RAJOURI, May 21: For a Pak militant the Romeo Force is other name of death but for the innocent villagers of twin border districts of Rajouri and Poonch it is not less than a messiah which has turned their shattered dreams into reality.

It was really an occasion of joy for over 15,000 denizens of the nine hamlets of Dhar Sakri and its adjoining villages when the army inaugurated the road from Parori Gujaran to Mandar Gala this week.

On this occasion a simple but impressive function was held in the village Dhar Sakri in which the Maj Gen Richard Khare of Romeo Force was the chief guest.

The function among others was attended by MLA Dharhal, Ch. Mohammed Hussain, Deputy Commissioner, Rajouri Mr B A Ronyal, Brig J S Jamwal, Col Manjit and Col R B Singh.

With the construction of this road the distance between Dharhal to Koternaka has been reduced from six hours duration to three and half hours.

Speaking on the occasion, Maj Gen Khare assured people all cooperation from the army in ameliorating their sufferings caused due to the Pak sponsored proxy war.

He said the people living in border area have been worstly hit by terrorism but still they displayed the courage and faced all odds boldly.

He said nothing is dear to a jawan serving at border than his country and while fighting the enemy on frontiers he keeps only one motto in his mind that is victory for which he even sacrifices his life gladly.

Speaking on the occasion Ch. Mohammed Hussain MLA also said he is personally indebted to army for constructing this road.

He said the road will help in containing the militants movement. He said with the strong resolve of the people we have defeated ISI and will not allow it to succeed in its vicious gameplan.

The Deputy Commissioner Rajouri, Mr B A Ronyal while speaking stressed on more civil and army liaison. This he said will help in eliminating the militancy from the area.

Mr Ronyal while eulogizing the role of army said whether in war or peace the Indian army has never shirked to serve the nation. He said the discipline maintained by our armed forces has given it a name world over.

He asked the people to work shoulder to shoulder with the security forces in fighting the militancy.

Among the local leaders Haji Bashir, Th. Suraj Singh and Moulvi Mohammed Sharif also spoke on the occasion.

JAMMU, May 21: Nari Jagran Manch an organisation fighting for rights of women has demanded state subject rights for the women who are married out side the J&K.

The Manch convener, Mrs Sneh Bali who was talking to mediapersons here today said the women in the state face grave discrimination so far as state subject rights are concerned.

She said it is a grave injustice with the women folk whose ancestors are from the state and who are brought up and educated in the state loose their right of State subject if they are married across the river Ravi.

She said the basic drawback and lacuna in the law is that every woman is deprived of this right after marriage and the state subject certificate issued before her marriage is declared invalid after she enters a wedlock.

Terming the law totally discriminatory in this regard she alleged that many women could not seek the job as their state subject certificates were rejected during the interview time on the pretext that they have been issued before their marriage.

She said though the women who are married in the state can retain this right after applying for fresh certificates but those who are married outside the J&K loose this right for their life which is total discrimination with the women folk of the state.

Mrs Bali while making a dig at the Government said on one side both State and Central governments are talking about the empowerment of women and on the other they are being deprived of their fundamental rights.

She said the law which makes the state subject rights of women only valid upto their marriage is Constitutionally wrong.

Mrs Bali also made a dig at human rights organisations for not taking the cognisance of this so far when these organisations have been making lot of hue and cry on other issues.

Criticising the policy of State Government in this regard she alleged many clergy men from outside J&K who are involved in anti national activities have been settled in the state and provided the state subject certificates while the basic citizens are being deprived of this right.

She maintained that no country can progress and realise the goal which deprives its women from the basic rights.

She warned agitation in case the State Government continues to stick its policy on the issue saying that women can no more tolerate this injustice to which they have been subjected over the years now.

She said her organisation will launch a movement to mobilise the public opinion on this issue by holding corner meetings, seminars and also will not hesitate to come on roads and hold demonstrations for ending this injustice.

She also said the Manch will approach the High Court and challenge the law there.

She said the law regarding the state subject which was enacted in 1927 has become totally irrelevant now and hence be repelled for good as circumstances prevailing today are quite different what they were at that time.

Mrs Raj Kaila, city president of the Manch, its senior member Surjeet Kour, general secretary Vishwakirti (Shashi) Sharma and S K Bali senior member also expressed their dismay over the discriminatory attitude of the State Government towards the women.

They said a family having a lone daughter if married outside the state can not claim the property after her parents death despite being the natural heir of the same.

Four burglaries in last fortnight

JAMMU, May 21: Panic has gripped the Govind Nagar, Bank Colony in Munshi Chak, Gool Gujral where four broad daylight burglaries have been reported since last fortnight.

According to the residents of the area all the four burglaries have taken place during day time when no body was present in the houses.

They said in all the four cases the burglars decamped with golden ornaments and other valuables. They said the modes operand adopted in every case is same and till date police has not been able to find out any clue in the thefts.

The residents said thefts are the handiwork of a gang of burglars which is active in the area.

They demanded deployment of police in the Colony to check such incidents in future.

Meanwhile, PDP leader, Mr A K Jotshi has demanded immediate arrest of burglars and recovery of stolen property.

In an appeal to District administration he demanded constant police vigil in the area to avert such incidents in future.

He warned that his party will launch agitation in case the Police failed to track down the burglars and recover the stolen property from them.

Engineers demand finalisation of seniority lists

SRINAGAR, May 21: The Graduate Engineers Association has demanded finalisation of their seniority lists immediately so that they are not deprived of their promotion benefits.

The demand was made in the Association meeting here today, which was presided over by Mr Tariq Hussain its state secretary.

The members who were present in the meeting include graduate engineers of all cadres from junior engineers to SEs level.

The members expressed strong resentment against the injustice to which they have been subjected by the State Government and alleged that AEs and JEs were working on the same post for over last 13 years.

The Association also demanded regularisation of services of AEs, AEEs, Xens, SEs, CPEs and CEs as most of the engineers promoted to their next higher posts have been deprived of the due grades.

The Association while stressing the State Government to solve the genuine demands of graduate engineers, expressed the hope that the Works Minister, Mr Ali Mohammed Sagar will take personnel interest in this regard.

The other demands highlighted in the meeting include release of running grades in favour of all graduate engineers of the state at par with doctors and filling up of all the vacant posts of engineers in different cadres at an earliest.

USTA deputation calls on CEO

UDHAMPUR, May 21: A deputation of the J&K United School Teachers Association (USTA) under the chairmanship of Mr Suman Kapoor, general secretary of the USTA met CEO Udhampur and apprised him of the problems of the teaching community.

According to a press release, Mr Kapoor requested CEO to adjust Masters who have served in the militancy plagued areas of Doda district at suitable places.

Mr Kamal Kishore observed that most of the cases like SITU promotions, leave cases and permission cases were lying pending either ZEO office or CEO office for one reason or the other. Their disposal was sought at an earliest.

Mr Ashwani Dubey demanded that those teachers who have been serving in the far for more than 10, years would be adjusted in their respective localities and the process should be done in phased manner. Bhagwan Singh and other members said that in many of the schools roll has gone very high but there is scarcity of teachers and majority of the school lack infrastructure.

CEO gave a patient hearing to all the problems and promised to solve those within his power.

Govt employees suspend protest demonstration

According to a press release, Mr Bakshi informed the meeting that employee have been busy in conducting census survey, therefore protest demonstration scheduled to be held on May 24 has been withheld. He further informed that employees leaders have apprised the Finance Commissioner of the Centre, in Srinagar of their genuine and legitimate demands and are quite optimistic of the positive outcome.

According to a press release, present political situation of the state, deteriorating law and order situation, abrupt cumbersome price hike of essential commodities, acceleration in militants activities were threadbare discussed.

Participants in the meeting expressed their anguish over the failure of the State Government to keep a check on unprecedent hike in the price of the essential commodities like Kerosene oil, LPG and ration. Meeting also expressed grave concern over scarcity of drinking water and electricity in the state. Participants strongly condemned the State Government for adopting a casual approach over the increasing miseries of the masses.

POONCH, May 21: War widows of JAK LI Regt from the Poonch district were felicitated and presented with Rs 50,000 each by Brig A S Sekhon, YSM, Cdr 93 Infantry Brigade at a somber and dignified function today.

According to a press release, a few disabled retired soldiers were also awarded Rs one lakh each. A total of Rs 13 lakhs was disbursed today.

Earlier, Brig Sekhon, recalled the sacrificed made by the martyrs of the Brigade and paid homage to them in meticulously solemnized wreath laying ceremony at the Raja Memorial.

He reiterated the valuable role played by the veterans since our independence and also highlighted the importance of the age old customers and traditions set by them, which have been keeping the younger generation equally inspired despite the changing times.

The Brigadier also praised the outstanding performance of the JAK LI Bn and unveiled a Sthapana Shila to commemorate the raising of this Shaktishali Bn at Poonch ALG, while fighting Pakistani raiders 50 years ago. The silent tears in the eyes of the veterans who actually were involved in making the Poonch ALG amidst heavy enemy firing 50 years back said it all. It conveyed their gratitude and absolute satisfaction for being remembered on this occasion. The construction of ALG during the seize of Poonch is a shinning example of the civil and military cooperation.

Tributes paid to Rajiv Gandhi on his 9th death anniversary

JAMMU, May 21: Rich tributes were paid to former Prime M-inister late Mr Rajiv Gandhi on his 9th de-ath anniv-ersary in various functions held across the state today.

The main function was held at Pradesh Congress Committee headquarters at Shahidi Chowk Jammu. It was presided over by senior Congress leader Ms Mehbooba Ali Shah. About forty PCC members attended the meet.

Various PCC members while speaking on the occasion, recalled the services of late Mr Rajiv Gandhi. They said that Rajiv will always be remembered for his dynamism, vision and his concern for the poor. It was he who initiated the upliftment of the deprived sections of the society through the institutions of Panchayati Raj and the decentralisation of power.

Mr Gandhi got the credit of strengthening the roots of democracy by reducing the voting age to 18 and he had favoured 33 % reservation for women in the legislature. His entire thrust was at building new India, technologically second to none in the world. His interest was not confined to India alone but for the world peace.

Prominent among those spoke on the occasion included—Mangat Ram Sharma, Dharam Paul Sharma, Janak Raj Gupta, G M Mir Poonchi, Gulchain Singh Charak, Om Chopra, Shiv Dev Singh, Ram Dass Dogra, Moti Lal Koul, Vijay Luxmi Dutta, Raj Rani Bhagat, Baldev Sharma, Ashok Sharma and Balbir Singh (Both sitting MLAs), Ram Rattan Sharma, Garu Ram, Bharat Gandhi and others.

In yet another function held at Old Age Home, Ambphalla rich tributes were paid to late Prime Minister, Mr Rajiv Gandhi. The function was presided over by Mr Ashok Sharma (MLA) and Pt Mangat Ram Sharma was the chief guest. The items of daily use, eatables etc. were distributed among the senior citizens of the Home on behalf of Smt. Sonia Gandhi and Congress treasurer—Mr Ahmed Patel.

Paying tribute to the Party leader, Pt Mangat Ram said that the Congressmen should adopt the principles of Mr Moti Lal Nehru, Mr Jawahar Lal Nehru and Smt Indira Gandhi. Mr Ashok highlighted role of Mr Rajiv Gandhi and said that he preached the secular, democratic, moral and human values. The Gandhi family gave its blood for the true service of the nation.

Meanwhile, activists of All India Rajiv Gandhi Brigade observed the death anniversary of late Prime Minister at Migrant Camp Purkhoo.

The function was organised by Mr Ashok Sharma, state president of the Brigade. The workers attending the function paid floral tributes to Rajiv Gandhi. Mr Sharma appealed the youth to come forward to fulfill the dreams of Rajiv Gandhi and work for the upliftment of the poor and down-trodden. He also asked the youth to fight against militancy, corruption and social evils.

He also criticised the BJP led Central government for the sharp hike in the essential commodities and the LPG. Others attending the meet included-Asher Teji, O P Mahajan and Mohan Lal.

JK seeks package for fur traders, revival of HMT

SRINAGAR, May 21- Jammu and Kashmir Government has sought rehabilitation package for fur traders and revival and strengthening of Hindustan Machine Tools (HMT) factory in Srinagar.

The demand was at a meeting convened by the Union Minister of State for Industries and Commerce, Mr. Umar Abdullah at New Delhi yesterday.

Chief Minister Dr Farooq Abdullah, Chief Secretary, Mr. Ashok Jaitly and the representatives of fur traders were also present in the meeting. The senior officers of the Ministry of Industries and Commerce and Department of Environment also attended the meeting.

In view of the unsold stocks valuing about Rs 10 crore, the State Government sought compensatory measures to off set their problems.

As regards HMT, the State Government strongly demanded its revival and strengthening as the State has no major industrial base in the Valley.

Mr. Umar assured that the matter regarding the HMT will be taken up with the Ministry of Heavy Industry shortly.

The issue was also discussed with the Minister for Defence, Mr. George Fernandes.

Issue relating Shahtoosh also came up for discussion. The State Government has put up a proposal to the Centre in this regard.

Farooq pays tributes to Mirwaiz

SRINAGAR, May 21- Chief Minister Dr Farooq has paid rich tributes to Mirwaiz Maulvi Mohammad Farooq on his 10th death anniversary being observed today.

In a message, Dr Abdullah described Mirwaiz a luminary and Islamic scholar who upheld the lofty principles of non-violence, brotherhood and peace in true spirit of Islam. Recalling his personal association with the slain Mirwaiz, he said he was a true friend, a staunch believer of democracy and disapproved violence all his life. He had pluralistic vision of Kashmir and his respect for other faiths endeared him people of all faiths, Dr Abdullah said.

"What an irony that the champion of non-violence and brotherhood fell prey to machinations of perpetrators of terrorist violence", the Chief Minister said and added that Pakistan has not spared scholars and intellectuals who did not subscribe to their designs. Kashmir has lost a galaxy of scholars, academicians, professionals besides innocents at the hands of those who have no respect for human values much less the high traditions of Islam, he said.

Dr Abdullah expressed optimism that the message of peace and brotherhood espoused by leaders like the late Mirwaiz will guide the destiny of Jammu and Kashmir and designs of elements inimical to peace in the state would be frustrated with the collective thinking and will of the people.

SRINAGAR, May 21- Chief Minister Dr Farooq Abdullah today called for global effort to end terrorism, which has posed a grave threat to civilised society.

Paying tributes to Mr. Rajiv Gandhi on his death anniversary, the Chief Minister in a message said that terrorism has taken a heavy toll in one form or the other and has unleashed trails of miseries and devastation for the people. Terrorist violence, he said, has no place in civilised society. While no religion approves of killings, some elements in indoctrinating the youth at impressionable age to tread on the path of self destruction for their political agenda, he said.

He said difference of opinion or dissent are the essence of democracy in present day civilised society. Resorting to terrorism for furthering and imposing ideologies on unwilling people is unacceptable and everyone must stand against it unitedly and rid the society from this cancer, Dr Abdullah said.

Recalling contribution of Rajiv Gandhi in giving new direction to the nation for ushering into 21st century with confidence, the Chief Minister said that the late leader had envisioned India as one of the strongest and modern partners in the comity of nations.

Propagation of medicinal trees in Kashmir, Jammu

SRINAGAR, May 21- The State Forest Research Institute (SFRI) have successfully conducted experiments for propagation of medicinal trees like Taxus Baccata, locally known as Bhrahmirukh, Rasount and Herar by raising cuttings.

These rare species have tremendous potential for earning foreign exchange as they are used for manufacture of important medicines including anti-cancer drugs. These trees grow in the Himalayas at different altitudes.

The Director SFRI, Mr. S D Swatantra, said that for the first time successful experiment has been conducted on propagation of Taxus Baccata through nine-inch cuttings. In one combination of soil, sand and humus with specific dose of fertilizer, the survival rate of 50 per cent has been achieved in Tangmarg area. In view of the success, the Institute has taken up a scheme and set up quality plant production unit at Tangmarg where 7000 such medium size trees have been found with natural vegetation. The leaves and barks of this tree produce Texol, which is used for curing cancer. This rare specie has been found at an altitude of 6000 feet in Gulmarg range. Under this scheme, the Institute has constructed one shade house, a mist chamber and media preparation site.

He said experiments with different treatment of root promoting harmons are being conducted to achieve hundred per cent success.

Similar experiments have been successfully conducted on Barberis, roots of which are used for prepare 'Rosount', yet another specie having medicinal value. The success rate in this case has been as high as 70 per cent. The cuttings of this plant have been used for vegetative propagation. Besides, experiments have also been done on Deodar and Kail with success rate of 40 per cent and 30 per cent respectively.

In Jammu Harar medicinal plant has also been propagated at Nagbani Research Centre by reducing the germination period of its seed from 70 days to 10-15 days.

Natural re-vegetation of these medicinal and other trees has been a serious problem and vegetative propagation by raising cuttings is key to success, he said, adding that during the last financial year more than one lakh quality plants of Deodar and Kail were supplied to various departmental agencies and the people.

ITBP men create history, triumph Kanchenjunga

NEW DELHI, May 21: Sub Inspector Wanchuk Sherpa of ITBP, and two porters hailing from Darjeeling, climbed India's highest mountain peak, Kanchenjunga on May 20.

According to a press release, a wireless message received from the party, now in the process of descending down the mountain, the achievement is marking the first successful attempt to climb any mountain peak in the Himalayas by any Indian group in this year. Mountaineering history has also been made as for the first time any Indian climber has scaled the peak from the treacherous South-West face of the mountain.

The climbers began their arduous walk before day break beginning from camp 4 and moved past camp 5 around breakfast time, and continued their march upto the top of the peak. They reached the peak at 3.45 pm (IST). On reaching the summit, all the members of the ITBP group sat down, and performed a pooja in forgiveness to the local guardian diety of Mt Kanchenjunga. After taking a couple of photographs for record, the mountaineers began their descent.

According to the leader of the Expedition Mr S D Sharma, an Everester, the progress of the Expedition had been as per schedule. He said difficulty was experienced in this group as some members were afflicted with high altitude hallucinations, forcing them to be brought down from near the peak.

The 28, 591 feet high peak may not be as popular as Mt Everest, but it has its charmers.

DG, ITBP Mr Gautam Kaul while complimenting on the latest achievement, informed that ITBP would be launching two more important expeditions in the Himalayas, and also scale at least ten of the sixteen virgin peaks this year alone, opened by Indian Government for mountaineers.

The ITBP Expedition was flagged off by the Prime Minister of India Mr Atal Behari Vajpai on April 1 from his official residence. The Expedition members camped at Kathmandu for making arrangements, and then began their five weeks trek to move into the higher Himalayas.

ITBP sources said, they had to abandon the journey through Sikkim where the local Govt refused permission to the ITBP Expedition. The alternate route through Nepal was thereafter planned.

R S Sharma calls on Chief Minister

JAMMU, May 21: Mr R S Sharma senior Congress leader and MLA Nowshera called on Dr Farooq Abdullah Chief Minister at Delhi and apprised him about the burning problems the people of border constituency of Nowshera are confronted with. Mr Sharma invited the attention of the Chief Minister towards the pathetic conditions of the people living on borders under the threat of ongoing constant firing from across the borders. The people abondoned their migration due to his continued pursuation which also avoided occurance of problems to the Government. The people have demonstrated their will to maintain peace and brotherhood in the area.

He requested the Chief Minister to provide liberal compensation in such cases. Unemployment problem was also discussed in details and the Chief Minister assured that he would look into it on priority.

Mr Sharma pleaded for immediate recruitment of unemployed youths of the border constituency of Nowshera in police force under DGP's quota as also to consider providing of relief to the farmers whose yield has been effected due to draught. Establishment of Agriculture University at Sunder-Bani was also discussed upon and Mr Sharma requested the Chief Minister for early implementation of the decision.

Mr Sharma explained in details about the developmental activities of the constituency and apprised him also about the number of non-functional water supply schemes for want of man-power and also emphasised for implementation of Rural electrification schemes in the constituency, a press release said.
