Chinese space programme Sir, This pertains to the article (25th June), ''China aims at manned space launch in 2001''. For this you quote the U.S Defence Dept as your source. First of all please do not get the impression that I am adversely critical of China but the real facts regarding the Chinese space programme are totally different from what the U.S. Defence Deptt. wants us to believe. You all might recollect that the US Defence Dept. before the recent Indian nuclear weapons tests often mentioned that India had no nuclear weapons. While all experts were aware that not only did India have a large nuclear arsenal but India has also in addition to this accumulated several tons of Plutonium-239. In fact India had even accumulatd the much sought after Uranium-233. I might mention that few countries in the world have access to Uranium-233. Quite in contrast to U-235, U-233 is extremely difficult to obtain. What this tells us is that often the U.S. news in meant to further her (U.S) interests only and is often a fabrication of data. The story of the Chinese space programme is the same as everything else related to science and technology in China. Due to the CR (Cultural Revolution) from the period of 1966-1976 everything in China went backwards. Not only were eminent scientists sent to work in farms but many were even liquidated. The result china today lacks a scientific and industrial infrastructure and also poverty is widespread in that country. The recent disaster in which several Chinese (who had fled the Mainland for a better life- died in Britain due to suffocation in a truck reflects the plight of the common person in China without any ambiguity. In space to this day the Chinese have only been successful in launching satellites such as the Iridium series with a weight of less than a ton in the near earth orbit. However when China signed the CTBT in a September 1996 the US as a deal promised China (this is now a commonly known fact) that they will transfer space hardware to China so that China can launch a man into space. This launching of a man into space is meant to be more of a publicity stunt by China rather than a genuine scientific feat. In addition to this the U.S had also promised to train Chinese astronauts. At present all intelligence and scientific data points to the fact that the Chinese have a already launched and retrieved cockroaches from space. These organisms as is well known are very sturdy and can even survive high doses of radiation. Therefore it is quite likely that if China is able to put all the U.S supplied hardware together they will soon be able to place a man into space. Actually in reality to this day the Chinese have no indigenous space launch vehicle comparable to the Indian GSLV. Finally in my opinion the real status of the Chinese science becomes quite clear by the fact that the mainland Chinese have yet to produce a single Nobel Prize ! Yours etc... |
Downfall of Cooperative movement Sir, This has reference to R K Kaul's article that I read in Daily Excelsior dated June 13, 2000. He has referred to on going militancy in the State. In Kashmir, one can understand that militancy has affected the movement but what happened in Jammu and Ladakh? It is only the policy of the Government which has destroyed it from the gross root. I would like to give few points which have brought this movement to a stand still position. No professional Registrars are appointed by the Government. However, who learn ABC of the working of cooperatives in course of time are prematurely transferred. Thus bringing state of affairs back to their previous position. * Misuse of subsidy which made the whole department corrupt. * No action on the detected embezzlements and connivance with the unscrupulous persons by the Government Officers. * No audit of the main units of the co-op. where crores and crores of rupees were embezzled every year. Rather Government provided them more subsidy, ignoring the small units at the gross root. * Snatching away the right of procurements from the Co-operative. Now 80 percent of the fertilizers are also given to the private dealers. Not allowing the primary Co-operative societies to procure the fertilizers direct from IFFCO or other producers when the Society is making its own arrangements of Finance. In other words, no freedom of business. This principle does not apply to the JAKFED. They can buy from any Private producers. * Government circulated a SRO No. 233 in 1998 but did not care to see that it is adhered to by the Institutions. Another order regarding the security of the employees was issued in 1994 but all in vain. Amalgamation of Primary Co-operative Societies. First, the primary societies were registered to serve the farmers, they failed in their objective. They were liquidated and farmers service societies were registered. They too failed to serve the poor farmers. Then the Government camps up with amalgamation plan without rectifying their omission and commission. Implementation of loan waiving schemes- First announcement of loan waiving scheme in 1989 was not implemented in the right spirit of providing benefits to the poor and needy farmers with the result thousands of cases are pending in the different courts at present. Another, waiving of loans upto 50,000/- rupees was announced and the CM also agreed in the Assembly but nothing is done so far. Co-operative Bank also played very active role to contribute in the down fall of this movement i.e. charging more interest than recovered from the loanees by the societies. Renewing the loans without recovery from the loanees and not making the supervisory staff equally responsible for the embezzlements and mis-appropriation of funds. My friend has suggested that a nominated Board can deliver goods more effectively. I cannot agree with this having a bitter experience in marketing society R S Pura from 1980 to 1994. We ask our rights and freedom of work. Primary Co-operative societies are the main sufferers to carry the burden of all shortages created by the Apex institutions. It may sound unusual but it is a fact. Lastly, the Primary Co.op Societies requests the authorities and the Veteran Co-operators to help the Primary Co-op Societies to attain the freedom of business. You give us the freedom, we will give the life to the dying movement.'' Yours etc... |
