JAMMU, Apr 3: Final touches are being given to the arrangements for the Shobha Yatra of Bhagwan Parshuram by the celebrations committee of the Dogra Brahman Pratinidhi Sabha, Chanakya Chowk, here.

The whole Brahman Sabha premises was live with the activity for the preparations of the Shobha Yatra to be held on May 6. Many craft artists, especially the thermocol craft artists and flower arrangements exports from Delhi and Bangalore were busy in preparations of various ‘Jankis’ to be displayed in the Shobha Yatra.

Talking to EXCELSIOR, the spokesman of the Sabha said that the concept behind the Jayanti celebrations is universal brotherhood, peace and awareness. Likewise the previous year, the Shobha Yatra is going to be a grand and colourful event, depicting the rich cultural heritage of the region.

He further informed that renowned folk artists from Jammu as well as from outside the state are also going to grace the occasion on May 6.

Earlier, in connection with the week long celebrations of the Parshuram Jayanti, ‘Nagar Sankirtan’ was organised in the Gandhi Nagar area this morning. A large number of people participated in the ‘Nagar Sankirtan’ which began from the Laxmi Narayna Mandir.

Meanwhile, the ‘Brahma Jyoti’, the symbol of knowledge and universal brotherhood was warmly received at Mansar, Jindrah and Udhampur. People overwhelmed with devotional feelings welcomed the ‘Brahma Jyoti’.

In tomorrow’s programme, ‘Nagar Sankirtan’ will be held in the Trikuta Nagar area in the morning. While, theatrical performance by a renowned theatre group ‘Duggar Manch’ shall be performed in the Parshuram Bhawan at 8 pm.

Minister asks JAKFED to ensure supply of fertilisers

JAMMU, May 3: The Minister for Agriculture and Cooperatives, Ch Mohammad Ramzan has asked the JAKFED to ensure availability of sufficient stocks of chemical fertilizers at cooperative societies and licenced saleouts. He has also instructed the management to monitor the supply position and ensure that stocks are bult up in advance to meet the farmers' requirements.

Addressing District officers meetings at Rajouri and Poonch during his three-day extensive tour of the twin border district the Minister instructed the Director Agriculture to reactivate its enforcement wing to check the quality of fertilizers being supplied to the farmers. He said if any body was found involved in sale of sub-standard fertilizers, action would be taken against the culprits.

Earlier, addressing various public meetings at Poonch, Mendhar, Manjakote, Potha, Kalakote and Balakote Ch Ramzan cautioned the people to remain vigilant against the nefarious designs of the enemy who are out to disturb the peace and tranquality in the state thus retard the pace of development set in motion.

Assuring the people that Government was making out efforts to minimise their sufferings, Ch Ramzan called upon them to give necessary feed back of various development works and ensure that the welfare schemes were run smoothly. The public monitoring of development schemes, would reduce the corruption to a large extent, he asserted.

The Minister stressed the need for giving main thrust to the employment generation schemes. He said that Rural Development Department plays an important role in the development of villages in rural areas by way of construction of durable assets and development infrastructure. He said the impact of Rural Development Schemes in rural areas has been visible and the benefits have started percolating down to the cutting edge level. He emphasised the need for creating durable assets to exhibit visible impact of development.

Ch Mohammad Ramzan said since the area has a tremendous potential for cultivation of fruit, the stress should be laid on diversification of traditional trades and taking up horticulture and sericulture in a big way.

While reviewing the working of various departments, the Minister was told that out of 707 spill over schemes taken in hand under EAS in Rajouri district 313 works have been completed while remaining 304 works are in progress. Under JRY Rs 40.77 lacs were spent during last fiscal year on the completion of 225 schemes. Similarly under IAY 158 schemes were completed and in addition to this 26 school buildings were completed at a cost of Rs 32.64 lacs. Under BADP 26 school buildings while under 10th Finance Commission as many as 31 panchayat ghar buildings were completed involving a cost of Rs 1.7 crores.

In Agriculture Sector 34816 hactres was brought under high yielding varieties of maize cultivation, 8090 hac under paddy and 35907 hac under wheat. During this period the farmers were provided 2058 MTs of fertilizers. In horticulutre sector about 33,000 plants were distributed among the orchardists and in animal husbandry sector 2.32 lac animals provided treatment and 1.64 lac dozings. The wool and mutton production recorded in the district during the last fiscal year stood at 3.86 lac kgs and 2.50 lac kgs respectively.

Reviewing the working of various departments at Poonch, the District Development Commissioner, Poonch informed the Minister that Rs 4.38 crores were expended of various schemes of agriculture development in the district during the last fiscal year. The department organised 40 training camps and trained 2000 farmers for adopting new techniques of farming. The district had a honey production of 3 quintals and 14 quintals of dhingi mushroom during last fiscal year. The wool production in the district has been of the order of 4.38 lac kg while mutton production touched 11.88 lac kgs. In addition to this 2.05 lac sheep were dozed, 3.18 lac were vaccinated and 0.76 lac were treated against various diseases - During this period also 106 schemes of communication, 30 minor irrigation, 100 soil conservation works, 60 functional buildings and 40 other small works were completed in the district under EAS generating 2.42 lac mandays.

Reviewing the working of the JCC Bank, the Minister was told that the deposits has gone upto Rs 28.71 crores in Poonch. During this period the bank advanced 1.16 crore as loans against Rs 88 lacs advanced during 1998-99 thus registering a growth rate of 31.83 percent. About 70 per cent of the loans advanced were for agriculture sector alone. The deposits in Rajouri Branch of the Bank is expected to touch Rs 30 crore by the end of the current fiscal year.

Expressing his unhappiness over the low credit deposit ratio, the Minister asked the bank management to make concerted efforts for reaching the level of minimum 40 per cent by the year ending 2000-01. He stressed the need for conducting fresh survey for opening of branches of the bank in the un-banked areas for the benefit of the farmers.

The Minister also distributed cheques worth Rs one lac under IAY at Balakote besides inspecting various development works currently under execution in the district and also inaugurated a number of panchayat ghars and community facility centres.

The Member-Parliament, Mirza Abdul Rashid, Mr Ashok Sharma, Mr G M Jan, Ch Mohammad Hussain and Mr Mushtaq Ahmed Bukhari, MLA also accompanied the Minister during his tour to the border districts.

Referring to the demand for construction of Kissan Bhawan at Rajouri, the Minister assured Mr Ashok Sharma that efforts would be made to set such Bhavans at all the district headquarters.

Make judicious use of electricity: Minister

JAMMU, May 3: The Minister of State for Power, Mr Ghulam Hassan Bhat has called upon the people to make judicious use of electricity which has become an inseparable part of our daily life.

Speaing at a joint meeting of officers, legislators, prominent citizens, representatives from Chamber of Commerce and Industry and members of the Association of Small Scale Industry here today to review the curtailment period and overall improvement in the power supply, the Minister stressed the need for launching a vigorous awareness campaign to educate the public about conservation of energy, payment of electric charges and check the pilferage of electricity. The Minister directed for displaying tariff schedule at conspicuous places at all divisions, Sub Divisions and Sub Stations of the Power Development Department.

The MoS Agriculture, Mr Ram Paul was also present.

The Minister directed the Chief Engineer, M&RE to propose the reduction of curtailment period during peak hours of morning and evening for approval of the Chief Minister to give relief to the people of Jammu during summer. Sagar, Sakina visit Pulwama areas

SRINAGAR, May 3: The Works Minister, Mr Ali Mohammad Sagar alongwith the Minister of State for Works, Miss Skina Itoo today visited various areas of Pulwama district and reviewed the irrigation facilities available to farmers.

Addressing a public meeting at Vaji Bagh Kakapora, Mr Sagar said that despite financial constraints, the Government was utilizing available resources to improve irrigation facilities. He said 85 lift irrigation pump units are presently functioning in Pulwama district providing irrigation to 58 thousand kanals of land.

The Minister of State for Works, Miss Sakina Itoo said that Rs 50 lakhs will be expended Patli Bagh Water Supply Scheme. On completion this scheme would provide potable water to 7,000 souls of six villages. She directed the concerned agencies to ensure equi-distribution of irrigation water to various areas.

Mr Mushtaq Ahmad Kuchay, MLA Chief Engineer, Irrigation and other senior officers accompanied the Ministers.

JAMMU, May 3: The Minister for Social Welfare, Haj and Auqaf, Mr Bashir Ahmed Kitchloo has called upon the unemployed educated youths to come forward and avail the opportunities being provided under State Self Employment Schemes by the Government.

Speaking at a series of public meeting series at Bandarkot, Palmar and Patibal in Tehsil Kishtwar of Doda district the other day, the Minister said that due the State Government has approached the Central Government for liberal financial assistance to accelerate the pace of development especially in rural areas. Referring to the drought conditions of the last year, he said that the Government has already sanctioned free ration for the effected families at five kilograms per head for four months.

The Minister also announced construction of one additional water resevoir for schedule caste basti, one room for primary school and three rooms for girls middle school Kundgowari for which the funds shall be provided from his constituency development fund at the earliest. In addition two rooms will also be constructed for the middle school Pathoo, Palmar under drought relief funds.

The Minister also attended the Ziarat Sharief of Hazrat Zain-ud-Din Wali at Bandarkot and took stock of the arrangements being made for the devotees and directed the authorities to acquire additional land for construction of open terrace at the bank of river Chenab for the convenience of the visiting devotees converging at the Ziarat through out the year.

The Minister also distributed 20 cheques of Rs 500 each among women beneficaries of Inderwal block under National Maternity Benefit Scheme at Kishtwar the other day.

The Child Development Project Officer, ICDS Inderwal disclosed that over Rs 3.89 lakhs has been spent on nutiration schemes through 55 Anganwari Centres in the Inderwal block during the last financial year.

MLA reviews works in Nanak Nagar

JAMMU, May 3: Bhartiya Janata Party MLA from Gandhinagar assembly constituency, Choudhary Piara Singh visited several areas in Nanak Nagar and took stock of situation there.

Accompanied by the senior JMC, PHE and PWD officials, the MLA reviewed the works for which the funds were provided by him from his own Constituency Development Fund. The development works included—road premixing, construction of drains, lanes etc.

The residents of the area, apprised the MLA about their problems and sought his assistance to resolve them. The drinking water shortage was the main complaint of the people. They also stressed to control the water leakage from the old pipes. The problems related to traffic and overloading were also raised by the citizens. He assured the residents of Sectors 5, 6, 7 and 8 to take up these issues with the concerned authorities. He disclosed that Rs 3.50 lakh has already been given by him out of Constituency Development Fund to the area and more money will be allotted if the Government releases remaining funds to the MLAs shortly.

The others who accompanied the MLA included— Vinay Gupta, Varinder Singh, Vijay Sharma, Daleep Kumar, Surinder Mahajan, Raj Singh Manhas, Tarsem Choudhary and others.

JAMMU, May 3: Eat your breakfast and lunch as per your choice but avoid a heavy dinner to keep the heart disease at bay, according to Dr K K Agarwal a noted Cardiologist from Mulchand Hospital New Delhi.

This was stated by him while making a key note address in recently concluded Heart Care Workshop, organised by Vasishth Ayurved Hospital and Heart Care (VAHHC), Jammu. The workshop was held as a part of Heart Care week.

He said "Ayurveda is the real solution to prevent heart diseases"as this system of medicine is best suited to Indians whereas Allopathy is best suited for Westerners.

He said the dietary guidelines described in Ayurveda if followed properly can prevent the occurrence of heart disease and it is good for heart if one takes seasonal fruits and vegetables and avoids those which are unseasonal.

Dr Agarwal while emphasizing on some of the dietary guidelines said one should take oils and ghee in rotation and the people who take dinner before Sunset are less prone to heart disease. Moreover, too much use of refined oils can be harmful and one should avoid too much of sugar and sweets for keeping the heart healthy.

Another major cause of heart disease according to him in Indians is the widespread presence of mental stress and the best way to cope up with this is to follow the sacred path as shown by Indian scriptures, particularly Vedanta.

Elaborating, he said the mind effects the heart too much and only through the practice of Yama, Niyama, Pranayama, Yoga Asanas and meditation that one can keep his heart and mind in a state of peace and equilibrium.

He said the desires should be kept under control and unless we keep our desires well within control our mind is sure to get affected and result in heart disease.

Speaking on the occasion, Dr Sunil Vasishth, Cardiologist at VAHHC Jammu said a large number of Ayurvedic medicines are in use for the treatment of heart disease in this country for thousands of years.

Dr Vasishth who was delivering his lecture on the topic "Role of Ayurvedic Treatment in Reversal of Heart disease" said these medicines are as effective today as they were in the past and the research over past few decades has proved the efficacy of these drugs.

He said while some of these drugs provide strength to the heart, others act for opening the blocked arteries, lowering the raised cholesterol in the blood and helping in the development of new blood vessels in the heart. Many of the drugs used in the Ayurveda act by their anti-oxidant effect on the free radicals which produce heart disease.

He said the treatment of heart disease by Ayurvedic medicines at the Vasishth Ayurved Hospital and Heart Care Centre, Jammu for nearly a decade has resulted in the successful control of this disease in majority of the patients undergoing treatment and most of the medicines used have been formulated and prepared at the VAHHC only.

He claimed that patients start showing signs of improvement in just a few weeks of starting the treatment and gradually the number and severity of the episodes of chest pain, heaviness decreases and the need for allopathic medicines becomes less and less. The improvement is visible in blood tests and ECG/TMT too. The patients feel more energetic and confident and the majority of whom does not need balloon angioplasty and bypass surgery.

Dr Brijbala Vasishth another Cardiologist (Ayurveda) at VAHHC was of the view that treatment of heart disease by Ayurveda is free of serious side effects and best suits to the Indians. In addition, it has immense preventive value too as it prevents the reblocking of the arteries after balloon angioplasty and bypass surgery.

Dr Brijbala said a large number of heart patients taking Ayurvedic treatment after their arteries have been re-blocked after balloon angioplasty and bypass surgery show remarkable improvement. Some of these patients have been denied angioplasty and bypass surgery too because of various factors but unfortunately most of the heart patients take Ayurvedic treatment at a quite later stage when their disease is already too advanced. This comes in the way of cure of this disease and hence there is a need to start the Ayurvedic treatment at an earlier stage for the best results.

On this occasion, Mr Mahavir Gupta, a yoga expert from Bharatiya Yog Sanstha stressed the need to perform the Yogaasanas regularly as the Asanas not only keep heart healthy but are effective in reversing the established heart disease.

He said the research from all over the world has proved beyond doubt the efficacy of Yoga in controlling the heart disease. Delivering his guest lecture on "Yoga and heart Disease" he emphasized that Yoga transforms the mind as well as body in such a manner that most of the modern day diseases do not erupt if one adopts the yoga as the way of life.

The participants were of the unanimous view that Ayurveda be included in the treatment of heart disease at a national level for the successful control of heart disease in the country.

DB issues notice in PIL case against Auqaf

JAMMU, May 3: The Division Bench of the State High Court Jammu Wing comprising Chief Justice Dr B P Saraf and Mr Justice Arun Kumar Goel has issued notice in a Public Interest Litigation (PIL) to Commissioner/Secretary to Government Revenue (Haj and Auqaf) Department, Commissioner/Secretary Public Works Department, Administrator Auqaf Islamia Jammu and Chief Engineer Public Works Department, Jammu.

Government Advocate H Rehman accepted notice on behalf of the respondents. He sought time to file reply three weeks time is granted for filing reply in this Public Interest Litigation.

The Division Bench issued notice to the respondents in a Public Interest Litigation filed by Moulvi Ghulam Nabi, Mr Mohd Javed, Mahmood Ahmed Bhatti all residents of Gujjar Nagar Jammu and Mr Abdul Majid R/o Mohalla Dalpatian Jammu through Advocate V B Gupta seeking quashment of Government Order No. 57-PW of 2000 dated March 3, 2000 whereby the Government ordered that Chief Engineer R&B Jammu will supervise the construction of Haj House or Rail Head Jammu.

The Chief Engineer shall exercise all financial and technical control over the construction as provided under rules. This has reference to the proposal made by the Revenue Department vide their No. 126/PA/ASM dated February 14, 2000.

The petitioners filed this Public Interest Litigation against the Government order on the grounds that the order impugned is against facts and against law, therefore, is liable to be quashed that the Public Works Department has no authority, power or jurisdiction over religious institution such as Aquaf, Dharmarth Trust etc. whereas Auqaf has its own construction agency which is headed by the Executive Engineer who had already completed one block of the said building.

They also stated that the PWD as per the standing order shall be charged about Rs 80 lacs as supervision charge from the Auqaf.

This action shall tantamount to un-necessary burden on the Auqaf with such huge amount when the Aquaf has its own engineering staff.

Attachment of Account Head of IGP Home Guards ordered

JAMMU, May 3: Mr Justice O P Sharma of the State High Court Jammu wing has ordered attachment of Accounts Head of IGP Home Guards and Civil Defence J&K in a contempt petition.

While directing the Treasury Officer, Mr Justice O P Sharma observed that Mr Chand Mina IPS, Inspector General of Police Aux Police/Home Guard/Civil Defence J&K Gandhi Nagar Jammu is absent despite service. Accounts Head of the respondent is attached and shall remain so till the judgement is implemented or the delay in implementing the same is justified.

Copy of this order be sent to the Treasury Officer and Additional Treasury Officer Jammu and the case be listed in the second week of May 2000.

This court order has been passed in a contempt petition filed by Dy Superintendent of Police, Mr Ram Lal Sharma through Advocate B S Dutta. In the contempt petition, it was stated that despite the direction of the single judge passed in service writ petition No. 112/89 with the direction that if a permanent vacancy is available the petitioners claim may be fulfilled with the full salary from the retrospective effect.

In the petition it was stated that instead salary, the respondents ordered for charge allowance from 5-1-1987 to 31-2-1998 and other period but not released the salary despite the direction of the High Court.

In the petition, it was alleged that the respondents delebrately and willfully disobyed the order of the High Court, thus committed contempt of court.

The petitioner prayed for initiation of contempt proceedings against the respondents.

DHARAMSHALA, May 3: The Dalai Lama completed 40 Years of Exile on April 30, 2000 at Dharamshala. He came with his encourage to Dharamshala on the April 30, 1960 and has stayed thereafter at Mcloadganj 13 kms from here.

In a largely attended function sponsored by Pathankot Vehicleades, Authorised Dealers of Maruti Udyog Ltd in collaboration with the Indo-Tibetian Friendship Society, Dalai Lama thanked the people of India and Himachal Pradesh for the hospitality extended to him and his people during the last 40 years.

In his 30 minute speech Dalai Lama said had it not been for the love he got in India, these years would have been difficult years. He reiterated his faith in the Science and said spiritualism and science must go together for the progress and growth of mankind.

The Dalai Lama talked at length about Budahism and the philosophy of Buddha and links of Budahism with India. He referred to the suffering of the Tibetans in Tibet and reiterated his faith that the suffering shall end and thanked the World community for the support rendered to the Tibetans. The function was attended by Mr Vishnu Kant Shastri Governor Himachal Pradesh, Mr Prem Kumar Dhumal Chief Minister Himachal Pradesh, Mr Shanta Kumar Union Minister for Consumer Affairs and delegates from all over the world.

In the beginning of the function Mr Devender Singh Rana presented a silver salver to the Dalai Lama to commemorate 40 years of his stay at Dharamshala. In recognition of the services rendered to the Tibetan Govt. in exile and to the cause of Indo-Tibetan friendship, Dalai Lama presented a traditional 'Khatak' to Mr Rana and appreciated his humane approach of Mr Rana.

Later Mr Krishan Kapoor Transport Minister Himachal Pradesh presented a souvenir to the Dalai Lama on behalf of the people of Dharam-shala. The function concluded with the presentation of a souvenior by the Governor and Chief Minister to Dalai Lama on behalf of the people of Himachal Pradesh.

NEW DELHI, May 3: To commemorate 10th anniversary of International Institute of Fashion Technology, a biggest fashion show involving more than 10 countries will be held on May 14 at Indira Gandhi Indoor Stadium in New Delhi.

The International Fashion Concert will have fashion and specially choreographed dance sequences from all the major fashion dominated countries namely, France, Italy, Greece, Africa, Mauritus, China, USA, UK, Far East and Brazil. Few fashion styles will be presented from great world of Hollywood followed by Bolywood. The whole concept of the show is to present fashion of the word.

The leading French designer Irene Van Ryb whose designs are being flown in from Paris especially for the event will be shown in the show. A specially choreographed sequence on Pharaohs and Egypt designed by IIFT boutique will be the highlight of the event. IIFT has established its boutique in 1998 and it is keeping the collection of high fashion garments designed by its chief designer Ms Pawan Sodhi. The show room had achieved reputation of its own in high fashion garments during this time.

A specially choreographed dance sequence by leading contemporary dance Gilles Chuyen will also be presented during the event. Three fold giant stage, high tech light and sound will be supplemented by added attraction of Laser Show presentation.

It is probably first time in the history of Indian Fashion World that more that 10 countries fashion will be put together on ramp by IIFT. A giant computer screen will be the part of stage where in fashion sequences and countries details will be portrayed.

The fashion show sequences will be presented by leading models of India including Mehar Bhasin, Annie Thomas, Ayesha Prem, Madhu Sapre and will be choreographed by leading choreographer of India Mr Anoop Banerjea.

NIFD organiss college design contest

JAMMU, May 3: To promote the designing ability and creativity of individual "Rachnakar" a collage design competition using cadburys theme on thermocol sheets was organised at NIFD Campus Karan Market here today.

More than 200 participants from various institutes showed their creativity and depth in their flight of imagination, depicting nearness to add campaign of Cadbury. Though the competition was tough, it become difficult for the judges to decide for the winners but their has to be some cut above the rest and the 1st prize was bagged by Sumit Sharma. Dimple Jain was adjudged 2nd and Ambica Raina 3rd. Attractive prizes were given to the winners alongwith 30 more consolation prizes.

All these prizes were sponsored by Cadbury. Ms Pawan Sodhi, Center Manager and Ms Bhushan Sharma, Administrator from NIFD were among the pannel of judges.

BSP flays SSB

JAMMU, May 3: Bahujan Samaj Party (BSP) state general secretary, Mr Narayan Dass and District president of the Party’s Doda unit Mr Puran Chand Bhagat have strongly condemned the list of Forest Protection Force and Forest guards released recently by Jammu and Kashmir SSB.

In a joint statement issued here today, these leaders alleged that after conducting the interview the list was kept pending for a couple of years.

They further alleged that the list was changed by making backdoor entries in it while the candidates belonging to ST,SC and RBA categories have not been given proper representation.

Prof A N Sadoo bereaved

JAMMU, May 3: Mrs Sharika Sadoo, wife of Prof A N Sadoo, Dean Academics University of Jammu breathed her last today at C M C Amritsar after a prolonged illness. She was 58.

She was admitted in the CMC Hospital Amritsar for transplantation of kidney last month.

Mrs Sharika Sadoo is survived by her husband, a son and two daughters.

Jammu University Teachers Association and various Kashmiri Pandit organisations have expressed their profound grief and shock over the demise of Mrs Sadoo.

State Vigilance Organisation refutes allegations

SRINAGAR, May 3: Vigilance Organisation, Kashmir has taken strong exception of a news item published in a english daily regarding alleged harassment of beneficiaries in Rural Development scam.

In a press release issued here today, Vigilance Organisation stated that ten cases regarding the large scale embezzlement of Government funds in Rural Development Department was registered in 1993. There was a scam to the tune of Rs eight crore.

The State Vigilance Organisation took up the investigation of these cases through a specialised team of engineers, accounts officers and police officers and discovered the commission of fraud upon the State exchequer to the extent of Rs 954 lakhs as against eight crore mentioned in the FIR.

Out of this amount the investigation agency was able to seize/freeze an amount of Rs 240 lakhs in block Kulgam, whereas Rs 1,11,86,263 lakhs were frozen in block Qazigund. During the investigation, it was found that efforts were made by certain people to withdraw the frozen amont from the bank even by floating a fraudulent order in which the signatures of Judicial Magistrate were forged. But all these efforts were frustrated by the State Vigilance Organisation for safe guarding the State exchequer.

The State Vigilance Organisation found, that quite a good number of documents were concealed or destroyed by the accused to defeat the implementation of law, however, the investigating agency was able to back and produce more than 380 accused person before the Special Judge Anti-corruption, Kashmir. Subsequently, out of these accused persons 365 were charged by the court for commission of embezzlement.

After the production of challen before the court, the investigating agency came across some additional evidence, which necessitated the further investigation of the case under the relevant provisions of of the law enforce. As such supplementary investigation of the said case is being conducted and the evidence collected thereof will be produce before the trial court for judicial determination.

In favour of few contractors very recently an amount of Rs 17 lakhs was ordered to be released by the court and the State Vigilance Organisation has gone in revision against these orders before the High Court. Annoyed by this move of the Vigilance Organisation, some contractors have got published news item under caption "SVO officer allegedly harassing beneficiaries" in a local english daily to label baseless allegations on one of the officers of Vigilance Organisation, Kashmir who has done a commendable job in investigation of this difficult case.

JD expresses concern over increasing militancy

JAMMU, May 3: Sr. Vice-President of State Janta Dal (Secular) Mr Mast Nath Yogi in a statement expressed that with the start of summer the terrorist-related activities have accelerated, in Distt Doda which fact is evident from the killing of SPO's in Kishtwar, Gandoh of Doda besides kidnapping 4 SPOs from Village Kahil Jagasar of Tehsil Gandoh and also from setting on fire the residential houses of poor villagers and Govt buildings. In this behalf Mr Yogi has criticised both Central & State Govts on the count that they do not have any solid policy to curb militancy. Mr Yogi said that our SPOs and Village Defence Committees have capability and power to tackle militant activities but inspite of repeated demands having been made to arm these personnels with latest type of weaponary, they have not been supplied with the same. On the other hand militants attack with latest type of sophisticated weapons. Mr L K Advani Home Minister of India has time and again been re-iterating that these people will be equipped with latest type of weaponary and their salary will be enhanced but as on today nothing has been done. Because of our personnels having old and antique weapons are being killed. Mr Yogi said that Govt must give immediate attention towards it.
