JD (U) workers peace march starts from Uri Excelsior Correspondent SRINAGAR, Nov 3: All India general secretary Janata Dal United, Mr Mohan Parkash today flagged off the peace march of the Party activists from Uri this morning. A party spokesman said that Mr Parkash alongwith state JD president Mr Mohd Maqbool Dar flagged off this historic Aman Yatra at 7 am in the morning from Lal bridge. Mr G M Shah, JD state general secretary is leading the March. The yatra will take night halt at Baramullah today and after passing through Pattan it will reach at Srinagar tomorrow. Commencing its onward journey from Srinagar on Nov 5 morning, the yatra will take night halt at Ramban and the next day it will be received at TPC Udhampur by the Jammu and Udhampur district JD leaders including Dr Jagdish Raj Dubey (MLA), Ms Mohni Mohan (general secretary) and Dr Ram Kumar Dubey. The peace marchers after taking night halt at Udhampur Dak Bunglow would leave for Lakhanpur on J&K-Punjab border the next day. The youth wing of the party is also taking active participation in the peace march. The Government has made elaborate security arragements for the smooth conduct of this yatra, the spokesman said. Meanwhile, a special meeting is being convened by the All India general secretary of the Party Mr Mohan Parkash at Udhampur tomorrow. Several senior functionaries of the state unit including Mr Dar, MLA Jagdish Dubey, Mr Sanjesh Gupta, Mrs Mohan and others would participate. Certain important decisions about the party functioning in the state are likely to be taken in this crucial meet. The meeting would also review the situation prevailing in the state. |

Excelsior Correspondent UDHAMPUR, Nov 3: A meeting of the district working committee of PHE Employees Association under the chairmanship of district president Mr Som Nath flayed the Government for its failure to concede the genuine demands of the workers despite assurances from time to time. As per a release their demands pertained to regularisation of daily wagers vide SRO 64, which continue to be violated for the past four years. The meeting held that none from the families hit by militancy has been provided job in the department vide SRO 211/43 and the Government has adopted pick and choose policy. The meeting demanded enhancement in wages from Rs 45 to Rs 100 per day. Mr Som Nath said crores of rupees have been spent on the schemes for providing drinking water facility to the people but not a single post to run the same has been created for the same and instead the Government has resorted to engaging new pattern of engaging workers on consolidated paltry sum of amount at the whims and fancy of MLAs , MLCs, chief engineers, SEs and others on different wages ranging from Rs 200 to Rs 900 per month without following any criteria. Recently the Government created a sub division at Mahore but no posts have been sanctioned to run the same. The meeting demanded benefits of Essential Services Act to PHE employees and workers, release of 3 percent DA instalment and the pending arrears of 5th Pay Commission. JIM organises nature trail and environment debate Excelsior Sports Correspondent JAMMU, Nov 3: In order to create environment awareness and love for nature, the Jawahar Institute of Mountaineering and Winter Sports, Batote organised nature trail-cum debate on environment at Ramnagar Sanctuary. The Divisional Commissioner, Jammu, Mr A K Goswami flagged off the nature trail. Earlier, the Wing Commander S S Puri, Principal of the Institute informed that in the environment camp, besides 50 students and teachers under training at Patnitop, 62 students from DPS, 15 from Kalgidhar Khalsa School Rehari and 50 students from Kendriya Vidyalaya Sangathan Dehradun and Udhampur participated. The students went round the sanctuary asking a volley of questions. The participants showed great interest in tree plantation. The nature trail (trek) terminated at High Court Complex where it was flagged in by Assistant Commissioner, KVS Dehradun Region. This was followed by a debate on environment in which two representatives from each school participated. Later, the prizes were distributed among the winners. While the first prize was bagged by Robin Trakroo of DPS, second and third prizes went to Preeti Singh and Iqra Khan of KV Dehradun and DPS, Jammu respectively. A consolation prize was given to Meenakshi of Kendriya Vidyalaya Udhampur. JIM is doing yeoman service in making the youth aware of environment by organising camps at different places in state. The Institute also organises adventure activities like trekking, mountaineering, rock-climbing, skiing etc at highly subsidised rates, said release issued here today. |
KAS selection process Excelsior Legal Correspondent JAMMU, Nov 3: Justice T S Doabia of the State High Court has disposed off the batch of writ petitions challenging the selection process of 266 selected candidates for Kashmir Administrative Service (KAS), with the direction to the State Government to consider the cases of those petitioners who are next in the merit after completing the process of determination of ratio proportion of direct recruits and promotees. In his 22 page judgment, Justice Doabia observed that the State would take decision in this regard in the light of the judgment delivered by the Supreme Court in the case of Suraj Parkash versus J&K State by January 31, 2001. The Justice further observed that nothing is being said regarding the probe by Central Bureau of Investigation (CBI) in this matter as already an appeal has been preferred by the State and whatever directions are given by the Division Bench in this regard, would naturally abide the events. Justice Doabia further observed that the State would accordingly determine the figure which was meant for promotees and that which should have been done to the direct recruits. " In case the promotees were occupying more position than they were eligible on September 14, 1995, the date on which the notification was issued, then the remedial measures have to be taken by the State Government and vacancies which would become available after this process, are to go to those who are next in the merit in the selection process which was initiated in pursuance to the notification. " In this regard, it would be apt to mention that the Counsel for the State has urged that this observation should not be made in this judgment. All that he wants there should be an academic decision in this issue and that no further relief should be granted to the petitioners. However, this argument of the State cannot be accepted", the Court held. It said said if injustice has occurred to any of the parties and if the ratio proportion which was available to the direct recruits was more than what was notified on September 14, 1995, then that error has to be rectified and only way to do justice is to offer those posts to the candidates next who were in the merit list, the court further said. The Justice observed that in case of any practical reason if it was not possible to take the decision by January 31, next year, then the respondents would be at liberty to seek extension of time but in that eventuality, they will have to produce the office file and indicate as to what steps were taken in the months of November, December, 2000 and January next year. " All that is required to be done is to collect the data which is already available with the State and find out the correct ratio proportion. This is only a mathematical calculation and three months are more than sufficient fore this purpose", the court said. It rejected the plea of the petitioners Mir Tariq Ali, M K Raina, Noman Thakur and Sheikh Fiaz Ahmad on the ground that they have not been appointed to KAS. Advocates D S Thakur, V G Gupta, N Kotwal and P S Dutta appeared for the petitioners whiles J P Singh appeared for the State and D C Raina for Public Service Commission. HC stays appointments in Forest Protection Force Excelsior Legal Correspondent JAMMU, Nov 3: The stayed High Court has stayed the operation of the Government order by which 43 candidates have been appointed as Assistant Directors in the Forest Protection Force. While staying the operation of the Forest order, the Court directed the State of Jammu and Kashmir through Commissioner-cum-Secretary Forest Department and Director Forest Protection Force to ensure that no work will be undertaken from the 43 private respondents. They will also not be paid any wages unless ordered otherwise by the Court, it was ordered. While issuing the stay orders, the court also issued notices to the respondents returnable for December 18, 2000 in the writ petition as well as in the connected CMP . Five petitioners Amit Sharma, Punit Choudhary, Vishal Mahajan, Niten Verma and Ajay Sharma had challenged the Forest order on the grounds that the same were illegal in nature. The counsel for the petitioners, Parmod Kohli during the course of arguments said that 43 candidates (private respondents) have been appointed as Assistant Directors by means of the Government order number 441-FST of 2000 dated October 23, 2000 without calling for any application from all eligible candidates, thereby appointing the aforesaid respondents on adhoc basis. According to him, even if the appointments were to be made on adhoc basis and there was urgency, still some fair and reasonable criteria should have been adopted so that all eligible candidates, like the petitioners, could have also applied. Least that could have been done was to invite applications in the leading news papers, it was argued. The petitioners counsel further said that instead of resorting to such a method, the candidates were appointed in a " clandestine" manner to give out of way benefit to them. He prayed for quashing of the order whereby the respondents have been appointed as Assistant Directors in the Forest Protection Force. |

Samba people oppose shifting of SSB centre Excelsior Correspondent SAMBA, Nov 3: The residents of Samba sub-division have strongly resented the shifting of training centre of Special Security Bureau (SSB) from Samba to Himachal Pradesh. A memorandum, signed by about 700 people of the area and showing their protest over the decision of the Government has been sent to the Cabinet Secretary, Directorate General of Security, New Delhi. The memorandum was submitted by the deputationists to the Tehsildar Samba today. The copies of the memorandum have also been sent to the Chief minister, Dr Farooq Abdullah and concerned Members Parliament and State Assembly. The residents of the area alleged that it was manipulation of few officers of the SSB who want to deprive the people of the state to have such important institution in this area. They are taking cover of militancy for shifting which is not the fact. The area, they said was quite peaceful and no impact of the militancy is observed in the sub-division. The militants though use routes for infiltration but there was no problem at all. They demanded that the people would launch massive agitation if the Centre was shifted outside the state. They said the centre is 17 kms away from the border and is situated near Army Brigade and three BSF Battalion headquarters. They also sought the intervention of BJP MPs Vaid Vishnu Dutt and Prof Chaman Lal Gupta, who is also Minister of Sate for Civil Aviation at the Centre. |
Education Committees to monitor schools functioning Excelsior Correspondent JAMMU, Oct 3: The State Education department has decided to set up education committees to monitor functioning of Government schools. Disclosing this Chief Education Officer Jammu, Mr R K Abrol said that the decision has been taken to improve the standard of education in Government schools and make the teachers responsible for the poor result and weed out irresponsible officials from this pious and noble profession. The suggestions of the village/ urban education committees will also be taken into consideration. The decision has been taken by the State Government which has also issued a circular in this concern for the larger interest of the students and the general public. The participating exercise of the community will be initiated so that the community exhibits the ownership of the schools in terms of its involvement, effective teaching/ learning approach in the class room situation and the management of the school for the development of need based facilities to be offered to the students. He said the role of the committees will be significant and will apply all possible efforts to attract every child into the process of schooling. It aimed at maximizing enrollment both in formal schooling structure as well as in other formal schooling. Mr Abrol said the recent launch of new scheme, Sarva Shiksha Abhiyan (SSA), is to bring all elementary education system under one umbrella and the non-formal education is now to be re-structured as Education Guarantee Scheme and Alternative Innovative Education Scheme with effect from April 1, 2001 in all the districts of Jammu region. However, to make the system functional, the ZEOs and Headmasters/ Headmistresses are directed to implement the instructions by way of constituting involving prominent villagers/ citizens of the areas and members from the parents associations, whose wards are studying. Besides, the teachers of caliber and good integrity are also to be included as the members of such committees. |
Baru biradari congregation on Nov 6 Excelsior Correspondent JAMMU, Nov 3: All India Baru Biradari congregation is being held at Khoo Talab Suchani in Samba on November 6. As per a release, the havan and prayers at the Dev Sthan of the biradari, will be performed by the members of the community which will be followed by bhandara (community langar). Strike to continue Excelsior Correspondent JAMMU, Nov 3: The third round of talks which were resumed after a gap of over 15 days between the administration and the agitating camp college students again ended into a dead lock with both sides sticking to their respective stand. The agitating students who were represented by the community and camp college student leaders during todays meeting held in the Office Chambers of Divisional Commissioner, Jammu, Mr Anil Goswami made it clear that they will not budge an inch from their stand on the issue. The community leaders maintained that only way to resolve the deadlock is that the Government should revoke the merger order of Camp colleges with Jammu University in lock stock and barrel. Apprising the administration of its decision the Community leadership maintained that they are firm on their stand as merger move is an onslaught on the rights of displaced students. Besides Divisional Commissioner the official side was represented by IGP Jammu, Mr R V Raju, DIG Jammu, Kathua Range and Mr S P Vaid, SSP Jammu R R Swain. However, the authorities maintained that the decision of merger has been taken by the Government on the constant demand of the displaced community and students. They also apprised the community leadership that they will apprise the Government of the communitys stand on the issue. The students were represented by Messrs Jitender Rishi, Chairman Camp college students, Vinod Pandita, president, Kiran Sharma, Miss Sunanda Koul, Rahul Dhar, Vinod Pandita, while O N Trisal, Kuldeep Raina, Ashok Ji, Rakesh Koul, Romesh Mahnoori and Moti Lal Babey were representing the various KP factions. Meanwhile, the chain hunger strike launched by displaced students in front of Divisional Commissioners Office entered the 21st day today. |
SOS village dedicated to people by Kutin Excelsior Correspondent Jammu, Nov 3 : SOS children's village at Gole Gujral in Jammu was dedicated to the community by the President of SOS Kinderdorf International, Mr. Helmut Kutin at an impressive function held in the compound of SOS village today. The Minister for Law, Mr. P.L. Handoo, the Minister for Social Welfar, Mr. B.A. Kitchloo and the Minister of State for Food and Supplies, Mr. Ajay Sadhotra were the guest of honours. Addressing the gathering, Mr. Kutin highly praised the management of the SOS village in Jammu and said it plays a significant role in providing homes to over a hundred children. These efforts also deserve the praise of the world and he is very happy to be able to personally congratulate the sincere staff. He further said " I take pleasure in dedicating this village to the community here. This village marks another milestone in our efforts to make this world a better place for the destitute and the needy". The President, SOS Villages India, Padmashri J.N. Koul while giving a resume of the SOS villages said that Jammu village came up in 1994 when SOS realised the need of the children rendered orphans in the State infested with militancy and terrorism. Today the Village has 122 children under the care of loving SOS mothers. Earlier, it started in rented accommodation in the temple city of Jammu. The organisation today has brought home many such children into its own campus at Gole Gujral, Jammu. Mr. Koul informed that the SOS offers permanent home to orphaned and destitute children and prepares them for an independent and respectable life. He said that children from these Bal Ashrams have rendered their valuable services in various sectors. Recently 14 soldiers drawn from these Bal Ashrams sacrificed their lives in Kargil conflict. The organisation has also solemnised over 500 marriages of the SOS inhabitants and they are living a respectable life in the society. He sought the cooperation of the people and the Government for providing more facilities and in fulfilling the cherished goal. Speaking on the occasion, Mr. Handoo lauded the achievements of the village and said it is able to provide a home and healthy environment to the children of the State. He assured the SOS community of constant support from the Government in its commendable efforts to provide a family to every child. Mr. B.A. Kitchloo while speaking on the occasion praised the management of the SOS children's Village for taking care of the unprivileged and unattended children. He hailed the SOS efforts of raising children and helping them to be more useful members of the society. He stressed on the importance of the emotions and caring to be ingrained in a child's life in order to make him a useful member of the society by providing such an atmosphere. SOS Children's Village was indeed raising model citizens for the country, he added. Mr. Kitchloo informed that State Government has taken a decision that the Markaze Behboodea Khawateen established in 1975 as a voluntary non-governmental organisation and later taken over by the Social Welfare Department in 1993 will be named after its founder and called Madare Meharban Welfare Institute. The activities of the institution are being widened for the upliftment of the under-privileged section of the women-folk, orphans and militancy affected children of the State.He said the activities of this institution are also being extended to the Districts of Leh, Kargil, Kashmir and Jammu. Speaking on the occasion, Mr. Ajay Sadhotra described the SOS movement as "a very important mission by Mr. Kaul and Mr. Kutin." The level of cleanliness and hygiene of the village surroundings impressed him and he wished the children good luck and hoped that the children take full advantage of the care and facilities in order to shape their future. Mr. Sadhotra appealed to the Chief Minister, Dr. Farooq Abdullah and the Social Welfare Minister, Mr. B.A. Kitchloo for providing land for establishing SOS village for the orphans and militancy affected children of the Valley. He recalled the services of Sahyog, a Non-Governmental Organisation rendering valuable services for the upliftment of poor, orphans and socially disgraced people of the society. The Minister assured that all possible assistance will be provided to the SOS village by the Government as and when required. On the occasion, the children of the SOS village and other institutions presented a cultural programme which was highly appreciated by the audience. Among others the Regional Director, South West Asia, Mr. Siddhartha Kaul, Village Director, Mr. K.K. Farooq condemns Mehdi's killing Excelsior Correspondent Jammu, Nov 3 : The Chief Minister,Dr Farooq Abdullah today condemned the brutal killing of Aga Syed Mehdi and others in a mine blast this afternoon in Beerwah. In a message, Dr Abdullah expressed profound shock and grief over the barbaric killings, describing the act as most inhumane. He said the killing of Aga Syed Mehdi and others again demonstrates the evil designs of lunatic killers who at the behest of their mentors across the border were not even sparing religious scholars and political leaders. The Chief Minister said such dastardly acts are a challenge to the civilised society as the tentacles of terrorism are posing a grave threat to the humanity. Dr Abdullah said the killings in the mine blast have exposed the sinister designs of the enemy . He expressed hope that the people will maintain peace and tranquility and fight the enemy's designs unitedly with fortitude. He said no effort will be spared in nabbing the killers responsible for the act. Dr Abdullah expressed sympathies with the bereaved families and conveyed his heartfelt condolences to them. |

Dr.Mustafa while explaining the role of science and technology in modern society said that while doing scientific research, priorities have to be fixed in various fields. He said that the most important role of scientific invention should be for the benefit and welfare of the teaming millions. Dr. Mustafa said that the results derived from such conferences should be practised in the field. He said that priority, in our country, should be accorded to the field of agriculture, industries and health. He said that the scientific applications should be confined to certain limits and we should not "surrender" before them and not be wholly dependent on them. Referring to the scientific development in nuclear energy, space research, marinebiology, botany, hydrodynamics and locomotion, Dr. Mustafa said that harmful affects of these works have become an health bazard for the human race now. He said that entire earth has become a global village due to Information. Technology but we should not be wholly dependent on these scientific inventions Giving the thought provoking speech on reserch work in the field of crystallography of ferroelectrics, Dr.Wadhwan said that the memory collection power of the ferro and dielectric material was due to its linear propagation characteristics. He said that research scholars in Cambridge University were also engaged in doing research on ferroclectricts. Dr Wadhwan disclosed that the research out-comes of the ferroelectrics and dielectrics were of immence use in Bio-micrology, tissue generation, bone-healing, preparation of ferromagnets, harnessing of oceanenergy, detection of earthquakes, remote control system and genetic manipulation. Dr. Tiwari of Barkatullal Universty, said that ferroelectrics will play an important role in genetic engineering and formation of deoxyribonucleic acid. On the occasion, the best science award was bestowed upon Dr. N.C. Chandan of Billaspur University for his work on "Low frequency diaelectric behaviour of aniline". Second prize went to Dr.Ravi Shankar for his work on " Copper fuel synthesis". The third prize was given to Dr Granderjeet Singh of Indore University for his work on " Crystallisation of Ceramics". Dr.Wadhwau was also awarded a special prize for his research book on ferro electrics. The book was released by the Minister. The Vice Chancellor of Jammu University, Dr.R.R.Sharma expressed his satisfaction over the seminar and said that a special proposal for setting up a cyber park in the University was under consideration. On the occasion, a national level committee of ferroelectric scientists was also constituted. The valedictory function was attended by scientists from different states of the country, research scholars and delegates of science association. |
BSP discusses Justice Pandian Commission Report Excelsior Correspondent JAMMU, Nov 3: A meeting of the Bahujan Samaj Party was held today under the chairmanship of Sheikh Abdul Rehman, MLA president BSP J&K State to discuss on Govt's acceptance of Justice Pandian Commission for probe of Chittisinghpora and Pathribal massacres. According a press release, BSP right form the days of massacre had already demanded judicial probe for which State president of BSP has also raised issue for judicial probe in the Assembly, which has caused big losses to the human beings in a well plane conspiracy and to check any such incidents in future. But the Govt had appointed commission for Brakpora massacre only even at that time, BSP has demanded for extension of the terms of reference for probe of Chittisinghpora and Pathribal massacre also as same were links of same chain, BSP hailed the acceptance of Commission of Enquiry Report on Brakpora massacre and further recall of Justice Pandian Commission for probe of Chittisinghpora and Pathribal massacres also, which is though too late but still a right a decision at right time, which will bring out the truth, BSP further charged the Chief Minister and other leaders of National Conference, who issued false, baseless and misleading statements immediately after the aforesaid incidents to conceal the facts and to shunt out of the responsibility.
