Jammu Rural Bank employees hold demonstration

JAMMU, Nov 1: A massive protest demonstration was held today in front of the Reserve Bank of India, Jammu jointly by the members of Jammu Rural Bank Officers and Employees Association respectively to lodge protest against policies of the RBI.

According to a press release, the Association has taken strong notice of the decision of the RBI to deny permission to the Jammu Rural Bank to expand its area of operation to Udhampur and Doda districts and to expand its network in Jammu by opening new branches but also issued licences to Ellaqui Dehati Bank-a Kashmir based bank to open its branches in area of operation of Jammu Rural Bank.

The Association has described this act of Reserve Bank of India as quite contravention of declared policy of Central Government which envisage local banks for and by local people to bridge the communication gaps and to generate local employment and employment generating programmes.

Mr Ranbir Singh, Mohan Singh, Varinder Sharma, Rashpal Chowdhary, Suresh Bhan and others addressed the demonstration.

Public sector employees hold meeting

JAMMU, Nov 1: An emergence meeting of the executive committee of the All Public Sectors Employees Joint Action Committee was held under the chairmanship of Mr Suresh Sharma to discuss and decide further course of action.

According to a press release, Mr Sharma while addressing the body expressed grave concern that inspite of the agreements executed with the Government two years back most of the managements of corporations have failed to implement the same. He lambasted the State Government for treating the PSU employees as second class citizens.

Meeting also expressed grave concern over dilly-dallying attitude of the State Government for not releasing COLA in favour public sector employees.

Taking strong exception of the decision of the State Government to shut-down some public sector units, Mr Sharma regretted that employees always have to bear brunt of the wrong policies of the State Government. He demanded constitution of a judicial commission to pin-point responsibility for such losses on officers. He appealed to the Chief Minister to immediately to solve problems of the public sector employees.

Messrs Amrik Singh Sasan, Karam Chand, Jagjit Singh Bawa, Ram Pal, Puran Singh, Joginder Pal, Sukhvinder Singh, Iqbal Singh, Ab Manan Bhat, Jai Krishan, Mrs C K Sudan, Jeet Jamwal, Surinder Gupta, P P Singh, Anchal Bakshi and others attended the meeting. It was decided in the meeting to give 14 days notice to the Divisional Commissioner regarding demands of the employees.

Poonch DC for immediate steps to revise electoral rolls

POONCH, Nov 1: A meeting regarding the revision of electoral rolls was held under the chairmanship of Deputy Commissioner, Poonch , Mr Khalid Hussain here today. The meeting besides others was attended by officers of Revenue, Rural Development and Block development and representatives of all political parties.

Speaking in the meeting, Mr Khalid impressed upon the officers to gearup their efforts so that the revision of electoral rolls is completed well in time. He said that the qualifying date for the registration of left out voters would be January 1,2001 and the period for filing objections would be November 2,2000 to November 17,2000.

He further said that disposal of claims and objections and printing of supplements will be done upto December 30,2000 . The final publication of electoral rolls would be done upto January 2,2001. Mr Khalid appealed to the representatives of all political parties to cooperate with the election machinary so that the Panchayat elections in the district are conducted smoothly. He asked the concerned officers to remain impartial and fair during the conduct of Panchayat elections and strictly abide by the rules and norms of Election Commission of India.

Panchayat Ghar inaugurated

JAMMU, Nov 1: MLA Dumana, Mr Sat Paul Lakhotra inaugurated a Panchayat Ghar and a link road at village Hakal in Jammu tehsil today.

The Panchayat Ghar and road link from matador stand to Panchayat Ghar were constructed at a cost of Rs 2.81 lakh and Rs 0.70 lakh respectively under Employment Assurance Scheme. The link road will benefit about 1000 population residing in the area.

Mr Lakhotra also distributed cheques worth Rs 50,000 among six beneficiaries of Panchayats Hakal and Khandwal as first instalment under Indira Awas Yojana for construction of their houses.

Over Rs 95 lakh fixed for Poonch plan

POONCH, Nov 1: The Annual Assistance Plan under Special Central Assistance to Tribal Sub Plan for district Poonch will be of the order of Rs 95.46 lakhs. It was disclosed in a joint meeting of district officers and Tribal Advisory Board members held here yesterday under the chairmanship of District Development Commissioner, Poonch, Mr Khalid Hussain.

While giving resume of last year’s achievements Mr Khalid apprised the meeting that against an approved outlay of Rs 95.96 lakhs last year an amount of Rs 93.72 lakhs were spent on the development of Gujjar and Bakerwals community achieving 98 per cent financial and physical targets.

He further said that Rs 3.75 lakhs were spent under agriculture sector and 179 quintals of high yielding variety of maize seeds were provided to Tribal community on 50 per cent subsidy. Rs 6 lakhs were spent on horticulture sector. The meeting was told that 166 dairy units, 110 backyard poultry units, 293 sheep units were established. Besides, 2140 souls were provided drinking water. 42 tribal youth were given computer training and 31 works were completed in tirbal area under RDP.

The DDC said that during current financial year out of the plan of Rs 95.46 lakh, Rs 47.73 lakhs have been released so far to different departments. Of this amount, Rs 7.98 lakh is being spent under Agriculture, Rs 7.20 lakhs under horticulturte, Rs 15.25 lakhs under Animal Husbandry, Rs 19.50 lakh under Sheep Husbandry, Rs 11 lakh under PHE sector, Rs 13 lakh under Power and Rs 2 lakh under Soil Conservation programme. Rs 10 lakh will be spent under rural development sector and Rs 9.50 lakh under social welfare sector for giving computer training to 60 Gujjar and Bakerwal youth.

Speaking in the meeting the DDC asked the advisory group members to fix the priority of works to be taken up in the current financial year. He directed the officers to strictly adhere to the norms and rules so that the benefit percolated to the poorest of the poor.

The members asked that Indira Awas Yojana Scheme for Gujjar and Bakerwal communities must be brought under the purview of Tribal sub plan. They also desired that a committee of advisory members and officers be constituted for the inspection of works under soil conservation scheme in the district.

The members who attended the meeting included Ch.Mohd. Aslam former PCC Chief, Ch B A Naz former MLA, Zafar Ullah Azad, Mohd Nazir, Mohd Yunis, Ch Javed Rana, Abdul Gani and Ch Masood Ahmed.

JAMMU, Nov 1: Special Judge Anti-Corruption Jammu, Vikas Kant Gupta has acquitted Sat Pal Gupta, the then Executive Engineer posted in Mechanical Division Udhampur from the charges possessing disproportionate assets to the tune of rupees 2,47,474 to his known source of income.

In the acquittal judgment, the Judge held that the basic defect in the challan was that the Investigating Officer of Vigilance Organisation has not even cared to calculate the total salary obtained by the accused during his tenure as AEE and Executive Engineer till 1991. " As to when he joined service and what were the total emoluments he received till the case was registered in 1991 against him, in no where available", Mr Gupta held.

The Judge further held that the Investigating Officer has not even appeared as witness. M A Choudhary, the then SSP Vigilance, presently IGP had lodged FIR while’s Ram Lubhayya, the then SSP Vigilance, presently DIG had prepared the chargesheet. Mohammed Ibrahim was the Investigating Officer, who did not appear in the case.

It was observed that none of the witnesses stated anything regarding the income of the accused during his entire service period till the case was registered in 1991. Even the car, the ownership of which was attributed to the accused, has not been connected to him. "In these circumstances, the prosecution has utterly failed to discharge the burden of proving this case", the court held, while acquitting the accused and dismissing the challan.

Advocate K K Sharma appeared for the accused, while’s K S Charak, Public Prosecutor represented Vigilance Organisation.

Congregation of Kangal Mahajan Biradari on Nov 11

JAMMU, Oct 31: Kangal Mahajan Biradari annual congregation is being held on November 11 at Darbar Sajawati Mandir, Panjbakhtar Road Jammu.

As per a release this has been disclosed in a release by Mr Mangat Ram Gupta, who is the election Commissioner of the Biradari. He said besides elections for which applications have been called from contesting candidates by November 5, the other highlights of the celebrations will include Dev Pooja, Phere-Tarage, Mundan Sanskar and Havan Yagya which will be followed by Bhandhara.

Mr Gupta has appealed the Biradari members to participate in the celebrations to get blessings of the Deity for the well being of the mankind.

G M Shah meets Iftikhar Ansari

SRINAGAR, Nov 1: Former Chief Minister and Awami National Conference (ANC) president, Ghulam Mohammed Shah held a meeting with former Minister and veteran Shia leader Moulvi Iftikhar Hussain Ansari at the latter’s residence here today.

The meeting was held in the perspective of the letter written by Mr Shah to all the intellectuals and political party leaders of the State in an effort to find an ever-lasting solution to vexed Kashmir problem. Mr Ansari had responded to the letter of Mr Shah positively.

Both the leaders today held a detailed discussion to evolve a plan for restoring peace in the troubled State.

Mr Ansari hailed the efforts of Mr Shah for his efforts in this direction and assured that he will lend all possible support to ANC leader. Mr Ansari also liked to hold another such meeting very shortly at the residence of Mr Shah to proceed their discussions on finding a solution to this problem.

Chain hunger strike in 19th day
More organisations extend support to migrant students

JAMMU, Nov 1: The chain hunger strike launched by the agitating camp college students in protest against the State Government’s decision regarding the merger of these colleges with Jammu University has entered 19th day today. The yesterday’s batch of three students was today replaced by Neeraj Koul, Neha Pandita and Sunita Bhat.

The agitating students who are demanding revocation of the decision immediately today resolved to continue the present strike to take it to its logical end.

Meanwhile more political and social organisations have assured their support to the migrant students. These include the leaders of Shiv Sena. They while assuring their full support to students in their on going struggle warned the Government to desist from anti minorities policies.

Besides the Sena leaders the gathering was addressed by Migrant Teachers Welfare Association president Messrs Raj Nath Raina and its general secretary M L Daftri. They while expressing the solidarity with the camp college students appealed the Government to concede their demand.

The agitating students were also addressed by Messrs A N Vaishnavi, ASKPC chief and O N Trisal president AKPSC.

Both these leaders expressed their dismay over the attitude of Government towards the displaced students. They alleged that this indicates that the NC Government is also a party to the gameplan of the secessionist elements who want to cut the roots of the Kashmiri Pandits from the Valley for ever.

The student leaders Messrs Vijay Pandita, Sumeet Jamwal and Yog Raj Wangoo while addressing the protestants alleged that migrants have been subjected to total discrimination by N C Government since it assumed office in 1996.

They said while all the political parties have expressed their solidarity with the students the NC is the only organisation which is trying to harm our cause.

They warned the Government of serious consequences if the decision was not revoked immediately.

Meanwhile, PDP leader Mr A K Jotshi today reiterated his Party’s full support to the agitating Camp college students. He warned the Government on maintaining a stoic silence on the issue.

He said the rigid attitude of the Government towards the camp college students who are on strike for over last two months now has hurt the feelings of the entire displaced community.

The Kashmiri Hindu Fire Sufferers Forum has also expressed its solidarity with the camp college students. The Forum in a meeting here today held under the chairmanship of Mr B L Koul, its president warned that entire community will come on roads in case the Government’s apathy towards the displaced students continues.

He also appealed the community to come on a single platform to defeat the nefarious designs of NC Government.

Donald’s wife still hopes against hope

SRINAGAR, Nov 1: Hoping against hope, Jane Schelly, wife of Donald Hutchings, who was abducted alongwith three other Westerners by militant outfit "Al-Faran" while on a trekking holiday in Liderwat area of Kashmir valley on July 4, 1995, has appealed to people to provide "any clue" about her husband whose 48th birthday falls on November 12.

In an appeal to the media persons of Kashmir, Ms Jane Schelly has hoped that after over five years, someone might anonymously come forward with the information "which may or may not exist". "Perhaps, enough time has passed to make this possible, although I am afraid that the situation in Kashmir is worse now than some of the other times more recently that I have been there. However, I can only hope and try", she said in a personal letter written to Fayyaz Sheharyar,former Station Director Radio Kashmir Srinagar. The letter while appealing to the media-persons in the valley to publish her request, said that " I have done my utmost to find out what has happened to him (Donald)—— If he was killed, or if there is any chance that he might remain alive somewhere. There is no conclusive answer", the letter further said.

She recalled that she had visited Kashmir six times; been to Pakistan six times including Muzzafarabad and Peshawar; eight times to Washington and had followed every reasonable lead. " My most recent trip took me to Pakistan in January 2000 after the hijacking of Indian Airlines Flight when Masood Azhar was released from Indian prison. His release was also the prime request in the kidnaping of my husband. I was told no information was available", she said.

Jane Schelly has mentioned that like many families in Kashmir, who have dear ones missing," I have no closure to this sad situation—— only the assumption that my husband and three Westerners were most likely killed. Although I have never identified names or specifics, I have spoken to a few people who had contact with my husband. I appreciate any kindness that anyone might have given to my husband Donald— food, clothing , cup of tea and a warm bed".

The letter further said that Donald’s birthday is on November 12, at which he would have been 48. It is a time when of course I will be thinking of him. " If I never see my husband again, atleast to have something he wrote , would be of comfort to me", Jane said, while appealing for sending some of the pages, that Donald had often written to some journals, hoping that there was a chance that some of these pages of that journal might exist somewhere— left in some hut or home, passed to someone, pushed to the side and forgotten". JAMMU, Nov 1: A special meeting of various Sikh organisations was held under the chairmanship of S Sudershan Singh Wazir, president J&K Gurdwara Prabandhak Board.

As per a release the meeting hailed the recent decision taken by Chief Minister Dr Farooq Abdullah that Justice Pandian, who has already investigated the Brakpora and Pahalgam massacre, has been entrusted with the investigation to the massacre of Sikhs at Chittisinghpura.

The meeting held that this has been a long pending demand of the Sikh community and should have been meted much earlier, but still it was a good decision though late. The speakers said Mr Justice Pandian has proved very honest in concluding the inquiry and bringing the truth to the fore, however bitter it was but has not spared the guilty be of any rank and file and at the same time recommend exhoneration in respect of those who were found not guilty.

BJP’s I-card recovered from arrest militant

SRINAGAR, Nov 1: Kashmir unit of Bhartiya Janata Party has taken serious note of the incident of recovery of an identity card of the Party from a militant.

According to a release, a meeting of the members of the Kashmir unit was held here today under the chairmanship of Fiyaz Ahmed Bhat, general secretary of the unit. The meeting took the stock of situation prevailing in the region. It was decided in the meeting to cancell all the I-Cards of the BJP workers in the Valley.

The members decided that no fresh card be issued to any workers without the approval of the Kashmir unit general secretary. Mr Bhat asked all the party workers to immediately surrender their cards.

OIC observes Vigilance awareness week

JAMMU, Nov 1: Oriental Insurance Company (OIC) Limited is observing Vigilance Awareness Week from October 31 to November 4.

According to a release, the week is being observed on the birth anniversary of Sardar Vallabh Bhai Patel, whose integrity, commitment to duty, courage and strong resolve are qualities which set example for the others.

Natrang plays selected for National Theatre Festivals

JAMMU, Nov 1: Two plays of Balwant Thakur have been selected for two different National Theatre Festivals being held in Delhi and Jabalpur (MP).

The play 'Mere Hisse Ki Dhoop Kahan Hai' has been selected for 'Jashnebachpan' - A National Theatre Festival for Children which is being held in connection with the 50 years of India's Republic. This festival will start from November 2 at Shri Ram Centre for Arts & Culture, New Delhi in which 10 best children plays of last 50 years are being featured.

The National School of Drama, New Delhi has organised this festival and Natrang, Jammu will stage its show Nov 4 with a team of 2 child artists.

The play 'Mere Hisse Ki Dhoop Kahan Hai' was first produced for a UNESCO sponsored project in 1992 and till date over 60 shows of the play have been staged in J&K State and different parts of the country.

The play reveals that we in India ae over 100 crore and shockingly there is no realisation of hazards of population explosion. Here come the children who not only make you realise but one ponders over the questions 'Where is my share of Sunlight'? 'Why have we been brought up in this world'? raised by the children in the play 'Mere Hisse Ki Dhoop Kahan Hai' which unfolds the hazards of population explosion. Through this play Mr Balwant Thakur has made an efforts to evolve a theatre suitable for our children and their conditions. The focus of the director is more on the best use of children's creative resources and their innovative expressions. This play has already been highly acclaimed as one of the most creative children's production.

The children who were going to play the prominent roles are Vikrant Sharma, Pancham Singh, Gopal Singh, Kabir Babu, Tanya Gupta, Dimpal-Bandhan, Supriya Kohli, Sonia Sharma, Madhavi Gupta and Mohit Sharma.

The children are supported by a team of senior Natrang artists who will be handling this production in a professional manner in this high profile theatre event. 3-day seminar begins at JU on Ferroelectric & Dielectrics

JAMMU, Nov 1: Three-day national seminar on Ferroelectrics and Dielectrics, organised by the Department of Physics and Electronic, University of Jammu, commenced here today. Nearly 100 delegates comprising leading scientists and academicians from all over the country are participating in it.

Prof. H.V. Tiwari, Vice Chancellor, Barkatullah University, Bhopal, was the chief guest. Prof. R.R. Sharma, Vice Chancellor, Jammu University presided the function. Dr. V.K. Wadhwan, Head Laser Material Division for Advanced Technology, Indore was the Guest of honour.

Giving thought provoking details of ferroelectronics and their physical characteristics, Prof. Tiwari said that entire computer system is based on this material. He said that highly advanced scientific research work is being conducted in the University of USA, Germany and Japan on crystalographic- polarisation, modulation and deciphering of stored memory in the dielectric material and cybernatics. Giving the details of the use of dielectric and ferroelectric material for storage of memory in computers, Mr. Tiwari said that this advanced scientific technique has made the teleconferencing possible at global level.

Prof. Tiwari, said that the computer technology is advancing so rapidly that after about two decades, the waves travelling with velocity of light could be stored in the memory of a computer for further processing and dissemination. This is possible only if more advance research is conducted on the mechanism, polarisation and symmetry of the ferroelectronics and diaelectronics, he added. Prof. Tiwari added that scientific research work on ferroelectrics and dielectrics will further enrich the field of Information Technology. "These ferroelectronics and dielectronics are the materials which are used in storing the electro-magnatic waves travelling with velocity of light, he added.

In his key note address, Prof. Wadhwan said that the national seminar on Ferroelectrics and Dielectrics is held at such institutions of the country where research work is carried out meritoriously. Such seminars have already been conducted successfully at IIT Delhi, NPL Delhi and IIT Madras in recent past. He said that scientific deliberations would be utilised to evolve new technology for making the life style of the people more comfortable.

The Vice Chancellor of Jammu University, Prof. R.R. Sharma eulogised the Physics Department for organising the national level seminar. He said that it was a proud privilege for the University of Jammu that UGC had identified the Physics Department for organising the XI- Ferroelectics Conference. He said that Science and Technology has made tremendous advancement in every field during past half century. These developments have brought a massive revolution in our social life, he added. He welcomed the guest scientists and hoped that the deliberations will evolve new horizons in scientific research.

The Convenor of the Seminar, Prof. P.N. Kotru disclosed that as many as 150 leading Scientists of the country were attending the Seminar. He said that on the concluding day, "the national level award for outstanding research contribution in the field of ferroelectrics instituted by Pt. Ravi Shankar Shukla University, Raipur (MP) would also be honoured as the best adjudged scientist.

Besides the Scientists from different States of the country, a galaxy of Professors, academicians, research scholars and scientists from differeent disciplines of the State also attended.
