synonymous Excelsior Correspondent JAMMU, Feb 13: Panun Kashmir (PK) finds no difference in the Hurriyats slogan for Islamic Jehad and Greater Autonomy demand of National Conference (NC) Government. This was stated by Dr Agnishekhar, convener Panun Kashmir in an informal chat with this correspondent. Elaborating his view point he said both Hurriyat and NC are negating the role of Indian Constitution in Kasmir. While Hurriyat is fighting to convert Kashmir into an Islamic Republic, the NCs greater autonomy is something near sovereignty. He said both the options are nightmarish for KPs as they have no role to play in it. The KP leader while expressing his reservations against the autonomy proposal said a concept is also brewing regarding trifurcation of the Jammu and Kashmir State under which the Kashmir will be given to Muslims, Jammu to Jummites and Ladakh to Ladakhis. He said Pandits no where fit in this dispensation and being the aboriginals of the Valley the trifurcation is detrimental to our future which will be resisted at all costs. However, this has vindicated the stand of KPs that there has to be a political restructuring of the state, he said, adding the Pandits will not mind if this state will be divided into four geopolitical parts in which a territorial peace of land within the Kashmir Valley be given to the Community. In reply to a question he said there is no harm in providing a separate "Homeland" to the community within Kashmir Valley as proposed in the "Margdarshan" resolution. Dr Agnishekhar said as we are for free flow of Indian Constitution in J&K it is the prerogative of all nationalistic forces to come forward in favour of our demand and strengthen the idea. The KP leader said it is the right time when Pandits should assert and play their card vehemently as separate "Homeland" is only spanner which can break all the three options. He said the community should be united at this critical hour to frustrate all designs to disintegrate it. Moreover, the people of Jammu, Ladakh and like minded Kashmiri Muslims thinking on the same terms should come together, he said, adding PK is organising Millennium conference shortly in which all the three forces will be joined to put the voice of disintegration to minority. He said both Indian Constitution and Constitution of J&K defend the interests of Kashmiri Muslims and still they are crying for autonomy while KPs have no such defence. He said the Government of India should take serious note of statements of Awami League supreme Mr Kukka Parrey regarding the nexus among some bureaucrats, politicians and militants and encourage the leader. Regarding his recent meeting with Prime Minister, he said the PK apprised him of its view point and urged him that effective steps be taken to crush the militancy in J&K. He said the PM was also apprised that militants were trying to increase area in Jammu Region and if their movement is not curtailed once for all the day will come when plebiscite slogans will be heard in the middle of Jammu City. Commenting on the proposed visit of U S President Bill Clinton to India next month, he said if it is a fact that Mr Clinton is coming with a solution for Kashmir issue he should take our view point in cognisance as world can not ignore or sideline the geopolitical aspirations of the militancy victims. The KP leader was also wary of R S S and its sister organisations for giving much stress on non issues like Deepa Mehtas"Water" and neglecting the blood shed in J&K. Welcoming the statements of famous film Maker Mahesh Butt and Deepa Mehta that there should be much concern about Kashmir where innocents are being killed, he said the non issues can be taken up only when ones house is in order. He said there is a sense of insecurity in entire Jammu and people should themselves remain vigilant now. |
Maa Shakti protests against dowry system, child labour Excelsior Correspondent JAMMU, Feb 13: Maa Shakti, a social organisation working for the welfare of children and youth organised a unique rally, first of its kind in the region at Trikuta Nagar near here today in protest against the evils of dowry system and child labour. The main aim of the rally was to bring awareness among the masses against these social evils. People from all walks of life especially youth participated in the rally. It was a peaceful demonstration as they conveyed their message by holding placards and banners in their hands which carried thought provoking messages against these social evils. The chairman of the organisation Swami Paul Ji expressed his views regarding these social evils. He said that in the new millennium we all should take a firm step to make a better society. This can only be done if we can try to eradicate evil practice prevalent in our society. Expressing his views he said that dowry system and child labour are the social evils which are destroying the fabric of our society and we all should fight tooth and nail against these social evils. He further said that it is only possible with the cooperation of one and all that we can make our dream of a better society come true. |
Sagar reviews Doda developmental schemes Excelsior Correspondent DODA, Feb 13: An amount of Rs 29.10 crores has been spent by the end of January, 2000 on various developmental and welfare schemes in Doda district. This amount constitutes about 61 per cent expenditure of the total annual outlay of Rs 47.55 crores fixed for the current year and about 75 per cent of the total releases of Rs 39.37 crores. This also includes the amount of Rs 5.38 crores as loan component of NABARD. In addition, Rs 3.96 crores have also been expended on Centrally sponsored schemes like SGSY, EAS, JGSY and BADP. This was stated at a District Development Board review meeting held here yesterday. The Minister for Works, Mr Ali Mohd Sagar who is also the Chairman of the District Development Board, Doda presided. The Minister of State for Works, Mr Qamar Ali Akhoon, MoS for Power, Mr Ghulam Hussain Butt, Legislators Sheikh Abdul Rehman, Qazi Jalal-ud-Din and Mr Khalid Najeeb Shorwardhy, besides various Heads of the Departments participated. Initiating the discussions, Mr Sagar said that present Governments idea was to decentralize the power at the grass root level and MLAs have to play a vital role in representing the public problems before the Board. He asked the Legislators to have interaction with the public in their respective areas to ascertain peoples problems. He exhorted the sectoral officers to involve themselves in the process of developmental and welfare schemes of the district. He also asked them to give due share for balanced development of their areas. Mr Sagar stressed the need for achieving optimum results by utilizing funds properly. No diversion of funds should be made, the Minister added. Earlier, welcoming the Chairman, the District Development Commissioner, Mr Shailendra Kumar gave a resume of physical and financial achievements registered so far in different sectors during the year. He divulged that highest expenditure of Rs 17.02 crores has been incurred on Social and General Services, followed by over Rs 6 crores on Agriculture and allied activities, Rs 3.88 crores on road communication whileas Rs1.28 crores have also been expended on Rural development as State share and Rs 84 lakhs on Industries and allied sectors during the said period. As regards the physical achievements registered, Mr Shailendra Kumar said that an area of 64,000 hectares has been brought under high yielding varieties of crops for which 2217 quintals of HYV seeds and 2234 tonnes of chemical fertilizers were made available to the farmers. An area of 6354 hectares have also been brought under vegetable development programme. In Horticulture sector, an area of 200 hectares is being brought under dry and fresh fruit plantation by planting 32,000 fruit plants. Under JGSY, 54 SOS works and under EAS 661 works have been completed generating over 3 lakh mandays. As many as 183 houses were constructed for houseless poors. Under SGSY, 70 SWAROZGARIES have been benefited. Under Animal Husbandry sector, 3.68 lakh animals were treated, 1.47 lakh vaccinated and dosing were provided to 2.76 lakh animals. Under sheep husbandry sector, over 4 lakh sheep were provided dosing, 1.98 lakh vaccinated and 1.59 lakh sheep were provided dosig. About 6.79 lakh kilograms of wool and 21.20 lakh kilograms of mutton were registered in the sector. Under Forest sector, 2.73 lakh plantations will be made during the current plantation season over an area of 460 hectares on forest land. As many as 5857 Gujjar and Bakerwal students were provided scholarships. Pre-matric scholarships were provided to 5781 students belonging to scheduled caste and 6536 students of other backward classes. Whileas 95 Hanjies were provided financial assistance and 335 sweepers were brought under the ambit of education upliftment scheme. Besides, 17,563 children and 5235 women were benefited under nutrition programme. Under R&B sector, about 20 kms of roads were improved/constructed whileas 30 acres irrigation potential was created in irrigation sector. About 40,300 students were provided free text books by the education department. Under Self Employment Programme, 394 cases were sponsored to various banks, out of which 117 cases stands sanctioned. Similarly under PMRY, 350 cases were sponsored, of which 141 have been sanctioned. Under Handloom sector, two Cooperative Societies with a membership of 91 have been formed. 55,000 mts of handloom fabric have been produced in organised sector besides 60 trainees were provided training in handloom technology. Under District Industries Centre, 32 formal and 64 provisional registrations have been made whileas in Sericulture sector, over 25,400 kilograms of cocoon production was registered and 15 incubation centres were set up. In PHE sector, two hamlets were provided drinking water facilities covering a population of 250 souls during the said period in the district. |

Excelsior Correspondent RAJOURI, Feb 13: Based on enthusiastic response shown by the villagers living along LoC in Rajouri during first phase, the second phase of free medical camp was organised by 50 Bn CRPF at Keri on February 9 and February 10 under the supervision of Ravi Deep Sahi, Commandant 50 Bn. Despite overcast weather and snowfall in the hills around Keri, people of all age groups started trickling in and within short time, large number of gathered near camp. Team of specialist doctors under Dr PN Solanki, SMO, 50 Bn CRPF provided medical advice, free medicines and tips on health care. People who availed facilities of Medical Camp assembled at one place and lectures about nationalist feeling, patriotism and the role of CRPF and security forces was delivered by SSH Rizvi, A/C and HL Ojha, A/C. Striking feature of the Camp was that the poor and the needy living in far flung areas of this border districts benefited the most. District administration appreciated the role of 50 Bn CRPF in taking such humanitarian cause and bridging the gap between people and administration. Officers of 50 Bn listened to problem of villagers and brought these problem to the notice of district administration for redressal. |

The Parishad alongwith their leaders contacted different sections of Hindu Society in this region. The campaigners almost contacted 5000 families in the city. The campaigners distributed leaflets among people explaining the necessity of utmost vigilance about Pak-sponsored acts of subversive activities and violence. The campaigners appealed to the people to identify the person engaged in the acts of militancy and those who are providing shelter to the militants. |
Rampaul distributes blankets among widows Excelsior Correspondent JAMMU, Feb 13: Parliamentary Secretary and Minister of State for Agriculture, Mr Rampaul today distributed blankets among poor widows in a function held today at Old Rehari. Blankets were distributed among thirty widows belong to the weaker section of the society. Addressing the function, Mr Rampaul said the people to work for the betterment and upliftment of the weaker sections of the society. He said that Government alone cant solve problems of the poor and neglected lot of the society, it was also duty of the people to come forward in this task. Listing priorities of the National Conference Government, Mr Rampaul said that State Government under the leadership of Dr Farooq Abdullah was committed to mitigate miseries of the marganlised lot of the society. He said that Government has formulated special schemes for the betterment of poor people. Expressing his grave concern over increasing militants activities in Jammu region, Mr Rampaul said that Pakistan was hell bent to disturb peace in the region. He asked the people to maintain brotherhood and peace and frustrate nefarious designs of enemy. He expressed his sympathy with the families of those who have lost their lives in the bomb blast. Responding to the demands of the residents regarding deteriorating sanitation conditions in the locality, Mr Rampaul assured the people that he would take up the matter with the concerned authorities and every possible step would be taken to improve sanitation conditions in the locality. He also announced that lanes and streets of the locality would be repaired shortly. |

blast, PDD Excelsior Correspondent JAMMU, Feb 13: Mr Som Nath Dabgotra, president, Jammu and Kashmir Vikas Party has started fast till death outside the gate of GGM Science College from yesterday against the barbaric action of the militants and the failure of the State Government in curbing militancy. As per a release Mr Som Nath before sitting on indefinite hunger strike stated that the failure of the Government to provide uninterrupted electricity supply to Jammu city and else where has given a green chit to the anti-national elements to strike at will during dark hours. He said he would not end his fast till the Government ensures regular power supply during night hours, so that nefarious designs of the militants could be thwarted. Messrs Vijay Kumar Bogal, district Jammu president, Sunil Kumar, president for Smailpur, Mukesh Kumar, students wing president of GGM Science College, Ravi Kumar, Jammu west president, Raj Kumar, Youth leader, Raipur Jagir, Subash Chander Nathi, president Rehri and Chhabba Union, Gandhi Nagar block, Sachin and Dalip Kumar also addressed the gathering and declared to sit on fast in support of Vikas Party president Mr Som Nath Dabgotra. |
Various bodies condemn incidents of blast Excelsior Correspondent JAMMU, Feb 13: The incidents of explosions at Sealdah Express and at Krishna Nagar continue to be condemned by cross sections of the society. The regional committee of Communist Party of India (Marxist) condemned the blasts in strong terms and described these as cowardly act of frustrated anti-national elements and enemy agents. The committee urged the authorities to restore law and order to avoid such mishaps in future. It appealed the people of Jammu to keep restrain and not get provoked by the evil designs of enemy and remain united to foil evil designs of anti-national elements. Mr Talat Niaz Qazi, district president of Muslim Federation Jammu condemned the blasts at Sealdah and at Canal Road. In a statement Mr Qazi has expressed deep sorrow over los of innocent and precious lives and held the ruling National Conference Government responsible for having failed in ensuring safety and security of law abiding citizens. Other MJF leaders who spoke ion the occasion included Messrs Mohd Iqbal Salaria, Riaz Ahmed, Nissar Ahmed, Raja Muzaffar Manhas, Mohd farooq, Talib Hussain and Javaid Malik. All Party Hurriyat Conference president for Jammu province Mr D R Sharma has in a statement expressed serious concern over increase in bomb blasts in Jammu and its neighbourhood during the recent past. He said the authorities should dwell at the root cause of the problem and ponder over to achieve a meaningful solution of Kashmir issue. He demanded immediate release of all APHC leaders who were under detention in various jails. The APHC leaders also condemned the incidents of explosions which have claimed a heavy toll so far. A meeting of Centre for All Jammu and Kashmir Urban and Rural Development, J&K State, held under the chairmanship of Mr Sanjay Dhar, chief patron and senior Congress leader, condemned the incidents of explosions and urged the Government to beef up the security measures in Jammu region. Excelsior Correspondent Rajouri, Feb 13: The district administration cleared the main markets of the town of kiosks and removed encroachments here today. The entire operations was planned under the guidance of Deputy Commissioner, Mr. B A Runniyal and Superintendent of Police, Mr Pubinder Singh. As per a release, officials of several district Departments in association with Police Department removed major encroachment from the roads. People in general have appreciated the efforts of the administration as due to mushroom growth of these kiosks, even pedestrians were facing problems. Earlier, also the officials at several times had appealed the shopkeepers to remove encroachments so as to avoid traffic congestion in the area, but all their please fell on deaf ears. As such, the administration decided to go ahead with the cleaning process after repeated complaints of traffic chaos in several areas. The roads of the markets have widened to a large extent after the removal of these kiosks and encroachments. The steps initiated by the Government Departments were also appreciated by the leaders of various political parties including city president of Bharatiya Janata Party (BJP) Mr Yogesh Sharma, city youth president, Mr Vivek Gupta and several others. Several prominent persons requested the officials to continue with the drive. |

Excelsior Correspondent JAMMU, Feb 13: A workers meeting of Jammu Kashmir Awami League, Jammu Province, was held today under the chairmanship of Mr Prahlad Singh, provincial president. As per a release the workers in surcharged mood raised slogans demanding dismissal of Farooq Government for its dismal failure in checking militancy and terrorism in the state in general and in Jammu province in particular. The participants in the meeting also condemned the incidents of blasts in Jammu. Mr Kukka Parray, MLA and chairman of the League who presided over advised the angry youth and workers to remain calm. He told the large gathering that right from 1996, he had been warning the Government to be vigilant lest Jammu went the Valley way but this callous Government did nothing towards these warnings. He asked the workers, young and old to act as vigilantes in their areas to scuttle the enemy designs of dis-integrating the country. He said despite the various representations the administration has failed to open a separate K Oil Depot at Kulwanta. He demanded that K Oil be issued to people in Ramnagar daily so that the people in far flung villages do not face hardships. He alleged the Departmental officers were violating directions in Integrated Water Shed Development Programme (IWDP) Shivalik Project Second Ramnagar by engaging the employees on muster roll instead of casual labour. Mr Mohinder Singh who called on Chief Executive Officer of the Project apprised him of the various shortcomings . The CEO expressed his inability in undertaking the spill over works and plantation for damaged projects due to shortage of funds. However, Mr Thakur warned agitation in case the motivators were not replaced by local and proper implementation of project not ensured. 2 killed, 2 injured in road mishaps Excelsior Correspondent JAMMU, Feb 13: Two of a family including a minor boy were killed and two others were seriously injured in separate road accidents while as two persons made an abortive attempt to end their lives. According to police reports, a mother and her minor boy were killed and her husband sustained critical injuries when their motorcycle was hit by speeding army vehicle at Barnai this evening. Some passers-by immediately rushed to the accident spot and shifted them to Government Medical College Hospital where doctors declared two of them brought dead. The condition of injured was stated to be critical till the last reports came in. The deceased have been identified as Sonia and her son Bishu. The injured has been identified as Arjun Singh of Bantalab. In another road accident, a youth sustained serious injuries when his scooter was hit by fast-moving non-civilian vehicle at Tanda this afternoon. The injured was immediately rushed to hospital where his condition was stated to be critical. He has been identified as Ghar Singh son of Suram Singh of Akhnoor. Meanwhile, two persons made an abortive attempt to end their lives by consuming some poisonous drug at their residence. Identified as Rashi Kumar son of Kushal Chand of Paloura and Bitto son of Nand Chand of Bari Brahamana were shifted to hospital when spotted unconscious by family members. Doctors attended them immediately washed their stomach and provided them super-ficial treatment. Their condition was stated to be improving. The cause behind the extreme step is yet to be ascertained. |
