Criminal nabbed with pistol in Kathua

KATHUA, June 4: Kathua police nabbed a notorious criminal alongwith country made pistol at village Sakta Chak, 8 kms from here today.

A police spokesman said that Sukhwinder Singh alias Raju, son of Dalip Singh, who was wanted in several criminal cases including burglary and extortion was nabbed today by a Kathua police party led by SI Ajay Jamwal.

Police sources said hardly three months ago, Kathua police recovered a country made pistol and booked him under Arms Act. Later, he had been released on bail and started criminal activities again.

Police also recovered some ammunition from his possession.

The table evaluation of the selected subjects of the Post Graduate first semester by the Examination wing of the University of Jammu for the first time, gathered a bitter experience.

On one hand, University authorities could not complete the job in the a given time, while on the other hand, they had to adopt earlier practice of sending the scripts outside University in view of the non-availability of the subject teachers.

The time period allocated for the completion of table evaluation of eight selected subjects is over and ‘officially’ the process has been completed. But ‘unofficially’ the evaluation of the three left-out subjects for which JU failed to manage teachers, is still going on.

In fact, the concerned branch had to complete the process of table evaluation well before the start of the undergraduate evaluation in the Campus, but failing to get it done even after taking a ‘sufficient’ time, has raised question marks regarding continuation of this practice (table evaluation).

However, some Head of the Departments, who are convener of the concerned subjects, gave positive signals regarding the new system. At the same time, they said that it was never expected that the outside teachers who once agreed for the table evaluation, failed to turn up at the later stage, causing delay in the results.

Whereas, some of the officials within the examinations wing of the University blamed the conceded staff who have been assigned the job to get the evaluation completed. Some officials in the examination wing, who pleaded not to be quoted said, "the main reason behind non-completion of table evaluation within the given time was the non-serious approach of the concerned officers, whom the job was assigned, because of their being busy in some other ‘remunerative assignments’ in addition to official job".

Furthermore, the reason behind ‘officially’ winding-up of the table evaluation without getting the Urdu, Mathematics and English results completed, might be to get some new ‘remunerative assignments’ in the evaluations in the under-graduate section, which is presently going on in the University.

Whatever is the experience, one thing is quite clear from the fact that with the conduct of the table evaluation, the JU was able to declare the first semester result in some of the subjects within one month time. Earlier, the same subject generally took four to six months It may be recalled that the University of Jammu had taken a decision to go for table evaluation in subjects where the number of students is over 50. So, eight subjects were selected out of 26 on a trail basis.

MAM College

remains on the top

Likewise last year, the Government MAM College is all set to attain the top position not in the merit list, but in the list of those having the highest number of cases of unfair means in the ongoing under-graduate regular examinations.

The college is presently having neck to neck fight with the examination halls of the University of Jammu as far as the number of unfairmeans cases are concerned.

These two centres, according to the insiders, have become notorious for copying. While, one which is located in the Campus have the same staff repeated over the past some years, whereas, another in MAM College is known for nexus between the teachers and the students.

However, the first one failed to get the attention of the University, while, the MAM College Principal was called by the Vice-Chancellor to ask him the reason for ‘mass copying’, insiders disclosed.

No. of unfairmeans

cases may touch 500

The number of unfairmeans cases registered against the students by the different superflying squads of the University of Jammu in the regular undergraduate examinations may touch 500 mark.

As per the figures available, till last week, 269 cases were reported to the conceded section. The highest 234 cases were reported in the BA/BSc/ BCom Part-Ist, while in the Part-IInd and Part-IIIrd, the number was 69 and 66 respectively.

Police recruitment drive at Brari Angan, Anantnag

Srinagar, June 4 : Keeping his promise with the people of Brari Angan, Anantnag during his last visit made about two months back, the Chief Minister, Dr. Farooq Abdullah personally supervised police recruitment drive being conducted by the Jammu and Kashmir Police, headed by the Director General of Police, Mr. Gurbachan Jagat in the village this morning.

Thousands of people including women and children from far off places had thronged the venue to greet their leader Dr. Farooq Abdullah. A large number of aspiring youth had come to appear in the recruitment drive. This was part of the drive launched by the J&K Police to recruit youth from remote and far flung areas on the advice of the Chief Minister so that youth from such areas also get the opportunity of employment in Police Force who because of poverty and lack of other facilities did not afford the luxury of visiting cities for participating in such recruitments.

While talking to the people who posed numerous problems to the Chief Minister, Dr. Abdullah gave on spot instructions to the District Development Commissioner, Anantnag for taking up development of link road between Brari Angan to Uterosoo and execution of water supply scheme for Brari Angan on priority so that these problems of the people in the area were solved expeditiously.

Dr. Abdullah said that his Government was taking all possible measures to provide employment to the educated youth particularly in far flung and neglected areas.

Reacting to a question by a mediaman regarding prevailing security scenario in the Valley, the Chief Minister said that steps were being taken to further tighten the security arrangements for the protection of people including VIPs. He said our enemy was bent upon to create problems for the people of State adding that only the other day an attempt was made on the life of the former Housing Minister and a religious leader, Moulvi Iftikhar Hussain Ansari in which precious lives were lost. He said we all have to fight terrorism unitedly which was aided from across the border and which had adversely affected our economy.

Dr. Abdullah said the Central Government have taken up this issue with various world leaders and recently it was raised with the Chinese Government by the President of India and hoped that these efforts of the Central Government would bring fruit and peace was restored so that the people of the State would once again heave a sigh of relief and march towards development and prosperity.

Udhampur, Srinagar selected model districts for pilot study project:Sagar

Srinagar, Jun 4: In order to institutionalize community participation in Rural Water Supply Programme, Union Ministry of Rural Development Department of drinking water supply have selected Udhampur and Srinagar as model districts of the State for Pilot Study Project. The cost of the project for Udhampur and Srinagar have been estimated at Rs. 25 crore and Rs. 38 crore respectively.

This information was given at a high level meeting of officers, presided over by Minister for Works, Mr. Ali Mohammad Sagar here yesterday. Principal Secretary for Works, Chief Engineer, PHE, Jammu and Srinagar and Concerned Executive Engineers attended the meeting.

The meeting was informed that Rs. 675 lakh and Rs. 705 lakh for Udhampur and Srinagar respectively have been allocated as first installment of grant-in-aid up till now by the Government of India.

Addressing a meeting, the Minister impressed upon the concerned officers to draw a detailed scheme/Action Plan for its execution. He asked them to ensure registration of District Sanitation and Water Mission with the Industries Department. Mr. Sagar asked them to chalkout a training programme for beneficiaries, including training for implementation of the schemes, operation and maintenance of the schemes, record keeping and accounts maintenance.

Since it is a Community Based Scheme, the Minister also directed the district officers to involve local NGOs/ Sarpanchs/Lambardars in respect of their respective districts at village level in the execution of schemes.

Mr. Sagar underlined the need for designing the schemes in such a way that it should start from far-flung areas down stream and from hard to soft areas. He also stressed for designing of small schemes limited upto a particular area to ensure to its early completion so as to derive the dividends at the shortest possible time.

"Rehbar-e-Taleem" Scheme discussed

RAJOURI, June 4: A meeting was organised by Manjakote Village Level Committee to discuss the implementation of "Rehbar-e-Taleem"scheme launched by the Education Department to over come the dearth of teachers in the remote and far flung areas.

The Chief Education Officer (CEO) Rajouri, Mr Kulwant Singh chaired the meeting and among others it was attended by Zonal Education Officer, Manjakote. The meeting was also convened by the Education Department as per the directives of Education Minister, Mr Mohammed Shafi Uri.

Mr Kulwant Singh on the occasion urged the ZEO to distribute literature about the scheme among the members of the Committee.

He said the applications regarding appointment of teachers under this scheme will be sent by CEO to Deputy Commissioner by June 7.

He maintained only list of those schools will be submitted under the scheme which have been identified by Village Level Committees.

He said regarding the shortage of staff in schools the applications will be submitted to DC’s Office by June 20.

Shiv Dev dies fighting militants in Rajouri

JAMMU, June 4: Young Shiv Dev Singh has became first soldier from village Kothey Sainian in Bishnah, who sacrificed his life while fighting militants in the Rajouri district.

Rifleman Shiv Dev Singh of 4th Bn, JAKLI, who was cremated with full honours at his native place was young and energetic soldier of 25 years old.

According to his family members, most of whom are in the belt force said Shiv was killed while fighting the militants in Kandi area of Budhal in district Rajouri.

Meanwhile, in a separate handout issued here today, the Jammu and Kashmir Rural Development Organisation, Bishnah has condoled the demise of Shiv Dev Singh Saini. They observed two minutes silence for peace to the departed soul and also consoled the grief stricken family.

The meeting of the organisation also passed a resolution to prepare a memorial for remembrance in memory of the brave soldier. The meeting was presided over by Mr Gian Chand Bhagat.

Chilla Danga people live in abject poverty, neglect

Chilla Danga, June 4: Though barely situated 14 kilometers away from Jammu, Pathankot National Highway, Chilla Danga and its surrounding hamlets are one of the secluded areas of the Jammu district at present.

This area sans a road link and the means of communication are totally limited here. People have to tread a seven kilometer sand nullah by foot to catch a bus for Samba and Vijaypur Town.

One has to go through a unique experience while traveling through this sand nullah from village Sablood to Chilla Danga. This nullah which creates a havoc in Monsoons when in spate serves as a life line for the denizens here in Summer and Winter seasons as skeleton service of matador from Samba to Chilla Danga ply only through this sandy nullah in rest of the year.

The area has totally been neglected by the successive governments alleged the inhabitants of this entire belt and people are passing a miserable life here.

Due to lack of transport facilities many times patients die on their way to hospital as there are no medicare facilities available in the adjoining villages.

The people in entire belt live in abject poverty and ignorance. Politicians visit here in elections with many promises to seek votes and later we do not see their face, alleged Babu Ram.

Over 15 villages in the area with a population of 7000 to 8000 have no road link, he said, adding our pleas to the higher authorities have so far fallen on deaf ears as no attention was paid to solve this problem.

"I have also taken the issue with the Government umpteen times said Dogra Sadar Sabha chief and vice president Pradesh Congress, Mr Gul Chain Singh Charak but every time except assurances nothing concrete was done in this regard by the authorities at the helm of affairs.

Mr Charak said the Government has left these people on the mercy of God as no body bothers to solve their problems.

Terming the claims of Government on the development of backward and rural areas as totally hollow he said in last 53 years we could not construct a road link in the area which is a pity.

He said lack of proper communication is one of the main reasons that militants are using this belt as a safe passage to higher reaches of Udhampur and Doda districts.

He said the people of this area who are good warriors and have displayed a tremendous courage in fighting the militancy have been considered for selection in state police or para military forces.

Even some youth who have been selected were terminated on flimsy grounds later on which has generated a lot of resentment among them, alleged DSS chief, adding this has happened despite the repeated assurance given by the Chief Minister, Dr Farooq Abdullah.

How will these people now trust the State Government which has provided a job to surrendered militants but did not consider those who threw their lives in extreme danger by taking on with he gun wielding militants, said Mr Charak.

Another main problem faced by the people of this remote area is that no proper schooling facilities exist here. There is a primary school in Chilla Danga but without a teacher and hence closed said Krishan Singh another villager.

Our children face many hardships and they have to travel a 10 kilometer distance to and fro in the scorching heat to reach High School Sarnah, said he, adding the children can not go school especially in Monsoon when the Nullah is in spate.

The area also faces acute shortage of water. The PHE Department has laid pipes at many places but without water, he alleged and added that in Kathar village the people have to fetch the drinking water from three kilometers distance. He said even no attention has been paid by the authorities to our demand regarding desilting of 150 year old well in the village which is the main source of drinking water for the area. The people are demanding testing of this water so that the same is used for drinking purpose without any hesitation, he added.

Power supply is also erratic in this entire belt and some villages have not even been electrified till date. A portion of Chilla Danga is

also without electricity though the security deposits have been deposited by the people in 1982 alleged Rasal Singh.

National youth orientation camp concludes in Jammu

JAMMU, June 4: Two- day National Youth Orientation camp concluded here today.

As per a release, the proceedings of second day of the camp started with the address of Kamal Jamini on Bahai faith. He spoke on the principle and faith of this movement. He said basically it’s not the religion and its basic principles are based on love, unity, non-violence and brotherhood.

Prof Ashok Aima, Head of Department Management Studies from Jammu University also spoke on the occasion about the role of youth in the society. He stressed upon the utilisation of youth power. Panthers Party MLA Mr Harash Dev Singh also addressed the gathering and appealed the youth to play their effective role in the present scenario.

Mr Singh’s lecture was followed by a panel discussion on Kashmir problem. Those who participated in it included Prof Hari Om, Prof A N Sadhu, Dean Academic Affairs, Jammu University. Prof Hari was of the opinion that Jammu region should be given its due share in all the fields. Prof Sadhu pleaded for equal treatment to all the three regions of the state.

Later, Mr Balraj Puri, a veteran journalist also spoke on the occasion.

Annual Yajnya held at Gopinath Ashram

JAMMU, June 4: In memory of Bhagavaan Gopinathji the annual yajnya was performed at Bhagavaan's Ashram, Udaiwala Road, Bohri, Jammu today. Thousands of devotees attended the Yajnya and there was intense activity throughout the day. The Yajnya ceremony began actually on the previous evening and culminated today.

The Hawan ceremony was over at 1 p.m. followed by mass prayer for the peace and well being of the mankind. Then Prasad was served to a huge gathering. The function passed off peacefully, thanks to the orderly behaviour of the devotees and the presence of police personnels at the permises. The Hawan Ceremoney was also performed at Khar-yar, Srinagar, Kashmir, Jyoti-Puram, Reasi, Pamposh Enclave, New Delhi, Chembur, Mumbai and Bangalore.

Kashmir Aid Foundation observes international day for children

RAJOURI, June 4: In connection with "International Day for Innocent Children Victims of aggression", a special meet was organised by "Kashmir-Aid Foundation, a non-Governmental Organisation, to mark the day.

Addressing the meeting Mir Shahid Saleem, secretary general "Kashmir-Aid Foundation discussed in detail the miserable plight of Kashmiri children "children of our State have been traversing through trial by fire for the past over a decade. Thousands have been orphaned and forced to live a miserable life, and every pleasure of childhood have been snatched away from these innocent souls" lamented Mr Saleem.

He said our children are witnessing barbaric scenes of bloodshed and carnage that is having very negative effect on their psyche. Living under the perpetual shadow of fear and intimidation is leading our young generation to various types of psychological disorders.

The recent report entitled "impact of conflict situation on women and children in Kashmir" released by "Save the Children Fund (SCF) in collaboration with Department of Sociology, University of Kashmir, was also discussed in detail in the meeting.

Elaborating the report to activists of Kashmir-Aid Foundation, Prof M B Magray observed that although the report was a commendable attempt to focus on the miserable plight of Mothers and Children who have been passing through great trials and tubulations for the last eleven years of turmoil in the State, but it could have been more comprehensive had concerned agencies included Rajouri, Poonch and Doda districts for their survey. Since these district too, have been bearing the brunt of on going armed conflict in the State.

Speaking on the occasion, Mr Rukhsar Bhat and Mr Javed Magray gave a satatistical account of sufferings inflicted on women and children of the State. They said the decade long turmoil in the State has left us within more than seventeen thousand widows and orphans and a good deal of these unfortunate citizens have emerged as a discarded lot in the society.

Ms Shabina Yaseen called upon the non-Governmental Organisations and Charitable Trusts of the country to come to the aid of these helpless people, so that they may be able to lead a dignified and decent life.

Prominent among others who participated in the discussion included Mr Lal Din Hamdi, Mr Ameen Malik, Mr Manan Mir, Mr Aftab Qureshi, Mr Pervez Khan and Ms Rukhsana Bhat.

ST employees discuss problems

JAMMU, June 4: A meeting of All J&K ST (G&B) Employees Welfare Association was held at Gujjar Nagar under the chairmanship of Ch Mohd Iqbal Bajar.

In the meeting, various problems of ST employees were discussed. The participants urged on the Chief Minister to strictly enforce the reservation rules in favour of ST (G&B) employees both in appointments as well as in promotions. Chief Minister was also requested to direct all head of departments to refer all back log posts lying pending with them to SSRB for advertisement and the promotion of ST (G&B) Employees shall be made at an earliest as per backlog posts.

The Chief Secretary was requested to include the member from this association in the Cabinet Sub-Committee constituted to see the reservation rules of SC/ST employees. The participants vowed to fight unitedly to get their rights.

ISM doctors meet Director

JAMMU, June 4: A deputation of Medical Officers (ISM) Welfare Forum led by its president Dr Govind Ram Gupta met the Director ISM and presented him a memorandum enlisting their demands and difficulties.

As per a release the problems and difficulties pertained to inadequate or non-supply of life saving, emergency and essential drugs, poor working conditions, non-existing transfer policy and non utilization of centrally sponsored schemes like setting up of herbs garden, conducting of workshops on various specialities in ISM, non-implementation of the decision of the Government regarding appointment of 3rd doctor at PHC from ISM.

Director ISM gave them a patient hearing to the deputation and assured appropriate action in the matter. The deputation comprised of Dr Arun Jandial, Dr V K Zaroo and dr Virinder Gupta.

BJP MLA’s plea to Centre

JAMMU, June 4: Mr Bali Bhagat, BJP MLA from Ramban, has urged the central Government to also take into confidence the people of Jammu and Ladakh as and when talks are held with Hurriyat Conference.

In a statement here Mr Bali criticised those parties which have been pleading for unconditional dialogue with Hurriyat Conference. He also pleaded that autonomy should be granted to Jammu province and Ladakh region for their all round development and protecting these from the hegemony of leaders from Kashmir Valley.

CM calls on Ansari

SRINAGAR, June 4: The Chief Minister, Dr Farooq Abdullah today called on the Maulana Iftikhar Hussain Ansari a prominent Shia leader and former Minister and enquired about his condition and recovery.

Maulana Ansari was injured in a mine blast at Gund Khwaja Qasim on Friday in which 12 persons were killed.

The militants bid on the life of Maulana has evoked wide spread condemnation and protests in the Valley. Anti-Pakistan demonstrations also took place.

The Chief Minister spent some time with the Maulana today at his residene. It may be recalled that the Chief Minister has rushed to Sher-i-Kashmir Medical Institute, Soura immediately after learning the incident on Friday evening.

Large number of people including Ministers, Legislators, Political Leaders of different parties continue to visit the Maulana's residence to enquire about his condition.

Among others the Revenue Minister Mr Abdul Qayoom, Forest Minister, Peerzada Ghulam Hassan Shah, senior Congress leader and MP Mr Rajesh Pilot, former Union Home Minister, Mr Mufti Mohammad Sayed and president of the PDP, former MP, Mr Ghulam Rasool Kar and prominent Shia leader, Aga Syed Mehadi were among those who called on Maulana's residence today.

Maulana Ansari is recovering fast, Maulana thanked the people for showing concern over the injuries to him in the mine blast and sympathies for those killed in this dastardly act. He has appealed to the people to maintain peace and harmony and face the situation collectively with courage and fortitude to defeat the designs of terrorists.

IDP organises 2-day conference

HIRANAGAR, June 4: Internationalist Democratic Party, tehsil Hiranagar, held a two day conference to observe World Environment Day, which was inaugurated by Mr I D Khajuria.

As per a release while addressing Mr Khajuria resolved to accelerate efforts to make the earth a tension-free, peaceful and environmentally suitable planet for all species to live and develop.

Expressing deep concern over deteriorating security in the State Mr Khajuria proposed Indo-Pak condominium over the defence and foreign affairs of the State with maximum possible autonomy to whole of the State and same to each ethno-regional community under federal constitution of the J&K State to restore normalcy in sub-continent as well as in South Asia.

He advised the delegates to to mobilize the people in favour of peaceful trilateral resolution of J&K problem through talks between India, Pakistan and people of Jammu and Kashmir, upholding the integrity of the State in any solution.

Mr Parshotam Singh, district secretary IDP, called upon the delegates to prepare themselves for launching a peaceful struggle to get their basic rights like safe drinking water in Kandi areas and power supply in all villages.

The IDP also elected its nine member committee for tehsil Hiranagar to run its activities.

Tourism picking up in Kashmir

NEW DELHI, June 4: Tourist traffic to Kashmir, which had received a serious jolt due to last year’s Kargil conflict, is fast picking up following the State Government’s four-point revival package.

Determined to make this year a success story in terms of tourism, the State Government in association with the tourism industry has launched direct marketing and offered 30 per cent discount on travel and lodging.

The State Government is targeting to cross last year’s mark of 2.7 lakh tourists, State’s Tourism Minister S S Slathia told PTI here.

He said the Government was making efforts to negate the impact of the Kargil conflict on tourism which is the backbone of the state’s economy.

All the tourist resorts and routes have been sensitised to ward off any terrorist attack, Slathia added.

The minister said tour operators from several parts of the country had visited the valley and convinced themselves of the situation for a good tourist season.

Notwithstanding terrorism in the Valley, the tourist arrival till May has shown an encouraging trend, with 1,500 hundred people arriving daily.

The ‘Sindhu Darshan’ festival to be inaugurated on June seven in Ladakh is expected to give a major push to tourism, Slathia said.

Potential of various other tourist destinations, particularly in Jammu and Ladakh regions, was being explored to exploit these, he added.

Meanwhile, arrangements for the Amarnath Yatra starting next month have begun and the State Government is targeting to receive about 40,000 more pilgrims against last year’s 1.40 lakh.

He said the pilgrims could register themselves in any tourist office of the country.

Slathia added that the Government was giving more facilities to pilgrims visiting Vaishno Devi shrine and providing direct conveyance link to various other tourist spots.

Last year 46 lakh pilgrims visited the shrine, he said. (PTI)

JAMMJ, June 4: The Ist introducing meeting was held here to welcome the president of Jammu District Body Building Association Mr Ram Sahai. The meeting was held under the chairmanship of Patron in Chief, Mr Parvez A Malik.

Mr Rajeev Charak, general secretary introduced all members and officer bearers of JDBBA. He appealed to young blood to join Body Building to promote Sports in J&K.

Mr Parvez Malik on the occasion announced that the IInd Mr J&K Body Building Championship will be held on June 11 at Chanderbagh Community Hall, Canal Road Jammu.

Mr Ram Sahai, president assured his full Co-operation in all ways to promote the body building in the State. He said a State Level, North Zone and National Level Championship will be held in future in the State.

Mr Vivek Gupta, vice president presented vote of thanks on the behalf of Jammu District Body Building Association.
