While confirming the death of Major Tathawade, a Defence spokesman said that he was second in command of the unit and attained martydom while maintaining the highest tradition of Indian Army. In the second incident, alert troops of Rajput Battalion foiled a major infiltration bid in Kirni area of Poonch Brigade. The troops who regularly lay ambushes at a number of places, noticed some suspicious movement near the Line of Control at Cheche Bindi and Doda LC in the area. They were allowed to sneak inside the territory and heavy volumes of fire was brought down upon them. Both of them lost their lives. Chargesheet against stars 20 months after wild life killing JODHPUR, June 17: Bollywood stars Salman Khan, Saif Ali Khan, Tabu, Neelam and Sonali Bendre were today chargesheeted in the court of Additional Judicial Magistrate here for killing two black bucks in October 1998. The killing of the black bucks took place in Guda Vishnoiyon region of Bishnoi territory on October one, just three days after Salman Khan and some others allegedly killed two chinkaras on September 28, for which they have already been chargesheeted. Both the cases were pursued by Mr Mahendra Singh Kachhawa, advocate for the Wildlife Protection Society of India. The animals are listed as endangered and are covered by the Indian Wildlife (protection) Act 1972. The inhabitants in the area worship the animals as descendants of Lord Krishna. As a result, the hunting party was chased but escaped. The dead black bucks were produced by the Bishnois before the forest officer next morning and a case was registered. The others accused along with the stars are Dinesh Havre and Dushyant Singh. Salman, who had been arrested on October 12 that year and released on bail five days later on October 17, had along with others been in Rajasthan for the shooting of the film Hum Saath Saath Hain directed by Sooraj Barjatya. While he had got bail on October 15 on the black bucks case, he had been refused anticipatory bail in the chinkara case till October 17 when he was finally released. The others had been granted bail on October twelve itself. A case was also filed against Salman under the Arms Act at the Luni police station in this district. In a meeting on October 11 that year in Jaipur, then Rajasthan Chief Minister Bhairon Singh Shekhawat had constituted a high-level team to supervise and expedite investigation into the alleged poaching and assured strict action against the guilty. Fastest Indian behind
wheels NEW DELHI, June 17: The thrilling sport of formula one, its blazing machines, spinning wheels and frightening crashes, is patronised for the love of speed, and the fast track game may show up here in 3-4 years if Indias ace driver Narain Karthikeyan breaks into the elite F1 arena. The fastest Indian behind wheels, Karthikeyan, who runs on Ford engine and is currently placed third in British Formula 3 drivers championship midway through the season, is optimistic that his accedency in the sport will create enough interest in the country to host a F1 race. "Currently Sepang in Malaysia and Suzuka (Japan) are the only two f1 destinations in Asia, but with the kind of market India is offering to the world car makers, formula one racing is here to come," Karthikeyan told PTI in an interview. Considered one of the best hopes from among F3 drivers, Karthikeyan is gearing up for the all important F1 test drive for Jaguar, the ford brand in formula one racing, in August-September this year. "If i perform well and get few more opportunities, I can make it to the F1 stage where there is no asian driver at the moment," he said. Jaguar, a newly formed team after Ford ended its contract with legendary Jackie Stewart after 1999 season, is still tuning its engines to come to terms with frantic competition. Former Ferrari driver Eddie Irvine and Johnny Herbert have been at the wheels of Jaguar in 2000 season with no spectacular success. And, Karthikeyan wants to prove himself and take his place behind the wheels of Turquoise green Jaguar by graduating to the F1. "That is a dream and it will open newer avenues in India if F1 comes here," he said. Karthikeyan said his sponsors ford would try to bring the big racing here if he makes to f1. But he is not put off by numerous bottlenecks and governmental delays in India. "I dont understand all that. What is wrong in having motor racing in India. Its a sport which is growing bigger and interest is also going up," Karthikeyan said referring to the faled plans of having F1 track in Calcutta. The country can earn $80-100 million of foreign exchange in just one week if F1 is staged here, the ace driver noted, but said the track should be located either in Delhi, Mumbai or Bangalore. Karthikeyan will fly to London tomorow night to get ready in time for the remaining seven races with the next race slated for July 3. The Indian has 56 points from seven races including three podium finishes for third position. "I can possibly catch hold of second-placed driver and mathematically also the top one but it will be difficult," he said. Antonio Pizzonia of Brazil is leading the F3 championship with 111 points and is followed by Tomas Scheckter (92) of South Africa. Tomas is the son of former world champion Jody Scheckter who won the title in 1980. |
UP Govt to make corrupt officers names public LUCKNOW, June 17: In what could be seen as a major boost to the campaign against corruption at high places, the Uttar Pradesh Government has decided to make public the names of senior officers found guilty. The names, numbering about 50, would be made public after the legal complexities were cleared, Chief Minister Ram Prakash Gupta told UNI. He made it clear that the names of only senior officers, which included some IAS and IPS officers, would be disclosed. "The Government does not want to indulge in populist methods by giving out the names of junior employees," he said. Mr Gupta said the message should be clear that the Government was committed to stamping out corruption starting from the top. Mr Gupta had asked the state vigilance department to speed up the prosecution process against 300-odd Government officials. Of these about 50 are senior officers, including some IAS and IPS officers. In reply to a question, Mr Gupta categorically denied that the disclosure of the names was being withheld due to undue pressure on him."Everone knows that I cannot be pressured as far as action against the corrupt is concerned," he asserted. Mr Gupta said the delay in the disclosure of the names was because the required legal process had not been completed. Some of the officers had moved the court and some inquiries were pending with the CBI. The disclosure would be done only when everything was in place, he added. Indicating some more acts of corruption would be added to the inquiry net, Mr Gupta said various scandals related to land or various contracts required immediate probe, which the Government would be doing shortly. In reply to another question, he rejected the proposal of setting up a separate cell for corruption cases. "We do not require a separate cell or committees, instead the existing investigating agencies should be asked to expedite the inquiries." The Chief Minister said some corrupt persons night be striving hard to remove him but the corruption was the issue his Government had been committed to counter. "I am not a Chief Minister who cares about the post," he added. (UNI) |

Restoration of pre-53 status ill-conceived, says Gupta Excelsior Correspondent JAMMU, June 17: Union Minister of State for Civil Aviation, Prof Chaman Lal Gupta has termed the restoration of pre-1953 status to Jammu and Kashmir as "ill-conceived and ill-timed". Reacting to the recent statements of National Conference leaders in support of autonomy, Prof Gupta in a statement here said that infact the demand was guided by purely communal and regional considerations. The BJP leader recalled that prior to 1953, there was no jurisdiction of the Election Commission of India to this State and no opposition party was allowed to function to the extent that the first Assembly of this State was packed house of one party alone. He said that all the 75 members were then of National Conference only and then Praja Parishad candidates nomination papers were rejected to facilitate the unopposed election of the NC nominees. He further said that there was no jurisdiction of even Comptroller and Auditor General of India in Jammu and Kashmir. While ridiculing the slogans and boasting that the National Conference leaders would not tolerate the division of the State, Prof Gupta in this regard reminded that the NC leaders should first ask their own leader Dr Farooq Abdullah to desist from making such statements when he (Farooq) had been repeatedly demanding conversion of Line of Control into International Border after leaving one- third of State to Pakistan." Is Farooqs remarks not division", the BJP leader questioned. Indirectly justifying the demand for trifurcation of the State, the Union Minister said that who can stop the trifurcation when Jammu and Ladakh regions have been totally "ignored in all spheres of life" by the leaders of Kashmir. Blaming National Conference and their erstwhile associates in the Congress, Prof Gupta said that due to their follies, the tension was presently prevailing in the State. While warning serious repercussions of the music of autonomy, the BJP leader said that the ruling leaders of National Conference must stop this bogey, which he said was bound to generate more heat than light. |
PMs
intervention sought NEW DELHI, June 17: BJP leader Vijay Kumar Malhotra today flayed the Urban Development Minister Jagmohan for his "pro-active demolition drive against middle class and poor people" even as he exuded confidence that Prime Minister Atal Behari Vajpayee would intervene to end the "emergency type fear psychosis" which has gripped the capital. "I am hopeful that Prime Minister will intervene. The June seven illegal and anti-people notification of the Urban Development Ministry has to be done away with," Malhotra told reporters here. Stating that the June seven notification has sought to scrap the Vajpayee Governments own order of 1998 given during the tenure of Ram Jethmalani as Urban Development Minister, he said "the new notice was served without following any norms and showing gross disrespect to all constitutional bodies. The order seeking to allow demolition of around 10 lakh flats and middle class and poor peoples dwellings was passed without even consulting the city Government and the corporation. "It is as if all others were fools and suddenly a wise man has surfaced to cure the city of its ills," said Malhotra, who headed a panel on building bye-laws of residential areas. He said six BJP MPs from Delhi were consistently in touch with Vajpayee. "Even yesterday I along with Delhi BJP office bearers and Jagdish Mukhi sought Prime Ministers intervention. Vajpayee has assured us to take up the matter with Jagmohan soon," he said. To a question whether Prime Ministers silence over the issue since BJP MPs first raised it over a month back could be construed as "green signal" to Jagmohan, Malhotra said "such a question does not arise". "We will strongly resist any design by Urban Development Ministry to single out middle class and poor. The 1998 order was a culmination of years of promises in BJP manifesto and hard work," he said adding "I agree Jagmohan would not have read the manifestoes of early eighties. But now that he has joined BJP he should honour those". Asked whether he would charge Jagmohan of conducting breach of party discipline, Malhotra merely said he has already taken up the matter with BJP chief Keshubhau Thakre. "Although party has not given any directive so far, Thakre has asked me to take up the matter with Prime Minister," he said. The ruling party MP from South Delhi, however, maintained that "whole party and especially the six city MPs" would back him fully if he was taking steps against "big crocodiles and land mafia. "Why single out the poor and middle class people, who are our partys basic constituency," Malhotra remarked. (PTI) |
Begum clears decks for Gul Shahs entry into NC From Ahmed Ali Fayaz SRINAGAR, June 17: In a significant political development, former Chief Minister and estranged brother-in-law of the Chief Minister Farooq Abdullah Khwaja Ghulam Mohammad Shah is likely to return to the ruling party National Conference (NC) in near future. The octogenarian widow of late Sheikh Mohammad Abdullah, Begum Akbar Jehan, is understood to have grown excessively keen to regain her son-in-law for the Sheikh family as well as for the Sheikhs legacy -- National Conference. Highly-placed political sources disclosed to EXCELSIOR that almost all decks had been cleared for Gul Shahs entry into the NC. Notwithstanding the initial reservations of the NC patriarch and Chief Minister Farooq Abdullah, there is now consensus among the Sheikh family regarding Shahs admission. If, at all, his return materialised, Shah was likely to be inducted at a seniormost position__ next only to the one held by Dr Abdullah. However, in case the senior Shah decided to remain passive, his son Muzzafar Shah, may be projected for a senior position in the party. While as the proposal of Gul Shahs return is understood to have been mooted and persuaded by Begum Abdullah, her younger daughter Surraya and son-in-law Dr A M Matoo, are believed to be playing an important role in the not-so-easy task of reuniting Shah and Farooq. The deliberations have been essentially within the confines of the Sheikh family and key figures, like the NC general secretary Sheikh Nazir Ahmed and Minister for Industries Dr Mustafa Kamal, have found merit in the proposal. The process has begun lately when almost all the members of the Sheikh family met at the ailing Madar-e-Meharbans bed. Conspicuously, Gul Shah too called on his mother-in-law According to the sources, Dr Abdullah has lately been informed by his well-wishers in New Delhi that some Central agencies had been given the task of destabilising the NC Government at a time when a resolution for restoration of 1953 position was about to be debated and passed in the state legislature. In its defensive mechanism, the NC leadership has decided to win back all the men of significance who have separated from Sheikh Abdullahs party after his death in 1982. Gul Shah, who toppled Dr Abdullahs elected Government with late Prime Minister Indira Gandhis support in 1984, is obviously on the top of the list. Having dumped his NC (Khalida) and founded Awami National Conference, Shah has been in veritable political wilderness since the day he was ditched by the Centre in 1986, in order to pave the way for Rajiv-Farooq Accord. For the last several years, Gul Shah has been vascillating between the mainstream and separatist ideologies -- sometimes reaching close to Azadi and sometimes stressing on "an assertive, coruption-free and functional Government". Lately, he has even associated himself with the senior Mahaz-e-Azadi supremo and an important functionary of Qaumi Mashwarati Council Mr Azam Inquillabi. Even as Inquillabi has been publicly grateful to Dr Abdullah for securing his release from the security forces detention, right now there is little possibility of his volte face. However, the return of Shahs close men like Devi Das Thakur is not being ruled out. Sources looked certain that in case Mr Shah decided to remain "passive", his son, Muzzafar Shah, may be projected for a senior position in the party. A number of the NC defectors, who were Cabinet Ministers with Shah, have since joined back the ruling party. They include Messers Ali Mohammad Naik, Ghulam Nabi Kochak, the Budgam politician Hakim Mohammad Yaseen, MLA Rafee Abad Mohammad Dilawar Mir and MLA Riasi Jagjeevan Lal. While as there has been the talk of "minimising the number of our enemies" and "winning back our estranged colleagues" in the NC, Dr Abdullah too is said to have assessed the pros and cons of the proposed development and given his positive nod. Meanwhile, NC Legislature Party met here this evening at Sheikh Nazirs home to fine-tune the partys strategy during the weeklong debate on the official resolution on autonomy. All members, except Mohammad Shrif Tariq, Nisar Ahmed Khan, Ajat Shatru Singh, Govind Ram and Maj Gen (Rtd) G S Jamwal, participated in the meeting which was presided over by Dr Farooq Abdullah. Sources present at the conclave told EXCELSIOR that Dr Abdullah asked his MLAs and MLCs__ particularly the voceferous Mohammad Shafi Bhat __ to exercise maximum restraint, not to lose temper and fall in the Oppositions trap and display a fine degree of party discipline during the special session. Conspicuously, the Chief Minister attended the meeting while donning a T-shirt which had the Indian tricolour boldly painted on it. All the members to speak__who would be chosen by a panel__would be properly briefed by the members of the State Autonomy Committee, one day before their respective turn. It was also decided that at least one member of the SAC would speak every day and convince the state as well as the country that the real solution of the prevailing political unrest lay in restoration of the greater autonomy. Law Minister P L Handoo, Housing Minister Ghulam Mohi-ud-din Shah, Finance Minister Abdur Rahim Rather, Education Minister Mohammad Shafi and the dropped Industries Minister Bodh Raj Bali were the SAC members who framed the report. |
3 militants, jawan killed in Valley Excelsior Correspondent SRINAGAR, June 17: While as security forces today claimed to have eliminated three militants in Kupwara and Baramulla districts, at least one soldier has reportedly died in Pakistani shelling on LoC in Kupwara district. Official sources told EXCELSIOR that troops of 14-Rajput conducted a search operation in Guthamdari forest area in Haihama hills of Kupwara and eliminated two militants in an encounter. One of them was identified as Parvez Ahmed S/O Ghulam Qadir of Haihama. One AK-56 rifle, one sniper rifle and one damaged wireless set are claimed to have been recovered from the spot. Troops of Kilo Force shot dead a Pakistani militant of Jaish-e-Mohammad outfit at Gratabal, Safapora this morning. He was identified as Dilawar alias Bilal. One UMG and eight hand grenades are claimed to have been recovered from the site of encounter. Reports available from LoC said that in continued artillery shelling of Pakistani troops in Nowgam sector, one soldier, namely Ramesh Kumar, got killed. Sources said that militants hurled a grenade at Ziarat Inayatullah Shah at Thaman Kote, in Verinag area, where large number of people were busy in noctural prayers on occasion of Id-e-Milad-un-Nabi. It exploded outside the shrine and caused splinter injuries to Sara wife of Rehman Sofi and Abdul Gani Bhat S/O Ama Bhat. Both of them were rushed to hospital with critical injuries. Meanwhile, four CRPF personnel of 47 Bn as also a driver of the State Security Wing got injuries when their Gypsy turned turle near TCP at Tangmarg. The security wing driver was identified as Dilawar Mir and the injured CRPF men as Arjun Ram, Jagjit Singh, R K Singh and Tiko Ram. They were quickly rescued and rushed to hospital. Romeo Force gears-up to nab Gen Zaki Excelsior Correspondent RAJOURI, June 17: Troops of Romeo Force have been launched from multi-direction in Dodasan Bala area to nab hard-core Hizbul Mujahideen militant and outfits supreme commander Ibrahim alias Gen Zaki who has been giving slip to the security force personnel for the last many days. Based on the leads obtained from sources, the troops of Romeo Force have launched a major operation in the general area of Dodasan Bala to nab fleeing Zaki and his associates. Giving details about the operation, a Defence spokesman said that the operation has been meticulously planned and coordinated. A number of security force columns are taking part in the operation, the sources said, adding that the operation is progressing vigorously and the arrest of Gen Zaki is expected anytime. J&K CM throws Centre
in confusion From B L Kak NEW DELHI, June 17: Prime Minister, Mr Atal Behari Vajpayee, is understood to have directed the Director of Intelligence Bureau, Mr Shyamal Dutta, to cut his foreign visit and return to Delhi. The IB Director is accompanying the Home Minister, Mr LK Advani, on the latters official trip to Israel. A top Government source told EXCELSIOR that the Prime Minister wanted to be adequately briefed regularly on the developing situation in Srinagar, capital of Jammu and Kashmir, following the J&K Chief Minister, Dr Farooq Abdullahs decision to have the controversial autonomy package for his homeland discussed in a special 6-day session of the J&K Assembly commencing from Monday, June 19. Under the established official mechanism, the countrys topmost constitutional personality, namely, the Prime Minister has to be briefed mainly by the heads of the IB and the RAW (Research and Analysis Wing). Mr Atal Behari Vajpayee, who himself has of late been monitoring the Kashmir situation, is reported to be "unhappy" over Dr Farooqs move to keep him (Prime Minister) in the dark vis-à-vis the National Conference Governments strategy in respect of the greater autonomy package. A measure of confusion has been created as a result of the J&K Chief Ministers move to keep his cards close to his chest. The Government source divulged that Mr Vajpayee and the rest in the Prime Ministers Office (PMO) knew "little" about what Dr Farooq and his ruling establishment wanted to achieve by raking up the autonomy issue. The Government source also divulged that the Prime Ministers displeasure had also been the product of the J&K Chief Ministers unwillingness to wait for the outcome of the examination of the autonomy report by a team of officials recently constituted by the Government of India. Dr Farooq Abdullah, the source pointed out, was specifically told by Mr LK Advani that the autonomy report, received by the Centre from the J&K Government, would be examined by the committee of officials. "Curiously, however, instead of awaiting the conclusion of the official teams exercise, the J&K Chief Minister opted for a special session of the State Legislative Assembly to discuss and decide on the autonomy report", the top Government source said. Top BJP leader from Jammu and Kashmir and Union Minister of State for Civil Aviation, Prof Chaman Lal Gupta, has had two meetings with the Prime Minister on certain aspects of the situation, arising from the unexpected decision of the Farooq Abdullah Government to rake up the controversial issue on the floor of the Assembly. The move has been described by Prof Gupta as "politically motivated". Presence of the BJP and the Congress in the J&K Assembly is next to nothing, considering the fact that Dr Farooq Abdullahs National Conference party has the brute majority. Tremendous numerical strength of the National Conference notwithstanding, the Congress party, too, has decided to oppose Kashmir autonomy package. The Congress president, Ms Sonia Gandhi, has pointed out in an interview that the talk of the pre-1953 constitutional position "has no relevance, no meaning for our party as the document of the Indira Gandhi-Sheikh Abdullah Accord of 1975 has relevance and meaning for our party". In an obvious reference to the Dr Farooqs choice of operations, Ms Sonia Gandhi said that while people of Kashmir "anxiously want good governance", it was imprudent and unfair to rake up the controversial pre-1953 issue to deviate peoples attention from the unresolved imbalances and unemployment in the State. Ms Sonia Gandhi, who
was earlier briefed on the Kashmir situation by the
