Delimitation of LS seats

Union Cabinet has decided to defer refixing Lok Sabha constituencies for upto the year 2026 as part of new family-planning policy. The basic theme not to punish states adopting family-planning programme by reducing their share of Lok Sabha seats, is undoubtedly good. But a practical approach may be taken by refixing constituencies within the states by not changing total number of seats in particular states.

Many cities specially Delhi, have witnessed large-scale shifting of population from one area to the other within the city itself. Once most congested 'Chandni Chowk' constituency of Delhi has been thinner to have just about 3 lakhs voters while the erstwhile rural constituency of 'Outer Delhi' has swelled to about 30 lakhs urbanite voters, showing that 'Outer Delhi' has also changed in character from rural to urban! 'East Delhi' surprisingly comprises some part of western side of the river Yamuna also in addition to total trans-Yamuna area which itself accounts for more than 25 percent of total Delhi-population. Trans-Yamuna constituencies should be exclusively for trans-Yamuna areas without any area of the other side of the river. Refixing constituency-limits of Lok Sabha seats of Delhi is quite easy because already constituencies- of the Assembly and Municipal Corporation (MCD) have been redefined. Only thing is to readjust 7 Lok Sabha seats of Delhi in a manner that each Lok Sabha seat may have almost equal number of Assembly/MCD seats under it, thereby giving 2 seats out of total 7 for trans-Yamuna areas exclusively. Refixing of Delhi seats of Lok Sabha may be done in a systemetic manner so that the river/major roads/railway lines etc. may devide the 7 constituencies almost equally. System will provide almost equal share of MP fund of Rs 2 crores per year to be spent per voter.

Likewise, Lok Sabha seats in different states specially the urban constituencies of various cities having multiple number of Lok Sabha seats must be refixed in a practical manner, by fixing total number of Lok Sabha seats in a particular state fixed for upto the year 2026. Since Lok Sabha has no time for 'petty' matters of poll-reforms including important aspect of delimitation of Lok Sabha constituencies, Election Commission may be empowered to implement poll reforms regularly required from time-to-time. However Election Commission may give 6-months notice for any poll-reform needing approval of the Parliament. If the Parliament does not disapprove such proposals of the Election Commission, same may be presumed to have been approved by the Parliament!

Water controversy

Sir,

Human being plays a vital role in cultivation of culture and also sacrifies his interests for its preservation. Due to freedom of press and speech, some sort of national and international conspiracy is being hatched from time to time to defame oldest culture of India. They are trying to disintegrate Indian society and its culture so that they can impose western culture in our country. The Water film seems a part of that international conspiracy to hurt the sentiments of Indian people. This is not mere by chance that money required for making Water is given by two foreign companies and most of the people associated with this unit are non-Indians. For Director Deepa Mehta Water is not promoting culture but she is making it for the sake of money. She is having no respect for old cultural patterns of the country as she has been brought up abroad. Treating Ganga water as chemical liquid she forgets ancient historical background about holy Ganga and sentiments of people related with the sacred river, culture is not mere a material.

The Water controversy is related with the sentiments, religion and cultural heritage of the nation. These things cannot be settled politically or legally. Things can be sought out keeping in consideration the religious, social, cultural sentiments of the people and by the people themselves only. Some hope lies with Deepa Mehta also if she really wants to eradicate social evils from Indian Soil. She should plan schemes for their rehabilitation and provide help instead of showing the naked scenes to thousands of viewers for money.

Constitutional review

Sir,

It is a good step that NDA Govt has set up National Commission for reviewing of constitution as promised by it in their election manifesto. For last 50 years Indian Constitution has been in use. During this time we have observed so many loopholes in it. Our country has experienced three parliamentary elections in a span of less than four years, causing huge burden on government exchequer. Moreover, the present system of democracy and constitution has encouraged the criminals, thieves, rapists, illiterates and smugglers to earn money, name, fame and power through politics as same has become a short cut route for them to reach the high offices and high positions. To keep such elements away from the politics there is a need to review the Present system of Constitution. But unfortunately, some political parties are against the move as they feel that their future will be in danger and dark.
