NC Government committed to decentralisation : Bali

JAMMU, Oct 31: Provincial president National Conference (NC), Mr Bodh Raj Bali has said that his Party’s Government is committed to decentralisation of powers to villages and Panchayats.

Addressing the one day convention of of Party Marh Block delegates and workers here today, he said it was the NC that introduced single line administration by constituting district boards to ensure participation of people at grassroot level in development activities.

He said the State Government headed by Dr Farooq Abdullah has made a promise of Panchayat elections during the 1996 Assembly poll.

Mr Bali urged the workers to work with dedication to mitigate the problems of common people and ensure that the persons with clean image and dedication committed to the cause of poor masses are elected to the Panchayat as Panchas and Sarpanchas so that the people of this state are served in a better way.

He said that J&K National Conference has always given adequate representation to the women folk in the development activities. He said our Government headed by Dr Farooq Abdullah has already made 33 per cent reservation for women in Panchayat election.

Addressing the workers Minister of State for Food and Civil supplies Mr Ajay Sadhotra emphasised the need for strengthening the basic foundation of democracy by making Panchayat strong.

He said the history of NC shows that Party has always suffered vast destruction of the developmental infrastructure due to Pak sponsored militancy. But after the present Government led by Dr Farooq Abdullah took over the development process has been brought back on the rails. The activities in different parts of development in all parts of the state are transparent. This was possible only with the active cooperation of the people.

Mr Sadhotra asked the workers to identify themselves with the problems of the common masses for which NC has always stood. He asked the workers to ensure that the Panchayat elections are held in a peaceful atmosphere and only those persons who are committed to the cause of the people are elected.

The convention was chaired by Th Baldev Singh, block president NC.

SBI officers elect body through consensus

JAMMU, Oct 31: First time in the history, the State Bank of India Officer’s Association, Chandigarh circle elected new team with consensus.

According to a press release, the members had decided their leaders by closing their rank and file even before the nomination were formally opened on October 30. Never before it has happened and the new trend of thinking amongst the members add new dimensions to the officers trade union movement. The release further stated that this could be possible and achieved through the sincere efforts of Mr Amar Pal, general secretary and his team at circle level while the team lead by Mr Varinder Bhat, deputy general secretary, J&K module did not lag behind in achieving total consolidation of members in the J&K module.

Chain hunger strike in 17th day

JAMMU, Oct 31: The leaders of different political and social organisations joined the chain hunger strike of camp college students which entered 17th day here today.

These include chairman Panun Kashmir, Dr Ajay Chrangoo its general secretary Kuldeep Raina, Satish Sher, P N Raina, Ravi Mahaldar, Kamal Wangoo, J L Raina, Prof B L Fotedar, Sunil Bhat and L K Moza, BJP leader.

The three students who replaced the yesterday’s batch include Renoo Talashi senior leader GGM Science Camp College, Miss Suman Lata and Surja Koul.

The striking students were joined by a large number of their colleagues who were shouting slogans against the merger decision. Terming it a black decision they demanded its immediate revocation.

Addressing the gathering, Dr Ajay Chrangoo strongly condemned the State Government’s decision of affiliating the camp colleges with Jammu University.

He alleged this decision is aimed at dismantling the social activities of Jammu region and demanded that it should be immediately revoked.

Mr Som Nath Dabgotra president J&K Vikas Party while criticising the decision alleged that State Government was trying to create a communal tension in the J&K through such steps.

Launching a frontal attack on the Education Minister, Mr Mohammed Shafi Uri, Mr Vinod Pandita president Camp College Students Association held him responsible for this decision which he alleged smacks of a big conspiracy to snap the last links of the community with the Valley.

Mr Rahul Dhar president GGM Camp College warned the Government of serious consequences if it sticks to its rigid stand.

Mr O N Trisal, president AKPSC and Rajesh Handoo also addressed the gathering.

Meanwhile the college boycott by the agitating students of camp colleges entered the 57 th day today.

NRTS celebrating Vigilance Awareness Week

JAMMU, Oct 31: The NRTS-II Vigilance Deptt. of Power Grid Corporation of India is celebrating a Vigilance Awareness Week beginning from today to November 4. The 'Week' is being organised at all offices of Power Grid throughout country including NRTS-II.

In order to increase the awareness about the dangers of corruption and need for vigilance, the Vigilance Deptt. of the region under the instruction of Central Vigilance Commission is celebrating the week by organising debates, seminars, lectures to highlight the menance of corruption and its impact on society.

The Vigilance Awareness week will be celebrated from 2000 onwards for a week beginning 31st October, every year, the birthday of Sardar Vallabhbhai Patel whose integrity, commitment to duty, courage and strong resolve are qualities which shine like a beacon before the nation as a guiding point.

The objectives of celebrating Vigilance Awareness week is to make every individual of the society, organisations including students, businessmen, social leaders and other leaders in every walk of life concious about transparent, cleaner and efficient system and contribute in initiating steps for bringing down the level of corruption in public governance in India.

Glowing tributes paid to Indira Gandhi

JAMMU, Oct 31: Glowing tributes were paid to late Prime Minister, Mrs. Indira Gandhi by the staff and students of Government Women College, Parade, Jammu on her 16th death anniversary today.

In this connection a simple but impressive function was organised in the college auditorium. Miss Mehmooda Ali Shah, a prominent octagenarian educationist of the State and a close associate of Mrs Gandhi presided.

Paying her heartfelt homage to the late Prime Minister, Miss Mehmooda described Mrs Indira Gandhi as a brave woman of International recognition who championed the cause of down-trodden and non-affluent nations of the world. Remembering the nostalgia of those days when Mrs. Gandhi was the Prime Minister of the country, Miss Mehmooda said that the great lady had a dream to emanicipate the lot of women folk especially living in the rural areas of the country.

Miss Mehmooda said that Priyadarshani was an apostle of non-alignment, peace, prosperity and inspiration for the weaker sections of the society. She said that in order to make her dreams true she launched 20-point economic programme throughout the country to ameliorate the socio-economic conditions of the people. Very rightly she was honored with Bharat Ratna in 1972, she added. She said that like other great ladies of our country including Kasturba, Vijay Lakshmi Pandit and Rani Jhansi, Mrs Gandhi had the similar soul and disposition in herself.

Referring to the achievements made by the country in different spheres of development, Miss Mehmooda said that the birth of Bangladesh, its after-math and foreign affairs were some of the incidents to be quoted. "Even the political opponents and staunch critics had held the great madam in high esteem and described her as an embodiment of Goddess Chandi after turmoil in Bangladesh," she added.

Miss Mehmooda called upon the younger generation to rise to the occasion and try to put in practice the teachings of the great lady of the country. She said that our country had unity in diversity and secularism is the binding fabric of our nation.

On the occasion six students of the college spoke on the life and achievements of late Mrs Indira Gandhi.They also presented musical and poetical tributes to the departed leader.

The Principal of the college, Prof. Kiran Bakshi presented vote of thanks. Mrs. Reeta Jatinder Ex-principal of the college also spoke on the occasion.

The function was attended by a galaxy of academicians, prominent citizens and students of the college.

Promote petitioner as Tehsildar under
reservation rules: HC

JAMMU, Oct 31: Justice O P Sharma of the State High Court has directed the Government to consider the petitioner for the appointment of Tehsildar under reservation rules and give him the same benefit and promote him from the date the other persons were holding the charge of the Tehsildar, as per the impugned order dated July 24, 1997.

The petitioner, Ayudhaya Lal, presently Naib Tehsildar, had challenged the Government order whereby four Naib Tehsildar were made incharge Tehsildars. He had pleaded that he was ignored for the promotion under Reservation rules.

The stand of the respondents was that the petitioner figures at SN 398 of the seniority list and as such, he could not be accommodated as compared to him, Joginder Dass, SC candidate figuring at SNo 16 was assigned the roaster point six and given the benefit of SRO 126 of 1994.

Senior Advocate S S Lehar, appearing for the petitioner termed this stand as " erroneous" on various grounds. Additional Advocate General, Amrish Kapoor, representing the Government, stated that by the impugned order, only stop-gap arrangement has been made, as such, the petitioner has no cause of action.

While disposing off the petition, Justice Sharma observed that it was not necessary to fix any time schedule in view of the judgment in Suraj Parkash Gupta V/S J&K State and others. One of the general direction to the State is to constitute the high level committee and the function of the committee is to find out in which department the adhoc/ stop-gap promotees are languishing without their cases being referred to Public Service Commission/Departmental Promotion Committee for regularisation within their quota. " Since stop-gap arrangement in this case was made in July 1997, the case should have received priority in view of the direction given by the Supreme Court". With this observation, Justice Sharma directed the respondents to promote the petitioner as Tehsildar.

Congregation of Kangal Mahajan Biradari on Nov 11

JAMMU, Oct 31: Kangal Mahajan Biradari annual congregation is being held on November 11 at Darbar Sajawati Mandir, Panjbakhtar Road Jammu.

As per a release this has been disclosed in a release by Mr Mangat Ram Gupta, who is the election Commissioner of the Biradari. He said besides elections for which applications have been called from contesting candidates by November 5, the other highlights of the celebrations will include Dev Pooja, Phere-Tarage, Mundan Sanskar and Havan Yagya which will be followed by Bhandhara.

Mr Gupta has appealed the Biradari members to participate in the celebrations to get blessings of the Deity for the well being of the mankind.

Chief Engg PWD attains superannuation

JAMMU, Oct 31: Mr N K Kohli, Chief Engineer PWD (R&B) Department, superannuated today after putting in 34 years active service in the Department.

As per a release Mr Kohli, a first batch graduate of Regional Engineering College Srinagar, was accorded a warm send off by the (R&B) Department Employees Welfare Association at Lok Nirman Bhavan Jammu in which all the officers and officials of Jammu province participated.

The speakers applauded the role of Mr Kohli as chief engineer, who did his best to solve the problems of the employees in respect of their service matters, working hard and formulation of a record number of development projects, getting them sanctioned from NABARD and starting them on ground.

During his service tenure Mr Kohli worked in far flung areas of district Doda, Kargil, Leh, Poonch, Basohli-Bani besides his assignment in Salal Project, Dul Hasti Project, Estates Department, JDA and Sewa Hydel Project, where his contributions were appreciated as well. He believed in policy of transparency in the department and his acting as head of the Department was appreciated by the Staff and the public at large. His hard work and dedication to duty will be remembered for all the times to come.

Mr Kohli in his thanks giving address expressed his appreciation and thanked the staff members of the Direction office and other offices and field staff for the cooperation extended to him during his brief tenure as Chief Engineer, which was the main reason behind his success.

Peoples’ massive protest demonstration in Udhampur

UDHAMPUR, Oct 31: A massive demonstration was held in the town today under the banner of J&K Nationalist Front in support of the demand of separate statehood for Jammu.

Prominent JKNF leaders of the district were leading the procession. The people carrying banners and placards, depicting their demand and raising slogans against the government passed through various city markets. Later they gathered outside the office of Deputy Commissioner Udhampur and sat on protest dharna.

The demonstrators were raising slogans against the National Conference Government for causing discrimination with the region. The gathering was addressed by Balwant Singh, Ranjit Parihar, Surjit Singh, Ravi Malgooria, Bishan Dass and Balwant Singh Mankotia. The speakers said that days of exploitation of Jammu province by the Kashmiri leadership are numbered. They exhorted the people to rise to the occasion and launch a united struggle against the Kashmiri domination.

They alleged that for the last fifty years, the people of Jammu and Ladakh are facing this exploitation which will not be tolerated any more. Mr Balwant sought the cooperation of all the like-minded organisations, parties and groups in this struggle.

Security of HRS leader withdrawn

KISHTWAR, Oct 31: District unit of Hindu Raksha Samiti (HRS) has expressed serious concern over the situation prevailing in the district.

As per a release, a meeting of the members of the Samiti was held here today under the chairmanship of Mr Ved Parkash Gupta, district president of the organisation. The problems being faced by the members of the Association were discussed. They criticised the District Administration for not providing adequate security to the Hindu leaders who are facing threat from the militants.

He alleged that security of the Tehsil president Mr Chander Mohan has been removed by the Administration which appeared to be a conspiracy. Mr Gupta said that Chander was already in the hit list and if anything happens the Administration will be responsible. The members of the Samiti have expressed strong resentment over this action of the Administration.

One killed, 29 injured as bus rolls down

JAMMU, Oct 31: One person was killed and atleast 29 others were injured when a bus in which they were traveling skidded off the road and rolled down near Samba late last night.

According to police reports, the bus was on its way from Delhi to Jammu when it met with accident killing one on spot and leaving 29 others injured.

Getting the report of accident, police party from the Samba Police Station led by SHO S S Samyal and SI Rajesh Jamwal rushed to the accident site and started rescue operation. All the injured were removed to Samba hospital where doctors declared one of them as brought dead. Twenty persons were referred to Government Medical College in view of their deterioating condition.

The condition of injured admitted in the Medical College was stated to be improving. The body of the deceased identified as Umawati wife of Ramanand of New Delhi was restored to family members after post-mortem.

Meanwhile, two persons were injured when their scooter skidded off the road at Satwari. Some pedestrians immediately swung into action and shifted them to hospital where their condition was stated to be critical but they were responding to treatment.

They have been identified as Lakhvinder Singh son of Amar Singh and Gurmeet Singh son of Pritam Singh, both the residents of Gadi Garh.

Adyal to head SRTC employees

JAMMU, Oct 31: Messrs Ajit Singh Adyal and Charan Dass Bhagat were elected as president and general secretary of J&K State Road Transport Corporation Employees Federation which is an affiliated body of SCLU.

As per a release, the elections were held under the chairmanship of Mr Dalip Singh Lobana and R K Sharma vice president SCLU.
