SC, BC delegation meets Rampal Excelsior Correspondent JAMMU, May 7: A delegation of Scheduled Caste and Backward Classes of Jammu Province led by vice chairman of SC and BC Cell of National Conference (NC), Mr Shiv Dass called on Minister of State for Agriculture and Rural Development, Mr Rampal in his office chambers and apprised him of the problems being faced by the people belonging to down-trodden community. As per a release, during their discussion with the Minister, general secretary of the Cell Mr Rajinder Kumar while highlighting various issued hailed the Chief Minister, Dr Farooq Abdullah for issuing SRO 124. He expressed the hope that 27 per cent reservation for Other Backward Classes (OBCs) will be implemented as per the Mandal Commission recommendations. The delegation urged the Minister who is also the chairman of the Cell that the functioning of Backward Classes Commission, Scheduled Caste Advisory Board ,Scheduled Caste Backward Classes Corporations besides other agencies which are meant for their betterment and welfare needs overhauling. Mr Rampal told the delegation that NC Government is committed to provide socio economic security to the weaker sections of the society in all the three regions of the state equally. Urging the members to maintain unity he said it will enable us to grapple over the problems and hardships in day to day life for the upliftment and prosperity under the leadership of Chief Minister Dr Farooq Abdullah. The Minister also appealed the prominent and active members to come forward and cooperate with the administration and strengthen the hands of the present Government which is pledged to all round development of the state. He also informed the people about the various developmental works taken in hand by the Government under various schemes. He said the Government is holding Panchayat elections very soon and the people should hence gear up for the same. He said the genuine demands will be brought to the notice of concerned authorities. He appealed people to remain united and frustrate the designs of anti national and anti social elements. DGPC holds meet, discusses issues Excelsior Correspondent JAMMU, May 7: District Gurudwara Parbhandak Committee (DGPC) held a meeting here today under the chairmanship of Mr Surinder Singh its president. As per a release, out of the 11 members of the Committee ten participated in the meeting which decided to constitute a Construction Committee after approving the site plan for building of Gurudwara Complex of Gurudwara Sri Guru Singh Sabha, Raghunath Bazar. The Committee also unanimously resolved to take all main Gurdwaras of Jammu district under its Control. The members of the Committee also took serious note of the statement of Surjeet Kour published on April 21 in the capacity of general secretary of Sikh Istri Sudhar Sabha. The Committee said both Bibi Kour and her husband Balbir Singh are non state subjects and were living as tenants in Gurudwara building. The meeting said the couple has illegally occupied the building of Gurudwara Mai Rama and Mai Jeewan at Raghunath Pura and Purani Mandi. The Committee decided to take these Gurdwaras under its own control and has authorised its president to issue notices to tenants of Gurdwaras not to pay rent to Balbir Singh and attorney D G P C as landlord, otherwise DGPC will take legal recourse against tenants. The Committee has also approved the April 24 decision of DGPC for taking over the management of the Gurudwara Guru Teg Bahadur Ashok Nagar Satwari. Those who were present in todays meeting include Messrs Surinder Singh, president, Surjit Singh, general secretary, Rehal Singh, vice president, Makhan Singh Bhatti, joint secretary, Kartar Singh, cashier, Rajinder Singh, Trilok Singh Bajwa, Ajit Singh, Mohinder Singh and Harjinder Singh Raina. |
At least 5000 cattle killed in Pak firing JAMMU, May 7: At least 5,000 cattle were killed in border villages of Jammu division in unabated firing and shelling by Pakistani troops during last one year, official sources said here today. The sources said that most of the casualties of these beasts of pasture took place in villages falling close to International Border. Casualties were also reported along the Line of Control in some villages in Rajouri and Poonch districts. The intense firing and shelling by Pakistani rangers and regulars had also led to the migration of about 19,000 families comprising about one lakh people from ten villages during early summers last year. J&K violence has produced 16,000 widows, orphans SRINAGAR, May 7: More than a decade-long militancy related violences in Kashmir have orphaned and widowed nearly 16,000 people and their plight has become pitiable in the absence of systematic and continued financial support, says a study. A general survey of the prevailing situation reveals that conditions of majority of widows and orphans are worse and pathetic, Martin Kelsey, Country Programme Director, Save The Children Fund (UK) India, which has sponsored the survey, conducted by the University of Kashmir, said, releasing the copies of the report here yesterday. Kelsey said women and children have borne the brunt of such situations the most across the world in which 80 to 90 per cent of the victims were civilians, majority of them children and women. As the armed conflict continues in Kashmir the number of such victims increase day by day, he said, adding the objective of the study was to identify vulnerable widows and orphans and find out steps to ameliorate their lives. The violence in Kashmir has devastated the lives of those who have lost their parents and husbands, says the study -first of its kind in the militancy infested state - carried out in 1998-99 in all districts of Kashmir. It said though no accurate number of these orphans and widows is available, reliable estimates has put the number of such victims between 16,000 and 20,000. The conflict in Kashmir is as complex as the ones elsewhere in the world, Kelsey said, adding conflicts are becoming more complex with the worst impact falling on women and children, and Kashmir cannot be an exception. Bashir Ahmad Dabla, Project Director of the study titled "Impact of conflict situation on women and children in Kashmir" said the study has focussed mostly in the Kashmir Valley where most of widows and orphans live. He said field study was carried out in all the six districts in the Valley Baramulla, Srinagar, Kupwara, Pulwama, Anantnag and Badgam during which equal representation was given to the all the affected areas where 50 widows and 50 orphans from each district were approached to get the inputs. Kelsey said efforts would be initiated to restore a sense of normality among the widows and orphans which includes sending back orphans to schools and by making a congenial and secure family atmosphere, he added. The study reveals that the emerging problems being faced by the victims in Kashmir include lack of education, irregular income, negative social attitudes, denial of property rights, social deviation, insecurity over career, change of residence, lesser chances of marriage and inability to foster ones hobbies. Most of the orphans interviewed by the researchers say that they want to earn regular incomes, pursue education, develop social security and lead a married life. The main reasons cited by the orphans for dropping out of the schools were poverty, death of their parents and lack of awareness. The study says that the Governmental support to the orphans of the conflict proved regular and durable in relation to non-Governmental help, "but these comes late due to the completion of many formalities." Most of the orphans are worried over their career, and over 200 respondents said that they would like to become doctors and engineers. The study says that majority of the widows do not want to re-marry. However, those who got remarried were now leading a comfortable life, says the report. The report also reveals that widows are looked down upon by the general public with most of them getting scant respect. Widows are consciously isolated and discriminated, martimonial relations with the widows are also not entertained, it said. Social restrictions are informally imposed on widows as they are unwelcome during social functions, the study added. (PTI) |

According to a release, a meeting of the members was held here today under the chairmanship of Mr Ashok Kumar Sharma. Mr Rakesh Sharma vice-president and general secretary, Mr Ramesh Bhat also spoke on the occasion. They lauded the role of management, field staff as well as other subordinate staff of the Bank for capturing four national awards for best performance in the recovery and land landing during the year 1998-99 among all Land development Banks in the country. Mr Rakesh, while speaking on the occasion appreciated the role of sitting chairmanMr D.S. Oberoi for his Administrative and Managerial qualities which helped the Bank in achieving a respectable position in the country. According to a release, a meeting of the Forum members was held here today in this connection under the chairmanship of the Mr Chanchal Sharma. While speaking on the occasion, different heads of the organisations flayed the Government for its move. They demanded that third installment of January 2000 and 5th Pay Commission alongwith DA of January 2000 be released in cash at the earliest. Farmers for lifting of ban on Basmati rice Excelsior Correspondent JAMMU, May 7: All Jammu and Kashmir Union has demanded that ban imposed by the Government on the export of Basmati rice be lifted. As per a release, in a meeting of the Kissan Union held here today, the members raised various problems being faced by the farmers. Mr Ashok Sharma Congress, MLA from Kalakot and chairman (AJKKU) presided over the meet at R S Pura. The members expressed concern over the alleged discrimination being done with the farmers in respect of irrigation tax and other allied facilities. The members also demanded compensation for those who were killed or injured in Pakistani firing besides those who have been deprived of land cultivation along the border belt due to Pak firing. Mr Ashok while speaking on the occasion urged upon the Central Government to take up the fencing work along the international border at war-footing. He reiterated the demand of exemption of agriculture loans to the farmers to the tune of Rs 50,000. He also pointed out that farmers do not get seed and fertilisers timely. The members also appriciated the decision of Agriculture Minister, Ch Mohammed Ramzan to construct Kissan Bhavan at Dangri in Rajouri. |
SC bench issues notice to J&K Govt Excelsior Correspondent JAMMU, May 7: Division bench of Supreme Court comprising Mr Justice K T S Thomas and Mr Justice R P Sethi has issued a notice to the Jammu and Kashmir High Court and the State Government in a case pertaining to the appointments of the District and Session Judges. According to the statement, the notice returnable within eight weeks time was issued in response to Special Leave Petition (SLP) filed by Mr Subhash Chander Mansotra and Mr Jug Paul Sharma, advocates besides two other Special Leave Petitions. The bench issued directions that the appointments of the District and Session Judges, if any made shall remain subject ot the final outcome of the Special Leave Petitions. Besides, the Supreme Court bench further directed that point of seniority as decided by the Jammu and Kashmir Court should also remain in abeyance. |

thirst of 5 Deptts As the Mercury shoots up and the temperature crossed the 40 degree Celsius, the Head of the Departments of the five Post Graduate Departments situated within the Social Sciences Block, have yet to make the arrangements for the drinking water for the students. While, the four departments of Economics, Political Science, History and Sociology are thinking over making some joint arrangements, the Department of Commerce has failed to get the already fitted water cooler repaired from the Works Department of the University in advance. Story does not end here. A heavy duty water cooler fitted within the joint class room complex of the Social Sciences blocks is gathering rust. Neither there is any body to complain about that cooler, nor any one comes forward to repair it. Around 500 students, who attend classes in this block go to other nearby blocks to quench their thirst as the only tap in the block remained dried up most of the time. The worst affected among the student community are the scholars, who have to stay in the department for more than six hours. On the condition of anonymity, a Political Science student said that last year a cooler was installed in the department, but after few days it was taken away. When contacted, Dean Social Sciences, Prof O P Sharma said that the departments do not have funds to purchase separate water coolers and the University is also facing financial constraints. So, the Departments of Political Science, Economics and History have decided to share the cold water this summer after purchasing a joint cooler. The concerned Assistant Engineer in the works department claimed that almost all the water coolers in the University are functional, except the two in the Social Sciences block. But, he had little knowledge about the non-functional water cooler in the Geology department. Symposium on Youth Solidarity The Department of Students Welfare is organising a symposium on Youth Solidarity on May 8 at 10 am at the Seminar Hall, Department of Environment Sciences, University of Jammu. Students from different colleges and Post Graduate Departments of the University will participate in the symposium, which will be presided over by the Deputy Commissioner, Jammu, Mr R K Goel. Three-day national seminar on Dogri literature The Department of Dogri, in collaboration with Sahitya Akademi, New Delhi is organising a three-day national seminar on Twentieth Century Dogri Literature; Expectation and Achievements on Saturday, May 13 at 11 am. The seminar, in which the Minister of State for Civil Aviation, Prof Chaman Lal Gupta will be chief guest, is being held in the University Auditorium. Prof K Satchidanandan, Secretary, Sahitya Akademi, New Delhi will be special guest. In the afternoon session, Prof Lalit Magotra, Dr Shashi Pathania, Dr Ashok Jerath and Dr Archana Kesar will present their papers on Dogri short stories and novels before and after 1980. |
Policemen League holds meet of Bakshi Nagar residents Excelsior Correspondent JAMMU, May 7: In pursuance of its awareness about peace and security movement, the J&K Ex-Police Men Welfare League today organised a meeting of residents of Reshamghar, Krishna Nagar and Bakshi Nagar residents here today. Addressing the gathering, Chairman of the League Mr M M Khajooria, retired Director General of Police, asked the people to be aware about the nefarious designs of Pakistans Inter-Service Intelligence (ISI), which has bent upon to create communal violence in the State. "It was not only the duty of the State Government and security forces to remain vigil but we should also keep a check on the activities of the anti-national elements", he said and added that without the cooperation of general public the militancy could not be eliminated from the State. Admitting slackness in the Jammu and Kashmir police force and State administration, he asked the people to raise voice against it and force the Government to work honestly to restore peace in the State. He appealed to the participants to maintain communal harmony to defeat the nefarious designs of the ISI. The retired DGP said that it was the need of the hour to shun internal violence and work unitedly to save the State for becoming a war ground as all Islamic fundamentalist forces have been engaged in creating wide spread destruction in this border state. Pointing towards the Krishna Nagar blast, he asked the people to be aware of the movement of suspicious persons and immediately inform the police when noticed the movement of anti-national elements. He also assured every possible help from the League for the peace of the State. He said that militants have succeeded in their designs as general public was not united. He also asked the youth to actively participate in the security awareness drive and create close liaison with each other as well as League. Informing about the drive, he said that the main aim of the League which was a purely non-political organisation, was to create security awareness from the grass-root level. He also asked the people to create mohalla committee in their respective areas and come out with security related problems, The participants in the meeting also assured to follow the path shown by the League for the peace and security of the State. Sagar accuses militants of defaming Islam Excelsior Correspondent JAMMU, May 7: Minister of Works, Mr Ali Mohammed Sagar today lashed out at militants and Pak agents for defaming Islam after the barbaric massacres of innocent people and killing of great scholars like Prof Musheer- Ul- Haq, Dr Qazi Nisar and Dr Guru. Addressing a meeting of Kashmiri migrants at Patoli Brahmina near here today, the Minister said Islam never allows the killing of innocents, women and children as the Prophet was strictly against it. He regretted that militants are doing all reverse to the teachings of Islam on the name of Jehad (holy war). Admitting that the Kashmiri Pandits have been subjected to many excesses through the hands of terrorists, he said their houses were raised to ground and property damaged. Mr Sagar said I regret that we could not rehabilitate the community despite our best efforts till date saying that whenever the Government took any step in this regard the massacres like Sangrampura, Vandhama, and Telvani were repeated. He however, expressed the optimism that the day will surely come when the complete peace will be restored in Kashmir Valley and the community will return with honour and dignity to their homes and hearths. Making a dig at the All Parties Hurriyat Conference (APHC) leaders he said they are not sincere in their approach and the people of the state fully know about their role during the last eleven years of militancy. Mr Sagar however,maintained that National Conference is not opposed to a dialogue with the APHC leaders and we welcome the statement of Union Home Minister Mr L K Advani in this regard. He said soon after taking over the reigns of the State administration in 1996, the Chief Minister Dr Farooq Abdullah made it clear that he is ready for a dialogue with militants for the settlement of the Kashmir imbroglio provided they leave the gun, hold dialogue and fight elections. While lambasting the Hurriyat leadership he said the coglomerate has no mass base in the Valley and people are being made hostages in mosques when the Hurriyat leaders are going to address them. In comparison to that NC has a strong mass base as thousands of people join our public meetings in Valley despite the threat of gun, he claimed. Mr Sagar said his Party is not afraid of losing the Government as governments come and go but the main important consideration before the Party is that the peace should return to Valley. He said the Congress which ruled at Centre for over 40 years is presently sitting in opposition and I do not think the leaders of that Party are facing any problem. He however, made a strong dig at Pakistan for creating trouble in Kashmir and held her responsible for present plight of the people of the state. Pakistan has no principle and she is not sincere in ending terrorism in J&K, he said, adding since 1947 she has never shown a positive approach to solve the problem with India. Mr Sagar while expressing his concern over the plight of Kashmiri migrants said they have become the victims of terrorism. He said a war is going on between India and Pakistan at present but unfortunately they have chosen the land of Kashmir where innocent people are being killed. Referring to the problems of Kashmiri migrants he said NC Government is committed to solve the problems of the displaced people. He said it has been our priority to take the migrants back but the massacres of Sangrampura, Vandhama and Telvani have given a setback to this process. The Minister also hailed the people of Jammu for not only giving shelter to Kashmir migrants belonging to Pandit community but also to the Muslims who were forced to flee from the Valley by the terrorists. He said the Jammu people showed a lot of magnanimity by maintaining peace and communal harmony during these years despite the provocations of Pakistan. The Minister said NC Government will not allow division on the communal basis and migration of minorities form the hilly reaches of Jammu division. He while seeking the support of the people in fighting the terrorism said those who oppose the NC are the enemies of the country also. The Minister issued on spot directions for the construction of link road to newly constructed colony Patoli Brahmina. He also issued on spot instructions for providing water supply to the Colony from the Barnai Tube Well and laying of pipes in Shiv Nagar, Tope Sherkhania. The Minister was accompanied by Chief Engineers of Irrigation and Flood Control and PHE besides other officers of these departments. Addressing the gathering the NC MLC Mr Bhushan Lal Bhat highlighted the problems being faced by the migrants living in various colonies of Jammu. He however, hailed the Government for taking number of measures for redressal of the grievances of displaced community. The meeting was also addressed by Messrs M K Talashi, R L Pandita and Shiban Ji NC Minority Cell leaders which organised the meet. Our Rajouri Correspondent adds that addressing a meeting at Koteranka the Minister justified the NC Governments stand on greater autonomy saying it will help in restoration of total normalcy in the state. He said the autonomy move is not aimed at secession of J&K from rest of India but its more integration. He also held the seven year long Governor rule responsible for increasing militancy in the state. He blamed Delhi for its wrong policies since 1947 which led to present Kashmir problem. Mr Sagar said arrest of Sheikh Mohammed Abdullah in 1953 and over throwing of Dr Farooq Abdullah Government in 1984 and 1989 has sent a wrong signal in the entire state. He said Sheikh Mohammed Abdullah who signed accord with India by rejecting two nation theory was not spared and arrested in 1953. This was a great blunder and Nehru had admitted it later. He said had not Indira, Abdullah accord been signed in 1975 today China and America would have openly supported the Kashmir problem. He said Sheikh Abdullah who was a great visionary had taken a right decision by joining hands with India but unfortunately some vested interests created a rift between NC and Centre. He said in 1947 no Kashmiri Pandit and Sikh migrated from the Valley as the NC stood like a rock against the communalists elements under the leadership of Sheikh Mohammed Abdullah. He said the ground situation has completely changed in Kashmir since the NC took over in 1996 and last year over 1.5 lakh Yatris visited holy shrine of Amarnath. Referring to problems of Gujjars he said it is the NC which championed their cause and started many developmental schemes for their upliftment. He said NC has given many sacrifices for the integration of nation and preservation of pluralistic character of the state since it launched the Quit Kashmir movement. He said Muslim League took birth from Congress and laid the foundation of Pakistan by dividing India while the Muslim Conference in Kashmir was converted by Sheikh Abdullah into National Conference to reject the two nation theory and preserve the secular character of India and Kashmir. He was accompanied by Deputy Commissioner Rajouri Mr B A Ronyal and SP Rajouri. |
Exercise programme discussed by CD Excelsior Correspondent KATHUA, May 7: Civil Defence (CD) held a meeting here today under the chairmanship of Deputy Commissioner, Kathua and Civil Defence Controller, Mr Mehboob Iqbal to discuss the exercise programme to be organised on May 10 at 8-15 pm in the town. The programme was given the final shape and it was decided that during the exercise programme black outs, precautions, first aid and fire fighting exercises will be taken on. The Civil Defence is organising these exercises as precautionary measures on the condition of war, fire and other natural incidents to educate the people and make them aware about the safety measures. The people have been asked not to get panicky and cooperate with organisation for the success of the exercises. The meeting was attended by Dy Controller, A K Raina, Dy SP and Chief Warden Dhian Chand and civil defence wardens and other citizens. |

Confederation of voluntary bodies holds workshop Excelsior Correspondent JAMMU, May 7: Almi Khudai Khidmatgar Association (AKKA) Jammu, an affiliate of Confederation of Voluntary, Social and Charitable Organisations, in collaboration with Technology Intervention for Mountain Ecosystem (TIME), an organ of Himalayan Environmental Studies and Conversation Organisation (HESCO), Dehradun, organised one day workshop here to educate the voluntary organisations to pay special attention on thrust areas. As per a release the areas covered in the workshop included management, agriculture and horticulture, health and sanitation and energy with basic understanding that mountain ecosystem isolates itself from other parts of the country for its unique behaviour. Not only topographically it is different but even the life style is found invariably different with short distances also. Mr D P Verma Director Command Area inaugurated the function as chief guest alongwith Brig J L Koul, Mr Anil P Joshi, Maj Gen G S Jamwal, Ms Lalita Nagar and Inderjeet Singh. Brig Koul, an expert from Science and Technology Department, Government of India, Miss Anju a technical officer from CAPARTs RTC wing, Dr Anil P Joshi, creator of HESCO and TIME and Dr Rakesh initiated discussions and sensitized the representatives from Poonch, Rajouri, Doda, Udhampur, Jammu and Kathua districts of Jammu region and mr A R Hanjoor, general secretary Yateem Trust, Srinagar and vice president of the Confederation spoke on the occasion. Twenty five NGOs identified different schemes as their choice including water logging control, wormic culture for preparing compart fruit preservation, bee keeping and joint forestry. Earlier Mr S S Jamwal read out welcome address whereas Dr R R Khajuria presented vote of thanks. Dr Khajuria made expressed special thanks to mr Sanjeev Parihar who made all out efforts to make the workshop a grand success. Dr Anil P Joshi and Brig J L Koul also thanked the organizing institution for putting in the best efforts to make the workshop bring out best results within shortest possible time. Indiscipline surfaces in BJP Hiranagar mandal Excelsior Correspondent KATHUA, May 7: A meeting of BJP workers was organised at Kootah More in which wide-spread indiscipline was witnessed. According to a release issued by Mr Parkash Sharma, BJP president Hiranagar Mandal, as per direction of party high command the membership received by the mandal committee was to be handed over to the district president,whereas the district president has issued membership copies to his own men without the knowledge of the Mandal presidents, which otherwise should have been issued through the respective Mandal presidents, about which necessary instructions were issued by the party high command, which direction was never followed. The election for Hiranagar mandal was foxed for may 7 without informing the Mandal president. Early this morning a deputation led by Mr Parkash Sharma and accompanied by Messrs Capt Mohan Lal,, Gandarb Singh, Lala Karam Chand, Bhanu Parkash, Ravinder Purohit, Om Parkash Khajuria, Rashpal Verma, Master lal Chand, Chuni Lal Rasotra Advocate, PP Singh, Vidya Sagar and others approached the party high command at Jammu including Mr Bhagwat Saroop, pradesh general secretary, Vivek Ji, Nirmal Singh and Kashmira Singh and urged them to postpone the election of Hiranagar mandal slated for today. The party high command deputed Mr Bhagwat saroop to accompany and assist Mr Kavinder Gupta, returning officer for district kathua to observe on spot and give his decision accordingly. In the meeting Mr Bhagwat saroop after hearing the BJP workers and perusal of the record pertaining to election of mandal Pardhans, postpones the election of Hiranagar mandal. After the decision given by Mr Bhagwat Saroop, district BJP president mr Ranjit Singh and other abused the high command and created Indiscipline in the meeting. They further announced the name of mandal president for Hiranagar, violating all rules and regulations and instructions issued by the high command. |
