Surjit says efforts on for third front

JAIPUR, Nov 1: CPI (M) leader Harikishan Singh Surjit today said that efforts were going on for the formation of a "third front."

"The Congress and the Bharatiya Janata Party (BJP) have disappointed the people and now only the third front is a ray of hope," Mr Surjit told UNI.

About the constitution of the third front the leftist leader said he was holding talks with Samajwadi Party leader Mulayam Singh Several like-minded leaders, including former Prime Minister H D Devegowda, have started joining a common platform. He was in touch with these leaders, he said.

West Bengal Chief Minister Jyoti Basu, who recently resigned his post, would also play an important role in the formation of the third front but because of the coming polls in that state he would be busy there, Mr Surjit added.

He pointed out that the Trinmool Congress had helped further strengthen his party as all the activities of its leader and Union Railway Minister Mamta Banerjee had proved "hollow."

He said the people also felt that Ms Banerjee was not getting favourable response on any issue from the Union Government, even then she was unable to quit the Government. (UNI)

Sonia is not deterred by Prasada’s candidature

BANGALORE, Nov 1: Congress president Sonia Gandhi today asserted that she is not deterred by dissident leader Jitendra Prasada’s presence against her in the party Presidential election.

"Not at all", Gandhi shot back when asked by reporters if she was deterred by the contest from Prasada, who is the first ever to take on a member of the Nehru-Gandhi family for the top party post.

She was speaking to reporters during a brief stopover at the Bangalore airport en route to Lakshadweep.

"Nothing in particular", Gandhi said to a query as to what she felt about Prasada’s presence.

On the impact of Prasada’s contest on inner party democracy in the Congress, Gandhi said, "the whole effort is to ensure inner party democracy. That is precisely why we have set up the Central Election Committee and authorities in each state to ensure transparency and democracy within the party for these elections."

Speaking to reporters separately, Madhya Pradesh Chief Minister and senior Congress leader Digvijay Singh, who also accompanied Gandhi to Lakshadweep said there was "not even the slightest threat" to Gandhi’s leadership from Prasada.

Singh dismissed as "non-issues" points raised by Prasada regarding the organisation and the poll process, saying "he has forgotten how he became the vice-president last time. The elections (then) were worse than this time."

On Prasada’s charge about coterie in the party, he said "every power Centre has a coterie. There are people who advise whom they represent."

Asked whether Prasada has broken a tradition by taking on Gandhi, Singh said there was a contest last time also, when Sharad Pawar and Rajesh Pilot were in the fray.

He dismissed a question about "an intimidating atmosphere" prevailing in the party for Prasada, saying "Prasada has filed his papers. It is fair."

Replying to a question earlier on the performance of Congress Chief Ministers, Gandhi said she was satisfied with it, particularly when compared to the performance of their counterparts in the BJP-ruled states.

Gandhi left for Lakshadweep in a chartered aircraft accompanied by Singh and Rajasthan Chief Minister Ashok Gehlot.

CVC for amendments in provisions for income tax refunds

NEW DELHI, Nov 1: Central Vigilance Commission today sought amendments in the provisions for income tax refunds by cheque saying it is breediment.

"We have proposed that income tax assessee should be given the option of taking the refund through cheque or carrying it over to the next assessment year or the amount be transferred directly to his bank account," Central Vigilance Commissioner N Vittal said at a conference here.

Vittal said "we have asked Finance Ministry to do away with the provision of making income tax refunds through cheques as it was a breeding ground for corruption and many complaints have been received about Income Tax Department officials not releasing the cheque unless they were bribed." He called for bringing about transparency in the working of Government departments and providing access to information to root out corruption in India.

Stating that there was a systematic attempt by departments to protect corrupt officials by going slow on investigations and giving punishment, Vittal said effective and timebound punishments should be meted out to corrupt officials. (PTI)

14 Indians on board the crashed Singapore plane

MUMBAI, Nov 1: There were 14 Indians, including two infants, on board the ill-fated Los Angeles-bound Singapore Airlines (SQ) Boeing 747 Flight, that crashed at Taipei Airport last night, Air India sources said.

One Indian, Koppaka Somasekhar Varaprasad has been admitted to a Taipei Hospital, an Air India official said adding that the fate of the others was not yet known.

Seventy-seven passengers of the total 159 passengers on board the flight have died so far in the crash on Taipei runway in blinding rain.

According to the manifest released by SQ here, 12 passengers boarded the flight from Hyderabad while the other two took it from Mumbai and Chennai respectively.

The passengers from Hyderabad had boarded an Air India Flight (AI 422) and were connected to the ill-fated flight (SQ006) for which ai has a code sharing agreement for the Singapore-Los Angeles sector.

Pramod Poddar and Penmat Raju had boarded the Singapore Airline) and Chennai (SQ409) on October 30 for Los Angeles via Singapore.

Following is the list of Indian passengers: 1) Pramod Poddar 2) Penmat Raju, 3) Rabia Aliniazee, 4) Sangita Kommera, 5) Saahil Kommera (infant), 6) Sneha Kommera, 7) Srinivasan Kommer, 8) Marellapudi Suryanarayana, 9) Mohammed Moiuuddin Khan, 10) Noorjehan Begam, 11) Akash Volam (infant), 12) Janardan Volam, 13) Neelma Vuppala and 14) Kopakka Somasekha Varaprasad.

A SQ official, Srinivasan, has flown in from Chennai to Hyderabad to contact the relatives, an airline official said. (PTI)

India asks agencies to support domestic
outlays on education

NEW DELHI, Nov 1: India has asked developing countries to reinforce efforts at the international level to render the multilateral trading regime and the international monetary and financial systems more responsive to tackle the problems of poverty and development.

Addressing the G-15 meeting of Foreign Ministers in Cairo, Minister of State for External Affairs Ajit Kumar Panja called on international funding agencies to support domestic outlays on education.

The two-day meeting, which ended yesterday, endorsed the establishment of a G-15 human resources training programme, details of which will be worked out.

It also agreed that the theme of the 11th summit to be held in Jakarta, Indonesia next year would be "development and the digital divide". It was decided that a task force on information and communication technologies would be established to facilitate subissue.

The Foreign Ministers considered a wide range of issues including poverty alleviation, trade and investment, environment, information and communication technologies, incentives for small and medium enterprises, reform of the international financial architecture and human resource development.

Mexican President Ernesto Zedillo Ponce De Leon, who received the heads of delegations, stressed the crucial role that the G-15 could play as a strategic forum based on South-South cooperation.

Setting the tone for the deliberations, Panja stressed that poverty eradication was among the most daunting challenges facing the international community. He said sustained economic growth was crucial to combat poverty.

Panja’s call to evolve a common definition of poverty, that was based not not merely on monetary baselines but a more holistic approach that addressed issues such as individual Calorific intake or consumption basket, struck a responsive chord in many delegations.

Where progress was recorded in combating poverty, he also stressed that it was imperative to take necessary measures to sustain such gains and prevent re-slippage below the poverty line.

On the Human Resource Development (HRD) issue, Panja said it was crucial in the new knowledge-based global economy and needed to be seen not just as a tool to improve literacy or vocational skills but also to empower entire sections of the population.

The minister underscored the importance of providing compulsory education to all and laid special emphasis on on the education of the girl child.

He called for a special fund to be set up to counter the complex socio-economic or familial obstacles to the education of the girl child. He pointed out that the experience of developing countries revealed the catalytic impact of educating the girl child. (PTI)

6 more bookies arrested in UP

LUCKNOW, Nov 1: In continuation of its crackdown on bookies in the state, Special Task Force (STF) of Uttar Pradesh Police has arrested six bookies involved in betting on one-day cricket matches taking the total number of those arrested to 19 within the last three days, stf sources said.

One car, four mobile phones and Rs 35,000 in cash were recovered from the bookies who were arrested yesterday, sources said.

Those arrested included Gurnam Singh, Basant Mohan Singh, Bharat Raj Lalwani, Amarjit Singh, Suresh Agarwal and Uma Shanker, they said.

On October 29, STF had arrested 13 bookies following raids in Lucknow, Agra and Kanpur and busted a racket involved in betting on one-day matches. (PTI)

HC advises Liberhan panel not to insist
on Singh’s appearance

NEW DELHI, Nov 1: The Delhi High Court today said the Liberhan Commission, probing the sequence of events leading to demolition of the disputed structure at Ayodhya, should stick to its commitment of not summoning former Uttar Pradesh Chief Minister Kalyan Singh till next hearing on his petition.

Justice Manmohan Sarin told the Commission counsel that the penal should not insist on summoning Singh as it had given a commitment to the court to this effect on the last hearing.

The court’s observation came during the hearing of Singh’s petition challenging his summoning by the Commission as witness.

Singh’s counsel M N Krishnamani and Ajay Agarwal told the court that their client had already filed a petition in the supreme court for transfer of his similar petition from the Allahabad High Court to Delhi High Court.

Justice Sarin during the last hearing had told Singh’s counsel that they should first select their forum to seek a relief as filing identical petitions before two courts might result in duplicity of the judgement on the issue.

Singh had challenged his summoning by the Commission on the ground that his giving evidence before it would be prejudicial to him as he was facing prosecution relating to demolition in an Uttar Pradesh court.

Singh moved the Delhi High Court in August this year after the Commission in July said that bailable warrants would be issued against him if he failed to appear before it.

He had filed a petition in the Allahbad High Court in 1993 in the similar circumstances. (PTI)
