State speed post centre established

JAMMU, Feb 12: On the demand of public of the town and as declared by Minister of communications recently, department of posts has experimental basis which will be operative from March 1.

The centre will book Speed Post Articles for all places in India which on the National and State Speed Post network and also receive such articles fo delivery within Anantnag town from other centres. The transit time for Anantnag State Speed Post Centre to and fro will one day more than the transit time for Srinagar National Speed Post Centre.

The Centre will have cut off time upto 1300 hrs which means that the Speed Post Articles booked upto 1300 hrs will be despatched to destination on same day while articles booked after cut off time will be despatched next day.

Kamal calls for steps to control population

JAMMU, Feb 12: Industries and Commerce Minister Dr Mustafa Kamal today called for making judicious use of national resources which were abundantly available in the state. He also called for suitable measures on population control.

Addressing a seminar organised in connection with the National Productivity Week, which began today, Mr Kamal said it was a high time for the people to take suitable measures for population control so that steps taken by the Government to improve quality of the life are not negated.

The seminar was jointly organised by Directorate of Industries and Commerce and J&K Industrial Development Corporation.

"It was for the people to take an initiative on population control which can go a long way in improving their own lives", Dr Mustafa Kamal said.

He said the state of Jammu and Kashmir has a tremendous potential for producing quality products and asked the entrepreneurs to adhere to the concept strictly. "It becomes a necessary responsibility of the entrepreneurs to go exclusively for the quality products", he added.

Dr Mustafa Kamal also read out a message sent to the participants of seminar by Prime Minister Mr Atal Behari Vajpayee. The message had stressed the need to go in for increase in the productivity of goods without compromising on quality of the product.

Addressing the seminar, Principal Secretary, Industries and Commerce Department, Mr M S Pandit highlighted the need to produce the quality product saying there was no alternative but to raise the productivity and quality continuously in all walks of life.

Mr Pandit advised the entrepreneurs to avail the benefits of the industrial policy of the state, which has been found to be very attractive.

Chamber of Commerce and Industry, Jammu president Mr Ram Sahai highlighted the problems faced by the industrial sector. He raised a number of demands for consideration of the Minister and hoped that Government would look into them.

Presidents of various small scale industries association also addressed the seminar and assured that they would produce good quality products and would not in any case compromise with quality of the product. they also brought to the notice of the Minister various problems being faced by them in running their industrial ventures smoothly.

Revenue officers hold meeting

JAMMU, Feb 12: A Revenue Officers meeting of Jammu district was held here today under the chairmanship of the Minister for Revenue and Rehabilitation, Mr Abdul Qayoom.

The meeting was told that about Rs 1.03 crore have been recovered as arrears of land revenue upto last December whileas Rs 1.25 lakhs have been recovered as curent revenue by the department.

As many as 63,804 land record pass books have been distributed among the farmers of Jammu district out of 93,600 pass books. Against these pass books, a revenue of Rs 2.75 lakhs have been recovered. Besides this it was informed that tehsil of R S Pura and Jammu are under revenue settlement operation. Only Jama bandies are to be prepared in 672 villages of Jammu district, out of which work has been completed in 552 villages so far. Fresh settlement sanction of Jamabandies for the 24 villages of Bishnah tehsil and 5 villages of Akhnoor are in progress.

While addressing the implementation of Agrarian Reforms Act, the meeting told, out of 1156 villages, work on 475 villages have been completed. It was also informed that out of 3438 mutations cases, 1866 cases were attested during the period from April 99 to Jan 2000.

Addressing the meeting, Mr Qayoom said that democratic set up is a blend of rights and duties. If we lay emphasis on rights, then it is anarchy, if stress is laid on duties, then it is dictatorship. He said that new millennium will be the transparency and accountability. As such we have to be accountable to the people.

The Minister stressed upon the officers to work with zeal and dedication to deliver the goods so that the concerned public do not suffer. He directed the revenue officers to maintain movement registers to look into the grievances of the people at the village level and also touring of respective areas should be done. He also directed that two tehsils of Jammu province and two from Valley should be completed within two years under measurement act.

The Minister also went round the revenue complex and inspected and the Revenue Training Institution, library, Central Record Room, Office of the Director Land Records, Guest House and Hostel accommodation.

Revenue authorities blamed for land acquisition

SRINAGAR, Feb 12: State Revenue authorities are being accused of taking bribe from some notorious elements and inturn facilitating acquisition of the SBA land on Doodh Ganga Nallah known as Sector-7.

According to president of the Foothpath Traders Union, Mr Ashraf Matoo, Revenue authorities have made false documents of the SDA land Sector 7, which falls on left side from general bus stand Bridge leading to Amira Kadal.

He said that although ordered by the Chief Minister, that the land should be developed for the footpath traders notorious elements are claiming that the land belonged to them.

Blast incidents evoke wide condemnations

JAMMU, Feb 12: Two consecutive blasts at Sealdah Express and at Krishna Nagar within less than 24 hours in which nine precious lives were lost besides rendering scores of others injured, have evoked wide-spread condemnations from cross sections of the society and the political leadership.

National Conference state general secretary Sheikh Nazir Ahmed Advocate, while condemning the acts of terrorism, has prayed for speedy recovery of the injured persons and expressed deep sympathies with the bereaved families. He appealed the people of Jammu to remain calm and vigilant and help the administration and security forces in defeating the nefarious designs of anti-national elements and terrorists as also their foreign mentors to aggravate the situation in Jammu region. Sheikh Nazir Ahmed said the act of the militants speaks volumes about the level of frustration among them who have targetted innocent civilians. He called upon the administration to bring the culprits to the book and pay necessary compensation to the bereaved families.

Jammu provincial committee of National Conference in a meeting under the presidentship of Mr Bodh Raj Bali condemned the cowardly act of terrorism and expressed condolences and conveyed sympathies to the bereaved families. While condemning the blasts Mr Bali stated that no religion approves killing of innocent people and appealed the people to remain united. Those who participated in the meeting included Messrs Rattan Lal Gupta, Sheikh Bashir Ahmed, Brij Mohan Sharma, Jugal Mahajan, Gurdeep Singh Sasan, Chander Dhar, S Peter, Ms Zubaida Salaria and Ms Bimla Luthra (MLAs), Jatinder Bakshi, Darshan Lal Jain, Ramnik Singh Bijral, Raja Navid Ahmed, Jagdish Bassan, Dr Tara Chand, Sunil Dharmat and Ashok Kumar.

Youth National Conference leaders in a meeting have also condemned the blasts. The speakers included Messrs A K Wani, Dr Shafi, Ravi Mahajan, Sukhdev Singh, Chander Mohan Sharma and Ms Daljeet Kour.

Muslim Federation Jammu in a meeting under the presidentship of Mr Abdul Majid discussed the prevailing situation and condemned the innocent killings. The speakers demanded strict vigil by security forces and the people so as to ensure public safety. Demanding immediate release of ex-gratia relief to the bereaved families the Federation demanded best possible medicare to the injured. The Muslim Federation also called for uninterrupted power supply in the region to ensure safety and security of the people and provide succour to the students, whose studies were getting hampered due to absence of light.

Pradesh Congress Committee in its meeting under the presidentship of Ch Mohd Aslam expressed shock and surprise over two powerful blasts within 24 hours in Jammu, which claimed so many precious human lives.

The Congress leaders while addressing condemned the blasts and expressed anguish over lapse of security arrangements. They said blasts in the city show that one is not safe in his house. They also held power cut during night hours responsible for such acts of sabotage by militants and anti-national elements.

The PCC took strong exception to the present law and order situation and held both Central and State Governments responsible for the same. They said tall claims of normalcy were hollow and that state and central governments have lost the moral right to rule.

Prominent among those present in the meeting included Miss Mehbooba Ali Shah and Messrs S Praduman Singh Azad, Ram Dass Dogra, Lal Mohd Sabir, Yash Paul Khajuria, Dr Nirmal Kamal, Mrs Anayat Bibi, Om Chopra, Madan Lal Sharma, Ch Zafarullah Azad, Th Diwan Singh Langeh, R N Hanjura, Th Hari Singh, Vinod Sharma, Mohd Sultan, Maheshwar Singh, Ch Fateh Mohd, Shakuntala Devi and Baldev Sharma.

The Chamber of Commerce and Industry in a meeting under the presidentship of Mr Ram Sahai said that spontaneous reaction of the people on the incident of bomb blast near GGM Science College, where people resorted to stone pelting and slogan shouting against administration in general and power department in particular, should be an eye opener for the authorities that be.

Mr Ram Sahai while condemning the two blast incidents reminded the authorities that like the current blast the Raghunath Bazar blast had also occured during power cut. He said the Government continue to be sounded since long about the repercussions of power cuts during night hours but the state authorities have maintained a steadied silence over the matter.

The Chamber called upon the Government to see the writing on the wall and act before it was too late and beyond control.

Janata Dal (Secular) in a meeting chaired by Mr Dhan Raj Bargotra, president condemned in strong terms the blasts at Supwal and at Krishna Nagar and described the same as failure on the part of State and Central Governments. The meeting demanded immediate ex-gratia relief to the next of kin of the deceased and wished an early recovery to those injured in these incidents. Others who addressed included Messrs Mast Nath Yogi, Sardar Kulbir Singh, Bhagwati Sharan , vice presidents of JD-S demanded free hand to security forces to contain militancy and liquidate militants. Two minutes silence was observed for peace to those killed in these blasts.

J&K State unit of Rashtriya Janata Dal under the presidentship of Syed Ghulam Nabi condemned the blasts and called for adequate compensation to the affected families.

Others who spoke included Messrs Des Raj Gupta and M L Raina.

Yuva Rashtriya Janata Dal in a meeting under the presidentship of Mr Vijay Mahajan and attended among others by Messrs Dharam Paul Kataria, Sumit Gupta, Abul Hassan, Gul Mohd. strongly condemned the blast incidents and called for strict vigil by security forces. They also called for maintenance of communal harmony and peace at all costs.

R S Sharma, MLA Nowshera, has expressed shock over loss of innocent lives in bomb blasts and condemned the explosions terming these as brutal act of terrorism. In a statement Mr Sharma said these incidents have clearly demonstrated that terrorists working at the behest of Pakistan were having no qualms of conscience. He added that it was for the security forces and the state police to mount vigil to the extent that such blasts do not recur and innocent lives were saved. Mr Sharma also expressed shock over killing of three Kashmiri Pandits in Telwani, Anantnag.

Scheduled Tribe Morcha of BJP has condemned the blasts. Ch Noor Ahmed, spokesman and secretary of Morcha expressed sympathies with the bereaved families and demanded immediate payment of ex-gratia to the affected families. Others present in the said meeting were Mohd Sardar Khatana, Ghulam Haider Atish, Ch Salam Din, Mohd Adris Tabasum and Ch Mohd Latif.

State Bahujan Samaj Party leaders Messrs G L Bhagat, H R Chargotra, Tulsi Dass Langeh, S Manjit Singh Advocate and others in a meeting held today condemned the blast incidents at Supwal near Vijaypur and at Krishna Nagar in which several precious lives were lost and over two dozen people injured. While analyzing the present law and order situation the BSP leaders gathered that militancy in J&K state was increasing day by day and the lives of common people were at stake. Congress Seva Dal in a meeting under the chairmanship of Mr Ramesh Gupta, organising secretary, condemned the blast incidents. The meeting among others was attended by Messrs Vijay Sharma, Ms Kanta Bhan, Ajay Kumar, Ritish Gupta, Jagan Nath Sharma, Shakuntla Devi, Sunita Gupta, Kuldeep Raj Gupta, Amit Gupta and Raj Kumar.

Jammu and Kashmir National Panthers Party president Sardar Mushtaq Ahmed Khan in a statement has condemned the incidents of blasts at Supwal and at Krishna Nagar Jammu and held that the militants were totally frustrated and have resorted to inhuman and barbaric actions after having failed on all fronts.

While expressing deep sympathies with the bereaved families he demanded adequate compensation to next of kin of the deceased. The party also appealed the people to maintain complete communal harmony and amity to frustrate the evil designs of anti-national elements.

The J&K Nationalist Congress Party in a meeting under the presidentship of Thakur Randhir Singh, condemned the blasts and showed sympathies with the bereaved families and wished an early recovery of those injured in both the blast incidents. Messrs Abdul Ghani Shah, Pardeep Singh Parihar, Ch Hussain Ali, Paras Ram Poonchi, Madan Lal, Amrit Sagar, Bakshi Inder Mohan, Master Akram Ahmed, Nater Parkash Sharma, Prof Baldev Singh, Sukhdev Singh, Sadar-ud-Din Keen, Peer Baba Majeed, Ashok Sehgal, Pankaj Kohli, Karan Singh, D N Raina, Sardar Surjit Singh and Col Parihar.

J&K People’s Democratic Party in a meeting under the chairmanship of S Surinder Singh condemned series of blasts in and around Jammu and asked the Central Government to dismiss Farooq Abdullah Government for having failed to contain militancy. The speakers in the meeting demanded adequate ex-gratia relief to the next of kin of deceased persons and wished an early recovery to those injured in the explosions. Others who spoke included Messrs Romesh Kapoor, S Pritam Singh, Ashok Sharma, Girdhari Lal, Dina Nath and Shobha Ram.

Students and staff of Government SPMR College of Commerce in a meeting condoled the death of innocent people who got killed in explosion in the vicinity of the college. The meeting which was chaired by College Principal, observed two minutes silence for peace to the departed soul and courage to the bereaved families to bear with the irreparable loss. The speakers called for beefing up security measures to restore the confidence of the people.

The BJP vice presidents Mr Hans Raj Dogra, MLA and Mr Chander Mohan Sharma advocate have held NC Government responsible killings of innocent people in series of blasts in Jammu within 24 hours. the BJP leaders visited the affected families and after expressing their sympathies with them also urged the Government to pay adequate compensation and ex-gratia relief to the next of kin of the deceased persons.

Vishav Hindu Parishad Jammu and Kashmir also condemned blast at Krishna Nagar yesterday. The meeting was attended among others by Messrs Khem Chand Sharma, Rama Kant Dubey, Vishal, Surinder Sharma, Vijay Shastri and others who also visited hospital to inquire about the well being of those injured in the blast.

Dogra Sadar Sabha in a meeting under the chairmanship of Thakur Gulchain Singh Charak, president, condemned in strong terms the two powerful blasts which claimed the lives of so many innocent people and urged the Government to pay adequate compensation and ex-gratia relief to the affected families.

Senior trade unionists Messrs Sampat Parkash, Shakti Gupta and Som Nath (Udhampur) have also condemned the explosion by anti-national elements at Supwal and Jammu and conveyed their sympathies with the bereaved families.

BJP Rajouri general secretary Mr Sham Sood and City president Mr Yogesh Sharma have in a joint statement strongly condemned the blasts occurring in areas of Jammu and urged the Government for extra vigil to ward off any untoward incident.

Canal Road Welfare Association, Jammu, in a meeting under the presidentship of Mr Pardeep Singh Manhas, condemned the blast incident. The meeting also criticised the Power Development Department for resorting to power cut during peak hours.

Other organisations which condemned the blast incidents and called for adequate release of ex-gratia relief and compensation besides best possible medical assistance to those injured included Rashtriya Sewika Samiti, J&K People’s Democratic Party, Secular Party of India, Kashmiri Hindu Fire Sufferers Forum, All J&K Mahasha Sadar Sabha, Jammu, Students and staff of Government College of Education, People Welfare Association, Jammu, Shri Guru Ravi Dass Satsang Society, Jammu, All J&K Ravi Dass Sabha, Jammu Tawi, All State Kashmiri Pandit Conference, Democratic Youth Federation of India, Communist Party of India (Marxist), Jammu, Federation of Jammu (North) Traders Association, Akhil Bhartiya Vidyarthi Parishad, Jammu and Dr Kulwant Singh, convenor and State Forum for Justice and Human Rights.

As a result, we can see the serious degradation and depletion through their overuse, misuse and mismanagement. Serious degradation in quality of air has no longer remained a problem for the developed countries only but has spread its tentacles on urban sector of the developing countries.

This problem has posed a major threat to the human life in the cities and towns where trees and plants have vanished and remaining are being felled mercilessly in the name of development. A good number of old trees are dying due to increasing pollution level in big cities. Several trees are felling ill and its has been observed that the bark breaks itself and sap oozes out in slow process. Under such threatening circumstances the houseplants are playing a significant role to clean the pollutants from the surrounding air, minimising the increasing pollution impact to some extent. The environmentalists and the Scientists are encouraging people of such cities and areas to keep houseplants at least to breath in some better quality air for the longer survival.

It has been generally observed that the people belonging to rich class or those belonging to field of Science or the seniors in the Armed Forces keep the plants in different types of pots at their residential places and really know their purpose. There is another class which keeps the houseplants to add its beauty or for hobby sake. There are lesser people who really know and realise the vital use and importance of the plants in their life.

An environmental engineer, Bill Wolverton has identified ten top houseplants best for chemical vapor removal, ease of growth and maintenance, resistance to pests and rate of water evaporation. These plants are Areca palm, Lady palm, Bamboo palm, Rubber plant, Dracaena, English Lvy, Dwarf Date palm, Ficus Alii, Bosten fern and Peace Lily.

According to him, three common houseplants were taken up for the test to see the ability in removing formaldehyde from the air and it was found that spider plants were the champs, removing 95 Per cent of the toxic substance from a Plxyglass chamber in 24 hours. It was also observed that the type of plants also clean the air contaminants ranging from Ammonia to Benzene. Such toxics are emitted from countless sources in our daily life, including adhesives, ceiling tiles, photo-copiers and upholstery.

The most common air pollutants are Suspended Particulate Matter (SPM), Sulphur Dioxide, Carbon Monoxide, Nitrogen Dioxide, Hydrocarbons, and Photochemical oxidants. SPM is caused due to combustion of solid fuels, construction activities, industrial process , vehicles atmospheric reactions, natural events like forest fires, wind erosion, volcanic eruptions. The principal sources of Sulphur Dioxide are combustion of fossil fuels, refining of petroleum, smelting of ores containing Sulphur, manufacturing of Sulphuric Acid, burning of Sulphur contained refuse, papermaking and natural events. Carbon Mono-xide is mainly caused due incomplete combustion of fuels and other carbon contained substances. Nitrogen Dioxide is caused due to moto-vehicle exhausts, high temperature stationary combustion atmospheric reaction etc.

He defines that six to eight cubic feet of air surrounding an individual can be a comforting presence. " If you spend a lot of time at a computer or in an easy chair watching TV, try to have a nice plant sitting near you, because the closer you are with the plant, the more it’s going to help you. Remember, the artificial poly-plants and flowers adding more pollution to your surroundings and causing deep impact on your health, " he suggests.

The growing bodies associated with the research on the subject offer yet more evidence that houseplants may be an effective means of improving the air quality in your home and the office. Wolverton found that plants absorb air-borne pollutants as part of their normal breathing process ( Carbon dioxide in Oxygen out) and transport them to their roots where microbes feed on and detoxify them. He measured the filtering capacity of specific plants by putting them into a sealed chamber with a succession of toxic chemicals, then measuring how much of each chemical remains at 12 hour interval. It was found that the most effective plants had a high transpiration rate —that is ,they emit more moisture into the environment.

A senior Professor in the Department of Jammu University said due to natural pumping action, plants pull air down to their roots and pump the moisture out. Supporting Wolverton’s theory he maintained, " It’s question of how well they do it and whether that’s enough to be an effective means of pollution control in a typical indoor environment." While one plant may clean the air in small confined space, getting those same results for the whole house require many more plants. But how many more, is not clear and it will certainly depend on the quality of air around the residential place or the office and the number of inmates, he opined.

In response to a question he said, " Tightly sealed buildings create conditions very similar to static lab tests in that there is very little movement of air. The more you have, the faster they will work. The plant pots should never be thought of a cure - all. If you have a building with serious indoor air pollution, even a large number of plants is not going to solve the problem completely. But it’s like a cat in your lap, a plant in your personal breathing zone." He totally opposed the unhealthy menance of keeping artificial plants and flowers in the residential places and the offices with the plea that it causes environmental related problems.

J&K Nationalist Forum opposes autonomy report

JAMMU, Feb 12: A meeting of the leaders of prominent social and professional organisations was held at Aggarwal Sabha to discuss the repercussions of the State Autonomy Commitee and Regional Autonomy Committee reports.

According to a press release, the meeting was convened by Mr Shri Kumar, Sangchalak RSS of J&K State. Representative from J&K United Gujjar Front, Jammu Mukti Morcha, Akhil Bharatiya Vidyarthi Parishad, Adhivakta Parishad, Bharat Vikas Parishad, J&K Minority Forum, Hindu Raksha Samiti, ASKPC, Nari Jagaran Manch, Shramik Morcha, Jammu Kashmir Vichar, Rashtriya Sevika Samiti, Purav Sanik Parishad and VHP attended the meeting.

While addressing the meeting, Mr Indresh Kumar, Himgiri Prant Parcharak of RSS called upon the people irrespective of caste, creed or religion to stand united and fight against the evil designs of Dr Farooq Abdullah in implementing the State Autonomy Report. He asked for the constituting the units of Nationalist Forum at district, block and panchayat levels and to work for the awakening of the masses about the repercussions of the autonomy report which Mr Farooq Abdullah was aiming at.

Meeting asserted that all Central rules have been extended to the State through State Legislature and are for the benefit and welfare of the people of the J&K State. It was said that committee constituted by late Sheikh Abdullah under the chairmanship of Mr D D Thakur after coming to power in 1975 to review the Central laws applied to J&K after 1953, had observed that there was not a single law introduced which was against the interest of the State and its people, all the Central laws applied were for the benefits of the people of the State.

Speakers were of the view that Regional Autonomy Committee report was mysterious design for dividing the State on communal and regional lines.

Jammu driver looted in Gaziabad at gun point

JAMMU, Feb 12: A Tata Sumo driver, hailing from Jammu was looted at gun point by some robbers, clad in Military combat dress near Gaziabad in UP. The accused flee the spot alongwith the vehicle.

The driver, Charan Dev Singh, son of Chater Singh of Chhani Himmat, who arrived here last night, narrated the whole incident to the Railway Station Police and the members of the Taxi Union at Railway Station. An FIR in this connection was also registered with the concerned Badalpur Police Post, under Dadri Police jurisdiction in Gaziabad (UP).

The driver said on February 8, two persons in Army uniform and another in civil, came to Vaishnodam Taxi Stand at Railway Station Jammu. One of them disclosed his identity as one Ravinder Paul posted in 12 RR in Doda and asked to hire a Tata Sumo vehicle for Delhi. Tata Sumo, JK02J/6023, belonging to one ex-serviceman- Kamal Singh was hired for Rs 5500. They paid Rs 4000 in advance at the Union Office and asked to pay the balance Rs 15,00 at the destination.

The driver, Charan Dev and Nagar Singh ( brother of the vehicle owner), left for the Delhi carrying these three passengers. The man in civil told them that cause of their going to Delhi was the death of the wife of their colleague, who has not been informed of the incident.

On reaching Ambala, they took meals and also made some telephone calls from a local STD/PCO booth.

On reaching Delhi, the passengers told that they are left with no money and in order to get the balance they would have to go to Gaziabad with them. The driver and his associate refused to go there on the plea that vehicle has been hired for Delhi only. But after hot exchanges with them over the issue, the operator agreed to go to Gaziabad to get his Rs 1500 balance.

Near Gaziabad, one of the passengers alightened the vehicle at deserted place and asked the driver to wait. After about 15 minutes he came with two more persons, who asked to come out and get the money. The operators told that the unidentified men then took out their pistols and asked to handover all the cash. The robbers tied both of them to the tree with the help of a ropes and escaped alongwith the vehicle.

They told that a villager helped them to free and they reached the nearby police post Badal Pur and narrated the whole incident. An FIR was lodged there and they reached at Delhi on borrowing money from a relative they managed to reach Jammu. The Jammu Railway Station Police contacted Dadri Police for the incident and has sought its coordination.

Bar Asso demands imposition of Governor’s rule in J&K

JAMMU, Feb 12: Expressing serious concern over the worsening lawlessness sin Jammu region and influx in militancy activities the Bar Association Jammu took out a procession in High Court premises today in protest against the series of bomb blasts and failure of Government to protect the lives of the people.

The Association also demanded immediate imposition of Governor’s rule in J&K state.

The demand was made through a resolution passed by the Association in its meeting here today which was presided over by its president Mr M K Bhardwaj.

The meeting also expressed serious concern over the series of bomb blasts in Jammu region which claimed nine innocent lives besides injuring several others.

It said the militants in daring devil acts have succeeded in creating panic among the peace loving people of Jammu.

The resolution also demanded reshufling of entire Police Department immediately and halt on power curtailments during night hours.

The members decided to submit a memorandum to Divisional Commissioner and demanded beefing up of security in court premises and proper check of all vehicles entering the court premises.

The meeting among others was addressed by Messrs A K Kotwal, R P Sapolia, Baldev Singh Salathia, B B Kotwal, Tilak Raj Sharma, K K Pangotra and A K Badyal.

Majid reiterates demand on release of DA, pay arrears

JAMMU, Feb 12: President All J&K Low Paid Employees Federation, Mr Abdul Majid Khan has reiterated his demand for payment of D A installments and second installments of pay revision arrears in cash.

Addressing a big rally of employees at Akhnoor town 30 kilometers from here today, the Federation chief also demanded regularisation of daily wagers, consolidated paid workers, village guards, numberdars, Anganwari workers and enhancement of their wages.

Mr Khan congratulated the employees of Akhnoor Tehsil for not taking part in state sponsored strike launched by what he called the so called EJAC leaders.

He also said in other parts of the state the employees also ignored the strike call and remained united under the banner of Federation.

He asked the employees not to get demoralised by the betrayal and sell out policies of EJAC leadership . He reiterated the firm resolve of the Federation to continue its persistent and protracted struggle for getting employees common as well as sectional demands conceded from the Government.

The rally was presided over by Mr Bodh Raj Sharma, Tehsil president of the Federation. It among others was addressed by Messrs Baldev Raj president Class Fourth Employees Union, Thakur Dass president Provincial Village Guards Union, Bhim Sein, president Provincial Numberdars Union, Sehja Ram, Chaman Lal, Krishan Kumar Sharma, president Coordination of Medical Employees Akhnoor, Ram Lal and Ashok Kumar. Krishan Lal Bhagat was the stage secretary.

They demanded extension of leave encashment benefits to teachers, raising of retirement age to 60 years, removal of anomalies created during the pay revision of 1992 and removal of genuine grievances of clerks, class fourth employees, employees of PDD, PHE, Local Bodies, Irrigation, Animal Husbandry, Health and other departments.

Over Rs 4-cr being spent in Thathri, Gandoa

doda, Feb 12: Over Rs 4.50 crore are being spent on the construction of road communications in Thathri and Gandoh blocks of Doda district. Besides three irrigation schemes are also being taken in hand under NABARD. This was disclosed by the Works Minister, Mr Ali Mohammad Sagar while addressing a largely attended public meeting at Chhatroo yesterday.

Mr Sagar said that three schemes for the construction of roads involving an expenditure of Rs 2.31 crore would be taken up in the Inderwal area during the next financial year which have already been approved by the NABARD. In addition, Rs 35 lakh would be spent for augumentation of water supply schemes in Thathri block. The Minister announced that Chhatroo block headquarter will be developed as a model village. He said that the present Government headed by Dr Farooq Abdullah is very keen to provide all basic amenities to the people especially living in far-flung areas of the State.

Earlier, Mr Sagar inaugurated the 63.35 metre span steel grider motorable bridge at Chhatroo. The sub-structure of the bridge was completed in 1993-94 and super structure work in 1996-97 which has now been completed at a cost of Rs 7.71 lakh. With the construction of this bridge about a population of 5,000 living in 14 villages and Moharas has been benefitted. On the occasion, the Minister announced to appoint 10 gang-coolies each for R&B and PHE Sectors for the maintenance of road and water supply schemes in Chhatroo area besides providing Rs two lakh for flood protection works for Chhatroo nallah by the Irrigation and Flood Control Department.

The Minister of State for Works Mr Qamar Ali Akhoon while addressing the gathering said that the administrative powers have been decentralised at the grass root level for equal and balanced development of the State. He said that present Government has taken the reins of the State at the time when its economy was totally shaken. The Government is taking every step to revive it as early as possible, he added.

On the occasion, the Parliamentary Secretary (Power), Mr Ghulam Hassan Bhat said that the Government is committed to provide regional autonomy to the State within the Constitution of India which will further strengthen the ties with the country. He announced that electric tariff of Rs 45 per month for the consumption of 200-300 wtts of power will be charged from the consumers belonging to rural areas of the district.

Sheikh Abdual Rehman and Qazi Jalal-ud-Din, Legislatures also addressed the meeting.

Later in the evening the Works Minister also had a meeting with the Army and civil authorities to review the law and order situation in the area.

Udhampur employees hold strike

UDHAMPUR, Feb 12: Telecom employees of J&K Circle struck down work and the strike entered fourth day today.

The employees are demanding that culprits of Bhaderwah episode should be brought to books.

Meanwhile a procession was taken out by all Telecom employees from old telephone exchange to DC Office Udhampur and a copy of memorandum addressed to Chief Secretary J&K State was submitted to DC Udhampur.

Telecom employees also held a meeting at the gate of DC Office Udhampur. The meeting was addressed by Subash Chander district secretary BTEF and member J&K Telecom Welfare Board.

Graft charges framed against ETO

JAMMU, Feb 12: Special Judge Anti-corruption Jammu, Mr V K Phull today framed charges against Raja Masood Ahmad, Excise and Taxation Officer for acquiring assets to the tune of Rs 17,72,175 disproportionate to his known source of income by abuse of his official position as a Public Servant and as also for violating the provisions of Section 12 and 14 of J&K Publicmen and Public Servants Declaration of Assets and other provisions of Act, 1983.

He was also booked for entering into a criminal conspiracy with his mother in law for committing offence of criminal conspiracy punishable under Section 120-B RPC for helping and facilitating the accused Raja Masood Ahmad in concealing his disportionate assets both the accused are to be proceeded with and tried.

The court directed the prosecution to examine the witnesses on next date of hearing, which was fixed from March 13 to March 16, 2000.

Special Public Prosecutor R S Thakur and Public Prosecutor K S Charak appeared for the Vigilance Organisation and Advocate R P Bakshi appeared for the accused.

According to the prosecution case, the accused Raja Masood Ahmad, Excise and Taxation Officer, during the period from January 1989 to December 1997 misused his official position as a Public Servant and acquired assets disproptionate to his known source of income either in his own name or in the name of others including his monther-in-law.

The Investigating Agency has given the details of the properties belonging to the accused. It also considered the sources of income of the accused during the check-period and the expenses incurred by him as also total value of the assets.

During the check period it was ultimately found the accused was in possession of assets worth Rs 22,000,424 as against his likely saving of Rs 4,28,249 leaving a gap of Rs 17,72,175 which accused could not explain inspite of all opportunities given to him.

He said despite the various representations the administration has failed to open a separate K Oil Depot at Kulwanta. He demanded that K Oil be issued to people in Ramnagar daily so that the people in far flung villages do not face hardships.

He alleged the Departmental officers were violating directions in Integrated Water Shed Development Programme (IWDP) Shivalik Project Second Ramnagar by engaging the employees on muster roll instead of casual labour.

Mr Mohinder Singh who called on Chief Executive Officer of the Project apprised him of the various shortcomings .

The CEO expressed his inability in undertaking the spill over works and plantation for damaged projects due to shortage of funds.

However, Mr Thakur warned agitation in case the motivators were not replaced by local and proper implementation of project not ensured.

Mr Thakur who visited villages of Kulwanta, Keya, Chigla Balota, Joffar, Lehar to assess the problems of the people interacted cross sections of the people enroute and listened their problems.

DB admits appeal agaisnt Munsiffs selection

JAMMU, Feb 12: Division Bench of the State High Court headed by Chief Justice Mr Justice Bhawani Singh has admitted an appeal filed by Surjit Singh Bali (Adhoc Munsiff) against the selection of Munsiffs under Backward Area Category and stayed the judgement of the Single Judge whereby the Writ Petition, was dismissed.

The Petitioner had challanged the selection of Sanjay Parihar, Yash Paul Kotwal, and Kossar Ahmad under category of Backward area on the grounds that they had not submitted the category certificate before Ist July 1996, the date fixed by the Public Service Commission for submission of application forms complete in all respects.

It was prescribed in the notification that applications which are not complete in all respects shall be liable to be rejected.

The petitioner submitted that since the Respondents had not submitted the category certificate by or before the last date prescribed, their applications were liable to be rejected and they could not have been appointed. The Rule 15 of J&K Civil Services Judicial Recrutiment Rules 1967 also prescribed the samething, however, the PSC entertained the category certificate much later than the date prescribed.

He also referred to certain judicial prouncements in this regard, however, the Learned Single Judge dismissed his writ petition, which is challenged before the DB through Advocate K S Johl and the same has been admitted.
