Issue marks card

Sir,

I appeared in the J&K State Board of School Education, Examination for 12th standard in Non Medical capacity under R. No. 103876. It is sorry to say that till today, I have not received the marks card of the exam. whose result was declared on 8.6.2000. I have contacted all the Board authorities and the postal personnel but of no use.

So I request the Board authorities to issue me a new marks card which I require for further studies.

Autonomy debate-I

Sir,

I have been keenly following your columns ever since the start of debate on autonomy. As a long time J&K watcher, I personally feel it is just a sham created by politicians, vested interests and reinforced in equal measure by media through unnecessary hype. I am reminded of similar hype created by the Resettlement Bill brought by Late Sheikh Abdullah's Govt more than a decade back. There were similar expectations, apprehensions at that time as well although one thing was sure that the bill was going to be rejected by the Central Govt as in the present case of autonomy resolution. I am thus surprised at the naivity of the Media, who knowing very well the fate of such an exercise created such hype that whole the country had nothing else to but debate this issue.

Now, I would like to bring out a few points regarding what actually is desirable for the people. At the present juncture, people of J&K need good governance, which, I am afraid, is not possible with present ruling culture of the politicians and bureaucrats. Only time in the history of the State since independence when the people had a taste of good governance was during Jagmohan's Governor rule. It is that sort of sustained governance for at least 5 years that will bring some relief, satisfaction to the J&K people irrespective of their region, religion or political affiliation. I am at a loss to understand how greater or lesser autonomy to the State can provide satisfaction to the public at large. Rulers score book as per previous record does not guarantee any improvement in the people's life even if the autonomy resolution is accepted.

Autonomy debate-II

Sir,

As a politician, it should have been quite clear to Dr Farooq Abdullah, the Chief Minister of J&K that the autonomy can be implemented only in a Federal system having a homogenous and cohesive society. Since our State is divided into 3 different regions, this option is not viable here. These regions are periodically undergoing agitations for the cause of their particular area. Even at this stage, the present Government is not able to relieve people by solving, not all, but few problems.

Now by passing out the autonomy resolution the NC party has spoken the language of the militants and deprived the people of J&K from enjoying democratic rights. It seems that the division of the State on the communal basis will soon fulfill the dreams of fundamentalist forces in India and the ISI across the border. It was actually the centre's indecision which complicated the matter and provoked Farooq to gain majority in the State's Legislative Assembly and this majority would put the Centre in an embrassing position in the future also.

Looking at this aspect, all the communities of J&K have started agitations against the autonomy report. They are considering it as a move against patriotism. On the other side, the most disturbed part i.e. Kashmir doesn't want to agree to the ideals of the CM.

The Panun Kashmir wants a separate homeland for the Kashmiri Pandits in the valley and are totally against the autonomy resolution. It is quite obvious that with the majority of Muslims in a particular State, the autonomy can never strengthen communal harmony and secularism of the country.

The only question before the millions of people in and outside the State is: will it solve all the problems related to the State and thus provide an efficient administration to it ?

China : An artificial counter

Sir,

This has reference to the views of one Mac Kher (10 July) titled, ''Rejected PNTR''. I get the feeling from his letter that this author is acting as a salesman for China. All what he has written regarding China in my opinion is fabricated. Firstly, China is an ally of the US and not a rival. Secondly, this author wants to make China the leader of the developing countries by making China an artificial counter to the US. Thirdly, people who know China pretty well will inform you that China is a backward country in every sense.

Finally I might mention the West is not afriad of China but in reality they are worried (quite wrongly as India is a democracy) about India mainly because of India's vastly superior technological base in relation to China.
