Right to protest is democratic: BJP HYDERABAD, July 19: BJP today joined with CPM to affirm that right to protest for any political party was a democratic right and it would be extra-constitutional to threaten a political party with deregistration for organising a Hartal. The Election Commission (EC) had issued a notice to CPM asking why the party should not be deregistered for organising a Hartal in Kerala in violation of a recent Kerala High Court ruling declaring Hartals illegal and unconstitutional. Speaking to reporters here, BJP general secretary M Venkaiah Naidu said we are not prepared to accept that EC can issue notice and deregister a political party. Protest is a democratic form of expression guaranteed by the Constitution. If the power to deregister a political party on such grounds lies with EC it will be weakening the Constitution. We are not in agreement with the proposal of EC, he said adding that the parties should arrive at a broad consensus on method of protests without causing inconvenience to public. Kerala High Court concern was on forceful enforcement of Hartals and Bandhs and the remedy cannot be deregistering of political parties as democracy cannot function without protests, he said. On the ongoing agitation by opposition in Andhra Pradesh demanding roll back of power hike, he said the pattern of agitation obstructing ministers and officials from performing their duties cannot be fair play. On the reported remarks of Shiv Sena chief Bal Thackeray on imposition of Article 356 in Maharashtra, he declined to comment but said BJP will never misuse the Article 356. (PTI) |

border within framework BANGALORE, July 19: Karnataka Chief Minister S M Krishna today said any talks with Maharashtra on the vexed border row should be within the parameters of the Mahajan Commission report. Karnatakas doors are always open for negotiations if Maharashtra wanted to discuss problems of people living in border areas and find a solution, Krishna told reporters here. The Chief Minister said Karnataka has maintained a consistent stand that implementation in toto of the Mahajan Commission recommendation on the border dispute with Maharastra was final and his Government too was committed to it. Krishna said he was yet to get details of the resolution passed by the Maharastra Assembly urging Chief Minister, Vilasrao Deshmukh to hold talks with him (Krishna) on the boundary issue. (PTI) |
Shekhawat demands CBI enquiry into communal riots JAIPUR, July 19: The leader of opposition and former Chief Minister, Bhairon Singh Shekhawat, has accused police of not taking timely preventive action to check the communal riots, which claimed 12 lives in Malpura and Tordi in Tonk district, and demanded a CBI inquiry into the riots. Shekhawat, who visited the affected villages yesterday, also demanded immediate transfers of the District Collector, the Superintendent of Police and the incharge of the police station of Malpura. He visited the families affected by the riots on Monday last and assured them of all help. Later, talking to newsmen at the PWD rest house, shekhawat said had the police taken timely preventive measures soon after the killing of Kailash Mali, the first victim of the riot, the situation would not have aggravated. Shekhawat alleged that the police had failed to maintain law and order in the area. (PTI) |
Indian equipment for LCA breaks barrier of West CHANDIGARH, July 19: India broke the barrier to a closely guarded, classified technology of advanced nations with a state-of-the-art Head-Up Display (HUD) system for its Light Combat Aircraft (LCA), which helps a pilot view both ground data and outside world without changing his line of sight. The Indian HUD, claimed to be superior to similar systems in the international market, can also be used in weapon aiming when the pilot is in a combat mission. The indigenous HUD, developed at the Central Instruments Organisation (CSIO) here, has been handed over the Aeronautics Development Establishment (ADE) in Bangalore. The technology is being extended to Sukhoi, Jaguar and MiG-27 aircraft, CSIO Director R P Bajpai said. The technology has also been demonstrated to senior Army officials. CSIO scientists initiated the HUD project in 1992 and developed their unit "right from scratch, with no reverse engineering involved," scientists said. It displays flight information of several selectable modes in a such a form that a pilot can view the information superimposed on his view of the outside world without having to change his line of sight. The pilot is thus able to fly the aircraft "head up", reducing his workload and enhancing his weapon aiming capacity. In turn, it helps him take split-second decisions. "CSIOs HUD is a contemporary, state-of-the-art technology in international market," VML Narasimham, head of CSIOs applied optics division, whose scientists developed the vital technology, said. For example, compared to Isarels HUD, the CSIO equipment is noiseless, silent, and offers a better, brighter ad of view. It is compact, highly reliable, has no reflections from the sun, and is designed for high-performance aircraft. The HUD will be displayed at the coming airshow in Bangalore later this year. The team has delivered three HUDs to ADE. One unit has been tested for environmental stress specifications and is ready for ground integration with the LCA. The second is getting ready for Safety of Flight (SoF) tests under simulated conditions, while the third has undergone Form Fit and Fine (FFF) testing. A fourth HUD unit, currently undergoing tests at CSIO, will be handed over to ADE within 10 days. In two to three months, two airworthy units would be ready, Narasimhan said. The Bharat Electronics Limited (BEL) at Panchkula near here has placed an order for five HUDs which will cost Rs 60 lakhs a piece. BEL will begin hud production later. CSIO scientists will next work on a Helmet Mounted Display (HMD), specifications for which are being worked out by the ADA. The institute is also working fire safety sensors for LCA. (PTI) |

Dena bank plans to launch debit card NEW DELHI, July 19: State-owned Dena Bank plans to launch debit card this year and market insurance products in a bid to boost its retail banking activity and increase business by over Rs 23,000 crore by this fiscal. "We will launch debit card this year. We are also keeping options open for going for co-branding of the card with other public sector and foreign banks," Dena Bank Chairman A G Joshi told PTI. Dena Bank, which launched credit card in association with Visa International, will be one of the first public sector bank to launch debit card enabling customers to deposit money into their accounts from ATM and credit card counters directly. Joshi said the new initiative is part of the banks strategy to increase its retail banking activity and increase its business to over 23,000 crore by 2000-01 from last years Rs 20,000 crore. "The bank will be increasing its exposure in housing, car loans, gold trade and personalised banking services," he said. The bank would also aim at increasing low cost deposits to 39 per cent from the current 36 per cent of total deposit of Rs 12,601 crore, he said. It witnessed a deposit growth of 11.6 per cent of which 33 per cent was from current accounts. The bank has created corporate business division and stepped up its computerisation drive to improve its profitability, Joshi said. Dena Bank would also start internet banking from next year, Joshi said. Interconnectivity of the bank branches has increased its business significantly and 65 per cent of the total business came from the 212 computerised branches countrywide, he added. The bank would increase connectivity to 141 more major centres by this year, he said. On banks insurance plan, Joshi said the bank would market insurance products of other banks when the sector opens up for private players later this year. "We have the expertise in insurance as the bank had a insurance subsidiary. This would enable us handle insurance products better," he said. The bank has also met the Reserve Bank of Indias target by selling over 20,000 Kisan Credit Cards last year, he said adding its priority sector lending was over 42 per cent. (AGENCIES) |
