attend Excelsior Correspondent JAMMU, Jan 1: A meeting of Akhil Bharat Rachnatmak Samaj Jammu and Kashmir State branch was held today at Jammu in which office bearers from all the three regions participated while speaking on the occasion Mr SP Verma National Secretary ABRS disclosed that:- Akhil Bharat Rachnatmak Samaj a federation of institutions and workers actively engaged in Gandhian constructive work throughout the country for the last four decades serving the poorest of the poor sections of the society is holding annual conferences at different places of importance. These conferences are attended by lakhs of delegates comprising social workers, representatives of voluntary organisations, womens organisations, khadi institutions, farmers, teachers, youths, intellectuals, freedom fighters and other grassroot level social re-construction workers from all parts of India. Next millenniums first annual conference is being held at Salt Lake Stadium Calcutta (West Bengal) from January 18 to 20. This is the first year of new millennium and The United Nations has declared the first decade of this new millennium as a "decade for promoting the culture of peace and non-violence". For us in India, this is the fiftieth year of Indias Republic. This is an opportunity, to prepare an agenda for the first decade of new millennium (2000-2010) and to rededicate ourselves to the Father of Nation "Mahatma Gandhi". The agenda of the conference will be Sarva Dharma Samabhava - Communal Harmony, peace initiatives, Shantisena, contribution of Vinobajis Bhoodan movement to land reforms - and its revival, from Panchayati Raj to gram Swara, non-violence initiatives against exploitation and injustice, Stree-Shakti - womens empowerment, mobilising youth power for peace and constructive work, organic farming and protection of environment, Goraksha and Nasha Mukti, people to people contact between different countries of Asia and Indo-Pak amity and democracy for all countries. It was resolved by all the three regional bodies to send more than 1000 Gandhian workers from J&K State and contingent shall leave on January 15 evening by train for Calcutta where delegates from South Asian countries are also reaching. Railway Ministry has sanctioned 50 percent fare concession. Elaborate arrangements for accommodating the delegates are being made at Jammu, enroute to Calcutta and near Salt Lake Stadium at Calcutta. District president of ABRS are authorised to select the delegates in their respective districts and to send their forms by 5th January 2000 to Jammu HQ. All the office bearers of the State present on the occasion were endebted and thankful to Nirmla Deshpande, national president ABRS for giving tremendous response to the people of State and for sending one thousand railway concession forms to provide an opportunity to visit Calcutta and interact with fellow country men, women and youths and people from other South Asian countries during their stay at Calcutta. To facilitate the delegates an organising committee was also formed under the chairmanship of respective regional presidents and appealed to Gandhian workers of the State to make contact with their block, district and regional president of ABRS for booking. It was also decided to meet the Governor J&K State and Chief Minister J&K State for the kind apprisal regarding the details of forthcoming programme to seek support for making the trip meaningful. They described him a soft spokesperson and honest man who always worked with dedication and devotion. Court, nor mother knew about Zargar Excelsior Special Correspondent SRINAGAR, Jan 1: Unlike in December 1989, the people of Kashmir valley chose to remain completely indifferent to the release of three militants in exchange for 154 hostages, held captive on board an Indian Airlines plane at Kandahar for about a week. Everybody here glued to the radio and television to eagerly watch the developments from here to New Delhi and also in Pakistan and Afghanistan. However, the release of the three militants evoked no reaction as all had unanimously condemned the hostage taking as an un-Islamic and inhuman act, particularly during the holy month of Ramazan. Hizbul Mujahideen, which has been killing people but remained dead against the hostage taking for the last ten days, had condemned the incident in unequivocal terms. Even Harkat-ul-Mujahideen, widely believed to be responsible for the hijack, had disowned the drama of hostage taking in a press statement. Acting chairman of the separatist Hurriyat Conference Mirwaiz Omar Farooq had also condemned the incident and sought unharmed release of the hostages. People here knew little about the Harkat thinktank, Masood Azhar, and another of his Anglo-Pakistani colleague. But, Mushtaq Ahmed Zargar alias Latram, had become a household name in Kashmir in 1989-1992. Founder chief commander of Al-Omar Mujahideen, the illiterate Zargar had emerged as the most dreaded militant of Srinagar city in the first three years of militancy. Believed to be wielding two guns at a time, Zargar had given a tough time to police and 18 battalions of paramilitary forces who failed to catch or kill him for years. He was finally captured alive by troops of BSF at the interior locality of Sarafkadal in April, 1992. Contrary to expectations, there was no immediate reaction among the people over Zargars release. Reports said that there was no enthusiasm even at the Namaz congregations at Jamia Masjid -- the place of worship which remained associated with Zargars name for years. Zargar happens to be a faithful of the Awami Action Committee of Mirwaiz Farooq. In sharp contrast, unprecedented enthusiasm had been witnessed in the entire downtown when five JKLF commanders were released in exchange for the then Union Home Minister Mufti Mohammad Sayeeds daughter Rubaiya, in December 1989. The exchange was celebrated by the common man in the Valley, particularly in the capital city, as thousands of youth got inspiration and joined the militants ranks. She thanked the worthy IGP HG/CD & Aux. Police for his initiative and inaugurating the Training Camp. Speaking on the occasion, Mr C L Banal highlighted the role of Civil Defence Organisation and stressed that every citizen should come forward to join the Civil Defence Organisation and to make it a mass movement to get the Civil Defence Training which is his self defence and of the civil population keeping in view the present scenario. He also said that the training is being imparted to 62 Civil Defence Volunteers to train them in Civil Defence activities lake First Aid, Fire Fighting and Rescue etc. Mr A R Khan, IPS DIG, HG/CD Jammu also spoke on the occasion. He asked the volunteers to get full advantage of this Training and remain vigilant and united at this critical juncture to defeat the evil designs of anti-social elements. Environment Focus By Gopal Sharma The shrinking lakes of Jammu region at the hill resorts of Saruinsar and Mansar in the Shivalik belt on North-East of Jammu and the unchecked felling of trees has become a major environmental threat. It appears that if the due attention was not given to protect these large beautiful waterbodies by the concerned government agencies and the people of the area, these lakes will vanish in the coming decades. The forests which are the prime source of natural waterbodies on the earth, play a key-role in recycling of water in nature. When forests disappear, our water-sources disappear, large hydro-electric powers fail and shortage & famine of water prevails. These are infact, considered as our great heritage of remote past. So, it becomes the responsibility of the coming generations to preserve this thousands year old heritage. According to a great European Ecologist Mr E F Schmancher, of the total world land surface only 8-10 % is at present under food production. With the aid of trees at least three quarters of land surface could supply human fuel, shelter and other by-products. Wildlife could be conserved and pollution decreased and beauty of many landscapes enhanced. This is the way or at least of the ways to our spiritual, moral and cultural generation. It must be realised that effective protection of sanctuaries, parks and reserves will, in the last resort, be possible only if the mounting pressure of human and cattle population is kept under control and true management of land, water forests is improved. It is worthwhile to mention here that the wealth of Himalayas and other forests of India is gradually disappearing in the Bay of Bengal and the Arab Sagar. With the mass scale felling of trees we are losing our soil to the seas. It is feared that by the end of this century India will have not forests. About 65 kms from Jammu is the beautiful tourist resort Mansar lake. Hardly at a distance of 10 kms from Mansar is another large waterbody, namelySaruinsar lake. The surrounding hills, which were ever lush green with thick forests, are now turning barren with no proper check on the felling of trees despite setting up of special Forest Protection Force for the purpose. With the disappearance of vegetation from the mountains in this belt, the problem of landslides on Samba- Mansar road has also increased. But with the vanising of greenery and the beautiful forest cover around the lake, its beautification is diminishing gradually. No doubt, the department of Tourism, Soil Conservation and Environment and Remote Sensing have made some efforts to conserve the lake and add some artificial beauty in the surroundings but a lot more is yet to be required to be done to protect the surrounding scenic beauty and to save the lake water from pollution. The growing of unwanted weeds and process of throwing waste material by the locals in the lake and its surrounding is also polluting the lake water. This has also posed a threat to the living bodies in the lake. The flowing of kitchen , drain waters and washing of clothes in the lake are the major factors to pollute the fresh lake water. The level of soil erosion has also increased as the trees and plants are being felled unchecked. The eroded soil is flowing down to the lakes during rains, shrinking them slowly. Though this slow change is not observed openly by the people of the area but it has been revealed by the elderly people of there that the lake is losing charm, scenic beauty and has shrinked in size. A senior officer in the Tourism department when contacted said that Department has done a lot to promote tourism potential at Mansar. He admitted that not much efforts were utilised to develop Saruinsar lake but at Mansar, huge funds have been spent for the beautification works. He said that besides setting up of Tourist Bungalow, a large beautiful Park at the bank has also been developed. He stressed the need for the cooperation from the local public for not polluting the lake water. Weeds have also been removed several times. |
BJP leaders concern over kidnapping of cops Excelsior Correspondent JAMMU, Jan 1: Ch Piara Singh, MLA, Gandhi Nagar constituency has expressed his extreme apprehensions over rise in militant activities and kidnapping by militants. As per a release he has drawn attention of the Central and State Government towards the kidnapping of seven police personnel in Udhampur while they were offering prayers on Friday, during the holy month of Ramdan. He felt that it was a calculated and new shift so as to pressurise the Union as well as the State Government for seeking concessions. Mr Choudhary has demanded that the law be suitably amended to provide for summary trial and award of capital punishment for any person, whether a militant from other country or an Indian National so as to ensure that anti-nationals do not go scot free. He has further said that unless militancy in J&K State and elsewhere in the country is dealt with on Punjab pattern, the situation is bound to deteriorate. He said foreign militants aided by local militants were adding fat by exploiting the people at gun point. Unless drastic action is taken, the country shall have to face many more unfortunate incidents of kidnapping or hijacking for which the country will have to pay huge ransoms. |

As per a release it was unanimously resolved that situation was fluid due to escalation of militancy related incidents coupled with strike by the Government employees, whose genuine demands were not being conceded by the Government. The speakers condemned the stand taken by the Government while, the employees strike has resulted in enormous hardships ton the general public especially in the hospitals, where there is none to to take care of the patients. The speakers condemned the escalation in militancy related incidents in Jammu region especially in Udhampur district where killings and kidnappings have become the order of the day. They also made mention of the bus mishap yesterday in Udhampur district and blamed the Traffic Police for having failed to check over-loading in passenger vehicles which often result in fatal accidents. The speakers included Messrs Tilk Raj, Nirmal Sharma, Subash Singh, Ram Parkash and R S Sharma. |
Employee with 7 yrs service entitled for regularisation Excelsior Correspondent JAMMU, Jan 1: In a significant judgement delivered by a Division Bench of the State High Court Jammu wing, Mr Justice Tejinder Singh Doabia and Mr Justice Arun Kumar Goel has disposed of an appeal filed by State of Jammu asnd Kashmir and others and held that the claim of respondents for regularisation as per rules is also required to be considered within a period of two months from the date copy of the judgement passed by this court is made available by the Respondents/Petitioners to the Appellant. The claims of the back-wages be also considered in case claim of back-wages are not settled within stipulated period and ultimately it is found that they were entitled to monetary benefits, then they would be entitled to interest at the rate of 12 per cent. This interest would be payable by a person on whose account delay occurs. In this judgement the Division Bench quoted various judgements of the Supreme Court and the High Court of the country and disposed of the Latters Patent Appeal filed by the State against the judgement of Single Judge. The Respondents Chuni Lal and others, who were working in the PHE Department as Casual Labourers had filed a writ petition in the State High Court through Advocate Mrs Surinder Kaur for their regularisation. The Single Judge on Feb 23, 1995 passed an interim order directing the respondent to consider the claim of the petrans for regularisation. They were also directed to pay wages as per rules, as that order was not complied with. The petitioners filed a contempt petition and the Single Judge on this petition came to the conclusion that the Respondents were duly bound to consider the claims of the Respondents. The appellant challenged the order in the appeal and also the contempt proceedings. The DB while disposing of the LPA observed that nothing further survives for considering of the LPA observed that nothing further survives for considering the writ petition and the same is the position of the contempt petition. |

Excelsior Correspondent JAMMU, Jan 1: After conducting preliminary enquiry in a complaint the Vigilance Organisation has registered a case against Shafiq-ullah-Rehman, the then Asstt Commissioner Rajouri and Mohd Afzal Khan, the then Patwari Halqa Dhani Dhar tehsil Rajouri. According to the FIR 81 of 1999, it has been alleged that the written complaint lodged by one Maqbool Hussain Shah son of Ali Shah resident of Dhani Dhar, Rajouri with the Vigilance Organisation wherein the complaint it was stated that Shafiq-ullah-Rehman, the then Asstt Commissioner Revenue Rajouri and Mr Mohd Afzal Khan the then Patwari Dhani Dhar Rajouri has attested Mutation No. 431 dated 8.7.1996 illegally in favour of Kamal Hussain Shah. It was further alleged in the complaint that the Asstt Commissioner and Patwari had demanded and accepted Rs 7000 as bribe from the complainant for attesting mutation in favour of his son from second wife. On this complaint the Vigilance Organisation conducted a preliminary enquiry and collected the relevant record pertaining to Khasra No. 45 and 281 and mutation No. 731 of 8.7.1996 from office of tehsildar Rajouri. According to the record so collected by the enquiry officer, it was revealed that the officials attested the mutation in favour of the disinherited sons of the complainant after accepting bribe of Rs 7000 from the complainant. On the basis of record and evidence collected during the course of enquiry, the Enquiry Officer prima facie established a case of corruption and mis-use of official position against Mr Rafiq Ullah Rehman, the then Assistant Commissioner Rajouri and Mohd Afzal Khan, the then Patwari Halqa Dhani Dhar of tehsil Rajouri and registered a case under Section 5(2) PC Act 2006 (VK) read with Section 161-120 B RPC and further investigation is going on. |

Excelsior Correspondent JAMMU, Jan 1: National Informatics Centre State Control Room functioned 24 hours and no report of Y2K non compliance from any of the critical sectors was reported. This was stated by Mr A K Agarwal, State Informatics Officer, National Informatics Centre, J&K, Jammu. According to Mr Agarwal in the Jammu city all public facilities like power, telecom and railways functioned normally. He said that the State control room was connected to National Control Room at Delhi and 24 cities of the country through Video Conferencing to monitor the situation arising out of Y2K. He further said that the State Control Room was also in constant touch with 36 major countries to have updated information from across the world. |

Excelsior Correspondent JAMMU, Jan 1: Former Minister Mr Yash Pal Khajuria, general secretary Pradesh Congress Committee, has expressed grief and sorrow over the tragic death of 10 passengers of ill-fated bus which met with an accident near Udhampur yesterday. As per a release Mr Khajuria expressed full sympathies with the bereaved families and demanded ex-gratia relief for the killed and seriously injured passengers. Meanwhile office bearers and activists of District Congress Committee Udhampur today thanked the lower staff of District Hospital Udhampur, who provided immediate relief and medicine to the injured persons. Prominent Congress leaders who shared the grief included Messrs Krishan Chander Bhagat, Mrs Gita Devi, Krishan Kumar, Sardari Lal Dubey, Om Parkash, Harpal Singh, Shanker Dass, Sunil Kapoor, Kamal Kishore, Surinder Kumar, Taro Devi, Roop Kour, Amerjit Kour and Kamla Devi.
