MLA for strengthening of Telecom network in Ramban

JAMMU, Jan 4: Bhartiya Janata Party MLA from Ramban constituency Mr Bali Bhagat has demanded strengthening of Telecommunication network in his tehsil.

Mr Bali, who met the Chief General Manager, Telecommunication Mr Ramesh Lalwani here, demanded that immediate steps be taken to strengthen the Telephone network in Tehsil Ramban and other parts of district Doda.

He pointed out that most of the telephone exchanges in the district are not functioning properly whereas, several are non-functional for the several years. The people of the area are worst sufferers due to poor and interrupted communication. Sometimes the lines get abruptly disconnected, he added.

The BJP leader further disclosed that there was no telephone facility at Assar and despite assurances by the Telecom authorities new telephone exchange at Assar has not yet been set up. He demanded that all public call offices in rural areas be made functional at the earliest. The MLA also stressed for the upgradation of Ramban and Chanderkot exchanges.

Later, Mr Bhagat also met the Telecom Director, Mr Angural and discussed with him the problems being faced by the people of the area. It was disclosed by the authorities concerned that a Microwave system will be installed shortly at Assar for better communication network.

Mr Saraf has constituted the NSUI wing for Government Girls Higher Secondary School, Shastri Nagar as follows:

Rashmi Gurunle as president, Pushpanjali Bohora as vice president, while four general secretaries are Gitanjali Bohora, Bandu Sharma, Sheetal Sharma and Ashu Gupta. Three students nominated as secretary are Shabnam Kour, Pushpinder Kour and Champa Atri and in addition three joint secretaries are Jasmeet Kour, Kiran Kour, and Sheetal Anand.

JAMMU, Dec 4: The Minister for Education, Mohd Shafi Uri has stressed for the introduction of remedial teachings and academic councils in the Degree Colleges of the state.

The Minister was talking to a delegation of the Jammu and Kashmir College Teachers’ Association which called on later in his office chamber, here today.

During the discussions with the teachers, the Minister stressed for introducing remedial teachings for weak students in the colleges and also to have academic councils for academic excellence.

Mr Shafi also expressed his strong desire to involve the academicians in academic decision-making process. Later, members of the teachers delegation agreed that the ‘participative decision-making’ can be of great help in implementation of academic decisions.

The delegation also aware the Minister of their grievances and putforth their demands. Reacting to one of their demands, the Minister assured that ad-hocism at the administrative and teaching level in the colleges would be done away with at the earliest.

Regarding pay-arrears, career advancement schemes and implementation of other UGC service conditions, the Minister gave an assurances to deal with these issues favourable at the earliest. He agreed that the remuneration of ad-hoc college teachers needs enhancement.

They also emphasised the need for a seminar to discuss the academic problems/issues which the minister appreciated.

The delegation which was comprised of Prof M L Dogra, president, Prof. Asha Sharma, vice-president, Prof Gopal Sharma, treasurer (from Jammu wing), Prof Ismail, vice-president (Kashmir wing) also called on the Principal Secretary, Education, Ms Sushma Chowdhary.

The Principal Secretary, showed enthusiasm to tackle all academic problems but at the same time she demanded high standards from the college teachers as well.

Govt releases 2 months relief for Kashmiri migrants

JAMMU, Jan 4: Minister of Revenue, Relief and Rehabilitation, Mr Abdul Qayoom has issued the directives for immediate release of cash assistance in favour of Kashmiri migrants for the November and December months.

These directions were issued by Minister at a high level meeting of here today which among others was attended by Commissioner cum Secretary to Revenue Department, Relief Commissioner, Additional Secretary Revenue and Director Budget.

The Minister was assured by the officers present in the meeting that they will take immediate steps for releasing the cash relief to Kashmiri migrants. They also informed the Minister that the money has been released to the Department and the same would be disbursed from tomorrow.

Earlier a delegation of National Conference Minority Cell led by its general secretary and former MLC, Mr Bhushan Lal Bhat called on Minister and apprised him of the problems being faced by the displaced Kashmiris due to non release of cash assistance of November and December.

The other members of the delegation were Messrs. Ashok Hangloo, provincial president Minority Cell, Rattan Lal Pandita district president and Moti Lal Bhat Camp president.

JAMMU, Jan 4: Expressing serious concern over the spurt in militancy related activities in Jammu and Kashmir state, the Panun Kashmir Movement (PKM) has urged the Government to take effective measures in curbing the Pan Islamic terrorism which has posed a great threat to the integrity and unity of the nation.

Speaking at the Working Committee meeting of PKM here today, Mr Ashwani Kumar Chrangoo, its president said the recent plane hijacking, attacks on army headquarters and recovery of the rockets from various parts in Jammu City is an indication that the Pan Islamic forces want to create a large scale destruction in the country.

He said the hijacking should be seen in a very wider context of Pan Islamic terrorism and (ISI) strategy and its impact on the security scenario on entire North India is visible.

He said the Government needs to adopt tough strategy against the terrorists and show no leniency to them.

He said PKM has sponsored a two days KP youth convention at Jammu on January 19 and 20 which will discuss and debate all major issues of social, political and cultural concern.

This convention is expected to initiate a process of fresh thinking, new awakening and social transformation with emphasis on the involvement of youth in community affairs.

It will discuss at length the present socio political scenario and evolve a comprehensive strategy to be followed lateron. During this convention some burning social and cultural issues like breaking of social discipline , dilution of language and purity of race will also come under discussion he added.

The main agenda of the convention, however, will be the contradictory statements and dubious actions regarding return of KPs.

Commenting on the recent statement of the Government on the return of the community he said KPs in last one decade of exile have resolved to live in an era of freedom and democracy and unless the process of Islamisation in Kashmir is not reversed there is no question of community’s return to Valley.

He further said the return is also to be seen in the context of survival of the community as a complete socio-political unit in Kashmir.

This is only possible when there is a compact and complete constitutional and political dispensation available to community, he said, adding it is in this context that we demand formation of Union Territory (UT) in Valley for seven lakh Kashmiri people.

The KP leader said the Minister with his statement has contradicted his own Government’s stand regarding exodus , human rights violations against Pandits, genocide which was earlier put forth before the NHRC, standing Committee on Home Affairs, Joint Parliamentary Delegation and UNHRC.

Mr Ashwani Kumar said it is very easy to speak in terms of killings of people but the Minister should have known colossal impact the killings of four to five thousand KPs would have on the community.

Employees observe complete strike for 16th day

DODA, Jan 4: In response to the call given by the J&K Employees Joint Action (EJAC), the work in all Government offices remained paralysed for the 16th consecutive day of the strike today.

During the fortnight long strike series of employees protest demonstrations were held in different parts of the district which were addressed by Mr Rehmatullah Malik district president Joint Employees Front (JEF).

A big rally was today held in front of SDM’s Office at Kishtwar in which employees from all the departments participated.

The striking employees shouted slogans in support of their demands and against the Government which they alleged has forced them to resort to agitation.

The processionists demanded immediate release of 15 percent D A installments and Fifth Pay Commission arrears, enhancement of retirement age, restoration of SRO 43, regularisation of all daily wagers, Anganwari workers, helpers, part time instructors, PHE HR workers and consolidated workers of NAC.

The procession culminated into a demonstration in front of SDM’s Office and the traffic remained disturbed for about two hours.

Speaking on the occasion, Mr Malik warned that if the demands were not conceded the employees will continue strike upto January 15 and on that day demonstrations and rallies will be held in all the tehsil and district headquarters in support of the demands.

He said a big rally will also be held at district in which the next programme will be announced.

Govt to revive defunct Co-operative Societies

JAMMU, Jan 4: Effective steps shall be taken to revive the defunct Cooperative Societies and run on modern and professional lines so as to create a third force of socio-economic development in the State. A decision to this effect was taken at a high level meeting which was taken by the Minister for Agriculture, Rural Development and Cooperatives, Chaudhary Mohammad Ramzan here today. Senior officers of the Cooperative Department, Chairman, Land Development Bank and the Managing Director, J&K Cooperative Bank participated in the meeting. The Minister advised the Cooperative Banks to cut down their expenses, increase recovery, diversify their lending activity to accelerate the pace of business and development of the State.

The Minister said that the Government has launched a self reliant Cooperative Societies Act recently and it was high time now that time bound achievement in training and awareness activities as well as registration of the Societies were taken up expeditiously under the new Act.

Chaudhary Ramzan instructed the department to collect the gross root feed back from the NGOs and Cooperators and use its input for policy planning in the department.

While commending the role of the Department in the timely supply of chemical fertilizers to the farming community in the State, the Minister wanted the department to explore the possibility of establishing fertilizer plant under Centre's Public Sector in the State of Jammu and Kashmir so as to boost the agriculture production in the State.

UDHAMPUR, Jan 4: Jammu and Kashmir Light Infantry Regimental Centre is conducting a recruitment rally for Soldiers (General Duty) for Kathua, Jammu, Udhampur, Poonch, Rajouri and Doda districts. For candidates hailing from district Kathua and tehsil Samba of Jammu district the rally will be held at Samba from 10-12 January 2000. Candidates with educational qualification Matric and above are eligible to appear.

For candidates from Poonch and Rajouri the rally will be held from 10 to 12 January 2000 at Thanamandi, for candidates from Jammu and Rajouri it will be held at Damana and for candidates hailing from Poonch and Rajouri the rally will be held from 10 to 12 February 2000 at Poonch. Educational qualification for these candidates is 8th class and above.

At Bhansal JAK LI Regimental Centre the recruitment rally will be organised from 10 to 12 March 2000 for candidates hailing from district Kathua, tehsil Samba and Udhampur district. For Doda district the recruitment rally will be organised by Sector RR between 20 February to 10 March 2000.

The age for candidates for rallys in January 2000 should be 21 years as on 5 July 2000. For rallys in or after February 2000 the candidates should be 21 years as on 30 September 2000.

Cong leader's concern, over escalation of militancy

JAMMU, Jan 4: Pradesh Congress Committee General Secretary and former Minister Mr Yash Pal Khajuria has expressed great concern over the escalation in militant violence and deterioration of security scenario in the State.

Addressing a meeting of party workers at Chenani and Udhampur, Mr Khajuria accused the State and Central Government of having failed in containing militant activities in the State. The militants are ruling the roost in several parts particularly in hilly and remote areas. The recent spurt in militant activities and the attacks on security forces camps as well as bomb blast in Srinagar city has shown that militants are regarding control of the situation. He said that both State and Centre Governments are misleading the nation about the current situation in Jammu and Kashmir.

Mr Khajuria stressed upon the need for better co-ordination amongst various State and Central security agencies and strengthening of intelligence network at grass root level.

Mr Khajuria has also lashed out on the State Government for not resolving the issue of employees strike. He said that centre should support the State Government in fulfilling its financial liabilities. He warned the Government against any undemocratic action against the striking employees and charged the NC Government of failure on various fronts.

He said that honest and competent officers have been sidelined while corrupt and junior bureaucrats are being encouraged and promoted. This has resulted into maladministration and total misrule in the State.

DCC leaders blame State Govt for on going stir

JAMMU, Jan 4: The District Congress Committee Jammu urban and rural has criticised the State Government for its anti Jammu policies by not accepting the genuine demands of the employees and force them to go on indefinite strike.

In a statement issued here today Mr Om Chopra and Madan Lal Sharma both district president of Jammu urban and rural respectively said that the Government has failed to mitigate the genuine demands of the Government employees and forcing the employees to go on indefinite strike and that too at the time when the Secretariat offices are in Jammu. They said that this is a manuplation of the Government to make the hurdles in the development of Jammu Region. They reminded that when the teachers at Kashmir were on strike during last days then State Government was very much worried about them but now when whole of the State Government employees are on strike then nobody was bothering to solve the right and genuine demands of the employees.

The District Congress presidents while criticising the role of the Chief Minister and his cabinet colleagues said that the members of the sub-cabinet committe constituted for negotiation with the leaders of the Government employees are the main hurdle in the negotiation and when they are enjoying like princes then how they will try their best to solve the problems of the poor Government employees. They said that there is a old policy of the National Conference Government to force the employees to go on strike when the Darbar in Jammu so that the development of Jammu region could be hampered.

They asked the employees to exempt the hospitals staff from the strike so that the general public shall not suffer more.

BJP, NC Govts failed to contain militancy: Cong

JAMMU, Jan 4: The Jammu and Kashmir Pradesh Congress Committee has expressed shock and concern over the bomb blast at Sabzi Mandi Srinagar and the attack on the Army Camps at Surankot and Kalakot, yesterday.

In a joint statement issued here today, the Pradesh Congress Committee leaders said that the barbaric action of the anti-national forces in Srinagar where more than twenty innocent people and jawans of the security forces were killed is a fully condemnable and anti-human being. They said that now the militancy is increasing day by day in the whole state and now the main target of the anti-national elements is the security forces and the army which is a serious concern.

While blaming the Central and the State Government the PCC leaders said that both the Governments have failed to save the lives and property of the general public because there is a alliance between the BJP and National Conference and both are not interested in tackling the militancy. The leaders said that there is no policy of both the Government in curbing the militancy in the State and only exploiting the communal sentiments for their petty interest.

They demanded a high level review the security scenario in the State and asked the both Governments to deal with the militancy with strong hands to save the State from the cluches of the national forces.

PK lambasts Centre Govt

JAMMU, Jan 4: Panun Kashmir, Jammu held an extraordinary meeting today to deliberate on the recent spate of terrorists raids into the very nerve centres of the security outfits and the hijacking of the Indian Airlines plane from Kathmandoo that kept the whole nation on the throes of uncertainty and agony for a full week and ended with the largest democracy of the world capitulating to the hijackers in a humilating demonstration of abject lack of vision and action.

The meeting was chaired by Dr Agnishekhar, convenor Panun Kashmir who described the serial raids by the suicide squads of terrorists into the hub of militancy and police establishments like the cantonment at Badamibagh, the headquarters of Rashtriya Rifles at Srinagar and Surankote the Army camps at Rajouri, the Headquarters of special operation group of J&K Police and other security establishments in the State of J&K as tarpedo attacks within an elements of visionness, surprise and speed.

He said this was part of a well architected remote controlled and fine tuned combat operation. He ridiculed the claim of the State and Central Governments that militancy had been largely contained and normalcy returned in State of J&K. In fact terrorism had not come to stay but was now being enacted on a broader theatre and had spread its tentacles from Valley Jammu province, Himachal Pradesh and other states.

Describing the hijack drama as the worst example of failure of Indian State against the cunning and scheming of Pak sponsored terrorism and an another chapter in what is now an open though unclaimed war against our country. Dr K L Chowdhury chairman political affairs of Panun Kashmir feared that the release of three hardcore ideologue of the fundamentalist terrorism have now unleashed a do or die battle against India. He said the unimaginative handling of the hijack episode and the release of the three price captives have put a big question mark on the competence of the Government to deal with terrorism and has caused a great resentment in the security forces who had paid a big price for securing their capture. It had also given a boost to the relentless and diabolical designs of the enemy to demoralise our military. Though every body heaved a sigh of relief for the release of hijacked passengers but the mood of the country was grim and sullen and the whole nation was feeling letdown. Though this was the 13th hijack episode of Indian air craft nation had yet to come to grips with the menace.

He lambasted the State and Central Governments for ignoring the reports about Nepal being a fertile ground and a condute for drugs, arms and inflitration into India. He felt that need of the hour was to raise crack commando units on the Israeli pattern to deal with hijacking. He called for a change in national paradigm, political and security related, for dealing with narco-terrorism, insurgency, hijacking and suicide raids. This may entail bold decisions like bombing the hideouts of terrorists in the State of J&K and their training centres in the enemy country.

Besides above Mr S L Bakshi, chief area co-ordinator of Panun Kashmir informed that 10,000 people have signed the appeal in Jammu till today, which will be presented to Prime Minister on January 19.

Punjabi Sahit Sangam holds monthly meet

JAMMU, Jan 4: The monthly meeting of Punjabi Sahit Sangam was held under the chairmanship of S Hardyal Singh Rehaber in which various resolutions were passed and it was decided to celebrate Millennium 2000 at Bagh-e-Bahu on December 6.

As per a release an invitation was extended to all the writers of the State and exhorted them to write poems and songs strongly condemning the ISI agents and present Government of Pakistan.

The meeting stressed on the Government to take stern action against anti-national elements who were killing innocent citizens.

All the members took oath to write their poems for unity of the country and humanity. Towards the conclusion poetic session was organised with a Punjabi song of Mr Jagir Gurdaspuri. Mr Amar Singh Kuka, Mr Des Raj Danish, K K Shakir and Mrs Hardeep Kour Deepak presented their Ghazals. Mrs Gurcharan Kour Khalsa sang a religious Geet and Mrs Harjeet Kour presented a short story.

Earlier two minutes silence was observed in the memory of Mr Ripen Katyal who was killed by hijackers of Indian Airlines flight. They also congratulated the Government of India for bringing back 150 passengers safely.

Birth anni of Louise Braille celebrated

JAMMU, Jan 4: The 1992nd Birth Anniversary of Louise Braille was celebrated at Residential School for the Blind, Ambphalla, Jammu where an impressive function was organized by the Social Welfare Department.

Besides inmates of the Blind School, the trainees of Ladies Vocational Centre, Christian Colony, Jammu and Janipura also presented a colourful cultural programme on the occasion.

As per a release the Minister for Social Welfare, Haj and Auquaf Mr Bashir ahmad Kitchloon was the chief guest. The function was presided over by Minister of State for Food and Supplies Mr Ajay Sadhotra. While paying rich tribute to Louise Braille, the Minister for Social Welfare Department said that there is a great contribution of the noble soul Mr Louise Braille who invented the touch system comprising six dots which enlightened the dark world of blind people enabling them to read and write with the help of this system.

The Minister disclosed that Government is committed to solve various problems of handicapped people in the State including visually impaired and many steps have been taken so far to redress their grievances but even the, there are still more fields where attention is required to be paid by Government and Non-Governmental agencies.

During his welcome address the Director, Social Welfare Department, Mr S S Jamwal highlighted certain achievements made by the Department so far. He said, the Government has already purchased 3 kanals piece of land at Roop Nagar for construction of building for the Residential School for the Blind. So far Rs 10 lakh have already been spent and it is expected that the construction work of the first phase of the building will be completed at an estimated cost of Rs 45 lakh, and if the building is completed, the next Birth Anniversary of Louise Braille will be celebrated in the new complex.

Mr Ram Chand Bhagat, MLA, R S Pura and Mrs Bimla Luthra, MLA also spoke on the occasion and paid tribute of Louise Braille. Among others, the function was attended by Mrs Zubida Salaria, MLA, Mr S D Singh, Principal Secretary to Government, Social Welfare Department and senior officers of the Social Welfare Department and senior officers of the Social Welfare Department as also a large number of people from all sections of the society. The vote of thanks was presented by the Deputy Director, Social Welfare Department, Jammu.

Concluding the function, Minister for Social Welfare distributed cash prizes among the inmates. In addition, he paid Rs 2500 to the inmates of Blind Home and Rs 1200 to the inmates of LBM School for unsighted girls from his own pocket for their refreshment.

The soldier saint, as he is known, taught us that God could be realised through devotion and selfless service. His message, which spread far and wide, resulted in the emegence of a new outlook and played an important role in the spiritual and cultural renaissance of our nation.

Mr Saxena said that Guru Gobind Singh Ji's teachings continue to have great relevance as they inspire the people to strive for a healthy and just social order. He expressed the hope tht people will rededicate themselves to the values propagated by the great Guru and will celebrate the day in a manner befitting our cultural heritage.

Describing Guru Gobind Singh Ji as an apostle of amity, righteousness and truth. Dr Abdullah in a message said the great saints and sages have blessed the humanity with divine message of brotherhood, peace and compassion. They rose against social injustice and exploitation and strived for strengthening the bonds of love and brotherhood.

The messages of saints and suffis have tremendous relevance in the present day world, which is confronted with the challenge of violence and religious intolerance.

Praying for peace in the State, Dr Abdullah hoped the day would be celebrated in true spirit of our composite culture.
