of backward classes areas and people living near LOC from the educationally and socially backward categorically.

Messrs Kashyap and Mehra said they had many expectations with NC Government whom the community supported in last Parliamentary and Assembly elections.

They said the Chief Minister, Dr Farooq Abdullah during his election campaign had promised to redress all the grievances of the community and despite his commitment the community has been till date deprived of 27 per cent reservations.

While strongly advocating that community be given representation in the Upper House, Panchayat and Municipal corporations they regretted that all communities have been given the representation in the Upper House and other representative bodies in the state except OBCs.

They warned that in case Government failed to fulfill our demand the community instead of supporting NC will boycott the ensuing Panchayat and other elections.

They said the Sabha has decided to set up a school, social welfare centre and a dispensary for the community members and sought financial assistance from the Government for this purpose.

Tariq visits Thanamandi

RAJOURI, Nov 5: The National Conference senior leader and MLA, Mr M S Tariq today toured Thanamandi area and distributed the cheques and sewing machines under the various social welfare schemes among the poor and needy families.

As per a release, the MLA also visited the bereaved families who lost their near and dear ones recently. He also expressed his deepest sympathies with them. He was accompanied by Messrs Nirman Singh, Qazi Mushtaq Ahmed, B A Wani, Fazal Hussain Khan, Mushtaq Ahmed, Haji Mohammed Azam Khan and Chacha Azam.

The officers of the Social Welfare Department were also present on the occasion. The MLA urged these officers to be ready to serve the needy and poor.

Mr Tariq while appreciating the role of Army in Thanamandi expressed hope that it will leave no stone unturned in curbing the militancy.

He later called on Brigadier who assured him that Army will take utmost care that no innocent is harmed.

A large number of people of Thanamandi and its surroundings welcomed their leader and apprised him of their difficulties. The MLA also held a meeting with civil administration Rajouri and discussed the various issues pertaining to people with them.

Secretariat employees discuss demands

JAMMU, Nov 5: The Civil Secretariat Non Gazetted Employees Union held a meeting here today to review the arrangements made by the Government in re-opening of offices in the Winter Capital.

As per a release, the meeting was attended by all the office bearers of the Association including senior leaders Messrs Gh Mehdi, Chaman Lal Chaman, Bansi Lal Sharma, Ram Saroop, Ram Dass and Wali Mohammed.

The meeting resolved to fight for the genuine demands of the employees. The leaders voiced concern over the cryptic silence over the demands and non fulfillment of promises and commitments made by the authorities.

It demanded release of three per cent DA installment from July this year, release of third installment of Fifth Pay Commission arrears, raising of retirement age from 58 to 60 years, reorganisation of the Civil Secretariat and creation of posts of under secretaries.

The Union leaders were highly critical over the non allotment of residential accommodations to all moving employees of the Civil Secretariat. They condemned the attitude of the president of Estate Employees Association for giving a strike call at the time when moving employees are shifting to Winter Capital.

The meeting appealed all the employees to remain united for solution of the pending demands of the employees.

10 youth from Rajouri to attend National Integration Camp

RAJOURI, Nov 5: A team of ten volunteers of Modern Cultural Club to Bangalore for participation in All India National integration Camp was here today flagged off by Deputy Commissioner, Rajouri, Mr K A Khan.

The trip has been sponsored by Nehru Yuva Kendra. Those who were present at the ceremony include SSP Rajouri, Mr Rajesh Kumar, A C Revenue Mr Qayoom Mir, Principal Government Degree College Rajouri, Prof. Arun Gupta, K K Langer, Rashid Bhat, Advocate Pervez, Shakur Malik, Harmesh Sharma, Mumtaz Ali Dar and Rajiv Khajuria.

The camp has been organised by Nehru Yuva Kendra Bangalore, Ministry of Youth Affairs and Sports Government of India.

Addressing the volunteers of the Modern Cultural Club Mr Khan said that he is confident that youth from Rajouri will definitely reflect the rich culture of Rajouri in particular and J&K in general in the camp at Bangalore. He advised the volunteers to be disciplined during the camp.

In his address SSP, Rajouri Rajesh Kumar asked the volunteers to participate in all deliberations of the camp and try to give a message to the contingent from other states that the people of J&K do not want militancy and are fed up from the nefarious design of ISI and hate bloodshed.

Rajiv Khajuria founder general secretary of the Club disclosed that volunteers will represent the entire J&K State as this is the only team selected for participation at Bangalore.

JDU holds meet

As per a release, a meeting of the district unit of the party was held in the town today to give final shape to the arrangements. the meeting among others was also attended by Mr Mohan Parkash, national general secretary JDU.

He expressed his satisfaction over the arrangements made by the district unit led by Mr Ram Kumar Dubey.

Goswami Biradri elects office bearers

JAMMU, Nov 5: Goswami Biradri (Gukulia) in a meeting here held under the chairmanship of Mr Sant Kumar Goswami decided to constitute the body since the post of some office bearers are lying vacant after the death of its president Mr H D Goswami and vice president Mr Bal Krishan Goswami.

As per a release, the meeting nominated Mr Sant Kumar Goswami as Returning Officer to elected the new body.

The meeting elected Mr Ram Nath Goswami as the new president of the Biradri and Mr Ashok Kumar as its vice president. Messrs Sita Ram Goswami was elected as secretary, Sant Kumar Goswami as store management incharge and S C Goswami as general treasurer.

The meeting also constituted the Executive Committee with Dr H L Goswami, Madan Lal Goswami, Sita Parshad Goswami, Gopal Dass Goswami, Vishnu Dutt Goswami, M L Goswami, Sat Paul Goswami and Inderjit Goswami as its members.

The members stressed to work for removal of social evils, development and beautification of the shrine of Kuldev Sathan of Baba Mathura Dass Ji Goswami at Pindi Chakran in Arnia.

The meeting also reviewed the arrangements of the annual congregation to be held on November 11 at Bawaji’s Sathan.

JAMMU, Nov 5: Dubbing State Government as ‘stumbling block’ in bringing peace in the State, the J&K Peoples Democratic Party (PDP) chief Mufti Mohammed Sayeed today accused ruling National Conference of creating hurdles in peace process.

Talking to mediapersons here today he, however, disclosed that despite National Conference’s pernicious attempt, dialogue was still going on among different groups to bring peace and tranquillity in this violence plagued State.

"Local militants and Central Government are serious to solve this vexed problem through dialogue but some vested interests are creating hurdles", he said but exuded confidence that peace would prevail in the State.

Though Hizbul Mujahideen has called off its unilateral cease-fire, Mufti said, but sincere efforts are still going on through different channels to give reprieve to the people from blood-shed.

While admitting that peace-process suffered a grievous set-back after grue-some killings of Amarnath Yatries and other massacres in the month of August, PDP supremo pointed finger of suspicion towards ruling National Conference for these incidents. Taking a cue from the report of much-talked Pandian Commission, PDP leader said that out-come of the reports of the Commission has exposed intention of the State Government.

With out naming National Conference, Mufti said that ‘some-vested interests’ were not interested in bringing peace in the State and they had hatched a conspiracy to stall the peace process. "I am not blaming National Conference but it is hard reality that both militants and Central Governments were interested in breaking the stalemate", he said, adding, "those who were not interested in peace might have executed that massacres".

Shifting all blames on Chief Minister for repeated massacres and fake encounters, Mufti said that being chief of the Unified Command Chief Minister could not escape from his responsibility. "He is squarely responsible for the blood-shed in the State" he said.

He was of the view that removal of Farooq Abdullah Government was must for bringing peace and tranquillity in the State.

Launching a scathing attack on State Government for, what he called, maintaining a criminal silence over ever increasing miseries of the masses, PDP chief said that woes of the people have increased manifold after installation of the ‘so-called’ popular Government. "Instead of mitigating woes of the masses, alienation and disillusionment of the masses increased manifold due to the mis-governance and non-seriousness of the Chief Minister", he said and admitted that there was a feeling among people that Governor rule was much better than this ‘so-called’ popular Government.

"The people of this militancy stalked state have been groaning with pain and hunger, but our Chief Minister is more interested in developing golf courses", he lamented and expressed anguish over the priorities of the State Government. "Funds meant for the betterment and welfare of the poor and needy people have been pocketed by the ruling elites", he alleged and said that biggest achievement of this Government was ‘legtimisation’ of corruption. "Chief Minister has doled out licences to his Ministers and touts to adopt corrupt practices", he said while accusing Dr Farooq Abdullah of himself ‘fostering’ corruption.

Pointing towards statement of the Chief Minister in the floor of the House in which he had stated that bureaucrats at New Delhi had mistakenly got his signature on Memorandum of Understanding on power generation project, Mr Sayeed said that it clearly indicated that Chief Minister has lost his balance of mind. "You have no right to remain on chair if you have signed such important documents mistakenly", Mufti said while smiling smugly at, what he called, ‘irresponsible’ behaviour of Farooq Abdullah.

Mr Ghulam Hassan Mir and Mr V K Vaishnavi were also present in the press conference.

Arrangements for Move employees reviewed

JAMMU, Nov 5: Commissioner/Secretary, General Administration Department, accompanied by Divisional Commissioner Jammu Mr Goswami and Mr M I Kirmani, Director Estates visited various residential colonies of the Darbar move employees here today and took stock of the arrangements made by the Estates department.

According to a release, the Estates department claimed to have provided residential accommodation to 2200 move employees. The employees who will not be accommodated in the Government quarters, may get special HRA by the Government.

Mr Kirmani disclosed that non-Gazetted employees residing in these quarters are being supplied with necessary furniture for which an amount of Rs 30 lakhs is being spent during the current year. He further informed that for the construction of additional accommodation for move employees the proposal is under consideration to construct 100 units.

Trifurcation only solution to Kashmir problem: Sathe

JAMMU, Nov 5: Duggar Pradesh Party (DPP) convenor, Mr Hemant Sathe has said that trifurcation of the Jammu and Kashmir state and separate statehood for Jammu region is the only solution of the fifty three year old Kashmir problem.

Talking to news persons here today, Mr Sathe said that people of Jammu region can not tolerate the Kashmiri rulers domination and discrimination any more. In every sphere, the people of Jammu region are facing discrimination.

In Civil Secretariat, most of the employees are Kashmiris. Again, in KAS, Medical and Engineering Colleges most of the seats are being provided to the Kashmiris and the candidates from Jammu and Ladakh are being ignored. The people of these regions are not getting due share of the funds being provided by the Centre for development works.

Mr Sathe further pointed out that area and population of Jammu region is much as compared to Kashmir but politically, more Assembly and Lok Sabha seats have been accorded to Kashmir, which is again a major discrimination. A large number of appointments were made by the ruling National Conference Government in last four years but most of the vacancies were filled up in Kashmir. Backdoor appointments were being made and there is no accountability observed on the part of Government.

The funds are being diverted to Kashmir and other projects. The demand of Dogri’s inclusion in 8th Schedule of Constitution is being sabotaged by some vested interests in the state. Funds worth crores are being sent to Srinagar Doordarshan from the Centre while the Jammu Kendra is being discriminated.

He disclosed that Party will launch demonstrations at tehsil and district level in support of Jammu statehood demand. Mr Sathe also supported Monday’s bandh call for this cause and appealed the members of various organisations and political parties and student unions to launch a united agitation in this regard. Ms Versha Suri, women wing president and Mr Shiv Charan, secretary were also present.

Rich tributes paid to Pt Prem Nath Dogra

JAMMU, Nov 5: Rich tributes were paid to great Dogra leader Pandit Prem Nath Dogra at a largely attended meeting held at Akhnoor today under the chairmanship of mr Sukhnandan, president jammu district BJP Rural (Akhnoor).

As per a release paying tributes senior BJP leader and MP Vaid Vishnu Datt said that Late Dogra was the first person to understand the game-plan of Kashmiri dominated Government headed by Sheikh Mohammed Abdullah which was aimed at dividing the State and keeping the state of J&K away from the national mainstream and added that he wanted to be a sort of Sultan of the State and Pandit Prem Nath Dogra who visualized the nefarious designs of the National Conference, launched famous Praja Parishad movement to strengthen the bonds of unity of the State with rest of the country and further said that this is the result of that great agitation that we can today enter into the state without any barrier, permit or permission.

The BJP leader said all these years the Kashmiri dominated Government has given step-motherly treatment to Jammu and Ladakh. he added that National Conference Government is famous for its regional disparities. He said the Vajpayee led NDA Government has put a stop on the un-checked expenditures and asking for the accounts, which has baffled the NC Government which is crying that state is not getting frequent funds, while the facts remain that Centre wanted accountability.

BJP vice president MLA Ashok Khajuria, MLA Ch Piara Singh, MLA Bali Bhagat apprised the masses about the evil designs of NC Government that has been raising bogus issues only to divert the attention of the people in the State. They said NC Government has lost public support in the State. Capt Dewan Singh also paid rich tributes to the great leader.

State general secretary of BJP Dr Nirmal Singh while paying tributes to Pandit Prem Nath Dogra termed him as modern Dadheechi who gave every bit of his life for the cause of people of the State.

Ex-MLA Ram Nath Manhas highlighted the problems of border displaced people who have not been paid ration for the past five months. He regretted that no leader from the Government bothered to visit the border migrants.

JAMMU, Nov 5: With the introduction of mini bus service from Panjtirthi to Preet nagar Digiana a long pending demand of the people of this area especially the student community has been fulfilled.

As per a release, the minibus service to the area was inaugurated by Congress leader Mr Raman Bhalla. He highly appreciated the RTO Jammu and Mini Bus Workers Union for taking personnel interest in fulfilling the demand.

3 injured in mishaps

JAMMU, Nov 5: Three persons were injured in two separate road accidents while as two persons allegedly consumed poisonous drug at their residence.

According to police reports, two persons were injured when their scooter was hit by speeding truck at Muthi here this afternoon. Some pedestrians rushed to the spot and shifted them to Government Medical College Hospital where their condition was stated to be critical.

They have been identified as Ravinder Sharma son of Krishan Lal and Kaka son of Des Raj, both the residents of Muthi.

In other road accident, a youth identified as Susheel Kumar son of Lalit Sharma of Katra sustained critical injuries when his car collided with bus near Nagrota this morning. Getting the report of accident, police party from Nagrota police station rushed to the spot and shifted him to hospital. His condition was stated to be critical but he was responding to treatment.

Meanwhile, two persons allegedly consumed some poisonous drug at their residence in separate incidents and fell unconscious. Identified as Parshotam Kumar son of Ram Saran of Subash Nagar and Sraj Din son of Noor Hussain of Kot Bhalwal were shifted to hospital when spotted unconscious by family members. Doctors attending to them immediately washed their stomach and their condition was stated to be improving.

The cause behind the extreme step is yet to be ascertained.

One Vinod Kumar son of Paras Ram of Poonch sustained critical burn injuries when his clothes reportedly caught fire while cooking at home. He was shifted to district hospital where doctors referred him to Medical College here in view of his deteriorating condition. He has been undergoing treatment here and his condition was stated to be out of danger.

Children Theatre workshop held

JAMMU, Nov 5: Samooh Theatre organised Children Theatre workshop in Laurel’s Basic School , Bagh-e-Bahu near here.

About 35 students of different classes participated in the workshop. The workshop which continued for 26 days, had begun on October 6.

Theatre experts, during the workshop trained the trainees in various theatre games, techniques and other basic and important elements of theatre. Sahitya Akademi awardee, Mohan Singh delivered a lecture on cultural heritage of Jammu.

The main objective of the workshop was to train the students in developing various communication skills as well as to impart values and cultural education among the students through drama and theatre art.

Number of social problems based play was staged on concluding day of the workshop. The workshop was conducted under the supervision of Sudhir Mahajan. Alla Rakha Khan , Principal of the school was the chief guest on the concluding day function.

Harbans Singh visits Bishnah villages

JAMMU, Nov 5: Mr Harbans Singh, Deputy Chairman State Legislative Council visited Rehal and Taraf Brahmana villages in Bishnah and reviewed the development works there.

As per a release, Mr Singh was accorded warm welcome at both the places. The local people raised their problems and sought immediate redressal. The NC leader also held public meetings in these villages

and highlighted the achievements of the Party.

The locals demanded better facilities at Primary Health Centres, upgradation of Rehal school, extension of matador service from Rehal to Shahpur, construction of bridge on Aik nullah and others. Mr Singh was shocked to see the living condition of the people of the area and assured that proper attention would be given towards their plight.

He said the matter of transport facilities will be taken up with the Regional Transport Officer and the SP Traffic. The other demands including construction of bridge, lanes, education etc. will also be taken up with the concerned agencies.
